The Professional Standards Act responds to the growing problem of professional liability by introducing a mechanism whereby professional associations can have schemes approved. Those schemes include a cap on liability; a requirement for compulsory insurance; the development of risk management strategies; and the establishment of a complaints and disciplinary system. The Act is also designed to support and develop the concept of self-regulation by the members of occupational associations who provide services to the community by providing them with those tools. It implicitly accepts that self-regulation is preferable to statutory regulation and that self-regulation serves the interest of the community and of the providers of services. The Act arose from a review of professional liability commenced in 1988. The Attorney General's Department produced an Issues Paper, released in September 1989, which outlined in detail the extent of the problem. This was widely circulated and an extensive number of comment were received.

THE Geophysics Education Committee has devoted several years to a consideration of the problem of training geophysicists. Past reports have dealt largely with fact finding and with the discussion of particular aspects of geophysical education. In the present report it is proposed to review the subject more comprehensively. This involves the question of what educational qualifications the geophysicist of the highest professional standards should possess, and the related question of what changes must be effected in existing educational institutions in order that prospective professional geophysicists may obtain instruction of the desired quality. The type of geophysicist here contemplated is one familiar with what is known already in the several branches of earth physics, and capable not only of following contemporary progress in any of these branches, but of contributing to that progress in a research capacity. Geophysics in its broadest sense, as has been emphasized repeatedly by this Committee, is the study of the physics of the earth and of terrestrial processes. This includes both the static and the dynamic characteristics of the gaseous, the liquid, and the solid portions of the earth, as well as its gravitational, thermal, and magnetic and electrical manifestations. Some branches of earth physics have been cultivated but slightly; others have reached an advanced state of development. Those branches whose development is sufficient to warrant explicit recognition in the form of organized Sections of the American Geophysical Union are: geodesy, seismology, tectonophysics, and volcanology, dealing with the rock constituents of the earth; oceanography and hydrology with the aqueous constituents; meteorology with the atmospheric constituents; and terrestrial electricity and magnetism with the electromagnetic manifestations. At present, instruction on the professional level in any of these branches of earth physics can be obtained in but few universities in North America. In most institutions where such instruction is undertaken different subjects are given in different and independent departments. Geodesy and hydrology are taught, if at all, as a part of civil engineering. The Porgera gold project is now in its seventh year of operation as one of the world's prime gold mining projects in one of the most underdeveloped and remote regions of the world. The unique gold deposit was development in stages to its present size of operation with an underground mine of 2000tpd, an open pit operation moving 210,000tpd and a complex metallurgical plant treating an average of 16,500tpd of ore. During the past years the operation had to address an array of issues relating to the "development" of the region and this is still ongoing. Development means different things to different people and though the parties that signed the different agreements relating to the Mining Development Contract were aware of this, none has real- ised the extent to which this is true. The developing company (a joint venture between Placer Pacific as the Manager, Goldfields Porgera, Highlands Gold and the Government of PNG), provided funds for risky exploration and the capital for development of the project. Its shareholders ex- pect an economic and viable mine operation from the deposit to ensure them returns on their investment. The local people gave up their land, their isolated way of living and accepted to be out of their comfort zone for some time in anticipation of a better lifestyle and economic benefits in support of that lifestyle. The PNG Government has a leg in both camps and expects both outcomes at the same time. The Government is also the regulator and expects compliance on top of that. If development in general is to be successful, all parties must substantially satisfy all expectations. It is evident that the outcome of some elements of development are reasonably defined (i.e. develop a viable mine to exploit the deposit), whilst other elements are moving targets (i.e. a better lifestyle). The seeds for conflict are thus abundantly present and to resolve them requires the will of all parties in all areas to come to a solution. This path to problem solving is many times torturous as each party comes from a different culture and background and has a different understanding of the parameters in the equation.

The White Pine Mine is situated in the southwestern portion of the Keweenaw Peninsula of Upper Michigan approximately 6 miles south of Lake Superior (Fig. 1). It is east of the Porcupine Mountains in Ontonagon County. The ore deposit is about 70 miles southwest of the famous native copper deposits of the "Copper Country" lying northeast of Houghton. Geological conditions are different at every mine and create a special set of problems in dilution control. This paper is largely intended to describe the techniques applied in mine dilution control (grade control) at White Pine, and present results of the program. For necessary background information major geologic characteristics of the deposit, particularly those that exert control over the distribution of ore, are briefly discussed. Mining methods are described in considerable detail since applied grade control techniques are adapted to these.

The related analysis and study on concrete cases were carried out in this paper.INTRODUCTIONIn the case of the slowdown and weak recovery in the global economy, bulk commodity prices fell sharply in 2015. Take iron ore's prices for example, about 60% grade iron ore's import prices in China from about $65 per ton at the beginning of 2015 fell to about $42 per ton in the end of the year, down by about 35%. But iron ore resources are non-renewable resources, with the continuous development and utilization of mineral resources, high grade iron ore resources will be exhausted gradually. Accompanying with the economic recovery iron ore prices after this fall is bound to return to its value to maintain a high level.The development and utilization of resources is gradually turning to the low grade iron ore. Restricted by technical development level and disadvantages of lean iron ore resources, the cost of utilization lean iron ore resources is relatively high. Making full use of their rich lean ore resources has become many countries' important strategy to get rid of dependence on foreign countries' ore. Over the years with the development and progress of lean magnetite mineral processing technology in China, the production number of concentrator has been greatly improved.As the world's largest steel producer and consumer countries, ensuring a stable and continuous supply of iron ore is particularly important for the healthy development of China's iron and steel industry. Chinese iron ore production and import data in recent years are showed in Table 1.With the expansion of iron and steel production, iron ore demand has also been a phenomenal growth. Taking 2013 for example, China's crude steel production is about 780 million tons in 2013, accounting for about half of the world's total output of crude steel. At the same time, China is also the first major iron ore import countries whose iron ore imports in 2013 was about 820 million tons, an increase of about 10%. The degree of external dependence is very high. In some years, the cost of China's iron ore imports was even more than $100 billion, and second only to oil’s import cost in all bulk commodities."

Jet grouting was first introduced in Japan in the second half of the 1960s, approaching 50 years ago. By the end of the first 40 years, jet grouting from single to triple fluid systems had become a global technology. In the last ten years, progress in the jetting has been remarkable, and operational efficiency has improved. The quantity of carbon dioxide emitted in unit soil improvement has become one-third that of the initial technology. Meanwhile, technologies in waste recycling and horizontal jet grouting are also emerging. This paper discusses developments in the most recent ten years.

WHEN I was asked to speak on the subject of leaching, I did not realize that a complete summary of recent progress in leaching had been given by Stuart Croasdale. I shall try to give some other phases of the subject that were not touched by Mr. Croasdale. Not all metallurgists are in harmony as to their methods of treating metals. If they were it would probably mean lack of progress. They can be divided into two classes-the pyrometallurgists, using fire means, and the hydrometallurgists, or those using leaching methods. Conflict is always good for progress; we have it in politics, and in religion there are fundamentalists, and those who are not fundamentalists. As representing pyrometallurgy, may I hope not to be classed among the fundamentalists. The leaching of ores is not new. The leaching of ores for the recovery of metals, however, is quite new. The older leaching was simply to recover the salts. Agricola, back in 1555, I think it was, outlined a great many methods of leaching for the recovery of salts. IN surveying the changes that have taken place in the mining industry of Ontario in the past ten years, the striking growth of the gold mining industry first attracts attention. In 1925 there were only twelve regularly producing gold mines in the Province, six of which were located in the Porcupine area, four at Kirkland Lake, and one each at Larder Lake and Boston Creek. In contrast with this, the year that has just closed (1935) has seen production on a steady basis from forty mines, with what may be termed spasmodic production from twelve other properties. This so-called spasmodic production is, however, responsible for the recovery of gold to an estimated value of between $75,000 and $100,000 during the year. Further illustrating the expansion in the gold mining group is the activity in the exploration and development of properties. In 1925, mining operations were conducted at 29 properties which had not reached production, while in 1935 work of this nature was carried on at 87 such properties. It is of interest to note that of the six properties listed as producers in Porcupine ten years ago, five are still producing at rates considerably in excess of the tonnages handled at that time. In fact, the estimated tonnage treated at these mines in 1935 exceeds the 1925 tonnage by approximately half a million tons. In Kirkland Lake, the figures are still more striking. The four mines in production in that camp in 1925 milled 346,584 tons, producing bullion to the value of $5,132,128, while in 1935 these same mines treated approximately 1,643,000 tons, with a recovery of roughly $29,300,000. While Porcupine and Kirkland Lake remain the great gold-producing camps of the Province, the growing importance of the newer areas is readily appreciated when we consider that in 1935 the mills of these areas treated over 1,000,000 tons of ore for a production in excess of $7,500,000. Pro-duction from these newer districts first became of importance in 1930 with the commencement of recovery at the Howey mine, in Red Lake, and the Minto, in Michipicoten. Since 1930, eighteen new gold mills have gone into production in the Red Lake, Little Long Lac-Beardmore, Pickle Crow, Sturgeon Lake, Michipicoten, Sudbury, and Matachewan areas. In respect to silver mining, the period under review has seen a considerable slackening of activity, due to a generally unstable and depreciated price for the product and to the exhaustion of ore reserves in the mines.

The depletion of favourably located and higher-grade mineral deposits, combined with more favourable metal prices and higher capital costs, has stimulated research into heap leaching of lower grade ores and wastes. This has resulted in renewed interest in heap leaching of uranium ores, and in the development of processes for the bacterial heap leaching of low-grade chalcopyrite ores and the acid heap leaching of nickel laterites. A complete programme of heap leach testwork typically involves a sequence of bottle roll tests and column tests, followed by piloting on test heaps. The initial testwork is aimed at determining the amenability of the ore to heap leaching, which depends on the characteristic of the ore with respect to porosity and permeability to leach liquor, acid consumption, metal recovery and percolation. Subsequent phases of the testwork focus on the development of the process design criteria for the treatment of the ore. Basic techno-economic models have also been developed as a tool for the initial estimation of heap leach viability. Mintek has also developed in-heap monitoring probes, coupled to an operator guidance system, in order to assist the operator in achieving optimal conditions for bacterial growth and heat preservation during pilot-plant operation.

The Project Financing Industry is currently being expanded en- compassing greater competition due to the improved worldwide economy. This has meant that money is in greater supply than demand for both loan and equity investment and is available for larger and higher risk ventures. The consequence of this is that the Project Financing Industry should be better able to provide more innovative forms of financing to meet the needs of mining and petroleum companies, regardless of size. Large mining and petroleum companies in Papua New Guinea should therefore be looking for ways to raise equity funds for exploration in greenfield areas, diversifying their risks through acquisition, and seeking to reduce their costs of borrowings. The small to medium sized mining sector should be looking to raise equity for increased ex- ploration on tenements and, where possible, to raise borrowings to fund expansion and further development of their projects. In summary, it is a period during which companies should take ad- vantage of available funding to augment their strategic plans and increase their long term returns to shareholders.

The Project Independence Evaluation System (PIES) is a complex evaluation, forecasting, and analysis system which represents the U.S. energy production, conversion, transportation and consumption activities. The system includes various models: An econometrically estimated energy demand model, used to evaluate the final demand functions for energy commodities ; A collection of supply models, used to evaluate the cost curves or supply curves for domestic crude oil, natural gas, coal ; An integrating model used to describe energy conversion and transportation activities and to calculate prices which equate energy supply and demand in each market. PIES has been used to generate conditional forecasts of the 1980, 1985, and 1990 states of the energy system--forecasts conditional upon the world oil prices, the energy policy environment, and other uncertainties. Scenarios have been structured to separately examine conservation initiatives, domestic energy supply enhancements, an extensive electrification strategy, and oil and natural gas well -head price regulation. This paper presents the basic model, discusses its use for examining policy options, and describes several forecast results. The paper draws heavily upon work completed for the 1976 National Energy Outlook, published by the Federal Energy Administration.

Reasons for appointing a separate project team to manage a project are established. The selection of a project manager, based on the services they can provide and on their characteristics, skills and management style, is discussed. The consequences of selecting the wrong project manager are explored. A broad overview of the requirements for the project team is provided. Criteria for the selection of team members, and the role played by the project manager in this selection, are discussed. The levers that drive `on-time and on-budget' projects are discussed in terms of the project's vision, goals, controls, and incentives.

Africa is ripe with opportunity for the mining industry. The continent has large, and relatively unexplored mineral deposits, and recent high economic growth rates have meaningfully improved the political, economic, and infrastructural environments. However, these opportunities are accompanied by significant risks, including resource nationalism, uncertain regulation, corruption, and continuing political instability (up to and including war). Forward-looking companies actively manage these risks by creating a sense of shared purpose with the countries and communities that own the resources, using tools such as stakeholder analysis, local narratives, scenario planning, and constituency engagement. They also measure socio-economic impact to insure the creation and demonstration of shared value.

I. SITUATION AND SURROUNDINGS. THE Promontorio mine is situated at the northern end of the Sierra San Francisco de Coneto, in the town of Promontorio, Partido of El Oro, State of Durango, Mexico. As shown in the sketch-map, Fig. 1, the nearest railroad station is Chinacates on the Mexican International Railroad, 82 miles north of the city of Durango. The mine is 16 miles north of the station by air-line. It is reached by means of a good wagon-road which first crosses the Guatimapé Plain, passing the ranches of San Antonio and San Julian, to Estacion-a distance of about 15.5 miles-and then entering the mountains crosses the Sierra to Promontorio-a further distance of 11.5 miles¬making in all a distance of 27 miles by road from railroad to mine. Promontorio is just beyond the summit of the range, at an elevation of about 8,000 ft. above sea-level, or 1,350 ft. above the Chinacates station. The Castillo de San Francisco, the highest peak in the Sierra, has an altitude of 10,000 ft., and the Promontorio road crosses the summit of the ridge at an elevation of 9,000 ft. by a pass just below this peak known as the Puerto del Almagre. The Promontorio mill is situated at Santa Ives, 2 miles by tram or 3 miles by wagon-road to the north of Promontorio and about 600 ft. lower. The Sierra San Francisco de Coneto decreases in height towards the north and west till it comes to an end at the Melchor Arroyo on the ranches of Melchor and Ramos. Beyond this arroyo another range, the Sierra de la Candela, begins. "The Pronto Mine located at the east end of Lake Lauzon, Long Township, some 12 miles east of Blind River is of historic note being the discovery locality and the first producing mine of the Elliot Lake uranium camp. Radioactive bedrock was discovered in 1949, a commercial deposit was verified in 1953 and production commenced in 1955. Production continued to April 1960: total tons milled 2,264,404 from which 4,643,835 pounds U,O, were recovered at a recovered grade of 2.05 pounds U3O8 per short ton.The orebody is in a bed of pyritic quartz pebble conglomerate at the base of the Matinenda Formation of the Elliot Lake Group of the Huronian Supergroup. The rocks strike east and dip 15 degrees to 20 degrees south and unconformably overlie Early Precambrian granite, the upper surface of which is marked by a regolith. Several diabase dykes cut the orebody which is also affected by albite, chlorite, and carbonate-rich alterations. To the south the orebody is cut by a fault. The orebody is 6to 10 feet but locally 10 to 15 feet thick, has a strike length of 3,500 feet and extends down dip for 3,600 feet to a depth of 1,000feet. Pellets market challenging scenario has stimulated pelletizing experts to pursue innovative alternatives to process development in order to increase pellets competitiveness vis-à-vis sinter. When it comes to indurating process, pelletizing productivity is still limited and its OPEX inflated by the lower input of carbon into mixes due to quality impairment caused by magnetite formation in pellets core. This obstacle led to the rethinking of carbon distribution strategy within the green balls. To achieve such purposes, COREM through its precompetitive research program dedicated to its members, has proposed the layered pellets®, a two-stage balling technology. Balling in disc and pot-grate tests in COREM’s pilot plant were carried out to proof the concept, support the arising technology and evaluate its potential. According to first results, while CCS strongly improved, tumble and abrasion indexes as well dynamic LTD must be further investigated. Tests on four classes of equivalent carbon content pellets to evaluate layering strategy gave very good perspectives concerning the increase of productivity, and the reduction of fuel consumption and GHG emissions.

Non-ferrous slags are granulated and stockpiled as an alternative to pit cooling or transporting molten slag to a dump. The chemical composition of such slag is determined by the pyrometallurgical process in which it is produced, while the size distribution is set by safety concerns or a desire to reduce wear of pumps, pipelines and other equipment. Relatively few operations give consideration to the effect of granulation conditions on other properties of the granulate as the material is typically accumulated on the smelter site. It is becoming recognized that slag has many potential commercial uses and carries much of the energy applied to the smelting operation. This paper outlines the findings of extensive work to identify uses for granulated non-ferrous slag, the importance of preparation conditions on the properties, impediments to more extensive use of granulated slag, the real costs of slag stockpiling and the opportunities for further productive research.
