"An active list of permissible explosives was published in September 1935 as part of United States Bureau of Mines Report of Investigations 32S6, under the title ""Active List of Permissible Explosives and. Blasting Devices Approved. Prior to July 31, 1935."" This list included 154 brand names,Changes in the list that have been authorized subsequently placed 24 addi¬tional brands of permissible explosives on the active permissible list as a re¬sult of tests, changes in brand names, or transfer from the inactive list. Eight permissible explosives were transferred from the active to the inactive list. The present active permissible list contains 170 brand names. "Reduction of mine accidents appears to depend upon essentially the same fundamentals, whether considered from the viewpoint of the mine operator, miner, State mine inspector, or safety engineer. Conditions of mine operation with respect to safety are governed in most States by a mining law, usually somewhat general in its provisions but more specific than laws dealing with other industries, Methods of mining development and practice evolved through experience have been handed down from generation to generation; many of these are intended to avoid injury to men and also loss of property. To carry out the intent of these bases of law and experience relating to safety supplemental measures and conditions are necessary. Among these may be: (1) Planned safety rules adapted to the mine and compliance by both officials and Miners with such of these rules as pertain to their work; (2) a supervisory force adequate and competent to ¬administer the mining laws and safety rules; (3) discipline adequate to secure compliance with safety measures; (4) safeguards against mechanical, electrical, falling, and other hazards; (5) mining operations planned with respect to safety of workers; (6) an active safety organization of officials and employees; (7) education of officials and employees in safety practices; and (8) an active sustained interest in safety by management and employees.This paper presents the viewpoint of the safety engineer, though a safety engineer connected with a specific mine or group of mines would be in a better position than the writer to present the industrial engineer's thought. The application of the mine safety fundamentals just outlined will be given consideration from observations of methods used by safety engineers and supervisors.The term ""safety engineer"" includes men of various duties, various degrees of experience, and various authority. Depending upon the size of the operation or the interest of the management in safety, the safety engineer may have accident prevention as his sole duty; he may be the head of a sizable safety organization; or he may be in part a claim agent; a statistician compiling figures for the enlightenment of the company, the public, or a mining institute meeting; a surveyor who must convince the miner that his scale of 10/10 equals 1 foot does not defraud the miner of 6 inches to every yard measured; or he may be by heaven¬ly gift an orator capable of assuring the employees that ""all's right with the world""; he may be a young engineer gaining, experience while checking the observance of company rules and investigating accidents; or he may have the physical ills frequently resulting from several decades of mining experience and instead of a pension, the position of safety engineer has fallen to his lot. He may have mine-operating authority to correct immediately a dangerous condition or practice or he may have his recommendations officially disregarded at the monthly meeting or when the bottom of the desk basket is reached. He is likely to find that his viewpoint on accident reduction is considered unsound today because of youth and inexperience and unsound later because of old age and senility. He is likely to find the easiest course to be that of attributing to Providence and the carelessness of the worker the mishaps that result in the removal of a man to the hospital or the morgue."

"INTRODUCTION The Southern Experiment Station of the U.S. Bureau of Mines, cooperating with the University of Alabama and Alabama coal producers, has made a series of investigations of the washability of coal from commercially important bens of Alabama. The results of 13 investigations pertaining to the Mary Lee, Clark, Black Creek, Jefferson, Pratt, Corona, Carter Brookwood, Blue Creek, Thompson, and Woodstock beds have been published. 4/ This report, the fourteenth of the series, deals with run-of-mine coal from the Henry Ellen bed at the Acmar No. 5 mine of the Alabama Fuel & Iron Co.The Acmar mine is 1/2 mile west of Acmar, Saint Clair County, in the northern part of the Cahaba field. Present production at the mine is about 800 tons per day, all of which, accept the lump coal, is treated in jigs. The washability data were obtained by means of screen-sizing and float-and-sink tests. There are included, also, tests showing the extent of liberation of impurities by recrushing the coarser sizes of coal from the top bench and tests showing the flakiness in selected sizes.SAMPLING AT THE MINEThe Henry Ellen bed at Acmar consists of two benches separated by a shale parting. At the point of sampling the top bench was 6 feet 3 inches thick and contained a 1-inch and a 1 1/2-inch band of bone. The bottom bench was 5 feet thick and was separated from the top bench by 20 inches of shale. In taking the samples for the washability study the working face was squared up, and a representative 2-ton section was out from each bench. The shale parting was discarded, according to usual mining practice."

"In presenting the results of this survey on consumption of ferrous scrap and pig iron for the year 1935 the Bureau of Mines, responding to requests from industry, seeks to fill a major gap that has long existed in the field of metalliferous raw-material statistics. This type of information is designed to meet the needs of: (1) Consumers of ferrous scrap. including operators of blast furnaces, steel mills, ferrous foundries, and rolling mills; (2) marketers of scrap iron and steel, including large brokers who sell, and dealers who collect, prepare, and sell the material; (3) large scrap producers; (4) producers of iron ore, with which scrap competes indirectly; and (5) other individuals and agencies interested in more general economic analysis, since the scrap market has repeatedly been cited as one of the most sensitive of all industrial barometers, If the survey prover as useful as now seems probable, it will be continued annually with possibly an enlarged scope of treatment.The Bureau appreciates that its first efforts in this field may not meet all expectations: but it hopes to develop gradually, through suggestions, advice, and criticism from the industrial groups most interested, a type of analysis that will accord closely with technical processes and best meet the needs of all groups vitally interested in supplies and use of ferrous scrap. Constructive criticism and suggestions from industry regarding improvements to be desired in the conduct of future surveys on this subject will therefore be warmly received by the Bureau."

"Production of explosives in the United States during the calendar year 1935 decreased 2 percent from 1934, according to reports covering all companies engaged in the manufacture of explosives during those years.Reports from manufacturers showed a total production of 308,381,250 pounds of explosives; this quantity included 39,170,016 pounds of permissible explosives 5/ 200,323,559 pounds of high explosives other than permissibles, and 68,887,675 pounds of black blasting powder of which 34,222,625 pounds were granular powder and 34,665,050 pounds pellet powder.Coal mines consumed 89 percent of the total production of blasting powder, 99 percent of the total output of permissible explosives, and 11 percent of the output of other high explosives.The metal mines of the United States used 28 percent of all high explosives other than permissloles, less than 1 percent of all permissibles, and 1 percent of all black powder produced.Quarries and nonmetallic-mineral mines consumed 17 percent of the high explosives other than pormissibles, less than 1 percent of the permissible., and 3 percent of the blasting powder.Construction work required the largest quantity, 40 percent of all high explosives manufactured during the year. Less than 1 percent of the permissibles and 6 percent of the black powder produced during 1935 was used in construction work."

Bureau of Mines is made periodically for the purpose of aiding consumers in procuring equipment .374/ The last published list , approved to March 15 , 1935 , appeared as Information Circular 6845 with the same title as this article . The schedules of requirements and tests which the devices must meet in order to obtain approval are published 2/6/1/8/ by the Bureau of tests the devices must Mines and are available to the public . It is pertinent to mention that the preparation of a schedule of requirements for fresh-air supply devices of the types commonly known as positive -pressure respirators , airline respirators , sand- blast helmets , and hoods , has been practically completed and will soon be ready for release to the public .

"INTRODUCTION One of the various phases of the work by the U.S. Bureau of Mines, in its endeavors to minimize the hazards that attend coal mining, is the investigation of electrical motor-driven machinery. The object of this investigation is to foster the development of explosion-proof machines for use in gassy mines. This investigation is conducted under the provisions of Schedule 2C, which prescribes the inspection and tests made upon motors, controllers, and other electrical parts to determine their ability to withstand internal explosion without discharge of any flames. The method of conducting these inspections and tests is described in Bureau of Mines Bulletin 305, Inspection and Testing of Mine-Type Electrical Equipment for Permissibility, published in 1929. Formal approval of a machine for use in gassy mines is not granted by the Bureau of Mines until the machine is found to comply with the requirements, including inspection and test. When it is approved it is entitled to classification as a ""permissible"" machine.The high regard in which machines approved by the U.S. Bureau of Mines are held by engineers of other countries is attested by the growing number of shipments of permissible equipment; to other nations, including Australia, Russia, Norway, Japan, and Manchuria."

"This paper presents the results of the eleventh yearly accident-prevention contest, the National Safety Competition of 1935, conducted by the United States Bureau of Mines. Participating in the competition were 336 mines and Quarries in 37 States. Five mining or quarrying companies, each the leader in its group for having established the best safety record during the year, were awarded the national safety trophies 'Sentinels of Safety.Since these annual contests were begun 11 years ago the scope of the competition has been broadened materially, both as to the number of plants participating and as to the number of man-hours of exposure to accident hazards. Moreover, marked progress in the pre¬vention of accidents has been achieved, as is indicated by an almost constant downward course in the accident-frequency rates for the contest group as a whole during the past 11 years. On the other hand, the accident-severity rates for the group showed an upward trend during the first part of the period and a downward trend during the latter part, except in 1930 and 1934, when two disastrous explosions occurred with heavy loss of life, and in 1935, when there was an increase in the number of fatalities although no major disasters occurred. The accident rate for 1935, both as to frequency and severity, was higher than for 1934.The National Safety Competition is conducted by the Bureau of Mines in the interest of safety in the mining and quarrying industries. This object is accomplished directly through the efforts of the competing companies and their employees to win first place in the competition and thereupon receive well-merited and national recognition for their achievement. Indirectly the purpose of the contest is accomplished through studies by the Bureau of Mines of the fasts contained in the accident reports which the competing companies furnish to enable the Bureau to compute the accident rates that are the basis for determining the winners of the contest.The statistics that constitute the basis for determining the winning companies and the relative standing of all companies are prepared uniformly without regard to the States in which the companies operate, or to differences in classes of accidents covered by State laws relating to compensation for injuries resulting from industrial accidents."

"Generally, the hazard of cool-dust explosions in tipples and cleaning plants is not given the consideration that is given it underground. This lack of consideration is probably due to failure to appreciate the potential hazard. An explosion in a tipple or cleaning plant is basically little or no different from an explosion underground. If bituminous-coal dust is raised into a cloud in the air and comes in contact with arcs from motor brushes, switches, or open flame, the dust is very likely to ignite, and flame will very probably propagate or extend through it if the quantity of dust per unit of air space is sufficient. The open space in a tipple or cleaning plant may reduce the violence of the explosion, but it is not likely to prevent ignition or propagation of flame.The movement of coal through a tipple or cleaning plant naturally puts into suspension a large amount of dust, which finally settles on exposed surfaces. Any disturbance that will put this dust into suspension in a sense enough cloud can result in the dust being ignited by an arc or open flame if one should be present. An explosion of bituminous-coal dust in a tipple or cleaning plant generally can be prevented either by keeping it thoroughly clean or by removing all sources of ignition, or both.The tests at the U.S. Bureau of Mines Experimental mine have shown that the explosibility of coal dust is proportional (other things being equal) to the ratio of the volatile matter to the volatile matter plus the fixed carbon, indicated thus:The volatile ratio for the Pittsburgh coal bed is calculated as follows:Therefore, as the volatile matter decreases the liklihood of ignition decreases; however, coal-dust explosibility depends on other factors also, such as fineness, dryness, and cloud density; and under some conditions other factors also intervene.Proof of the explosibility of coal dust in the absence of explosive gas has been shown in numerous cases in mines and mine plants and also by a series of tests. In these tests a dense cloud of dust is blown onto an open flame or an electric arc, almost invariably with resultant exploding of the dust. The Safety Division of the United States Bureau of Mines has made a number of demonstrations of the explosibility of Pittsburgh coal-bed dust, using a small gallery or box in which a cloud of coal dust is blown onto a lighted match; larger-scale tests have been made with an electric arc as the igniting agent. Bituminous-coal dust is readily ignited with a medium arc, but with low-volatile coals a larger arc is required. For test purposes, a 100-ampere arc has been used. Ignition has occurred readily under these conditions with Pocahontas No. 5 coal dust with ratios of volatile to total combustible of 0.232 to 0.253, and with Pocahontas No. 3 coal dust with a combustible ratio of 0.242. Lower Kittanning coal dust, with a ratio of 0.187, did not give definite ignitions, and Pocahontas No. 4 dust did not explode, although part of the coal-dust cloud ignited. It is probable that even the low-volatile coal dust will be found to be explosive with a higher-amperage electric arc as the initiating agent."

"Because of its interest in accident prevention, the U.S. Bureau of Mines cooperates with city officials and utilities in investigating the causes of explosions in sewers, manholes, and other underground openings and in developing means for preventing such explosions. For several years this Bureau has been cooperating with the Edison Electric Illuminating Co. of Boston and the Boston Consolidated Gas Co. in detecting and eliminating combustibles and physiologically harmful gases in manholes in the city of Boston and adjacent territory.These Bureau of Mines investigations° have shown that combustible gases from the usual sources — leakage from gas—distributing systems and from underground tanks and gasoline wastes — can be located and the dangerous conditions remedied by a well—planned, adequately supervised, systematic, and continuous manhole survey. However, other types of gas, which are termed here ""soil"" gases, also occur in manholes and are more difficult to eliminate because they have no fixed origin and because seasonal and barometric changes affect their production and passage into the manhole space. These gases appear to be produced by bacterial and fermentation or through reactions of entrapped air in the soil. Soil usually abnormally high in carbon dioxide and low in oxygen, and contain varying amounts of methane. They are especially clangorous to men entering manholes because they lack sufficient oxygen to support life. Owing to the difficulty of constructing gastight manholes the most feasible method for eliminating soil gases from manholes is by ventilation. Consequently the Bureau of Mines initiate 4 study of natural ventilation methods for the removal of these gases from manholes and also for taking care of unforeseen accumulations of combustible gases and vapors.The following factors were considered by the Bureau to be important to the natural ventilation of manholes: (1) Relation of area of ventilation opening* to the capacity of the manholes, (2) size and shape of the manhole, (3) design of the ventilation opening (4) and velocity, and (5) weather conditions."

"The last previous Bureau of Mines publication relative to details of permissible electric mine lamps is Bulletin 332, which describes 16 lamps approved prior to May 1930. Some of the lamps have become obsolete through the development of improved models which, with several new types, make it desirable to supplement the Bureau's published data relative to permissible electric mine lamps.In the following descriptions, lamps approved since May 1930 and prior to July 1, 1935, are placed in the three following groups: (1) Electric cap lamps, (2) electric hand lamps, and (3) lamps for miscellaneous applications,ELECTRIC CAP LAMPS APPROVED UNDER SCHEDULE 6B1. Edison model J lamp, approval no. 24. - The features that distinguish this lamp from earlier models of Edison electric cap lamps are:(a) The battery consists of two F-2 cells of square cross section and about 1-1/4 inches higher than M-14 cells in the model H lamp, making the battery narrower and higher than any of the earlier models of Edison cap lamps.(b) The cells are insulated from each other and the Monel-metal casing by enclosure in vulcanized-rubber baglike enclosures. Both cell terminals are insulated from the cell jar.(c) The battery is equipped with rubber-tube Bunsen-valve-type gas vents.(d) The battery casing is secured by a new-type magnetic lock.(e.) The battery and cover terminal clips have been redesigned to give a wiping contact."

Available statistics show that the demands of the American chemical industry for sodium sulphate have been increasing slightly in recent years. The supply from domestic sources, particularly in the form of byproduct salt cake from the acid manufacturers, has been tending to decrease this to the growing manufacture of synthetic acid. Both hydrochloric and nitric acids are being synthesized from their elements. The natural result has been that a smaller amount of salt cake is available. Simultaneously, the expansion of the kraft-paper industry, especially in the South, has brought about greater demand for sodium sulphate in that section. This demand is being met by domestic byproduct salt cake, by imported German sodium sulphate made from potash waste liquors, and by favorably situated domestic deposits of Glauber salts and the anhydrous salt, thenardite. No shortage of natural sodium sulphate exists in the United States, but usually such deposits occur in semiarid regions far removed from transportation facilities and from markets. Moreover, the major portion of the natural deposits is Glauber salt or mirabilite (Na2 504 • 10H20), which must be dried or dehydrated in order to meet consumer requirements. The water of hydration represents, roughly, 55 percent of the total weight of the crude salts and therefore has a very important influence on transportation costs, in many instances the cost of getting even the dehydrated product to market is the deciding economic factor. Therefore, the recovery of production of anhydrous sodium sulphate from plant-waste liquors or from natural brines of suitable composition might be economically feasible.

"The tests described in this paper were conducted under the sponsorship of Subcommittee VII on Pulverizing Characteristics of Coal, a subcommittee of Committee D-5 on Coal and Coke, American Society for Testing Materials, with a view to evaluating various laboratory procedures for testing grindability of coal in connection with commercial pulverization of coal for use as powdered fuel. The subcommittee, at a meeting in New York City on February 21, 1934, selected for test four methods that had been developed during the past few years for testing grindabilitay of coal and were being used by coal-testing laboratories in the United States and Canada. These methods are:Bureau of Mines method, Cross method, Fuel Research Laboratory method, and Hardgrove method. Subcommittee VII agreed that the grindability tests should be made on five coals selected to cover a wide range of hardness. The Pittsburgh Experiment Station, Bureau of Mines, was asked to direct the investigation and to prepare representative samples of the coals. Laboratories of the fol. lowing institutions and companies agreed to cooperate by making grindability tests: Babcock & Wilcox Co., Foster Wheeler Corporation, Fuel Engineering Co., of New York, Fuel Research Laboratory of the Canada Department of Mines, and Northwest Experiment Station of the Bureau of Mines.ACKNOWLEDGMENTSHelpful suggestions in planning the investigation were made by A. "INTRODUCTION The potash mineral receiving the most attention in the newly discovered. New Mexico-Texas potash district near Carlsbad, N. M. is sylvite (potassium chloride). Sylvite contains more potassium than any other mineral. Merchantable high-grade deposits have been found, and those of lower grade may be enriched to a high degree of purity by refining methods. Deposits containing sylvite were the first to be developed and axe the only ones being mined.However, many other minerals that contain potash occur in the salt beds of the Carlsbad District. Of these the more important are polyhalite, carnallite, langbeinite, leonite, and kainite. The nature of the deposits and their mineralogy have been described in detail by members of the United States Geological Survey. 4/Langbeinite, although not so abundant in these deposits as carnallite and has particular interest because the potash is in the form of the sulphate and as such commands a premium in terms of K20 unit. This is explained by Fox and Turrentine 5/, who state:"

The practicability and dependability of two permissible methane-indicat- in detectors recently developed were proved conclusively by extensive tests in the return airways of all mines operating in the anthracite region in most of which samples and readings were taken with one or the other of the two in- dicating detectors. These detectors roved dependable and accurate within practical limits, and their general use should be encouraged as an aid to bet ter ventilation, more accurate control of air currents, and greater safety in mines.

THE mines of the Consolidated Copper and Sulphur Company, consisting of the Eust1s, the Albert, and the Capel mines, are situated w Ascot township, Quebec, about ten miles southeast of Sherbrooke, on the main line of the Quebec Central railway. Of these mines, only the Eustis is now producing, and it has been operated almost continuously for the past seventy years. Mining methods have been improved in recent years but are still old fashioned when compared with those employed in more modern and up-to-date mines. The ore is of milling grade and is mined for its copper and sulphur con-tent. Silver is present in small quantity, together with a trace of gold. The ore is mined by the shrinkage stope method. Pillars are frequently left as supports for the hanging-wall to prevent serious dilution of the ore and are sometimes recovered after the ore is drawn from the stope. Occasionally, small blacks of ore in close proximity to the shaft are mined by a cut-and-fill method. HISTORY ALBERT AND CAPEL MINES: The Albert and the Capel mines, originally known as the Capelton mine, were discovered in 1863 by George Capel (1). By the end of 1866 the Albert shaft had been sunk to a depth of 121 feet on an incline of about 30 degrees where a vein five feet thick was encountered. In 1879, these mines passed into the hands of G. H. Nichols and Company, by whom they were operated practically continuously until 1907. When mining operations ceased in that year, the shafts had reached depths on the incline of approximately 2,300 feet and 1,000 feet, respectively. These mines have been allowed to cave and fill with water and have been inaccessible for many years.
