The performances of ten field-scale experimental final covers were evaluated over an eight-year period. The covers were evaluated as part of the rehabilitation of acid generating coarse coal reject dumps and opencast coalmines in the Northern KwaZulu Natal province in South Africa. The main purpose of the experimental covers was to restrict rainfall infiltration into acid generating coal discard. The mean average rainfall over the monitoring period was 839 mm with 84 per cent occurring between October and April. The average evaporation was 2100 mm. The site is described as a ædry siteÆ since the evaporation exceeds rainfall by a significant margin. Approximately 30 per cent of rainfall infiltrated the uncovered cells. Rainfall infiltration into the fine coal discard was reduced to 20 per cent and 15 per cent for a 300 mm and 500 mm cover respectively. Infiltration was reduced to ten and 12 per cent of rainfall for fine coal discard provided with a 1000 mm double soil cover and a compacted bottom layer. This relatively high infiltration was probably caused by moisture being entrapped in the bottom retentive layer, and not being released by evapotranspiration. The best performing cover comprised 1000 mm single soil with a compacted bottom layer and infiltration was reduced to four per cent of rainfall. Rainfall infiltration into sloped cells varied between seven per cent and 14 per cent of rainfall. The computer software, SoilCover, was used to predict infiltration and moisture content in the cover. Predictions of rainfall infiltration were accurate, but were less accurate for covers where the hydraulic properties of field compacted soils were not adequately characterised. Oxygen ingress was significantly reduced for cells provided with a 1000 mm cover. Oxygen concentrations were generally below one per cent, with the exception during exceptionally dry periods when the cover dried out, resulting in increased oxygen ingress. For other covers, and the uncovered cells, oxygen concentrations were close to atmospheric concentrations. During the eight-year monitoring period, acid breakthrough occurred in five of the cells, including three uncovered cells, one cell with a 300 mm cover and one sloped cell. In contrast, cells covered with 1000 mm, bottom compacted soils shows a marked improvement of leachate quality, indicating that sulfide oxidation processes have been slowed. There was a distinct relationship between oxygen ingress and leachate quality for all of the cells. No cover degradation was evident over the eight-year period, except for some erosion observed on a sloped cell. The results indicate that the onset of acid drainage can be delayed by perhaps hundreds of years and salinity loads can be reduced by more than 90 per cent, if coarse coal reject dumps in the KwaZulu-Natal provinces in South Africa are provided by an adequate cover system. These research outcomes can be extrapolated and applied to other dry site regions where similar materials are being considered.

Permitted explosives in South Africa are those explosives approved by the relevant State authority for use in fiery coal mines. The main tests that an explosive must pass for this approval are the gallery tests derived from the Buxton (U.K.) classification. These tests are described briefly. In addition, the safety of permitted explosives is affected by their ability to deflagrate, and to produce a naked flame after blasting, rather than to detonate fully. Tests done on this phenomenon are discussed. A further potential hazard of explosives is after-blast fume. The testing and behaviour of several permitted explosives in this respect are covered, both in the laboratory and in the field. Performance testing of permitted explosives, specifically the double-pipe, underwater, and ballistic mortar tests, and their relationship to field use, are considered in some detail. The application of traditional and new tests to permitted explosives leads to guidelines for the safe and efficient formulation and use of these products.

Austenitic manganese-steel castings are very widely used in crushing and grinding in the' gold-mining industry in South Africa, The service life of a casting in a short-head crusher is difficult to predict because there are no clear-cut criteria by which such a judgement can be made, The addition of molybdenum and zirconium to the castings for crushers failed to result in improved performance, The results of extensive tests with through-hardened steel castings were very disappointing, mainly because of a design factor in the bowl liner. The design of the bowl liner is an important determinant of the life and performance of these castings. The extent to which the material in a crusher is reduced in size has profound effects on the consumption of metal and power, and on the effective life of a casting. Tests on manganese-steel castings in an 8 ft by 12 ft rod mill provided data on the total consumption of metal, and on the variations in the pattern and rates of wear of liners over lengthy periods. Progressive changes in the wear profiles of the lifter bars and the other liner components showed unexpected features. There are clear indications that, whereas a set of lifter bars will at first lift the charge strongly with relatively little slippage, there is a later period characterized by more slippage and greater wear on all the liner components.

Bauxite resources in China are mainly diaspore ore with the characteristics of low ratio silicon to aluminum. In order to obtain high quality of alumina product, flotation process is generally used to extract the aluminum from diaspore ore. Small aeration rate is needed for bauxite flotation, which requires air to be controlled accuracy. In addition, productive froth from bauxite flotation is too sticky to effects froth transportation. Air-forced XCF/KYF flotation machines are helpful for aeration control, while self-suction GF flotation machines benefits froth transportation. Zhongzhou aluminum plant of China Aluminum Group (Chinalco) uses 7 series of XCF/KYF /GF combined flotation machines to process bauxite. Air distribution, suspension characteristics, froth flow velocity and Al2O3 recovery were investigated, to evaluate the performance of flotation machines in one series and determine recovery contribution of each cell to the entire flotation circuit.The air distribution degree varies from 3 to 4, which is enough for bauxite floatation process. Froth in the tank could flow smoothly with a flow velocity of 2.4m/min. The recovery of the first KYF-40 flotation cell is the largest. Flotation concentrate of Al2O3 is up to 64.29%, the total recovery is about 75%, and the ratio of Al/Si has reached 10.4.

IN 1934 Newfoundland, after extravagant operation based on exaggerated ideas of what she had to work with, became bankrupt, ceased to be a self-governing Dominion, and passed into the hands of a Commission. Since the days of Dawson, Canadians have been taught that no country in the world is as rich as their own. This idea has become a religion; contrary views are heresy, and are suppressed even by technical organizations and government departments. Following the alleged habit of the ostrich, we have buried our heads in the sand and have refused to face the facts. This policy of "to have today and to hell with tomorrow" is now bearing fruit. After forty years of operation on the basis of unlimited natural wealth, with resulting over-expansion, wholesale depletion of capital assets, and huge borrowings, we are, now that our wealth has been shown to be very limited, face to face with the status of Newfoundland. Already, in this Province, commission government of bankrupt municipalities is not uncommon. The ostrich is referred to as the most foolish bird in the world. That is not the case-no ostrich ever hid his head in the sand. In the clear air of his home on the South African veldt, an area characterized by low bushes, he is a conspicuous object. When danger approaches, he lowers his head; matches his background, the bushes; and danger passes him by. This leaves the Canadian, with his head still in the sand, to fill the r61e cast for the ostrich. Fortunately, a few Canadians never did get their heads covered; others are getting them out far enough to see what is going on. Their comments are very much to the point. "Nowhere in the world," says Mr. Meighen, "has more harm been done to any country by an exaggeration of its resources and potentialities than has been done in Canada'.

THE fact that gray iron increases in volume, cracks and distorts upon repeated heating and cooling is rather common knowledge. In ingot molds, Diesel engine pistons, carburizing boxes, continuous furnace parts, grate bars, stoker parts, and all castings that are subjected repeatedly to high and low temperatures, the phenomenon of growth presents a vital problem. Ingot molds distort and produce cracks which result in seams or laps and later appear as defects in the finished product. The heads of Diesel pistons frequently fail by cracking in a stellar shape. This is attributed usually to the result of permanent growth. Distortion and change of dimension of furnace parts frequently renders them entirely unusuable. In chain grate stokers, mechanical difficulties frequently are caused by the growth of the links. In proper operation these links should never attain a temperature sufficiently high to start growth; nevertheless, some have grown 1/8 in. on an 8-in. length when improperly operated. Even though the phenomenon is generally known there still exists a deficiency in the explanation of the mechanism of this growth. The field of investigators of this subject has a decided variation in opinion concerning the causes. The problem is of sufficient importance therefore to warrant further consideration.

As a prelude to studying the sorption desorption and permeability behaviour of coal cores in a triaxial stressing rig using sorb- able gases, the air permeability of typical cores was measured. Lump coal samples were obtained from three gas-troubled collieries in Queensland and New South Wales. These were cored in the laboratory and a simple laboratory permeameter employed which accepted 38 x 40 mm cores in a thick rubber sheath. Air pressure of 500 kPa was applied outside the sheath to provide suitable sealing between the rubber and the coal. Differential driving pressures up to 100 kPa were employed and the air flow measured by displacement of water columns in inverted graduated cylinders. Flow measurements accurate to + 2% could thereby be achieved. Coal lumps were cored both parallel and perpen- dicular to the bedding plane, and were observed prior to measurement for any notable features, in particular for the presence of fissures. The major Permian coal deposits of N.S.W. are in the Sydney-Bowen Basin and associated small deposits occur in structurally isolated areas; a further deposit is present in the Oaklands Basin. - The Sydney-Bowen Basin in New South Wales comprises the sub basins, the Sydney Basin and the Gunnedah Basin. Coal measures in these basins are near the top of the Permian succession and within and below an underlying marine sequence. The coal deposits can be conveniently described in units in which the coal geology is homogeneous. The Clyde Coal Measures and Yarrunga Coal Measures contain no seams of economic significance and occur beneath the marine beds in the south of the Sydney Basin. The Greta Coal Measures are economically significant and represent a brief interlude in the marine sequence in the north of the Sydney Basin and equivalents are present in the east of the Gunnedah Basin. The Tomago Coal Measures crop out above the marine sequence east from the Lochinvar Anticline and dip southeast to uneconomic depths. The Newcastle Coal Measures are historically and economically very important and overlie the Tomago Coal Measures and these measures will continue to be important although future mining will be faced with greater depths. To the west of the Lochinvar Anticline the Singleton Coal Measures, equivalent to the Tomago and Newcastle Coal Measures, crop out. This unit represents the thickest development of coal measures in the State and has a very large potential for both open cut and underground mining. Equivalents of the Singleton Coal Measures, the Black Jack Coal Measures and the Booroomin Group crop out on the east side of the Gunnedah Basin and probably are widespread across the Basin. They have less economic potential than the Singleton Coal Measures. In the southwest of the Gunnedah Basin, Illawarra/Singleton Coal Measures crop out over extensive areas and possibly have a large potential for underground mining under low cover. The Illawarra Coal Measures are exposed along the western margin of the Sydney Basin and thicken as they dip into the Basin across a shelf. The outcrop area is currently mined and the shelf has considerable potential for future mining. The highest rank coals in the State are in the Illawarra Coal Measures in the south of the Sydney Basin. The deepest coal mining is in this area and its continuing success is of great importance to the future exploitation of the resources of the Basin. The Tomago, Newcastle, Singleton and Illawarra Coal Measures extend into and meet in the central area of the Sydney Basin but they are under thick cover and are not considered to be economic at present. Permian coal measures occur in isolated areas in the New England Fold Belt and have limited economic potential. The Oaklands Basin in the south of the State contains a large reserve of low rank coal.

The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the tradeoff between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. The paper hypothesizes that the administration of objectives (or policy) has an impact on decision making which affects energy facility decision; making while recognizing the fact that regulatory policy cannot be totally divorced from administration, this paper proceeds

Modern mining consistently faces controversy. Public sentiment impacts the permitting and development of mines, so a quality public relations (PR) program for mining companies may improve society’s impression of the mining industry. Developing mines face more permitting challenges than operating mines, which stems from a lack of societal trust given the history of mining and its impact on the environment. Two case studies were selected based on the type of public controversy they face to demonstrate how pervasive permitting issues are in industry. Both Pebble Mine, owned by Northern Dynasty Minerals (NDM), and Black Butte, owned by Sandfire Resources America Inc (SRA), experienced difficulties with their water permitting due to potential risks their mine developments posed to local fish populations. Pebble has, to date, failed in all of their attempts to become permitted due to concern for the water and the fish. Black Butte dealt with the same problems, on a smaller scale, but was able to become permitted. These two mines will be discussed in detail including local history, mine setting, mining history in America, prevalent culture groups, technology development, and intercultural communication competence (ICC). The mining industry needs to evaluate its ICC skills since ICC directly determines the effectiveness of PR. Based on Barna’s Stumbling Blocks for intercultural communication, methods for improving the mining industry’s PR will be suggested in the hope of easing the permitting process for future mines by developing ICC.

THE Pernot system of rotating and withdrawing the hearth of a Siemens regenerative gas furnace for the production of Martin or open-hearth steel, is, perhaps, the most conspicuous of the several improvements which have lately been made in the steel manufacture. These several improvements in the open-hearth plant are not combined in any existing works, but most of them will be combined in not less than three works now erecting in the United States; and it seems probable that their joint result will not only reduce the cost of products of ordinary grades to Bessemer rates, but that it will produce new and better grades of products. The open-hearth steel furnace and its operation are so generally understood that but a few words of general description are necessary. The ordinary furnace is not unlike the common reverberatory puddling furnace, except that an intense, uniform, and controllable temperature is maintained by the Siemens gas regenerative system. The materials. employed are various : melted or unmelted pig with ore, and with or without scrap; pig iron purified from silicon and phosphorus, with or without scrap; pig iron and scrap, melted together in a cupola, or charged hot or cold, together or separately, into the steel furnace; a pig-iron bath, and hot or cold steel or iron scrap, direct sponge or Catalan or puddled blooms charged into the bath. The operation is, to a greater or less extent, according to the nature of the materials used, a desiliconization and decarburization of the pig or other crude iron, and its dilution by already purified materials. Manganese is employed at the end of the operation to remove oxide of iron and silica, a regulated amount of manganese remaining in the product. The Perseverance deposit is the most southerly known economic copper/gold deposit within the Cobar gold field. The deposit is situated approximately 12 km to the south-southeast of Cobar and is essentially blind to surface with the top of economic mineralisation occurring 750 m below ground level.Based on the December 2010 resource estimate (inclusive of reserves and net of depletion) the deposit contains 3 011 000 tonnes at 6.1 g/t Au and 0.90 per cent Cu (590 000 oz of gold and 28 000 tonnes of copper). The deposit is comprised of four principal lenses, the Perseverance, Hulk, Zone B, and Hercules lenses. In excess of 90 per cent of the known resource tonnes are contained within the Perseverance and Hulk lenses. The deposit is shear related and hosted within lower Devonian rocks of the Cobar Basin. The competency contrast of rhyolites juxtaposed against sediments by the Peak-Perseverance shear is the principal control on mineralisation. Both the Perseverance and Hulk lenses are primarily hosted by brecciated rhyolites juxtaposed against Chesney formation sediments across the Peak-Perseverance shear. This faulted rhyolite sediment contact roughly defines the global orientation of the deposit. The Perseverance lens continues within the shear for up to several hundred metres beyond the extent of the faulted rhyolite sediment contact. Mineralisation within the shear beyond the faulted rhyolite contact zone is hosted by sheared silicified sediments. The Perseverance lens remains open at depth and to the south.The Zone B and Hercules lenses, which are significantly less important in tonnage terms, are hosted by rhyolite breccias within the main body of the rhyolite and appear to be only tenuously related to the Peak-Perseverance shear. Within the Perseverance lens, the presence of northeast trending high grade breccia veins developed oblique to the north-south trending shear system has led to the development of steeply north plunging high grade ore shoots within a globally north-south trending mineralised domain. These high grade shoots have limited horizontal continuity but significant down plunge extent.The presence of coarse gold and the resulting strongly skewed nature of the gold grades, in conjunction with controls on mineralisation which are not parallel to the mineralised domain, has led to predictive difficulties regarding stope performance.Strong heterogeneity of the gold content of the ore and geological controls on mineralisation which are not parallel to the global trend of the mineralisation impose a set of difficulties which sound geological control is helping overcome.

The Peak Gold Mines Pty Ltd (PGM) operations are located approximately 9 km south of Cobar, NSW. PGM currently mines and treats ore from three separate orebodies within 5 km of the original plant. Production from the original Peak orebody ceased in April 2002, with ore currently sourced from underground at New Occidental and Perseverance, while New Cobar supplies ore from an open cut mine. In March 2003, Wheaton Minerals Asia Pacific purchased the operation from Rio Tinto who operated the mine for around ten years. The Perseverance deposit is situated between 600 and 1000 m south of the Peak orebody. Access is via shaft from Peak to 630 m below surface and then by decline to the northern end of the deposit locally known as Zone A. Development of the resource commenced mid 2002 to set up for a long hole open stoping operation at 25 m level spacing. The first production stope was successfully brought on line December 2003. The Perseverance deposit is hosted by sediments and volcanics along the eastern margin of the Devonian Cobar basin and is one of many deposits with the Cobar Gold Field. The Cobar Gold Field has produced approximately 2.5 million ounces of gold since 1880. The Perseverance area had long been considered prospective due to the presence of old workings at the southern extensions of Peak line of lode. Significant mineralisation was first discovered at Perseverance in 1994 when PGM drilled a hole targeted 950 m below the historic workings. The target was based on an apparent plunge to the stratigraphic controls to the Peak Orebody. Subsequent exploration within and around the ægreaterÆ Perseverance area has been significantly aided through the use of downhole electro-magnetic surveys due to the close spatial association between gold and sulfide mineralisation.

Let us all endeavor to secure the nomination and election of this type of man, and let us, each in his own district (which collectively will represent practically every important locality in the Union) carefully scrutinize all candidates for election and work for the-best one who seems to have any chance of being. successful. Let its place ourselves in communication with political leaders, newspaper men of prominence, and public men generally, strengthening our own appreciation of the importance of the election at this time and cooperating for the purpose of obtaining candidates of the highest character. The particular impact of imported industrial minerals varies within the Industry and is dependent upon many diverse factors. In a similar way, the impact on individuals has been varied and the degree of impact will depend partially on the individual's ability to handle change. Just as many corporations are adjusting their marketing strategy and production methods to compensate for imported mineral products; individual managers, mining engineers and geologists are making adjustments to their own personal job marketing techniques and on-the-job operating procedures. Modifying the degree of impact for both industry and individuals depends upon the ability to adapt.

Steep Rock Resources Inc. owns a calcite quarry property at Tatlock, Ontario, and a calcite processing plant at Perth, Ontario. The Tatlock marble deposit forms part of an extensive series of carbonate rocks of the Grenville Geological Province in the Precambrian Shield of southeastern Ontario. The deposit is very unusual, if not unique, in the Grenville area in its combination of characteristics of large size, whiteness, high calcium content, low magnesium and silica contents, and scarcity of accessory minerals. A major expansion of the fine grind products capacity of the plant was undertaken in 1982 and came on stream in 1983. The expansion provides important operating benefits at the plant: greater flexibility as to the product mix and reduced dependence on the single grinding mill previously in place. The expanded facility consists of prima,y and secondary crushers, a rotary drye,~ a screenhouse producing a range of screen separator grade products, an airswept Raymond Mill, and a pebble mill with integrated air classifiers, product storage bins, bulk, semi-bulk, and bagged product shipping capabilities, road and rail access, and a substantial product warehouse. The expansion was designed to be compatible with a move into ultrafine calcite production, and is capable of supplying the anticipated sales growth within its market area during the next 5 years. Products are exceptionally white, with good chemistry, low abrasion, and consistent quality. Markets range, according to product particle size, from pre-cast concrete aggregate to fillers for coatings, plastic pipe, and compounds.

The purpose of this paper is to review recent approaches by regulators, employers and employees and their associations to the introduction of flexible employment practices and the management of fatigue related risk. More importantly, it will focus on developments in our law either through legislative change and cases which have dictated trends. The paper particularly considers the limitations imposed by occupational health and safety legislation to resist or limit the move to flexible workplace practices on the basis that such practices are unsafe.
