Raw bituminous coal has been in general use as a blast-furnace fuel in Scotland for the last century, and although its use has now been largely abandoned and it has been replaced by coke in the majority of the few furnaces which are at present in blast in this country, coal-smelted pig iron is not yet a thing of the past; it is still being produced and marketed in competition with the more cheaply smelted product of the coke-fired furnace. Various factors have influenced this change in practice; the once plentiful deposits of coal of a suitable nature for the blast furnace are now not so easily obtainable; native blackband and clayband ironstones which are easily smelted in the coal-fired blast furnace, although still far from being exhausted, are not available except at a cost that is somewhat higher than that of imported ores, making them unattractive to the ironmaster that is compelled by circumstances to smelt his iron at the lowest possible cost. Within the last 15 years overproduction of synthetic nitrogen has led to progressive reductions in the price of sulphate of ammonia, the recovery of which together with the other by-products before that time materially assisted in reducing the working costs of the coal-fired furnace. Now the sale of the by-products recovered yields a diminished profit. When the cost of the product is the only consideration the small, s1ow-smelting, coal-fired blast furnace cannot compare with its large, modern, coke-fired competitor. Other considerations do not by any means all support the same side of the argument. In the smelting of pig iron to be used in the manufacture of steel where the quality of the final product depends so largely upon the control of the conversion process and so much less upon the physical quality of the pig iron used, the physical properties of the pig iron do not exert any appreciable influence upon the quality of the steel produced, therefore the methods employed in the smelting of the pig iron matter but little so long as the requisite chemical composition is reached. THE profitable disposal and utilization of much of our slack coal, lignite, and other low-grade fuels is one of the major problems facing the coal mining industry of Canada today. It is my belief that the pulverization process applied to these fuels opens the door to greater efficiency and greater prosperity, and I wish to discuss briefly with you some features of its development and advantages to date. Indeed, the art of burning pulverized coal under stationary boilers is one of the romances of modern engineering. As a Nova Scotian, I feel some pride in the fact that at Chignecto Mines, N.S., was built in 1906 the first pit-mouth power plant on the North American continent. This was built to make effective for the first time Edison's dream of carrying coal for power by wire rather than by rail. This plant, built by the Maritime Coal, Railway and Power Company, Limited, success-fully utilized underfeed stokers for twenty years but in 1927 was replaced by a more modern plant equipped with machinery for burning pulverized coal, which is now operating very successfully. A further source of pride is the fact that the first boilers on this continent to be operated by pulverized coal were installed by the Dominion Coal Company at New Waterford, N.S., in 1912 and were satisfactorily operated during the lifetime of the plant. It is an acknowledged fact that average living conditions on a large part of the North American continent are far superior to those of any other people on earth. The reason is that we use so much more machinery per capita, and cheap power supply has been a large factor in bringing that about. Statistics show that where one horse-power was used one hundred years ago to assist man in his work, five hundred horse-power is used today. Truly a remarkable development and the key to our present high standard of living. Lack of coal in the chief industrial centres of Canada has forced the extra-ordinary development of the water powers which Providence has placed in those centres. How many of us realize that Canada stands second in the world in the per capita development of hydro power, Switzerland being first and the United States sixth? From this condition, we are reminded of the fact that the per capita foreign trade of Canada far exceeds that of our great neighbour to the South-but another illustration of the benefits accruing from our great power development.

Future of State and Federal Oil Regulation. BY NORTHCUTT ELY (Trans , vol 118 2400 words) The Interstate Oil Compact, ratified by six states and Congress in 1935, replaced the petroleum code, invalidated with other codes by the Schechter decision This compact endeavors, first, to conserve reservoir energy of oil pools through substantially uniform conservation measures by the states, second, it recognizes the state rather than the Federal Government as possessing the necessary police power for that purpose, third, it establishes an interstate advisory commission, so that orderly production in one state is not penalized by uncontrolled production in another, fourth, Federal interests are recognized in the control of hot oil, regulation of imports and fact-finding forecasts of supply and demand by the Bureau of Mmes It is not as complete an instrument as proposed by the Federal Oil Conservation Board in 1932, but is workable, and will be effective in proportion to the support given it by the industry Three results may follow First, now that fear of Federal control has subsided, the industry may lose interest in the compact and let it fall to pieces, second, if vigorously supported by the industry, the compact can accomplish most of the conservation objectives sought by the Federal control measures now believed unconstitutional, third, if the Compact fails, Federal regulation is almost certain to be revived, and can probably be sustained in connection with neutrality legislation, regulation of interstate pipe lines, and coordination of Federal and state gasoline taxes Nearly every step toward governmental regulation has originated within the industry state proration, the Federal petroleum code, Federal control of imports, Federal control of hot oil are examples The Compact shows a trend toward coordination between the powers of the industry, the state government, and the Federal Government If this arrangement fails through lack of interest by the oil industry, the next step is likely to be absorption by the Federal Government of the other two factors involved in the situation

Demand fob Motor Fuel, 1936 During the year just closed the domestic demand for gasoline exceeded 481 million barrels. This compares with 434,810,000 bbl. consumed during 1935 and indicates an increase of 10.46 per cent. Export shipments amounted to 27,831,000 bbl. while in 1935 they totaled 30,613,000 bbl. Total demand, therefore, was 509,422,000 bbl., or 9.16 per cent above the 465,423,000 bbl. of 1935. Following are the figures for several years: Already we are supplying gasoline domestically and as foreign shipments at a rate almost 25 per cent greater than our low level of 1933. Before giving figures for 1937, I should like to spend a moment or two in discussion of gasoline inventories, from the point of view of minimum working stocks and other requirements and of probable actual levels. This paper is one of a series on mining and milling method and costs being published by the United States Bureau of Mines. The Golden Messenger mine, operated by the United Gold Mines Corporation, is in the York-Confederate Gulch mining region in Luis and Clark County, Mont., 22 miles northeast of the city limits of Helena and about 1 mile north of the town of York. It is the first operation to exploit successfully the low-grade ores of the York-Confederate Gulch area. The unusual vein structure presents some mining problems that have been solved in ail interesting manner.

All state mining laws require that flame safety lamps be used in gassy mines; the laws of some States require that safety lamps be kept for emergencies at every coal mine, whether gassy or nongassy. The use of the flame safety lamp has been widespread because it is the only defice readily available for detecting both the presence of methane and deficiency of oxygen. This paper reports the results of an investigation by the Electrical Section, in cooperation with the Gas Section, of the Pittsburgh Experiment station relative to the behavior of permissible flame Safety lamps in mine atmospheres deficient in oxygen and the effects of methan5/ on the detection of oxygen deficiency.

AN increased demand for brown iron ore in the Birmingham district during the past 18 months has caused renewed activity both in prospecting and mining these ores. In recent years the production in Alabama has ranged from 41,559 tons in 1932 to 639,351 tons in 1928. During the last 9 years about 83 per cent of the total brown ore produced in the United States has come from Alabama (Tables 1 and 2).

THE construction of Norris Dam, built by the Tennessee Valley Authority on the Clinch River, a tributary of the Tennessee River, involved the production of coarse and fine aggregate for approximately 1,000,000 cu. yd. of concrete; A hammer-mill plant for the manufacture of sand from quarried rock was indicated as the most economical method of providing this material. The abrasive character of the feed as compared to the average hammer-mill feed made it necessary to control operations rather closely, and this resulted in the accumulation of many data bearing on production and maintenance. This paper will deal only with three specific sets of data, accompanied by such general infor-mation as miry be necessary to explain the conditions under which they were obtained and followed by discussions on the relation of silica content to hammer wear, comparative costs of slugger and stirrup hammers, and comparative costs of tool-steel and n manganese-steel grate bars.

IN creep testing, material is subjected to a constant load, preferably at a constant temperature, and its rate of deformation is measured. The method of loading can be of various types but in this paper only creep testing under tensile load will be considered. The ordinary tensile test is essentially a comparison test in conditions that frequently bear little or no relation to those under which the test material is to be used in service. The purpose of creep tests is to measure the strength of the test material at slow rates of deformation that more nearly approach the rates realized in service. One purpose of this paper is to illustrate that the creep test, in addi-tion to its value as a service test, is superior to the ordinary tensile test as a sensitive tool for the comparison of certain metals in investigative testing. The other purpose is to describe equipment having distinctive features of design that make it especially suitable for such tests. Representative data obtained with this equipment on a group of rolled zinc-base materials are given. These data are compared with those from practical comparison tests of the creep type on weatherstrip fabri-cated from the same group of materials. The comparison illustrates the value of the fast creep test and of the equipment.

This paper is one of a series being prepared by the United States Bureau of Mines describing clay mining, crushing, and grinding methods and costs at various operations throughout the United States. These papers are designed to disseminate technical information regarding methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that in many instances publication of total production costs may cause embarrassment to the individual operator as well as to the industry as a whole. On the other hand, operating costs are essential to a technical discussion and study of the methods employed. The attention of the reader is called specifically to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. The following report deals with the methods employed by the Malvern Clay Co., Malvern, Carroll County, Ohio. The author wishes to acknowledge the assistance of the following persons: H. C. THE Workmen's Compensation Act of Ontario was passed in 1915 and Miners' Phthisis was added to the list of compensable industrial diseases in 1916. Under this provision of the Act only about two cases were compensated per year. In 1924, The Department of Public Health made a survey of miners in the four principal camps-Sudbury, Porcupine, Kirkland Lake and Cobalt-and the survey indicated that an alarming proportion of the men exposed to dust had silicosis in one or other of its several stages. A number of conferences were held between representatives of the Department of Mines, the Department of Public Health, the Compensa-tion Board and the mine operators. The operators were advised that in the earliest stages of silicosis there was no physical disability and if men in that stage were removed froni underground there would be little danger of permanent disability. They were further advised that if active steps were taken at once to compensate men that had some real disability and remove from the mines men in the early stages of silicosis, the first cost would be the greatest and thereafter their liability should decrease. As a result of this advice, and having at that time no reason to doubt the findings of the survey, the operators agreed to do all that was asked of them and cooperate with the Government in the steps believed neces-sary to meet the situation, and to provide compensation for the men affected.

THE process of cooling air by allowing it to expand and do work in an engine is well known, but the theory of obtaining cold air by free expansion without the aid of an engine operating with cutoff has been little discussed. The possibility of cheap electric power for a number of mining areas in this country has suggested to many the idea of electric smelting of nonferrous ores in small units at or near the mines. The electric smelting of nonferrous ores was tested fairly thoroughly 20 years ago by United States Bureau of Mines and by others, and the fact that it did not achieve continuing workable success in any instance is sufficient proof that it offered no advantages at that time.

THE subject of classification is so broad that this discussion is confined to what the author believes is of prime importance in connection with proper grinding and classification. The years passed have witnessed many noteworthy changes in fine grinding and classification, which have been accompanied by a readjustment of ore-dressing flowsheets for the preparation of better ground and/or sized products at an expenditure of less power, steel and maintenance than formerly. Nowhere in the industry is more being done in the way of experimental work to lower costs than in grinding circuits, because, at best, grinding costs are high. Recent years have indicated that, on the average, finer grinding has a real application. Without careful preparation of the process feed, no operation can be highly efficient or successful. In an earlier paper, the findings of an extensive survey at representative concentrators were presented1. Also, in the year of 1935, a technical discussion was given by Dr. J. V. N. Dorr (Some Notes on Classification Trends in America) before the Chemical, Metallurgical and Mining Society of South Africa In both papers mentioned, much has been said regarding flowsheets, grinding and classification. The author is very familiar with these papers, having had considerable to do with the actual operation of the flowsheets, as well as large mills and classifiers in the work described. Some data from the second paper have been included in the following discussion. Circulating Load In this particular paper it seems advisable to deal with the classification phases of the work that to a major extent govern the success of any closed-circuit grinding unit. This paper3/ is one of a limited series being prepared by the Bureau of Mines to supplement a more extensive series on mining and preparation methods in the various mining districts of the United States. It describes ventilation methods and practices at the anthracite collieries in the Northern field of the anthracite measures of Pennsylvania as obtained by personal inspections in twenty of the larger collieries during 1933 and 1934 and from supplementary information furnished then and later by operating officials. This field is one of the four major divisions - Northern, Eastern Middle, Western Middle, and Southern - into which the anthracite deposits of Pennsylvania are naturally divided, and constitutes, in plan, a slightly bowed lens, about 60 miles long, and that extends from Forest City on the north through Scranton, Pittston, Wilkes-Barre, and Nanticoke to Shickshinny on the south with a. maximum width of 6 miles. It is the oldest and largest producing field of the four, and has produced continuously from 1S09. The total anthracite production for the State reached a peak of about 100,000,000 tons a year in 1917, but in recent years production has averaged about 50,000,000 tons, of which somewhat over half comes from this Northern field. The operations of three of the largest producing organizations in the State are almost wholly included in this field, as well as about half of the operations of two others of the six largest producers, It comprises the first 14 of the 25 numerically designated anthracite State inspection districts.
