Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers. In contrast, instructors today can use virtual reality technologies to guide trainees as they fully participate in learning experiences. Trainees can interact with the virtual work environment, co-workers, and equipment without being exposed to workplace hazards. The speed of advancement in mine safety, health, and production training shows no sign of slowing in the next 20 years. Researchers at the National Institute for Occupational Safety and Health have studied and participated in the evolution of miner training. A look at training materials they have created in the past and those they are currently developing reveals changes in methods and technologies over time and also key characteristics which have remained constant. Possibilities for the future can be discussed in the framework of an implementation of virtual reality in new miner training sessions. The example computer-based training package teaches new miners to read mine maps and provides opportunity to practice navigation skills in a virtual mine. With this æserious gameÆ, trainees experience the look and feel of moving through an underground coal mine while in the safety of their classroom. During field-testing in 2007, trainees and instructors responded very favourably to this new way of learning. The software was usable by mine trainers with even limited computer expertise and could be installed on the affordable computers they were using for their more traditional slide presentations. The Underground Coal Mine Map Reading TrainingÆs foundation on past successful development strategies and its acceptance by todayÆs instructors and trainees provide valuable lessons for developing training materials, strategies, and technologies for miningÆs future.

The human body is remarkably adaptable and capable of performance in a wide variety of environments and circumstances. It cannot be said, however, that the body is capable of performing equally well under all conditions. In fact, when faced with certain types of tasks or environmental demands, the body may have to adapt using methods that result in substantial performance limitations. Such a phenomenon is evident when workers must adopt unusual or restricted postures during performance of physically demanding work tasks. For the purposes of this discussion, the term "unusual posture" will be considered as any working posture other than typical standing or sitting positions. The term "restricted posture" designates postures that are forced upon workers due to restrictions in workspace. The vast majority of ergonomics research has focused on establishing design criteria for work involving standing (e.g., Snook and Ciriello, 1991; Waters et al., 1993) or seated postures (e.g., Grandjean, 1988), and understandably so. However, it must be recognized that there are numerous jobs (e.g., underground miners, aircraft baggage handlers, plumbers, agricultural workers, mechanics, etc.) where workers must perform in less desirable postures such as kneeling, stooping, squatting, and lying down (Haselgrave et al., 1997). The performance of personal alpha dosimeters in mixed radon daughter and thoron daughter atmospheres in Ontario uranium mines is described together with monitoring developments which enable the radon daughter working level to be determined separately. The theoretical bases for continuous and integrated working level measurements based on individual and gross counts are presented in terms of the weighting factor for combining the thoron daughter working level with the radon daughter working level, and in terms of the in-growth time of the air. Implications for the determination of working level in the presence of thoron daughters are discussed.

PRACTICAL or applied geophysics-as we designate the border region between physics and geophysics on one hand and practical geology on the other-has as its object the application of physical or geophysical methods of investigation to problems of practical geology. Its field of operation comprises all methods of physical measurement that are used in the problem of determining, from the geophysical influences of the subsoil that can be measured at the surface of the earth, the special characteristics of the association of strata, faults, etc., to detect the presence of deposits and to investigate underground structures. It therefore repre-sents an aid, a physical method of research in practical geology, and is inseparably connected with geological studies; for this reason, it is also called geophysical prospecting. Formerly research methods of practical geology were based on observation exclusively: first, on the observation of the strata and formations at accessible parts of the surface of the earth, especially in shafts, borings and mines if such were available; then on the observation of the tectonic conditions in so far as these were already known at places directly visible; and finally, by estimation of the importance of formations of the terrane. Later, there were added in special cases, analytical chemical crystallo-graphical, petrographical and similar investigations of rock samples which were taken from the places under consideration. The knowledge thus obtained is of value and is expanded by hypotheses and constructions that are supported by geological theories of origin and by laws of the sequence of formations and rock systems, which are based on long experience.

The design of working platforms typically involves the calculation of a two-layer bearing capacity to ensure that tracked piling plant can operate with an adequate safety margin against rig toppling due to ground failure. A number of guidance documents on the design and management of working platforms have been published in recent years, as summarised in this article. None of these provide definitive guidance regarding design for very soft subgrade soils or on platform edge stability. Among the calculation methods available for working platform punching shear capacity, the T-value method is a practical but accurate method that has been used in working platform design for over four years. A correction to the T value is proposed for very low subgrade shear strengths to take into account the greater sensitivity to subgrade shear strength and the difficulty of constructing and compacting an aggregate over such soft ground. Furthermore, a simple equation was derived by finite element analysis (FEA) parametric study to calculate a safe edge distance for working platform operation taking into account the width and aspect ratio of loaded areas, platform thickness and subgrade soil strength. These findings are being applied in the design of working platforms to include very soft subgrade soils and to help avoid rig toppling near platform edges.

Slippery and unstable working platforms spoiled not only by natural weather conditions but also by the effects of the construction process (drilling mud, grout slurry) are among the main sources of hazards. Due to this fact a set of recommendations for execution and maintenance of working platforms are presented in this paper, which is based on a study on this subject that is being carried out by AETESS, the Spanish Federation of Geotechnical Contractors. The main objective of this paper is to establish the basis for the right execution and maintenance of working platforms for geotechnical jobs with the idea of increasing safety and productivity. All the aspects involved in working platform safety are analyzed: ground and equipment characteristics, geometric conditions and working platform maintenance. From this analysis a set of general requirements is proposed together with the necessary specific controls before and after the equipment arrival to the job site. In order to facilitate this analysis some flow charts and tables and specific appendixes for each geotechnical technique are included.

PURE metallic tantalum, from a practical standpoint, is one of the newer developments in the metal field. Although it was used as filament in incandescent lamps in 1906, only within the last five years has the metal been available in sufficient quantity and suitable form for more general application. In addition to corrosion-resisting properties and high melting point, the metal has an ability to withstand unusual amounts of cold working. It affords some striking demonstrations of block movement during plastic flow.

Researchers at the National Institute for Occupational Safety and Health partnered with the water well industry to develop engi­neering control technologies and training products to address noise exposure at the job site. Noise­induced hearing loss continues to be a problem in the well drilling industry. Research con­ducted by NIOSH found that air rotary drill rigs produce sound levels more than 90 dB(A) over the course of an eight­hour workday. Sounds levels above 90 dB(A), identified during hammer drilling and the hammering of casing, exposes workers to levels that can damage hearing. A typical air rotary drill rig provides no barrier, for noise and dust pro­tection, between the drill’s control panel and the drill stem. The development of a partial cab is the clearest example of NIOSH’s research partnership with the water well industry. NIOSH researchers determined that an engineering noise control to protect the oper­ator at the rig’s control panel would be effective, based on typical work site conditions. Many surface rigs do not have full cabs as a result of the original equipment manufacturer design or the high cost of aftermarket products. Developed as a partial cab, the NIOSH engineer­ing noise control design addressed stakeholders’ needs associated with cost, transport, and worker usage (Figure 1). Field tests found the partial cab effective in reducing sound levels at the rig’s control panel, a typical location for a drill rig operator. Sound levels at the control panel were reduced from 104 to 96 dB(A) (Figure 2). Coupled with continued use of personal protective equipment, such as hear­ing protection devices, the partial cab can help to reduce noise exposure. NIOSH researchers created a CD with informa­tion about noise exposure and the partial cab. Most important to well drilling companies is information on how to construct and attach the partial cab to drill rigs. The CD can be viewed on a standard computer and includes a video of the partial cab in use on a work site. Computer­aided design drawings are included on the CD and provide detail of the cab design as well as information on construction mate­rials and design details. Additionally, the CD provides background infor­mation on noise­induced hearing loss and hearing protection devices to increase knowledge about this occupational health concern. This information can be viewed by all company employees to help promote the partial cab’s importance to workers using the cab. More information on the partial cab noise control technology can be downloaded from www.cdc.gov/ niosh/mining NIOSH researchers also examined the health and safety training needs of workers in the ground water industry. It was quickly realized that most workers learn health and safety on the job and do not attend any sort of formal training. In addition, there is not a lot of time for daily “tailgate talks” or “shop talks” on health and safety issues. As a small business industry, the owner is often operating a drill rig along with his other employees. In general, new employees learn the job in an apprentice style sys­tem. As a result, workers and owners have few opportunities to access uniform health and safety information based upon the job — an outdoor work environment with daily change in work sites. With this information, NIOSH researchers devel­oped two products that deliver health and safety information to fit into the daily work of well drillers. The restructuring of the minerals industry has created new challenges for the design and delivery of professional development, and difficult decisions for potential participants. New technologies offer some new methods of delivery, but fall short in providing all of the benefits of face-to-face participation. The Homestake-New Mexico Partners consist of Homestake Mining Company of Lead, South Dakota; Rio de Ore Uranium Mines, Inc; United Western Minerals Company; White, Weld and Company; J.H. Whitney; San Jacinto Petroleum Corporation; and Clyde Osborn, Homestake Mining Company is the general partner, the others are limited partners. The Rio de Ore Uranium Mines, Inc. has. a mine in the Ambrosia Lake area; this was the first mine to go into production in this area. The United Western Minerals Company also has a mine in the Ambrosia Lake which is operated as a "farm out" from the San Jacinto Petroleum Corporation. These mines are the principal sources of ore for the mill. This group was the first to obtain a contract with AEC to make uranium concentrate from Ambrosia Lake ores and the first to have a mill in operation specifically for these ores. With Clyde Osborn as the sparkplug and co-ordinator holding the ore suppliers of, this group together, a contract with AEC was agreed on as to its essential points by mid-summer, 1956, At that time, there was no general partner and no financing, so me formal contract could be signed. By December, 1956 when the contract was signed and the present partnership officially formed, much of the basic engineering was done and purchasing of main elements of the mill waited on the formalizing of agreements, at the specifications and sizes agreed on previously. Ground for the mill was broken in April, 1957. The sampling plant went into operation in October and ore was first fed to the ball mills on February 5, 1958, ten months after construction actually started. Filling of the circuit with sodium carbonate bicarbonate solution had begun a week before that.

The Soo Locks, which date back to the 1800s, are the major cargo connection point between Lakes Superior and Huron. The locks allow the movement of approximately 86 million tons of freight annually through the Great Lakes, the St. Lawrence Seaway and the international markets. Considered a feat of engineering, the locks raise and lower boats to allow passage between the two Great Lakes using a series of gates and chambers that are powered solely by gravity, without the use of any pumps. The Soo Locks are currently made up of the Poe, MacArthur, Davis and Sabin locks. The Poe Lock, the most utilized of the four, was rebuilt in the 1960s to accommodate larger ships. Currently, approximately 90% of the commodities transported through the Soo Locks are restricted to the size of the Poe Lock. The MacArthur Lock, the southernmost lock, is also currently operational. Neither the Davis nor the Sabin Lock are currently in operation.

"Future open pit metallurgical coal mines in western Canada will be developed in complex geological environments. The success of these operations will be influenced by the mine operators' ability to prepare accurate mine plans and to predict and, subsequently, 10 control both out-of-seam dilution and coal recovery. Quintette Coal Limited has been mining its tightly folded and severely faulted Mesa depo sit at annual rates of up to 9 Mt of raw coal, since October 1982. Ongoing development drilling combined with continuous utilization of blast hole information, has been required to achieve an acceptable geological data base for short range mine planning. Thrust faulting has been a primary geological cause of difficulty in selectively mining waste and coal, which has resulted in higher than expected dilution in plant feed. The same geological phenomenon has also increased reserves by 6.3% and allowed for expanded mine plans to include a lower thrust plate, ultimately doubling the mines original reserve base. This paper illustrates the geology of the Mesa deposit and the type of work involved in its interpretation. Regional GeologyThe Quintette Coal Limited (QCL) property is located in the Peace River Coal Field of northeastern British Columbia. In this area, northwesterly-trending folds of the Rocky Mountain foothills are commonly cut by multiple, low-angle thrust faults, which dip to the southwest. The Lower Cretaceous Gates Formation, of near shore continental origin, contains 5 to 7 mineable seams of medium volatile bituminous metallurgical coal (Figs. I and 2). These seams normally range in thickness between 0.75 m and 9.5 m and have an aggregate thickness of between 15 m and 22 m."

"This contribution is concerned with adaptive processing decisions, where the process parameters are optimally adapted to the varying properties of the material input stream. Our starting point is the geometallurgical paradigm that the varying properties of the input stream are considered known e.g. from a geometallurgical model of the mined ore body, and optimal processing parameters are computed from them, by finding the parameter seaming optimal in a computer simulation.This approach however has to work with a lot of uncertainties: The prediction of the geometallurgical ore parameters can only be done with some geostatistical uncertainty. The parameters themselves are only proxies for true ore properties. Model prediction can differ relevantly from actual process results, due to model simplifications. Due to these uncertainties the computed processing choices can turn out to be inferior to simple non-adaptive processing. In this contribution we focus on the uncertainty of the ore properties and analyse this effect systematically, by modelling this uncertainty effect mathematically and in computer simulations. The most important findings are:(a) Processing choices not taking into account the uncertainty sometimes even perform worse than simple non-adaptive processing, for the sole reason of ignoring the uncertainty effect.(b) Ore properties, not adequately reflected in the ore description, might require different approaches, in which the observed processing behaviour feeds back into process control.(c) Bayesian decision theory allows computing optimal processing choices combining the information from the mine (geostatistical predictions) and from the process feedback. These choices give much more robust choices and do not suffer from the drawbacks described for the simple approach we started from.These new approaches can substantially improve the performance of adaptive processing in existing plants."

"The need to make repairs is seldom a major consideration in the design, fabrication and installation of major components of electrical generation plants. Repair welding, however, is a fact of life in the electrical generation industry, for restoration of degradation in service, from cavitation of hydraulic turbine runners, to corrosion and fatigue damage in pressure vessels. In making weld repairs to carbon and low-alloy steels, the largest source of trouble is hydrogen embrittlement and related post-weld cracking. Various strategies have been developed to control problems from this source, including post-weld heat treatment, the use of nickel-base alloy filler metals and the temper bead welding technique. Each of these basic strategies is being applied as circumstances require; each strategy must, however, be implemented in a manner that reconciles weldment structure and hardness, degree of restraint and service environment with the consequences of unsatisfactory performance of the repaired component.IntroductionMajor working components of electric generating plants are specified and installed on the basis that, wherever technically and economically feasible, they will retain functional capacity without major repairs for the twenty-five-plus years of normal plant lifetime. Nevertheless, repairs are often required, and welding is usually an essential feature of the work. Remedial welding may be performed to correct design or fabrication errors which become evident only at the time of component installation. The most common causes of requirements for repair involve corrosion, fatigue or related processes which prove more aggressive than expected during service. Increasingly, our planning for future repair requirements is related to continual improvements which are occurring in nondestructive evaluation technology. As components are periodically reinspected during their service life, fabrication induced defects may be revealed for the first time quite late in the life of the component. When this occurs, repair must be considered wherever inaccessibility of a flaw makes it impossible to prove its inactivity. Finally, there are certain components, for instance in hydraulic turbines, which cannot be economically made or used without the expectation of service induced wear. Here, periodic maintenance welding must be regarded as a normal event."
