Despite extensive oil exploration in"Western Australia over the past 12 years no commercial oil fields have yet been found. A total ' of 66 test wells have been drilled throughout the State but only Rough Range No.s.. 1 and 1A have produced oil in significant quantities. Active oil exploration is now in progress in the" Canning, Carnarvon, Perth, Bonaparte Gulf and Officer Basins. Test wells have been drilled' in ,all of these except the Officer Basin, where the subsurface stratigraphy is still unknown. Large .areas of the other four have hot yet been drilled. It, is- probable that. commercial oil deposits will eventually be found' in these basins as they contain thick marine sequences, and have structures 'suitable for.,the. entrapment of oil. .

A good deal of dialogue has been published and voiced concerning one mining regulation or another, that, according to those raising the issues, in effect shuts down or drastically reduces mine and/or mill reduction. The objective of this discussion is to there fore synthesize the various regulations affecting the uranium mining industry and attempt to realistically assess the extent of impact to yellowcake production - on both an individual and collective basis. Emphasis is placed on the later or newer permitting requirements under the Mill Tailings Act, Underground Injection Control Program, the Consolidated Permit Program, and the Resource Conservation and Recovery Act (RcRA).

In October 2005 Phelps Dodge mining, a US based company, visited several Australian mining companies and mine sites to ascertain the current applications of risk management methods in the organisation. The results of this review, documented by the author, indicated a ælayeredÆ approach from high level site or major hazard analysis through to face level, æstop and lookÆ, methods. The approaches of several companies were summarised in one simple layered model. This model is helpful to other sites and companies to identify potential improvements but also offers an image of best practice that may assist with the governance of OH&S by both company boards and community regulators. The issue is particularly relevant as we discuss national consistency in mining regulation. This paper examines the layered model, the company and site approaches that helped define the model, as well as the suggested implications of the layered model to governance.

DRILLING CONSIDERATIONS In considering blasting it is necessary to consider the drilling and explosives since one is generally concerned with the total cost of muck of a certain size in the pit or through the crusher. To get a current idea of the drilling situation in open pit mines plotted in Fig. 1 are the drilling costs per ton of material vs. hole diameter for rotary drill holes in large limestone, iron ore and taconite operations. The exception is the 2-in. diam hole which was drilled with a percussion drill in limestone. Each curve in Fig. 1 represents a different operation and the data cover many months of production drilling. The costs are total operating and maintenance and do not include machine depreciation. As the hole size is increased so are the machine size and the investment. Providing the tonnage is available to be drilled, then as the machine size goes up so does the productivity-markedly-and this same shape of curve applies. In some instances it is even steeper. The interesting thing to note is that in each case studied there is a substantial drop-off in cost/ton as the hole size is increased. This is true for the softest material considered, limestone, through to the hardest, taconite. How has this come about? In going from 10-in. to 123-in. diam holes, the powder factors have generally stayed about the same and the same type of muck has been produced. To date this has been mainly in the softer materials but it has also been steadily taking hold in the harder ones. On this basis, then, patterns are generally expanded as the ratio of the hole diameters or close to it, if the explosive type is kept the same. In the harder rocks the cost per foot of hole has increased somewhat so that the overall reduction in drilling cost per ton is about 25 pct. The mining industry of Canada, stretching from coast to coast and reaching into the most remote regions of the country, is of fundamental importance to the national economy and the well being of many communities outside the main urban areas. The production, processing and transportation of a host of mineral products provide employment for about 9% of the country's labour force; and their shipment to export markets provides an important contribution to the balance of payments. In 1976 Canada's metal and mineral production had a value of $5.24 billion, of which zinc and lead accounted for $862 and $129 million respectively, or 19% of the total. By all standards the Canadian zinc and lead industry is large and, therefore, important to the country as a producer and the world as a supplier. This report will review the development, describe the present status and discus current problems and future potential of the industry. The discovery and successful development of the major lead-zinc deposits at Kimberley, British Columbia, provided Canada with a solid base from which to grow. The breakthrough in metallurgical technology using differential flotation to separate the lead and zinc sulphides and the refining of high purity metal by electrolytic methods not only helped Canada to compete with other world producers but also provided a new source of these metals at prices and qualities that encouraged the development of new end uses.

Mechanical raise and tunnel boring are new techniques to most of the mining industry. Coal, salt and potash have been bored economically, but until recently boring machines were not designed specifically for rock boring in underground mining. The construction industry has led the field of rock boring since 1854 when the first tunnel boring machines built by James S. Robbins and Associates went to work at Oahe Dam, South Dakota. Since that time the company has built boring machines for tunneling through ground conditions varying from cohesionless soil to hard rock, and in diameters ranging from 7 feet to 36 feet 8 inches. It is natural that the construction industry got the jump on mining with the use of mechanical rock boring equipment. Mines have looked for the long range answer to problems of underground excavation and they have chosen proved and established techniques they expect to employ for the next ten or twenty years. The mine development was laid out to accommodate these techniques.

The paper is a general description of the U.S. lead and zinc industries as they are now compared to ten years ago and the effect of recent world-wide developments. Topics of interest concerning lead are the present and potential growth of the lead-acid battery business, the potential hazards of having one outlet for a major proportion of production, the expanding U.S. secondary lead production, the hardships of stringent hygiene and environmental regulations and the future supply and demand outlook. The present poor condition of the U.S. zinc industry caused by an oversupply of zinc metal - mostly in Europe - is discussed and also the shifting markets influenced by the automotive programs to reduce the weight of cars and the continuing high mine production due to the mixture of metals contained in the massive sulphide deposits which contain a major portion of the zinc metal reserves. This is all tempered by technical advances in die casting and the emphasis on the protecting of steel with zinc to prolong its useful life. New U.S. mine and smelter production facilities will be restrained due to lower cost foreign zinc from better grade ore deposits and the insistence by Governments for refining capacity to be constructed in the country that the ore is mined.

During the past several years, Raymond Kaiser Engineers has prepared numerous studies concerning the technical and economic feasibility of coal exporting facilities in the western United States. Perhaps the most striking conclusion to be drawn from these efforts is that many people underestimate the complexity of the highly competitive, dynamic coal marketing system which includes coal loading terminals as an essential but relatively low-cost link in the energy production and delivery chain. The title of this paper, "The Status of Western United States Coal Ports - An Economic Assessment," should not delude anyone into thinking that the future of western U.S. coal- exporting ports has now congealed into a well- defined economic plan. As this paper will demonstrate, the situation is complex and more dynamic than ever and promises to remain so into the late 1980's.

The mines in western Canada producing steam coal will find a better opportunity this year to market their product in Winnipeg - for two reasons: First, the new wage schedules, signed with local unions at each mine, have enabled them to reduce the selling price materially. Second, the duty on slack coal coming in from the United States has been raised to 50 cents, which is equal to the duty on run-of-mine coal. This has had the effect of raising the cost of mine-run to .the importer. Formerly, it was the practice to bring in slack coal under a duty of 14 cents and lump coal under a 53-cent duty and, by judicious mixing of the two, manufacture a mine-run coal at an average duty cost of about 22 cents. Fortunately, through efforts of the Alberta Government, and other friends of the Canadian coal trade, the Federal Government was persuaded to adjust the duty on slack coal as indicated. While it will be found that the Manitoba market, this season, is slightly more easy of access we have still a long way to go before we reach the desired goal. Geographically and economically the Manitoba market should belong to western Canada. However, it has been found a very profitable market for United States mines because large tonnages of coal can be shipped, practically at the convenience of the mines, via the Great Lakes, during seasons of slack business. They will therefore not relinquish this market without a struggle.

The world steel industry underwent rapid growth from 1950 to 1970. Since that time, production growth has been relatively slow, with declining production in the developed countries and increasing production in some newly developing countries. Since 1970, Western World crude steel production has been static at around 450 million tonnes, with cycles around this level in a 100 million tonnes band.

The primary steel industry of the Prairie Provinces consists essentially of three companies whose total annual melting capacity, as of January 1, 1963, was 333,000 net tons. These companies have steel rolling facilities. In addition, there are five other companies producing steel castings by melting scrap in electric furnaces which, with the plants having rolling facilities, gives a total annual furnace melting capacity of 380,000 tons. Since 1954, the annual production of steel ingots and castings has ranged from a low of 66,588 tons, in 1954, to a high of 211,138 tons in 1961. The present facilities on the Prairies for making steel ingots from scrap, and rolling them to produce light merchant mill products, appear to be sufficient for many years ahead. Steel scrap, as electric furnace feed to make steel ingots for the present line of products, will probably continue to be available at reasonable prices either on the Prairies or from the north-central United States. It is recognized, however, that residual elements in scrap may be-come of greater significance and necessitate more rigid control of scrap quality.

Traditionally trucks have dominated haulage in open pit mines. Only recently have conveyors begun to be used in the long haul and high lift duties of surface mines. Steep angle conveyors are proven versatile systems for elevating or lowering materials continuously at steep angles to 90¦. This paper describes the design of a bucket-type steep angle conveyor that was developed as a joint research project between the Western Australian School of Mines and the Maanshan Institute of Mining Research in China. The steep angle conveyor can be used as a viable option for transporting blocky ore from open pit mines. A pilot conveyor was constructed and tested to determine its technical and operational feasibility. Furthermore, a computer model based on Matlab mathematical modelling software was developed to simulate the performance of the pilot conveyor. The model enabled to determine the design parameters of industry-scale conveyors to yield satisfactory performance. These conveyors become very cost-effective for those mines having large mine lives and depths greater than about 500 metres.

Recognition of the Growing Importance of Iron and Steel Few Canadians have yet become aware that Canada's vast iron ore resources, the greater part of which is only now beginning to be developed, will inevitably have a profound effect on the entire Canadian economy, benefitting in some measure the lives of all Canadians. The great iron mining developments of Ontario, Newfoundland, Quebec, and Labrador are destined to make Canada one of the world's major producers and exporters of this material, on which our industrial civilization is?based. These developments will create new employment, new communities, new transportation facilities, and new investment opportunities. Iron ore is the foundation and the keystone of modern mechanized civilization. The most prosperous nations of the world are the highest per capita consumers of iron and steel, and in these countries the per capita consumption is increasing steadily despite the advent of light metals, plastics, and other competitive materials. Three-quarters of the human race have too little steel -and consequently too little mechanization -to provide for themselves the necessities and comforts of civilized living. Progressively they will demand, and acquire, the machines, the transportation and communication facilities now lacking, and they will win them by making greater use of the world's iron resources. It is the good fortune of this generation that Canada's 'iron age' is just getting well under way.

From 1997-2000. PT INCO undertook the Fourth Line Expansion Project (FLEX) to increase annual production rates from 90-100 to 150 Mlbs Ni/year (68,000 MT Ni/yr). In 2003, PT INCO nickel production underwent a major sustainable step jump that finally exceeded the targeted rate. This paper presents the changes that led to this achievement. The focus of mining changed. Improving Ni grade was important but only if electric furnace feed met target chemistry so that on-specification slag could be produced. The intensity of diamond core drilling for exploration was dramatically upgraded, mine planning strategy was totally re- vamped and an ore chemistry quality assurance team was formed. In the processing plant, measurement systems were upgraded for better control. Teamwork between sections vastly improved. The final step jump in production occurred when the fifth hydro-electric power generator was added to the furnace grid to allow the power-starved furnaces to cruise in operation at 70+ MW. METALLURGISTS are making use of the stereographic projection to a steadily increasing extent. In the last five years no less than 20 papers in American metallurgical journals alone have employed the stereographic projection; recent books on physical metallurgy, plastic deformation, X-rays and their applications, and crystal structure use it. Mineralogists have used the stereographic projection for many years in the description of symmetry classes and crystal planes, for it presents an accurate, easily understood plot of any angular relations in crystals with all unessential features eliminated (such as the accidentally deter-mined size and shape of crystal faces). In metallography and physical metallurgy the projection is much used for the analysis of markings appearing on polished grains: slip lines, twins, cracks, structures formed by precipitation, magnetic-powder patterns, etch pits, etc. Data from certain types of X-ray photograms are most conveniently analyzed by its use, particularly those for determining the orientation of single crystals or the preferred orientation of grains in an aggregate. Calculations of how to tilt or cut a crystal parallel to a certain crystallographic plane or to reflect X-rays from a certain plane are rapidly carried out. It has been adopted almost universally to the exclusion of other methods by those studying the deformation of metallic crystals, save where the accu-racy required is greater than a few tenths of a degree. Any directional property in a crystal or polycrystalline material can be shown on a stereo-graphic projection; for example, the modulus of elasticity, yield point, etc. It has been repeatedly called to our attention that there is need of all elementary explanation of the principles and methods of stereographic projection, covering all the, common applications in the field of metal-lography and physical metallurgy. The following contribution is an attempt to fill this need. The description of each method is supplemented with references to publications in which the method has been used. "Caliche, a hardened sedimentary deposit of calcium carbonate that occurs worldwide, generally in arid or semiarid regions, is frequently encountered in Las Vegas, Nevada. The presence of a caliche layer in a soil profile affects the response of deep foundations to axial load. This paper studies the stiffening effect of caliche layers on the elastic settlement of a pile foundation. In order to evaluate the response in a layered soil-caliche profile, finite element analyses were performed on a typical-sized single pile and a pile group, both having constant diameter and length of the pile. The results indicate that the stiffening effect from the caliche is noteworthy, and a layer with a relative thickness of at least one pile width, regardless of its location, reduces the pile settlement for both single piles and group of piles systems by at least 50%.IntroductionThe presence of cemented materials in the soil profile influences the settlement response of foundations. One type of cemented material that can be found in arid places around the world is a sedimentary deposit of calcium carbonate called caliche. Caliche, a hardened sedimentary deposit of calcium carbonate, is common in arid and semi-arid urban areas, such as Las Vegas, Nevada (Wyman, et al. 1993).Caliche is mostly observed in lacustrine, river, and alluvial fan deposits (Jr.C.C 1970). It is also found in Central and Western Australia, the Kalahari Desert, the High Plains of the Western U.S., and the Sonoran Desert of the U.S. and Mexico.Some conditions required for the formation of caliche are that country or basement rocks must be a carbonate type, carbonate must be present in the soil zone of the area, climate regime is semi-arid to arid, there exists widespread capillary activity, and carbon dioxide (CO2) is present in the environment. As a result, caliche occurs as a product of the carbonization process (Atabey, Atabey and Kara 1998). In such areas where foundations are constructed on thin rock layers (caliche), special geotechnical design conditions should be considered, particularly if the supporting rock layer is underlain by a weaker material."

The Stillwater Mining Company, a partnership of The Pittsburg & Midway Coal Mining Co. and Manville Corporation, began commercial production of flotation concentrates from the western hemispheres' only primary platinum palladium deposit at Nye, Montana in March 1937. In the fall of 1987 an integrated pilot plant testing campaign of electric furnace smelling and oxygen? blown converting confirmed the feasibility of further upgrading to semi? refined matte or 'white metal". In the summer of 1990 the production smelter was brought on-line at Columbus, Montana. This paper describes the technology transfer from the pilot to the production smelter. Emphasis is placed on flowsheet development and the scale factors between the test and production furnaces and gas cleaning plants. The metallurgical results of the pilot plant and of the early months of production of the commercial works are also compared.
