This paper describes the implementation aspect of a blast hole kriging system which has been developed for the purpose of daily ore-waste control in an open pit mine. The primary goal of blast hole kriging is to improve the ore-waste delineation procedure. A complete computer program package called Blast Hole Kriging (BHK) System was developed for IBM/PC AT or XT computer, using Fortran language and supplemented by a few Assembly language routines for bit-map manipulation. The emphasis of this paper is on the implementation aspect of the developed system. For this reason, the requirements for practical implementation and the system design considerations are discussed in the paper, as well as the main features of the University of Arizona's BHK System.

This section begins with an introduction to several key environmental laws. This is followed by a discussion of some of the issues raised by such environmental regulation. Finally the subject of regulatory reform is addressed. Overview of Selected Major Environmental Laws The number, type and complexity of environmental laws and regulations affecting mineral resources development have grown at an astonishing rate since the 1960s. The most significant laws and regulations are those addressing the use of the public lands; those concerned with air quality, water quality, and surface reclamation; and those defining government responsibility for its actions having important environmental consequences. The laws and regulations governing activities on the public lands will be taken up in the section 5.15C, "Minerals and Land Management." In this section we will concentrate on five primary laws: the Clean Air Act, the Clean Water Act, the Surface Mining Control and Reclamation Act, the Endangered Species Act, and the National Environmental Policy Act. The Clean Air Act: The legislative and regulatory framework for controlling air pollution has developed in a series of steps. Most important for present purposes are the Clean Air Act of 1970 (P.L. 9 1-604) and the 1977 Amendments (P.L. 95-95). The rather complex air quality control scheme includes four key elements-national ambient air quality standards, state implementation plans, the prevention of significant deterioration program, and the non- attainment program. National Air Quality Standards. The 1970 Clean Air Act is a landmark law because it contains the first explicit recognition that pollution is a nationwide problem requiring a national control program. The federal government through the Environmental Protection Agency (EPA) was to establish national air quality standards for at least the six pollutants named in the Act (sulfur dioxide, carbon monoxide, total suspended particulates, photochemical oxidants, hydrocarbons, and nitrogen dioxide). These standards were to be established so as to protect public health, "allowing an adequate margin of safety." The cost of achieving these standards is not to be considered. The 1970 Act unrealistically required that these standards be achieved in all areas of the country by 1975. As the program has developed, the air quality control regions are now to be designated as "attainment" or "nonattainment" with respect to each of the national standards. State Implementation Plans. Under the Act the states are given the primary role in achieving the ambient standards. States are to develop and implement control plans governing emissions from all existing and new sources. These plans can include emission limitations for existing stationary sources, transportation control plans to reduce emissions from mobile sources, and pre- construction review of new stationary sources to assure compliance with new source performance standards. The EPA must approve all state implementation plans. Sanctions are given to the EPA to be applied if states fail to submit acceptable

A challenge on many industrial flotation circuits is controlling concentrate mineral grades using measurements that are provided infrequently. The mineral grades in concentrate streams are a critical performance indicator in any industrial flotation circuit. Failure to achieve concentrate mineral grade targets has significant financial consequences on a flotation operation. A violation of a gangue mineral grade limits by the concentrator may also result in significant penalties. Online grade analysers which can provide reliable real-time grade measurements are essential for effective grade optimisation. The Blue Cube MQi analyser (by Blue Cube Systems) has recently come to prominence for its ability to rapidly determine mineral concentrate grades online and in-stream. This has provided excellent insight into the actual process dynamics in the flotation circuit, and hence enabled real-time control and optimisation of concentrate mineral grades. MintekÆs Measurement and Control division, specialising in advanced control solutions for mineral and metallurgical industries, has had the opportunity to link the FloatStar Grade-Recovery Optimiser to the measurements provided by the Blue Cube system at a nickel concentrator plant. The project initially focused on stabilising the final concentrate grade without directly accounting for nickel recovery. The site later procured additional Blue Cube MQi analysers, resulting in the expansion of the FloatStar Grade-Recovery Optimiser to incorporate recovery component in the performance. This site already had the FloatStar Grade-Recovery Optimiser for several years, but the original grade measurement device was unreliable and ultimately failed. For the production of advanced high strength steel grades (AHSS) like API X80/X100, dual-phase, martensitic and complex-phase grades a number of hot strip mills need to extend their limits in terms of power and flexibility. Especially for cooling and coiling of these new materials, Primetals Technologies developed the “Power Cooling” and “Power Coiling” technologies. Power Cooling combines the advantages of conventional laminar cooling or “low pressure cooling” with the newly developed “high pressure cooling” with highest cooling rates for flexible operation. The Power Coiler which is needed to coil those high strength grades especially at thicker gauges ensures reliable strip-coiling for a most economical production. To enhance the reliable production of high-strength steel grades for a wide range of strip dimensions, the automation system with its advanced models is an integral part to the mechanical design. In this context the paper presents examples for the installation of power cooling and power coiling in new and modernized HSM.

High pressure grinding mills have been successfully introduced in the industry. They offer the possibilities for capacity increase of existing plants and reduction of operating costs. Further metallurgical advantages in gold and copper are possible. The plants in operation are running in different applications and modes of operation. They can be installed in a combination with SAG and ball mills or in a stand-alone mode. In combination with other grinding mills, it has to be investigated how the HPGR can be installed to reach the full efficiency. Highland Valley Copper is a large open pit copper mine in the southern interior of British Columbia. Machine guidance technology using the Global Positioning System (GPS), was first implemented at the mine in late 1996 for blast hole drill navigation. The purchase of a third BE49R drill in 1998 completed the change to GPS navigation for all the mine?s drilling. The acceptance of this technology was almost immediate at both the operator and management levels. With the purchase of a new P&H 2800 shovel in 1997, the opportunity was taken to extend GPS navigation to a shovel. Due to communication restrictions, this was not as successful as envisaged. In late 1999, following a cost benefit analysis, a three-shovel trial of Caterpillar?s Computer Aided Earthmoving System (CAES), was initiated. The trial was successfully concluded in June 2000 and a further two shovels were equipped. Acceptance of this system has been very good at all levels, which has undoubtedly contributed to its success. In September 2000, CAES was extended to the dozer fleet with the purchase of a new track dozer. The CAES equipped dozer is used for pit production and project work. It is planned to extend CAES to the rest of the shovel fleet in 2001, along with a production front-end loader and one or two more track dozers.

The introduction of new technology into mining operations is seen as a strategic necessity by many mining companies, in order to improve safety and to improve operational effectiveness. Many attempts have been made in recent years to introduce new technologies into mining operations in southern Africa. Amongst these are noteworthy successes, as well as some disappointing failures. Often, the reason for failure does not lie with the technology itself, but with the work system into which the technology is introduced. Such failures may come with a significant opportunity cost, and have a detrimental effect on future development, simply because the system has not been adequately engineered, and the risks have not been adequately assessed and managed. This paper examines the reasons for such failures, and proposes a methodology to be followed to ensure successful and sustainable implementation of new technologies, such as to reduce technical and financial risk to the company, and to energize the workforce into ensuring the initial objectives of the project are met. The paper also focuses on the application of appropriate technology, and the development of technological applications which are commensurate with the level of development of the work environment into which it is introduced. The paper therefore focuses on the application of risk management, change management, systems engineering and feasibility analysis as being key elements of a successful and holistic technology implementation programme.

The world?s second largest producer of platinum, Impala Platinum Ltd, approved two new twin shaft projects at the end of September 2004, Nos. 16 and 20 Shafts. Both shaft projects are stand-alone entities and are being sunk from surface. Previously Impala had embarked on a strategy of extending the life of its third generation shafts by means declines. No. 16 Shaft is the first of a new fourth generation shaft complex, while No. 20 Shaft is the last of the third generation type shafts in the so-called shallow to intermediate mining zone. This paper details the basic designs of each project and covers the initial implementation. Although both projects are twin shaft systems, the access methods from the shafts to the reef horizon differ. Initiatives implemented to speed up the projects are also briefly covered.

Fill is required as part of the mining method to provide passive ground support, minimise rock exposure and ensure maximum recovery of the small but high-grade orebody. The use of the whole portion of leach residue in the backfill reduces the surface tailing disposal requirements. Therefore, High Density Paste Fill (HDPF) has been selected as the most appropriate fill method to meet these objectives. Additional benefits include the minimisation of excess water from fill and the subsequent need for the collection and treatment of water and slimes. There are minimal equipment requirements during placement, thereby optimising mine resources for production. This paper covers the development of a suitable paste fill system to meet the specific needs of the Henty Gold Mine and the successful commissioning of this system for the first time in Australia.

Therefore, High Density Paste Fill (HDPF) has been selected as the most appropriate fill method to meet these objectives. Additional benefits include the minimisation of excess water from fill and the subsequent need for the collection and treatment of water and slimes. There are minimal equipment requirements during placement, thereby optimising mine resources for production. The initial paste fill design was based on the Bad Grund and Ranunelsberg Mines paste fill systems of Preussag in Germany and comprised pumping filtered tailings paste some 1.2 kin uphill from the mill to the mine portal, where cement was to be added before being distributed underground. The system was designed following initial testwork that was undertaken on a bulk sample of ore mined from the scar surface Sill Zone. Subsequently, during the mining of the Zone 96 orehody, it was found that there were significant mineralogical variations in the composition of the ore mined. Following processing, the resultant Icach residue caused significant changes in the paste rheology and therefore the pump and flow characteristics. An alternative solution was implemented that involved the use of agitator trucks to transport the cemented paste to the portal. This required modifications to the fill preparation system and also the underground distribution system. Laboratory strength tests of the HDPF using actual gold plant leach residue showed low early strengths were attained with HDPF containing only filtered leach residue. Therefore, high binder addition rates or an increase in the fill cycle time would be required to allow the fill to gain sufficient strength. A considerable amount of potentially acid generating waste rock also requires underground disposal. By blending the waste rock with the HDPF, the strengths were improved and the required cement addition rate reduced by about one-half. The potentially acid funning waste rock is encapsulated in the highly alkaline cemented paste, minimising the potential for acid generation.

In the 1950s, an underground limestone mine in the Camp Nelson Formation was developed from an outcrop exposure. The Camp Nelson Limestone met the requirements for DOT stone and aggregate. The mine ownership changed several times, which resulted in distinct mine designs in Level 1. Based upon the production requirements and an attempt to maximize limestone recovery from a single level, a variety of pillar dimensions and three mining heights (28 feet, 68 feet and 83 feet) were developed. This was sufficient prior to reaching the mineable extent of Level 1. Level 2 introduced previously unknown ground control challenges. These included: ??Pillar spalling and a significant back fall on the Level 1 - Level 2 decline; ??Laminated immediate back and the need to bolt the back on Level 2; ??Delamination of the back adjacent to the Level 1 - Level 2 decline resulting in bolt shearing, and floor heave in isolated areas of Level 2; ??Multiple level interaction, the need to design pillars based upon numerical modeling as columnization between Levels is infeasible: and ??Water inflow as the mine approached river. To meet the challenges, a testing program to determine rock strength and physical properties was implemented along with numerical (LAMODEL and FEM) modeling, and borescope inspections of the immediate back. The efforts to implement rock mechanics were re-focused as Level 2 approached its mineable limit and the initial attempt to drive a decline to Level 3 was unsuccessful. A second decline site was selected based on inter burden stability, a consistent shale parting for the Level 3 back horizon, results from numerical models of the immediate back and multiple level interactions, and the projected low water inflow. The mine is operating on Levels 2 and 3 with long-term planning and ground monitoring for Level 3.

SMC Resources Limited is implementing a selective mining approach at the Hadleigh Castle mine, formerly operated by Aurora Gold Limited. The main ore zone has a length of 250 metres and dips at 40 - 45¦ to the south. Gold mineralisation occurs in a variety of quartz-sulphide lodes in sericitised granodiorite. Shallow dips, alteration intensity and mineralisation style combine to make mining relatively difficult. Previously unworked, high-grade, shallow dipping (30 - 45¦), narrow quartz-sulphide lodes within the hanging-wall of the deposit are also being selectively exploited. Annual production of 35 000 oz Au is forecast from 185 000 tpa ore grading 6.5 g/t Au over a currently envisaged mine life of six years. Operations completed to-date include deepening the decline and access development of the first two levels beneath the previous workings. Longhole stoping operations have commenced in the main ore zone with air leg stoping also underway in the hanging wall lodes.

Newcrest Mining LimitedÆs Telfer Mine is a world-class gold and copper producer, situated in the Great Sandy Desert, in the north west of Western Australia. The mine has a number of distinctive characteristics such as being one of AustraliaÆs most remote mine sites, being within 270 km of the hottest town in the southern hemisphere (Marble Bar) and having been shut down and reopened after a two-year feasibility study. The construction of a new plant and reopening of the mine gave Newcrest the opportunity to review their mining practices and systems including the opportunity to incorporate reconciliation as a core process. Telfer is now well on the way to being one of the largest gold and copper concentrate producers in Australia. When the mine reopened in June 2003, Telfer implemented SnowdenÆs Reconcilor software system to facilitate reconciliation of geological models, production data and plant measurements. The system was implemented on site in June 2004, as a web-based information management system, integrating other existing mining and plant software packages. It continues to provide an auditable process and consistency of data, providing ease of analysis with standard and customised reporting. This paper provides a case study of the reconciliation system implementation at Telfer. It outlines the consolidation of a number of management systems into one centralised system that can be used to compare and reconcile the tonnes and grades from the mine through to the mill. The authors outline the key estimates and measures that are used for reconciliation at Telfer, detailing the characteristics of the system used to capture the information and the benefits that have been gained through the use of a rigorous reconciliation process on a complex orebody.

The implementation of the Surface Mining Control and Reclamation Act of 1977 (SMCRA) has evolved into one of the most complex environmental protection programs to come out of the late 1970's. The level of detail in the statute and the regulations have resulted in a rigid and complex set of requirements for the administration, permit-ting, inspection and enforcement of the program. In addition, the constant change of the federal program caused by regulatory changes, reorganization of the Office of Sur-face Mining Reclamation and Enforcement (OSMRE), ongoing litigation involving OSMRE, and the use of the budget to establish additional mandates on OSMRE and the State Regulatory Authorities have resulted in an unstable program. The instability of the program makes it extremely difficult for the States to implement their programs and to achieve the goals of SMCRA.

"Cerro de Maimón is located in the Dominican Republic on the island of Hispaniola approximately 75 kilometers northwest of the capital city, Santo Domingo. The processing facility consisted of two separate processing plants for oxide and sulphide ores. The oxide plant processed oxide ore bearing gold and silver ore using cyanide leaching and Merrill Crowe processes, while the sulphide plant produced a copper concentrate using conventional flotation. Cormidom is a commendatory example how mineral processing facilities can co-exist in balance with the environment. In 2014, natural occurring copper oxide contamination with finer grained copper-zinc sulphide mineralisation was expected to dominate the sulphide ore body. In anticipation Cormidom contacted the original plant designer Met-Chem to assist in overcoming this challenge. Test work indicated that increased flotation time and subsequent very fine grinding were required. Met-Chem provided the detailed engineering and Cormidom proceeded with the expansion project internally. Currently Cormidom has processed the sulphide ore successfully by implementing flotation modifications. This paper describes the history of Cormidom, test work on the “new” ore body, modification in process design in the Cu-Zn sulphide flotation circuit, construction and implementation.INTRODUCTIONCorporación Minera Dominicana (CORMIDOM) was a wholly owned subsidiary of GlobeStar Mining Corporation (a Canadian based minerals exploration company) with extensive exploration of base and precious metals in the Dominican Republic. In 2007-2008 CORMIDOM constructed the Cerro de Maimom project. The company was subsequently sold and purchased by Perilya Limited from Australia in 2013. Cerro de Maimón is located in the Dominican Republic on the island of Hispaniola approximately 75 kilometers northwest of the capital city, Santo Domingo. It is near the town of Maimón in Monsenor, Nouel Province (see Figure 1)."

The use of backfill has important environmental control implications which, although frequently overlooked, can be both beneficial and problematical. Where backfill is widely used, the reduction in stope heat load and improved air utilization influence the overall mine ventilation and refrigeration requirements significantly. A programme of work examining in detail all the environmental consequences of backfilling is currently underway at the Environmental Engineering Laboratory of the Research Organization of the Chamber of Mines. This paper gives an overview of the work and presents some findings. In so doing, the environmental implications to be considered when backfilling are highlighted.
