Coal has become an enormously important export industry. Owing to a range of mainly natural advantages, Australia has been able to almost treble its exports in a little over the last decade. Australia is now the world's second largest exporter and coal is now the nation's largest single export earner.Despite this very significant growth, Australia's competitive position is in jeopardy.

"Australia's prosperity relies significantly on income generated from exports of resources and agricultural products. In 1989-1990, coal was Australia's most valuable export commodity, contributing. A $5.7 billion or 14% of all export income.The abundance and quality of its coal resources and the proximity of Australia to the rapidly developing economies of Southeast Asia were significant factors that encouraged export-oriented growth and investment and will continue to do so. On the other hand, the 1980shighlighted the sensitivity of the industry to international changes in supply and demand, currency and socio-political forces.Following many years of disappointing returns for investors, mainly as a result of falling Australian dollar coal prices, resolve will be necessary to maintain competitiveness with resource-rich nations. In recent years, operators, unions and governments have begun to embark on a long overdue rationalization of domestic issues in a bid to increase productivity and reduce costs.The nature of mining operations is also changing; deeper surface mines and the growth of longwall mining will require the development of new technology and skills. Other challenges emerging from the international environmental debate will require that Australia responds appropriately to demands for cleaner fuels, energy efficiency and environmental responsibility.The future development of the Australian coal industry will therefore be influenced by its own ability to become more efficient and mature in the production of quality coal products and through rational international response to environmental questions."

One of the major changes in the resource industry in the nineties has been the re- internationalisation of the industry. The history of the resource business has been one of companies from the developed world utilising the cash flows from their operations to explore and develop mines in less developed regions of the world. This resource development has progressively generated wealth and economic development, which in tum, has led to a new generation of exploration and mining projects.   InSouth America, Chile had led the way in a mining resurgence, now closely followed by Argentina, Brazil, Venezuela and Peru. Although Chile has long had a significant copper mining industry, the pre-nationalisation phase was driven by American capital; the current phase has been spearheaded by RTZ - BHP at Escondida with Canadian junior companies, in particular, providing major speculative impetus. The Australian junior companies have not been significant in South America.   Although Canadian and USA exploration appears to be in decline, the mining industry, particularly in gold, is buoyant in North America. Interestingly, a number of listed and unlisted Australian companies are active, particularly in United States exploration.   Australian-based companies have dominated the South-East Asian exploration scene, especially in the Vietnam region. To date, the combination of political and legislative uncertainties have failed to lead to significant resource developments in this region. The area remains one of great potential, as exemplified by the exciting developments in Indonesia.   The Philippines has a history of mining, and this has been dominated by both local and North American operators. Both large and small Australian resource companies have a presence in the Philippines, and the development of the copper-gold potential could be impressive over the next decade.   The tales of the undeveloped mineral potential of China are probably rivalled only by the supposed strings of virgin Russian orebodies! Many Australian companies appear to have looked but few have chosen to proceed with Chinese developments. There seems little likelihood that China will, in the foreseeable future, rival South America as a target for Australian and North American resource capital.   Papua New Guinea has had an active, albeit chequered history in mining, with Australia long being the predominant source of exploration and development funds. The developing nation status of PNG has generated extreme uncertainty, with the current exploration scene all but dead. Most recently, the international flotation of Lihir Gold has tested the international and Australian investment community's commitment to PNG resource development.   The Australian exploration scene continues buoyant, although dominated by gold. The base metals scene is generating, on average, one significant base metal mine developed every couple of years. This is probably the fastest rate of significant base metal development in Australia's history.   The gold scene has been one of incredible dynamics, and there is no evidence that this momentum is waning. The development of new exploration techniques, together with a number of the companies reaching a critical size, has added to the momentum in the industry.

The Australian Gas Light. Company was established in 1837, the first gas being sent out from the Kent Street Works, then the headquarters, in 1841. Mortlake Works were opened in 1886, and has since grown to the vast undertaking inspected by members of the Institute.The Kent Street Works were closed in 1921. Following a long period of increase, there has been a reduction in exploration expenditure and activity in Australia over the past two years. During the post Second World War period, exploration was largely driven by mining companies seeking resources to satisfy an increase in world demand, while increasing their asset base as a result of mineral discoveries. In general, return on investment to shareholders was not the major driving force. With the exception of gold the mining industry has been faced with a long-term fall of metal prices in real terms. As a result the net profit return on average shareholderÆs funds in the Australian minerals industry has fallen from over 20 per cent in 1990 to less than five per cent today. Mining is now competing for funds with communication and finance based industries yielding high returns on shareholder investment. Shareholders and superannuation fund managers seeking a high return on short-term investments have indirectly reduced the funds available to the mining industry. Globalisation of the mining industry is leading to the rationalisation of the Australian mining industry as witnessed by mergers and acquisitions of local companies by foreign investors. The return on capital invested in the Australian mineral exploration industry must improve if the industry is to be competitive on a worldwide basis. Failure to achieve this will result in capital flowing overseas or to other industries. Relatively short-term upswings in metal prices which are generally driven by threats to the supply base (eg strikes, mine closures, increases in country risk) often lead to increased capital raisings for exploration funding. As a consequence of the time taken to raise the capital and increase exploration activity, measured exploration activity lags the metal price increases. There are also lags between commencement of exploration and discovery and ore production. In the case of gold exploration expenditure peaked six years after the price rise of 1980 Companies persevering with exploration in the current difficult period will be rewarded because they will be able to capitalise on future metal price rises and a minimised time lag.

There have been significant changes in the Australian mineral sands industry in recent years due to changing supply and demand conditions, new product opportunities and opportunities for rationalisation of operations. Earnings within the industry have typically been volatile and this has been reflected in the share prices of listed mineral sands companies. Apart from the effects of variations in the state of the economy on the industry, share prices have also reflected the extent to which a company's earnings volatility is due to capital structure, the relative proportion of fixed costs to total costs and the nature of th'- sales mechanism. At the time of writing, the high prevailing share prices for industry participants and the current outlook for the industry would suggest that the time is opportune for raising equity capital. The immediate outlook for the industry and its various product segments appears favourable but beyond this the usual uncertainties remain. The new tax environment will cause most companies in the industry to have to rethink their dividend and capital structure policies. Most shareholders will now be concerned to maximize dividend receipts and minimise exposure to capital gains tax. Companies in the industry that have relied fairly strongly on earnings retention to help finance growth in the past will- need to look to increased equity raisings in the Future.

Your Worship the Mayor, Ron McCullough; the Honourable Tony McGrady M.L.A., Minister for Minerals & Energy; distinguished guests, ladies and gentlemen.It's both a pleasure and a privilege to have been invited by the North West Queensland branch of the AusIMM to speak at a forum in Mount Isa to discuss the potential, and more importantly, the development of the great North West. I spent 25 years of my life proudly living and working in this part of the world, marvelling at its riches, exploring its potential, assisting in its development and responding to its challenges.As President of the North West Queensland branch of the AusIMM in the early 1970's I can clearly recall helping to organize a major symposium extolling the geological potential of the region, revealing the extensions of the Mount Isa copper orebody at depth and describing the potential of the then untapped Hilton Mine. Our optimism in the North West so obviously reflected two decades ago remains today.

Exploration risk increases with time, due to a general decrease in prospectivity as the more accessible deposits are found, and be- cause of rising costs and demands due to an improving standard of living. Risk is separated into financial risk, which increases sharply at the development stage, and the risk of failure which is at its peak at the outset of exploration. Risk is also divided into internal and external factors; some of the latter cannot be offset, viz. the systematic overall risk for any enterprise. The recently emergent risk embodied in withdrawal of large areas from exploration access is discussed. An appeal is made for objective multiple land-use policies to be applied so that land remains available at reasonable cost and with appropriate environ- mental safeguard conditions. Risks specific to gold exploration are discussed. As gold now accounts for over 50% of all mineral exploration, and most other metals are depressed, any sharp decline in gold will have grave effects on the ex- ploration industry. Gold exploration will become more difficult and expensive in about five years, after most of the readily accessible deposits in Australia are found. Government's role is important in pro- viding stability and basic data at reasonable cost. Exploration for specific minerals or of particular areas could be stimulated by extending the 150%.tax deductibility of R & D to aspects of exploration of strategic im- portance, particularly in the event of a downturn. Exploration is classic scientific research, at least through to the proving Stages.

"The government o f Canada has, since 1981, been under intense political pressure to modify its foreign direct investment (FOI) regulatory regime(1). To date the government's response has been limited to administrative and ""cosmetic"" changes: substantive issues have been largely ignored(2). However, as long as the economy continues to flounder , the Foreign Investment Review Agency (FIRA), as it is presently formulated , will continue to be an easy target for government critics . This phenomenon, in conjunction with the virtual certainty of a federal general election within two years, suggests that changes to the FIR Act will be seriously entertained by the present government.Recent events indicate that if change s are made, they will likely entail the adoption of a special-sector approach within the existing framework of a general screening system(3). Since this approach is currently employed in Australia(4), it would seem to be appropriate, from a public policy perspective to study that country's experience in developing and operating such a scheme. In doing so, I shall focus on the mineral sector; the rationale for doing so is as follows. First, this sector served as the focal point of the Australian FOI regulatory debater(5), Second , with the exception of the oil and gas industries, the non-petroleum mineral sector is one of the few areas of the Canadian economy wherein the Trudeau government has adopted an explicit domestic ownership target(6). Third, the non-petroleum mineral sector is, undoubtedly, a prime candidate to be denoted a s a special-sector if such a framework were to be utilized by the Canadian government!"".Although international comparisons are fraught with danger , a Canadian/Australian comparison is particularly appropriate(8). Both countries have reasonably similar economic, political and social structures . Furthermore, as noted above , Australia is the only other western country which employs a general screening mechanism for FOI. In addition, it utilizes a special area approach ; within this scheme, an explicit target of a minimum of 50% Australian ownership of all new resource projects has been formulated and clearly promulgated to all of the relevant interest groups. This policy, broadly defined, has been in place for more than six years and during this time the Australian mineral sector has, by world standards, prospered(9). Hence, the Australian experience in designating the mineral sector as a key area within a general screening system, should be of interest to Canadian policy-makers."

The Autogenous Fine Grinding Kelsey Axial Displacement (KAD) Mill The marginal improvements which continue to be made to fine grinding practices have exposed the limits of conventional technologies and highlighted the need for a radically new approach. The patented autogenous Kelsey Axial Displacement (KAD) Mill design consists of a rotating spherical grinding chamber, which shares the same spherical centre as the shaft-mounted counter-rotating disc assembly. The axis of the disc assembly can be inclined to the axis of the spherical grinding chamber by pivoting the disc shaft about the common spherical centre. The inter-particle energy transfer required for breakage results from particle velocity differentials created by the discs intercepting the rotating mass. Particle size reduction is concentrated in high shear zones, which envelop the outer surface and periphery of the discs. This paper traces the development of the KAD Mill from pilot to commercial scale. Pilot work covers a range of minerals including magnetite, calcite, dolomite, barite, limestone and talc. Test results include open and closed circuit operation in wet and dry modes. Conventional milling constraints and energy consumption issues are addressed while new dimensions are added to the feed size range acceptable for wet and dry grinding to fine and ultra-fine sizes.

"Demonstrations of Automatic Coal Burning EquipmentAT THE 1951 and 1952 Annual Coal Research Conferences sponsored by the Dominion Coal Board and attended by delegates from the Dominion and Provincial governments as well as industry, the importance ,of encouraging the co-operative interest of Canadian coal and equipment industries in •promoting the use of equipment types best suited to burn given Canadian coals was emphasized. It. was suggested that this idea •be enlarged upon at forthcoming C.I.M. meetings that would be .attended largely by coal mining engineers.With this in view, a Domestic Heating Forum (1) was featured in the Coal Division programme at the 1951 Annual Western Meeting of the Institute in Calgary, and a much more ambitious programme, highlighted by live demonstrations, was •staged at the combined Annual Western Meeting and Fourth Meeting of District 4 held in Winnipeg in October 1952.With the excellent co-operation of a number of equipment manufacturers and coal companies, and with facilities kindly provided •by the University •of Manitoba authorities, burning demonstrations were• arranged in the Agricultural Engineering Building, on October l 7th. These demonstrations were a fitting sequel to the Coal Division sessions held in the Royal Alexandra Hotel on October 16th, at which the combustion of coal was specially featured in a series of papers by prominent Canadian and United States specialists.The primary purpose of the demonstrations was to •show that all coal, regardless •of rank, can be satisfactorily used provided that proper application is made with equipment suited to its purpose."

There are two factors which are important in the development of automatic control systems for mineral preparation and concentrating processes. They are the availability of accurate and reliable on-line measuring instruments and an understanding of the effects of important variables on process behaviour. The state of automatic control for the different processes depends on the progress which has been made in these areas and this varies considerably. This is illustrated by discussion of four processes, wet ball milling and hydraulic classification, wet autogenous milling, sulphide flotation and dense medium separation in coal preparation plants. In each case the process characteristics, current control practice and future developments are discussed. Particular problems which have delayed progress are discussed.

A maximum of ten process streams (Merrill barren solutions) can be monitored sequentially with this on-line analyser, and gold concentrations as Iow as 0,005 mg/I can be determined. The design is a further development of the Tell-tale analyser constructed by the Corner House Laboratories during the period 1965-69. The barren solution is preconcentrated automatically by solvent extraction, the solvent being a solution of I per cent Aliquat 336 in di-isobutyl ketone. An aqueous-to-solvent ratio of 40: I is maintained. The extracted gold in the organic phase is determined by flame atomic absorption, each analysis taking approximately II minutes. The long-term reproducibility of the absorbance readings over a 24-hour period of repetitive sampling of four simulated process streams varied from 6,9 to 4,1 per cent relative standard deviation for gold concentrations of 0,0 I to 0,05 mg/I.

The definition and recognition of silver minerals is very difficult. In general such minerals occur at low concentration and can be hard to identify and measure using conventional optical mineralogy. The present paper describes the use of the QEM*SEM system to tackle this problem and provide information of use to the metallurgist. Three aspects of QEM*SEM are used to special advantage in this application. Firstly the automated mode of operation is used to make a rapid search for the sparse phases. Secondly the X-ray capability is used to identify the mineral phases. Finally the image analysis programs quantify the distributions of the minerals which are found. The paper deals with the identification stage of the process and with the use of the data which can be derived. Silver minerals which covered a range of ore types and composition were collected and studied in detail. On the basis of these measurements and information received from a number of mining companies regarding the important minerals, a classification table was prepared. This table listed about 40 different silver mineral types which could be identified by QEM*SEM and which were of interest in silver recovery processes. Where the silver occurs in solid solution in concentrations greater than about one per cent, the silver content in the species was subdivided into ranges based on statistical intervals. The QEM*SEM system was programmed to recognise these as separate species. Examples are presented of the use of the system in defining the type and morphology of the silver mineralisation to assist in the assessment of batch flotation test Samples.

THE writing of this paper was prompted by the discussion by H. M. Chance, in the April Bulletin, of the paper written by Thomas M. Chance which appeared in the February Bulletin., and by the remarks of the Editor in which lie stated that while the matter contained in discussion did not refer to the original paper it "was presented as of interest to the operators of cyanide and other lixiviation processes dealing with fluid mixtures of varying specific gravity." For some years past the principle enunciated in the discussion referred to has been known to the writer and demonstrated by him to be an efficient and economical way of separating water or solution from solids in the cyanidation, lixiviation or acid leaching of ore pulps: In utilizing this principle in commercial practice he has invented a method whereby not only the separation of solution from solids may be effected in any given tank, but also the counter migration of the solids and solution may be effected continuously through a series of tanks in which the hydro-metallurgical treatment of ore pulps is being carried on. In effect this method is analogous to the counter-current system, but is different physically in that it is carried on throughout a series of tanks on practically the sane level, continuously and automatically, by hydrostatic pressure and gravity-flow, without the aid of intervening pumps or elevators, at the same time that agitation is being carried on in the same tanks. In the Parral system, agitation is effected in tanks by a number of air lifts of comparatively small diameter through which the pulp is continuously transferred from the bottom of the tank and spouted horizontally on top of the charge. The spouting force of the several streams thus discharged maintains a rotary flow in the pulp charge which extends from top to bottom of the tank. This continuous transfer of pulp and the spiral flow from top to bottom of the tank maintains the pulp constituents in uniform proportions and meets the requirements of efficient treatment in a most economical manner. The materials handling systems in the large concentrating plants have required the employment of a considerable number of workmen, many of whom had very little to do except to act as watchmen to avoid bad spills at belt junctions and to operate tripper cars, shuttle belts, etc. Much time also was spent in watching bins to make sure they were properly filled. Approximately four and one-half years ago the author, Yin coopera¬tion with the engineering and supervisory personnel of The Anaconda Company at Anaconda, Montana, began to give this problem serious consideration. Prior to this the author had developed, at the request of The Anaconda Company, a transistorized resistance-sensitive probe relay system for detecting the level of ore in bins. With this system cables or chains were suspended from insulators above the bins and were of suitable length to determine the elevation of the ore in the bins.

In the Spring of 1959 the Riverside Cement Company, a Division of American Cement Corporation, placed into operation at their Oro Grande California plant a new crushing-blending-reclaiming facility. This new facility, in conjunction with other modernization in the plant, has established a degree of automation and reliability on a-plant-wide basis which heretofore had not been attained in the industry. The blending and reclaiming facilities for raw stone and cement clinker at this plant represent not only the first computer programmed materials handling system of its type in the industry, but also the first installation of specialized equipment which was designed for high capacity, fully automated operations.
