(written discussion *).-Professor Howe, with characteristic thoroughness, has demonstrated that Professor Jeffries' "Reversed Inheritance" explanation of the case in question is contrary to fact, as shown by many previous observers. Since the photographs were my own, I feel it my duty to say a few words in discussion. In the first place, it is to be noted that these photographs were of pressed powders, and although many of Professor Jeffries' original experiments were made from this kind of material, the nature of such a specimen must of necessity be different from that of the fused metal, although the same basic laws of grain growth may apply in both cases, certain factors, such as the rate of change, for example, are undoubtedly different in each case. That the 1000° C. grain is a natal grain is evident from its appearance contrasted with the more perfectly formed, though smaller, grains in the 1300° C. photograph. I am not sure that Professor Howe's explanation of the formation of this grain is necessarily the correct one, although it agrees with. Stead and Carpenter's results. I am inclined to think that this grain may have been formed on heating, because I have been able to produce grains of the shape and magnitude of Stead and Carpenter's grains by heating to 850° C. pure electrolytic iron, which has been subjected to a strain gradient. On reheating to 1300° C., the mobility being so much greater, the individual crystals had time for unhampered re-arrangement and growth after their second refinement on passing Ac3, so that we have in this case a true fused metal condition in which the individual crystals are arranged in true equiaxed grains of a size consistent with their high temperature anneal. In this case the grains are equiaxed, inheriting none of the columnar tendencies of the previous grain, because they were not affected by any strain gradient, except possibly some accidental local gradients. It seems to me that the introduction of pressed powders into the discussion of grain growth, where allotropic changes take place, unnecessarily complicates an already complicated problem.

This paper presents methods in use in British coal-mines for the suppression of dust. While the effect of present-day treatment will not be apparent for several years, in pits in South Wales, concentrations as high as 50 gm./1,000 cu. ft. were some years ago fairly common in various operations at or near the coal-face, with an average concentration of 20 gm./1,000 cu. ft. Now the average concentration in what were previously dusty pits is probably not greater than 3 gm./1,000 cu. ft.Nevertheless, every effort must be made to improve conditions still further. In South Wales it is claimed that 99% of the coal-faces requiring treatment have been dealt with either by wet cutting, infusion, or hand-spraying. The extent of the treatment by these methods can be gauged by the fact that the total length of coal-faces now being treated by water infusion in Cardiff and Swansea areas is about 33,000 yds., by wet cutting 25,000 yds., and by hand-spraying nearly 14,000 yds. The influence of methods of mining upon dust production is only mentioned very briefly in this review, and there is no doubt that much more is to be learned concerning this aspect. It can be stated, however, that good mining practice is essential to prevent unnecessary dust production, and the problem of dust in mines will be solved only by the closest co-operation between mine managers, workmen, and scientists.

Oceana Gold (New Zealand) Limited (OceanaGold) has commenced mining operations at the Globe-Progress mine in the Reefton Goldfield, an area that historically produced 2.1 million ounces of gold from underground quartz lode deposits. During the construction phase of the operation, advanced exploration programmes targeting near-mine prospects commenced. The focus of this ongoing exploration is the discovery of near surface, refractory gold deposits that are amenable to open-pit mining methods and treatment through the Globe-Progress process plant.   One such discovery is the Supreme deposit, located along strike approximately 3 kilometres to the south of the Globe-Progress mine. The Supreme area was tested extensively with diamond drilling in 2006, defining a deposit with similar mineralisation styles and grade to the Globe-Progress deposit. The mineralisation comprises a central core of gold-bearing quartz veins, locally containing visible gold, surrounded by a more extensive halo of refractory, disseminated gold associated with an arsenopyrite-pyrite sulphide mineral assemblage. Three subparallel mineralised structures host the mineralisation. These structures are highly oblique to the country rock orientations, extending approximately 250 metres along a northeast-southwest strike and at least 220 metres down-dip, with an average thickness of 12 metres and moderate dip to the southeast. Records of historical workings indicate that mineralisation extends further down-dip and remains open at depth. 5175 ounces of gold were mined historically at the Supreme deposit. OceanaGold have defined an Inferred Resource for the Supreme deposit of 0.84 million tonnes at 1.46 grams per tonne for a total of 40 000 ounces (at a 0.8 grams per tonne cut-off). Higher-grade zones of mineralisation exist within the deposit and further drilling is planned to test the extent, continuity and geological controls of the mineralised structures.

The surface chemistry features of spodumene and feldspar were investigated by XPS, zeta potential measurements and first principle calculation. The results indicated that the zeta potential of feldspar was more negative than that of spodumene. The most possible active sites on spodumene and feldspar were Al sites and O sites. However, the number, type and activity of these sites were different. The flotation behaviour of five new collectors (cationic collector decyloxy-propyl-amine (DPA), anionic collector α-bromododecanoic acid (α-BDDA), N-Dodecyliminodiacetic acid (DIDA), and mixed collector DPA-BDDA and DPA-DIDA) were investigated through micro flotation experiments and analysed based on the surface chemistry features of spodumene and feldspar. The results revealed that cationic collector DPA processed a high collecting capacity for both minerals. The highest recovery of spodumene and feldspar was 91.60% and 95.30% respectively. The anionic collector α-BDDA and DIDA showed poor flotation behaviour. The recovery of spodumene and feldspar when using α-BDDA as collector was less than 5% and when using DIDA as collector was less than 1%. For the mixed collector DPA-BDDA, the recovery of spodumene and feldspar was 82.27% and 32.61% respectively at pH 4.5. For mixed collector DPA-DIDA, the recovery of spodumene and feldspar was 35.69% and 9.08% respectively at pH 5.8. The results indicated that the cationic collector had high collecting capacity, but low selectivity. The collecting capacity of anionic collector for spodumene and feldspar was poor at the same concentration compared with cationic collectors. Mixed collector DPA-BDDA showed good flotation behaviour and selectivity on spodumene. The ―COO- in mixed collector might improve the selectivity. However, too much ―COO- would increase the electrostatic repulsion, which might cause low selectively and poor recovery. IT has long been known that the outside skin of tool steel frequently exhibits properties widely different from the interior of the mass. Within the last few years it has been generally recognized that many of these properties were clue to surface decarbonization. The origin and effects of this altering of the composition have been but little studied. C. M. Johnson' arrives at the conclusion that, in annealing, "the most active agent in surface decarbonization is the rust or scale (present on the surface), which is actually reduced to metal at the expense of the carbon in the steel to which it adheres." W. H. Hatfield in his admirable paper, The Chemical Physics Involved in the Decarburization of Iron-Carbon Alloys,' has given us the most tenable theory of the removal of carbon from iron. While Mr. Hatfield's work has been principally clone in connection with the annealing of white cast iron to produce malleable castings, it is frequently applicable to the decarbonization of tool steel. The following equations which he proposed have been fully borne out by the author's experiments: 2Fe3C + 2CO2 = 3Fe2 + 4C0 2C0 + 02 = 2C02 Continuous 2C02 + 2Fe3C = 3Fe2 + 4C0 It is the purpose of the author to show, in a quantitative manner, the effect of various treatments in eliminating the carbon in tool steel. Some of the phenomena of the decarbonized surface will also be described, as well as the practical problems they present to. the manufacturer and user of tool-steel products.

Discussion of the paper of J. V. EMMONS, presented at the Pittsburgh meeting, October, 1914. and printed in Bulletin No. 93, September, 1914, pp. 2233 to 2248. ALBERT SAUVEUR, Cambridge, Mass.-Mr. Emmons is to be congratulated for having placed before us in so forcible and satisfactory a manner a question of much importance-that of the surface decarbonization of steel. Of course, both manufacturers and consumers have known for many years that during the heat treatment of high-carbon steel, surface deca.rbonization is always likely to occur to a greater or less degree, but the subject does not seem to have been investigated with the method and thoroughness it deserves. I am in substantial agreement with Mr. Emmons's conclusions, and I have but little to add to what he has so well said. His statement that carbon dioxide is just as effective an oxidizing agent as pure oxygen is likely to cause surprise and some will wonder whether his investigation has been carried far enough to warrant so unexpected a conclusion. The reaction C + 0 = CO, expressing the oxidation of carbon by pure oxygen, is decidedly exothermic, whereas the reaction C + C02 = 2C0, expressing the oxidation of carbon by carbon dioxide, is endothermic. Decarburization by pure oxygen, therefore, should take place much more readily than by carbon dioxide. One cannot help regretting that the author does not mention' the best way of preventing in a practical manner surface decarbonization while treating tool steel and other high-carbon steels.

FLANKING the Valley of Mexico on the northeast is a mountain range known as the Sierra de Pachuca. This northwesterly-trending range is about 30 miles long and 5 miles wide, its summit attaining an elevation of more than 10,000 feet above sea level, or 2000 feet above the valley floor. Pachuca, a town of 50,000 inhabitants, lies nestled at the southwest base of the range, 60 miles northeast of Mexico City. Three miles to the east, just over the summit and on the northeasterly slope, is the mountain town of Real del Monte with a population of about 20,000. These are the two principal towns in a 40-sq mile area whose yield has brought the district to its high rank among the world's silver producers. Total production probably exceeds 1.25 billion ounces of silver and 4.5 million ounces of gold. Exploitation by the Spanish was under way by 1530. As the mines were deepened operations became handicapped by the inadequate method of handling water with horse whims and bull skins. To offset this disadvantage a two-mile drainage tunnel was started in 1749 and completed ten years later. John Taylor of London acquired the mines from the third Count of Regla in 1824 and formed the Compania de Real del Monte y Pachuca. Two years later Cornish pumps were brought from England. A Mexican company purchased the British interest in 1848 and within a few years resumed an old project of driving a second, lower three-mile drainage tunnel, completing it in 1857. After American interests acquired control of the property in 1906 operations expanded to an unprecedented scale, despite periods of political strife, unstable prices, labor problems, and a growing burden of taxation. An idea of the scale of operations may be gained from records of the last two decades prior to 1947, the last year for which production information is at hand, during which time production ranged from 1.4 million to 1.1 million tons per year, and the combined development and exploration, exclusive of diamond drilling, amounted to about 18 miles annually. Pachuca differs from Zacatecas and some other Mexican silver vein districts that flourished and declined in earlier centuries in that a substantial part of its total production was made after 1900. While the district's accelerated activity in this century was largely due to the successful application of the cyanide process to the treatment of the ores, improved pumping methods, and new mechanical equipment, it was at the same time stimulated by the opening up of important new orebodies as a result of active and extensive exploration of the vein system. Some of these orebodies were found on veins which terminate upward far below the surface, and though these particular veins do not crop out, they show relationship with a type of alteration which may be their surface expression. The district has been studied by many able geologists, and a large store of information has been accumulated, much of which is recorded in published as well as private papers. Wall Rocks Extrusive Rocks: The Sierra de Pachuca is a thick accumulation of Tertiary eruptive rocks consisting mainly of flows, breccias, and tuffs. Numerous recognizable volcanic vents within the range itself manifest that the range was built up by material ejected from these vents. The maximum thickness of the volcanic pile is not known, but from deep exploration and from relationship with Mesozoic sediments to the north and east it is inferred that the average thickness in the main part of the district may be at least 6000 ft. The extrusive rocks comprise four general types, which in ascending order of age are: andesite, rhyolite, dacite, and basalt. The veins are confined largely to the andesite, the dominant rock of the region. SMCRA contains five principal regulatory provisions that form the basis for its implementation: Performance Standards Performance standard safe intended to ensure that all surface mining is conducted in a way that protects the environment and the public and ensures that the mined land is restored to productive use following mining. Permits Before developing a surface or underground coal mine, an operator must have a permit issued under SMCRA. An application for a permit to conduct a surface coal mining operation is a detailed document that consists of text and numeric data describing the proposed mining and reclamation. Information must be furnished on pre-mining environmental conditions, existing land use, proposed mining and reclamation, how the performance standards will be met, and the post-mining land use. This provides the regulatory authority with the information necessary to determine that the operation can be conducted in accordance with the regulations. Performance Bonds Before a permit can be granted, an operator must post a performance bond sufficient to cover the cost of reclaiming the site in the event the operator fails to complete reclamation. The bond is not fully released until all performance standards have been met and reclamation of the site has been determined to be successful after five years in the East and Midwest, and after 10 years in the arid West. However, the bond can be partially released as various phases of reclamation are completed. Inspection and Enforcement If a violation of SMCRA or of a state surface mining and reclamation law is observed, an inspector issues a notice of violation to the operator. The violation must be corrected within a specific time, and the operator may also have to pay a fine based on the severity of the violation. If the violation is not corrected, acessation order is issued to immediately stop active coal mining, and the operator must pay a fine. If a violation is especially serious (for example, creates an Following reclamation, the land was immediately put back into agricultural production. Today, grain and corn crop yields have continually exceeded targets. 2 imminent danger to public health or safety or causes significant damage to land, air, or water resources) the inspector immediately issues a cessation order. An operator must correct all violations in order to obtain permits for new mines. Lands Unsuitable For Mining Congress recognized that certain coal deposits cannot be mined without permanent damage to unique cultural or natural resources. As a result, SMCRA protects these resources in two ways: It prohibits mining within the boundaries of national parks, forests, wildlife refuges, trails, wild and scenic rivers, wilderness and recreation areas; in areas which will adversely affect sites listed on the National Register of Historic Places; and within a restricted distance of occupied dwellings, public roads, buildings, parks, schools, churches, and cemeteries; and Provides a process that allows anyone whose interests may be adversely affected by proposed mining to petition to have specific lands designated unsuitable for mining.

Table I identifies the maximum cost of the individual provisions with spoil disposal in Appalachia leading at $3.98 per ton, This was followed by deep mine subsidence control and monitoring at $1.66 per ton. At the request of the U.S. Department of Energy, the Bowser-Morner Testing Laboratories of Dayton, Ohio, evaluated Consol's cost estimates for 14 of the 21 regulatory provisions the company studied. It is interesting to note that Bowser-Morner concluded that Consol's estimates of costs were very conservative and that the actual costs will be substantially higher than what the company reported. In 1978 a joint committee of the National Coal Association and the American Mining Congress made estimates of cost impacts under 11 OSM permanent rules (see Table II). Six rules applied to mid-western strip mining were projected to cost $6.52 to $17.17 per ton. Five rules applied to mid-western strip mines showed costs ranging from $.91 to $6.11 per ton. Three rules applied to deep mines (regardless of region) were seen raising costs from $ .57 to $2.67 per ton. The joint committee reported trouble developing overall figures because member firms used widely different assumptions in calculating their costs. That same statement could no doubt be made when comparing most cost data available today.

The way and methods used for the surface mining of bauxite until the end of the twentieth century in the area of Ghiona, resulted in a significant burden to the natural environment, especially in the cases where it covered extended parts of forests and forest areas as well as important geomorphological formations. The impacts from the surface mining of bauxite which in fact constitute the object of this study relate mainly to the interruption of the natural continuity of the land relief and the alteration of the natural geomorphological activities and are due to: a) the alternating excavations with fronts of great heights, b) the depositions of large volumes of waste materials which originate from the revealing of the ore and c) the dense road network constructed in order to get access to the mine locations.

(This paper reviews the reasons for and the principles followed in designing and constructing complete new surface works at the mine of the Zinc Corporation Limited, Broken Hill, New South Wales, and describes the layout, plant, buildings and services.)The Zinc Corporation mine produces high grade lead, silver and zinc sulphide ore. Lead and zinc concentrates are sent by rail to Port Pirie, where the lead is smelted and the zinc concentrate is shipped to Tasmania, England and other overseas countries.Some time ago consideration was given to the advisability of sinking an additional shaft. For some years the old main shaft had been working at full capacity and developments underground had indicated that the mine would eventually be capable of an output greater than that which could be handled through the shaft. It was therefore decided to sink a new main shaft and the site chosen was in footwall country 900 feet south of the old main shaft. The reason for the move south was so that the new shaft would be opposite the centre of gravity of the ore-bodies at depth. The size of the new shaft is 27 ft. ,6 in. x 15 ft., and the work was put in hand early in 1936.It was intended to haul the whole mine output through this shaft, which was 1,600 feet from the mill then operating. An extensive conveyor system thus became necessary unless a new mill was built near the shaft. The interaction of talc with carboxymethyl cellulose, a polymeric depressant currently used in the mining industry, was investigated. adsorption isotherms, infrared spectoscopy and microflotation studies were performed to determine the surface properties of the depressant at the talc-water interface. Solution conditions were varied in ionic strength, pH and the presence of magnesium ions. The adsorption of the anionic polyelectrolyte, carboxymethyl cellulose onto the talc surface was greatly influenced by the solution ionic strength and pH. Limited adsorption, and therefore depression, occurred at high and low ionic strength. Adsorption, and thus talc depression, improved greatly with either increased ionic strength or reduced pH. With the addition of magnesium ions, talc depression was shown to improve considerably. The improved depression is likely to be the result of the formation of a magnesium ion-carboxyl complex.

To have been invited to deliver this second CMMI lecture is an honour that I deeply appreciate. But, when I contrast my qualifications for delivering it, with those of Sir Alistair Framet, who delivered the inaugural lecturet in the series, or with those of other members of the Council, I feel rather an imposter. Far from having been a miner al my life, I have been associated with the mining industry on a part-time basis for a mere eight years. However, I encourage myself with two recollections. The first is the admission of the great Sherlock Holmes that he was often guided to the truth by the erroneous opinions expressed to him by Dr Watson. I may be able to perform a similar service for you. Secondly, I recall that, when I was a member of the Diplomatic Service, I was quite often asked to address representative gatherings of such professional people as the police, architects, dress designers, teachers, doctors, funeral directors, bird fanciers, and so on. Since it would have been pointless to pretend that I was expert in any of their businesses, I used to resort to the technique of announcing as my theme' A diplomat looks at the police' or whatever profession it was. They fortunately took it as a compliment that their profession was apparently one that diplomats spent a lot of time brooding over. They could also afford to laugh of any criticism that I might make because it could be ascribed to ignorance rather than informed malice. I hope that you will do the same.

Occasionally in the application of the austenitic chromium-nickel steels to corrosive conditions, failures have occurred by cracking without serious general over-all attack of the metal. As pointed out by Foyt and Scheil(1),2 and by Scheil, et al.(2) as well as by Hodge and Miller(3), the stress-corrosion failures that have occurred have been limited in number, and have taken place only when the steels were exposed to certain corrodents. These investigators have stated that while stress- corrosion cracking can be intergranular in nature and originate at the grain boundaries of the austenitic chromium-nickel steels, it can also take place in trans- granular fashion. They have shown that the cracking may be either initiated at the grain boundaries and may propagate along grain boundaries for some distance and then suddenly extend across grains, or it may begin in a transgranular fashion and suddenly proceed along grain boundaries until the cracking stops. Their data further show that when austenitic stainless steel is subject to intergranular attack, stress will concentrate and cause cracking in service. These investigators have studied the effect of the metals titanium and columbium which are added to the steels to impart immunity to intergranular attack, and molybdenum which is added to improve resistance to general corrosion.

Recently, the President of the Portland Cement Association, Robert D. Maclean, gave the keynote address at the Rock Products Eighth International Cement Industry Seminar. He said, after listing the seven plagues our industry is suffering, "none of these items I have listed is a sales or marketing problem. Further, none is a problem that can be relegated to long-term study by public or private research agencies. They are here-and-now problems to be faced daily by producers, researchers, equipment manufacturers and consultants. THE DAY OF THE PRODUCTION MAN IS HERE." (1)

Disposal of mine water is a worldwide problem occurring in the coal and gold as well in the metal ore mining areas. Since southern Africa is a (semi) arid region, mining effluents should be treated to qualities such that they can be used for agricultural purposes or that they can be discharged in river system. Studies have shown that partly treated acid mine water can be used for irrigation. A copper mine in Botswana plans to use 5 M/d of treated mine effluent for the irrigation of agricultural product. The results of this study showed that when applying the biological sulfate removal technology the produced sulfide precipitated the metals in the mine effluent, such as nickel, Zn and Mn, to metal sulfide (MeS).

During the latter part of the twentieth century exploitation of mineral resources, and gold mining in particular, experienced a resurgence in Europe, with major mining houses and many junior companies involved in exploration and subsequent mine development. Gold projects in particular were actively encouraged and exploration programmes and permitting studies initiated in more than 15 countries, both within the European Union (EU) and the former eastern bloc. During the initial period, governments in many countries provided active support. Following a series of negative environmental mining incidents in the latter part of the century public opinion, often ill-informed, led to political pressure to withdraw governmental assistance. This in turn resulted in the revocation of exploration licenses, and ultimately to the failure to develop a number of potentially world-class mines within the region. Despite these setbacks, gold production in Europe continues, and is probably higher now than 20 years ago. The mining industry is currently coming to terms with both changing attitudes of governments, and the increase in scope and prescriptive nature of legislation. Recent experiences, particularly in Greece and Turkey, exemplify the problems faced by the industry in the region, which are causing major mining companies to reconsider future activities in Europe. The paper presents an overview of European gold mining and its environmental performance in the context of international practice, new legislation, and public perception of mining generally. The rationale of governments in withdrawing support for the industry is questioned, and the feasibility of achieving sustainability where there is no level playing field globally is reviewed. The question is posed to governments, regulators and mining companies alike as to whether there is a future, not only for gold mining, but for the minerals industry in general, within the EU.

Post-super-cycle mining executives must exploit every aspect of the value chain to deliver continued value to stakeholders. Integrating enterprise-wide information technology with value-chain-wide operational technology, known as IT-OT integration, is essential to extracting optimal results from the value chain. Mining companies trail other industries with respect to IT-OT integration across the value chain. Manual data consolidation and value chain optimization using spreadsheets and human intelligence are widespread practices within the industry. Increasing automation with smart devices and controllers means the volume and velocity of data will soon increase beyond human abilities. Enterprise Architecture provides a method for aligning information technology with the business operating model to successfully implement IT-OT integration. A Value Realization Framework (VRF) provides a means for predictable traceable value realization from IT investments and assets. With these principles, frameworks, models, methods, and techniques, mining organizations can accomplish IT-OT integration that provides their executives with a strategic value-chain-aligned platform for sustained value realization over the long term.
