IN the pear 1881, I visited San Domingo, in the interest of French capitalists, to examine and report upon certain "concessions" of gold-bearing gravel and quartz veins, on the Isabella and Jaina rivers and their tributaries. This district is periodically reported to he extraordinarily rich, and there is oast around it the glamour of the mysterious shipments of gold, credited, in romance and in more or less romantic history, to Columbus and the Spaniards of the fifteenth and sixteenth centuries. Since considerable sums of money and several valuable lives have been lost in the unsuccessful search for its profitable mines, it seems desirable to place on record Borne of the information collected concerning the value of these famous gold fields, with the hope of facilitating the work of those who may hereafter be called on to investigate these claims, and of preventing the unnecessary waste of capital. It is needless to add that the capitalists for whom my investigations were made abandoned the enterprise they had in view,although no doubt similar schemes will be brought forward many times in the future, as they have been in the past, under the fervent advocacy of too sanguine enthusiasts. Since the time of the Spanish occupation of the Island of San Domingo, in 1497, when Columbus Found the natives wearing ornaments of gold, more or less of the precious metal has been obtained annually by washing the gold-bearing sands of several of its streams. The regions of New Mexico referred to are in Socorro, Grant, and Dona Ana counties, and a portion of Lincoln County, embracing in the aggregate a very large area, of most of which our knowledge is as yet very fragmentary and superficial. It is only very recently that large portions of this region have been accessible. It has been full of danger from hostile bands of wandering Apaches, whose murderous raids have slain many adventurous miners and seriously prevented developments. But this evil has now been largely abated, and in many of the mining camp of this region there is no longer any danger from this cause. SOCORRO MINES. About three and a half miles back of the old Mexican town of Socorro, on the Rio Grande, chief town of the County of Socorro, are two or more large veins of heavy spar, cutting across the fat* of Socorro Mountain in a northeast and southwest direction, and dip ping at an angle of about forty degrees into the body of the mountain. These veins are in rhyolite, and, so far as could be seen in openings on the Torrence Mine, which I examined, are without any clay parting or selvage. The average thickness of the Torrence rein may be about five feet, the thickness varying from pne or two feet to thirteen feet. In the yew 1879, Congress, acting tinder the advice of tile National Acdemy of Sciences, discontinued the temporary surveys or explorations under Hayden, powell, and Wheeler, and established as a permanent organization the United States Geological Survey, making it a Bureau of the Interior Department. A great step was thus taken toward obtaining the greatest practical results from the expenditure of the public money for geological purposes. The recommendations of the National Academy also contemplated the consolidation of all the various organizations for the mensuration and mapping of the country—-such as the Coast, Engineer, and Land Office Surveys—under one single head; which, also, should assume the duty of providing the mays necessary as a basis fir the work of the Geological Survey. But this useful measure did not meet the approval of Congress, and the various mensuration surveys were left in statu quo. With the final establishment of a permanent Geological Survey of the United States, it became necessary to adopt a plan of work which would enable it in time to take the prominent rank among the older surveys of other civilized nations of the world, which is justified by the great, wealth and mineral resources of the country it is destintd to study. The somewhat vague wording of the organic law under which it was created, directing an examination of the geological structure, mineral resources, and products of the public domain, left the details of the policy to he pursued very largely a matter of discretion with its director. That adopted by Mr. Clarence King, the first director, as foreshadowed in his Annual Report to the Secretary of the Interior for 1880, was one whose distinguishing feature was the prominence that should be given to economical geology, or the practical application of geological investigations to the development of the mineral resources of the country. In earlier Government Surveys, which were topographical reconnoissances in a practically unknown region, geology occupied a secondary and unimportant position. With the Fortieth Parallel Survey, inaugurated in 1867, and its successors, the Hayden, Powell, and Wheeler Surveys, geology became an essential object of the work, but owing to the want of already existing maps topography

AMONG the minerals exhibited at the Atlanta Exhibition of 1881, soapstone, kaolin, and asbestos were well represented. The first two occur in large quantities, of very pure quality, throughout the South. The last is somewhat limited in amount, get in certain localities it exists in masses sufficiently large to pay for working; in North Carolina, Georgia, and Alabama it has ken mined with some profit. I would, in this paper, call special attention to the minerals soapstone and kaolin, because their many valuable qualities seem to have been almost entirely overlooked by our Southern manufacturers. Steatite, particularly, occurs in such large quantities, and generally in such close proximity to the great iron regions of Alabama and Georgia, that it is anlazing that the iron companies will persist in sending abroad under heavy expense for firebrick. It would require a much smaller sum of money to quarry this rock and place it at the various furnaces ; and the results obtained, I am sure, would prove its superiority over the majority of firebrick brought into this region. Soapstone, as well as kaolin, is found throughout the metamorphic regions of Alabama, Georgia, South Carolina, and North Carolina. Below will be found seven analyses that I have made of this mineral, taken from various points in the four States above mentioned. I have also subjected these same specimens to severe fire-tests, and the results were very satisfactory. The tests mere canducted in the following manner: Small portions of the compact variety were carefully weighed and placed in a Fletcher's new crucible furnace for gas, and subjected for half an hour to a heat that will in 12 minutes fuse iron. The only effect upon these specimens was a slight change in color to a darker shade, a small loss in weight, due evidently to the evaporation of water, and, in one or two specimens, a slight degree of fusion on the sharp edges. The first specimen subjected to investigation was taken from a large outcropping in Tallapoosa County, Alabama. Specific gravity, 2.88 ; hardness, 1.9; color, blue gray. In working out the geological structure of a complicated district, where the problems are difficult to solve by the ordinary methods in use, a model, upon which all the geological and topographical data may be put, will be found of great value, bringing, as it does, all the facts in their proper relationship at once under the eye. In the teaching of structural geology, also, a model is of great value, since the student can thus have before him, in miniature, a representation of the rocks, as he would see them in place. The question of the proper valuation of mines of iron ore was suggested to me by the difficulties experienced in getting answers for the United States Census Office, while I was engaged in the work of collecting the statistics of mines in New Jersey and New York. The answers to the questions relating to values of real estate of mine properties varied so greatly that it was necessary to revise them according to some general principles of valuation. Generally the returns of mine proprietors seemed to be too low. There were, however, examples of what would be termed excessive valuation. The subject appeared to be of practical importance, and led to the paper here presented. The following table of selected mine statistics is given, prefacing the discussion of the principles of valuation. It is in part made up of census returns and partly of data obtained directly from mine owners and managers. The mines which were selected for the several groups and mining districts include nearly all of those from which the more full and carefully filled returns were received, and are also representative of their respective districts. Hence the averages obtained from them become good types of these groups or districts. The mines of New Jersey appear in six groups, each containing from three to eleven mines, or, in all, thirty-four mines. The magnetic iron ores of New York are in four well-marked groups, and there are twenty-six mines in them. Then follow the red hematite mines of St. Lawrence and Jefferson counties; and, lastly, the brown hematite groups of Dutchess and Columbia counties, and those of the adjacent parts of Connecticut and Massachusetts. The whole number of mines represented by the table is eighty-eight, of which twenty-eight are hematite mines. The first column gives the value of the real estate; the second that of the plant; the third is the sum of these two, or the capital invested. Then follow the number of men employed, the amount of wages paid during the census year, and the value of materials used in mining and preparing the ores for market." Just south of the L'Enfant Station in Seventh Street, the WMATA system splits into two branches, each comprising twin single-track soft ground tunnels. Immediately at the beginning of the section, Interstate Route 95 crosses transversely over the alignment in open cut, removing most of the cover over the tunnels. Seventh Street spans I-95 on a bridge whose abutments and pier also cross transversely over the four tunnels, with their footings as little as 7 feet above the tunnel crown (Figure 1). Soil investigations revealed that the tunnels would have to be driven through mixed face, with a clay invert and a waterlogged sand crown. Thus, there was a good chance that the roof would fall in, leaving 1-95 and the Seventh Street Bridge in a crater. Since there was no roof that could be counted on, these were figuratively (and potentially truly) Washington Metro's Topless Tunnels (Figures 2 and 3). DESIGN ALTERNATIVES Faced with this situation, the designers considered several options, including temporary detours that would permit demolition of the bridge and building tunnels under the 1-95 Freeway by cut-and-cover methods. They also investigated structural underpinning of the bridge and freeway pavement, and strengthening the bridge abutments and center pier by post-tensioning to enable them to span over any subsidence trough.

With the construction management team established and a full funding agreement secured the Washington Metropolitan Area Transit Authority (WMATA) now has the manpower and the financial resources to continue Metrorail construction into the 1990's. This paper describes WMATA's new role as construction manager after the transition from Bechtel Associates and gaining the full funding agreement with the Urban Mass Transit Administration (UMTA) and regional governments to complete 84.7 Metrorail miles (136km). The authors review the most recent station and line tunneling projects. WMATA's contractors have employed the state of the art soft ground and hard rock tunneling equipment and methods - an earth pressure balance TBM, a closed face TBM, and the New Austrian Tunneling Method (NATM). In final, the paper previews future underground work to be let under the funding agreement.

The Washington Metropolitan Area Transit Authority(WMATA) officially came into existence in February 1967 after the District of Columbia, Maryland, and Virginia joined in a com¬pact pursuant to Federal creative legislation signed the previous November to build a regional rapid rail transit system called METRO (1). The parent organization was the National Capital Transportation Agency (NCTA), a Federal agency, subject to Federal statutes and regulations. Soon after the completion of the transition from NCTA to the new "non-Federal" status of the Authority, the Board of Directors of the Authority formally adopted procurement policies and procedures (2). These are specific statements concerning competition by formal advertising for bids or by solicitation of proposals for negotiation, contracting authority, approval of awards, awards of contract modifications, and processing of claims and disputes. These policies and procedures are silent as to Federal procurement statutes and regulations. But because of the Authority's origin, the sensitive nature of the compact among the several sovereign jurisdictions, Federal financing of two-thirds of the costs, and the resultant surveillance by the General Accounting Office over staff operations, the Authority's procurement practices follow closely Federal regulations adapted to WMATA's needs. This is an important point and is the foundation of contractual relations between the Authority as the owner and its construction contractors. Various constraints and flexibilities of this arrangement with respect to excavation and tunneling contracts will be pointed out in the ensuing discussions.

The device here described has been found useful in sampling foundry-iron, and there is no reason why it should not be equally useful in sampling other metals, which are not too hard to be drilled with a breast-drill. It consists, as shown in Figs. 1 and 2, of an ordinary plumber's gas T (without bead) of about 1/2-inch in internal diameter, over the leg of which is snugly fitted a small tin cup, about If inches deep, to catch the drillings which are made by use of a breast-drill with a 1/4-inch twist bit, working through the arms of the T. The forward arm of the T is filed down to a blunt edge, over which is stretched a short piece of rubber tubing projecting a little beyond the end. The bottom of the inside of the front arm of the ? is filed down to a slope, to facilitate the passage of drillings into the tin cup. The rear arm of the T is fitted with a tin ring, projecting about 1/4-inch, for the purpose of holding in place a stiff spiral brass spring, which serves to press the sampler firmly against the metal to be drilled. The other end of the spring is supported against a shoulder of the breastdrill. The projecting rubber prevents the loss of any drillings, and also the falling of sand from above into the sampler. With ordinary care there need be no risk of getting particles of rubber into the sample. It is, of course, not possible to get a fair average sample of drillings, representing a pile of foundry-iron, by taking drillings from any one or two pieces, because of the frequently mixed character of the iron. This observation applies more particularly to the sampling of iron as it is broken and piled at the foundry, than to sampling at the works, where, if the furnace is working regularly, a few pigs may fairly represent a whole cast. Several years ago, Mr. Robert A. Cook described and illustrated in our Transactions a mechanical coke-drawer, patented in 1891 by Mr. Thomas Smith of the Thorncliff Iron Works, Sheffield, England, and first introduced in the United States in 1896, at the coking-plant of the Latrobe Coal Co., Latrobe,Pa. This machine has not received any very extended application in this country, although it was successfully used in two places for a number of years. The present paper describes a new and simpler machine, containing few wearing-parts, and capable of withstanding continued rough usage. Anything which tends to prolong the general use of bee-hive ovens will be welcome to those who are interested in cheapening the cost of producing coke in such ovens, especially if it provides satisfactory mechanical means, replacing the hard labor involved in drawing coke by hand with the old-fashioned " duck bill." In almost all coal-fields, the quantity of explosive gases given off by the coal increases as depth is attained, requiring correspondingly enlarged quantities of air to ventilate the workings properly, by diluting and carrying off the gas. Again, with increased depth there is a corresponding increased pressure caused by the weight of the overlying strata. Sandstone or slate, which would form a good roof for a coalbed at a depth of 300 or 400 feet, may be unable to sustain the pressure of 800 or 1000 feet of overlying rock. Hence, in nearly all deep mines, the miner will generally describe the roof as "bad," although the roof-rock may be a firm slate, forming an excellent roof for workings of moderate depth, but unable to stand the pressure resulting from the weight of a great thickness of overlying rock. The Jones Mine (or Johannes Mine, as it was originally called, from a former proprietor), situated near Springfield, in the township of Caernarvon, Berks County, Pennsylvania, has long been known as a large deposit of magnetic iron ore, associated with more or less copper pyrites, and with malachite and chrysocolla. It occurs in a belt of soft schistose rocks which rest upon the Laurentian gneiss of the Welsh Mountain,' and to the northward are soon concealed by the unconformably overlying Mesozoic sandstone of the region. These metalliferous strata belong to the Primal slates of Rodgers, which, in many other localities in this region, include similar deposits of iron ores associated with more or less copper, and often accompanied by chloritic and argillaceous schists, and, more rarely, by serpentine and small lenticular masses of crystalline limestone. The dike here described is exposed in the workings of the Wedge and Bachelor mines, on the southern side of Red Canon, north of the town of Ouray, Colorado. Its course is north 80° east, or nearly east and west, and it hades to the north about 10°. It rarely outcrops, and was nowhere seen at the surface near the mines. A specimen collected by Dr. A. C. Spencer about two miles to the westward, near the mouth of Red Creek, indicates, however, a probable exposure of the dike near this point. The Wedge and Bachelor mines lie in a nearly horizontal series of fine-grained, light-grey sandstones, alternating with beds of very fine-grained shale of the same color. The shale as encountered underground is unusually compact and massive, but weathers readily on exposure, and splits much after the manner of ordinary shale. When fresh it closely resembles some finely arenaceous limestones, but it does not effervesce with acids, and is eseentially a fine, indurated, siliceous silt.
