INTRODUCTION Mined underground chambers specifically designed for the purpose of storing liquefied petroleum gas (LPG) at ambient temperatures have been in use for over thirty years. The first caverns were developed by Warren Petroleum of Tulsa, Oklahoma, in 1948, for its plants in Texas. The basic concept of an LPG-storage cavern is to create a space in an impervious formation at a depth sufficiently below the water table so that if any movement of fluid occurs the ground water will enter rather than the gas escape from the cavern. In the past, the primary reason for LPG storage underground has been its attractive cost advantages over steel storage on the surface. At current prices the cost of storing 7.949 ML (50,000 barrels) would be equivalent, whether stored on the surface or underground; whereas 79.494 ML (500,000 barrels) of storage underground costs only one-fifth of surface storage. It is usually uneconomical to excavate less than 79.494 cu m (50,000 barrels) of storage space. The fixed costs - engineering, mainshaft and ventilation shaft - are a substantial part of the total cost, whereas the incremental costs for excavating additional storage are relatively low. Recent concern over the hazards posed by the handling and storage of LPG and liquefied natural gas (LNG) has led to a new interest in the underground storage of these gases. Conversion to trolley assist is a means of minimizing diesel fuel consumption, which in many mining situations offers a rapid payback of capital investment plus the inherent flexi- bility and maneuverability of truck shovel op- eration. Whendiesel electric truck shovel mining opera- tion with trolley assist is compared to alter- native mining methods such as conveyor systems, the trolley assist system can be easily justi- fied in terms of return on investment, payback and increased productivity. A review of present technology, performance requirements and past experience in the min- ing industry has led to the development of a trolley assist system for diesel electric haulage trucks which, is proven in the mining environment, offers significant reduction in fuel consumption and increased productivity.

The Australian coal industry over recent years has experienced the situation whereby exploration and mine development are moving into geographical areas where the coal seams have never been mined to any extent in the past, if at all, and particularly where there is no history of experience in preparation of these seams. Additionally, the demands have been such that the development of a mine up to production stage should proceed with minimum delay. This is a situation which is of some importance and concern, in view of the coal quality requirements now experienced within world markets which can only be met, in most cases, by careful preparation. Costs are such that the preparation plant should operate as required by the situation and with maximum efficiency, which means that laboratoty information of breakage and washability characteristics which are required for preparation plant design should be accurate and available as soon as possible, even to a certain extent during the progress of the exploration.

I. INTRODUCTION During the course of our activities in assisting mining companies, we have had access to the monitoring results for personnel from a large number of uranium mines. The results differ greatly from one mine to another. One of our objectives has been to discover the origin of these differences. It is evident that they are largely due to variations in the geological context, to mining methods, and to the organization of the work ; but we also found that the rigor with which measures are implemented to prevent the personnel from being exposed to radiations is also a cause. In order to advise mining operators effectively, we have asked ourselves the following question Given the dosimetric results of a mining site, how can it be known - if occupational exposure has been reduced to the lowest possible level (dose optimization principle recommended by the ICRP) ; - if the exposures were justified, which would not necessarily be the case following a questionable choice of the mining method, for instance, or a lack of efficiency in the maintenance and repairs of ventilation apparatus or even an excess of radiation protection. It is necessary to establish some criteria, while taking into consideration the specific conditions for each mine, in order to determine whether a mining company is adequately implementing radiation protection procedures. This need led us to attempt a modelization of the occupational exposures of uranium miners ; the preliminary phase is presented here. Although voluntarily still very basic, this model makes it possible to demonstrate the role of certain dynamic or passive variables. Moreover, the model presents the concept of specific irradiation of a mining site equal to the collective dose received per ton of uranium metal supplied to the uranium mill. The specific irradiation can therefore be used to indicate the effectiveness of radiation protection procedures at a given mining site. This model can be used for - previsional exposure studies based on the use of data gathered at each site, making it possible to compare various work methods and to determine prevention means ; - qualification of "radiation protection" procedures at a mining site ; - detection of unjustified exposures ; - research of ways to reduce inevitable exposures. 2. DETRIMENT TO BE ASSOCIATED WITH A GIVEN EXPOSURE DISTRIBUTION Respecting exposure limits ensures that delayed stochastic effects are the only health risks to workers. If the hypothesis of linearity in the dose-effect relationship is applied, the detriment to a group of workers is proportional to the sum of exposure for all the workers, or the collective exposure usually expressed as man x rem. On this point the linearity of effects hypothesis makes it possible to consider that two different standard deviation distributions having the same mean value are equivalent. It would be possible, then, to reduce the standard deviation by changing the distribution of workers at the various working places without changing the mean exposure value. In other words, without taking into consideration the practical implications, individual limits can be respected by rotating the personnel or by reducing the individual working period which would be compensated by increasing the number of workers. The collective dose would remain the same, which would justify the use of the concept of collective exposure. 3. "RADIATION PROTECTION" QUALITY INDEX AT VARIOUS MINING SITES Each mining site is responsible for its own collective dose, but it is also responsible for producing a certain amount of uranium metal in the ore sent to the uranium mill. These two quantities must be brought together in order to establish the "radiation protection" quality index of a mining site. This quality index, called-specific irradiation (Ir) is expressed in rem.ton -1 for external irradiation, in mJoule.ton-1 for inhaled [a]-energy, and in Ci.ton -1 for inhaled radon *. The specific irradiation represents the health hazard which must be associated to the extraction of one ton of uranium metal. Figures la and lb present a system of coordinates for which the axis of the abscisses is graduated in tons of U metal and the axis of the ordinates is graduated in units of collective exposures. In the EEC, the regulation is based on the measurement of the amounts of radon 222 inhaled.

In 1967 a large kaolin deposit was discovered on the Jari River, a tributary of the Amazon, in the territory of Amapa in Brazil. The kaolin occurs in the Barreiras Series of Pliocene age and is part of the Belterra Clay. The kaolin was drilled and tested, and today a modern processing plant is producing over 150,000 tons per year of high quality paper coating clay. Some of the problems associated with the mine development, processing, personnel, and marketing of this remote kaolin deposit are discussed. The mineralogy and physical properties of the Jari kaolin deposit are also described.

Roof-rock instability in advancing sections of underground coal mines is a major contributing factor to accidents resulting in fatalities and injuries. Such roof-rock conditions can also result in loss of production due to additional cleanup time and increased amounts of reject material. The Bureau of Mines is investigating fundamental geologic factors affecting coal mine roof-rock instability in order to develop techniques to predict zones of potential unstable roof-rock. Two distinct directional trends of unstable shale roof-rock in a mine working the Upper Kittanning Coalbed are delineated: one trend is associated with the sandstone-shale transition zone, the other with a fault system. The unstable shale roof-rock associated with the transition zone, a consequence of differential compaction, is comprised of slickensided roof-rock. Whereas, the unstable shale roof-rock associated with the fault system, a consequence of structural deformation of the strata, is comprised of fault planes. These faults, small in comparison to the sandstone-shale transition zone, are difficult to delineate with a standard drilling program. Trends of the transition zone associated with the sedimentary facies change are projected into unmined portions of the coalbed with the aid of exploration core data.

The concept of using powdered coal-in-oil-mixtures (COM) as a composite fuel to conserve oil resources and relieve import supply problems is being vigorously promoted by the Department of Energy via the sponsoring of various demonstration units (1). The idea of COM as a useful alternative fuel has been explored on and off for over 100 years (2). The approach must be capable of grinding, mixing, storing, and combusting COM with presumably only minor equipment changes on oil-fired boilers. DOE estimates that 56 000 m3 of oil (350 000 barrels) could be spared daily if a 50-50 COM was used to generate electricity. Of course, the ability of COM suppliers to prepare and deliver a stable suspension of COM at reasonable economic costs must be achieved if the concept is to be successful. This report reviews the various methods used to attain stable coal-oil mixtures. Various physical-chemical principles associated with each method of stabilization are also discussed.

The Empire Mine initiated production in 1963. Since then the unit operations of drilling and blasting have evolved continually in order to meet the increased mining requirements demanded by plant expansions in 1968, 1973 and 1980. Additionally, advance mine planning has become an integral part of proper pit development and is necessary to insure uniform blending of the distinct ore horizons contained within the mine area. Blasting practices have been modified to facilitate the autogenous grinding system utilized at Empire and pioneered in the Iron Ore Industry. Technical innovations in the explosives industry, as well as, progress regarding on site blast engineering methods have substantially increased the use of ammonium nitrate explosives and helped to establish efficient charging procedures. In addition, the recent introduction and use of ammonium nitrate fueled with nitropropane and methanol indicates that it is a viable substitute for aluminized ANFO.

The author describes three case histories of fracture-control blasting demonstrations. This is a technique in which the walls of blast holes are scribed or notched in order to enhance the development of blast_induced fractures, and to control their direction. One demonstration was that of a tunneling application in a rock that was generally competent but strongly foliated, hence strongly anisotropic. P second test was conducted for perimeter blasting of a structural excavation in a massively jointed limestone. A third field test was conducted for tunneling through an old concrete structure. Increased applications are envisioned with new tool modifications being developed at the University of Maryland.

Falls of roof account for over 50% of the fatalities that occur in coal mines in the US. Thus, roof control is one of the more important phases of underground mining. In reality, the control of roof influences the system of mining and is a major determinant of the width and spacing of working places, operations at the mining face, ventilation control, and surface subsidence. Frequently, the control of roof is the largest single cost item. Roof control is a never-ending task, not only at the working face and throughout sections where men are working, but along haulways and air- ways that must be maintained for the life of the mine. This is because roof, even the hest of roof, slowly deteriorates, so it must be frequently examined, with corrective support applied when needed. As coal is excavated, stresses are set up in the roof because the previous equilibrium is upset, resulting in pressures that cause fractures and slight movements that are frequently hard to detect. Unless the immediate roof, in the excavated area, is given support by artificial means, it might fall or there might be a succession of falls, varying from a thin scale to several feet, depending on the nature of the top. Exceptions to this are those rare mines, or sections of mines, with hard, strong, nonweathering roof that requires no support. GENERAL CLASSIFICATION OF ROOF There are two broad types of roof as far as support is concerned: the immediate roof above the coal and the main roof. Artificial support for mining purposes is only concerned with the immediate roof as nothing except large blocks of solid coal, or massive concrete, will support the main roof. The immediate roof is generally a few feet thick but call vary from inches to 6.1 m (20 ft) or more. BACKGROUND OF SURFACE MINING Surface mining refers to the process of removing the material (over- burden) overlying a coal seam and exposing the coal so that it can be loaded out and conveyed by trucks or other methods to the preparation plant or other facility. Surface mining has not always been important in the coal industry. In the early 1900s, almost all of the coal mined in the United States was mined by underground methods. In 1900, about 192 Mt (212 million st) of bituminous coal were mined and less than 1% was mined by surface methods. The development and use of larger equipment has allowed surface mining to gain prominence throughout the years. Table 1 shows the total production of coal by mining method in the United States for ten-year periods since 1920 and indicates the growth of surface-mined coal production. Surface mining will undoubtedly continue to account for a large percentage of the coal production in the US for many years because: 1) The capacity of surface mining excavators has continued to in- crease. Today, mining companies are using shovels (see Fig. 1) which are able to move up to 137.6 m3 (180 cu yd) in each bite and draglines (see Fig. 2) which move up to 168.2 m3 (220 cu yd) in each bucketful. 2) Increasing tonnage from the thick western coal seams is being produced by surface mining methods. 3) Surface mining has normally had lower costs and a better safety record than underground mining. 4) Surface mining normally recovers a much higher percentage of the coal reserve than can be recovered by underground mining. 5) Some coal measures can best be extracted by surface mining

Virtually no two mines operate with the same geographic, geologic, and mining conditions. It follows chat problems vary with the conditions from mine to mine or often from one section to another in the same mine. Actual situations are described, and a technique of "stacking" maps to predict hazards is presented. Two case histories of the use of multiple overlays are de- scribed. The first deals with a property that was examined before the start of mining. The second is a property in which severe ground control problems were encountered and the relationship between the problem areas and known conditions were found to be related.

Mineral production was of little significance in the country's economy, and Bangladesh was not a world-ranked producer of any mineral commodity during 1977. Natural gas was the most important mineral exploited; however, reserves were sufficient to allow for much greater production, Economically, Bangladesh made some progress in 1977-782 in its struggle against poverty, underdevelopment, and rapidly increasing population. The gross domestic product (GDP) grew 8%, mainly owing to a 13% increase in food grain production, the key economic indicator in this highly agricultural nation. GDP at current prices dropped slightly in Fiscal Year (FY) 1976.77 to $6.6 billion3 and rose to $7.2 billion in FY 1977.78. The population rose from 81 million in FY 1975-76 to about 85 million in FY 1977-78, resulting in an increase of per capita GDP from $83 to $85 during the same period. The high annual population growth rate, over 3% in 1976 and about 2.8% in 1977, was recognized by the Government as the main problem facing the country. Average density was 525 people per square kilometer. A similar density would have the entire world population living within the continental United States.

INTRODUCTION The basis for any measures in radiation protection is the quantitative assessment of the radiation exposure. Due to the extensive requirement in health physics manpower and related cost it is necessary to develop certain criteria regarding the necessity of monitoring and the selection of population groups to be monitored. Depending on the overall objective of the particular programme, the specific requirements for the measurement of atmospheric levels of radon, thoron and their daughters for practical radiation protection purposes differ significantly for those in the case of research applications, such as use of data for epidemiological studies. As part of the OECD-NEA Programme on Radon Dosimetry and Monitoring Task Group 1 reviewed available models for lung dosimetry in the case of inhalation of radon 222, radon 220 and their daughters (James et al., 1981). Using defined reference atmospheres for underground- and open-pit mining conditions as well as for dwellings, normalized conversion factors were calculated for the mean bronchial dose (mGy) per Working Level Month exposure (WLM). Task Group 2 discussed the features and adequacy of the Working Level (WL)-concept as a physical correlative of the absorbed lung dose and its limits of confidence and accuracy (Johnson and Leach, 1981). The WL-concept was found acceptable for radiation protection purposes provided that modifying factors like particle size, unattached fraction and respiratory minute volume did not cause the effective dose equivalent per WLM as calculated by either the James-Birchall or Jacobi-Eisfeld lung models to be more than 50 % above that given by ICRP of 0.01 Sv/WLM. For application in epidemiological studies the WLconcept is considered acceptable if the calculated absorbed dose to the tissue does not vary by more than 50 % (at the 95 % confidence level) from that given for defined reference conditions. In the following, objectives and requirements for the measurement of radon, thoron and their daughters are discussed for operational health physics routine and special research applications according to the scheme outlined in Fig. 1.

The techniques used in this study of the non-oxidative dissolution rates of high- and Iow-grade nickel mattes in hydrochloric acid involved leaching and the use of a rotating ring-disc electrode. It was found that the rate of metal dissolution depends on the potential at which the matte dissolves, a maximum rate of dissolution being observed at -0,2 V to 0,3 V (relative to a saturated calomel electrode). The results are comparable with those obtained in work on the dissolution of synthetic nickel and iron sulphides. The adverse effect of excess sulphur on the rate of nonoxidative dissolution is explained in terms of the mixed potential of the reaction. The leaching studies showed the feasibility of processing a high-grade nickel matte by non-oxidative dissolution, and indicate that maximum rates can be obtained in the presence of fairly Iow concentrations of oxidant. A relative selective dissolution of iron can be obtained from the Iow-grade matte under reducing conditions, thus resulting in a significant upgrading of this material. This report, sponsored by the Bureau of Mines, presents the results of an examination of the safety of the Blind Shaft Borer (BSB) shaft sinking system and an alternative modified BSB design concept in comparison to conventional shaft sinking technology. Detailed study of the two systems was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the BSB systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the two BSB systems was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that both BSB systems are safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by over 30%, on the average, with the use of the original BSB system, and by an average of about 10% with the modified BSB. Design change recommendations to further improve the safety of these systems include better fire suppression systems, improved man haulage systems and more compact hydraulics. An operational safety manual was also developed for the modified BSB system.

The Norwegian contracting firm A/S Høyer-Ellefsen has for the last 2.5 years carried out substantial pregrouting in a 7600m long tunnel just outside the city of Oslo. This has been done to avoid groundwater lowering and consequent damage to surface structures. A WIRTH TBM is used in combination with a 2 boom Atlas Copco hydraulic jumbo for the drilling of groutholes in front of the machine. The detailed procedure for the drilling and grouting will be discussed, and the results obtained will be presented.

The Bureau of Mines study indicates that land utilized by the mining industry for mineral extraction and processing from 1930 through 1980 amounted to 5.7 million acres, or 0.25 percent of the land mass in the United States. Land reclaimed by the industry during the same period was 2.7 million acres, or 47 percent of the land utilized. Land use by the mining industry includes surface land used for excavation or mining, for waste from underground mining, and for wastes from milling or processing operations. Data on land use for disposal of overburden waste from surface coal mines and on areas affected by subsidence associated with underground mining are included for the period 1930-71 only. The 10 leading States in total land used for mining over the 51-year period were, in decreasing order, Pennsylvania, Kentucky, Ohio, Illinois, West Virginia, Florida, Indiana, California, Alabama, and Missouri. Seven mineral commodities accounting for 92 percent of land use are, in decreasing order, bituminous coal, sand and gravel, stone, phosphate rock, clay, copper, and iron ore, all predominately surface mined. Bituminous coal production was responsible for nearly half of the total area utilized. Reclamation of mined lands and waste disposal sites over the reporting period was largely on lands utilized in mining bituminous coal; 75 percent of the land used for bituminous coal production was reclaimed.
