The extent to which man's activities are influencing the earth's climate is subject to considerable debate. Internationally however, this debate has been put aside somewhat by the Kyoto Protocol. This international agreement is the political response to the threat of Global warming, predicated on the precautionary principle.NZ is seeking to be a leader in the Kyoto Protocol. Given our unique GHG emission profile and the structure of our economy, and the major uncertainties in both the science of climate change and the Kyoto Protocol itself, this desire to lead is absolutely inappropriate in this instance. We face a different, and often more severe, set of challenges in an economy that prices C emissions than virtually all of our trading partners. Unfortunately, these differences have not been reflected in climate change policy development to date. This represents a major threat to New Zealand's economy, wealth and jobs, particularly in the sectors that have been the core drivers of our economy over the last 20 years or so - agriculture, energy, primary processing. We do not, and should not, seek to avoid the issue but we must protect our economy and move with or follow our trading partners and competitors, not lead them.

President Lien presented Mrs. Holmes with the first of speaker appreciation gifts presented by his firm Amax Coal West, Inc. These were books by Rand-McNally entitled The Executive Golfer Guide. Following the coffee break, Clark Moseley presented the first annual Institute Safety Achievement Awards for the safest mines in the eight member state region. The awards were based on: 1. The 15 000 t/d La Coipa mine initiated operation in July of 1991. The complex consists of a conventional, open-pit mining operation and a mill employing cyanide leaching with Merrill-Crowe gold and silver recovery. The process plant includes a primary crushing circuit, a 15,000 t (live) covered stockpile, a semi-autogenous mill/ball mill/crusher or SABC grinding circuit, a leach circuit, a belt filtration/washing circuit, a zinc precipitation circuit and a "dry" tailing disposal system. The process plant is described in detail with major design considerations used in the selection of the processes and equipment. The unique methodology employed in the disposal of the filtered tailings is also described.

This paper will describe the exploration project which led to the discovery of the La Escondida porphyry copper deposit in northern Chile and will serve as companion paper to the description of the geology of Escondida being presented by J M Ojeda. The author would like to express his appreciation to Robert Hickman, Chairman of Minera Escondida, for permission to present this paper.In July 1978, a proposal was made by J D Lowell to Robert Wheaton, then Exploration Manager of Utah International, that Utah fund a "grass roots" program exploring for porphyry copper deposits in northern Chile. Wheaton expressed interest, and it was agreed that Getty Oil Co also be invited to participate. A joint venture agreement for the Atacama Exploration Project was signed January 1, 1979, between Utah, Getty and Lowell. The project was managed by Lowell who reported to a management committee which through most of the project consisted of Lowell, Francisco Ortiz, Robert Wheaton, Maurice Young, Sigfried Muessig and Louis Rove. Oliver Warin and Jim Bratt participated in the committee in the last phase of the contract. Special thanks are due Louis Rove of Getty and Maurice Young of Utah who made contributions throughout the course of the project. Francisco Ortiz was resident manager through most of the project.

Ore-Testing laboratories are maintained by the Mines Branch, Department of Mines, at Ottawa for the purpose of conducting experimental test and research on ore treatment. Sample shipments of a few hundred pounds to car-load lots of Canadian ores are received on application for experimental tests, and all possible methods of treatment are investigated. Reports are issued to the shipper, containing the results, with recommendations as to the most economical method of treatment. These reports have been of valuable assistance to mining companies in the preparation of plans for the design and equipment of their treatment plants. Investigations have been conducted on ores and metallurgical products from all parts of the Dominion. The ores from practically every producing mine and important mineral occurrence have been investigated in these laboratories.

Sharp transient stress waves generated during the delay blasting of underground coal can damage unfired borehole charges remaining in the delay pattern. These tremendous stress pulses in coal bear a strong resemblance to underwater shock waves, despite differences in rise times, damping rates, and scaling relations. "Shock wave" terminology is adopted to distinguish the sharp transient waveforms propagating through the coal from the gas-driven stresses that rift the coal. Reported waveform characteristics of shock waves through underground coal were utilized to design a simulator test for rating the impact resistance of cap-sensitive explosives. Theoretical minimum borehole separations were determined for each cap-sensitive explosive from the requirement that worst-case waves hitting an unfired charge would not exceed its impact resistance rating. Rugged explosives have higher impact resistance and will function properly at smaller borehole separations. Additional work is required to verify the findings from the simulator technique and modeling relations reported here.

NEW place was assigned to the women for their headquarters at the annual meeting of the Auxiliary but they, as usual, occupied a large place in the activities of the annual meeting. The alcove on the Thirty-ninth Street side of the building was a busy place on Monday morning, as the members of the various sections from New York to California greeted each other. The registration was conducted under the supervision of Mrs. Wolfes, Miss Georgene Davis and Mrs. Jennings, while Mrs. Hursh, Mrs. Hyde, Mrs. Charlton Reynders, and others dispensed tickets to the various functions that had been provided for entertainment. There seemed to be the usual number registered, but when only one member of the District of Columbia Section made herself known everyone wondered why the large delegation of last year had so dwindled. The explanation appeared next day, when a number of others from that Section arrived, telling of a delightful reception on the night before, at the White House. Mrs. Hoover had honored the "Canaries"¬(the organization of Lone Girl Scout' workers) the officers of the Section, and their husbands, who for once became only "so and so's husband." Luncheon was served on the fifth floor on Monday, the hostesses for that day being Mesdames C. F. Ayer, Willis Burns, G. W. Farny, H. G. Moulton, and T. T. Read. THE annual meeting of the Woman's Auxiliary to the A.I. M.E. is always held in New York, in con- junction with the annual meeting of the Institute in February. Business sessions, teas, dances, a theater party, luncheons, excursions, and many other interesting activities filled the four days to overflowing. In all ,216 women were present, from all parts of the United ,/ mates, and there were several from Canada. On Mon- ' day not only the visitors, but the New York members also, gathered around the registration desks, where Mrs. E. N. Wolfes, Mrs. S. J. Jennings, and Miss Georgene Davis saw that everyone was properly registered and provided with tickets to whatever functions she desired to attend. Greetings were eagerly ex- changed as friends met at the luncheon on the fifth floor, where the hostesses of the day were Mrs. J. D. Handy, Mrs. T. T. Read, Mrs. Sidney Rolle and Mrs. H. J. Wolf. In the afternoon, there were visits to art galleries and other interesting exhibits, arranged by Mrs. Frederick Laist. Mrs. W. H. Bassett was the hostess at a very delightful Thé damant at the Italian Gardens of the Ambassador Hotel. Many of the men attended this function also. In the evening the visiting ladies were entertained at a theater party, with Mrs. Wilbur Judson as hostess. The play that was seen was Gorki's "At. the Bottom."

In the secondary metallurgy of steel, the availability of ladles plays an important role in decreasing the production cost. The refractory lining, therefore, should satisfy optimized quality to grant higher heats. This paper reports the results of an investigation carried out in Iranian Mobarakeh Steel Company in order to increase the lining life of ladles by employing different types of MgO C and Al203 - Mg° - C. The zoning concept was used in replacing the conventional refractories either in slag line or the lower parts of ladle. The number of heats could be improved to almost two times as before. The results are explained in terms of refractory quality as well as zoning approach. The economical impact of this improvement will also be analyzed.

Rhodes Mining NL, Perth, Australia, is developing the Lahoca Gold Project which is located in Hungary, about 30 km from the town of Eger. The preliminary resource is estimated to contain approximately 1.5 million ounces of gold. The project is being evaluated for an annual process capacity of 2 million tonnes. The test samples contain just over 2 g Ault and 6% sulfur as sulfide. Copper and arsenic levels are approximately 0.2 and 0.1 %, respectively. The ore is refractory due to submicroscopic gold occurrences and structural associations with pyrite. A small amount of the gold is finely encapsulated in quartz. Approximately 30% of the gold in the crushed ore is soluble in cyanide and up to about 55% is cyanide-recoverable with ultra­fine grinding. The ore has little preg-robbing ability. Metallurgical test work done by Colorado Minerals Research Institute (CMRI) and other investigators has shown that as much as 85 to over 90% of the gold was recovered by the relatively severe conditions of pressure oxidation or roasting of the whole ore or a flotation concentrate. The Lahoca ore responds to flotation with gold recoveries of 87% into a low grade concentrate. Subsequently, with a view toward defining a process route with potentially more attractive economics, Rhodes Mining and CMRI conducted an extensive review of biooxidation technologies and concluded that, in particular, heap biooxidation methods promised lower process costs which normally are associated with heap leaching. Based on the study, which included the analysis of the closely related practices of copper dump/heap bioleaching now well established in that industry, CMRI conducted simulated heap biooxidation experiments which evaluated factors such as ultra fine ore crushing, agglomeration techniques, heap design, forced aeration oxygen supply, and whether or not the heap is irrigated. Separate flask biooxidation tests at Little Bear Laboratories showed that the finely crushed ore is biooxidized readily, with a near linear relationship between sulfide oxidation and gold cyanide solubility. Gold recoveries of as high as 66% have resulted after biooxidation of crushed ore. This paper highlights the metallurgical developments of the Lahoca project, and focuses on recent biooxidation laboratory test work aimed at enhancing the treatment of crushed ore.

LAISVALL - ONE OF THE BOLIDEN MINES Until the Aitik Mine (2,000,000 mtpy) started in 1968 the Laisvall Mine (1,200,000 mtpy) was the biggest unit of about 20 producing mines, belonging to the Boliden Company Ltd. As shown in Fig. 1 the mines are spread over a wide area. Most of them are small complex ore mines (50,000 - 300,000 mtpy), for which reason the total mine production does not exceed 5,500,000 mtpy. When our company was invited to present a paper, Laisvall was chosen because it is the biggest European galena-mine in production today. The Laisvall Mine is situated in the county of Norrbotten, Sweden, at the eastern border of the Caledonian mountain-chain. The road distance to Slagnäs, the nearest railway station, is 60 miles. The railway between Slagnäs and BOLIDEN's smelting plant, the Rönnskär Works, is 140 miles long. PRODUCTION STARTED IN 1943 In the Autumn of 1938 a boulder was discovered, consisting of sandstone with galena, on the shore of the Lake Stor-Laisan. The boulder came from an Eocambrian sandstone formation, which is overlain by Cambrian-Silurian rock.

The Southern Nevada Water Authority (SNWA) operates two water-intakes in Lake Mead, located 20 miles east of Las Vegas, Nevada. Severe drought has caused decline in lake level by 85 feet since 2000 and future declines are expected. SNWA will construct a third deep-water intake to ensure existing water system capacity. This paper describes expected construction challenges for the new project that consists of: an intake structure and tunnel beneath the lake, pumping station, pipeline to connect existing treatment facility, and interconnecting underground adits. The project will be completed in the year 2012 for total estimated cost of approximately $600 million.

The Lake Rotokaua sulphur deposit, near Taupo, New Zealand, is a lacustrine sedimentary ore body, 220 acres in area and from 7 ft to 96 ft thick, containing, within the area drilled to date, some 20 million long tons of ore averaging 25% elemental sulphur in unconsolidated tuffaceous diatomaceous clay, overlain by about 120 ft of pumice sand and by the shallow Lake Rotokaua. An additional amount of perhaps 4 million tons of sulphur is regarded as probable in the area remaining to be drilled. Current economic studies cover the problems of mining an unconsolidated water-saturated formation with some residual thermal activity nearby; conservation and restoration after mining in a scenic recreation area; beneficiation of the ore and extraction of high- purity sulphur, principally for fertilizer manufacture. The deposit has additional importance as a pointer to possible further discoveries in the Thermal Region.\

IN October last, I was call upon to examine a copper deposit in the South Mountain, near the Pennsylvania and Maryland boundary. The specimens shown me contained oxides and carbonates with native copper, and were similar to some that had been described to me some years ago as existing at the Luray Gap in Virginia. An examination of Rogers's Report on the Geology of Pennsylvania, led me to expect to see his so-called "Primal Formation," such as exists throughout the southeastern district of the State. I was therefore much surprised on arriving at the summit of the Western Maryland Railroad to find myself on familiar ground. Instead of the "Primal" as I had known it in Southeastern Pennsylvania, I soon decided that the rocks were identical with the "Lake Superior Copper Formation." My visit was unfortunately a short one, part of two days, and in that time I had to pass over a good many miles, but I saw sufficient to convince me that instead of the Lake Superior Copper Formation being a local geological feature, it would have to be considered as a widely extended series of rocks. I was unable to even approximately estimate the thickness either of the trap zone or other members, schists and slates, of the series. In an article on the Copper Range of Michigan, prepared by C. P. Williams and myself in 1862, and published, in vol. xxxiv of the American Journal of Arts and Sciences, we endeavored to divide that range into zones, according to the character of the traps. Disseminated hypogene sulphide mineralization in the Lakeshore porphyry copper deposit (also called the Cyprus-Casa Grande deposit) of Arizona occurs in both a granodiorite stock and associated volcanic rocks. Structural development and vein paragenesis at Lakeshore are similar to other Laramide porphyry copper deposits of the southwestern U.S. Two major structural trends are present: intrusive contacts, copper-bearing potassic alteration veins and major post-mineralization Basin-and-Range type faults trend N-NW, whereas phyllic veins and secondary post-mineralization faults trend N-NE, and deep propylitic veins trend NE-ENE. Lithologic permeabilities, caused by fracturing in all rocks and by grain size distributions in volcanic rocks, controlled the distribution of copper mineralization. Differences in chemical compositions of host rocks did not affect are grade. Structural control, through density of chalcopyrite-rich veins, was the major control of are grade. Fracture density of other potassic vein types did not strongly affect grade. Within volcanic lithologies, permeability, as indicated by grain size distribution, provided a second-order, but significant, control of mineralization.

This paper covers the commercial development of gravity separation of fine particles using a Lamella High Shear Rate REFLUX? Classifier (REFLUX? Classifier), focusing primarily on coal applications. The REFLUX? Classifier is a fluidized bed device that incorporates a system of closely spaced parallel inclined channels located above the fluidized bed. These channels make it possible to achieve a significant suppression of the effects of particle size, resulting in a highly effective separation on the basis of density. The improved gravity separation performance is shown to be remarkably high, with a significant reduction in the variation of separation density with particle size, and a significant reduction in the change in Ecart probable error (Ep) with size. The first full commercial-sized units of the REFLUX? Classifier were field-tested in late 2009 in coal applications. More recently, the technology has been applied in fine particle separation in minerals applications and there are a number of full-sized units operating in chrome applications in South Africa. Initially, pilot-scaled units (typically the RC?300) were trialled in iron ore, mineral sands, and manganese plants amongst other minerals, typically after other technologies failed to achieve the desired results. Currently a number of laboratories globally are carrying out more testing in minerals applications. More than 50 RC? units are now operating in coal and minerals applications. This paper introduces the REFLUX? Classifier technology, identifies commercial applications, and gives some commercial results.

Introduction The Surface Mining Control and Reclamation Act (Public Law 9587) (hereinafter the "Act" or "SMCRA") passed by Congress in August 1977 represents a comprehensive federal scheme for controlling surface coal mining and the surface effects of underground mining through permitting requirements, performance guidelines and reclamation planning. While the provisions of the Act have been the subject of numerous legal challenges and court battles over the years, it is difficult to identify a more controversial program within the Act than the provisions for designating lands as unsuitable for surface coal mining operations. The lands unsuitable designation process provides for the acceptance and review of petitions submitted by citizens or organizations seeking to have specified land areas designated unsuitable for all or certain types of surface coal mining activities. In filing these petitions, the interested parties or petitioners are required to make allegations about potential adverse impacts on people or the environment and submit evidence supporting their allegations. In 30 U.S.C. § 1272, Congress provided that "[a]ny person having an interest which is or may be adversely affected shall have the right to petition ... to have an area designated as unsuitable for surface coal mining operations." Under the Act, an area can be designated as unsuitable where the mining operation will (1) be incompatible with existing state or local land use plans, (2) affect fragile or historic lands, (3) affect renewable resource lands where mining operations could result in substantial loss or reduction of long-range productivity, or (4) affect natural hazard lands where such operations could substantially endanger life and property. In enacting SMCRA, Congress mandated that each state establish a process to determine which, if any, lands within the state are unsuitable for all or certain types of surface mining operations. In response to this federal legislation, the Kentucky General Assembly adopted a state regulatory program for surface mining that included provisions direct¬ing the Secretary of the Natural Resources and Environmental Protection Cabinet to establish a program for designating lands as unsuitable for surface mining as required by the Act. In recent litigation in Kentucky, several environmental groups filed a lands unsuitable petition, later joined by the University of Kentucky, challenging a proposal by Arch Mineral Corporation to surface mine over 3 million tons of recoverable coal. The petition sought to designate over 10,000 acres of land adjacent to Arch's proposed operations as unsuitable for surface mining operations, basically alleging that the mining would disturb an outdoor laboratory. The filing of the petition activated Kentucky's regulatory scheme for reviewing lands unsuitable petitions that can result in an absolute prohibition against surface mining on the petitioned land for historical, environmental and other related reasons. The designation process involves vague petition requirements creating a situation that Arch argued is devoid of constitutional due process and subject to abuse by the petitioner on many fronts. Arch maintained that the lands unsuitable regulations do not grant adequate protection to Arch's legitimate property rights under the due process clauses of the United States and Kentucky Constitutions and are thus void and unenforceable. The entire process resulting in a decision on the petition took just under 12 months in the Arch case, and although Arch was ultimately successful in preserving its right to mine, Arch's surface mining permit was held up for this period of time. This delay led to the cessation of mining operations by Arch and the idling of over 250 workers. This paper will review the lands unsuitable designation process and the significant implications the process has for existing surface mining operations, currently proposed operations and even those long-range operations not yet contemplated. Special emphasis will be given to Kentucky's lands unsuitable program. Finally, the recent litigation involving Arch Mineral Corporation and its effort to surface mine 81.5 acres of Arch controlled property will be utilized to illustrate this very unusual regulatory scheme. Regulatory background Chapter 30, Subchapter F of the Code of Federal Regulations (C.F.R.) promulgated to implement the provisions of SMCRA, requires that each state establish procedures under the state's surface mining program for designating non-federal and non-Indian state lands as unsuitable for all or certain types of surface coal mining operations. 30 C.F.R. § 764.1. The C.F.R. establishes minimum standards for state lands unsuitable programs and sets out requirements for filing a Lands Unsuitable Petition (hereinafter "LUP"), processing LUPs, decision-making guidelines and hearing requirements. Kentucky has adopted regulations providing for the implementation of the lands unsuitable process as part of the state's regulatory program under SMCRA. The following discussion summarizes the principle components of the Kentucky lands unsuitable program.

"The Langmuir Mine is located seventeen miles south-east of South Porcupine in Langmuir Township.The property was developed as a Joint Venture between Noranda Mines Limited and the International Nickel Company of Canada with Noranda responsible for the operation of the property.The Mine came into production in June 1973 at a rate of 700 tons per day of nickel ore.MINING The mining method selected for the Langmuir Project was a sub-level retreat method. This consisted of driving sub-levels longitudinally in the ore body at 35 foot, intervals with the sub-levels being connected by a ramp from each main level for the use of trackless mining equipment.GENERAL GEOLOGY OF THE LANGMUIR MINE The deposit is situated about 1,000 feet west of the shore of Carmen Bay at the south of Nighthawk Lake in Langmuir Township. The area is underlain by andesite and rhyolite flows with iron formations which are intruded by gabbro, diorite, peridotite and late precambrian diabase dikes."
