The paper describes the application of the logarithmic wedge sector method of quantitative spectrography to the estimation of commonly occurring minor impurities in crude and refined tin. Both arc and spark methods of emission were employed and with the former a new device was used to overcome difficulties arising from the low melting point of the metal. The impurities investigated included antimony, arsenic, bismuth, copper, iron, lead, and zinc, their concentrations lying, in general, between 0.01 and 0.50 per cent. The results obtained show that the method may be usefully employed for the estimation of bismuth, copper, iron, lead, and zinc, in amounts ranging from 0.50 per cent to well below 0.01 per cent. Arsenic and antimony, however, could not be estimated in amounts less than 0.03 and 0.07 per cent respectively. Out of a total of 116 estimations by arc and spark emission, in 96 the errors were less than 5 per cent of the total quantity of the element present, whereas in the remaining twenty, the errors lay between 5 and 25 per cent. Spectro-analytical data for the several impurities studied are given in the form of tables, and curves correlating line-intensity with concentration have also been included. DISCUSSION (R. G. Some of the results obtained in the course of investigations carried out for the British Non-Ferrous Metals Research Assn., although obtained under somewhat different experimental conditions, may be of interest in connection with this paper. It is recognized that publication of total costs might in some instances cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of methods employed. This circular outlines salient facts regarding the manganese-ore industry in the United States and the world. It is founded chiefly upon published information available in the literature of the subject. The Bureau of Mines has in its files additional, more detailed data upon many of the topics presented very briefly here, and will endeavor to assist the mineral industries and public by giving further information in response to individual inquiries. The Bureau will welcome comments, criticisms, and contributions of data that may assist in making later additions of this circular more accurate, or in developing more fully its mineral files pertaining to manganese. In reporting the production of manganese-bearing ores in the United States the following classification has been adopted by the Bureau of Mines: (1) Metallurgical-grade ores, under which have been classified manganese ores containing 35 percent or more of manganese used in the manufacture of iron and steel, ferruginous manganese ore containing 10 to 35 percent of manganese, manganiferous iron ore containing 5 to 10 percent of manganese, and manganiferous zinc residuum; (2) battery ore; (3) fluxing ores, under which are classified ores that may contain a few ounces of silver and are rich enough in manganese to make them valuable chiefly for fluxing purposes in nonferrous smelters; and (4) miscellaneous ores, under which are classified the ores shipped to brick manufacturers, glass makers, and manufacturers of manganese chemicals.

Allocation of allowed production in a prorated field by the use of bottom-hole pressures is a method which is sound in theory. Thus far it has had limited application because the experience in correlating bottom-hole pressures with the depletion of wells or fields is not sufficient to interpret all the pressure changes. With additional data and more general knowledge of bottom-hole pressures their use in proration will probably become common. Bottom-hole pressure is the pressure at or near the bottom of a well. It is usually determined at the face of the producing horizon. Bottom-hole pressure measured while the well is producing, may be called the bottom-hole producing pressure or bottom-hole flowing pressure. If the well has been shut in or shut down long enough for the pressure in the producing horizon within the drainage area of the well to equalize, it may be called the reservoir pressure. The allowable production from a prorated field may be allocated to the individual wells or leases by three methods: 1. Bottom-hole producing or flowing pressures. (a) The potential capacity of a well to produce. (b) A uniform differential pressure while producing at the allowed rate. 2. Reservoir pressures. 3. A combination of bottom-hole producing pressures and reservoir pressures. In most prorated fields the allowed production is allocated to the individual wells or leases in proportion to their individual potentials. This method is based on the theory that there is a direct relationship between the permeability and the porosity of the reservoir. More directly stated it means that there is a direct relationship between the amount of oil in the reservoir and the rate at which it will move through the reservoir. While in general this relationship is true, it may vary considerably in different wells. Furthermore, in many wells the capacity of the reservoir to deliver oil to the well is greater than the capacity of the flow string to deliver oil to the surface. It is especially true where the potential is determined by flowing through tubing or by pumping.

The author has made a statistical analysis of the relations between recovery and length of cores, diameters of cores and of drill pipe, and cost of coring under different contractual conditions. The data are presented in tabular form. The length of the core appears to play a minor part in the percentage recovered, with a tendency to lower percentages with increased core length; approximately 50 per cent of the length cored is normally recovered if the cores are more than 2 in. in diameter. The diarneter of the core has a more pronounced influence on the recovery; 1 3/8-in. cores average 29.1 per cent, 2 1/8 -in. core 53.4 per cent and 3 1/8-in. cores with 6 5/8-in. drill pipe 68.5 per cent. Where 31/8-in cores were taken with smaller diameter drill pipe, i. e., 4 1/2 - in. drill pipe in 8 1/4-in. hole, the recovery dropped to 49.8 per cent, indicating that the more rigid drill pipe favors good core recovery, a conclusion also borne out by the results obtained in using large drill pipe for smaller diame-ter cores. Surprisingly good recoveries were obtained from both the Johnson and Simpson sands; shale, limestone and dolomite each gave less then average recoveries. No serious fishing jobs resulted from coring operations. Attention is called to the need of a core drill which will make it possible to drill a full-sized hole while coring, and thus reduce the cost of cores. Data pertaining to core drilling should be consistently recorded, such as, diameter of drill pipe and collar, diameter of core, recovery, size of cutter heads, type of core-barrel, coring time, speeds of rotation and of pumps, weight on core-barrel, etc.

Russia's first "Petaletka'' has ended. Technically it did not succeed but practically it has been a great achievement in the petroleum industry. Out of the chaos of revolution and civil war Russia has developed her oil industry to second place in the world's production. For 1932 production of crude oil is estimated at 150,000,000 bbl. and refined products at 145,000,000 barrels. Russia has been able to give the petroleum industry every advantage that a government can extend to a fast growing industry. She has obtained all of her property by confiscation. Under government ownership, operation and control, her petroleum industry is not handicapped in any way by state rulings or by unnecessary competition in production, refining and marketing. There are no damage suits resulting from offsetting, flooding, repressuring, laying of pipe lines, building of docks or other necessary work. Russian oil fields2 have been easy to develop and operate. They lie advantageously to transportation for foreign markets. The chief disadvantages have been a lack of credit and technical cooperation, but the former is being overcome by the sacrifice of the people. They go without the comforts of life that all salable articles may be exported for the imports of modern machinery. Modern machinery is fast replacing the obsolete and worn-out equipment. Technical cooperation has been difficult because it has been necessary to train thousands of adults to do technical and mechanical work. Great quantities of pipe, tools and electrical equipment were necessary for the rapidly developing fields and refineries. The supplies have been inadequate and the quality poor. This lack of equipment, along with the untrained technical supervision, has been the cause of the proposed quota falling short. Fig. 1 shows the production for 1931 and 1932. During 1932 a large percentage of the oil was produced in the proven fields of the Caucasus.

The mine of the Porter Coal Co. is located at the town of Porter in the northwestern part of Jefferson, County, Ala., about 20 miles west of Birmingham. The operations in this mine are confined to the middle and bottom benches of the Mary Lee bed. The coal from the Porter mine is handpicked and washed before being placed on the market. The handpicked lump coal and the washed egg and nut, coal are sold chiefly as domestic and steam-raising fuel. The coal finer than 1 inch is washed in 2-compartment jigs and utilized in the manufacture of metallurgical coke. The coal company has found that, when coal ranging in size from 1 to 0 inch is washed in jigs, a considerable amount of high-ash material finer than 3/16 inch remains in the washed coal. This paper gives the results of an investigation which was conducted for the purpose of determining the washing characteristics of the through 316-inch raw coal and the extent to which the ash might be reduced by means of coal-washing tables. This investigation has been made in connection with an. extensive study of the coal-washing problems now being conducted by the United States Bureau of Mines and the University of Alabama, with the cooperation of the coal-mining companies of the State.

Superficial observation of the petroleum stabilization movement in 1932 is disappointing. Threatened overproduction persisted; waste continued; proration was violated; gasoline taxes were evaded; and, as a consequence, chaos threatened the industry as the year drew to a close. However, comparison of the movement in 1932 with its beginning a few years ago, and analyses of those influences that promote its growth as well as those which retard it, disclose some reasons for encouragement. Stabilization, as we see it, is not merely a mechanical engineering problem. It involves social engineering. By which we do not mean it is possible, or even desirable, to change the nature of men, but rather that it is possible to set up procedure that will avoid causing them to clash. It comprehends consideration of physical objects that is clearly within the field of the engineer, but it considers them only in relation to their distribution, utilization and control in harmony with philosophies that motivate men and shape current conceptions of right and wrong, or of justice and injustice if those terms be deemed more acceptable. Stabilization cannot be effected without utilizing the knowledge of the engineer, but neither can it be effected without utilizing more than comes within his traditional field of activity. In discussing the problem herein we shall endeavor to treat it briefly from that consolidated viewpoint. Rapid fluctuations in supply have characterized the oil industry from its beginning; yet only within the past ten years has an understanding begun to develop regarding the extent of waste—the degree of dissipation of natural resources—that attends the operation of the industry under the practices and laws which control it in the United States. The extent and regrettable consequences of those wastes, their underlying causes and the ease with which they could be prevented are not yet generally understood even within the industry. WITHOUT in any way detracting from the credit due those engineer-miners of copper who operate with power shovels, it may be said that compared with block-caving underground their work is simplicity itself. True enough, ingenuity and foresight of high order are required to lay out an open-cut operation to the best advantage; good organization and intelligent care and use of machinery are required to achieve minimum costs. But really successful undercut block-caving demands all this; and, in addition, it requires a conception and application of unseen natural forces that reflect a type of genius that is rare. Assuming that preparatory work has gained access to the orebody, mining of whatever kind consists essentially of three operations: 1. Breaking the ore "in place," as Nature left it, into pieces small enough for convenient handling. 2. Loading these pieces into some kind of a vehicle on wheels. 3. Transporting the broken ore to some central plant on the surface where the process of extracting the valuable metals can be commenced. In shovel mining, dynamite and steam or electric power are used-with remarkable efficiency, be it said-to accomplish each of these three processes. In underground-caving methods the old force of gravity is called upon to accomplish, in large part, processes 1 and 2. To do this with success is an artistic achievement of a sort. Put it another way. The earlier methods of underground mining constituted a translation of surface procedure to an underground theater. The ore was blasted and dug out in small quantities; in its place were put props, usually of timber, to prevent the caving of the rock above; and men toiled with

THE outstanding fact in connection with dust disease in the United States at present is the growing recognition of its seriousness by state officials and by the more progressive operators of mining, metallurgical and allied industrial plants. The same may perhaps be said of labor in some of its better organized centers, but the average independent non-union workman continues, as of yore, to suffer the toll of disability and even of death from dust inhalation without realization of the source of his ill-being. Progress in the betterment of the handling of sufferers from dust disease and of the conditions creating dust hazards in mining and allied industries is pursuing a course similar to that of the now widespread campaign against accidents, in which the risk is more obvious, more severe, and was naturally recognized sooner. The coming on of dust disease is generally relatively slow and its immediate effects not infre-quently masked by or attributed to other diseases. Marked exceptions to this general rule have occurred in districts where the dust is particularly pernicious, such as the Rand and Joplin; yet such exceptions, unhappy in themselves, opened the eyes of medical men, and of those in other localities charged with the responsibility for the welfare of industry, to the much more widespread if less spectacular hazard existing from the inhalation of dust in all rock-excavating operations and all industrial operations creating inorganic dust, whether it be crushing and grinding, sand-blast-ing, granite-cutting, or what not. Advancement to date in the United States in prevention and treat-ment has been slow, yet the record shows that quantitative methods for determining the degree of hazard and means for decreasing it were being developed as far back as 25 years ago; and that more rapid progress may be looked for from now on. Four alloys that precipitate the alpha phase from the beta of the copper-zinc system were heat-treated in various ways to develop as many forms of the segregate as possible. It was found that the precipitate may have the form either of plates or of needles. Plates usually result when precipitation occurs at low temperatures and needles when precipitation takes place at high temperatures. The needles tend to align themselves along certain planes in the matrix and to coalesce into plnte-like structures. The two phases were found to be related so that a (111) plane and [Oil] direction of the precipitate are parallel to a 10111 plane and 11111 direction of the matrix. DISCUSSION (E. A. (Written discussion).—Tllis report by Dr. Marzke covers completely all possible heat treatinents over a considerable range of compositiol~s in which a1pha precipitates from beta brass, and may be said to complete the Inctallographic part of this problern The lining up of ncedles of segregate to form plates, espeeially as shown in Fig. 5, appears to he regular, although the author's frequency plot in Fig. 11 makes it appear rather irregular. Has the author attempted anY correlation between some of the major dircetions and the oricntntaion of the parent grain as determined by X-ray analysis? Also, in Figs. 4, 5 and 6 the cross-sections of the needles appear to be straightsided and regular. Have these directions been correlated with the matrix latttice? Dr. Mnrzkr 's method of interpretation of the orientation rclationships between the alpha. and beta phases is a bit uncertain and seems to wed more explanation. If this relationship, as staited is such that :L (1111 plane and a [I 10] direction of that plane in the precipitate is parallel to a. {110} p1ane and a [111] direction of that, plane in the matrix, there mill be a maximum of 24 possible orientations of the alpha phase within a. single grain of the beta phasc. This relationship is expressed strercographical1y in Fig. 13, ill which the locations of a11 of the alpha {111} poles for the 24 orientations of alpha me given. Fig. 12 chccks fairly closely with this thcoretical plot,. with a few exeeptions which may be due to the inaceuracy inherent in the method used by the anthor in determining the orientations of the segregates. The method might have been refined somewhat had corrections been made for the displacement of the slip p1ancs upon deformation.

Advances in the production of quality steel have emphasized the need for greater knowledge of the amount and distribution of oxygen in the steel. Control of inclusion content and quality is largely dependent on such knowledge. While many analytical methods have been devised for the accomplishment of this end, few are without serious limitations in accuracy, convenience, or skill required in application. Usually at least two methods are necessary to determine total oxygen and constituent oxides. Because of the great importance of this problem and the specific interest in the application of such methods of analysis, the various procedures were carefully reviewed at the Union Carbide and Carbon Research Laboratories, with the view of developing a method free from the limitations mentioned above. Intensive experimentation finally led to an improved iodine extraction analysis described by Cunningham and Price.1 After this had been thoroughly checked from the standpoint of the analytical chemist, it was rechecked from that of the metallurgist. This involved preparation of a number of small heats of varying composition with determination of total oxygen in the molten metal by the alumina method2 and an analysis of the solidified material without the aluminum addition by means of iodine extraction; the oxides of iron, manganese, silicon and aluminum also being determined by the iodine analysis. The report of this work constitutes the subject of this paper. The Iodine Method Fundamentally the iodine method is well established. Cementing materials of mineral origin were well known to the ancients. Ordinary lime and gypsum plasters were the first to be recorded by historians. The next development was the discovery that certain limes would set under water, but the hydraulic property was not definitely attributed to the presence of clay in the limestone until many centuries later. The Romans advanced a step nearer to modern cement in the development of 'pozzuolana', a mixture of volcanic ash or trass with hydrated lime. The silicate of aluminium in the volcanic rock combined readily with the lime, forming a hydraulic mortar or cement which was widely used. Natural Cement In Europe (1) No further progress was made in the art of manufacturing cement for several centuries, during which the Roman Empire declined and passed away, and the Anglo-Saxon race slowly and painfully evolved through the Middle Ages an ever-increasing prestige. An Englishman, John Smeaton, is credited with the honour of the next important development, for he employed a little-known cementing material-natural cement-in constructing the Eddystone lighthouse in 1756. It was called 'natural' cement because it was made from a natural rock with no additions of other materials. The process consisted of calcining an argillaceous limestone at a comparatively low temperature and grinding the product to a fine powder. Care was exercised to keep the temperature low, and any material burned to the clinkering point was thrown away, although such material was, as learned at a later time, Portland cement.

[This paper, which describes the milling practice at the San Guillermo concentrator of the Compania Industrial "M Potosi", S.A., located at Chihuahua, Chihuahua, Mexico, is one of a series of similar papers being prepared by the United States Bureau of Mines. The concentrator treats lead-zinc-silver ore at the rata of 2,300-2,400 tons of dry material daily and produces lead concentrate and zinc concentrate by selective flotation methods. The lead concentrate is smelted at the Chihuahua plant of the American Smelting & Refining Co., and the zinc concentrate is shipped to various European smelters.]

The many complexities arising from our present oil pool proration systems emphasize the need for a suitable standard of property rights. Attempts at conservation and unitization agreements have frequently failed because of the lack of such a standard. The necessity of reducing production to consumption has caused umpires, committees, commissions and other governing bodies to allocate the production of flush fields among the respective owners. The methods of allocation vary widely and conservation of underground reserves is frequently neglected or misused. Critical economic conditions increase, rather than modify, competitive methods. In some fields we have irregular and uneconomically close well spacing. Many operators drill unreasonably large holes, take excessive sand penetrations or leave their wells untubed in order to secure higher potential open-flow tests than their offsets. All of these practices result in economic waste and frequently damage to the pool. Regardless of our agreement with the fundamental principles of proration or unitization, both are actual necessities in many of our present economic situations, and we are in urgent need of a suitable standard of rights to facilitate and simplify their operation. The problems pertinent to unit management are simple and of daily use in many partnership enterprises, but the problems of fair and proper division of production under either proration or unitization are, as yet, subject to controversy. The rights of respective owners must be ascertained and standardized before we can eliminate wasteful practices and still preserve constructive competition in our industry. Valuation of Tracts In a recent unitization conference it was found that each participant had a different basis for calculating the relative values of tracts. Some of these assumptions were as follows: 1. Unrestricted open-flow operation to abandonment. 2. Current proration system to abandonment.

The production of petroleum in Argentina during 1932 was greater than in any preceding year. The total amount produced was 13,012,-756 bbl. This figure represents a decided increase in the production of oil in Argentina and can be attributed largely to the increased activities of the Royal Dutch operations at Kilometer 27 in the Comodoro Rivadavia district and those of the Standard Oil Co. of Argentina in the Salta region. Production from the Royal Dutch wells amounted to considerably more than 10,000 bbl. per day over quite a long period during the year. Of the 13,012,756 bbl. of oil produced during 1932, the Government Agency (Y. P. F.) was responsible for some 5,578,954 bbl., while 7,433,-802 bbl. were produced by private companies. Although in 1930 the Y. P. F. produced about 55 per cent of the total production and in 1930 50 per cent of the total, in 1932 its production had fallen to about 42 1/2 per cent of the total. This decrease in the proportion produced by the Y. P. F. was not due to a decrease in its production but to the decided increase in the production of private companies, particularly those two whose names are given above. One new discovery was recorded during the year. This was a well drilled by the Y. P. F. at Cacheuta in the province of Mendoza which came in pumping 80 bbl. of 15" gravity oil from a depth of 673 meters. This well was completed at approximately the same time that the provincial government of Mendoza granted a concession to the Y. P. F. and declared the whole province as a reserve in which no concessions may be granted for a period of 10 years. Under these conditions, the federally operated Y. P. F. will have no competition in the Cacheuta area from private companies such as they have in the other three fields of the republic. The Y. P. F. wildcat west of Comodoro Rivadavia at Pampa Maria Santissima on the Rio Senguerr was completed as a dry hole during 1932. This we11 was reported as a producer in 1930 by persons returning to this country from Argentina but it appears that they had been misinformed.
