Revolutionary changes in the organization of work have far outpaced our knowledge about the implications of these changes for the quality of working life and for safety and health on the job. This gap in knowledge is one of the 21 priority areas for research under the National Occupational Research Agenda (NORA)—a framework crafted by the National Institute for Occupational Safety and Health (NIOSH) and its partners to guide research into the next decade. This report was developed under NORA as the first attempt to develop a comprehensive research agenda for investigating and reducing occupational safety and health risks associated with the changing organization of work. Research and development needs identified in the agenda include (1) improved surveillance mechanisms to better track how the organization of work is changing, (2) accelerated research on safety and health implications of the changing organization of work, (3) increased research focus on organizational interventions to protect safety and health, and (4) steps to formalize and nurture organization of work as a distinctive field in occupational safety and health.

Unprecedented political, economic, and social change throughout the world will have an increasingly profound effect on the dynamics of the world's mining industry. Analysis of the early financial trends in this development (statistics on exploration expenditure, and investment flows) gives some insight into the magnitude of structural change and its implications for established mining economics and companies.Increasing confidence in the stability of many third world and developing countries is attracting exploration and investment capital that had previously been largely directed to established mining economies in North America, Australia, Europe and Southern Africa. Some of the projects requiring capital and technology in the CIS, Africa and Latin America are technically very attractive. The end of the 'cold war' and the influence of the IMF is gradually changing their risk profile for mining investment.

"The Construction Group is responsible for the construction of all of Placer Dome’s major projects and contributes to the development of most major feasibility studies. This group includes an international collection of Placer Dome people who have built mines in Papua New Guinea, Australia, Chile, the United States and Canada. This paper outlines the changing role of the Construction Group from the early days of single projects to today, when several projects are in various phases from feasibility to construction. The projects’ total annual budgets have from time to time exceeded one billion dollars. IntroductionAs the competition increases globally between the major gold mining companies, the impetus continues to build mines at the lowest cost with the shortest construction schedule. Placer Dome has more than met that challenge by building mines around the world at a pace that was not contemplated 15 or 20 years ago. Since 1960, Placer Dome has built 30 mines and expansions at a cost of nearly 4.5 billion dollars.In the last six years alone, Placer Dome has built 14 mines and expansions, worth 2.6 billion dollars. The company’s success is due primarily to Experience, Innovation, People and Standards.The diversity between projects, let alone the pace, has been a challenge. Placer Dome has built mines around the world in a variety of extreme climates and distinctive cultures. The construction experience gained from these projects has allowed Placer Dome to develop an extensive knowledge and data base making it easier to “fast track” projects.Through the years Placer Dome has developed a human resource base. It now has an experienced and adaptable core team of people able to set up construction projects and build mines anywhere in the world. By developing standards and systems to support the projects they can act as soon as a new project is approved, and complete the projects quickly and effectively. The result is that Placer Dome now has the construction expertise to build its own mines, giving them the competitive advantage that allows them to design and construct a mine in the least time at the lowest capital cost. This was demonstrated in March 1997 with the completion of the construction of two new mines in 12 months."

In the garden of national problems recognized by the American public, imports of mineral products is a hardy perennial. Concern for the security of mineral supplies has preoccupied nations since the industrial revolution and the mechanization of warfare. Since 1973, Americans have also been sensitized to the potential economic costs of overseas mineral supply disruptions and the cartelization of foreign production. Though oil prices have plunged since 1981, the import dependency issue remains topical. Political turmoil in Southern Africa reminds us that mineral supply disruptions will occur in the future as they have in the past. Producers of iron and steel, copper, and refined petroleum products seek protection from imports on national security grounds. The Reagan administration is proposing sweeping changes in the management of the federal mineral stockpiles. s an enduring need to take stock of the mineral trade position of the United States. This article considers the changing role that the U.S. has played in the twentieth century in non-fuel minerals trade. We begin by enunciating some principles that are useful in analyzing this trade. The changing pattern of trade in the 1900-1969 period is then reviewed. There follows a more detailed analysis of mineral trade trends in the 1970-84 period. Some consideration is given in the final section to the significance of non-fuel mineral trade for the U.S. economy. THE ECONOMICS OF U.S. MINERAL TRADE The allocation of non-fuel mineral products in the United States has in this century been accomplished primarily through the market mechanism. Except where trade barriers have distorted price signals, this means that mineral supplies have been obtained from the least cost source, with little regard for their country of origin. Mineral prices facing U.S. firms are sensitive to shifts in the domestic supply and demand, but are also sensitive to economic conditions overseas. The balance of trade in each mineral product has depended on the amount that is profitably produced and consumed domestically at the world price. The nation has produced exactly as much as it has consumed only by chance. U.S. demand for non-fuel minerals is derived from the demand for manufactures, farm commodities, and other goods whose production requires mineral products as inputs. The demand for such goods can be quite volatile, and in most industries moves cyclically due to its sensitivity to the level of aggregate economic activity. The supply of mineral products depends on the cost of extracting and processing mineral raw materials. These costs do not vary greatly in the short run. Because of these attributes of mineral markets, U. S. trade in mineral products fluctuates considerably from year to year. Most of this volatility results from shifts in domestic and overseas demand and from changes in exchange rates and trade barriers. Longer run changes in the mineral trade pattern can also be discerned. These depend on secular trends in demand and in the cost of mineral extraction and processing at home and overseas. The United States was originally endowed with extensive reserves of an array of mineral-rich ores and fossil fuels. It is also a nation with an entrepreneurial climate and technological capability conducive to extracting and processing those reserves. Not surprisingly, it has at one time or another ranked among the world's leading producers of a great many mineral products. With a population that is large and an economy that is technologically advanced by world standards, the U.S. has also been a leading consumer of mineral products. Because of its voracious appetite, the bulk of mineral products produced domestically has traditionally been consumed domestically as well. Net exports have been sizable only in those industries in which the nation has enjoyed an extraordinary cost advantage. But the realization that black powder could also do useful work came much later and, like all important discoveries, it altered the course of history. It was in the 14th century that black powder was first used to break rock in a very crude way: there were no drills and the powder was simply poured into cracks and exploded by setting it afire. Because its energy value was pretty low, the need for something more powerful was felt when the industrial revolution arrived.

It was in the 14th century that black powder was first used to break rock in a very crude way; there were no drills and the powder was simply poured into cracks and exploded by setting it afire. Because its energy value was pretty low, the need for something more powerful was felt when the industrial revolution began. In the 1850s, miners began experimenting with liquid nitroglycerine on a limited scale. This was a very sensitive and dangerous explosive. Fortunately in the 1860s, Alfred Nobel succeeded in stabilizing nitroglycerine by absorbing it in kieselguhr-and a new product, dynamite, was born. With it, miners were able to unleash the great energy of nitroglycerine for blasting purposes. But dynamite was still a very sensitive explosive. In subsequent years, other explosives of various strengths and characteristics were developed, such as blasting gelatin, gelatin dynamite, ammonia dynamites, (all containing some nitroglycerine or nitrostarch), and liquid oxygen explosives. These products and their variations supplied the blasting trade for many years. A grained ammonium nitrate product containing some carbonaceous material entered the market in the 1930s. This explosive had below-zero sensitivity-meaning: a No. 6 blasting cap imbedded in it would not detonate it. A more sensitive initiator, called a primer, was needed to detonate this mixture. From Rags to Primacord to Solid-State The first initiator for an explosive charge was probably a rag slowly burning its way to the charge; this method was quite unreliable. Then came the burning fuse, which was an improvement. Next was the nonelectric blasting cap initiated by a fuse. With these initiators, a miner needed quick reflexes and good legs; upon lighting the fuse, he had to run immediately for cover. Development of the electric blasting cap that allowed for accurate timing eliminated this hazard; the electric cap, however, introduced other safety problems because of its susceptibility to extraneous electricity, e.g., ground currents, lightning, and static electricity. These caps also became available in millisecond delays. Development in the mid-1930s of Primacord, a detonating fuse insensitive to electrical currents or impact, further reduced blasting hazards, and is generally acknowledged as the safest known means of initiation. Eventually, Primacord millisecond connectors also became available for delay patterns in blasting. In the mid-1960s, the Primadet delay was introduced; it is a practical nonelectric detonator system that offers the precise timing of electric blasting caps-and is immune to the hazards or effects of extraneous electricity. Recently, Research Energy of Ohio, Inc. introduced a new type of solid-state blasting machine that combines a sequential timer and delay caps. It enables the efficient breakage of rock with a minimum amount of shock, ground vibration, and noise. Improvements in Blast-Hole Drilling World War II created an enormous demand for coal and other minerals in the U.S. and elsewhere. Great efforts and large amounts of capital were spent to find new mineral deposits and develop better mining methods. But while mechanization in mining proceeded at a rapid pace particularly in open-cut work, there was a definite lag in developing new or improved machines for drilling blast holes. The industry continued to depend largely on horizontal, churn, and pneumatic drills. No better machine was available for large scale production. The need for improvement in this phase of mining became more acute in the post-war years. Despite efforts toward further mechanization, mining costs rose rapidly because of mounting inflation and increasingly high wages. In most operations, drilling and blasting the overburden became the principal item of cost. Therefore, whatever size holes were being drilled, the holes had to be spaced so that any foot of the bore hole could be loaded with the maximum load required for the number of cubic yards of material that each foot of the hole was carrying. With the smaller holes that were being drilled, the proportion of drilling cost to the total drilling and shooting cost was much higher than it would have been with larger holes (because of the closer spacing required by smal-

Its a pleasure to be with you this afternoon and to talk briefly on one of my favorite subjects -- the U.S. sulphur industry. As our Chairman mentioned, I have been associated with the sulphur industry either directly or indirectly for the last twenty years, both on the production side and as a consumer. Sulphur, while unseen and relatively unknown to most people, is like margarine ... that ubiquitous spread ... that is yellow and nearly omnipresent in the industrial world. It is because sulphur, in some form, is required in nearly all aspects of our economy that makes its study so interesting to me as a researcher. An analysis of the sulphur outlook requires examination of such industries as fertilizer, paints and pigments, copper and zinc, uranium, petroleum, chemicals, pulp and paper and textiles - just to name a few. Of course, because its use is so widespread and ever-changing it is difficult to develop and maintain a good understanding of the sulphur industry. It is also a problem to cover the industry in a short discussion and to project its really dynamic nature. Hut, if you will bear with me, I will attempt the task. First of all, let me say that sulphur today is a world commodity and to a large extent moves freely in world trade; nearly a third of the world's sulphur or something over 15 million tons in 1974 entered international trade. However, today our interest is in the current changing sulphur picture in the U.S., with particular emphasis on the western part of the country.

The world continues to change and with it the supply of minerals and metals, the location of centres of production of primary metal and the increasing levels of metals and materials recycling. New technologies are being developed to meet the ongoing search by industry for lower costs, cleaner production and new markets. To keep abreast with these changes, and to utilise fully, the potential benefits of these technical advances, the industry will need a professional workforce having different knowledge, skills and professional attributes than in the previous millennium. What are these skills and attributes? How to best attract and develop the metallurgists of the future, and provide for the ongoing educational and research needs of the industry?

The channel effect is a phenomenon that takes place with decoupling explosive charges; an air shock wave propagating ahead of the detonation wave in the annular space around the explosive charge compresses the charge so that the process of detonation is modified and even stopped. For commercial explosives, such as AN/FO slurries and emulsions, the channel effect causes partial detonation under certain conditions. To simulate and evaluate the phenomenon, a hydrodynamic model was developed based on the assumption that the pre-shock wave is produced by Mach reflection at the tube walls. Based on instrumented experimental studies with the above explosives in diameters ranging from 25 to 90 mm in pipe sizes ranging from 35 to 127 mm, it has been possible to demonstrate that a criterion for failure based on a critical impulse concept fits the experimental data well. Critical impulse values for the various explosives tested are presented along with the necessary correlations between charge and borehole diameter required to produce this.

TRANSMANCHE-LINK is responsible for designing, developing and implementing the project for a fixed link under the English Channel, comprising two running tunnels of diameter 7.6 metres and a service tunnel of diameter 4.8 metres. The three tunnels will all be 50 km long, with 37 km bored through chalk marl at a depth of 40 metres under the sea bed. The tunnels will be driven from both sides of the channel from intermediate addits above the coastline on either side with a 55 m access shaft at Sangatte in France and two "descenderies" or inclined tunnels addits and a shaft at Shakespeare Cliff on the English side. A total of eleven tunnel boring machines will drive the 150 km of tunnels. The major part of the tunnel linings will be built of precast reinforced concrete segments, and two plants have been specially built to produce the necessary 725,000 segments. Seven million cubic metres will be evacuated on wagons along the tunnels and then lifted by belt conveyor on the English side, and by hydraulic mucking from the bottom on the French side. Preliminary work started early in 1987 with manufacture of the first boring machines, construction of five precasting plants, boring of the Sangatte shaft in preparation of the Shakespeare Cliff entrances. SUMMARY In August 1986, TRANSMANCHE LINK, a joint venture comprising the 10 companies who initially promoted the project, signed a contract with EUROTUNNEL for the design, construction and commissioning of the TRANSMANCHE fixed link for an amount of 4,5 billion dollars. On the French side, the work consists of digging three, 19km. long tunnels, of which almost 16 kms. are under the sea, up to the meeting point with the Tunnel works carried out by the British.. The tunnels are bored through chalk by 5 tunnelling machines, starting from one intermediate point at Sangatte near the coast: - Landward, they are drilled trough permeable strata of white and grey chalk. - Seaward, mainly through relatively impermeable chalk marl, but with the presence of water in faulted zones, or in grey chalk.

For two thousand years and more, we insular Britons have been grateful for the existence of the narrow strip of water that separates us from mainland Europe. It has given us a sense of security against invaders, though it has been breached many times. The first recorded serious consideration of a fixed crossing of the English Channel was in around 1802, when it was suggested to Napoleon I. The motive was not entirely peaceable and the British Navy, who saw themselves as defenders of our shores, were decidedly unenthusiastic A whole series of imaginative schemes were proposed in the course of the nineteenth century, embracing viaducts, immersed tubes, artificial islands as resting places for the horses which were to draw carriages, as well as mechanically bored tunnels. The first Channel Tunnel Company was formed in 1872, and an application for permission to construct a tunnel was made to the British parliament. A Colonel Beaumont, of the Corps of Royal Engineers designed and constructed a machine which, in around 1882, bored over a mile of tunnel out to sea from Britain which exists to this day.

The six main drives needed to build 55 miles of 4.8 and 7.7 metre i.d. tunnels in 33 months called for careful co-ordination of the design of tunnel boring machines and linings. The implications of these requirements are discussed, with particular reference to the selection of tunnel liners. The solutions adopted are detailed and details are given of the specifications and procedures adopted. The design methods employed for liners are outlined. The construction methods are described and current performance figures given.

Introduction The world's largest known deposits of natural sodium sulphate (Glauber salt), generally termed 'alkali ' throughout western Canada, are located in the Province of Saskatchewan: reserves are estimated to exceed 200,000,000 tons. These are surface deposits resulting from the recent or present-day natural evaporation of brines, in which respect they are similar to those occurring in certain other parts of the world, as in semi-arid sections of the United States, Russia, Germany and Austria. In some areas, underground deposits formed hundreds of thousands of years ago have been _encountered in drilling, and indications are that they also were formed under arid or semi-arid conditions. The master key to the formation of deposits of natural sodium sulphate, wherever they occur, is a climate, either past or present, under which evaporation exceeds precipitation over a considerable period of time. Commercial development of the Saskatchewan deposits began about thirty years ago. Previously, the demand for sodium sulphate had largely been met by salt cake produced as a by-product in the manufacture of hydrochloric acid from common salt. The rapid increase in the production of Kraft paper and, more recently, the development of synthetic detergent materials, have caused a marked increase in the market for sodium sulphate. This chemical gives the extra toughness to Kraft paper and is used in detergent compositions in proportions as high as 75 per cent. Saskatchewan now has six commercial plants producing natural sodium sulphate. Production from each in the fiscal years 1947 and 1948 is shown in Table I. The newest and latest plant is that of Saskatchewan Minerals, at Chaplin, which 1s designed to produce up to 150,000 tons of salt cake, 98.5 to 99.5 per cent pure, yearly. This is equivalent to about 24 percent of the total United States production of crude commercial salt cake for 1947.

THERE is probably no more interesting group of mineral fuels to be found in any country than that occurring within the limits of the new State of Colorado. The supplies are so abundant, and the occurrence and distribution are so favorable for easy development and transportation to the future manufacturing centres of the State, that they are destined to play a very important part in the material growth and prosperity of the region, the more so because of the rich and varied stores of ores awaiting metallurgical treatment, and the comparative scarcity of timber for fuel. From a purely scientific point, also, these lignitic coals form an interesting and important series. An examination of their geological occurrence and relations opens up new and important questions regarding the comparative value of various kinds of geological evidence, while a study of the character and composition of this class of fuels, which forms a connecting link, as it were, between the lignites and the true bituminous coals, may lead to a more thorough and accurate classification of mineral fuels. IN many schemes of classification and description the term contact-deposit has been somewhat loosely applied to all accumulations of useful minerals (other than those of unquestioned sedimentary origin) which are enclosed between two different rocks. As thus used, the term may include deposits of widely differing origin, and, unless qualified, is not in place in a genetic classification. The present paper deals with a special class of contact-deposits. In many geological provinces, granular igneous rocks, such as granite, diorite and syenite, have broken through and invaded sedimentary rocks. The molten magma may in part have reached the surface and there solidified with relative rapidity as a lava. The largest masses of it, however, did not reach the surface, but cooled very slowly at considerable depth under great pressure, and eventually consolidated into a rock of granitic texture. Uplifts and extensive erosion may have followed; and at the present day, in many places, thousands of feet of material have been removed, bringing to the surface the intrusive granular rocks and their once deep-seated contacts with the sedimentaries which they shattered at the time of in-
