Mineral royalties are one of the oldest forms of mining taxation, and were initially introduced to extract economic rents from mining. Over time, the royalty regime has become more complex as it was identified as an important policy instrument that can achieve more multi-faceted outcomes. Such a multi-tiered approach in the use of the royalty instrument is also the case with South Africa. With South Africa’s new mineral royalty regime now in place for ten years, it is perhaps time to assess its impact and effectiveness. To carry out this assessment, an econometric evaluative study was undertaken using four major commodities in South Africa, namely gold, platinum, iron ore, and coal. The study explored five different policy options for government to consider and tested them to determine the most favourable one that will realize the regime’s policy objectives. After the assessment, two major options stood out. Hence, this paper seeks to highlight which of the two options is the most favourable for consideration by policymakers. Based on that study, we find that the current structure is effective, but also recommend that the factors in the formula for refined minerals be ‘modified’ to reduce the capped profitability ratio from the current 60% to 30% and the maximum royalty rate for refined minerals from 5% to 3%. The minimum rate of 0.5% during times of depressed mineral prices and no or low profitability will not be affected.

South Africa has adopted its own code for public reporting of Mineral Resources and Mineral Reserves in 2000. The South African Code for Reporting of Mineral Resources and Mineral Reserves (SAMREC Code or Code) (SAIMM 2000) is presented here in its local and global context. The main aspects of the Code are listed and elaborated upon. The Code has been written with the participation of the major South African stakeholders in the field including Government institutions, the legal confraternity and the mining industry. The Code is modelled on, and is 90% compliant with, the Australasian Code for Reporting of Mineral Resources and Ore Reserves (JORC Code) (AusIMM 1999). The paper also elaborates on the duties and responsibilities of Competent Persons signing off resource and reserve reports and on the listing requirements of the Johannesburg Securities Exchange (JSE), formerly the Johannesburg Stock Exchange, which has officially adopted the Code. The listing requirements were updated in 2000 to incorporate the SAMREC Code and subsequently in 2002, effective 2003. The ongoing obligations of the JSE for the exploration and mining companies are being compiled and are expected to be effective from early 2004.

WHEN I was in South Africa during the latter part of 1904, there were three known tin-fields, which may be called the Cape Town, the Bushveld and the Swaziland fields. THE. CAPE TOWN TIN-FIELD. This district is situated near Kuils river, 20 miles west of Cape Town, and 5 miles from Kuils River station on the Cape Town & Stellenbosch Railway. The deposits are in granite, intrusive in the Malmesbury beds, which are supposed to be of Silurian or Cambrian age. The granite, resisting denudation better than the surrounding shales,, has formed low-lying hills, the highest of which, the Bottlelary Berg, is 1,510 ft. above sea-level. , The rock consists of quartz, orthoclase feldspar and biotite mica; tourmaline is also present. The feldspar occurs in large crystals. The rock is generally decomposed on the surface, and the decomposition sometimes extends as deep as 100 ft. This formation-granite intrusive in Silurian shales-extends for many miles to the northeast, but so far as I know the Kuils River deposits are the only ones now known to occur in it, though probably further prospecting will reveal other deposits. This particular discovery was accidental;. alluvial tin being found in the course of boring for oil. The Kuils River Deposit. This comprises both lode and alluvial tin. The lode strikes N. and S., and dips about 30° E. into the hill. It is 5 ft. wide, and composed of dense white quartz, in which pinkish-gray cassiterite is distributed in large crystals. The vein also contains considerable quantities of wolfram. Fig. 1 is a rough plan of the relative positions of the lode and the alluvial deposit, the latter, as shown, following the course of a stream, while the lode crops out on the hillside

"The South American mining community leads the world in recognition and adoption of the latest grinding mill relining technologies. Clearly this region has recognised the benefits of improved relining performance.Six of the seven RUSSELL TWIN 8 Mill Relining Systems, ordered to date, are either operating or being manufactured for South American mine sites.This paradigm shift, towards very short relining times, aims at displacing mill relining activities from the critical path of concentrator maintenance shutdown schedules.The first uses of the RUSSELL TWIN 8 Mill Relining System have seen some of the highest SAG mill new liner placement rates ever observed by RME, as would be expected with two, independent Machines working simultaneously in the one mill.The liner-replacement-rate, averaged over the whole reline, is good (27% improvement over single Machine System in the same mill) but short of full potential. This modest result can be attributed to reline crews unfamiliarity with RUSSELL TWIN 8 System operation.This paper compares a sample of conventional (single machine) RME Mill Relining System performance data with one ‘double head’ mill liner handler by others. Early performance of Escondida’s new RUSSELL TWIN 8 System performance is then compared with recent single Machine data from Escondida, immediately prior to RUSSELL TWIN 8 commissioning. RME and Escondida look to constantly improving RUSSELL TWIN 8 System performance as full operational familiarity is achieved.Also, the preparation of this paper revealed a need to develop a global industry standard for mill relining data collection. A web based platform, to develop and then distribute standardised data collection templates, is discussed in Annexure 1."

It was not until 1840 that silver-lead ore was discovered in the Mount Lofty Ranges , and developed as Australia's first metalliferous mine. The mining industry contributes significantly to all aspects of the Australian economy, generating substantial employment opportunities, investment and income, export earnings and royalties for Governments. While the mining industry in South Australia is small by comparison with Western Australia, Queensland and New South Wales, it is nevertheless a very important industry in the State.   With the discovery of the world's third largest Cu-Au-U-Ag resource at Olympic Dam in 1975, the State saw a period of intense exploration activity through the early to mid-1980s. However, failure to locate additional world class deposits saw a dramatic reduction in exploration activity during the late 1980s. A perceived lack of prospectivity was compounded by the recognition that exploration for such deposits was neither easy nor inexpensive in South Australia because more than 80% of the State is masked by surficial sand and silt.

Sewage presently being discharged into the Tijuana River Valley pollutes the valley as well as the beaches in the South Bay of San Diego, making the beaches unusable nearly year round. The SBTO will convey flows down a 8.5 m (28 ft.) by 58 m (190 ft.) deep drop shaft, through a 3.35 m (11 ft.) by 5.8 km (3.6 mile) long tunnel, and up a 46 m by 2.7 m (150 ft. by 9 ft.) riser shaft connecting to a 1.5 km (0.95 mile) of seafloor pipeline and 1.2 km (0.76 mile) of diffusers on the ocean floor. The drop shaft will be sunk through 38 m (125 ft.) of saturated sands and gravels and 20 m (65 ft.) into the dense fine sands of the San Diego Formation. The tunnel liner has been designed as a five piece, single pass, gasketed, bolted, reinforced concrete liner designed to withstand an external head of 76 m (250 ft.) of water and internal operating head of up to 27 m (89 ft.) and to accommodate movement at the numerous fault crossings. The tunnel is contemplated to be driven with a state-of-the-art Earth Pressure Balance Machine (EPBM) or slurry shield machine through a wide range of conditions from clay to gravel with boulders.

The Quesnell-Stikine arcs, in the Canadian Cordillera, are host to Triassic and Early Jurassic alkalic porphyry Cu-Au and calc-alkalic porphyry Cu-(Mo-Au) deposits formed outboard of ancestralNorth America in island-arc tectonic settings (McMillan, 1991). The majority of the alkalic porphyry Cu-Au deposits are products of a discrete magmatic event at the end of the Triassic, with a second and smaller event in the Early Jurassic (Mortensen, Ghosh and Ferri, 1995). Of the Triassic complexes, the Galore Creek alkalic intrusive suite is one of the largest and most silica-undersaturated intrusive complexes, and host to the most significant undeveloped alkalic porphyry Cu-Au resource in North America (Lang, Stanley and Thompson, 1995). Because of the common presence of feldspathoidal-bearing rocks in the complex (Enns et al, 1995), Galore Creek likely represents an end member example of the alkalic porphyry Cu-Au class. The Galore Creek alkalic Cu-Au-Ag porphyry district, located in NW British Columbia (Canada), contains 12 mineralised prospects (Enns et al, 1995; Micko et al, 2007; Schwab et al, in press) with a total measured and indicated resources of 785.7 Mt at 0.52 per cent Cu, 0.29 g/t Au and 4.87 g/t Ag (NovaGold Resources Inc, February, 2008). The Central Zone is the largest and best delineated. Other economically important mineralised centres include the South-West, Bountiful, West Fork and Junction deposits. The South-West Zone, the focus of this contribution, is a Cu-Au-Ag breccia-centred deposit with a measured and indicated resource of 69 Mt grading 0.42 per cent Cu, 0.69 g/t Au, 2.67 g/t Ag. Hosted in brecciated intrusive rocks, the South-West Zone is distinctly younger than the Central Zone and most of the other mineralised centres (Enns et al, 1995; Schwab et al, in press). The South-West Zone therefore preserves the late stages of hydrothermal evolution at Galore Creek. An EXTENDED ABSTRACT is available for download. THE lead district of Southeast Missouri covers an area of over 3000 square miles, including Maries County on the west, Jefferson on the east, Franklin on the north, and part of Madison on the south, or parts of ten counties. A general section of the rocks of the southeast part of this region would be about as follows, numbering from the top 1. Sandstone (the second of Missouri geologists), - 20 feet. 2. Cbert beds-beds of passage below, - 125 feet 3. Magnesian limestone, chert, and quartzite, - 100 to 300 feet 4. Lower magnesian limestone, - 100 to 150 feet 5. Gritstone and lingula beds, - 50 feet 6. Ozark marble beds, - 5 to 20 feet 7. Sandstone and conglomerate, - 5 to 90 feet 8. Porphyry, Archaean. 9. Granite, The thickness is approximate, for it is not possible to obtain the correct thickness of the various beds. No. 1 may be seen as de¬tached outliers or loose masses of a hard sandstone or quartzite, and is found on the hilltops in the southern part of Madison County, in like topographical position in Reynolds County and the western part of Washington County. No. 2 consists of alternations of chert, clay, and quartzite. It is the formation which contains most of the limonite deposits of Central and Southern Missouri. In Reynolds County shafts have pene¬trated it 75 feet. Outcrops there and in Madison would indicate it to be at least 125 feet thick. Fossils obtained in various places prove it clearly to be of the age of the calciferous sandrock of the New York system, and Nos. 1 and 2 may also be referred to the age of the second sandstone of Missouri. No. 3 consists chiefly of thick beds of ash, drab and flesh-colored magnesian limestone, both coarse and fine-grained. These beds, where they occur, in Washington, Jefferson, and the southern part of Madison Counties, contain a good deal of quartz in drusy cavities. In Washington County the limestones are beautifully ramified by a system of connected drusy cavities generally lined with minute quartz crystals arranged in botryoidal and mammillary forms, and called u mineral blossom " by the miners. This is the lead-bearing rock of Washington County, but in the southern part of Madison it does not appear to be galeniferous. It is also undoubtedly the equivalent of

Introduction. THE Georgetown mining district is located in Deerlodge county, Mont., about 20 miles west of Anaconda. It lies along the divide between the headwaters of Warm Springs creek, draining eastward, and Flint creek, flowing west and north through the Philipsburg valley. The actual divide is formed by Cable mountain, a narrow ridge running north and south, terminating to the south in low hills overlooking Georgetown lake, and to the north in a high, rugged plateau that falls off to the west to the wide valley of Flint creek. Oil the eastern, or Warm Springs, slope of Cable mountain is the Cable mine, with the Hidden Lake mine a few miles north. On the western slope is the Southern Cross group, with smaller mines, the Twilight, Cincinnati, Red Lion, and Big Bill, at intervals to the northward. The Georgetown mines lie in the hills south of Cable mountain; the Philipsburg mines, of which the Granite Mountain, Bimetallic, Hope, and Trout are the chief, form a separate group to the north, overlooking Flint Creek valley and Philipsburg. (See Fig. 1.1) The region ranges in elevation from 5,000 to 9,000 ft. It is, with the exception of the lower valleys, well timbered with small fir and pine, although Cable mountain and the higher summits to the northward rise slightly above timber line. The main valleys have the smooth contours of glaciation, and their mouths are frequently choked with morainal deposits.

"DEFINITION OF THE REGION AND ITS BOUNDARIESTHE REGION of Western Canada covered by this re-port lies between the Precambrian rocks of the Canadian Shield and the structurally deformed rocks of the eastern Cordillera, extending northward from the international border to the 60th parallel. It is some 487,000 square miles in area, with a total sedimentary fill of about 535,000 cubic miles0>. It includes parts of the prairie provinces of Manitoba, Saskatchewan and Alberta and the northeast corner of British Columbia and forms part of the geological region known as the Interior Platform, commonly referred to as the Western Canada Sedimentary Basin. The bedrock comprises carbonates and evaporites of Paleozoic age that lie on Precambrian crystalline rocks and are over-lain by a relatively thick blanket of Mesozoic and Tertiary elastic rocks. The nearly flat-lying bedrock, covered by a thick mantle of glacial drift, forms the Interior Plains physiographic province."

"Southern Peru Copper Corporation's Ilo Refinery, the largest in Peru, began operations in 1975 with a production capacity of 165,000 stpy. Southern Peru bought the Refinery from the state owned Minero Peru SA on June 1, 1994.The Refinery processes blister from Southern Peru's I/o Smelter. Blister copper is processed in an anode plant equipped with two 365 st tilting reverberatory furnaces, a 26 mold casting wheel and an anode press machine. Copper is electrorefined in a tank house equipped with 768 commercial cells, 44 stripper cells, and 40 liberator cells, utilizing two electrolyte circuits and a 21,000 Ampere rectifier.During 1989 through 1994 a program for improving productivity was carried out by increasing the number of cells and increasing current density to the total rectifier capacity. As a result, a capacity 215,000 stpy of refined copper, 2 million tr. oz silver and 6,000 tr. oz gold per year was achieved. In 1994 Southern Peru announced plans to increase capacity to 250,000 stpy of cathode with a US$ 18 million investment and a US$ 2 million investment in environmental improvement projects, as part of the purchase agreement with the Peruvian government.This paper outlines the scope of the SPCC lio Refinery modernization and environmental program. It describes the implementation of the Electrolytic Plant expansion based on instaliation of polymer concrete cells, a new rectifier, a new selenium roaster and a Precious Metal Plant upgrades."

AMONG the minerals exhibited at the Atlanta Exhibition of 1881, soapstone, kaolin, and asbestos were well represented. The first two occur in large quantities, of very pure quality, throughout the South. The last is somewhat limited in amount, yet in certain localities it exists in masses sufficiently large to pay for working; in North Carolina, Georgia, and Alabama it has been mined with some profit. I would, in this paper, call special attention to the minerals soapstone and kaolin, because their many valuable qualities seem to have been al most entirely overlooked by our Southern manufacturers. Steatite, particularly, occurs in such large quantities, and generally in such close proximity to the great iron regions of Alabama and Georgia, that it is amazing that the iron companies will persist in sending abroad under. heavy expense for firebrick. It would require a much smaller sum of money to quarry this rock and place it at the various furnaces ; and the results obtained, I am sure, would prove its superiority over the majority of firebrick brought into this region. Soapstone, as well as kaolin, is found throughout the metamorphic regions of Alabama, Georgia, South Carolina, and North Carolina. Below-will be found seven analyses that I have made of this mineral, taken from various points in the four States above mentioned. I have also subjected these same specimens to severe fire-tests, and the results were very satisfactory. The tests were conducted in the following manner: Small portions of the compact variety were carefully weighed and placed in a Fletcher's new crucible furnace for gas, and subjected for half an hour to a heat that will in 12 minutes fuse iron. The only effect upon these specimens was a slight change in color .to a darker shade, a small loss in weight, due evidently to the evaporation of water, and, in one or two specimens, a slight degree of fusion on the sharp edges. The first specimen subjected to investigation was taken from a large outcropping in Tallapoosa County, Alabama. Specific gravity, 2.88 ; hardness, 1.9; color, blue gray. Many of the other 11 small island nations in the region, such as Vanuatu, Pulau and the Solomons have been the subject of considerable exploration orientated towards gold in the past few years but without any deposit found with confirmed economic viability.

The Sovereign, Jubilee, Scotia and Jasper Creek prospects occur in an area of ~3.0 km by 2.5 km (~7.5 km2) in the Hauraki goldfield. The prospects are hosted by andesitic to dacitic flows, autoclastic breccias and localised pyroclastic and air fall deposits. Jubilee and Sovereign prospects lie along the northern and southern parts of the Waitekauri Fault, respectively, whereas Scotia is located ~1 km to the E, and Jasper Creek a further ~1.2 km to the ENE. Wall rocks are typically intensely altered, although the degree of alteration becomes more variable east of Scotia and at Jasper Creek. Alteration minerals include quartz, adularia, albite, chlorite, pyrite, illite, interstratified illite-smectite, smectite and calcite. Several of these minerals have distributions that show distinct zonation with adularia most abundant at Sovereign and Jasper Creek, but restricted to shallow levels at Scotia. Illite occurs throughout Sovereign and Jubilee plus the western margin of Scotia where it grades into interstratified illite-smectite; smectite predominates at Jasper Creek. Veins are uncommon and typically narrow, but show distinct zonations. Quartz veins are more abundant at Sovereign and Jubilee, whereas calcite veins are more abundant at Scotia and Jasper Creek. Laumontite veins occur at Scotia, and rare clinoptilolite, mordenite and stilbite veinlets with calcite occur at Jasper Creek. Fluid inclusion in quartz and calcite homogenised between 141¦ to 272¦C and trapped a dilute solution with an apparent salinity of less than 2.6 weight percent NaCl equivalent. Homogenisation temperatures are hottest at Sovereign (average 241¦C) and Jubilee (average 239¦C), cooler at Scotia (average 204¦C) and coolest at Jasper Creek (average 162¦C). Calculated paleowater table elevations suggest the water table was 680 m to 750 m above sea level at Sovereign and Jubilee, 450 m at Scotia and 225 m at Jasper Creek. The current data suggest three scenarios that can explain why Sovereign and Jubilee are deep and hot, whereas Jasper Creek is cool, shallow and marginal; 1.   some or all of the prospects may represent separate overlapping hydrothermal system, 2.   a high-relief hydrothermal system on the side of volcano with an inclined water table and outflow towards Jasper Creek, and 3.   a low-relief hydrothermal system that has been either tilted or block faulted with greatest uplift and erosion to the west.

This paper describes a key element in the construction of a major project undertaken by Harbourfront Corporation in its efforts to rejuvenate the central Toronto waterfront. The Spadina Pier forms one of the two major structures of the $10 million marina complex. Completed in early 1986, the 150 metre(490 ft.) long by 43 metre(140 ft.) wide pier structure will contain a 320 car parking garage as well as providing the foundation of a 17-story residential tower and a two-story retail/commercial complex. However, the pier structure posed a considerable challenge to its developers due to the the many restrictions imposed on the site by the environmental authorities which ruled out the construction of dykes or the placing of other fill materials on the highly contaminated bottom sediments. In addition, access at the site was restricted by its proximity to the main harbour navigation channel and a grain elevator berth. The original design called for a cofferdam to form an integral part of the finished structure. However, the contractor chose to regard the cofferdam as a temporary structure and proposed to construct the pier in the dry by enclosing the 10,000 square metre(107,600 sf) site with a 450 metre(1480 ft.) long single wall steel sheet pile cofferdom 7.5 metres(25 ft.) from the final pier structure. This paper will describes the design and construction of the cofferdam. Prior to finalizing the pier design, a geotechnical investigation of the shale bedrock was undertaken as well as a small sheet pile test cell program to evaluate the feasibility of driving a Canadian manufactured cold-rolled sheet pile into the bedrock. Relying on the design parameters for the shale bedrock, Foundation designed the cofferdam utilizing a post-tensioned bipod bracing system to resist a 7 metre(23 ft.) hydrostatic head as well as the maximum wind and wave forces expected at the site. The bipod bracing system consists of diagonal H-pile raker piles and verticle pipe piles anchored to bedrock with post-tensioned anchors grouted into bedrock.
