THE heavy shrinkage in the production of bituminous coal has reflected adversely in the matter of tonnage produced by stripping arid mechanical loading machinery. The purchase of stripping and underground loading equipment has likewise been circumscribed. How- .ever a growing percentage of bituminous coal is being loaded by stripping and mechanical loading machinery. This situation is due to the fact that numerous strip pits were able to operate in Illinois and Indiana when under- cover mines were subjected to labor interference, a further advantage gained by their ability to produce and market coal at a price below that of the undercover mines. The mines equipped with mechanical loading. apparatus have enjoyed more continued operation for the double reason that the companies using coal-loading machinery are, generally speaking, more substantial and in better financial condition than many of the smaller properties who maintain hand-loading methods, and the market advantage due to lower production costs also reflects to the advantage of the undercover mines using mechanical loading equipment. Where a number of mines are con- trolled by one company, those not equipped with loading machinery and suffering from higher producing costs have often been closed, with the available tonnage concentrated in the more modernly equipped mines.

THE following paper has been prepared with the object of placing on record in the Transactions some facts concerning the present condition and future prospects of the coal industry of Illinois. In presenting it, the writer wishes to say that a considerable amount of the material contained is taken from the publications and records of the Illinois Coal Mining Investigations, the annual Coal Report of the State Mining Board, and the work of the State Geological Survey. Coal Beds and Mining Methods According to the latest maps of the State Geological Survey, there are only 19 of the 102 counties of the State some portion of whose territory is not within the borders of the coal measures. If outlying areas in Calhoun and Whiteside Counties are considered, the number is reduced to 17. This does not mean that all of the 85 counties that are partly or wholly underlain by coal measures will become producers, as there are some portions of the State in which the coal does not occur in beds of such thickness as to warrant the hope that it can be mined. The mining of coal is widespread, however, for in 1916 there was production from 51 of the 102 counties of the State. There seem to be no cases in which operations will be limited by depth, as none of the coal measures lie at depths much greater than those at which it has been proved that coal may be profitably mined in this field. In fact, the deepest shaft reaching a bed of bituminous coal in the United States is located in this State at Assumption, where coal only 3 ½ ft. (1.07 m.) thick is worked at a depth of 1004 ft.. (306 m.) The coal beds occur in the form of a basin which is deepest along a line extending through the central part of the State and bearing a, little west of north. The northern, western and southern borders of this basin lie within the boundaries of the State, but on the eastern side the Illinois field is continuous with the Indiana field. CARL SCHOLZ, Chicago, Ill.-Mr. Young was kind enough to' allude to the development of a mine in which I am now engaged. Several months ago the Burlington Railroad decided to open a mine in the field Which they own in Franklin County containing some 15,000 acres .(6070 ha.) of coal, ranging in thickness from 8 to 12 ft. (2 to 3.6 m.). This proposition in itself is attractive to any mining engineer, but with the backing of a large company I saw an opportunity to do some novel work in the construction line, and for several months I have been investigating and working on the problem of developing what I hope will be the largest and best equipped mine in the State of Illinois. The shaft will be sunk at a place where the coal lies at a depth of 600 ft. (182 m.) and conditions both of the surface and of the coal are ideal in every way; the seam is almost level, and we had only 7 ft. (2 m.) of surface clay to go through. We are going to hoist by skips in order to reduce the rope speed. I believe that is a long step in the direction of economy, because we not only double the output of the mine by hoisting the contents of two cars atone time, but we reduce the proportion of dead weight. In our case there will be 20 tons of coal and 18,000 lb. of skip, or 55 per cent. net and 45 per cent. tare. That, of course, necessitates less than half the rope speed for the same tonnage, and we all know that speed means power and power means cost. Skip hoisting permits the use of solid-end gate cars, which is an advantage. The cost of these cars will be in the neighborhood of $250 apiece; They are well built, with roller-bearing wheels of the most up-to-date type, spring draw-bars, and refinements of-that character which are necessary to move the loads most advantageously.

As it is probable that a large proportion of the members of the Institute attending this meeting are connected with the metalliferous side of mining, the writer thought that, as coal and coke are required for various purposes in considerable quantities by their companies, some particulars of the coal industry might be of interest, especially when visiting such an important coal-mining centre as Newcastle. It is proposed to deal with the matter from the mining and economic point of view, as the geology has been so well and exhaustively dealt with in various publications referred to in the bibliography at the end of this paper. In the immediate vicinity of the city of Newcastle the collieries are gradually being abandoned, and during the past few years the Wickham and Bullock Island, Stockton, Hetton, Newcastle Coal Mining Company's "B," and the Australian Agricultural Co's Sea pit, have disappeared from the coal-producing list of collieries. AIl of these collieries worked the Borehole seam, from which, up to date, the largest quantity of coal has been produced in the northern district.It is the bottom seam of any present commercial value in the Upper or Newcastle coal-measures, and although the coal-in this seam has not been entirely 'exhausted in the collieries referred to, they have been abandoned for various reasons. For example, although about 60% of the seam (18 to 20 ft. thick) was left in the workings in the form of rectangular pillars under the city of Newcastle, this was not sufficient to 1?revent'the subsidence which took place about twelve years ago.Again, large quantities of coal in the Borehole seam have been left to protect the shipping arrangements at the Dyke, and other...

UNDER war conditions coal immediately assumes a position of highest importance for coal must carry the basic load for industry. The upward trend in production continued through 1941. Bituminous coal production alone about equaled the total output of bituminous and anthracite in 1940. The figures for 1941 approximated 500,000,000 tons for bituminous, and 54,000,000 tons for anthracite, and production of by-product and beehive coke exceeded that of the previous year. The coal industry, under the National Bituminous Coal Act, is going through a period of readjustment, and is beginning to stabilize itself under the statute. The Federal Mine Inspection Nill became law during the year.

The U.S. Bureau of Mines has developed a rock mass classification system for coal mine roof control. The Coal Mine Roof Rating System (CMRR) evaluates the structural competence of mine roof using simple field tests and observations obtained from underground exposures in roof falls or overcasts. The basis of the WRR is a weighing system which converts descriptive geologic roof rock data to a numerical value, facilitating its use in engineering design. A full suite of data collection and hand calculation sheets accompanies the CHRR A data base is currently being collected from all major coal basins in the United States to validate the CMW. To date, CHRR values are available from 96 roof exposures in 59 coal mines representing these basins. The system can be used to help solve many practical ground control problems, including longwall gate road design, roof support selection, and decisions regarding extended cut length.

AS this is written, the probability A is that the bituminous coal out- put for 1936 will approximate 420,000,000 tons (of 2000 lb.) with an average working time for all mines of 205 days. The results for 1935 approximated 369,224,000 tons, with the mines working about 185 days. The increase in production of 14 per cent is heartening. In anthracite, it is probable that the preliminary figures covering output for 1935, 51,- 003,000 tons, will be exceeded this year although the percentage of in- crease will almost certainly be small. The substantial tonnage of anthracite illegally mined, estimated to be 3,600,- 000 tons in 1935, with a similar large Lonnage in 1936, is in addition to the figure given above; it represents an open and flagrant disregard of law and property rights. It is hard to understand why the officials of the State of Pennsylvania do not enforce the laws against theft and brigandage, more so when the legitimate employees of the established producing proper-

FOR the first time in 1938, bituminous coal production for the week ending Nov. 19 surpassed that of the corresponding week in 1937, and indexes of industrial activity indicated the possibility that the remaining weeks of 1938 would run ahead of the corresponding weeks of the preceding year. But regardless of this year-end pickup, total production in 1938 was approximately 25 per cent less than in 1937. The estimate of 340 million tons for 1938 places the bituminous industry slightly above the production level of 1933 and approximately 10 per cent above the modem low of 1932. Anthracite production is not subject to the same extent as is bituminous coal to fluctuations arising out of the rate of industrial activity, hence the decline from 1937 has not been so great being approximately 14 per cent under 1937. The estimate for 1938 production is approximately 45 million tons, but this represents the lowest level reached in the last fifty years with the possible exception of several strike years.

AFTER nine years of extremely de- pressed business, marked mostly A with red ink on the balance sheets of most coal companies and with an increasing internal competitive struggle for diminishing markets, somewhat of a change appeared during 1939. Shipments increased and prices generally firmed, giving the coal industry increasing optimism and encouragement for the future. Specifically, it now appears that bituminous coal production for 1939 will approximate 378,000,000 tons, and anthracite production will approximate 47,500,000 tons, bituminous production being around 14 per cent ahead of 1938 and anthracite production 12 per cent better. The curve on p. 31, showing both bituminous and anthracite production, furnished by the bituminous coal division of the Department of the Interior, shows graphically most of the 1939 monthly production and clearly illustrates the increased production.

BITUMINOUS COAL production for 1937 up to Nov. 27, was 400,000,000 ions, an increase of 3.43 per cent over the comparative period in 1936. The in- crease in consumption, however, was not so great as the increase in production. Stocks of coal, mostly in the hands of consumers, on Nov. 1 were 57,000,000 tons, compared to 44,400,000 tons at the same periods in 1936. The prospects were that both production and consumption for December, 1937, would be lower than for the corresponding month of 1936. , Anthracite production for the period ending Nov. 20 was 43,900,000 tons, com- pared to 48,500,000 tons for the corresponding period in 1936, or a decrease of 9.5 per cent. My talk today is an effort to project our thinking forward a few years to that point in the future when we will be producing gas and liquid fuels from coal. To those of you that are concerned with meeting today's production quota--my remarks may sound like a Buck Rogers projection. Not so. Although I'm talking about the future, please understand that my thoughts are focused on the near term future. The coal plant of the future will be an energy plant producing energy products to meet the needs of our modern society. This plant is an outgrowth of Government- industry cooperation. Much of the research work that makes such a plant possible was jointly funded, other work was a continuation into development of private research expenditures, other work was performed by private research organizations with Government funding, other work was performed in Government laboratories, both State and Federal. As indicated above, and in the title of my talk, I expect to describe the coal plant of the future. I will describe a plant producing Carbon, Oil, Pipeline gas, and Electricity--Project COPE. This plant copes with the Atomic-Nuclear Group. As stated above, this plant is an energy plant. Energy plants today are large-scale operations. Power plants of 5,000 megawatts are projected, refineries of 500,000 daily barrels are near term probabilities, 48" transcontinental gas pipelines are with us today and 25,000 daily ton mines are here as well. The COPE plant will be of the same general size and require 50,000 - 100,000 tons of coal per day.

"FROM 1850 when the annual production was around 50 million tons, coal output in Great Britain expanded rapidly to 225 million tons in 1900 and 287 million tons in 1913. However, during the First World War, countries which had previously bought large quantities of coal from Britain sought other sources of sup-ply or developed their own coal re-sources. Thus from the record figure of 73 million tons exported in 1913, Britain's coal exports declined until in 1938 they stood at 39 mil-lion tons. An important reason for this was the development of oil engines for marine propulsion. Today, nearly all the navies and mercantile shipping in the world have turned to oil engines. Sometime in the future, however, it is reasonable to expect nuclear power to replace oil.During the Second World War, coal output in Great Britain and manpower at the mines were reduced considerably and in 1.945, 175 mil-lion tons were produced by 709,000 miners. Exports were meagre, only 8.""7 million tons went to foreign consumption. During the severe winter of 1947, inland demand for coal exceeded production and exports were prohibited. Even importation of coal was required to meet inland demand. These were years when the coal industry of Great Britain made immense efforts to secure maximum output irrespective of economy. The energy needs of Great Britain appeared insatiable; but had it been possible to export, the nationalised mining industry could have made huge profits as there was a world shortage of coal. However, home needs were considered to be the priority and many overseas markets were lost. Other producers moved in and secured long-term contracts. Not only was the British export market lost, but also the nationalised industry had to sell the imported coal at the same prices as home-produced coal and suffered losses up to of:3 per ton. Bence, at a time when the National Coal Board might have ac-cumulated a reserve fund to cope with less prosperons times, it was having to spend large sums of money securing sufficient coal for inland consumption. This was a time when intensive efforts in the mining industry, comparable with those of many industries and establishments inclusive of the armed services during the war, would have produced a greater amount of coal and have been of immense value to the country as a whole."

THE greatest problem confronting business managers in modern times is not production, but distribution. It would be easy to expand productive output, but it is difficult to find markets for all that is produced. The fundamental source of economic difficulty, in the view of many observers, is a lack of proper balance between productive capacity and consumptive capacity. The studies conducted by the Brookings Institution on the general subject, "The Distribution of Income in Relation to Economic Progress", have led to conclusions of far-reaching significance, which may be summarized briefly as follows: (1) We have never lived beyond our economic means or capacity. (2) We have not been suffering from general overproduction. (3) We have not as yet reached a stage in our economic evolution at which it is possible to provide adequate standards of living for everybody. ( 4) It would require less than a 25 per cent increase in purchasing power among the masses to absorb our full productive capacity. (5) Production-curtailment programmes-whatever their merit in meeting temporary maladjustments-can only lead to national impoverishment. (6) Our inability to find markets adequate to absorb the full output of our productive establishments is explained by the unequal distribution of income and consequent restricted flow of purchasing power through consumptive channels. (7) The slow rate of growth of consumptive demand serves to retard the rate at which new capital is constructed, and hence the rate of economic progress. (8) The primary need is a rapidly expanding total income, and a broader diffusion of this income among the masses of the people. (9) A broader diffusion of income can best be achieved by reducing prices as rapidly as increasing efficiency will permit. That is to say, the benefits of technological progress, mass production, and low unit costs must be promptly passed on to consumers in the form of lower prices-giving more for each dollar.

THOUGH coal has been mined in this country for more than a century, no systematic effort was ever successfully made to ascertain the total amount produced. The production of the Cumberland Basin, Md., and the shipments from the anthracite fields of Pennsylvania, have been placed upon record, thanks to the intelligence sand foresight of Mr. C. Slack in the former case, and to the late Mr. B. Bannan in the latter. For some of the years between 1822 and 1842, the production of the Richmond Basin was reported by Mr. R. C. Taylor, but since that date till the author undertook this work it was impossible to obtain any statement of the production of this field. A few of the newer fields, such as that of Mt. Diablo, Cal., have been fully reported, and a few of the newer States have also had this service performed by some intelligent private individuals.; but no statistics of coal production have ever been collected either by the State or General Government, if we except the returns for the years 1869-70 of the census report. During the year 1875, by great exertions, I succeeded in obtaining, and July 3d, 1875, gave in the Engineering and Mining Journal what, "though not an accurate statement of our coal production," was " by far the most full and reliable that had ever been published." Though that report showed the production of bituminous coal to be 23,630,094 gross tons, or about six million tons more than had ever before been reported, it was in reality two and a half million tons below the actual output. IN January last I published in the Engineering and Mining Journal a table giving, with a considerable degree of accuracy, the production of anthracite coal for the year 1874. At that time it was impossible to give any correct estimate of the production of bituminous coal, for the returns I had been able to secure from such distant and scattered districts were not always forwarded punctually, and the work of -obtaining anything like a true estimate of the coal mined in districts from which I was unable to obtain official returns was both laborious and tedious. As will be seen from the detailed reports furnished herewith, I have succeeded in obtaining tolerably accurate returns of 20,093,704 tons; and upon careful revision by numerous well-informed local authorities, my first estimate of the amount of coal not officially returned to me has grown very considerably; indeed, as I get more information on the subject I find that our bituminous coal production greatly exceeds the amount we have been accustomed to hear it placed at, aggregating as it does, 26,465,704 tons. Mr. Andrew Roy, State Inspector of Mines for Ohio, has reported the production of Ohio at 4,168,445 tons, while his first estimates were but 3,820,000 tons; and similarly, in other cases, the more full the returns direct from the mines the more incorrect do I find all previous reports. I am able now to furnish, not an accurate statement, indeed, but by far the most full and reliable one that has yet been published of our coal production. The amount of labor involved in obtaining this admittedly imperfect report has been simply enormous. In the following tabular statement it will be perceived that Pennsylvania produces nearly one-half of all the bituminous coal mined * Since this paper was read fuller reports from some of the States whose production had been "estimated" have modified the figures given. The most serious error is in California, which produces probably 200,000 tons less than these figures. Oregon and Washington territories also yield smaller amounts than here reported; but these reductions are probably fully compensated by fuller reports from other States that were here underestimated. The correct aggregate amount will not vary much from that here given. Early in 1876 I will be able to give a fuller and more accurate report for the year 1875.

System-wide reductions can be achieved by combining various emissions control technologies and allowances, or compliance credits, that can be purchased, sold or traded. As part of the Coal Quality Expert development project funded by the US Department of Energy and the Electric Power Research Institute (EPRI), Black & Veatch has developed an interactive computer tool, the Acid Rain Advisor (ARA). Through this program, integrated, system-wide compliance plans are generated by comparing the costs and emissions reduction benefits of emissions allowances and various SO2-control technologies (coal cleaning, fuel switching, scrubber retrofits, etc.)

THE area of the State of New South Wales is not great, nevertheless it has very large and important Mineral Resources. This is the more noticeable when the values of the annual mineral production from the individual States of the Commonwealth arecompared with the value of the New South Wales production. The principal minerals mined now are not gold, copper, and tin, as they were in the early years following the gold rush of 1851, the centre of gravity of commercial mineral activity having moved to coal and "oil-shale," water, limestone (with cement), silver-lead-zinc cadmium, sulphur, slate and other building and ornamental stone, road materials, and clays.From small areas totalling only 650 sq. miles, coal to the extent of 311,000,000 tons, valued at £151,000,000, has been won.The estimate of actual and probable reserves by the Mines Department within an area of less than 1000 sq. miles is about 14,000,000,000 tons, while the potential reserves within the remaining 15,500 sq. miles of concealed coal fields must be enormous. Even taking into account only the actual and pI:obable reserves in the 1000 sq. miles known, and assuming a depletion at the rate of 350,000,000 tons a year, or somewhat greater than that of the British Isles at present, and assuming an average value of £1 a ton, with money at 5% compound interest, then the present value of this coal (40 years of depletion) would be £5,575,000,000 approximately: truly an enormous present value for a business of 40 years, dealing only with 1000 sq. miles of country. The location of the main coal basin in New South Wales is one of great strategic importance. It lies almig and near a seaboard, with excellent facilities for anchorage; the coal is of very high quality, and is readily accessible; the climate is admirable. Were this same coal at Port Darwin, its commercial importance would not be be pronounced.
