IN ITS capacity for service to the public the oil industry is truly gargantuan. But it is only in this respect that the industry is the voracious, many-headed, many-armed and many-handed creature it has been so often painted by those who know it not too intimately and only from the outside. Contrasted sharply with the immensity of the service rendered is the relatively modest share of the national income which has gone to those who provided the tools and the mental and manual labor with which the service was performed. No doubt the relative meagreness of the re- ward was the result of a combination of fortuitous circumstances respecting the nature and accessibility of the industry's raw material and the extensive development and application of the most advanced technology, spurred by an intense competition.

WITHIN the past three weeks the price of crude oil in the Mid-Continent field has been cut 50 .per cent. Similar action has been taken, or probably, shortly will be taken, in most of the other fields of this country. This cut is very drastic. Is it justified? Some of the causes advanced for the cut are: that it is in line with the industrial downward readjustment now taking place throughout the country, and that there is an over-production of oil, which can best be slowed down by lowering the price of crude. In part, these two reasons are logically advanced, but such underlying causes as the great production- in Mexico have not been prominently brought forward nor the fact that it would be advantageous at this time to fill up the empty storage of many of the consuming companies at a low 'price. In order to properly comprehend the situation let us compare for a moment the production- of oil in the United' States and that in Mexico. Oil in the United States occurs in numerous often widely separated pools, varying in individual area, but each usually relatively extensive, compared to the area or gathering ground from which it is ultimately derived: It occurs in mod-erately porous reservoir rocks under such conditions of pressure, mobility and availability as to preclude its withdrawal except over a period of years-varying from 1 to at least 40 (average, say 15 years, depending on-the pool). One well will usually drain a limited area-2 to 10 acres-so that rate of withdrawal of oil under each owner's property is determined by the owner. - The important point to remember is that no matter how intensive the development, the oil reserves of -the United States cannot be materially exhausted' for at least 20 years, and the total available supply, not including shale oil, will probably require 50 to 75 years, or longer, for its withdrawal, the yearly rate of production decreasing slowly from this time on.

THE discovery of natural gas with naphtha in 1924 in the Upper Palaeozoic limestone of Turner Valley, 35 miles southwest of Calgary, has led to continuous developments in this field. Drilling undertaken soon after this discovery demonstrated that the anticlinal structure was in reality a major drag-fold cut off on the east side by a westerly inclined fault of large displacement. The faulted edge of the .limestone at depth determines the eastern limits of the field, which between 1924 and 1936 was shown to have a gas area 14 miles long by about 1 mile wide. Since the strata dip westerly, away from the axis of the fold, drilling becomes progressively deeper to the west and, with the advent of deeper drilling, crude oil was discovered in 1936 on the west flank of the structure but in the same porous reservoir rocks as the gas on the crest and upper parts of the fold. Since 1936, drilling has been undertaken wholly for the production of crude-oil and at present two producing areas have been found within the Turner Valley structure. The larger of these, at the south end of the field, in the vicinity of Highwood river, has a length of about 4 3/4 miles and a proved width of one mile, whereas the smaller, in the north end of the field, south of the north fork of Sheep river, has only a few producing wells.

Ok Tedi Mining Limited commenced construction in mid-1981 of facilities and infrastructure to mine and process gold ore at Mt Fubilan in Papua ew Guinea. Production ofgold began more or less on schedule in mid-1984 although design capacity is yet to be achieved. Due to geotechnical problems, two important items of infrastructure, hydropower and permanent tailings disposal, are not yet in place. Current low metal prices make it likely that copper facilities will be postponed.The deposit compriscs a leached gold capping overlying copper sulphide porphyry mineralisation containing significant gold and molybdenum. Mining is by open pit methods. The soft leached capping gold ore is ripped and dozed, loaded by hydraulic shovel and trucked to a dump pocket. After passing a large semi-autogenous mill of nominal capacity of I, I00 tonnes per hour, the ore is treated by the carbon-inpulp process, with a gravity circuit to recover coarse gold. The final product is 12 kg dore bullion bars.At present, all tailings are detoxified with hydrogen peroxide; after cycloning, the coarse fraction is stored, and the slime fraction discharged into the river system; expected environmental impact is acceptable. Investigations for a suitable dam site for a permanent tailings system are still underway.Peak 'I. hour power demand for Stage I is 17 MW, presently supplied by a diesel alternator power station and a 2 MW mini hydropower plant.Initial access to the base camp at Tabubil was only by air. Eventually a road was pushed through 134 km from the river port at Kiunga (where port facilities have been constructed) and a further 23 km to Mt Fubilan.Roads are constructed of compacted gravel and crushed limestone generally underlain by geofabric. Eight major steel bridges were built.The town of Tabubil has been established, including housing, airport, shops, offices, schools and all facilities.Environmental studies have been extensive and a detailed monitoring program is maintained. Ok Tedi Mining Limited is making considerable efforts to train Papua New Guineans and to foster local business.

Epithermal deposits have been defined as the lower temperature end of a spectrum of hydrothermal mineral deposits and are inferred to have formed near the EarthÆs surface. The preservation of an epithermal gold deposit in an Archaean craton is rather problematic, especially when such deposits form clusters or groups as reported for the Pilbara and Yilgarn cratons. For two of the better studied examples of epithermal gold deposits in these cratons, Becher and Wiluna, the evidence that they formed near the Earth surface is non-diagnostic, and the epithermal origin appears uncertain. Despite the simplicity of the original definition, there have been numerous errors in classifying epithermal gold deposits. It is suggested that these errors are primarily due to poor criteria defining the group as there is limited evidence of poor observational science being the cause. The criteria being used to recognise epithermal gold deposits include tectonic setting, ore element suite and quartz vein textures. None of these are diagnostic of epithermal deposits and their link back to the original low pressure-temperature definition of the class is tenuous. There has been definition creep over time as new observations on potential epithermal gold deposits become accommodated within a flexible definition. There is some urgency establishing and then using criteria to reliably identify epithermal deposits. Distinction of epithermal gold from weathered gold deposits is an important step. Alcoa of Australia Limited owns and operates a 150 MW power station adjacent to the coastal township of Anglesea in south western Victoria.The power station was constructed in the mid 1960s to supply electricity to the Company's smelter at Point Henry, near Geelong, and is fuelled by high quality brown coal mined at the site in Alcoa's lease area.The open cut mine, producing approximately one million tonnes of coal per year, utilises a backfilling method and has carried out progressive regeneration of those completed areas since the mid 1970s.

The development and use of short-lived radioactive tracer methods for the on-stream determination of residence time distributions in large-scale ball mills is described. Tests are reported on a pilot-plant ball mill with 0.43 m diameter and 0.86 m length and on an industrial mill with 1.83 m diameter and 2.74 m length. Tests with different tracer feed sizes indicate that the residence time distributions on both mills are independent of charge particle size. Similar tests are planned for a-large ball mill of 4.57 m diameter and 9.30 m length. No safety problems were encountered in these tests and none are anticipated in tests of the larger mill.

From our previous work (Gardner, Aissa, and Verghese, 1982) on determining the residence time distribution of ball mi 11s from radiotracer data taken in closed-circuit operation without interruption of the process, it occurred to us that the data taken for this purpose also contained information on the breakage rates of all the sizes present. It is the purpose of the present work to evaluate methods to obtain breakage rates from this data. A numerical solution for the impulse injection and subsequent detection of radiotracer in a closed-circuit linear comminution process is developed and used with typical breakage parameters, residence time distribution, and classifier functions to study and evaluate these methods.

A system for the on-stream X-ray diffractometric determination of mineral phases in slurries was developed in response to the mining industry's need for process control during the beneficiation of industrial minerals. The instrumentation for and results from testwork conducted at a phosphate rock beneficiation plant in Florida are discussed. Results show that the concentrations of the minerals apatite (var. francolite) and quartz can be accurately determined every few minutes, so that adjustments to the flotation circuit can be timeously executed from the control room. The on-stream measurements can ultimately be integrated into an automated plant control strategy. Estimates of savings on reagent and staffing costs, as well as the benefits from consistent grades and greater recoveries, have shown that the investment in such a system could often be recovered in less than a year.

THE 122d meeting of the Institute was held in the Lake. Superior Copper and Iron Country Aug. 20 to Sept. 3, 1920 with an approximate registration of 1100 members and guests. This is the 'first visit of, the Institute to this vicinity since 1904 although previously it held meetings there every six or, seven years. 'The eastern party assembled at Buffalo and sailed on the S. S. "Tionesta ". on Friday morning, Aug. 20, arriving at Houghton, Mich., Monday, Aug. 23. En route stops were made at Detroit, where sightseeing auto trips were taken, and at Mackinac Island, where a short stop permitted a visit to the picturesque and historic Fort Mackinac.

THE 123d meeting of the Institute was held in New York Feb. 14 to 17, 1921. The total registration was 1199, as compared with 1138 at the New York meeting in 1920. The weather was a strange and welcome contrast to that of last year, when New York was buried under six feet of snow as the result of the fiercest blizzard in its history. This year there was no snow, and the weather was said to be much more like an Arizona winter than New York. A complete program of the Technical Sessions is on p. 9. The discussions of the papers presented will be published in pamphlet form as soon as possible and will be noted in MINING AND METALLURGY in the usual way.

The one-dimensional mathematical model of unsteady-state heat conduct ion through multilayer (wall and floor of airway consist of several layers of material and rock) and two-surface (dry and wet surfaces) airway wall and airway floor with convective heat and moisture transfer between their surfaces and mine air with time dependent changes of temperature and humidity has been developed on the basis of introduction of acceptable simplifications of description of heat and moisture transfer between rock mass and mine air. The analytical solutions for calculation of the surface temperature of any type of surface of airway wall/floor and for calculation of water vapour pressure near the wet surfaces at given time are obtained by means of the model presented. These solutions are illustrated for the case of general harmonic course of air temperature and humidity. Balance of heat and moisture transfer between surfaces of airway wall and floor and mine air is solved by an iterative method in the partial sections of airway. The temperature and the humidity of mine air on the outlet of each partial section of airway at given time are its resolutions and they are the input data for following partial section. By this way it is possible to solve complicated dynamic changes of mine air temperature and humidity in an air way system by relatively simple mathematical apparat.

Labour-intensive narrow reef stoping, as traditionally practised in South African gold and platinum mines, is almost unique in the modern first-world mechanized mining environment. Shortcomings of the system include the ever increasing cost of labour, a cap on achievable productivity and a poor safety record, particularly in the field of rock-related accidents. In the absence of sustainable alternative technologies, the South African mining industry has spent millions of rands improving the present system, focusing on improving workplace safety. Thank you Clark, for that extraordinary introduction, but Paul Harvey would be disappointed if I didn't tell you ... the rest of the story. It's true that I began my career at the Boston Traveler newspaper, one of the last of the breed that started as an office boy and eventually advanced to staff reporter. However, what the biography doesn't tell you is that after that stellar rise to prominence in the Boston financial community, the afternoon Traveler was merged into the morning Boston Herald, and I was out of a job. Between the Traveler - which I closed - and the Brockton Enterprise - where I helped bring about the first labor strike in the newspaper's 100 year history - for a short period I worked double shifts at a bomb factory where we made beanbag mines for use in Vietnam. That is until the plant blew up one morning between my shifts - my last shift, as you can guess. Incidentally, my job was quality control. Before accepting my first public relations job with Boston Gas Company - and handling the media during that companies longest strike in history - I worked part time as a police officer in the small Massachusetts town of Halifax, during which time I wrecked the town's only patrol car - twice. Having contributed all I could to Boston Gas Company, I moved on to the parent company - Eastern Gas and Fuel Associates - where I was instrumental in closing down the last remaining coke plant in the Northeast in the Bridesburg section of Philadelphia - and got my first exposure to the coal industry - a visit to Eastern's last two coal mines in western Pennsylvania, Culver and Delmont - which were closed a month later. With the coal boom at its apex in the late '70s, the bosses thought it would be safe - and safer for the other subsidiary companies - for me to be given the opportunity to establish a formal public relations department at Eastern Associated Coal Corp. In my 10 years with Eastern Associated, I was able to help take the company from 17 operating mines down to 6, from 8 longwall sections down to 5, and eventually have the entire company sold to Peabody, While at the same time, bringing an end to the coal boom. It was at this point that journalism again beckoned, which coincided with COAL magazine purchasing Coal Age from McGraw Hill Publishing. In my l l years with the magazine, we've taken it from Coal Mining and Processing, to Coal Mining, to just COAL, and back to Coal Age - which is the best thing we ever did - and we've had the company sold ... twice.

I HAVE been greatly honored as your unanimous choice for President of this. Institute, with which I have been associated during my entire professional life. It is customary for your new President, on these occasions, to make some observation on matters of general interest from the engineer's standpoint. The profession of engineering in the United States comprises not alone scientific advisers on industry but, in great majority, is comprised of the men in administrative positions. In such positions, they stand midway between capital and labor. The character of your training and experience leads you to exact and quantitative thought. This basis of training in a great group of Americans furnished a wonderful' recruiting ground for service in these last years of tribulation. Many thousands of engineers were called into the army, the navy, and civilian service for the Government. Thousands of high offices were discharged by them with credit to the profession and the nation. We have in. this country, probably, one hundred thousand professional engineers. The events of the past few years have greatly stirred their interest in national problems.' This has taken practical. form in the maintenance of joint committees for discussion of these problems and support to a free advisory bureau in ,Washington. The engineers want nothing for themselves from Congress.. They want efficiency in government, and you contribute to the maintenance of this bureau out of sheer idealism. This organization for consideration of national problems has had many subjects before it, and I propose to touch on some of them this evening.

INTRODUCTION In 1974 two of the present authors reported the results of a pilot study indicating an increase of lung cancer risk in Ontario uranium miners. (Muller, Wheeler, 1973, 1974) The study was based on data contained in a computerized Mining Master File maintained by the Ontario Workmen's Compensation Board that contained information on miners examined in Ontario who had either 60 months of dust exposure in mines or had signs of pneumoconiosis or tuberculosis. Including the above conditions the definition of uranium miners added the condition of one month or more of uranium mining experience in Ontario. This list of Ontario uranium miners contained 8,649 names. Following the results of this first pilot study, we embarked on creating a file of uranium miners containing information on men with one month or more of uranium mining experience in Ontario without any further conditions. This file was used by the Royal Commission on the Health and Safety of Workers in Mines in their study of risk in Ontario uranium miners. (Hewitt 1976) This file contained 15,094 names. In this report we give an outline and progress report on a study of Ontario miners that we are conducting at present. It was felt that the male population of Ontario is not necessarily an adequate control population for uranium miners. A preliminary examination of the work history of uranium miners indicated that the majority of them (about 90 percent) had other mining experience in addition to their exposure in uranium mines. We therefore considered it useful to evaluate the possible effects of non-uranium mining on risk, and for this reason decided to make the Uranium Miners Study part of a study dealing with the mortality of Ontario miners in general. Aims of the Study The aims of the Study include the evaluation of: 1) the risk of dying by cause in non-uranium miners as compared to the male population of Ontario and Northern Ontario. 2) any differences that might exist in the death experience of non-uranium miners by cause according to ore mined. 3) the effect of length of exposure in non-uranium mines on age-specific risk by cause. 4) the dose-response function for primary cancer of the trachea, bronchus and lung from exposure to radon and its short-lived daughters. 5) the possible effect of the mining environment on deaths from causes other than cancer of the trachea, bronchus and lung. The study will address itself to a number of other factors that might well affect the dose-response function. These include: a) factors in the mine environment - other than radon daughters - that might affect lung cancer mortality. b) the effect of non-uranium mining on lung cancer risk in uranium miners. c) the effect of age as well as age at time of exposure on lung cancer risk. d) questions of latency and the possible dependence of latency on age at time of exposure. e) smoking as an important factor in lung cancer risk. f) Histological type of cancer in relation to the various parameters of exposure and age. MATERIALS AND METHODS The Study is making use of existing computerized data files and has set up certain new files. These include the Mining Master File and the Model Development File. The Mining Master File This file is a computerized record of data on individual miners obtained at yearly miners' examinations that have been carried out since the mid 1920's. The conditions for inclusion in the Mining Master File have been indicated above. Information contained in the file includes: (1) Identifying information: a) Surname and given names b) Date and place of birth c) Miners Certificate Number d) Social Insurance Number if available. (2) Updated Employment data obtained at each miner's examination: a) Year of first dust exposure in Ontario b) Year of first dust exposure outside Ontario c) Number of months worked in mining d) Ores mined e) Mining areas and mines f) Occupations

Introduction By far the largest part of the money raised for mining is raised by honest and legitimate means; but a not inconsiderable amount is raised by fraudulent sales methods. It will be conceded without argument that the greatest menace to the mining business is the fraudulent promoter. The sale of worthless mining stocks to the public by high-pressure. salesmen, house to house canvassers, telephone campaigns, fraudulent use of the mails, fraudulent statements, and reloading, has seriously prejudiced the public against even legitimate mining. A very small percentage of the funds raised by such fraudulent means is ever spent on the property, but instead is absorbed by the promoter in illegitimate' profits, enormous commissions, high office rents, and other expenditures, and is just so much subtracted from the fund which the legitimate developer needs to bring new mines to the point of production. The mining fraternity has been at fault in that, while they recognized this situation, they made no adequate attempt to rectify it. They knew that these fraudulent practises were conducted by parasites who attached themselves to the mining business in boom times and claimed to be part and parcel of it, but who were merely professional salesmen and promoters who, when there was not a mining boom, were selling sky-line real-estate, worthless oil stocks, or fraudulent securities which happened to be popular with the public. While mining people had this distinction well in mind, the public did not differentiate between the crooked promoter temporarily selling fraudulent mining stock and the honest promoter who made mining finance his life work; and we did little to make this distinction clear to the public or to sweep these money grabbers out of our house. The historic boom of 1927-8 and '29 brought with it the usual crop of crooked mining promoters, and the scandals resulting from their operations forced the Governments into the enactment of laws to attempt to protect the gullible public against the operations of these meanest of thieves and to appease public clamour.

On behalf of the Ontario Water Resources Commission, I would like to express my sincere appreciation to your Institute for presenting us with this opportunity to outline the regulatory control programme as it relates to the mining industry in the Province of Ontario. In Canada, and particularly in Ontario, we are blessed with an abundance of natural resources. Fresh water in the form of lakes and rivers covers nearly 17 per cent of the area of the Province. (Total area of the Province of Ontario is 412,582 square miles.) The mining industry, which had its beginning in the early 1800's with a small iron ore plant, has progressed with the major discoveries of nickel and copper in 1883, silver in 1903, gold in 1908, iron in 1939 and uranium in 1953, to the point where, in 1966, almost one billion dollars in mineral wealth was mined in Ontario. Water, in spite of its great abundance and with due respects that it may become a natural resource worthy of export in the foreseeable future, has become increasingly precious in Ontario, particularly in the more urban areas in the southern part of the Province.
