In general, knowledge of the state of stress within the Antarctic lithosphere remains largely unconstrained due in part to Antarctica?s inaccessibility and because of the paucity of seismic focal mechanism solutions. As such, an important component of the ANDRILL project was to acquire new information on the stress directions and magnitudes within the upper crust. Extensive fracture mapping of the core and oriented ultrasonic televiewer logging were carried out to provide strong constraints on both stress orientations and the faulting regime. The first hydraulic fracturing stress determinations in Antarctica were also carried out to provide complimentary stress magnitudes. These measurements were accomplished using a wire-line transported hydraulic fracturing system consisting, essentially, of two synthetic polymer packers that were inflated to isolate the 1-m long pressurization interval. The tests were conducted at the end of the drilling and logging in a ~130-m section specially drilled below 1000 mbsf (nearly 1500 m from the rig floor) for hydraulic fractures. This zone was drilled primarily through competent, dense, and low permeability diamicts. The core fracture and televiewer logging information was used to site twenty separate measurements. Classic hydraulic fracturing pressurization records with unambiguous breakdown and fracture closure pressures were obtained in about half of the measurements. The remaining tests provided fracture propagation and closure pressures that are consistent with the classic breakdown curves, but they did not include a clear breakdown pressure and are indicative of the reopening of either natural or drilling induced fractures in the wellbore wall. The preliminary analysis of the results are in generally good agreement with the stress directions indicated by the core fracture logging and the stress regime suggested by the character of the drilling induced core fractures.

PIP is regularly engaged in businesses where Greenfield Capital Projects are under- delivering on the expected business case. In most of these projects, we can identify that rigorous review has been carried out on the design and financial cost elements and substantial reporting is maintained to Boards on progress versus plan of project completion and cost. However, in all sites of this nature that we have worked at, the planning, design and execution of the operational elements or æwiringÆ of the organisation have fallen short and resulted in significant extra cost or opportunity cost (lost tonnage or quality) during start-up. When compared to the amount of planning and resources that have been poured into the capital side, the ledger on the æwiringÆ side is typically fairly sparse. This presentation outlines the importance of running a disciplined, rigorous process to prepare the human and wiring side of a start-up to ensure rapid start-ups and put the site on the pathway to high performance. It gives an outline of the rigorous process PIP has used with projects to ensure excellent start-ups.

The introduction of the EAF Quantum furnace by Primetals Technologies represents an important milestone in the field of electric steelmaking during the last 15 years. In this process the latent and chemical heat of the off-gas generated during a melting process in an EAF is used to pre-heat scrap in an integrated shaft prior the melting of the scrap in the vessel. Within a short time frame of just over two years Wirralie Gold Mine has been developed from a virgin geological discovery to an operating gold mine with a mine life of six years and a production rate of 50,000 oz per annum. Construction work on the 600,000 tpa single stage crushing, two stage milling CIP plant commenced in November 1987 and was completed some seven months later at an overall cost of $A25 million. Since commissioning in May 1988 the treatment plant has exceeded design tonnage, availability and recovery. A second expansion programme in January 1989 will increase plant capacity to one million tonnes per annum with associated bullion production of 80,000 ozs per annum.

Wartime geological studies by the U. S. Geological Survey and subsequent drilling carried on by the Bureau of Mines disclosed new ore in the Illinois-Wisconsin zinc field. As a result, several companies are carrying on drilling programs to locate and define new ore bodies. The Vinegar Hill company, which operates a custom mill to handle ores from various sources, now employs about fifty men in production at their Andrews mine. The ore is usually found in a 200-ft horizon below the surface. Water problems are not serious. Commercial-grade ore ranges up to 8 and 9 per-cent zinc and the cut off is approximately 41/2 percent.

MY remarks are addressed to the question whether a program of international mineral control can effectively serve as a means of maintaining world peace in the kind of world envisaged by the Atlantic Charter. They do not touch the quite different questions whether such control could be appropriately used for postwar punishment of Germany and Japan, or for other purposes. I assume also that the question relates, not to the transition period immediately following the war, but to the more normal years which we hope will succeed this. Finally, they deal primarily with metals and metallic minerals rather than with. oil or coal or other minerals, although they may be applicable also to these other nonmetallic materials.

Smith, B. T. Hosking. One Student Member Mr M. J. de Beer. Seven visitors. The Chairman reminded members of the intended visit to Barberton. Dr Stander, Director of the National Institute for Water Research, gave an interesting talk, illustrated with slides and a short film, on the conservation and reclamation of water in South Africa. After question time, Mr Hector, Witbank Town Engineer (visitor) thanked Dr Stander. The meeting closed at 7.10 p.m.

CHAIRMAN'S REPORT The Chairman presented a report outlining the activities of the Branch during the past year. Membership of the local Branch had increased from 80 to 99 during the year. DECLARATIONOF OFFICEBEARERS The Chairman announced that owing to his transfer out of the Witbank area, he was unable to accept the nomination as Chairman for a further year of office. The outgoing committee had elected Mr J. Meintjes Chairman and Mr A. Bain Vice-Chairman for the ensuing year. Mr J. Meintjes then took the chair. Mr J. Meintjes thanked Mr C. G. Sowry for his successful steering of the Branch during its period of inauguration. ELECTION OF COMMITTEE MEMBERS The Chairman then read the Scrutineers' Report and declared the following eight members elected as Committee Members for the 1969-1970 year: Messrs I. Botha, A. W. The Chairman read his Report for the past year and also the Financial Statement. Mr E. Jackson proposed the acceptance of the Financial Statement and Mr Winship seconded it. Mr Meintjies thanked Mr Vic Robinson for all the help he had given throughout the past year. He also thanked the outgoing Committee for their support, and the Secretary for arranging the function. Mr Meintjies congratulated Mr Alex Bain on his election as Chairman and asked him to continue with the meeting. Copper price rebounds A worldwide scramble for diminishing supplies of copper has pushed the red metal's price to more than $2.20/kg ($1 per lb), the highest level since 1980. The first nine months of 1987, world copper production was down 1% from a year ago, while consumption rose 7%. Demand has been fueled by economic strength in several countries, particularly Japan, South Korea, and Taiwan. The price has also been helped by interest rate declines that have prompted manufacturers to build up inventories. In addition, China is expected to be a major buyer in 1988 as it stocks up for its five-year industrialization plan. There appears to be no sign of any significant increase in copper supplies until later 1988 or early 1989. This means supplies probably will remain tight for some time even if world economic activity slows. Strikes and other production problems slowed world output of copper in 1987. As a result, copper supplies are the lowest they have been in 14 years. World inventories currently total 625 kt (690,000 st). That is not much above the 585 kt (645,000 st) level reached in 1974 when the price of copper rose to a record $3.84/kg ($1.74 per lb). This makes all the more interesting what Chile, the world's largest copper producer, has been doing lately. Chile has been the world's largest copper producer since 1982, when it overtook the United States. Table 1 shows Chile's copper grades, reserves, and production at its mines. Chile contains roughly one-fifth of the world's copper reserves. At present production rates, these reserves would last for more than 100 years. In 1986, Chile produced 1.4 Mt (1.5 million st) of fine copper, up 3%. Chile accounted for 17% of the world's copper output.

LIFE IN RUSSIA for the foreign woman is hard. So to begin Discard all promises.. This is perhaps the most difficult thins- to learn but promises in Russia are nut what they are at home. There are many reasons for ibis, sonic good and some bad but whatever the reason. the fact remains that they are usually worthless- as each of us must slowly learn In, disappointment after disappointment. Also we must learn that we cannot expect to get or to do a certain thing just because someone else has done so. What we did yesterday perhaps cannot be dune today. What we purchased air hour ago, oxen ten minutes ago- we cannot purchase now. What our neighbor did this morning we cannot do this afternoon. Changes arc continuous. Every person's experience is different from that of another aid this in a great measure accounts for the conflicting stories brought horns. In a land of chaos we live only from hour to hour and this is one of the exceedingly exasperating conditions to face. The Material Service Thornton quarry is a multi-million annual production tons complex. Surrounded by busy surface highways, and divided by a railroad on the north/south axis and further divided by a major interstate highway on the east/west axis, blasting is a daily challenge. This paper deals with the problems of production blasting in an area adjacent to that interstate highway, and paralleling a busy four-lane highway. Discussion includes primary blasting issues such as borehole size, drill patterns and flyrock controls. Discussion also includes blast designs, timing schematics, smooth-wall blasting solutions, traffic and vibration concerns and many other factors influencing the success of this project.

The resolution with which the different categories of resources are forecast for Witwatersrand gold reefs should ideally tie in with block sizes that are optimal in terms of the variability structures of the reefs. A tool, called the ?variancegram?, is proposed as a basis for block size choice. A variancegram is intrinsic to the particular reef and mine concerned. A further requirement is the ability to attach global confidence limits to weighted average estimates built up from combinations of local kriged estimates. Approximations to derive global kriging variances based on variables derived from local kriging deliver hugely inflated results if ordinary kriging is used, and markedly better, but not accurate, values if simple kriging is used. These approximations improve as the number of samples used in kriging each block is increased. It is shown that the behaviour of the different components of the global kriging variance with increasing number of samples, all differs, but they all link to the variancegram for the particular reef. The variancegram can thus be used to correct the different components to the values they would have had if all samples were used in kriging each block, and so deliver the ?correct? global kriging variance, even though only a limited number of samples were used in kriging each block. The desirability of having very stable solutions implemented in production systems is taken into account in the proposals. It is anticipated that the same variancegram findings will also hold for other densely sampled deposits, but this remains to be investigated.

The Washington Metropolitan Area Transit Authority's Wheaton Station and tunnel design was completed and offered for bid in the Spring of 1983. The format was unique to the Authority: a four part, four fiscal year contract developed in response to funding limitations with construction divided into four stages allowing the maximum amount of work to be done each year for the funds available. The bid was based on the entire contract, but was orginally awarded for only the first year's work. Each year's work had a maximum funding limitation thus safe guarding the Authority from a grossly unbalanced bid. The Authority's estimate for this work was $83,871,524. The low bid came in at 61% of this for a total low bid of $51,512,058. The low bidder was ILBAU America Corporation whose home offices are in Austria. Following receipt of the bids (and resolution of objections cited by other bidders who felt that the job could not be done for the $51 Million dollar figure), a Notice-To-Proceed was given on October 5, 1983. The construction contract allows a Value Engineering Change Proposal, called a VECP which is initiated and developed by the contractor to change the drawings, specifications or other requirements of the contract. Among other things the VECP should decrease the contract price while maintaining the service life, reliability, ease of maintenance, and standardized features and appearance and not require an unacceptable extension of the contract time. A VECP must estimate the amount of the net savings
