The imposition of non-market regulations, such as the proposed SO2 standards for coal combustion, will typically lead to less efficient (thus more costly) production in a free enterprise system. For the coal industry these increased costs will occur in several ways, among which are mining less accessible low sulfur reserves and transporting low sulfur coal to distant markets. There are, of course, social benefits of reducing the S02 emissions from the use of high sulfur coal. The social benefits include decreased health risks, reduced damages to property, and certain unmeasurable benefits associated with the aesthetic appeal of clean air. Proponents of Federal S02 standards argue that the benefits gained from reduced emissions will exceed the costs borne by the coal industry and society in general in meeting the regulations. The purpose of this paper is to investigate the degree to which costs of meeting future energy demands from coal will change under different sulfur standards. No attempt is made to estimate the benefits of imposing regulations. Specifically, the impact of SO2 standards on the private costs of meeting regional coal demands, the competitive positions of the nation's major coal producing regions, the degree to which strip mining as opposed to underground mining will be feasible, the amount of coal being processed, and the amount of coal transported over major rail routes will be analyzed.

TOTAL DIRECT IMPACT The uranium mining industry's principal economic impacts on the Texas economy are the result of three flows of money from the industry into the remainder of the state's economy. These three are: (1) money paid to individuals (personal income) ; (2) money paid to other businesses (business income); and (3) money paid to state and local governments (government revenues). As these direct payments from the uranium industry to various other sectors of the Texas economy subsequently circulate and recirculate within the state, the indirect effects of uranium mining's direct impacts multiply to reach amounts significantly higher than the direct income flows alone. Over the past decade, the uranium mining industry has substantially increased its role as a provider of jobs, personal income, business income, and government revenues in Texas. The growth has come almost exclusively in a largely rural, seven-county area that lies within the triangle formed by the Laredo, San Antonio, and Corpus Christi metropolitan areas. The uranium mining industry, in fact, has been the major dynamic element in this rural area despite relative stagnation in most of the region's other basic economic sectors. Over the three years from 1976 to 1978, the South Texas uranium mining industry directly contributed a total of $115 million to the economy of the seven- county region in which it operated and $164 million to the economy of the entire state of Texas. In 1979 alone, the total direct contribution of the industry to the Texas economy had climbed to $124 million in personal, business, and government income. PERSONAL INCOME IMPACT In the period from 1976 through 1978, the South Texas uranium mining industry provided an average of $12.5 million in personal income each year directly to residents of Atascosa, Bee, Duval , Karnes, Live Oak, McMullen, and Webb counties -- the seven Texas' counties that make up the South Texas Uranium Belt. A1 though 84 percent of this resulted from the employment of area residents in uranium industry jobs, some amounts were also provided by the payment of rents and royalties to land owners for the use of their land and mineral rights in uranium mining operations. In 1979, the uranium industry provided approximately $38 million to residents of the Uranium Belt and the rest of Texas. This was more than double the average of $16.1 million provided to Texas residents during the 1976 to 1978 period. The full importance of the uranium industry as a source of personal income, however, should not be reckoned merely by the amount of wages and salaries that it pays directly to its own employees, nor by its rent and royalty payments paid directly to land and mineral rights owners living in Texas. The added payments that the industry makes directly to other Texas businesses and state and local governments in Texas are themselves converted into personal income as those business firms and government units in turn pay their employees. All of the direct income payments made by the uranium industry circulate and recirculate within the state's economy, multiplying their impact as they go, until they eventually all leak out of the state as federal taxes or as payments to individuals or businesses located outside of Texas. The combined circulation and recirculation of the direct personal, business, and government income that was provided by the-uranium industry in Texas during 1976, 1977, and 1978 resulted in an average annual amount of indirect personal income of more than $83 mill ion. This alone was $20 mill ion more than the industry's average annual sales during the same years. The total of combined direct and indirect personal income contributed to the Texas economy by the uranium mining industry in that same three-year period thus averaged almost $100 million annually. In 1979, the amount of indirect personal income contributed to the Texas economy by the circulation of uranium mining's direct contributions had risen to about $196 million, more than double the average of the previous three years. The combined direct and in- direct personal income impact in 1979 thus amounted to $234 million. BUSINESS INCOME IMPACT The income provided directly to other Texas business firms through the purchase of needed goods and services by the uranium industry has been twice as big as the industry's payrolls. In 1976, 1977, and 1978, the South Texas uranium industry spent an average of almost $36 million each year to buy both goods and services from other Texas businesses. By 1979, this direct contribution to the Texas economy had swollen to $76 million. The biggest share of the uranium industry's payments to other businesses have gone to contracting firms, including both construction firms and those providing specialized mining services. In the past four years, about 40 percent of the direct payments made by Texas uranium producers to other Texas firms have been to contractors. Texas wholesale and retail firms have also shared in the business sales provided by the South Texas uranium mining industry. Over the past four years, Texas wholesale and retail trade businesses have accounted for about 34 percent of the uranium mining industry's purchases from other Texas businesses. Public utilities firms have received another six per- cent, while Texas manufacturers and transportation firms have accounted for about five percent each. It is well known that the major fractures and lineaments presently recorded in Western North America are preferentially oriented along a general northwest direction (Figure 1). There are other features, however, more subtle, more elusive as a rule and which can only be inferred, occurring at right angle to this broad NW direction. It is intended a) to examine some of these NE or transverse trends, b) to compare these regional NE breaks to similar ones that transversally cut through the eastern part of the European Tethys, more specifically in Iran and Turkey, and c) to study their potential relationship to mineralization in both areas.

With the use of 86 rock drills of the jackhammer type at the West Lyell Open Cuts of the Mt. Lyell Mining & Hailway Co., it is of importance to determine the economic as well as the physical life of these machines. With this purpose in mind records have been kept of the footage bored and the cost of new parts placed in each machine, and the following procedure adopted.A graph is plotted for each machine showing the footage bored as a horizontal line and at each 5,000 feet of boring the total cost of new parts noted on this line. (See l"ig. 1.) Thus at a glance it is possible to see... the amount of work done by each machine and the money spent on it in new parts. However, it is difficult to visualise from this graph the increase in the cost of new parts for each machine as its life advances. To obviate this difficulty a curve is plotted with the cost of new parts as the vertical component and the distance bored as the horizontal component. As before the cost of new parts are taken at each 5,000 feet bored. (See Fig. 2.) The curves so obtained are particularly interesting for two reasons:1. Each machine has its characteristic curve.2. The curve always steepens.Some machines are found to have relatively flat curves, others flat curves for approximately 15,000 feet of boring, and others steep gradients from the begining.This demonstrates that it is not always economic to discard a drill after it has been in service for a certain length of time or after it has bored a specified number of feet. Each drill has its own characteristics and so must not be regarded as one of a class, but considered on its own performance.The following use of these curve diagrams has been made to determine whether a machine has reached the end of its economic life. "Even though the subject of this panel discussion is dust control, rather than dwell on the design aspects of dust collection systems which are well documented in numerous publications, :it was considered more pertinent to the present economics of mining to examine the energy costs involved.At the present time, the facts of shrinking fossil fuel reserves and spiralling fuel costs are being constantly brought to our attention. Industry is being motivated to consider the possibilities of incorporating heat recovery systems in areas where they prove to be economical. Unfortunately, it is not a simple exercise to determine if the installation and operation of heat recovery equipment is feasible and economical. Each process involving heat recovery potential must be thoroughly studied in all aspects.In a paper presented at the 1975 Annual General Meeting of the Canadian Institute of Mining and Metallurgy in Toronto, Ontario, entitled ""The Influence of Energy Conservation on Concentrator Design"", it was stated that the largest single energy consumer in winter is space heating with the largest portion of this supplied to crushing and screening plants. (1) Within the scope of this panel discussion we will study, as one example, a crushing and screening plant using natural gas heat in the province of British Columbia and we will explore the feasibility and economics of installing air-to-air heat recovery equipment."

The mining industry represents a small part of the international economy. Comprising few large companies, the industry exhibits volatile returns and over the past 25 years has failed to produce a long-term return that meets its cost of capital. It is not surprising, therefore, that the minerals extraction and processing industry is under considerable pressure from the investment community to lift its game. Management and boards are responding to this pressure by implementing more exacting cost control measures, capital management programs and through the process of consolidation. However, the cost of capital to the industry appears to have increased in recent years and investor attention seems to be preoccupied with the ænewÆ economy. Both of these influences will conspire to raise the bar for acceptable industry economic performance. This paper provides a useful snapshot of the minerals and extraction industry as it enters the 21st century. It remains cautious about future performance other than to conclude that single digit returns are likely to prevail, albeit at higher levels than over the past 25 years.

DURING the twentieth century Canadians have been steadily improving their standard of living. Originally, this improvement depended almost entirely upon the export of basic raw materials and a triangular system of trade with Great Britain and the United States. However, since the Second World War, Canadian living standards have improved still further because of the very rapid d0evelopment of secondary industries. As a result of this development, the present demand for scientists and engineers exceeds the supply, and interest in scientific research has never been greater. It is the purpose of this paper to discuss the professional and economic status of Canadian scientists and engineers over the past half century. GROWTH OF RESEARCH It is difficult to determine accurately the amount of scientific research conducted in Canada since 1900. However, ?prior to World War I, it was limited and was connected mainly with primary industries and health. Government departments did some; university science faculties, overloaded with teaching responsibilities, did a little; and industry, which consisted mainly of subsidiaries of American and British firms, depended chiefy upon foreign sources for new information.

The Greymouth Coalfield contains New Zealand's greatest known resource of bituminous rank coal. The coals are of very high quality, with low ash and sulphur contents and a range of other properties that makes them desirable for a wide range of uses. In fact only a few producers around the world today can offer coals with such exceptional properties. This suggests that Greymouth coal has potential as a premium export trading commodity. These assertions have been largely confirmed by a comprehensive exploration drilling programme funded by Mines Division û Ministry of Energy between 1979 and 1984. The program, forming part of the NZ Coal Resources Survey, was carried out under contract by Lime and Marble Ltd. The drilling of 49 deep, predominantly cored, holes at 1000 m intervals over the coalfield has generated a vast amount of data. It has shown the existence of three major potentially minable coal deposits containing 233 x 106, 33 x 106 and 15 x 106 tonnes of coal in ground. Investigations have at this stage only identified targets and these estimates represent 'in ground' resources, not recoverable reserves. Recent geological studies as well as past and present mining have clearly highlighted the problems posed by the complexity of the coalfield geology. The coalfield lies within a mobile zone in the earth's crust known as the Paporoa Tectonic Zone, which has been active from at least mid-Cretaceous to the present time. Currently this factor poses the greatest obstacle to the determination of mining possibility of the, defined deposit and ultimately will strongly influence any future mining development. The Greymouth Coalfield has, however, had a long and eventful mining history spanning the last 120 years, where 32.5 x 106 tonnes of coal has been won from over 100 mines. In spite of the problems facing development, the large quantities and exceptional quality of the remaining coal will act as a strong inducement to persevere with this difficult but potentially valuable resource.

INTRODUCTION The purpose of the following discussion is to present the state of the art of solution mining. Since the economics of a mining method ultimately determines its applicability and viability this presentation shall revolve around the costs of in- situ solution mining. First the assumed physical characteristics of the hypothetical ore body are described, followed by the appropriate operating assumptions. Then after a brief discussion on the type of surface plant to be used, the assumed project time tables and costs for Texas and Wyoming are presented. Finally, the economics of in-situ uranium leaching are analyzed through the use of discounted cash flow rate of return analysis. ORE BODY CHARACTERISTICS The assumption of the ore body characteristics is probably the most variable portion of this discussion. The characteristics that have been used are based mainly on state of the art technology, however, consideration of the most common depths of ore, ore thicknesses, and permeabilities also influenced these assumptions. In addition, it is assumed that these assumptions are equally applicable to Texas and Wyoming. The average grade of the ore is assumed to be .09% U308 with no apparent disequilibrium. The average thickness of ore is 2.29 m (7.5 ft) which results in an average grade-thickness (GT) of .675. The assumed depth to the top of the ore is 121.92 m (400 ft), the ore density is placed at 1.78 gm/cc (18 cu ft/ton), the porosity is estimated to be 28% and the permeability 1 darcy. These assumed ore body characteristics are shown in Table I. In addition, it is specified that the costs to be later discussed are based on a minimum GT cut-off of 0.15. It is more common to use GT cut-offs of 0.30 to 0.50 but GT cut-offs as low as 0.15 in conjunction with a minimum grade of 0.05% U308 have been used in the past with success and is considered state of the art. The ultimate percentage of uranium recovered from the ore is left to the discretion of the reader since the costs and economics are based on pounds recovered by the surface plant. OPERATING AS.SUMPTIONS An annual production rate of 200,000 lbs U308!yr was chosen for this example. In order to maintain this production rate, based on the ore body characterized above, a flow of 4731 liter/min (1250 GPM) with a recovery solution grade averaging .039 gm U308/liter is assumed. A regular 5 spot well field pattern is used with a well spacing of 21.5 m (70.7 ft) between like wells and 15.24 m (50 ft) between unlike wells. This well spacing gives each well an area of influence equal to 232.25 sq m (2500 sq ftl. An excess wells factor of 1.17 is used to estimate additional monitor wells and well field boundary wells. Each production well is expected to yield an average flow rate of 37.85 liter/min (10 GPM). In addition it is assumed that the ore body has a good shape in that it is not tenuous and narrow but has at least an average width of 200 ft. The process chemistry required for this ore body is assumed to be based on the sodium carbonate System- Oxygen is the chosen oxidant. Sodium chloride elution followed by precipitation with hydrogen peroxide makes up the remaining portion of the process. A fluidized up-flow ion exchange system is specified. The operating assumptions are listed in Table II. Restoration of the ore body shall be assumed to be accomplished through the use of ground water flush. Other methods may be considered as having to fall within the costs estimated for a ground water flush in order to be economic. In Texas it is assumed that a high capacity disposal well (200 GPM +I is required and in Wyoming evaporation ponds covering approximately 35 acres are to be used. No specific cost has been given to restoration. Instead only the additional capital investment for restoration equipment is given. Then, one year of restoration operating expense is estimated and included as the operating expense for one year beyond the last pound of U308 produced. It is also assumed that restoration will be pursued in the mined out areas of the ore body contiguous with ongoing production.

The recycling of metal resources in mining influenced water (MIW) requires a paradigm shift from within the mine water treatment industry. The potential to recover zinc for beneficial use in the micronutrient fertilizer industry was investigated through a survey of zinc micronutrient fertilizer representatives. An application of the findings to a case study of the Argo Tunnel influent MIW was then implemented. It was concluded that the potential to beneficially reuse MIW residuals in fertilizers exists; the current process sequences of treatment will need to be modified if metal recycling is to be prioritized.

Technological change is continually affecting the mining industry and the many papers being presented at this meeting reflect this fact. I fully agree that miners must remain fully cognizant of technology that can change mining costs and therefore your competitive marketplace. Despite the embrace of new technology and effective mine management techniques, the mining enterprise may not realize increased net income if the structure of the minerals marketplace is not understood. An important segment of the marketing structure for minerals is transportation. Transportation costs per ton can be much greater than the mining costs per ton and may accordingly overshadow hard earned gains in productivity. Change is greatly affecting the transportation industry but the change is driven more by governmental policy than technology. Although some technological advances are occurring in the bulk transportation business, the changes I want to address arise from policy. Policy changes have come from legislation in the 1970's culminating with the Staggers Act of 1980 and ensuing Interstate Commerce Commission decisions.

THE problem of the proper size and capacity of the open-hearth furnace has been a predominant issue ever since its inception some sixty years ago. The original furnaces, built in 1868 at Landore, England, were only to 3 to 4 tons capacity, and from' this there has been a steadily increasing and almost uniform rate of expansion until furnaces producing 300 tons are in successful operation today. At the end of the first half of this 60-year period, or about the year 1900, 50-ton furnaces we're common. Up to this time the problems of expansion had been largely those relating to suficient capital and the engineering development of larger units. But as 75, 100-ton and larger furnaces were proposed apprehension grew and other questions assumed leading consideration.

A good deal of experimental work has been done from time to time on the application of compressed air to the elevation of wet pulp. On account of the flat nature of most of our mill sites elevation of the pulp has to be provided for, and the various methods in vogue show considerable loss of time, in the replaceing of wearing parts. During the last two years the writer has carried out a great many experiments with a view of devising an elevator that will give continuous work with a minimum of wear.The results do not show a high efficiency for the power employed, but the lift is continuous in operation, very cheaply installed, and possesses no wearing parts. The lift was tried working in a bore hole of 8 in. diameter, but in many cases it is more convenient to sink a small well for the purpose. The result to date showed that the most efficiency was obtained when the depth of the wellwas not less than the height of the lift required. The pressure of air required in pounds per square inch was (approximately) half the number of feet to be lifted.In the majority of cases the lift required varied between 20 ft. and 50 ft. and the air pressure required between 10 lbs. and 25 lhs. per square inch. In most existing installations the air compressors in use were delivering air to the receivers at about four times that pressure, and when air so compressed was expanded to perform its work at a reduced pressure, it was apparent that the power exerted in origInally compressing the air above the working pressure required at the lift was absolutely lost.

What is the economic basis for direct, continuous particle size measurement and control? First, precise grinding control is necessary to achieve and maintain a specified recovery and throughput. Second, throughput and recovery are direct functions of particle size-and these two factors control the economic performance of the ore concentration process. Third, only size-based control using a particle size and percent solids monitor (PSM) has achieved the necessary precise control. Recovery, throughput and cost can be accurately measured for various concentrator operating conditions if particle size is closely controlled. From such data the economic results of different particle size grind points can be analyzed. This will reveal the best combination of recovery and throughput to meet objectives established by financial management. Predictable, repeatable response to set-point selection is essential if the projected profitability of the mill is to be reached.

"Prairie Evaporites of the Province of Saskatchewan in a deep oil-well hole. Exploitation started in 1950 under a shroud of doubt that this huge reserve could be mined. It was fraught with almost insurmountable physical problems in penetrating the Prairie Evaporites. After 12 years of experimentation and development of new shaft-sinking methods, mining equipment and processes to treat the high-grade potash ore (sylvanite), a new era of high-risk resource development dawned in Saskatchewan.The development of 10 new mines opened up the largest known mineable potash reserves in the world and Canada became the second largest. producer of potash to supply domestic (U.S.A. and Canada) and overseas markets. A monumental program in marketing-devising new transportation systems and strategically locating warehouses-was developed in order to expeditiously service domestic and overseas customers. The year 1969/70 started a period of overcapacity and the problem of prorationing. As the market strengthened in 1974, the Saskatchewan Government applied the reserve tax to the industry. Then, they announced the setting up of a Crown corporation to acquire ownership by purchase of up to fifty per cent of the industry. During this time, potash was discovered in New Brunswick within 50 to 60 miles of a seaport, where two deposits have been explored by the same pioneers who started the potash development in Saskatchewan.With this background, the paper will examine various elements of the economics and marketing of Canadian potash."

By-products are of greater importance in lead and zinc mining than in any of the other major base metals. While I think most mining people would accept that statement, you would probably get some widely varying estimates when attempting to quantify the value of by-products in lead and zinc mining. We are now able to do this with our lead-zinc mine cost model. This model was originally developed as a zinc mine cost model to help us forecast long-term zinc supply and price as part of a study we completed in late 1979 entitled "Zinc - The Next Decade". Before demonstrating the importance of by-product revenue to lead- zinc mines, let me first explain how the cost model was constructed. I will discuss the model as it was originally constructed - as a zinc mine cost model. It has subsequently been expanded to include lead only mines and now can Be run either as a zinc or a lead mine cost model.
