A CROSS-SECTION of the converter aisle through one of the converters and reverberatories is shown in Fig. 5. The aisle is 280 ft. long by 60, ft. wide by 681 ft. to the roof trusse, which have a 63-ft. span and are us )ported by steel columns spaced at 2b-ft. centers. Two 80-ton electric trails, supplied by the Welman Smith .Owen Engineering Co., with 20-ton auxiliary lifts, serve this building. Matte shells and converter-slag shells are dumped into heavily con¬structed flat-bottom bins located on the south side of the converter aisle and 1.0 ft. above the floor. The material is broken by ball and by hand, shoveled off into ladles for unloading on to the reverberatory charge floor, and charged into the furnace as previously mentioned.

IF the tendency toward extending the scope of the workmen's compensation system to include life, health, accident, old age, and unemployment insurance for workers is not promptly altered, I believe there will be a complete breakdown of that system. This is not because of any objections, there may he to requiring industries to provide these additional forms of protection in whole or in part to their employees. It is rather because our workmen's compensation laws, their scale of benefits, and the administrative procedure under them are not adapted or suited to such situations. If the compensation principle is limited to its own proper sphere and is not enlarged so as to include all the ills that the flesh is heir to, it is practical, "workable, and beneficent. If it invades foreign realms, it is bound to grow into a veritable Frankenstein' which will harm principally those it 'is supposed to aid, and, at the same time, will promote waste, fraud, and Industrial demoralization. Compensation risks will become almost uninsurable; the cost to business will be intolerable; and the development of sound relief measures which will give to labor the protection now sought by the uneconomic device of enlarging the compensation law territory will be retarded.

Though receiving little notice from aviation publications and national associations, this use of the airplane progressed by sheer merit. It saved money, conserved energies, and made minutes in the air the equal of weeks on foot or water. The advent of aviation into mining and petroleum operations dates back many years, yet it \vas not until the depression that this new facility of the mineral industry was put on its proper economic basis. MAJOR JUAREZ TAVORA, who recently accepted the post of Minister of Agriculture in Brazil, has reorganized his department. Not least among those sub: divisions of the "Ministerio" which underwent radical changes in the general reform was the Serviqo Geologico e Mineralogico do Brasil. This well- known organization was declared extinct, and in its place was created a new cleparttnent ' termed "Departamento Nacional cle Producqao Mineral," which immediately took over all the work of the olcl Servico Geologico ill addition to certain new duties. Dr. .. Domingos Fleury- da Rocha, former head of the School of Mines of Ouro Preto, was called to Xio to assume the newly created post of Director General of the department of Mineral Production. JUST four years ago, in March, 1930, Gilbert LaBine discovered the rich deposit of pitchblende and silver ore on the east shore of Great Bear Lake, 30 -miles south of the Arctic Circle, which brought a new mining district into being. His original discovery is now the property of Eldorado Gold Mines, Ltd., but other groups have been active. Vigorous prospecting has outlined a mineralized zone that extends at least 100 miles from north to south. In this area silver discoveries have been relatively common; pitchblende, as might be expected, has been harder to find, though a deposit has been located this spring nearly 100 miles south of Eldorado that may be of great importance.

AMONG the recent mining and metallurgical developments in England great interest has been shown in the development of an iron-ore field covering 26,0.00 acres in Northamptonshire, containing 500,¬000,000 long tons of ore; and the erection at Corby, by Stewarts & Lloyds, of a modern basic bessemer steel plant and tube works. The entire project was planned to cost about £3,300,000. Many improvements have been made in the varied equipment that is being installed, some of which has set mew records for massiveness. There is, for instance, a new roll crusher, which has been manufactured by Hadfields, Limited, of Sheffield, the largest ever built in England, and weighing 130 tons. This machine, shown in Fig. 1, as erected at the Hadfields shops, is primarily designed to take blocks of iron ore as they come from the steam shovel. The maximum size is 54 by 48 by 36 in., hut occasional pieces slightly larger than this may be accommodated. The capacity is upwards of 500 tons per hour, the product passing to a secon-

Explosions are a type of mine accident that can be prevented by known methods ; however , they continue to occur because some mining people are still negligent in adopting and using the known and , in general , readily available measures for avoiding these disasters . Although the frequency and severity of explosions have decreased during the past 5 years there is still much room for improvement . Pennsylvania is an excellent example of what may be done to prevent explosions ; this State had an explosion record by no means good during the decade before 1930 , but by the adoption of readily available and not very expensive safety measures it now has almost entirely eliminated explosions . Pennsylvania bituminous mines now have the enviable record of not having had a major explosion disaster in considerably over 4 years . fact , many of our mining States are showing definite progress in working mines without explosions ; and some of these , like Alabama , West Virginia , Wyoming , and others now operating with few if any explosions , have had anything but a favorable record in the past .

"INTRODUCTION Slate has earned a high reputation as a roofing material, carefully selected and properly placed it is rainproof, attractive, and extraordinarily durable. Despite there qualities in its favor, the slate industry during the past 30 years has suffered marked reduction in volume of sales. An increase in building construction and general improvement in business will doubtless bring renewed activity, but considerable ground has to be recovered before the industry can become prosperous. Influences tending to dwarf this long-established industry producing materials of world-wide reputation are analyzed briefly in the following pages in the hope that they may be rectified.HISTORY OF SLATE PRODUCTIONFigure 1 shows graphically the rise and fall from year to year of sales of roofing slate since 1885. In quantity, the peak was reached in 1902, and the most serious decline was from 1912 to 1918, sales at the end of this 6-year period being only one third those at the beginning. Unlike most building materials, slate experienced only a slight recovery in volume of sales during the post-war period, 1920-29. The value closely parallels the volume up to the World War period. Subsequently, however, as unit values increased the aggregate value rose sharololy above the volume curve, attaining in 1928 the point reached in 1903, although the Lumber of squares sold was scarcely one third as great. The increased unit value was due partly to larger sales of heavy architectural grades."

"The problem of recovering potash from the mineral polyhalite (K2SO4.MgSO4.2CaSO4.2H2O), occurring in large quantities in the salt beds of Texas and New Mexico, has been under investigation at the Nonmetallic Minerals Experiment Station of the U. S. Bureau of Mines continuously since 1928. Most of the results previously obtained have been published in technical journals and in a series of Bureau of Mines Reports of Investigations.The experiments described in the present report were performed to ascertain whether a continuous countercurrent extraction of calcined polyhalite by hot water would yield satisfactory recoveries and concentrations of sium sulphate in the top liquor. Previous investigation by Storch 4 had shown that the rate of solution of uncalcined polyhalite was too slow to be of value in an industrial process, and Storch and Clarke 5 had demonstrated that calcination of the polyhalite greatly, accelerated the rate of solution in hot water, allowing most of the potassium sulphate to be readily extracted."

"The eighth National Safety Competition, that for 1932, conducted by the United States Bureau of Mines, was participated in by 322 mines and quarries operating in 34 States. Tables 2 to 6 show the relative standing of the various plants. Bronze trophies, known as the 'Sentinels of Safety,' which were provided by The Explosives Engineer magazine to be awarded annually by the Bureau of Mines, were awarded to five companies, each company having established the best accident-prevention record within one of the five classes into which all companies were divided, - namely, anthracite-mining companies, bituminous-coal-mining companies, metal-mining companies, operators of nonmetallic-mineral mines other than coal mines, and quarries or open-cut mines. The trophies are awarded for one year and are then transferred to the winners of the succeeding year's contest.The trophy for bituminous-coal mines, which has been in New Mexico for the past year, was won by a mine in West Virginia. The metal-mine trophy goes to New York State for the first time in the history of the contest. Previously it had been won by mines in Minnesota, Michigan, Kansas, and Oklahoma. The trophy for nonmetal mines remains for another year at Retsof, N. Y.; that for quarries and open-cut mines is transferred to a quarry in Michigan. The trophy for anthracite mines, of course, remains in Pennsylvania, as all anthracite mines in the contest are in that State.In determining the relative standing of the various companies enrolled in the competition, all mines and quarries were graded according to their accident-severity rates, - that is, according to the number of days of disability of employees on account of accidents in proportion to the number of man-hours of work done by all employees at the plant. Reports of accidents and of man-hours worked were furnished by the companies to the Bureau of Mines. These reports were carefully examined and classified to insure uniform weighting of accidents according to the number of days of disability to be charged and to insure uniformity of methods of calculating the accident-severity rates for the various mines and quarries. When the relative standing of all plants had been determined in this way, a summary of the records of the companies having the lowest accident-severity rates in their respective groups was sent to the members of a committee of award for examination in accordance with the rules governing the safety contest. The members of the committee of award were W. H. Cameron, managing director of the National Safety Council; William Green, president of the American Federation of Labor; James F. Callbreath, secretary of the American Mining Congress; T. T. Read, Vinton professor of mining engineering of Columbia University; C. B. Huntress, executive secretary of the National Coal Association; A. J. R. Curtis, assistant to the general manager of the Portland Cement Association; and A. T. Goldbeck, director of the bureau of engineering of the National Crushed Stone Association. When two or more mines within the same group operated without an accident during the year, the contest rules provided that the trophy for the group should be awarded to the plant whose record showed the largest number of man-hours worked."

The monetary metals , gold and silver , have recently been the object of such general interest that the United States Bureau of Mines has received many inquiries regarding them . Though requests for technologic information have been numerous , they have been exceeded in number by those concerned with economic aspects of these metals . The nature of the latter communications indicates that the public is not generally aware that various Bureau publications are available which deal with the economic situation of gold and silver . For this reason , it is deemed advisable to present a brief résumé of the papers which are obtainable from the Bureau or the Superintendent of Documents , together with the text of three articles recently prepared by the Director , reprints of which are not otherwise available . The Bureau of Mines compiles figures showing mine production of gold and silver , by districts and States , and cooperates with the Bureau of the Mint in determining the total annual output in the United States as a whole . 3 It recently established an annual canvass to determine the consumption of silver in the arts and industries of the United States , and published an economic paper covering such use in 1928 and 1929 , followed by an information circular on silver consumption by industry during the 2 years subsequent . A 4-year record is thus provided for those interested in utilization of silver . The Bureau has also published summarizations of all available data upon world production since 1493 of gold and of silver . It has , furthermore , rendered available a compilation of production- data of silver mines of the world , and an analysis of it , showing the proportions of silver and other metals contained in all the ores from which silver is derived . " All of these papers are concerned solely with putting into readily usable form statistical data and other factual material ; they do not offer theories or express opinions upon controversial questions related to these metals . Three other recent papers concerned with gold and silver are presented below in order to put them in shape for distribution by the United States Bureau of Mines . "INTRODUCTION The term ""friability"" as applied to coal may be defined as the physical property of coal which expresses its tendency to become reduced in size during handling as a result of such external forces as impact and attrition. Thus friability is a quantitative concept and property, and hence can only be defined in relative terms or in terms of measurement. Methods of measurement are difficult to formulate and apply because coal is anything but homogeneous in physical structure and chemical constitution. aMoreover, friability itself is a composite property obviously dependent upon a group of other specific characteristics such as cleavage, fracture, tenacity, hardness, and elasticity, which vary from coal to coal with change in rank and even between individual coals of the same rank. These characteristics affect the friability values of different coals to varying degrees, but this fact does not impair the usefulness of and the need for friability measurements.The amount of breakage or degradation in size that a coal suffers in mining, preparation, and subsequent handling depends upon its inherent friability and the severity of the handling treatment which it receives from the time it is taken from the bed until it reaches the consumer. The value of the coal to the producer and jobber depends in large measure upon these same factors--friability and severity of treatment—because the larger sizes still command a premium in the ordinary market. Although much has been accomplished by the coal-producing industry in minimizing the breakage of coal in mining and preparation, it is apparent that additional reductions in breakage must await further improvements in design of coal-handling equipment. Such improvements will result from more intensive investigations of the extent of breakage or degradation in size occasioned by specific mining and handling operations and the development and application of standardized methods of evaluating friability.The work described in this report was undertaken to assist in the development of standard methods for evaluating the friability of coal. Specifically, the work deals with a Comparison of the various methods previously proposed for estimating the friability of coal and coal products. This same objective is now being sought at a number of other institutions, both in the United States and Canada, by a committee of the American Society for Testing Materials. It is believed that by providing additional information concerning a property of coal pertinent to its increased usefulness, the work described will supplement and increase the useful of the data which long have been, and still are being, furnished by the bureau of Mines on the composition of coals of the United States."

"INTRODUCTION Although galena is the most common lead-bearing mineral, is easily concentrated by gravity methods, and is readily susceptible to flotation, nevertheless some galena-bearing orebodies have within them small deposits of lead ore that fail to give a high recovery when treated by the customary milling methods.The secondary minerals, cerussite and anglesite, which result from natural oxidation of galena, cause losses when the customary method of lead-ore concentration is practiced. The identification of oxidized lead-ore minerals and the efficient concentration of a lead ore taken from the oxidized portion of an orebody which has previously yielded poor recoveries mere the objects of a recent investigation. Thus the ore examined was selected from a large orebody. The work was undertaken at the Mississippi Valley Experiment Station of the United States Bureau of Mines in cooperation with the Missouri School of Mines and Metallurgy, Rolla, Mo.DESCRIPTION OF OREThe ore was of a brownish color owing to oxidation of some of the iron minerals to limonite. The lead content was 6.80 percent, and a cursory examination showed that most of the lead was present as galena. Small amounts of sphalerite, siderite, and pyrite were readily identified. The chief gangue mineral was dolomite, accompanied by smaller amounts of calcite and glauconite."

"INTRODUCTION In previous reports 5 results were given of a manhole investigation carried out over a period from June 1929 to July 193C in cooperation with the Edison Electric Illuminating Co. of Boston. Mass., and during 1931 in cooperation with the Edison Electric Illuminating Co. of Boston and the Boston Consolidated Gas Co., to determine the general hazards of combustible gases and vapors in manholes and other underground openings owned by the Edison Electric Illuminating Co. and to develop methods of eliminating these hazards. These investigations have demonstrated that the detection, control, and elimination of combustible hazards in manholes can best be obtained by a close cooperation of the interested parties through a systematic and continuous inspection of manholes, under proper supervision.The investigation carried out during 1932 has been along lines similar to those conducted during 1929, 1930, and 1931 test crew consisting of two men, one an employee of the Consolidated Gas Co. and the other an employee of the Edison Electric Illuminating Co., was continuously employed during the year in the testing of gases in manholes served by the Edison system. The test crew was under the direct supervision of John Campbell, superintendent of the special service department of the Edison Electric Illuminating Co., and F. M. Goodwin, vice president of the Consolidated Gas Co.As in the previous investigations, all tests were numbered. The test-data sheets, on which the information regarding the tests was recorded, were prepared in triplicate, ono copy going to the Edison Co., one to the gas company, and the third to the Bureau of Mines at Pittsburgh, Pa. These test-data sheets were then filed (1) according to the town, (2) the street location, and (3) the manhole number; in this way a complete record of each manhole tested was immediately available. A typical test-data sheet was given in the 1931 report. These data sheets were found to entirely satisfactory and no changes were made during the 1932 investigation. The procedure of sampling manhole atmospheres, shipment of the samples to Pittsburgh, and method of analysis has been the same as that described in the 1931 report and need not be repeated here. Likewise, there has been no change in the method of calculation of explosibility of the samples analyzed or the use of charcoal filter tests given in appendix A."

"INTRODUCTION Zinc must be of high grade to satisfy the present demand. Even when the amount of premium paid is small, the purer metal as the buyers' preference. The following specifications for spelter were taken from the American Society for Testing Materials for 1927, Part I, pane 524. (The specifications for 1930, p. 582, are tile same.)Another specification for zinc of a much higher grade than any of the above has been established lately by the same society. The committee on zinc die-casting (Proc. Am. Soc. Test. Mat., vol. 31, 1931, p. 263) reached the following, conclusions: I. ""That the purest of zinc is necessary to produce stable zinc-base die castings, and as a result requested specifications for zinc spelter .with total impurities not over 0.02 percent."" Their tests showed that the die castings made of the purest zinc had the least elongation and the greatest tensile strength, and exhibited the least changes with temperature.Still more far-reaching claims are made for the properties of zinc containing over 99.99 percent metal. Zinc foil, for instance, may someday be made as a common commercial product. It would seem likely that the demand for zinc of high grades rill continue and that even purer varieties may be desired. This demand fits in with the modern trend in manufacturing plants of reducing the number of variables to a minimum by using pure materials, and of controlling the processing of metals during their various stages of fabrication by mechanical means instead of by expert laborers."

The greatest hazard of early mining was from explosions of methane ignited by open lights . With the advent of safety lamps and forced ventilation this hazard was greatly reduced until the application of electricity to modern mining not only multiplied the sources of gas ignition but the accompanying , machines and haulage systems increased the amount of explosive dust , through which a methane explosion is more liable to become a major mine disaster , and thus greatly furthered the need of adequate ventilation to keep down the concentrations of methane . Adequate ventilation is still the best preventive of such explosions . However , even with a well laid out and controlled ventilating system the amount of air passing through entries and rooms is liable to vary within wide limits because of open doors , falls of rock , or other accidental causes . The percentages of methane under normal conditions should therefore be kept so small that they will not be increased to explosive proportions by short interruptions in ventilation . Mine ventilation and methane detection are inseparable safety precautions . The increasing importance of ventilation necessitates more accurato determinations of the methane concentrations throughout the mines . This paper discusses in detail some of the steps in the development of methane detection and specially notes the more accurate detectors now available . One of the earliest means of detecting methane was by a candle . About 1835 , John Buddle , Sr. , a noted mining man of his period , when questioned by a Parliamentary Committee as to the safety of using candles , replied :

The value of protective clothing in the prevention of injuries has long been recognized in many of the leading industries , but the adoption of the idea into mine safety programs is comparatively new . Once started , however , the idea has grown rapidly and the results already obtained by mining companies have shown that it is fundamentally sound . Both coal and metal mining companies are rapidly adopting these protective measures , and since 1924 many mines have become well equipped with eye , head , and foot protection . At the present time approximately 70 percent of the employees in the anthracite mines of Pennsylvania are provided with safety hats . At many metal mines all employees are provided with safety hats, shoes , and goggles . The Pennsylvania mining law provides that all shaft · workers in anthracite mines shall wear protective hats . In According to a study³ made of the nature of 3,485 temporary injuries and of the parts of the body of underground coal mine employees most exposed to occupational hazards , the head and face were injured 665 times , the hands 856 times , and the feet 565 times . Of 2,555 temporary injuries in metal mines , the head and face received 484 , the hands 788 , and the feet 357 . a similar study4 made by a coal -mining company for the year 1928 , of 556 injuries the scalp received 9 , the skull. 4 , the eyes 47 , the hands 62 , the thumbs 21 , the fingers 141 , the ankle , the feet 51 , and the toes 35 . Probably most of these injuries could have been prevented by suitable protective clothing and equipment . This study also revealed that at least one injury occurred

Marked progress in safety has characterized the operation of coal mines in general in the State of Washington during the 5- year period 1928-1932 , particularly during the years 1931 and 1932. Physical conditions such as steep pitches , inherently bad roof and floor , prevalence of gas , and explosibility of the dust of Washington coals present certain definite hazards . Although advances have been made in accident reduction in Washington , the State still has far to go in that direction . The State has endeavored to reduce its coal -mine accidents by the usual method of making certain definite safety requirements mandatory . The value of education has not been underrated , but the educational method used has not altogether achieved the res lts desired by the industry itself , particularly within certain imdividual organizations . The past 2 years have witnessed a growth , in certain instances , of the essential ideas that the observance of safety precautions on the part of all is demanded if accidents are to be reduced , and that the initiating and carrying out of any program to promote and obtain desired results in accident elimination must begin and function from the top downward . Mining operations of Washington mines have been described in various publications of the United States Bureau of Mines .
