Since 1993 Cyprus Amax has brought $2.5 billion dollars of greenfield and expansion projects into production, taking it from a mid-sized domestic minerals company into a major international minerals organization. The near simultaneous development of these multiple mineral projects in different locations around the world provided the opportunity for Cyprus Amax to develop a formal project management approach based, in large part, on an outsourcing philosophy. This formal project management system along with its outsourcing philosophy has served the growth agenda of Cyprus Amax extremely well. These preceding factors, coupled with the in-house retention of a core project group that fully understands the breadth of skills and abilities needed to undertake development of multiple large projects successfully, have been the cornerstone of Cyprus Amax’s project development success.

This paper, describing the mining operations at Mount Isa Mines, is one of a series covering mining methods and costs being published by the United States Bureau of Mines. The Mount Isa property has been in operation since June 1931; during this period operations have changed from the production and treatment of carbonate ores to the mining, milling, and smelting of sulphide ores. This change involved revision of ore-extraction methods. Stoping methods have been designed to apply to parallel lodes ranging from 10 to over 100 feet in width and dipping at 50° to 60°. The hardness and strength of the ore and enclosing wall rocks, together with the strength and thickness of the country rock between lodes, have permitted the selection of a sublevel stoping method for mining the sulphide ores.

THE plastic deformation of slender single crystals of zinc has been described in some detail in the paper by Mark, Polanyi and Schmid,1 which has become a classic, and also by one of the present authors in a somewhat shorter account.' The study of single-crystal zinc is termed classical because zinc single crystals offer, perhaps, the best material yet available for the study of atomic behavior during deformation and the effect known as "strengthening" in metals. A considerable amount of additional work has also been done on single-crystal zinc, but as it is not closely related to the present paper it will not be considered. Throughout all the former work, the mechanism of plastic deformation first described by Mark, Polanyi and Schmid has been assumed to hold. This may be said to offer the strongest confirmation of its correctness. Even so, the picture of the process has never been as completely portrayed as is desirable. The first object of the present paper is to describe work that has been done in this field, and which is even yet being carried on, in the hope that a more complete picture may be obtained. Mathewson and Phillips' have recently described a new mechanism of the deformation of zinc based on their study of large rectangular crystals. One of their conclusions was that deformation produced twinning with a rotation of some of the basal planes into positions 94° removed from their original position; a position almost the same as that of the prismatic planes before twinning. A second conclusion was that fracture occurred along these basal planes in their new position, and, therefore that fractures previously regarded as prismatic were in reality basal. Such findings are of great significance and they raise a question as to the generality of such behavior. Professor Mathewson's opinion is that even the slender cylindrical single crystals behave in the same manner as his large rectangular crystals when strained by simple tension.

A realistic simulation model has been used for designing longwall mining, especially for solving operational problems. This paper describes background, development, validation and some applications of the simulation model for mining people who are unfamiliar with O.R. or computer technique, as a simple planning tool. The following items were established: logical analysis and algorithmic design for practical longwall mining, structure of hypothesis behavioral organism, input parameters, using practical knowledge and operational statistics of the mechanized longwall system experienced for many years.

WITHIN the last 10 years the subject of mine taxation in its relation to coal-mining interests has come to have growing importance, not only to those engaged in the mining of coal, but also to the owners of land underlain by coal. A disposition has developed among legislators to accept the principle, which has been laid down y many judicial decisions, that coal underlying the surface must be regarded as a part of the real value of all properties so underlain, and as such is chargeable with such burdens of taxation as the necessities of the government may impose. These necessities arise from the normal expense of maintaining State and local governments, and in the past have been met principally by, taxes based upon assessments of real estate values, which values in many cases have been confined principally or wholly to the value of the surface, without taking into consideration the value of minerals underlying the surface. It is not proposed here to deal with the question of Federal taxation, whether levied on production, or on products transported from one State to another, or exported from the country, or upon thegross or net earnings of corporations engaged in interstate commerce, or upon the production of materials which may be transported from one State to another, or levied. upon the profits or upon the obligations of corporations. The present discussion will be confined to the appraisal of coal lands as assessed for State, county, township, or borough taxation. The methods heretofore and at present in use in the different States vary widely and have resulted in more or less litigation. Discussions appearing from time to time in the technical and trade journals and in the proceedings of mining and engineering associations frequently direct attention to the need for the adoption of fixed principle in levying taxes, and of uniform methods for applying such principles, but there does not seem to be a general demand from the public for the adoption of such methods.

The coal producers of the Rocky Mountain states have led in one of America's true industry revolutions - the leaps in productivity and competitiveness that deliver coal-fired electric power to the U.S. economy at prices that are the competitive envy of the world. You are a primary reason the average price of industrial power in the U.S. - the power that creates and upholds jobs - is: ? 10 percent below the French average, where nuclear power is dominant; ? 37 percent below the average for industrialized Europe; ? 49 percent below the German average, where subsidized coal and nuclear rule; ? And 73 percent below the Japanese average where nuclear and liquified natural gas dominate. There are interests ambitious to change all of that; and they will be a subject of my remarks, some by name, rank, and affiliation. Coal-fired power plants in the Rocky Mountain states deliver some of America's lowest cost electricity; and America's coal-fired plants deliver some of the world's lowest cost electricity. Represented here in one room are producers from states that deliver more than 40 percent of America's coal and five of her top 10 producing states. You are cornerstones of America's economic strength and future growth. The theme for this meeting is "The Many Partnerships of Coal;" and, in this keynote, I'd like to offer a variation on the theme. I'd like to discuss a determined partnership that is dedicated to overturning everything you have accomplished, plus the structure of our society - very dedicated, very patient, very determined. This partnership masks itself as being in the public interest but behind the mask a political alliance of three distinct private interests can be seen: ? One is ambitious for economic reward as a right and without the trouble of effort; ? One is ambitious for economic advantage in trade without the trouble of competing; ? And one is ambitious for the power to govern people without the trouble of winning consent in elections - to change the way other people choose to live in accord with their own passionately held beliefs. The international agreement on climate is being used as an artifice to advance these interests, and the interests are making the United Nations a mechanism for achieving those objectives - for turning the screw, so to speak. The President that Americans elect this year soon will come under intense pressure from these partners to: ? First, quickly adopt policies that will raise U.S. energy prices and restrict use under the climate agreement; ? And in 1998 - if they follow their own published plans - to begin the subordination of the independence of the United States to a collective sovereignty in economic, political, legal and other matters. The Worldwatch Institute inaugurated this pressure last year with a policy monograph entitled Partnership for the Planet: An Environmental Agenda for the United Nations. This is but one indicator of the situation I ask you to consider. The pressure will increase after the election. Worldwatch is one of those intellect-oriented "public interest" groups whose work often leads to policy proposals and debate. Worldwatch gets money from the U.N. Population Fund and the MacArthur Foundation among others. And so my remarks require wading waist deep into one of the more sporting current propositions of American public policy - discussion of ambitions for and within the United Nations to achieve that which the ambitious call global governance. A problem of possible subsidence of the surface from mining operations, which might have had disastrous results, arose in 1913 at the Brier Hill mine, of the Penn Iron Mining Co., near Norway, Mich., now managed by Pickands, Mather & Co. for the Bethlehem Steel Co. A double track and sidings of the Chicago & North Western Railroad passed over part of the mine, and if subsidence had reached the surface it might have affected the stability of the tracks. The chief purpose of this paper is to record the facts disclosed by investigations of underground movement from 1913 to 1919, when the tracks were moved, and subsequently at intervals, as engineering data of value from mining carried on below the tracks in the steeply pitching lenses. A secondary purpose of this paper is to describe a novel method for determining the rate of speed of upward breaking above the mine excavations. This method was found effective and might be used elsewhere under similar conditions. The mine workings under consideration were developed from the Brier Hill shaft, which was circular, concrete-lined, 14 ft. in diameter and about 900 ft. deep. They extended about 800 ft. westward from the shaft, and nearly parallel to a corresponding length of the railroad tracks. The highest part of these workings was at a depth of 400 ft. below the tracks (Figs. 1 to 12). The mining company had the right to remove the ore, the railroad assuming that the surface would be supported. Finally, without legal controversy, an amicable adjustment was reached as to what should be done to lessen or obviate the hazard of subsidence. An intensive safety campaign at Mount Isa Mines Limited from 1956 to 1966 saw the lost time accident frequency rate fall to half its original level. A review of the safety programme was carried out in 1967 and in 1968 the Five Point Safety System was introduced. The seven years since its introduction have been years of significant achievement both in production and safety. Improving safety is a fundamental part of Mount Isa Mines Limited's policy and this system has been a major tool in implementing that policy. To be successful personnel need to be prepared and trained for its introduction and subsequently counselled on its use. A carefully prepared programme is required to phase in various aspects of the system and to make use of complementary steps. The system has been a success and it is anticipated that the continued drive to improve the use of principles of the system will further improve safety. It is hoped that this paper will be of value to those personnel concerned with industrial safety in Australia.

"The great interest taken in uranium in Canada during the past few years has resulted in the discovery of a very large number of occurrences, and in much research that has added to the knowledge of the mineralogy and geology of uranium deposits. The object of this paper is to present that information in condensed form. Some of it has been published before, but the writer has been asked to bring it together and to add more recent, unpublished data. The paper therefore contains short accounts of the mineralogy of uranium and of the types and distribution of occurrences; brief regional descriptions, including information on some of the characteristic deposits; and conclusions regarding prospecting and development possibilities.The writer has access to much confidential information supplied in compliance with regulations of the Atomic Energy Control Board. He has used this only for making broad generalizations that could not affect individual interests, and only where the owners of properties have agreed to its use.Much of the information on mineralogy and geology is derived from the work of others. The writer is particularly indebted to M. H. Haycock and S. Kaiman of the Mines Branch; H. V. Ellsworth, S. C. Robinson, E. J. Brooker, H. R. Steacy, W. E. Hale, and A. M. "Sea water flotation is becoming a reality due to shortages of fresh water. To better understand the mechanisms involved in sea water flotation, we have studied the effects of KCl and MgCl2 on the surface forces present in the wetting films of water formed on hydrophobic surfaces. The measurements have been conducted using the force apparatus for deformable surface (FADS), which is capable of measuring both the surface and hydrodynamic forces responsible for bubble-particle interactions. The results obtained with the gold surfaces hydrophobized with butanethiol (C4SH) show that the wetting films of Ultrapure water do not rupture despite the relatively high water contact angle (??= 80o) and the presence of a long-range hydrophobic force with a decay length (D) of 25 nm in the film. The film is metastable with its equilibrium thickness (he) at 140 nm, where the repulsive double-layer force is equal in magnitude to the capillary force as shown in Figure 1. The film loses its metastability and ruptures in a 10-2 M KCl solution, in which the double-layer force decreases substantially due to the decrease in Debye length (?-1) while the decay length of the hydrophobic force remains as large as 23 nm.The effects of MgCl2 has also been studied using a C4SH-coated gold surface with a water contact angle of 87o. It has been found that in a 10-4 M solution double-layer force decreases due to the decrease in the negative ?-potentials and Debye length, which should help destabilize the wetting film. However, the film remains stable due to the decrease in the decay length of the long-range hydrophobic force from 45 nm in Ultrapure water to 14 nm in the MgCl2 solution. Thus, the results obtained in the present investigation support the view that the difficulties in sea water flotation may be due to the presence of MgCl2 rather than the presence of NaCl in sea water (Ramos, et al., 2013)."

The acquisition of submarine gravity data using airborne gravity technology is a practical reality. Ocean Floor Geophysics plans to deploy a free-swimming ROV based submarine gravimeter on a commercial basis in early 2009. The submarine instrument is a variant of the well-used GT-1A airborne gravimeter. Airborne gravity surveys are now routine. The primary factor controlling the accuracy of airborne gravimeters is the precision of the GPS measurement of vertical movement of the sensor platform. The gravity measurements along a flight line are the differences between the output of the gravimeter vertical accelerometer and the estimate of the aircraft vertical acceleration using the differential GPS system. The principle difficulty of moving an airborne gravimeter to a free-swimming submarine platform is the necessity to have an accurate real time estimate of the changing elevation and hence changing vertical acceleration of the platform; GPS doesn't work underwater and an accurate estimate of depth fluctuations to the necessary precision is difficult to acquire. It is interesting that the airborne gravity gradiometer technology, which competes with the airborne gravity technology, was first developed as a classified military application for use by missile submarines during the cold war. Gradiometers were developed for this application specifically to avoid this problem. A gradiometer does not require as accurate an estimate of its vertical position to make a useful reading- it measures gravity gradients, not the gravity field itself.

It is well known that the elimination of impurities such as iron pyrite, shale, clay, silica, etc., from coal, by floatation [Sun, 1954; Aplan, 1983] and selective oil agglomeration [Keller and Burry; 1990] depends on the fact that coal is hydrophobic, and the impurities are hydrophilic. The water contact angle has long been used to evaluate the hydrophobic nature of coal, first by Brady and Gauger (1940), who demonstrated that the contact angle of water on coals increases with rank, and passes through a maximum at about 88% carbon. Brown (1962) found that the contact angle of coal decreased with increasing ash content. Sun, and also Aplan, have reported a direct relationship between values of the contact angle and rank, and have related the contact angle to coal floatability. Horsley and Smith (1951) first demonstrated that the captive bubble contact angle may be used to characterize the hydrophobicity of a coal containing more than 80% carbon DAF, while Parekh and Aplan (1978) have shown that the sessile-drop technique may be used to evaluate the hydrophobicity of coal of any rank.

In the Ruhr district, pipelines of public and private infrastructure are made of cast iron, steel, plastics or asbestos cement. Legal framework, technical regulations and normative standards define which pipeline materials may be used for the transmission of which kind of product Thus ground water endangering substances as well as inflammable or explosive products are only permitted to be transported in steel-made pipelines. Ground movements, due to underground mining, are transmitted via the soil to the pipeline and cause extra strain within the steel pipeline (Figure I). In extreme cases durable deformations may occur, characterized by an oval profile or a fold in the pipeline. To avoid or minimize damages, balancing elements are installed into the concerning pipeline, reducing the ground movements which might otherwise cause damages. [ ] The distance between the balancing elements is not arranged by random, but by a calculation method developed in a doctoral thesis [Spielberg, 1999] which represents the actual available standards in science and technology. The calculation method considers all relevant influencing variables with impacts on the movement behaviour of steel pipelines in mining areas, such as technical data of pipeline design (e.g. steel grade, wall thickness, weld seam quality), soil conditions (e.g. friction), laying depths of the pipelines, the operational impacts (working pressure, corrosion) and the mining impacts. As of today, mining has caused no damages to steel pipelines protected by this calculation method.

A new and important task in assisting developing countries is the transfer of microcomputer technology applied to mineral exploration and mining. With this objective in mind, three micro- computers have been introduced in Niger and a training program has been put into place. The core of the program consists of two seminars in Niamey, Niger, after which the attendants will be able to operate a microcomputer and use a small library of application software.

The quality of the rock mass in which an excavation is being driven has a strong influence on the level of dynamic forces to which the excavation can be subjected and sustain damage. Though each specific rock mass occurrence is unique yet there are common rock mass features which influence the outcome of controlled blasting in a similar way. A field study was conducted which involved assessment of blast damage at several operating mines and the blasting of small-scale models. The effects of block size and strength, joint parameters, ground water, weathering of rocks and rock mass rating on the results of controlled blasting have been investigated and discussed in this study.

Interest in training evaluation in the mining industry was piqued with the promulgation of Title 30, Part 46, of the Code of Federal Regulations. Under Part 46.3, a training plan is considered to be approved if it contains certain information, including “The evaluation procedures used to determine the effectiveness of training.” The present paper is a broad overview of training evaluation and is intended to give trainers and decision-makers a framework for planning or assessing training evaluation strategies. It discusses questions to consider when starting an evaluation plan, Kirkpatrick’s model of evaluation categories, and various ways to collect data. It does not provide detailed instructions on how to develop evaluation methodologies, but reviews topics to consider when creating an evaluation plan. Training evaluation is a term that has many different meanings: assessing the quality of a course, effectiveness of materials used, teaching style of an instructor, or the comfort of a classroom. An evaluation can be done informally over lunch or with highly structured data-gathering tools. It can produce results that are useful to trainers, program administrators, corporate decision-makers, or no one. The key to a worthwhile evaluation is clearly defining why the evaluation is being conducted. Once the purpose is defined, planning the evaluation strategy can begin. For an evaluation to be effective, it should be incorporated into the development of the training activity itself. The training evaluation worksheet at the end of this paper can be used to guide evaluation planning.

"In recent years much work has been don e to examine alternate underground backfill support systems with the objectives of improving ground support and reducing mining costs. This report deals with the work conducted at Placer Dome Inc.’s Dome Mine to develop a high density backfill system, taking advantage of the unique properties of this fill material, to address a backlog of large open stopes to sustain stable minewide ground conditions for future generations of Dome miners.IntroductionDome Mine began its existence in 1909 with the discovery of visible gold on a dome shaped outcrop located west of Porcupine Lake in northern Ontario. The orebody beneath this outcrop has supported one of Canada’s premier gold mining operations for 80 years. Production during this time of over 46 000 000 tons of ore has resulted in the recovery of II 500 000 ounces of gold and 2 000 000 ounces of silver. Mining continues today at a production rate of 3500 tons per day, with ore coming from both underground and open pit operations.During the life of the mine, different underground mining methods have been used to extract the ore from a complex deposit consisting of single and multiple vein structures.Cut-and-fill mining was introduced in the 1930s using sand fill and later hydraulic fill for support and to provide a working platform. A total of 1 800 000 tons of sand fill and 7 300 000 tons of hydraulic fill have been placed underground in cut-and-fill stopes. Until the late 1960sshrinkage mining was used extensively, particularly in narrow, steeply dipping zones. Bulk mining with small diameter longholes was introduced about this time, to take advantage of low production costs. Longhole blasting has often been used to recover low grade ore from the walls or sills of old shrink stopes, resulting in large open stopes. Backfilling of these open holes has been restricted to smaller stopes and associated with local ground conditions.In the late 1970s it was recognized that the number of large open holes which were being generated presented serious regional and minewide stability problems for future operations. With higher gold prices, economic ore reserves were being tied up in areas adjacent to multi-level open stope complexes. To stabilize these stopes and allow access, backfilling would be required."
