Dolan, assistant general manager of the Maryland plant of Bethlehem Steel Company, of Sparrows Point, and Harry E. McDonnell, superintendent of blast furnaces of Weirton Steel Company of Weirton, W. Va., representing the blast-furnace section.

Gentlemen, we have ten questions on our list and a number of us here probably have other questions to ask. Therefore, we arc going to allocate the time to these different questions so that we will try to be finished by 4:30; from then until 5 o'clock, if any of you have any questions on subjects not related, you will be free to ask them. Mr. Morton and I have changed the order of the questions. Instead of what is now first, we have put No. 3 first, progress on basic-roof construction, inasmuch as we feel that it is quite important. At this time, H. S. Robertson, of Harbison-Walker, is going to give you a short talk, with slides, on what has been done to date on this subject.

I received a telegram yesterday from Mr. J. H. Nead saying that he regretted circumstances had come up which prevent his attending the meeting, but that arrangements have been made and Mr. T. S. Washburn, of Inland Steel, will act as the Co-Chairman in his stead. We are sorry, of course, that he cannot be here at this conference. We have, therefore, asked Mr. James J. Bowden, chief metallurgist of Republic Steel Corporation, Cleveland, to act as Chairman and Mr. Tom Washburn to act as Co-Chairman. I will turn the meeting over to these gentlemen at this time.

McKune, superintendent of the Open-Hearth Department of our company. Many of you will remember Mr. McKune for his long attendance at these meetings, for the intelligent interest he took ill them, as well as for his innovations in steel-production practices.

I am happy to welcome you to the twenty-third conference of the National Open-Hearth Committee, and our joint conference with the Blast Furnace Committee, of the American Institute of Mining and Metallurgical Engineers. It is appropriate that, for our fifteenth year anniversary, we should meet in the hotel and the city where this Open-Hearth Committee was inaugurated in 1925. At that first meeting, only a handful of men from a number of steel companies met to discuss ways and means to start a movement to improve the practical and metallurgical technique of open-hearth operations among independent manufacturers, as the United States Steel Corporation had carried on for many years.

WE cannot but marvel at the fact that fire is necessary for almost every operation. It takes the sands of the earth and melts them-now into glass, now into silver, minium or other lead or some substance useful to the artist or physician. By fire, minerals are disintegrated and copper produced; in fire is iron born and by fire is it subdued; by fire, gold is purified; by fire, stones are burned for the binding together of the walls of houses.... Fire is the immeasurable, uncontrollable element, concerning which it is hard to say whether it consumes more or produces more." Thus wrote Pliny in his "Natural History," that great collection of fact and error which constitutes the principal contemporary description of Roman technology and which until the seventeenth century was the authority most often quoted and requoted by those who wrote on metals, as on many other subjects.

The application of the law of supply and demand to the sale of crude oil is generally conceded, but the motives underlying the buyer's (refiner's) demands are not always obvious to the seller (producer). In some cases this obscurity has led to the conclusion that the refiner may be unnecessarily particular when he selects one crude and rejects another. This preference, however, is very largely the reflection of the refiner's product demands and the quality of the stocks obtainable from the selected crude. The purpose of this paper is to point out critical characteristics of the major classes of refined products and to show how crudes vary in their suitability for such products. With relatively few exceptions, available processing methods and addition agents make it theoretically possible to produce any type of refined product from any crude source, although it may not be economi-cally sound to do so. The widespread application of thermal cracking for converting higher boiling stocks into gasoline is well known. More recently cracking and refining in the presence of catalysts9 have been developed, as well as various processes for polymerizing lighter hydro-carbons into gasolines having desirable characteristics.6 For several years, selective solvents have been applied commercially to refining inferior quality kerosene, Diesel fuel and lubricating oil distillates .3 Improved methods for refining lubricating oils from crude residua,4 formerly suitable only for fuel, are now in use and a number of special solvent processes are available for dewaxing lubricating oils to low pour point.5 These improved refining methods have been developed not only to meet the demand for improved product quality but also to enable the refiner to obtain quality products from crude sources that would not yield such products by the older refining methods. In many cases, the utilization of these modern refining tools necessi-tates an appreciable expenditure for equipment as well as added manufac-turing costs, and their application therefore must be justified economically. Despite the availability of such tools, the added processing costs involved and yields obtainable may render their application entirely impractical. WE should indeed feel proud and satisfied with the accomplishments of our great mining and metallurgical. industries during the past quarter of a century, for they have vastly exceeded those of any previous period of like duration. 1 feel that Canadians, and particularly those in the mining industry, should know more concerning the important role our industry will be called upon to play in the present war. Our Empire metals will be an outstanding factor in this conflict. Every man connected with the industry, from the lowest paid labourer to the highest official, can feel proud that his every effort results in more and more production of those metals which will help to give the Empire supremacy. He can feel assured that, by sticking to his job and by putting his whole heart into his work, he is making a contribution towards winning the terrible struggle in which our Empire and our gallant French allies are engaged. These two great peoples will have ro bear the brunt of the task of ridding the world of the menace of those who would set up force. and might in the place of right and justice in the settlement of international affairs. As the present European crisis developed, it became evident that they, alone, would have to accept the challenge and fight the enemies of Democracy to ensure the survival of the small nations of Europe and, indeed, of the great democratic powers themselves. The acquisitive eye of the German leaders had looked far ahead and they had realized that the eastern European states, already reeming with population, were no solution to Germany's space problem; but they thought that these states could be gobbled up one by one, each in turn strengthening Germany's might until it could successfully challenge France and England. No glimmer of doubt dimmed their vision. The two great democracies once subdued, they could proceed to seize Canada and the United States. This clone, they would have an abundance of room to expand, as well as those resources-grain, timber, cotton, nickel, iron, lead, zinc, copper, gold, silver, sulphur, oil-which German statesmen have always coveted. Von Ribbentrop, von Alvensleben, Bernstorff, and many others have made exhaustive studies of our resources. German rulers had been told that the French would not fight and that the British could not. They knew of the rust on the British war machine. There was no cloud in the sky; their fond dream was at last robe fulfilled.

"INTRODUCTION Coal is a compressed mass of heterogeneous, macerated, metamorphosed plant remains that have collected in the earth's crust. Probably no two beds of coal have identical properties, and different parts of the same bed may vary considerably when measured by some of the many empirical tests that have been developed to classify or differentiate the properties of coal. Because of this great variability in properties, the commercial processing of coal to produce coke and byproducts has developed largely as an art based on experience, rather than as a science. Much empirical chemical research, however, has been and is being conducted on coal carbonization, and this work is of practical value in obtaining larger yields of gas and byproducts and in the improvement of the physical properties of the coke.Both ultimate and proximate analyses have been used for correlating purposes. 3/ In the United States the proximate analysis is used for the classification of coal according to rank and grade. The proximate analysis can be employed usefully in the coal—carbonization industry because separation of the combustible matter of coal into volatile matter and fixed carbon is, in fact, a small carbonization test conducted on 1 gram of coal heated in a platinum crucible.Small—Scale Laboratory Coking Tests,Many empirical tests have been devised for determining the coking properties and measuring the yield and quality of gas and byproducts obtainable from various coals. These tests, made on samples ranging from 25 grams (about 1 ounce) to 5 kilograms (11 pounds), furnish information that is roughly proportional in practical value to the size of the sample carbonized. However, the cost of the carbonization test also increases with the amount of the sample, so that for preliminary surveys of a number of coals, samples of 25 to 1,000 grams usually are employed."

"INTRODUCTION Recovery of core specimens from subsurface formations and their subsequent analysis are important aids in efficient development and operation of oil and gas fields. Gore specimens first were obtained mainly for the geologic information they revealed; now they are analyzed to determine many of the physical characteristics and conditions of the subsurface formations as well. Cores recovered from the producing formations may be analyzed for porosity, permeability, oil content, ""connate"" water content, and other physical and chemical properties of the formation, all to the end of furnishing enough data for making reliable estimates of the quantity and avail¬ability of oil and as within a reservoir and in devising efficient means for their withdrawal.Examination of bottom-hole samples of oil gives valuable information concerning the amount of gas in solution in the oil within the reservoir and the resultant shrinkage of the oil when the gas is released. Producing characteristics of reservoirs nay be determined by means of subsurface pressure and temperature gages and measurements male at the wellhead; however, unless reliable core analyses are available, these data have only limited use in any quantitative study of reserves. In such a study the quantity of oil, gas, and water contained in a unit volume of the reservoir formation is extremely important. Although reliable methods of analyzing cores have been developed and the data thus obtained are valuable, their applications become more limited or reservoirs at higher temperatures and pressures are discovered. This condition results almost entirely from the fact that in recovering a core from a formation of high pressure and temperature by present methods a large part of the fluid content of the core is lost or contaminated to an unknown extent. For a number of years most petroleum engineers have held that if this loss and contamination of the fluid content of a core were eliminated, the value of core analyses would be increased greatly."

"MANGANESE METALMethods of PreparationMethods of preparing the manganese metal that has been used in chemical and metallurgical investigations have passed through a cycle. Most of the investigations made before the turn of the century used Moissan's pyrophoric manganese. 5/ This material was made by electrolysis into a mercury cathode and distillation in vacuo. It was essentially a pure material, and investigations in which it was employed (with proper precautions against oxida¬tion) led to accurate results concerning the intrinsic behavior of metallic manganese.An early investigation of the properties of ""Manganese-by-Mercury"" was made by M. Guntz. 6/ He prepared manganese by electrolysis of a concentrated MnCl2 solution with a mercury cathode. The manganese amalgam was pressed through chamois and distilled in vacuo (2 to 3 cm. of mercury) at 200°0., slowly rising to 250°0. Guntz recognized especially the decreased reactivity of manganese with increased temperature of mercury distillation. The most careful and com¬prehensive study of manganese made by this method is that of Kuh 7/ whose work unfortunately was never published in an accessible journal.Royce and Kahlenberg 8/ studied the electrode potential of manganese made by this method."

"INTRODUCTION The development of methods for determining the total quantity of crude oil that a given pool could be expected to produce in the future and the well-spacing and drilling programs most likely to result in the recovery of the maximum quantity of oil at the minimum cost became problems of acute concern to American oil producers and petroleum engineers during the second decade of the twentieth century, The United States faced what seemed at that time to be a serious shortage of petroleum, and it appeared that the constantly increasing demand for petroleum and its products could not be adequately supplied. Undrilled prospective acreage, which until then had been plentiful, seemed to be getting scarcer, competition was increasing, the margin of profit to the producer was shrinking, and the need for developing constructive policies of conservation appeared paramount. As a result of physical and economic changes then taking place within the petroleum industry prompted by the seemingly uncertain future, accurate knowledge pertaining to the probable future production of oil wells and of oil lands especially was needed and greatly desired. Furthermore, the need for obtaining the maximum quantity of oil from known fields caused technical information - which up to that time had not been deemed essential to the successful and profitable operation of oil lands - to be sought eagerly. The need for technical information, such as methods for determining future reserves of oil and the rate at which the oil could be obtained under a specific program of drilling, was emphasized further with the passage of the Revenue Act of 1918, and oil producers with enough income to place them in the taxable class were compelled, for the first time, to report their taxable income 4/ to the Treasury Department."

For nearly 30 years the Bureau of Mines has contended that mine explosions can be prevented and has pointed out to the industry ways and means by which they could be avoided. The record of co2l-mine explosions • during the past fiscal ?Bar bears out the :Bureau1s contention, inasmuch as fewer men were killed by coal-mi~e e:xplosions in the United States during that year than in :gi_y corresponding 12 months in the history of coal mining in the United States, insofar as records are available; and more than a year has elapsed since·a major explosion (in which five or more men were killed) has occurred, this being t.1-J.e first continuous 12- month period without a major coal-mine explosion disaster in the United States in more than 60 years. The methods of preventing mine e:iiplosions are well known to experienced, well-informed persons cngnged in coal mining. Despite this knowledge, many coal-mine operutors continue to use practices and methods that they should know have resulted in countless explosions, and mine workers persist in following past procedure or in breaking safety rules and practices almost certain eventually to result in disaster. ' Virtually all explosions are the result of human failure, such as carelessness or neglect by officials or workers or others. These human failures can be corrected chiefly by ed.ucation and proper and adequate supervision and strict discipline. In some instances mine officials are ·lax, careless, poorl~• informed, and often incompetent; end in many instances miners have repulsed the introduction of known preventive methods because of sheer obstinacy, ignorance, heedlessness, or possibly fear that the operator was trying to o'bta.in some unfair adva.,.'1. tago or would neglect some other phase of accident or e,:plosion prevention. "Haulage accidents usually are responsible for about 17 or 18 percent of all coal-mine fatalities and about 21 percent of all non-fatal coal-mine accidents. When the relatively small number of employees continuously exposed to haulage hazards is considered, it would appear that haulage is more hazardous than any other phase of coal-mine operation.Haulage accidents have increased from year to year, doubtless due to the increase in electrical haulage, and particularly to the use of larger cars, heavier locomotives, longer hauls, and greater speed. Unless very definite steps are taken to eliminate the causes of these accidents, they will continue to increase rather than be reduced, as they can and should be.Underground haulage in many of the large modern mines of today is similar in many respects to railroad practice. In recent years the railroads have made wonderful strides in reducing accidents, and instead. of being one of the most hazardous occupations, as it once was, railroading is now one of the safest. Doubtless, if thought and action, similar to that given to reducing accidents among railroad passengers and employees, were given to safety in mine haulage, under¬ground haulage accidents could be reduced in about the same ratio.Haulage accidents may be classified, according to responsibility, into two groups - those for which management is largely responsible and those for which the employee is largely to blame; there is, however, an overlapping of responsibility from one group to the other. If, therefore, haulage accidents are to be reduced, it is absolutely essential that both management and employees cooperate to this end.In the first group, for which management is largely responsible, may be included accidents due to faulty equipment, moor track, a poorly arranged system of haulage, lack of clearance or of overhead protection, and dirty roadways; even in these features, however, the employee is not without a measure of responsibility, as failure of haulage equipment possibly may be due to lack of care on his part, failure to report when equipment is out of order, or failure to do a good workmanlike job of installing or repairing or operating.To the second group of accidents for which the employee may be largely responsible, belong those caused by such careless practices as jumping on and off fast-moving trips, coupling on the ""fly"", running at excessive speeds, failure to properly block cars, and similar hazardous and unnecessary acts of omission or commission. If, however, management condones such practices, or, as in some instances, insists upon them, it must accept its share of responsibility for the accidents that inevitably result.Some of the most prolific sources of haulage accidents will be discussed briefly, together with the steps that may be taken to minimize their occurrence."

"INTRODUCTION Investigations of the Nonmetals Division are now conducted at College Park, Md.; Tuscaloosa. Ala.; Seattle, Wash.; and. Norris, Tenn. The last of these was acquired, this year by arrangement with the Tennessee Valley Authority and is engaged in electrothermel research, using power generated by the T.V.A. and. raw materials from that region. In general, the work of the division is concerned with dressing nonmetallic minerals end utilizing the products there-from. Coal, salts, and waters are investigated, and the suitability of apparatus and equipment is studied.As the Metallurgical. Division of the Bureau of Mines makes routine tests of certain nonmetallic ores under prescribed conditions for the public if they are of general interest, the published reports of that division should be read and thus, with the reports of tile Nonmetals Division, the whole field may be covered."

The number of completed petroleum refineries in the United States continued to decline in 1938, but the total capacity to process crude oil increased materially. This information was obtained in connection with the Bureau's annual canvass of refinery capacity as of January 1, 1939. In spite of the addition of a half dozen plants in Illinois and the inclusion in this year's list of several more "pot-stills" in Montana, the total number of plants, and inactive, declined from 551 on January 1, 1938, to 538 on January 1, 1939. was entirely in shut-down plants, as the number of operating plants rose from both active The decline 431 to 435. Yost of the plants dismantled were situated in Wyoming and Texas, parts or several from the latter being transported to Illinois. About 10 more East Texas refineries were dismantled in 1938, leaving about 15 plants in the field, only 8 of which were operating on January 1, 1939. Although the total completed capacity increased from 4,351,151 barrels on January l, 1938, to 4,508,555 barrels on January l, 1939, the operating capacity declined, and the inactive capacity increased about 50 percent, or from 380,955 to 574,770 barrels. These shifts in capacities reflect the comparative slump in the refining industry in 1938 after the prosperous year 1937. Daily average crude runs in 1938 were 3,192,000 barrels, from which it may be figured that the operating ratio for the active units was about 81 percent of crude and for all completed equipment 74 percent. The highest daily throughput in 1938 was about 3,400,000 barrels, at which time the reserve capacity represented in the active equipment was at least 500,000 barrels, in addition to about that much capacity shutdown. In an emergency, much more reliance could be placed on the reserve capacity of the active equipment, as much of the shut-down capacity is obsolete at present specifications and prices. Regarding obsolescence, the refiners reported 418,165 barrels of their idle capacity in good condition on January l, 1939 and 156,605 barrels in poor condition. However, it is probable that the former reflects an optimistic viewpoint. Refinery activity, as represented by new construction and dismantling, declined materially in 1938. The new capacity added in 1938 was 378,350 barrels compared with 394,680 barrels in 1937. Probably 1939 will see a much larger decline, as the new capacity under construction on January 1, 1939, totaled only 142,250 barrels compared with 283,020 barrels the preceding year. The capacity represented by the new plants was negligible throughout

"One phase of the Bureau of Mines' work in the field of health and safety is the promotion of the use of safe, satisfactory, and reliable respiratory protective devices. To promote the development of such devices the Bureau has established schedules of minimum requirements for oxygen breathing apparatus3/ gas masks/, supplied-air respirators5/ (hose masks, airline respirators, and abrasive blasting helmets, hoods, or masks), and mechanical-filter respirators6/.Manufacturers of respiratory protective devices may submit their equipment to the Bureau for approval under the requirements of these schedules.As a prerequisite to such submittal, the Bureau requires a statement that the device is completely developed and of the design and material the manufacturer believes suitable for a finished marketable device; that the device has been subjected to inspections and tests such as described in the schedules, and that it met those requirements when tested by the manufacturer or his testing agency; and a. statement regarding the nature, adequacy, and continuity of control of the quality of the respirator. If the manufacturer can satisfy these requirements, and if the device, when tested by the Bureau, meets its requirements, a certificate of approval is granted by the Bureau of Mines. The approved devices bear distinguishing marks that indicate that they have been approved, the purpose for which they are approved, and the limitations of their use. If it is found at any time that approved devices purchased in the oven market and tested do not meet the requirements of the schedule, the Bureau may rescind that approval. Lists7/ of approved devices are published periodically for the convenient information of the public.Respiratory equipment may be divided into two main groups: (1). Those that afford protection by removing atmospheric contaminants and (2) those by which a respirable atmosphere from an uncontaminated source is supplied to the wearer.The devices that protect by the removal of contaminants may be divided into two subgroups: (1) Those that protect against gaseous contaminants and (2) those that protect against particulate matter. There may, of course, be combinations of these two.The devices by which a respirable atmosphere is furnished to the wearer also may be divided into two subgroups: (1) The self-contained type, by which the supply of oxygen, or material from which the oxygen can be generated is carried by the wearer, and (2) the hose type, by which air is supplied to the wearer through a hose or tube."

"The fly-ash problem of the smoke-abatement engineer - who now might well be titled, ""Smoke and Fly-Ash Abatement Engineer"" - starts with the necessity for him to know what fly ash really is, what plants really create it, and how much is being created. Fly ash in this connection may be defined as all solid particles emitted to the atmosphere as a result of the combustion of fuel.COMPOSITION OF FLY ASHMuch can be learned about fly ash by studying samples with a strong magnifying glass or, preferably, a high-power microscope. As an example, figure 1 is a photomicrograph of an underfeed-stoker fly ash weighing 23.7 pounds per cubic foot, which passed a baffle-type cinder catcher and was caught by a Cottrell precipitator. Figure 2 shows a similar fly ash made at a higher stoker rating and weighing 36.2 pounds per cubic foot. The lighter ash contains more light, unconsolidated ash than the heavier. In both instances some of the ash has been fused to a glass, as is indicated by the spherical particles resembling marbles; however, the heavier dust contains more and larger spheres. With the faster burning and higher air pressures occurring at the higher burning rates, more of the larger fused spheres reached the precipitator.Such studies of fly ash frequently make possible correct determination of its source. For example, the Supreme Court Building, one of the finest of the Federal buildings in Washington, was having considerable difficulty with fly ash from some outside plant. It was thought to come from a nearby apartment house. A fly-ash trap was installed there, and care was taken in the operation of their underfeed stokers. The fly-ash nuisance continued. Microscopic examination of the fly ash found about the building compared with samples taken from the stack of the apartment house showed to the surprise of the accusing building superintendent that the present source was elsewhere. By the same means, the source was found to be a plant about ore-half mile away."
