The regular meeting of the Trustees of United Engineering Society was called to order at 4 P. M. Thursday, Feb. 27, 1919, in the Board Room of the American Society of Civil Engineers, Engineering Societies' Building, New York. Minutes of a joint meeting of the Finance Committee of United Engineering Society with finance committees of Founder Societies on Feb. 14, were presented. The President called attention to actions relating to the recataloging of the Library and the support of Engineering Societies Employment Bureau of Engineering Council. The activity of the Employment Bureau was approved and support by the Societies informally assured. In response to a communication from the Fifth Avenue Association, the Secretary was instructed to write favoring the continuance of the daylight saving law. As to recataloging of Engineering Societies Library, it was announced that the Mining, Mechanical, and Electrical Engineers had voted appropriations, as requested, and the action of the Civil Engineers was awaited. A list of applications for offices in Engineering Societies' Building, revised to Feb. 27, was read, showing requests for a total of 29 rooms. The President stated that a decision must be reached soon as to what reply shall he made to these applications. Charles F. Scott, one of the original trustees, who was present, remarked upon the growth of United Engineering Society and his satisfaction at its success. ALFRED D. FLINN, Secretary.

The following are excerpts from the report of the Treasurer of the United Engineering Society, for the year ending Dec. 31, 1915. Finances Due to the growth of the activities of the United Engineering Society, it was found desirable early in the year to consolidate the various accounts and financial records of the Society and of the Library, heretofore kept separately, and to have all the data pertaining to the building and its operation in the charge of one individual. An assistant secretary especially assigned to this work has been appointed, and a separate office has been established. The Finance Committee has had all of the records brought fully to date and has prepared a new set of account books to meet the new conditions. The Real Estate Account now includes the following items: Land $ 540,000.00 Building 1,050,000.00 Equipment 33,171.16 Founder Societies, Preliminary expenses 24,000.00 Total $1,647,171.16

THE Board of Trustees, made up of three from each of the four societies, conducts the business com- mitted to United Engineering Society by its Founder Societies under its Charter, the Founder's Agreement and the Library Agreement. A draft of a budget of revenue and expenditures for the ensuing calendar year is presented each September to the secretaries of the Founder Societies for the information and comment of their governing bodies. After revision, the budget is adopted, by the incoming Board of Trustees at its meeting in January.

Although the noble building provided in New York City by Mr. Carnegie for the United Engineering Society has been pushed to about half-completion, the ceremony of laying its corner-stone was not performed until Tuesday afternoon, May 8, 1906. The stone lies just back of the southeast corner of the building, on the north side-of West 39th Street. Among those present were Mr. and Mrs. Carnegie, Miss Whitfield, the sister of Mrs. Carnegie, Ralph W. Pope, Secretary of the Institute of Electrical Engineers, Frederick R. Hutton, Secretary of the. Society of Mechanical Engineers, Rossiter W. Raymond, Secretary of the Institute of Mining Engineers, Charles H. Haswell, the first Chief Engineer of the United States Navy (1836-1851), now in his ninety-seventh year, John Fritz, of the Bethlehem Steel Company, William H. Fletcher, President of the Engineers' Club, E. E. Olcott, President of United Engineering Society, and other interested friends. After an inspection of the interior of the building, the group formed about the corner-stone, which had been draped with the American flag. The exercises were opened by Mr. Olcott, who appropriately welcomed Mr. Carnegie, and briefly expressed the essential value of the building, saying, in part " The societies to be housed underneath this roof have as their aim the pre¬serving and putting in tangible form of the records of scientific accomplishments so as to avoid the repetition of mistakes. The possibility of finding the records of these results all at one center, so near the great Public Library of our city, will be an inestimable advantage to all professions. It is an occasion of no ordinary moment, therefore, when we can welcome Mr. Carnegie and have him lay for us the corner-stone of this great building which his liberality has provided." Mr. Carnegie responded in happy vein, thanking the committee for their greeting, and expressing his pleasure. in being able to do what he had done to further so worthy a cause. Members of the Institute have already received a special pamphlet descriptive of the United Engineering Society building, and wilt doubtless be interested in the progress that has been made up to date-February 24th-in erecting this home for the engineering profession. The old buildings on lots Nos. 25 to 33 W. 39th St., New York, were,' removed many months ago, but final contracts for the new, building were not let until the summer of 1905. The size of the building is 115 ft. on 39th Street, and 88 ft. in, depth; the height from, the sidewalk to the top of the parapet is 220 feet. The cubic contents of the building from the. bottom of the basement floor, to the top of the roof, including the pent houses, is 2,290,000 cubic feet. The number of light's, in the building will be between 4,000 and 4,500. The air supply for Auditorium and Lecture. Halls will amount to nearly 10.0,000 cu. ft, per minute, and the exhaust. to 90,000 cu. ft. per minute. In excavating for cellar and foundations, the average depth where good rock was. found was 37 ft.-it varied, however,: from 27 to 65 ft., due to an old water-course having run through the center of the lot; this condition, and the presence of soft rock, which rapidly disintegrated when exposed to air and water, made the foundation-work very difficult. As two of the column-footings of the building have to sustain a weight of 3,000,000 11) each, the most substantial foundations are necessary; 13,000 cu. yd. of earth were excavated for the foundation and basement; and 1,600 cu. yd. of concrete were necessary, to build up the footings. In the completed building there will be about 3,500,000 bricks. Owing to the number of auditoriums, and their location, and the placing of the library on the top floor; where allowance will have to be made for the enormous weight of 300,000 books, the structural steel work has been unusually complicated in this building. BUILDING This building is so near completion in every respect that the Trustees expect to take possession of it December 15, and it may be anticipated that the three Founder Societies will occupy their respective quarters in it before January. The official "house-warming? will take place at a considerably later date, to be hereafter announced. Under these circumstances, it is deemed unnecessary to give here any detailed report of the present condition of the work. "THE MAYO AREA was prospected as early as 1887. The first major activity started in 1898, when the Stewart River and its tributaries were examined for placer deposits, and in succeeding years the district became a small producer of placer gold. The first discovery of the lead-zinc-silver mineralization which has become the main interest of the district occurred in 1906, when a vein was found in the canyon of Galena Creek on the northwest slope of Galena Hill. This deposit was later known as the Silver King mine. In 1919 further discoveries were made on Keno Hill, approximately 15 miles east of the Silver King, the most important being the No.9 vein. Directly or indirectly, these finds are attributable to the search for placer gold, as galena was frequently found in the stream gravels.The 1919 Keno Hill discoveries were acquired by Yukon Gold Co. and operated through a subsidiary, Keno Hill Ltd., from 1920 to 1923. Most of the production came from No.9 vein. In 1921 Treadwell Yukon Corporation entered the field and acquired the Ladue mine. This company continued to operate for 21 years. It acquired in succession the Ladue, Sadie, Friendship, Lucky Queen, Elsa, Silver King, and Calumet mines. Its record of successful operations is very largely the achievement of the late Livingston Wernecke. Under his direction, the Treadwell Yukon Corp. produced metals with a gross value in excess of $21,000,000, in the face of greater transportation problems than exist today and with considerably lower metal prices.Treadwell Yukon ceased operations in 1942. Its entire assets were acquired in 1946 by United Keno Hill Mines Ltd., which has substantially increased the original holdings. It has drawn the bulk of its production from the Hector mine, adjacent to the Calumet. The Hector was not developed by Treadwell Yukon because of legal disputes among the vendors. It has proven to be the largest deposit yet discovered in the district."

The Awareness and Preparedness for Emergencies at the Local Level (APELL) program is a process that helps people prevent, prepare for and respond appropriately to accidents and emergencies. APELL was developed by the United Nations Environment Program, in cooperation with industry groups, governments and local communities. Since its beginnings in1988, the program has been implemented in more than30 countries. APELL is a tool for bringing people together to allow effective communication about risks and emergency response. The program provides a common-sense approach to accident prevention and response.

Capable of processing 3500 tpd of uranium ore, the United Nuclear-Homestake Partners' mill in Grants, N. M., differs considerably from the nearby mills of Anaconda and Kerr-McGee in at least two major aspects: it leaches uranium ore with an alkaline solution of Na2C03 and NaHC03 instead of sulfuric acid; and it recovers yellowcake directly by precipitation from the pregnant alkaline leach solution, without any need of ion exchange or solvent extraction circuits. A first look at the flowsheet shows that this mill has two separate grinding and leaching circuits. Reason for the double circuitry: the mill treats, on a toll basis, uranium ores for Anaconda as well as for the partnership, and it must also treat ores coming from mines separately owned by Homestake Mining Corp. and from mines owned by United Nuclear Corp.

Considerable movement is afoot internationally to rationalize standards and regulations relating to valuations and the qualifications for valuation professionals. In July 2000 the International Valuation Standards Committee released expanded standards, and additional important improvements are planned by 2003. Possible updates to the International Accounting Standards (IAS) and potential adoption of IAS by the United States could significantly impact minerals appraisers. Standards designed specifically for mineral asset valuation are under development in Canada and the United States, with Australia's internationally respected VALMIN Code providing the benchmark. In the United States, the all-encompassing Uniform Standards of Professional Appraisal Practice (USPAP) is annually modified and continues to gain deeper acceptance, while the SEC holds fast to its 1981 rule prohibiting reporting of a quantitative estimate and value for non-reserve mineralization. Some important international trade agreements are driving actions to free the trade in professional services. In July 2000, an international workshop was held to initiate discussion on minimum qualifications for appraisers to work internationally. Pressure for uniform minimum qualifications and rules for professionals internationally will continue to build. The United States is historically among the slowest countries to implement such initiatives, with its state level licensure barriers having the potential to cause some of its professionals to be stranded in an international backwater. Structural change is needed in Australia's VALMIN Code to remove conflict with the latest International Valuation Standards. The mineral valuation standards developers of Australia, Canada and the United States should work jointly on updating VALMIN for global use.

A list of publications of the United States Bureau of Mines, complete from its establishment to the end of June, 1931, may be had upon request. In addition a monthly leaflet of new publications is issued and is sent to those on the mailing list of the Bureau. Publications are separated into three main divisions: 1. Sales Publications.-Those for which a charge is made. Any orders or remittances in payment for sales publications should be sent directly to the Superintendent of Documents, Government Printing Office, Washington, D. C., and not to the Bureau of Mines. Sales publications are classified into (1) Bulletins, (2) Technical Papers, (3) Economic Papers, (4) statistical reports of the mineral resources of the United States, (5) Monographs, (6) Handbooks, and (7) Schedules. Bulletins and Technical Papers present the results of scientific and technical investigations. Economic Papers are analytical studies of production statistics, sources, resources, .distribution, and industrial flow of mineral commodities. The Annual Report, entitled "Mineral Resources of the United States," includes chapters, published separately, on the production and consumption of metals and of nonmetallic minerals. The United States Capitol Visitor Center (USCVC) is one of the largest underground structures ever constructed in the Washington, DC, metropolitan area. The 600,000 ft2 (55,750 m2) structure is entirely underground and immediately adjacent to the shallow foundations of the existing U.S. Capitol building. Interior building columns for the USCVC were supported on 186 drilled shafts that varied in diameter from 4 to 9 ft (1.2 to 2.9 m) and in length from 15 to 45 ft (4.6 to 13.7 m). The vast majority of the building utilities were located beneath the basement floor slab. It was decided at the onset of the project to proceed with construction prior to completion of the design drawings, and coordination between the underslab utilities and the drilled shafts had not yet been finalized at the onset of drilled shaft installation. Given depth and location restrictions of the outlets, relocation of the bulk of the utilities was not possible. Almost half of the drilled shafts were affected, leaving redesign as the most feasible remedial solution. The redesign involved adjustments to the shaft length, diameter, and bell. It took place on a case-by-case basis, sometimes only minutes before installation began. Coordination between the field and design team was excellent, and delay associated with the redesign efforts was minimal. In addition, the detailed, high-quality field records kept by both the contractor and field engineers allowed for accurate and fair estimations of the added drilled footage and concrete volumes placed. The additional service fee, which was minimal, was settled quick and fair.

The titanium dioxide pigment industry in the United States has always relied to varying degrees on imported titanium concentrates. Dependence on foreign ilmenite was especially high (generally over 85% of consumption) until 1942, when large-scale U.S. production of ilmenite began, and has since ranged from 12% to 47%. Rutile import reliance was generally in the 45% to 80% range until the early 1960's, when increased use in the chloride pigment process raised dependence on imported rutile to over 90% in most years since 1963. Import reliance of zircon, obtained almost entirely as a byproduct of titanium mineral production, has generally ranged from about 30% to 65% of consumption. This paper will examine the history of U.S. sources of these heavy mineral commodities, and will discuss the potential U.S. future supply in view of changing industrial uses and processes and the anticipated development of new heavy-mineral-sand processing operations, such as those at Richards Bay in the Republic of South Africa and in Sierra Leone.

When the original version of this study was published in 1972 it was evident that a problem was developing on the energy scene. The ability of the United States to find the energy supplies it needed within its own boundaries--at least in the forms desired--was declining. Production of crude oil in the United States had peaked in 1970 and was declining slowly; environmental restrictions had begun to hamper the production and consumption of high sulfur coal; natural gas reserves were beginning to dwindle; and the development of nuclear power was proceeding more slowly than originally planned. Shortfalls in energy supply were being met through the importation of increasingly larger quantities of petroleum, but supplies were adequate and the price of the imports was below that of domestic production. The energy problem was more prospective than current. In October of 1973 the prospective problem became the "Energy Crisis' when the Arab petroleum exporting countries reduced crude oil production, imposed an embargo on the shipment of crude oil to the United States, and then raised the price of crude oil in a series of large steps. This crisis was a clear demonstration of the dangers of the dependence of the United States on imported petroleum, and of the Nation's vulnerability to the actions of the oil exporting countries. Assembling consistent data for a 40-year time series is a challenge because of the many changes that have occurred in this period. In many cases, because of process improvements and consumer requirements, grades of materials change in a 40-year span. This can lead to a wide fluctuation in price data simply because of increased costs for premium grades. Sources for obtaining price data can also change during a 40-year period. Changing the data source also introduces anomalies in a time series. In some cases, published price data are not representative of the real value of the material and provide little basis for further analysis. For some industrial mineral commodities, there are only a few producers, and value and production data are considered proprietary. In the data presented in this chapter, every attempt was made to ensure that the data were as consistent and representative of the industry as possible. However, the factors mentioned above may have introduced inconsistencies in some of the data series. Many different factors influence trends for industrial minerals because of the diversity of end uses for these commodities. Trends in production and prices for most of the industrial minerals can be related to one or more of the following: changing demand or technologies in end-use industries, development of new end uses, the effect of environmental regulations, production and processing technology changes, energy costs, foreign competition and substitution by other materials, and production as a byproduct of other minerals. World economic conditions, such as recessions and inflation rates, also play a part in some production and price trends. Data for 40 years of production for industrial minerals in the United States are presented in [Table 1] in 10-year increments. Unit values for the industrial minerals, in actual and constant 1990 dollars, are shown in [Tables 2 and 3].
