The Brockman rare-metals and rare earth resource is located within volcanic and volcanogenic sediments of the later Proterozoic Halls Creek Group in the East Kimberley region of Western Australia. Exploration including surface trenching, percussion and diamond drilling has defined a major resource of rare-metals and heavy rare earth elements. The host&apos; is a steeply dipping ash-flow tuff, described informally as the Niobium Tuff, enriched in zirconium, hafnium, yttrium, niobium, tantalum, rare earth elements, gallium and beryllium. The mineralization is fine- grained (<20 micrometres) and is the result of alteration and re- mobilization of comparatively simple precursor minerals such as columbite and zircon by fluorine-rich deuteric solutions that were retained in the tuff following eruption. The ultra fine-grained structure of the tuff precludes mineral liberation and separation by physical methods. However, values can be converted to water soluble sulphates by reacting with concentrated sulphuric acid at 250°C. The solution containing aluminium, niobium, tantalum, zirconium, hafnium, yttrium, rare earths and gallium can then be processed to pure products in a sequence of solvent extraction and ion-exchange steps. As a result of these processing techniques, the commercial products obtainable from the resource include mixed rare earth and yttrium concentrates, zirconium-hafnium concentrate, niobium-tantalum concentrate and ceramic grade alumina. Further separation could result in high purity products suitable for ceramic and electronic applications.

Kalgoorlie Consolidation Gold Mines (KCGM) operates the Kalgoorlie Super Pit open cut, Mt Charlotte underground mine, Fimiston process plant and Gidji Roaster facility for joint venture partners Newmont Mining Corporation and Barrick Gold. In 2004, the Fimiston plant was upgraded by the addition of gravity concentration to the Fimiston and Mt Charlotte grinding circuits, including the installation of a central intensive cyanidation reactor to process the gravity concentrates. The gravity project was justified after detailed analysis demonstrating an expected increase in overall gold recovery of approximately one per cent, in addition to reduced elution costs and reduced gold inventory in flotation concentrate stockpiles. The gravity circuits were commissioned in August 2004, and have since consistently recovered 10 to 20 per cent of the gold present in the KCGM ore, delivering a reduction in coarse gold losses equivalent to 0.45 per cent additional metal recovery and contributing to improved metal accountability.CITATION:Giblett, A, Hillier, D, Parker, K and Ramsell, V, 2012. "The conversion of a concentrator from one grinding media type to another is a major undertaking in terms of both financial and technical risk. So, a strategy of completing sufficient laboratory and field tests to mitigate this risk, and give the operation confidence that advancing to plant trial will give a high probability for success.The objectives of this paper are twofold: to provide the reader with a strategy for mitigating risk prior to undertaking a plant trial; and to provide a statistical basis for analysing plant trial data. That is, when employing an electrochemically inert grinding media in the primary grinding circuit it is possible to change the pulp chemistry of the system and improve the metallurgical response of the ore.This paper tracks the changes in pulp chemistry and metallurgical performance of Rosh Pinah Zinc Corporation’s silver/lead/zinc concentrator as the primary ball mill was converted from forged steel grinding media to high chrome grinding media. The changed in metallurgical performance are correlated to the shift in pulp chemistry.INTRODUCTIONTheoryBruckard et al (2011) recently published an article describe the effect of the grinding environment on the flotation of copper sulphides. While this paper confined its discussion to copper sulphides the arguments presented apply equally to other sulphide mineral systems. Broadly, these studies indicate that most sulphide minerals are more noble than the grinding media used during comminution. Therefore, the sulphide minerals are cathodic with respect to the forged steel grinding media, and the following reactions apply:Cathode (sulphide mineral): ½O2 + H2O + 2e- ? 2OH- (1)Anode (grinding media): Fe ? Fe2+ + 2e- (2)A galvanic couple between the grinding media and the sulphide mineral(s) exists, which increases the corrosion rate of the forged steel media. The corrosion products of the grinding media, iron oxy-hydroxide species, invariably precipitate on to the surfaces of the sulphide minerals thereby affecting their floatability (Johnson, 2002).The application of more electrochemically inert grinding media to “real” ore systems at an industrial level to improve metallurgical performance has not gained universal acceptance. The aim of this paper is to provide a protocol for conducting laboratory and plant test work that clearly demonstrate that metallurgical benefits are not only possible, but measureable, by way of example. Barrick&apos;s Zaldivar operation in Chile produces copper by heap leaching, solvent extraction, and electrowinning. The heap consists of a dynamic pad, and its stacking and operating conditions have changed over its 11 years of operation. These changes have included pad re-mining midway through the cycle, tightening of the irrigation drip lines, an increase of the coarseness of the particles, and an increase of the heap height. This paper reviews the heap operating data to understand the effects of these changes on the kinetics and recovery of copper minerals. Field tests demonstrated that neither re-mining nor tightening the irrigation grid added value for both low and high grade oxide and sulfide ores. The P80 of the feed ore was increased by 0.8 mm, which did not reduce the copper recovery of oxide and sulfide ores. The increase of the heap height above 8 m lowered moderately the copper recovery from sulfide minerals, and very slightly the recovery from oxide minerals. Despite the lower recovery, the higher tonnage stacked in the taller heap increased the copper output. Optimizing the chemistry of the agglomeration and feed solution holds more promise for increasing the copper recovery than the above physical changes.

A review of the evolution of the North American sulfur market&apos;s structure serves to dramatize the kinds of changes that the market is undergoing at the present time. In 1970, the U.S. accounted for 23 percent of world sulfur production. This share has not declined dramatically--to 21 percent in 1993--but the U.S. developed into a substantial net importer of sulfur in the past 25 years. U.S. output was based on large deposits of native sulfur in the western part of the Gulf Coast region with production by the Frasch mining process. Producers of Frasch, or on-purpose sulfur, have historically absorbed cyclical fluctuations in sulfur demand. Two major changes in the North American market from that time to now have been the introduction of increasingly large quantities of by-product sulfur from petroleum refining and natural gas processing operations in the U.S. and Canada, and that Canadian producers have become the marginal supply source for U.S. sulfur consumers.

Cost and price inflation and financial gearing through loans are characteristic of modern resources projects. Conventional discounted cash flow and 1P.R analyses, in real terms, and without financing, have inadequacies which can yield misleading results. The degree of improvement in value for project equity owners is limited to the value of the additional tax benefit accorded through the financing instrument used. Debt financing may be low in price and value, but its priority means that the equity owners assume a higher risk, thereby increasing the cost, or price, of their capital. The cost of equity capital, or investment hurdle rate, is related to the Capital Asset Pricing Model. Distortions do occur, with inflation, due to depreciation effects, which can cause the adoption of misleading project rate of return or hurdle rate criteria. International developments affecting foreign in- vestments in 1960-61 were many, varying from region to region and differing with respect to various categories of investments. Total value of U.S. private investment abroad in 1960 was approximately $32.7 billion, an increase of $2.9 billion over 1959. Production and distribution of mineral resources was, by a sizeable margin, the most important function of American capital working in foreign countries in 1960. Investment in mining or petroleum interests totaled approximately $14 billion, or 42% of all direct foreign investment. In- vestments by industry for 1960 were as follows: Petroleum-10.9 billions, Mining-3.0 billions, Manufacturing-11.2 billions, Utilities-2.5 billions, other-5.1 billions. American investors found Canada and Latin America to be most desirable in 1960 with the greatest percentage of American capital in all areas centered in the petroleum and mining industries. The areal breakdown of total American investments is as follows: Canada-$11.2 billions, Latin America-$8.4 billions, Western Europe-$6.6 billions, Middle East-$1.2 billions, Far East-$1.2 billions, Africa-$.9 billions, other areas-$3.2 billions.

The minerals sector continues to draw attention from policy makers who would want to see both old and new mineral projects add value to the minerals in the host country. The current technological development in the leaching of manganese oxide ores to produce a high-purity manganese sulphate monohydrate, a compound that is used in the manufacture of batteries for electric vehicles or long-life storage cells for the renewable energy market, has led to junior mining companies spearheading this technology in new projects across the globe. In this paper, we researched the high-purity manganese sulphate monohydrate project pipeline and used projected production volumes and C1 cash costs to construct the industry supply curve for six projects, including the K.Hill project owned by Giyani Metals Corporation near Kanye, in the southern part of Botswana. The aim was to determine the ideal conditions that would provide a comparative advantage for further local value addition to high-purity manganese sulphate monohydrate and to the end user product. The results showed that while the estimated C1 cash costs would place the K.Hill project as the second highest cost producer from among five projects, it would nonetheless have healthy profit margins due to the high projected price of high-purity manganese sulphate monohydrate. The study recommended policy options, which, if implemented, could further encourage the exploitation and value addition of battery metals in Botswana.

Without an appreciation of the implications of the land rights debate, a business venture into these countries is likely to be delayed or even doomed to failure.The European heritage, with its notions of private ownership of land, have frequently been a stumbling block to a proper understanding of the concepts of customary lands. According to our laws, ownership of land confers a number of definite rights: principally the right to use the land, the right to exclude others from its use, the right to transfer it and the right to receivF income from the property independent of use.

The Highlands Region of Papua New Guinea has 3 major national highways. The locations of these national highways are shown in Figure 1. The Highlands Highway begins at Lae City on the coast and passes through the Highlands towns of Goroka, Kundiawa and Mt Hagen. It terminates at Togoba approximately 10km out of Mt Hagen town. The Enga Highway begins at Togoba and passes through the towns of Wapenamanda, Wabag and Laiagam. It terminates at the giant Porgera Gold Mine. The Southern Highlands Highway also begins at Togoba and passes through the major towns of Mendi, and Tari. It terminates at Koroba station, near the Hides Gas Field. Two separate Feeder roads intersecting the main highway service both the Kutubu Oil Project and the Hides Gas Field. These national Highways play a very important role in the development of Papua New Guinea. Goods and services are delivered to the bulk of the population of the Highlands Region using these highways. Heavy machinery and equipment for the mining and petroleum projects of Porgera, Hides and Kutubu are transported using these roads.

This paper is presented from the viewpoint of the mill operator and maintenance supervisor. Its purpose is to highlight the things that have been accomplished by the mill designers to lighten the load for the maintenance superintendent and to reduce the overall costs for the plant operator. The complexity of plant design, the civil and structural engineering problems encountered when the satisfactory maintenance layout is accomplished are appreciated, and the writer is fully aware of the complexities of these problems. However, it is not the purpose of this particular paper to dwell upon these problems, nor to emphasize or de-emphasize the problems of the civil, mechanical and electrical engineers. It is simply that the paper will attempt to review what these people have accomplished in spite of the many technical problems. This paper then is prepared with the operator and maintenance people?s viewpoint. What is their definition of design for maintenance? It is the writer&apos;s interpretation that the various design concepts which mean improved maintenance are such items as (I) maintenance areas, (2) laydown space for maintenance materials in specific maintenance jobs, (3) the inclusion of bridge cranes in the plant and specific design of the craneways to accomplish flexibilities for the cranes, and (4) the location of the piece of equipment to allow maintenance people to work around the equipment - - - this specifically includes the orientation of the particular piece of equipment.

Microwave pretreatment is one of the emerging technologies which have been reported as having potential economic benefits for the processing of amenable ores. The application of microwave pretreatment to the processing of refractory and finely disseminated ores is of great interest as the technology can potentially reduce high comminution costs and improve mineral liberation. Sized ore samples were subjected to microwave irradiation at power levels varying from 1 to 5 kW over exposure times of between 1 and 6minutes in order to determine the influence of heating rate on mineral transformation, ground product size distribution and mineral liberation. The microwave irradiated samples were ground and subsequently floated. A comparison is made with non-microwave treated samples. Flotation grade and recovery show a strong dependence on the microwave absorption characteristics of the mineral components of the ore, in the following decreasing order -sphalerite, galena, and lastly chalcopyrite.

In order to provide a reference framework for discussing the applicability of drilling technology to shaft construction in coal mining ventures, it is meaningful to review the history and nature of United States coal mines relative to shafting. Coal mining in the United States is characterized by shallow depths relative to most of the coal mining world. While the trend is toward deeper and deeper mines, many new mines have shaft depth less than 800 feet, and a large number of operating mines are drift or outcrop mines utilizing shafts for ventilation and portals. In the past, shafts of 200-300 feet have been commonly constructed. The use of conventionally sunk shafts at present and in the past is due in part to the shallow shaft length required, favoring conventionally sunk shafts. Another factor is that large shafts are required for multipurpose and production shafts. A third has been the practice of utilizing shaft construction contractors who had been until recently very competitive with raise drilled shafts at shallow to moderate depths. Recently, however, the costs of conventionally sunk shafts have skyrocketed. Too, more shafts are being required. Several factors are responsible among which are: (1) The increasing depth of shaft required for new mines and for shafts in advance of old mines. This significantly affects unit costs, e.g. $/yd3,of conventionally sunk shafts. Moreover, more gas is encountered in the shaft sinking operation.

Paper written on project work carried out in partial fulfilment of Bachelor of Engineering-Mining Venetia Mine, an open-pit diamond mining operation in the Limpopo Province of South Africa, currently has a mixed haul truck fleet consisting of Caterpillar 785B and C; 789C; modified 793D and 793D. Even in an ideal situation these trucks have different cycle times, which causes queuing at the loading area and their different speeds cause bunching on the ramps, leading to higher overall cycle times and lower productivity. This problem was identified but the root causes of the problem were not investigated and quantified. A time and motion study on the haul trucks was thus undertaken to measure actual cycle times and compare them to ideal cycle times as well as to observe any reasons for deviations. Ideal cycle times are partly evaluated on the basis of simulation and partly from production optimization expert input. Several areas that affect production were identified and these include: haul road conditions, the control room, dispatching programme and dispatching data management, as well as truck-shovel matching. The investigation was important in establishing control parameters for haul fleet operation since time spent queuing is production time lost, which defers waste tonnes to later in the life of mine, thus decreasing the tempo at which kimberlite is exposed.

U.S. environmentalists have tended to oppose all new energy developments. Their efforts may be counterproductive because opposition to, say, offshore oil directly leads to the continued use of other energy sources that may have a higher social cost. Rather than attempting to eliminate all pollution from energy production, which would be prohibitively expensive, one should minimize the social cost of energy production for the given demand. Linear programming is used to rank various oils (California State and O.C.S., Gulf of Alaska, Prudhoe Bay, Athabasca tar sands, oil shale and certain foreign crudes) in terms of their social desirability. The objective is to minimize the cost of supplying the California market, subject to resource, sulphur and oil spill constraints. Social desirability is indicated by the inclusion of the oil in the optimal solution and the size of the associated shadow price. the larger the shadow price, the greater the benefits of increased production. The more negative, the greater the cost associated with forcing consumption of that fuel. The environmental shadow prices indicate the size of the trade-off between a particular environmental standard and minimum cost. The trade-offs can be surprisingly large. any reasonable spill standard can be achieved by changing the development pattern. Generally, the further offshore, the smaller is the environmental degradation, but the more expensive is the oil. Foreign oils can be economically and environmentally inferior to domestic oils. Crude from the California O.C.S., San Joaquin Valley end Prudhoe Bay appears a valuable resource, while the Gulf of Alaska, synthetic and foreign crudes appear marginal to submarginal.

"A significant effort is expended on preparation of the capital estimate for feasibility studies. The development of the operating cost estimate is usually allocated a significantly smaller budget and less emphasis is placed on ensuring the accuracy of the operating cost. This paper presents a comparison of capital and operating costs of hydrometallurgy processing plants in order to demonstrate the importance that variations in operating costs have on the overall life-of-mine costs. The analysis is supported by a case study on the operating costs of a water treatment plant at an existing Australian hydrometallurgy facility at the feasibility design level. INTRODUCTIONDetermination of the economic validity of a minerals processing project is a critical outcome of a feasibility study. In many cases, the financial results of the feasibility study will determine if the project should proceed to execution. Ensuring that these results are reliable and built upon sound engineering practices allows companies to make informed decisions on resource opportunities and the selected technology.The methodology for developing a capital cost estimate at the feasibility level is well established. Specialist engineering estimators use budget quotations, first principle estimation and rules-of-thumb to develop an estimate with an accuracy of typically -10% to +15%. Cost reporting software packages are used to methodically build up the estimate from design information supplied by the engineering disciplines. Risk analysis and capital expense workshops are carried out to identify potential deficiencies in the estimate. It is widely recognized that in order to successfully produce a feasibility level capital estimate with an appropriate level of accuracy, a rigorous development process is necessary.The development of the operating cost estimate is typically less rigorous than the capital cost estimate. The operating cost is normally derived by the process engineering discipline and rarely are specialist estimators used to support the development. The allocated budget for producing an operating cost is usually smaller and less emphasis is placed on ensuring the accuracy and contingency reflect the most likely operating cost scenario."

"Flotation is a complex process with many factors that influence the performance of a cell. This paper examines the impact of several key variables on the performance of flotation cells. The study makes use of a simulator for the froth phase of the flotation vessel, as the main purpose of this study is to separate the impact of different variables from one another.In experiments it is very difficult to separate the effect of variables from one another as a change in a singe input parameter, such as air rate, invariably also affects many of the other key variables, such as bubble size and bubble bursting rates. This interaction between variables makes it very hard to experimentally separate the impact of, for instance, the air rate from that of bubble size or bursting rate. In the simulator, though, it easy to make independent changes to these variables.In order to achieve this a base case simulation that is typical of many of the rougher cells found in sulphide flotation circuits was carried out. Four key variables, air rate, incoming bubble size, surface bubble size and the fraction of the bubbles flowing out of the cell unburst, were varied in order to obtain the system’s response.The most significant results were obtained when the bubble size was varied. An increase in the incoming bubble size has the effect of reducing the pulp zone recovery, but increases the froth zone recovery. If it were possible to vary the incoming bubble size without influencing the overflowing bubble size, the impact of the change would be unclear because of these two competing effects. The effect of a change in the overflowing bubble size has an opposite effect on the froth recovery, with larger bubbles resulting in lower froth recoveries."

Black Mountain, a polymetallic base metal mine located in the Northern Cape territory of South Africa has been blessed with high grade economic ore for many years. Now that the Broken Hill orebody is nearing the end of its life, a lower grade orebody (Swartberg) is being exploited to supplement production from Broken Hill. In addition, ore from stopes in the upper levels of the Broken Hill orebody is considerably tarnished (oxidized). As a natural result, the remaining ore contains a higher percentage of magnetite, pyrrhotite and pyrite than in earlier years. Bismuth, cadmium and cobalt also occur in the ore in higher quantities. The life of the mine has been lengthened with the discovery of further deeper-lying ore reserves extending from the Broken Hill orebody suitably called the Deeps section. However, to bridge the gap between development of the new reserve and the exhaustion of the old reserve, these lower grade and tarnished (oxidized) ores have to be treated. The mine has had reasonable success in identifying unfavourable or problematic ore types and stockpiling them separately to blend in small quantities with more favourable ore. Bench and plant scale tests have aided identification of the various ore types and significant improvements in flotation metallurgical results have been seen. Copper, lead and zinc metal occur as sulphides in the ore. The mill consists of a differential and sequential flotation process that extracts copper concentrate, lead concentrate and zinc concentrate respectively with silver metal recovered in the copper and lead concentrates. This paper describes the ore blending strategy employed at the mine to maximize the econo-metallurgical efficiency of the operation.
