INTRODUCTION When Palmer King asked me to prepare a paper for this conference, it seemed quite appropriate, since I am Chairman of Subcommittee No. 4 of the U. S. National Committee on Tunneling Technology and we are presently making a detailed study of contracting practices. Before the end of this year, we expect to publish our report containing guidelines aimed at improving our contracting practices and minimizing the problems which develop therefrom. The American construction and mining industries today are glowing examples of the ingenuity of man pitting his wits against the unknown. Without the promise of rewards commensurate with the perils faced and the effort expended, it is doubtful that these industries could have reached their present state of advancement. Nevertheless, these industries are still primitive compared to many others such as aerospace and electronics. That our present contracting practices leave something to be desired is evidenced by the fact that many of our underground projects wind up with tremendous increases in estimated cost, financial disaster, and costly dispute and litigation. The situation is aggravated by the current economic uncertainty, energy crisis, and shortage of materials. At the same time, if our industries are to develop their maximum technologic potential, we must employ contracting practices which will encourage that development. In South Africa, as in many other countries, the young engineering graduate is promoted quite soon to a management position where he uses less technical skills and more people-oriented skills. In the standard undergraduate curriculum for engineering, little attention is paid to the non-technical issues of the profession. An undergraduate course in management techniques cannot be a substitute for a MBA or Masters degree in engineering management, but can at least create an awareness of the practical problems facing the engineering manager. The aim of this paper is to provide an outline of such a course structure at the University of Stellenbosch. A survey is also presented on management training in the South African and Australian mineral industries. Feedback from students and graduates indicates that the fresh graduate does not fully appreciate the value of such a course until he/she achieves a position of responsibility after two or three years. Nevertheless, the management course appears to be successful in widening the perspectives of the engineer. As explained frequently in management journals, the technically oriented person (the engineer) has a convergent thought pattern, which could be in conflict with the more divergent thought pattern of the top, personnel or marketing manager. It becomes increasingly imperative for the young minerals engineer to be externally oriented instead of the traditional internal focus of engineering. The engineer should not only be aware of environmental issues in the technical design and operation of plants, but should also understand the inter-relationship between public relations, political pressures and environmental perceptions vis-d-vis technical facts.

The Manantial Espejo district (Argentina) hosts a low-sulfidation epithermal Ag (-Au) deposit with a proven and probable reserve of 38 Moz Ag and 0.55 Moz Au. The district lies along the southern rim of the Deseado Massif in the Middle to Late Jurassic Chon Aike Province, a large bimodal igneous province dominated by silicic volcanic rocks that were formed during the initial extension leading to the opening of the South Atlantic Ocean. The district stratigraphy consists of 162 to 161 Ma old rhyodacitic to rhyolitic volcaniclastic rocks of the Chon Aike and La Matilde Formations, followed by 160 to 157 Ma old andesites and dacites of the informally called intermediate formation. The main stage of normal faulting post-dates the volcanic activity and coincides with the formation of the precious metal veins that were dated by 40Ar/39Ar on hydrothermal adularia with ages between 152.8 ¦ 0.8 Ma and 156.6 ¦ 0.8 Ma. Economically important hydrothermal veins show characteristic features of a low-sulfidation epithermal deposit with crustiform and colloform banding, bladed calcite replaced by quartz and abundant adularia. In the Maria Vein, the major orebody of the district, six hydrothermal stages are identified, but only stages one and four contributed metal. Lead isotope ratios in hydrothermal sulfides show a close relationship to ratios in feldspars from the district Chon Aike Formation, suggesting a common source for the Pb and possibly the precious metals in both the magmatic and hydrothermal products, or that the Pb in the hydrothermal veins was derived from the volcanic rocks. Southern Africa has a history rich in the pyrometallurgical processing of ores. Two of the alloys produced are high-carbon ferromanganese (74?83 per cent Mn) and silicomanganese (59?67 per cent Mn and 14?31 per cent Si). The largest land-based manganese ore deposit in the world is based in the Northern Cape Province of South Africa. In 2010, 6.3 Mt of ore from the deposit was exported, mainly to China, Norway, Japan, and India, and an estimated 1.1 Mt beneficiated locally to produce manganese ferroalloys. In southern Africa the producers of manganese ferroalloys are Metalloys and Assmang, and of silicomanganese Transalloys, Mogale Alloys, and Match Corporation. Submerged arc furnace technology is utilized in the production of high-carbon ferromanganese (HCFeMn) and silicomanganese, applying the discard slag practice in both instances. The carbon content of HCFeMn is reduced using converter technology and that of SiMn using the Perrin process. Ninety per cent of the world?s manganese ferroalloys production is consumed by the steel industry. The consumption (and production) of manganese ferroalloys therefore closely follows worldwide steel production. From 2001 to 2010, the doubling of the worldwide production of manganese ferroalloys can be attributed to an increase in production capacity in Asia and Oceania, with the largest increase in the production of SiMn. Manganese ferroalloys produced in Asia and Oceania are mainly for the local market, with North America, Europe, Russia, and Turkey the major markets for alloys from southern Africa. The major challenges faced by the southern African manganese ferroalloy producers are increasing electricity tariffs and productivity of labour, which require a concerted effort by all parties involved to achieve a satisfactory solution. L. C. GRATON, Cambridge, Mass.-I should like to ask the authors if they attempted to draw any analogies with the manganese deposits at Franklin Furnace, N. J., and whether there are. any traces of zinc in these Brazilian-deposits. J. T. SINGEWALD, JR.-We did not think of them at all as analogous to the Franklin Furnace deposits and there is no appreciable percentage of zinc present. INTRODUCTION FOR a number of years Russia, India and Brazil have outranked .all other countries as producers of manganese ores. During the 5 years immediately preceding the European war, the average annual production of Russia was 844,000, of India 694,000 and of Brazil 200,000 long tons. Since the outbreak of the war there has been a considerable falling off in the Russian and Indian production, particularly in the former, whereas the production of Brazilian ores has been greatly increased, amounting in 1914 to over 250,000 tons and in 1915 to nearly 350,000, with conditions favorable for a still larger production in 1916. Manganese is one of the few industrially important metals that are not produced in the United States in quantity commensurate with our needs, so that we have been compelled to import annually about 300,000 tons, having a value of over $2,000,000, and these ores have been obtained from the three countries mentioned above. Their rank as contributors to our imports of manganese ores was India, Russia, Brazil; and in 1913, Brazil contributed only one-fifth. During the past 2 years Brazil has furnished rapidly increasing quantities to this country, and, with the falling off of imports from India and Russia, has become our principal foreign source. In 1914, Brazil furnished two-fifths of the imports and more than India or Russia, and in 1915 over nine-tenths. The manganese ores of Brazil are consequently of more than usual interest to us at this time.

AN extremely successful meeting, under the joint auspices of the Ohio Section and the Iron and Steel Committee, was held at Cleveland on April 19 and 20, about one-half of those in attendance being from the Cleveland district and the other half from a distance. The morning session on April 19, C. K. Leith presiding, was opened by the presentation of the ad-dress of which an excerpt is printed on the opposite page. In the subsequent discussion R. A. Allen pointed out that the meeting had not been called "to blow the lid off the tariff" since that is only one of the many problems connected with the wisest utilization of man-ganese, and it was the purpose of this meeting to con-sider all those interdependent problems. The purpose of the tariff was to develop an adequate domestic sup-ply, and that result had not been accomplished. An-other important problem, linked with the tariff, is the need for assuring, while we are at peace, an adequate war supply of manganese, and at present this country has no such policy. D. F. Hewett said that his 3-months' trip in Europe last summer had impressed him with the fact that England had once been in the position United States now is in, of being the principal world's producer of all the more important minerals and with a declining reserve had gone on a free-trade basis. No one pointed out that, with the exception of tin, the present relative position of England is due more to an increase in pro-duction in other countries, rather than to a decrease of domestic production. J. Sharshall Grasty referred to recent development work-in Virginia where of 30 per cent easily concen-trated manganese ore about 300,000 tons has been blocked out and possible and probable ore amounting to 700,000 tons more is indicated.

THE following brief description of the main features of the, engineering work was prepared for the use of members of the American Society of Civil Engineers and members of the American Institute of Mining Engineers on the occasion of their visits to the tunnels at the time-of their respective. annual meetings in New York, January and February, 1905. DESCRIPTION. Those portions. of the Pennsylvania Extension into Manhattan and Long Island, lying east of the Terminal Station and west of the East River, have been designated as the " Manhattan ?Cross-town:. Tunnels." They traverse a section of the city second in importance only to the financial district, and one that includes the larger hotels, retail shops and theaters and the residences of many of the best known citizens. Section "D," consisting of twin tunnels for west-bound express and local passenger traffic, lies under Thirty-third Street from a point 400 ft. west of the west line of Sixth Avenue, eastward to the river shaft, situated in the block between Thirty-third and Thirty-fourth Streets east of First Avenue. Beginning at the east end, the tunnels are in separate excavations, leading westward from the subaqueous tubes, on a curve of large radius, gradually closing together until it is found more appropriate to drive them in a single excavation. At a point just west of Second Avenue they reach the tangent, aid from there westward lie directly under Thirty-third Street. At a point about 180 ft. west of the west line of Sixth Avenue, the center concrete-wall between the twin tunnels is omitted, and the excavation somewhat widened to make room for a third storage-track, and the tunnel continues to tile station portal in three-track section. THE deposit of rock salt along the shores of Lake Huron, in Canada, has been brought before the public during the last six months, in consequence of the developments made by the diamond drill at Goderich. It is likely to be of more than common interest in the future, since now actual operations have been commenced to exploit the deposit and work it by regular mining. The methods of mining rock salt being but little known in this country, it may be of interest to make a few general remarks in regard to them before entering, upon the description of this new mining enterprise. According to the conditions under which salt is found in nature, various methods have been resorted to, in course of time, to make it available for the human race. They consist in : A. Natural or solar evaporation. B. Artificial evaporation, either exclusively or in connection with the former. C. Mining the rock salt in its natural state, and converting it to a marketable product, if need be, by simply pulverizing it. Without going into the details of the various methods of making salt available in an economical point of view, dependent on its degree of purity, or on various local influences, we cannot refrain from. alluding to the general principles which influence the mining and manufacturing of salt in countries where they have been carried on for hundreds of years. ECONOMICAL CONDITIONS FOR SUCCESS. Salt being one of the articles of prime necessity, and one universally distributed throughout nature, it must always be sold at a comparatively low price. It would even be quoted in the market at prices far below those now ruling, if it were not for the high duties generally imposed upon it, for purposes of state revenues. But looking closer into the subject, it will be found that this duty is probably one of the least oppressive, although in some countries it exceeds sixfold the cost of profitable production. EVERY dry thing that burns easily and multiplies or maintains fire by its own intrinsic nature can be put into an incendiary composition and various effects are produced. Some of these things are mineral combinations, like sulphur or its oil; some others, [163v] hot, dry, and subtle substances, like saltpeter; and some are. unctuous things, like fats and oils of any kind; while some serve because of dryness, like pith and wood. Some of these things are natural and some artificial But now I set aside the search for these differences in their composition. This is what I have found among all the ancient and modern things that I have been able to seek, and first, back in the time of Alexander the Great. Marcus Graecus, who was perhaps the inventor or a great experimenter and practicer of such things, writes of many of them. I have chosen some among these, and one* is this: In order to make it, he took Grecian pitch, alchitran, live sulphur, tartar, sarcocolla, niter, and petroleum oil, one part of each, and, in addition, a double amount of quicklime. He mixed it all with oil of egg yolks. Having put it in a well-covered and closed vessel of glass or glazed earthenware under warm manure, he left it for a month. Then, having liquefied it over a slow fire, always keeping the vessel well closed, he finally put this liquor in hollow sticks, in little pots, or in vessels expressly made, all with a little fuse fitted in the middle. If I should have to do this, I would say that a little gunpowder should be put in, which should give beginning to the fire so that it would ignite more easily. I have also found that another fire is made. For this sulphur is taken, or oil of sulphur if it is possible to obtain, petroleum oil or some rock oil, juniper oil, very well-refined saltpeter, and for one part of each of these five parts of asphalt; in addition, take goose or duck fat, pure black pitch, varnish, pulverized dove's dung, and enough aqua vitae to cover all the aforesaid things.. "THE petroleum industry in Canada has been experiencing considerable difficulty in filling its manpower requirements during the last few years, and because of the rapidly expanding nature of the industry it is concerned about the supply that will be available to fill the needs of the future. As the oil industry is one of the more technically oriented industries, the most acute problem exists primarily in the field of profession-al/technical personnel. This is particularly true in the production and exploration side of the business, because it employs the highest percentage of this type of personnel. Let me illustrate this by giving you some figures reported by the Alberta Bureau of Statistics as of December, 1965 -out of a total of 9,641 male employees engaged in oil producing and geological and geophysical operations in Alberta, 3,021, or 31 per cent, were classified as engineers, geologists, geophysicists, managers and other professional personnel. No figures are available for 1946 to make a direct comparison of the expansion of the industry over the past twenty 466 years, but it is doubtful whether more than 100 professional/technical people were engaged in producing in Alberta at that time"

When the first batch of refined copper ingots was cast at Mantos Blancos in January 1961, eight years of exploration, development and metallurgical pioneering by Mauricio Hochschild & Co. had come to a successful conclusion. This Chilean copper deposit, located in the Atacama Desert 30 miles from Antofagasta, is now producing approximately 20,000 tons of copper per year. The Mantos Blancos deposit has been known since 1912 and various attempts had been made to work the high-grade zones before the present operation was started. The major drawback of the ore to any previous development was its chloride content which varies between 0.4% and 1.5% C1. Although the chloride ruled out the conventional leaching-electrolysis scheme, it did lend itself to the process of precipitating the copper as cuprous chloride.

I. INTRODUCTION. THOSE who deem the subject of this paper an old and super¬seded one may recall with advantage the words of the great proverb-maker, bidding us to seek the new in the ashes of the old. The manufacture of wrought-iron began with the small hearth built upon an eminence, and relying on the wind for blast. Next came, either the hearth about 12 in. in diameter by 2 ft. in height, blown by a man operating two goat-skins for bellows, or, a hearth of greatly varying diameter and about 10 ft. high, depending for its blast upon natural draft. The former appeared in India, the latter in Burmah; and both were in operation until quite recently, though their origin is lost in prehistoric times. The Catalan forge was the evolutionary descendant of the foregoing, and the parent of the Blase-ofen, which in turn led to the high bloomary or " Stückofen," the father of the blast-furnace, as a producer of cast-iron. The production of cast-iron checked the growth of the direct processes; and led to the introduction of various hearths, such as the Walloon, for low-silicon irons; and the South Wales process, combining the run-out fire with the finery, for higher-silicon irons. Some of these are still in operation in localities possessing the necessary raw materials; and their product is used for purposes requiring wrought-iron of exceptional quality, the supply of which is still smaller than the demand. EDWARD STAFFORD, Chester, Pa.:-During all my business life, I have been engaged in the manufacture of Bessemer and open-hearth steels, but, during my long connection with the Shoenberger Steel Co. of Pittsburg, I had some experience in the manufacture of high-grade puddled iron for horse-shoes and in the making by Dr. Otto Wuth's process extremely pure low phosphorus puddled blooms (analyzing from 0.005 to 0.01 per cent. of phosphorus and sulphur), which were melted with low-phosphorus pig-iron in acid open-hearth furnaces to make extra locomotive fire-box steel. I have also seen the Dank's puddlers in operation at different times and places, notably where they were most successful, at the Otis Steel Works, Cleveland, Ohio; then under the management of our friend, Mr. S. T. Wellman. These Dank's blooms were made solely for open-hearth melting-stock to which they were well adapted ; the unavoidable presence of bits of ore-fix imbedded in the mass of the, metal always prevents the profitable manufacture of merchant iron from Dank's blooms. With the experience just described, I was to some degree in position to value fairly the means, methods and results of Mr. Roe's mechanical puddling from the metallurgical or technical and economic points of view, when given an opportunity by Mr. Roe to see his puddling furnace or machine in operation in Pottstown, Pa. Briefly, the furnace, with water-cooled bottom, is rectangular in plan, about 20 by 8 ft. in the clear, suspended by trunnions at the middle of the long sides, at a. height of 17 or 18 ft. above the general level; the oscillation (65° each way from the vertical) is accomplished by geared segments (attached to the downward-projecting side or trunnion-plates) with which engage pinions driven by a reversing engine. PREVIOUS to the war, this country depended on Europe for its supply of a number of alloys of great importance in the manufacture of electrical apparatus and equipment. When this source was cut off shortly after the beginning of hostilities and the small stocks in the United States were exhausted, either inferior substitutes had to be used or the manufacture of the apparatus suspended. Since electrical equipment was of primary importance in the prosecution of the war, the substitutes had to be used until the composition and processes of manufacture of the alloys could be determined. Included among these alloys was one generally known as manganin, which is composed chiefly of copper and manganese and which, beside having a low-temperature coefficient of resistance, has a low thermal electromotive force against copper. These qualities make it valuable for the manufacture of electrical instruments and machines in which it is used in the shape of wire, rod, and strip. As a result of these circumstances, an investigation was started to deter mine how manganin could be made on a commercial basis so that a product of uniform quality and the necessary electrical characteristics could be produced. The object was to procure an alloy with temperature coefficient of resistance not greater than T 1 X 10-5 per ° C. and a thermal e.m.f. against copper no greater than that of the imported material. It is characteristic of manganin that the temperature-resistance curve is not a straight line but has a peak, which varies in position with different samples; it is most desirable, however, to have it at a temperature of 25° C. if possible. The coefficients of manganin from all records available ranged from a large negative to a large positive value. The composition as reported by different authorities is given in Table 1. Prof. Matthew A. Hunter, of Rensselaer Polytechnic Institute, made up a number of small melts of manganin in a graphite crucible and the one that he reported as having the best coefficient gave the following analysis: Copper, 83.6 per cent.; nickel 2.5 per cent.; manganese,-13.6 per cent.; iron, 0.3 per cent. An analysis of a sample of German manganin gave the following: Copper, 82.6 per cent.; nickel, 3.8 per cent.; manganese, 12.8 per cent.; iron 0.7 per cent.

In the early ages man contented himself with the use of such tools and appliances as would assist him in the enlightenment of his labours. With the advancement of science, numerous motives, with modifications and adaptations, have been introduced to enlighten labours, and in many cases have taken the place of man, but it can hardly be said that this applies to shovels, although one of the oldest implements of labour; certainly, with the introduction of the steam shovel the labours of man have been considerably reduced, but the hand shovel of today is used similarly to that of years ago.If the principle of the hand shovel has not been improved upon, it must not be suggested that the manufacturers of this article are not endeavouring to improve its quality, and the main point with which the manufacturers have to contend is the production of an article which will give a maximum of durability combined with a minimum of lightness. In order to accomplish this they must select suitable material, and subject it to such heat treatment process that will produce a shovel having a maximum of hardness and toughness without being unduly brittle, and which will withstand the excessive wear to which it is subjected.In this article an endeavour will be made to explain (a) the manufacture of shovels; (b) the defects commonly met with-the cause of same and measures which are necessary to remedy them.Before doing so a brief description will be given of the class of steel used for shovels; this is an important factor, and a steel which is admirably suitable is a plain carbon one containing approximately 55 - 70% C., and closely resembles that used for the manufacture of railway rails. This plain carbon steel is very extensively used, although at present alloy steels are being utilised to a certain extent for shovel manufacture, and with suitable heat-treatment.
