The present mine at White Pine has been extracting low grade copper ore by mechanized room-and-pillar methods for approximately eleven years. Increasing depth of mining is decreasing the extraction ratio. It is desirable to mine a higher grade product by extracting values only and increase recovery of the available natural resource. These factors led to the consideration of a caving method such as longwalling. GEOLOGY The White Pine orebody consists of two mineralized shale horizons separated by a relatively barren zone of shale and sandstone. These gently dipping sediments lie at the base of the Nonesuch shale formation and are of late Precambrian age.

The White Pine Copper Division of Copper Range Company is a large copper producer operating an underground mine, mill, and smelter on Michigan's Upper Peninsula. Principal water discharges are from the tailings basin where these discharges are high in dissolved solids because of mine water pumped into the basin. Principal air emissions are from the smelter where SO2 emissions are uncontrolled. Although water discharges and air emissions have not had significant environmental impacts, environmental regulations could require additional control procedures. Because of low copper prices and poor profitability, cost of compliance with possible new environmental regulations could have serious impact on White Pine with no apparent significant beneficial environmental impacts.

At White Pine Copper Co.'s operation in the Upper Peninsula of Michigan, the company has been losing more than four lbs of copper in each ton of sand tailings. With an average rate of 12,000 tpd of sand going to the tailing pond daily, the company has been losing more than 14 million lbs of the red metal annually. With an eye aimed toward lessening this loss, White Pine engineers in 1959 initiated a study on techniques for recovering this "lost" copper from the sands. Inasmuch as the flotation operation was considered to be optimized, a logical approach seemed to be leaching. For various reasons ammonia, ferric chloride, acid, and biological leaching were ruled out as impracticable. This led to a consideration of cyanide leaching as practiced in the precious metals industry.

INTEREST in developing White Pine, considered since 1942, was renewed by the Korean conflict and its shortage of domestic sources of copper. In view of this Morris F. La Croix, president of Copper Range Co. of Boston, and of its wholly owned subsidiary, White Pine Copper Co., worked an agreement out with Government officials. Essentially the contract called for a construction loan of $57,185,000 at 5 pct interest, with $13 million additional supplied by Copper Range. Defense Materials Procurement Agency contracted for 243,750 tons of copper from the first 275,000 tons produced, at a base price of 25.5& per lb, the contract to expire Dec. 31, 1961.

Greater automation of facilities is probably the best hope of the mining industry in its efforts to surmount continually rising labor costs. Underground mining, with its inherently low unit labor output, is especially vulnerable to rising costs, and here maximum automation is becoming increasingly important. One area of such operations that has been receiving a great deal of investigation is that of ore haulage and hoisting, two steps that often account for 10-35% of underground operating costs. Innovations and experimentation by mining firms and manufacturers over the past few years have resulted in larger, faster and more efficient tramming and hoisting equipment, but the White Pine Copper Co., at its operation in the Upper Peninsula of Michigan, is preparing to start up an entirely new concept in haulage later this summer. Known as the Dashaveyor System, it consists of individually powered modules (cars) that run on tracks inside a rectangular tube or on an open trackway at predetermined speeds up to 50 mph. At White Pine the Dashaveyor will be used to carry ore (crushed underground to -10 in.) from the mine to the concentrator. Dr. James Boyd, president of Copper Range Co., which is a 25% shareholder in The Dashaveyor Co., has indicated that if the Dashaveyor meets the expectations for surface operation, it will also be used underground for ore transport in place of the several miles of conveyor belts currently in use (Business Week, July 29, 1967).

Nahcolite is a naturally occurring sodium bicarbonate mineral found principally in the Piceance Creek Basin of northwest Colorado. An 8-m thick nahcolite bed, 610 m below the surface, is the target of this first commercial nahcolite mine. A chamber and pillar mining system is developed by solution mining parallel 8-m tall by 18-m wide by 450-m cavities initiated along horizontally drilled holes. Hot water leaching, cooling crystallization and flash drying is the process. The sodium bicarbonate product is consumed by the baking, animal feed, industrial and acid rain abatement markets. A project overview, emphasizing the combination of horizontal drilling and solution mining technologies, will be presented.

THE terms kaolin, china clay, ball clay, and paper clay are more or less loosely and interchangeably applied to a large class of white-burning clays. These clays are made up chiefly of hydrous amorphous (colloidal) aluminum silicates with variable amounts of free silica and other impurities in small quantities. Occasionally also the term kaolinite is wrongly applied to a white-burning clay, for kaolinite, is a mineral of definite chemical composition and definite crystalline form which occurs but sparingly in nature. It is not the purpose of this paper, however, to define or classify clays, or to enter into a discussion of the chemistry of clays. It is rather a general description of the occurrence and methods of mining of a kindred group of clays, and a discussion of their future economic aspect. In the Southern Appalachian States, the mining of white-burning clays has in recent years become an important industry. Although these clays are of several distinct types, which occur in as many localities under different geologic conditions, they are for the most part. primarily of the same origin. They are essentially the same in elementary constituents, and are largely consumed in the same industrial arts. From the standpoint of a mining engineer, therefore, and for convenience in comparison and correlation, it should be interesting to discuss them under one heading.

Y.-It is interesting to contemplate to what extent the American pottery industry would be affected in case the English supply of china clay were shut off for a considerable period of time. The English deposits are very large, and are worked on a most extensive scale. They are more easily and probably more cheaply worked than our American deposits, which are of vein-like nature. The American producer of washed clay is not always as careful as the foreign miner and washer of this material, although he has improved in recent years. Our American washing plants are, furthermore, not as economical of material as it seems to me they might be, for the reason that more or less of the finest clay is often allowed to overflow, due to insufficient settling tank capacity. This fact is often shown by the milky character, of the streams into which the waste water is discharged.

"The Whitehorse Mining Initiative (WMI) brought together all of the key stakeholders in Canada's mining industry to develop a framework whereby the industry can meet the challenges that it faces into the 21st century. The WMI Accord7 which was signed at the annual Mines Ministers Conference in Victoria, British Columbia, on September 137 1994, touches all of the important issues that confront the industry, including taxation. IntroductionSeptember 13, 1994, was a historical day for Canada's mining industry. On that day, on the occasion of the annual Mines Ministers Conference in Victoria, British Columbia, the Whitehorse Mining Initiative (WMI) Accord was signed by the leaders of the five principal stakeholders in the industry: industry; government; labour; environmentalists; and aboriginals. The Accord is the culmination of two years of hard work and intense collaboration by these stakeholders. But, the Accord is not the end result. The Accord can better be described as a springboard to a prosperous future for mining in Canada.The WMI had its beginnings at the Mines Ministers Conference in Whitehorse, Yukon, in September 1992 (hence, the name of the initiative). At that time, the mining industry was well aware of the serious challenges facing the industry, including significantly increased competition for mineral investment from other mining countries, coupled with an atmosphere of uncertainty surrounding land access, environmental regulations, and taxation. The present operation is located on Whitewood Creek about two miles downstream from Deadwood, South Dakota. Early day placer gold operations took place on this creek from Crook City to an area several miles upstream from Deadwood. Early discoveries were in the Deadwood area. In this particular zone, much of the early work was accomplished at stream level and at various elevations above. In the original operations, it was not possible to reach bedrock in many places due to the ground water level plus the existence of numerous large boulders in the same area. The bedrock in this area is approximately twenty feet deep, consisting of Cambrian and Ordovician sediments. Shortly after the early operations began, many small lode mines and several larger mines released mill tailings directly into Whitewood Creek. This practice continued for a full century, thereby limiting the amount of clean water available for sluicing. These tailings in the stream carried large amounts of heavy minerals along with the natural heavier minerals introduced from erosion and were immediately caught in the riffle boxes, resulting in the suspension of many small sluicing operations. No large scale sluicing or mining was ever done at bedrock level in this area, resulting in an almost virgin placer gold deposit. The old tailings cover much of the area, contributing an additional deposit carrying appreciable gold values. In recent years, a company known locally as New Era Mining Company attempted with some success to exploit the area at bedrock level. "The Whitewood Mine near Edmonton, Alberta, is owned by TransAlta Utilities Corporation and operated by Manalta Coal Ltd. Approximately 2 million tonnes of sub-bituminous coal is supplied annually to the Wabamun Generating Plant. A high water table, high groundwater pressure, and structural folds contribute to stability problems in the fine-grained overburden. Significant increases in coal recovery have been achieved in recent years through improvements in water management and mining methods. Agricultural capability of the post-mining landscape has also been improved following the completion of mining/ reclamation activities. Introduction The Whitewood Mine, located to the north of Lake Wabamun and seventy kilometres west of Edmonton, Alberta, is owned by TransAlta Utilities Corporation and operated by Manalta Coal Ltd. Figure 1 shows the location of the Whitewood Mine with respect to the city of Edmonton. The mine presently supplies two million tonnes annually of sub-bituminous ""C"" coal to the 582-megawatt Wabamun Generating Plant located adjacent to the mine. The area is characterized by a high water table-, rolling coal seams and an overburden that consists of muskeg, clay and various sedimentary layers of sand, gravel and fine-grained sandstone. These distinctive characteristics require careful attention in order to not only meet the coal delivery requirements of the Wabamun Generating Plant but also to do so economically. Estimations have been made of the tonnage of raw ores and coal treated by various beneficiation processes. The amount treated by gravity concentration is substantially greater than that treated by flotation, with coal representing the bulk of the material treated by gravity means. A discussion is given of the trends and anticipated improvements in gravity methods. Except for the concentration of iron ores, magnetic and elec- trostatic separation processes find their greatest use in the beneficiation of non-sulfide ores. Exciting new developments in magnetic materials and separation process (and, to a lesser extent, in the electrostatic process) indicate a substantial increase in the application of such processes to ores and a broad variety of non-ore uses.

Lime-based neutralisation has long been the remediation treatment of choice for acidic mine pit waters. While suited to the attenuation of acidity, lime-based neutralisation may be difficult to implement efficiently due to variation in quality and the partial loss of neutralisation efficiency due to armouring. Large volumes of gypsum-bearing sludge may also require mechanical dewatering and transfer to final voids prior to resumption of in-pit mining or closure. Thus, operational costs may be substantially higher than primary neutralisation alone. Lime production also results in large greenhouse gas (CO2) emissions.Hydrotalcites (HT) are a class of Mg-Al layered double hydroxide minerals with the composition Mg6Al2(CO3 )(OH)16.4H2O. A range of other divalent and trivalent cations may also readily substitute for Mg (eg Cu, Ni, Pb, Zn), Al (eg Fe, La, Ce) and metalloids/oxyanions (SeO42-, AsO43 -/CrO42 -, MnO4-) for CO3 into the hydrotalcite structure. A common feature of acid mine pit waters, often overlooked in assessment of potential remediation options, is the frequent predominance of divalent and trivalent cations as a consequence of partial decomposition of both ore and gangue minerals during in-pit wall rock leaching. Thus, given the presence of substantial divalent and trivalent cations in acidic mine pit waters, an opportunity exists to exploit and in effect work harmoniously with the prevailing pit water composition to form a polymetallic hydrotalcite.The utility of hydrotalcites in the remediation of acidic mine pit waters lies in their ability to incorporate a wide range of contaminants; instantaneous formation, often in a single step; simple post-treatment solute composition; rapid settling; low sludge volume; and the potential to form ore-grade precipitates potentially amendable to reprocessing to (partially) recover remediation costs. Mining Engineering education is in trouble, if not in crisis. The most visible signs are the decrease in the number of programs that offer the degree, and the continued difficulties in attracting students to the discipline. Unless these trends are reversed, the future of the profession is uncertain, at best. Remedies have been proposed, and some are drastic. They range from consolidating mining engineering education into one or two national schools, to cooperative regional programs, to distance education programs, and to proposals to limit mining engineering to a graduate degree or specialization only. These alternatives deserve serious attention and merit discussion. I hope that one alternative that will remain on the table is the classical and traditional “School of Mines”. A reasonable number of such schools are needed to provide the educational diversity and the critical mass to maintain accreditation and professional registration for their graduates. Most importantly, such an approach is most likely to assure the continued existence of mining engineering as a profession. It also provides the best educational framework to teach mining engineers. However, such Schools are vulnerable, highly susceptible to university budget pressures, and probably can survive only with strong external support.

IN RECENT PAST YEARS, the mining industry has expanded rapidly and mining engineers have not been generated in sufficient numbers to sustain this growth. Canada has not been alone with this problem, which has resulted in considerable soul-searching as to what the solution might be. Because of the unfavourable economics of running small departments such as mining, metallurgy, ceramic engineering, etc., one approach in some cases has been to put these departments together to form a department of mineral science which now has a broader base structure. Another solution has been the "conversion kit" program which has been conducted both at universities and in industry. At universities, such programs have consisted of converting graduates of other engineering disciplines into mining engineers. In some of the large mining corporations, extensive training programs have been used with the same aim.

"THE OPPORTUNITY to participate in a CIM seminarconcerning the direction of mining engineer trainingis perhaps fortuitous as it comes at a time when theengineering schools which have invited inspection byCanadian Accreditation Board of the Canadian Councilof Professional Engineers are examining theirrespective curricula.Currently there exists considerable soul-searching in various engineering schools across Canada where questions such as the following are being posed.- Have we achieved the correct balance between subjects related to technical methodology and subjects devoted to conceptual planning and design?- Should we include ""applied humanities"" in our program? (Whatever ""applied humanities"" might mean!)- Should courses covering pollution control, ecology, economics, technical writing, professional conduct and ethics be offered as compulsory subjects, as electives, or not at all?- Is it a better scheme to have students complete an Arts or Science degree before entering engineering?- Do we place too much emphasis on pure mathematics and sciences with the result that insufficient time is available for instruction in the engineering applications of these subjects?- Should English expression and/ or literature be included in the engineering programs and, if so, should these subjects be presented by the English department or by English lecturers captive to the engineering school? - Is the present program directed primarily at research activities rather than preparing engineers for their future roles in industry? - Should we teach our own versions of mathematics and physics? - Do we have sufficient engineers on the faculty strength or are we overloaded with Ph.D.'s from the pure sciences? - How flexible should the program be, what should the compulsory vs elective course content be, and what freedom of choice, if any, should be given with respect to elective courses? - To what extent should students contribute to faculty decisions?- How far should we pursue computer science subjects and do we need to make our students proficient in computer programming? - How far should operations research and mathematical models be carried in the undergraduate program when the students have limited experience in the real engineering world? - Realizing that an engineer never completes his education, should the undergraduate program cover ""bare bones"" engineering and should instruction in particular disciplines be left to graduate schools and / or industry?"

This paper has been developed for æThe Race for SpaceÆ conference. It ranges over various aspects, all of which are within the umbrella of marketing. The question is posed because many engineers, tunnelling and other specialisations, frequently demonstrate an unwillingness to embrace marketing. The accurate reply is probably à ænot an engineer!Æ The paper identifies some of the possible explanations for this reply. The vast majority of the themes, ideas and principles are based on more than 25 years actual experience for the author with Engineers, Tunnelling and other disciplines. SAMREC (The South African Code for the Reporting of Exploration Results, Mineral Resources and Mineral Reserves) Clause 7 notes that ‘Documentation detailing Exploration Results, Mineral Resources and Mineral Reserves from which a Public Report is prepared must be prepared by, or under the direction of, and signed by a Competent Person.’ Similar statements with respect to Competent Valuators (CVs) and Qualified Reserves Evaluators (QREs) are contained in the SAMVAL (South African Code for the Reporting of Mineral Asset Valuations) and SAMOG (South African Code for the Reporting of Oil & Gas Resources) codes respectively. What does it mean to be a Competent Person (CP) in the context of compiling/signing-off on SAMCODE (South African Mineral Code) compliant documents? What do the registration and experience requirements mean? Who is ultimately responsible for the report and what does such responsibility prescribe?
