COM Energy, Inc., a subsidiary of Occidental Petroleum Corporation, has constructed a 1.6 million hectoliter-per-year COM plant in Jacksonville, Florida. COM will be distributed to customers in the region as a substitute for fuel oil presently burned in boilers and kilns. As the market for COM grows, COM Energy, Inc. expects to build additional units both in this country and overseas. This paper addresses the overall status and technical aspects of the project, focusing on the facilities for COM production and utilization.

Political issues and a glaring infrastructure deficiency have retarded the emergence of a strong mining component to the Alaskan economy in recent years. Barriers to orderly mineral development are slowly being removed attendant upon changing political circumstances. Infrastructure development, as an investment avenue as well as a responsibility of the State, is receiving much greater attention than in the past. Alaska of course has a rich and varied mining history going back to the 19th Century. This paper, however, focuses on the mining potential, not the mining heritage of the 49th State. The mining industry is emerging from a nadir in the economic cycle - times during which it was buffeted by unsympathetic administrations and confused and confounded by the protracted land status- conflicts prior to enactment; of the Alaska National Interest Lands Conservation Act (ANILCA) and other milestone legislation. Today Alaska's mining industry looks toward a bright and healthy future and, in the process, will become a very important and vital component of the State and national economy.

The Rødsand Gruber mining company is a subsidiary of the Norwegian industrial corporation Elkem AS, and its mine is situated in the northwestern part of southern Norway. The ore from this mine is a relatively low grade, magnetite ore with a small amount of vanadium. The ore bodies are very irregular in shape, resulting in a high amount of waste rock intrusion in the stopes. The annual underground production in the mines is approximately 1 million t. Because of varying dimensions of the ore bodies, both transverse and longitudinal stopes are employed. The inclination of an ore body is usually 1.04 to 1.59 rad (60 to 90°), and the horizontal width varies up to 100 m. Sublevel stoping has been the traditional mining methods in this mine. Until a few years ago, the ore was primarily blasted using horizontal blasthole fans drilled from Alimak raises. Recently, however there has been an increasing demand for a les expensive mining method. Alternate systems were considered, and finally a method based upon large blasthole stoping was found to be the most suitable. GENERAL LAYOUT The general layout of a stope is shown in Fig. 1 As with all the figures in this chapter, only the prin¬ciples of the method are emphasized and the details may not be valid for any particular site in the mine. In transverse stopes, the horizontal width of the ore determines the length of the stopes. The average length is approximately 50 m, the width of the stopes is 20 m, and there is a 10-m wide vertical pillar between. The distance between the main levels is 60 m. Usually a horizontal (sill) pillar 10 m thick is left below the mucking level. Each stope is first undercut along the entire stope length. This undercut is made with 50.8-mm (2-in.) diam drill holes in a fan pattern. At the moment this is being done by a trackless Atlas Copco Promec jumbo equipped with two Cop 130 pneumatic rock drills. The drill drift is 4 X 4 m, and the crater is 20 m high. This leaves a 36-m stope height to mine with large blastholes. To achieve a fair portion of vertical drilling withlarge blastholes, there are two parallel drill drifts at the top of each stope. These drifts are 4 m high and 9 m wide, separated by a 4-m wide pillar in the middle of the stope. To ease the drilling of perimeter holes, the drifts extend 1 m into the vertical pillar on each side of the stope. The pillar will thus be only 8 m wide on the drill drift level, but 10 m wide down the rest of the stope.

In its role of providing technical assistance to the mining industry, the Bureau of Mines' Tuscaloosa Research Center has conducted research to develop trapped miner location systems which would aid in locating miners trapped by underground mining disasters. Efforts to produce electromagnetic systems for the location of trapped miners underground and to communicate with them were surveyed, from the 1920's to 1981. Theoretical studies of through-the-earth electromagnetic transmissions are described as well as studies of the electrical characteristics of various rocks, minerals, and soil. Several trapped miner location systems are reviewed including the Westinghouse systems, the DEVELCO system, and an automated three-dimensional location system, and the phase difference of arrival technique. Tangential research, relevant to trapped miner location systems is described. A comprehensive bibliography covering all aspects of trapped miner, through-the-earth electromagnetic location and communications systems is appended.

The topic of the industrial applications of mineralogy is a vast field which can be adequately covered only in a large book or by a two or three semester course. This paper recalls experiences of the writer in this field, a task requested by the Process Mineralogy Committee. Therefore, this paper is largely an account of the industrial mineralogy problems I was involved with, since my student years, Although I will treat each application only briefly, it is hoped that they will illustrate to the students in the field how varied are the applications of mineralogical methods. In this respect, I want to emphasize that it is important for mineralogy teachers to point out the usefulness of mineralogical methods much more often in their courses. Not only does that help prepare young individuals for industrial careers, but also it arouses their feeling of consciousness of public responsibility which is an important attribute for the world's scientists. When professors utilize the varied applications in their teaching of mineralogical methods students then understand better the significance of learning those methods and appreciate the many years of necessary university preparation. The first time I was involved in an application of mineralogical methods was about 1944 as a student of Professor Paul Niggli. He was asked to study the problems of ice crystallization on wings of airplanes. The ice formed at high altitudes and during the winter. This was not outside his realm of expertise because he was the main initiator of the Snow Research Institute on the Weissfluhjoch in Switzerland. I believe that the work of this Institute was an important factor in stimulating much of the snow research subsequently carried out at the United States Army Snow Research Center, which was located at that time in Willmette near Chicago. Dr. Bader, one of Paul Niggli's former students, was the Director of Research at Wilmette at that time and for quite a number of years thereafter. A mineralogist-crystallographer can make important contributions to a better understanding of the problems of snow and ice formation, avalanche hazards, and the prevention of hail. INTRODUCTION Recent research has shown that popu- lation balance models hold considerabl e promise as a basis for accurate mill scale-up from laboratory batch grinding tests. It has been shown that entire product size distributions from large ball mills can be predicted from data obtained in tests in small mills with errors of less than one or two percent. This level of accuracy has been demonstrated for batch grinding scale-up (Herbst and Fuerstenau, 1980; Austin, 1973; and Malghan and Fuerstenau, 1976) and for continuous grinding scale-up (Herbst, et a1., 1976; Herbst, Rajamani and Sanchez, 1982; and Herbst, Rajamani and Lo, 1982) in commercial mills up to 14.5 x 32 feet. A procedure which has been proposed for commercial mill design using the population balance approach and specific power information is shown in Figure 1 (Herbst and Fuerstenau, 1980). Here batch grinding data (size distributions for various energy inputs) obtained in a small batch mill is input to an estimation program which determines the "best" set of breakage rate parameters from the data provided. In turn, these breakage rate parameters are input to a scale-up program along with traditional inputs such as: a) desired circuit throughput and product size b) circuit operating conditions including fraction of critical speed and fractional ball load, size distribution and % solids in feed and circulating load (if closed circuit). In addition, since the population balance approach relies on more detailed models of the grinding circuit sub- processes than the classical design methods do, it is necessary to provide input to the scale-up program on the nature of material transport through the mill (e.g. residence time distribution information) and classifier performance characteristics (e .g. selectivity functions). The scale-up program will make the design calculations including the selection of mill dimensions and drive requirements, will predict product size distributions throughout the commercial circuit and will provide information on the sensitivity of the design to errors in the design assumptions. In order to implement such a scale- up scheme it is necessary to have a computer program for parameter estimation and a program for scale-up prediction. A program which is suitable for parameter estimation, ESTIMILL, has been developed and tested on a wide variety of ores at the University of Utah. This program has been in use in

An economical, remotely operated (automated), temporary roof support (ATRS) has been developed by the Bureau of Mines for use on a single, fixed-head roof-bolting machine (squirmer) that operates in low coal seams (less than 42 in thick). The ATRS eliminates the need for squirmer operators and helpers to go under unsupported roof to set or remove temporary support prior to or during the roof-bolting cycle--a task that annually accounts for approximately 20 pct of all roof fall fatalities. The ATRS can be adapted to any squirmer used in the U.S. low coal fields. A prototype ATRS was field-tested at Imperial Colliery Co.?s Mine No. 20 in Eskdale, W. Va. The Mine No. 20 amended roof- control plan, which requires the use of the Bureau?s ATRS as temporary support during face bolting, has been approved by the Mine Safety and Health Administration (MSHA), U.S. Department of Labor.

Recent advances in high-pressure water technology can be effectively employed in underground mining. The new equipment is based on standard industrial water cleaning hardware and is compatible with conventional mining techniques. Three viable applications are addressed: rock drilling, hole notching, and rock bolting. Highlights of test results are presented that were obtained in several underground mines during the last two years of development work.

Personnel management has undergone a remarkable change over the course of the past ten years. Personnel departments have played an increasingly important role, which today requires highly trained people and cannot be adequately served by the lesser qualified officials of yesteryear. Changes in the mining industry that stem from the demand for skilled labour to keep pace with technological developments and the mechanization of mines today demand that emphasis should be placed on the maximum utilization of manpower. Maximum utilization of manpower calls for more scientific and effective methods of recruiting, selecting, training, and placing workers so as to offer them the best opportunities for development and promotion, which naturally ensure a minimum labour turnover and eliminate labour unrest. This can be achieved only if well-qualified and properly trained personnel administrators are prepared to accept the challenge and apply themselves purposefully by assisting line mangement with the attainment of the company's corporate objectives.

Consents Required for Overseas Persons Overseas Investment Regulations 1974 Foreign investment proposals must be reviewed by the Overseas Investment Commission to ensure that these are in accord with national interests. Consent must be obtained from the Commission for: 1. New investment proposals which include: a. An overseas person acquiring 25 per cent or more of any class of share in a company. b. A New Zealand company issuing shares to an overseas person where this will result in that person owning 25 per cent or more of the company. c. An overseas person acquiring business assets for consideration in excess of $100 000. d. An overseas person commencing business in New Zealand. 2. Borrowing in New Zealand: An overseas person must obtain consent to raise funds in excess of $300 000 in New Zealand. 3. Borrowing Overseas: New Zealand incorporated companies must obtain consent to borrow overseas. Current policy is borrowing will be approved where the loan is for a specified fixed term of one year or more.

The technical parametrization of reserves is a technique which has made an important contribution to the definition and the calculation of optimal mining projects. Its applications to a new open-pit optimization program have already been presented in various papers (François-Bongarçon and Maréchal (1976); François-Bongarçon and Guibal (1981)). The present paper gives a brief description of the general problem of parametrizing reserves before going into the details of the practical algorithms used in two typical cases, i.e. open-pit mining and mining between hanging wall and foot wall.

The Bureau of Mines' Denver Research Center initiated a subsidence research program in 1978. The short ten goals of the program were to determine practical methods and equipment for measuring subsidence and demonstrate these methods by monitoring subsidence at several mines having mining, geologic and topographic variables typical of those encountered in the western United States. Data from the monitoring program would be supplied to cooperating mining companies and used by the Bureau to accomplish the long term objective of developing and validating subsidence prediction techniques applicable to mines in the West. Subsidence monitoring is being conducted at five mines in Colorado and Utah with substantially different mine plans, mining methods, depths of cover, and topography. The monitoring procedures used at each site are similar and include designing the monitoring network layout, installing the subsidence monuments, initial and periodic surveying of the monuments, and processing the survey data. The network layout, surveying methods, and types of monuments vary according to the conditions at the individual sites and the type of data being collected.

This paper will present an overview of several hydrometallurgical processes which can be used for sea-nodule metal recovery and some simplified economics. Before going any further, here are some of the basic figures from which the economics were developed. The first is to establish a representative composition for a typical nodule feed (Slide 1). This set of chemical analysis figures can be taken as typical for a deep Pacific nodule feed and shows manganese at 30%, copper at 1.1%, cobalt at 0.2%, nickel at 13% and iron at 10% for the metals of economic interest1.

In the establishment of a useful failure criteria for complicated, fabricated structures, two basic areas of knowledge must be evaluated: 1. The accuracy of the applied stress analysis must be known in comparison with actual stresses encountered during mill operation. 2. The metallurgical fracture properties of the basic materials must be established with reference to non-destructive examination (NDE) methods to be used during fabrication. Both of the above can only be evaluated by use of full scale tests on the structures, and/or components, of interest. This paper describes such tests and comparisons as applied to several large mill installations. In addition, weldment component fatigue tests arid flawed casting strain gauge tests are also discussed. The combination of such test results allows for the formulation of failure criteria directly applicable to the fabrication and examination procedures followed in grinding mill structure manufacture.

Currently longwall coal mining operations require at least 3 entries on both the headgate and tailgate ends because of ventilation and safety requirements. Driving of entries, however, is a slow and costly process. Often it is a bottleneck in longwall development. Single entry gateroads are permitted in Europe and commonly used there. This study entailed ascertaining the feasibility of using a single entry in the United States, without sacrificing safety. This design was conducted for an operating longwall mine in the Black Warrior coalfield in Alabama, An understanding of rock loads and consequent support requirements is prerequisite to the design and successful demonstration of the single entry system. Efforts in this regard were directed at determining center (packwall) support requirements for various single entry widths. Critical to the analysis is knowledge of the nature and extent of side abutment stresses. In collecting geological and geotechnical information relating to the stability of the single entry, Engineers International, Inc. engaged in the following: ? Examination and inspection of the single entry demonstration at the Sunnyside Mine in Utah. Severe ground conditions and unacceptable levels of entry closure were experienced there prior to the tailgate phase. Observations at the mine presented a clear perspective on possible ground control problems for future single entry designs. ? Reconnaissance inspection and classification of roof rock conditions. ? Detailed mapping of roof structure in the areas to be instrumented. ? Installation of convergence stations in the longwall headgate to monitor roof movement during mining. ? Measurement of side abutment stresses in a yield pillar in the area of the convergence measurements. ? Measurements of coal fracture distribution by the detail area method. ? Rock properties determinations of roof, coal, and floor rocks; samples obtained by core drilling. ? Determination of floor bearing capacity by in-situ testing.

Pacific Rim countries currently have plans to import about 100 Mt/a (110 million tpy) of steam coal by 1990. Due to its close proximity, Powder River Basin coals offer a long term economic and dependable source of supply to the Pacific Rim. In existing boilers, Powder River Basin coals can be blended with Australian, South African, or Canadian coals. For new units, Powder River Basin coals are very competitive on a total evaluated cost basis. The advantages of using Powder River Basin coal include: assurity of supply, consistent coal quality, stable labor force, and attractive mining economics. This paper outlines the chance constrained binary integer program developed by the author in his doctoral dissertation at Columbia University, New York, 1973. The optimum planning of a mining program involves the determination of a production schedule which maximizes the net present value of the mining property. The actual mining process has an inherent stochastic and discrete nature. In particular, the demand for the mined product and the grade of the mineralized material in the ore are the two most important stochastic mining variables. The decision to mine or not to mine any block of a mining property is a binary integer variable. This paper outlines the formulation of pit production scheduling problem as a chance constrained binary integer program. The deterministic equivalents of these chance constraints are nonlinear in binary variables which have subsequently been linearized. The planned objective is to meet with a stipulated high degree of reliability, all the random demands as they materialize with a random supply of the commodity being marketed as determined by the eventuating random grade values of the exposed ore blocks and the mining system's production constraints such that the discounted total production costs over the entire planning horizon are minimized or the profits maximized. The emerging surface of the mine in each scheduling period is determined by the values taken by the binary decision variable associated with each block of material in each scheduling period.

A simple bilinear R-curve description of crack extension resistance is applied to the testing of sub-size rock core specimens. The K-curve consists of a linear sub-critical part and a flat post-critical part. Formulas for the apparent energy rate resistance quantities Gm, Jm, and [R] are developed. Experiments on notched cores of Ekeberg marble, Bohus granite, and Stripa granite are compared with these predictions. The R-curve model gives reasonable results for Gm -data but fails essentially to describe the Jm and [R]-data. Another model with a sharply increasing linear post-critical part could possibly account for the [R]-data, but direct R-curve measurements seem a better approach.
