25th Julius Wernher memorial lecture given at Tunnelling '91, sixth international tunnelling symposium held in London, 14-18 April 1991. The title gives the lecturer a chance to share some of the lessons he has learnt in a lifetime of tunnelling and particularly in the last six years of his involvement with the Channel Tunnel and the International Tunnelling Association. These included: the difficulties of split contracts but the problems arising with Eurotunnel over the need to create a single owner to whom the banks could lend; the peripatetic nature of tunnellers who built London's underground in the 1960s and returned to build the Channel Tunnel from Egypt, Singapore, Hong Kong and Australia; the increasing requirement for strategic planning resulting in tunnels between European countries and the need for engineers to deal with decision-makers; EU work on harmonising regulations so that there need no longer be, for example, arguments over which regulations should be followed for temporary electrical equipment in the section of the UK tunnel that is technically in France; the huge improvements in safety standards and attitudes; the enormous increase in the scale of undertakings and individual contracts, with an accompanying change in attitudes to logistics; technological advances to cater for the high performance now required of equipment; and the rising importance of environmental issues. The excavation of sandstone of generally medium strength for the Liverpool Link Line by Dosco Mark 2A Roadheaders has demonstrated the versatility and good performance of road- headers in suitable rock formations. A description is given of the strata traversed by the tunnels together with descriptions of equipment and crews, excavation sequences, operating difficulties and the results achiev- ed. In addition tunnel construction is des- cribed for a difficult section where there was only O.Sm clearance between invert and a four lane vehicular tunnel below, and O.5m clearance between tunnel crown and a century old sewer above.

Waterbearing, cohesive or non-cohesive grounds with glacial stone deposits are found very often in Europe. The problem consists of destroying the boulders and supporting the face simultaneously. At the example Grauholztunnel Bern ( outer diameter 11,60 m ) the theoretical attempt of solutions for the big machines is described: destroying of the boulders with roller discs, hydraulical support of the front. The problem of coming out of stones of a certain size from the surrounding matrix will be discussed. Further diminishing to the size that can be handled by pumps is executed by a crusher, situated in the center of the machine. At the same example the theoretical attempt for headings in cohesive soil with stone deposits are shown. Surface structure of the cutting wheel and working chamber as well as controllable current movements are the solution here. The danger of clogging discs and stone crusher has to be encountered by right positioning of the tools and jetting nozzles. At the example Sewer MoosstraBe Salzburg the same problems are discussed for the Mikro-Tunnels. The pipe-jacked sewer lines have outer diameters from 485 and 805 mm. For tunnelling in poor and heterogeneous ground a reliable on-site short-term prediction is required to allow a safe and economical construction. With the use of absolute displacement monitoring data and advanced software for evaluation of the data in combination with a routine update of the geological model a considerable increase in the reliability of the short-term prediction could be achieved. The paper deals with theoretical considerations, numerical studies and case histories from alpine tunnels in heterogeneous rock. Tunnelbau in schlechtem und heterogenem Gebirge erfordert auf der Baustelle eine verlaessliche Kurzzeitprognose, um ein sicheres und wirtschaftliches Bauwerk gewaehrleisten zu können. Die Verwendung von absoluten Verschiebungsmessdaten und deren Auswertung mit Hilfe von hoch entwickelten Softwareprogrammen in Kombination mit einer laufenden Aktualisierung des Gebirgsmodells ermöglicht eine erhebliche Erhöhung der Verlässlichkeit von Kurzzeitprognosen. Hong Kong continues to display a remarkable enthusiasm for undertaking ambitious tunnelling schemes despite apparent recessions in the Asian economy. This paper provides an outline of tunnel projects currently under construction, those recently tendered and a glimpse of the extent of forthcoming projects which, according to Government sources, carry a price tag of HK$ 200B. Committed works will cost about HK$ 15B and involve a variety of TBM and drill and blast tunnels. These include the recently tendered works for KCRCÆs West Rail and MTRCÆs Tseung Kwan O railway extension, together with five no retendered TBM drives for the Strategic Sewage Disposal Scheme (SSDS) following forfeiture of the works by the Campenon Bernard-Maeda JV in mid-1997. The JV claimed unreasonable specifications leading to unacceptable levels of water inflow and dangerous working conditions. Key technical issues that are now arising in Hong Kong are:the general use of design and build contracts for bored tunnel contracts;a trend to accept TBM options for relatively short drives in urban areas;the use of æfixed-priceÆ contracts which in the current competitive market, can encourage tenderers to take contractors to take very high risks; andthe difficulty of predicting and managing water inflows in rock tunnels.This paper also includes a new empirical method of predicting water inflows in rock tunnels, and makes recommendations for managing these on-site.

With growing populations, infrastructure projects are utilizing underground space to expand transportation networks, water supply and sewer disposal systems and hydropower facilities. These new projects require large diameter tunnels to meet the growing demands. As the tunnel diameter increases, not all rock mass properties are scalable and precedent experience becomes less reliable. One such non-scaleable property is lamination thickness. Numerical modelling was conducted to determine the influence of lamination thicknesses on a 16 m diameter tunnel. Five different areas of excavation response were found to exist for laminations ranging between 0.16 to 16 metres in thickness. For this tunnel diameter, critical lamination thicknesses of 6 metre and 1 metre were found to exist. Above 6 metres the excavation response was similar to isotropic models. Below 6 metres the stresses and yield are channeled by the lamination boundaries, increasing plastic deformation. Below 1m multiple lamination units become unstable and the displacements increase significantly and the shape and extent of the yield zone size changes dramatically. The yield zone is controlled by bed deflections and bed parallel shear. As the lamination thickness decreases tensile failure first begins in the haunch area and progressively extends above the crown until a self-limiting plastic yield zone shape is reach at lamination thicknesses below 0.4 metres. Conclusions drawn from observations at the Niagara Tunnel Project are those of the authors.

"The term “squeezing” is frequently used, although it is ill defined. Definitions like “large and long lasting displacements” raise the questions about the threshold values for the magnitude and duration of displacements. Large displacements during tunnelling frequently are observed in fault zones with high overburden. Whether this causes problems very much depends on the design approach used. On the one hand, the magnitude of expected displacements has to be predicted prior to excavation to provide for enough allowance for the displacements without violating the clearance profile. On the other hand, the support characteristics must be compatible with the expected imposed strains. As the magnitude of the displacements and thus the strains in the support depend on the support capacity and its characteristic (yielding potential), only well engineered systems will be successful.Experience in Alpine tunnels over the last decades has shown that closed shotcrete linings can sustain a strain of approximately 0.8% to 1% without failure. Any strain above this value inevitably leads to failure of the lining, and thus a loss of resistance, causing additional displacements. Based on a large number of simulations, a criterion for a critical overburden depth up to which closed linings can be used has been developed. Traditionally open gaps in the shotcrete linings have been used to allow for larger strains. To enhance the efficiency of the linings, yielding elements have been developed, which are integrated in the shotcrete lining, allowing large strains and controlled development of support resistance (Figure 2). When designing such yielding support systems, the development of the displacements, as well as the rheological behaviour of the supports must be considered. As the development of displacements to a large extent depends on the face advance, also the advance rate has to be considered, to be able to compare the time-dependent strength of the lining to the stresses developing as a result of the imposed strains. Another issue is the compatibility of the rock bolts with the large strains. With standard grouted bolts, there is a potential that the “fresh” grout is sheared due to the initially large strain rates. Special rib designs of the bolts allow for a higher strain tolerance.For successful tunnelling through fault zones quality monitoring and up-to-date data evaluation is of crucial importance. With advanced evaluation tools, changes in the ground conditions ahead of the face can be reliably predicted. With the help of empirical relations, the development of the displacements for different advance rates and supports can be predicted, allowing for the determination of the required overexcavation.The paper presents a review of the development of ductile elements, methods of analysis, and monitoring data interpretation."

Pacific Hydro, a leading renewable energy company from Australia, is developing a series of cascading run-of-river hydro electricity projects in the Cachapoal Valley at the base of the Andes Mountains some 100 km south of Santiago in Chile.These projects involve extensive tunnelling and underground works. The first of these projects is called Chacayes (110 MW installed capacity) and is now under construction with Astaldi SpA of Italy and Fe Grande of Chile as the EPC contractor. Astaldi SpA also has an equity stake in the project. It involves 6 km of tunnels between 5 m and 7 m diameter, of which 2.3 km is by tunnel boring machine (TBM) (5 m diameter).This paper outlines the local and regional geology, the scope of the Chacayes project, actual tunnel excavation rates and support, and compares the decision making on Chacayes between a choice of traditional drill and blast excavation versus TBM.The paper also outlines the next project planned to be developed by Pacifi c Hydro in the valley – the 140+MW Nido de Aguila project involving a main tunnel drive of 11 km with two intermediate adits, plus a 388 m shaft and underground powerhouse. The main tunnel drives are likely to be excavated by two hard rock TBMs (5 m diameter) but will need to be able to withstand high overburden pressures of up to 1300 m.Subsequent projects in the planning stages include the downstream Coya II project with two tunnels totalling approximately 10 km, one of which may be by TBM.

Some 50 miles of tunnel have been driven in the Snowy Mountains Area since tunnelling commenced in 1951. Hates have improved progressively due to the know-how of American supervision and use of large matched equipment of modern design.The work has been carried out by contractors, working almost exclusively under schedule of rates contracts. The Authority has maintained active research into tunnelling problems, especially that of support, and this has resulted in considerable economies and improved rates of progress. The contractors also have sought economies both by management and equipment techniques. Ammonium nitrate came into favour as an explosive essentially because of its lower cost, and handling techniques have improved progressively. Rock conditions preclude use of the "Mole" type equipment in its present stage of development, but one contractor introduced the "sliding floor" and this could exert a great influence on future tunnelling methods.Examination of tunnels that have been in service for some time confirmed the quality of the work and endorsed the policy of continued research and development.GENEHALThe Snowy Mountains Scheme provides for the diversion of the Snowy and Eucumbene waters through two transmountain tunnels to the western river systems. These diversions, together with additional regulations provided for waters already flowing inland, will provide an average additional discharge of 1,818,000 ac it per year for irrigation.Furthermore, approximately 6,000 million kWh of electrical energy will be generated annually in power stations with a total installed capacity of some 3,000,000 kW (Fig. 1.).INVESTIGATIONThe aim of investigation work is firstly to collect sufficient information to allow the overall scheme to be planned and then to follow up with detailed information on eachproject. The Tsugaru Tunnel, located on the Honshu island approach to the Seikan Tunnel, is 5,880 m long and has a "Shinkansen" cross section of 90 m2 area. The geological formation through which the tunnel passes consists of very soft rock most of which is unsolidified sandstone belonging to the Neogen. The permeability coefficient is in the range of 10-2 to 10-4 cm/s and being water bearing with a high ground water level, the ground is unstable and subject to soil outflow phenomenon. Kajima Corporation, undertaking the Futamata Construction Section (1,420 m long), excavated the tunnel by the upper half heading method with side pilots employing the following countermeasures to cope with these severe conditions.

Prediction of ground deformation caused by soft ground tunnelling is an important problem facing design engineers. The ground deformations are caused by the closure of the gap formed around the tunnel due to the tunnelling procedure and soil intrusion via the tunnel face into the tunnel. There are three different approaches that are commonly used in practice to estimate the ground deformations due to tunnelling, namely, empirical methods, analytical methods and finite element methods. One of the important issues of tunnelling in urban areas is the assessment of the likely impact on adjacent pile foundations of ground movements arising from tunnel construction. The main objectives of this paper are two-fold: first, to assess the available methods to estimate the tunnelling-induced ground deformations, and second, to examine the effect of such ground deformations on adjacent piles. Analytical solutions to predict the tunnelling-induced ground deformation developed by the authors are used in this study. These estimated ground deformations are imposed on the pile in simplified boundary element analyses to compute pile responses. The influence of various factors such as tunnel geometry, ground loss ratio, pile diameter and ratio of pile length to tunnel depth are examined in this study.

The Northern Beaches Storage Project (NBSP) is part of Sydney Water’s SewerFix™ Program to improve the wastewater system and protect public health and the environment. It was built by the SewerFix Wet Weather Alliance (the Alliance), a partnership between Sydney Water, RPS, MWH, Parsons Brinckerhoff and United Group Infrastructure.The project temporarily stores excess wastewater diverted from the Narrabeen Submain during wet weather. The project considered a below-ground storage facility, which involved constructing a deep tunnel from Brookvale to Fairlight, connecting into the Northside Storage Tunnel and a storage tank, which was subsequently adopted and constructed.The storage tank scheme included a pumping station and inlet and outlet pipes installed by microtunnelling. The storage tank site is in the Brookvale industrial area situated in an area of deep marine sediments overlying Hawkesbury Sandstone at about 30?m below ground. Microtunnelling for the inlet pipe was conducted from a 12?m deep jacking shaft. The jacking shaft and 14?m deep pumping station excavations were carried out from within secant pile earth retaining structures adjacent to existing buildings.Construction activities had the potential to cause settlement of the adjacent buildings. During excavation and microtunnelling the water ingress, adjacent groundwater level and settlement of the adjacent buildings were monitored. The monitoring data was assessed against an action plan, which modified construction activities as required to minimise the risk of damage to buildings from settlements caused by lowering of the groundwater table outside the excavations. The secant pile construction, excavation, microtunnelling and pumping station construction proceeded without incident or damage to adjacent buildings.This paper highlights that tunnel/underground options should be considered during options development, describes the original storage tunnel scheme and presents details of the successful microtunnelling and deep shaft construction adopted on the NBSP.CITATION:Taylor, N and Hewitt, P, 2014. The South East Transit Project is a $520 million project in Brisbane, Australia which includes the construction of a 32 km Busway to access the south-eastern suburbs. Close to the centre of Brisbane, tunneling techniques have been used to minimise surface disruption. This paper describes some of the features of the longest driven tunnel on the project, the Vulture Street Tunnel. The Busway is a two lane expressway for buses which requires a 10.2 m finished width and a 12.6 m excavated span of driven tunnel. The Vulture Street Tunnel carries the Busway at minimal cover beneath the operating Vulture Street Railway Station, beneath a three storey office building and beneath the roadway to the Mater Hill Busway station. Halfway along the route, a Y-junction has been constructed to enable future connection with a light rail route. Key features in the design and construction of the Vulture Street Tunnel include: Use of canopy tubes to drive a 12 m wide tunnel beneath operating railway tracks with less than two metres of cover in highly weathered rock. Underpinning the office building in the route of the tunnel construction from within the building carpark. Construction of a 24 m span Y-junction with 7 metres cover of weathered and faulted rock. Use of predictive analysis as an adjunct to traditional back analysis to estimate the tunnel settlements from pressuremeter test results. This paper describes the design methodology with particular reference to settlement prediction, as well as construction innovations used to complete the tunnel. This paper will be of interest to all designers who have to create large spans in minimal cover in weak rock in urban areas and who have to predict the settlement

The introduction reviews the tunnelling carried out in Singapore since the early 1980s. Between 1983 and 1990, Phases 1 and 2 of the mass rapid transit system were constructed. These included some 20 km of bored and cut and cover tunnels together with 18 underground stations. Some particular points of interest in this massive project are briefly commented upon. Reference is also made to other underground or underwater schemes undertaken during this period such as the proposed large caverns project and the submerged tunnel to Pulau Seraya. A description of the subsurface works, now under construction in Singapore, follows. This includes an all underground North-East railway line 20 km long with 16 stations. At a budget of US$ 3 billion, this is a major civil engineering undertaking. Another project is the extension of the railway to Changi Airport which involves 3.5 km of twin tube tunnelling together with a major underground station which is fully integrated into the airport terminals. An on-going program of further major railway extensions over the next 10 to 15 years is in place and an outline is given of some of the most important underground sectors. Other proposed projects such as the underground roads system and the deep level sewers are briefly described. Together they demonstrate the very significant volume of underground construction scheduled for the next century in Singapore.

Research and development of tunneling technology is rapidly taking its rightful place as an important ingredient in the Nation's research and development strategy. The state of technology in tunneling is very important to the Federal Government. Through its support, both direct and indirect, of a wide range of public works, our government, using the taxpayer's money, is the biggest buyer of tunnels. So that this money is spent wisely and efficiently, it is important that potential developments in tunneling technology that promise lower cost tunnels be pursued, if the cost of reaching the goals is commensurate with the prospective benefits. For too many years, the Federal Government's activities in the tunneling technology field were fragmented. Recently, specific coordination efforts have been initiated. It may surprise some to realize that the total Federal expenditure on excavation technology research and development, which is largely devoted to underground excavation, is growing by leaps and bounds. In fiscal year 1971 alone, approximately $19 million were expended by Federal agencies. This current fiscal year (FY 1972) that amount will increase to $24 million. It would appear that next year we will exceed the 1972 expenditure by 52 percent to bring the total FY 1973 expenditure up to $36 million. The Galore Creek Mine project is one of the newest major mining projects under development in Canada. The project is located in a very remote area of northwestern British Columbia and is being developed by NovaGold Resources and Teck-Cominco of Vancouver. The mine project comprises one of the largest and highest grade undeveloped porphyry-related gold-silver-copper deposits in North America. In order to access the mine site a new 120 km road is required including a 4.4 km mine access road tunnel. Glaciers with heavy snow pack cover approximately two-thirds of the tunnel alignment with a maximum cover of 1200 m. The size of the access road tunnel is about 50 m2 and has been designed as a large single lane road tunnel to accommodate the transport of large size mining equipment for mine start up and ongoing operations. The rock conditions along the tunnel alignment comprise very strong volcanic rocks. Key services for mining operations will be incorporated into the tunnel comprising diesel and power as well as the concentrate pipe-line. Structural portal canopies and portal houses have been incorporated into the tunnel design due to the risk of rockfalls and avalanches in the portal areas. The mine access road tunnel is a significant and critical-path component to the overall project to provide vehicular access to allow construction of the mine site. In order to meet the expected mine start up date the construction of the tunnel works have commenced prior to any other works at the mine site and will be constructed entirely by helicopter support. The tunnel works commenced in the summer of 2006 with the advanced excavation of the overburden materials at the portals. Tunnel construction from the North portal commenced in the spring of 2007. When completed, the mine access tunnel will be the longest private road tunnel in North America. The key design and constructability issues for the mine access road tunnel project are presented and discussed along with a construction status update as of late 2007.

Kobe is divided by the Rokko Mountains, runn- ing from east to west. The southern section of Kobe is highly developed in contrast with the northern section, but big, new residential pro- jects like the Hokusetsu New Town and Hokushin New Town are steadily being developed. To handle future traffic between the two sections of the city, the double-tracked Hokushin Line, now under construction, will connect the Shin Kobe Station of the Kobe Municipal Transit (Kobe's subway system) to the Tanigami Station of the Kobe Electric Railway. The locations of Kobe city and Hokushin Line are shown in Fig.-1 and Fig.-2 respectively.

"The Port Mann Main Water Supply Tunnel project provides a critical water main crossing of the Fraser River for the owner, Greater Vancouver Water District (Metro Vancouver). The project consists of two 60-metre-deep slurry panel shafts and a 1-kilometre-long, 3.5-metre excavated diameter tunnel located near Vancouver, British Columbia, Canada. The initial tunnel lining is a precast concrete steel fiber reinforced gasketed segmental lining. The final lining is a 2.1-metre-diameter welded steel pipe. This paper describes the challenges encountered during tunnel construction and the solutions implemented. Key challenges include earth pressure balance tunnelling at up to 6 bar pressure—the highest to date in Canada—a water-crossing without surface access for the majority of the tunnel drive, ground freezing from a river platform for a critical TBM intervention, and boring through cobbles and boulders in dense glacial till. INTRODUCTION Metro Vancouver supplies drinking water to 18 municipalities, one electoral district and one treaty first nation, serving a population of more than 2.4 million residents. Water is collected in three mountainous watersheds to the north of the Greater Vancouver area, in southwestern British Columbia, Canada. To supply the growing demands of Metro Vancouver’s customers, treated water must be conveyed across two significant water bodies: the Burrard Inlet and the Fraser River. The existing Port Mann water main is one of several key links between the watersheds north of Vancouver and the municipalities south of the Fraser River. The Port Mann Main Water Supply Tunnel (PMMWST) is the first of a series of upgrades, to increase capacity, enhance scour protection, and improve seismic resilience. The new tunnel is 3.5 metres (11.5 ft) in diameter and 1 kilometre (0.6 mi) long. When completed, it will contain a new 2.1 metre (7 ft) diameter steel water main that will help ensure the continued, reliable delivery of drinking water to these municipalities, and will more than double the capacity of the existing 1.2 metre diameter main."

This paper discusses the challenges faced by the design team of the under-river crossings of electric transmission feeders in New York City, a densely populated urban area. The under-river crossing of a 345 kV feeder was initially designed as Horizontal Directional Drilling (HDD), but was redesigned as a utility tunnel because of site con¬straints on both sides of the river. Multiple studies addressed location, available tech-nologies and costs. Multiple soil investigation phases addressed design aspects of HDD, as well as tunneling. Contractual issues varied from a design build alternative with Geotechnical Data Report (GDR) to design tender approach with GDR & Geotechnical Baseline Report (GBR).

Tunnelling with hydraulic drills has been a success in Norway. In the fall of 1976 excavation of tunnels for the development of the Aabjoera scheme was started. Two and a half years later a total of 25 kilometers of tunnels are completed. During the most busy period 5 rigs with hydraulic drills were in operation. GENERAL INFORMATION. Aabjoera Hydro Electric Plant is located in the central part of Norway (Fig. 1). The scheme covers a mountaineous area between the Tosen Fiord and the valley of Namdalen. Water from the area of precipitation is transferred through 5 tunnels to the main reservoir. From here the water is conducted via a 10 km long, unlined supply tunnel down to the Kolsvik power station. The power station is situated underground with a short tailrace tunnel out in the fiord. Average head of water is 507 m. The Aabjoera plant is jointly owned by Helgeland Kraftlag A/S, 8650 Mosjøen and Nord-Trøndelag Elektrisitetsverk, 7700 Steinkjer. The Civil Engineering Division of the latter company has acted as Consulting Engineers for the scheme. General contractors for the whole scheme has been Ing. F. Selmer A/S, Box 6035, Etterstad, Oslo 6.
