The disposal of hazardous chemical wastes will be one of the major environmental issues of the 1980's. Approximately 50 million tons of hazardous wastes are produced yearly. One of the major aspects of the problem is the siting, design and construction of environmentally acceptable disposal facilities to accommodate this huge volume of material. Surface mines have been considered attractive for development as disposal sires for several reasons: 1. Surface mines represent an open pit that can conveniently serve as a repository for wastes. This could represent a significant economic savings when compared with sites on undisturbed lands chat might require extensive excavation or embankment construction.

Tunnel boring machines (TBMs) have been used for the construction of various tunnels for mining projects for the purpose of access, conveyance of ore and waste, drainage, exploration, water supply and water diversion. Several mining projects have seen the successful and economic beneficial use of TBMs, and there is an increasing awareness of the benefits of TBMs for mining projects. Key technical considerations for the use of TBMs for the construction of tunnels for mining projects include geological issues (rock type, rock alteration, rock strength, rock abrasivity, durability, ground water in flows), depth of cover and the potential for overstressing/rockbursts, site access and terrain, portal locations, TBM constraints, minimum tunnel size, tunnel support requirements, contractor and labor experience, and project schedule demands. TBMs offer key project schedule benefits with high rates of progress, which is a unique economic advantage recognized for mining projects where timing is of the essence in order to advance mining development and achieve early startup for operations. A thorough evaluation of the anticipated ground conditions should be performed as part of the decision to adopt a TBM for a mining project. Minimum specifications for TBMs are necessary in order to prevent the incorrect type of TBM from being used. Appropriate geotechnical investigations are necessary in order to provide key information on the anticipated subsurface conditions for careful planning and design of the proposed tunnel alignment. The overall site and geological conditions associated with some projects may suggest that it is not appropriate to use TBMs for some mining projects due to a perceived higher risk. The use of Tunnel Boring Machines (TBMs) for tunnel construction of long tunnels in the Andes of South America has been of mixed success in the past due to a variety of reasons and key lessons can be recognized. A review of past TBM tunnel projects in the Andes has unveiled some interesting findings for different TBM tunnel approaches with both world records of progress as well as nearly in-completed projects with machines being abandoned. Key considerations for the use of TBMs for tunnel construction in the Andes include geological issues; (faults, rock type, rock strength, rock abrasivity, durability, groundwater inflows),depth of cover and the potential for overstressing/rockbursts, site access and terrain, portal locations, intermediate access possibilities, minimum tunnel size, support requirements, contractor and labour experience, and project schedule demands. TBMs offer highly recognized schedule benefits(high progress, no concrete lining) for a project if intermediate access adits are limited as well as hydraulic benefits for water conveyance projects. Minimum specifications for TBMs can be easily developed to suit the unique requirements of any project so as long as all factors are carefully considered. The overall conditions and factors associated with some projects may suggest that it is not appropriate to use TBMs due to a perceived high risk. Finally, access for geotechnical investigations by drilling in the commonly steep terrain of the Andes is typically difficult and often not impossible. Alternative approaches for geotechnical investigations for TBM tunnels including comprehensive mapping, high-resolution airborne electric-magnetics for delineation of possible fault zones, and rock block sampling is presented and discussed.

The practice of impounding mine water and liquid fine waste in underground mines is increasing. Often these underground impoundments are created by constructing seals or bulkheads designed to withstand the expected hydraulic pressures. Occasionally seals are built for another purpose, usually to act as explosion-resistant ventilation barriers. Due to factors such as clogged drain pipes or unexpectedly high inflow rates, these explosion-resistant seals sometimes become subjected to hydraulic pressures. The incidence of seal failures due to inadequate design and/or construction is also on the increase. Fortunately, to date, no lives have been lost by water seal failures, but a clearer understanding of the design and construction considerations specific to water seals is vital to keep this from occurring in the future. This paper presents technical considerations for the design and construction of seals which will specifically be required to withstand hydraulic pressures in underground mines.

The rising energy costs and environmental considerations in mining necessitate the development of energy-efficient copper and gold processing plants. This paper presents an analysis of technical strategies aimed at reducing energy consumption in these plants. Key approaches include the integration of advanced ore sorting technologies, High Pressure Grinding Rolls (HPGR), Coarse Particle Flotation (CPF), and high-intensity flotation. Ore sorting enables early-stage waste removal, reducing the downstream processing load and associated energy use. HPGR technology, recognized for its energy efficiency, contributes to significant energy savings in comminution circuits by reducing reliance on traditional grinding methods. CPF technology further optimizes flotation performance by enabling the recovery of larger particles, thereby decreasing the need for fine grinding and reducing overall power demand. High-intensity flotation units enhance separation efficiency and mineral recovery in a compact footprint, offering further reductions in energy consumption. Together, these technologies provide energy saving opportunities to achieve a more sustainable and economically viable processing operation. This paper evaluates the effectiveness of each method, highlighting their potential impacts on energy consumption, operational efficiency, and cost-effectiveness in copper and gold processing

Globally, private minerals companies considering the transition to a public company and entrepreneurs looking to create a new public company through, for example, an initial public offering or by a reverse takeover have many options. For companies with assets around the Pacific Rim, there are arguably five key stock/securities exchanges that actively promote international minerals company listings, and these are located in Australia, Canada, Hong Kong, Singapore and the United Kingdom.Listing on any of these exchanges requires a range of technical, commercial, financial and legal documentation. Each exchange has specific rules and requirements for technical documentation to support the listing process. Once listed, each exchange also has specific rules for technical information to meet ongoing compliance requirements. This paper deals with a group of subjects so familiar to all of us that we might question the need for discussion. Even so, nearly every day's business turns up expensive examples of differences in understanding, misdirected assumptions and incomplete technical purchase documents. As our international activities increase, so do these problem areas. Their expense in both money and embarrassment gives rise to this attempt to focus a little extra attention on technical criteria and specifications. The two terms ?criteria? and "specifications" are, we believe, worth separating with respect to meaning. They should not be used interchangeably, although they often are. Criteria are by definition "standards for judging", whereas specifications are "enumerations of particulars". In relation to plant or project engineering, the criteria are the general rules and data which apply to the whole project and the specifications are the further listing of detailed requirements for specific contractual items or pieces of equipment. We'll look a little more closely at specifications after we give another minute or two to this "criteria" subject,

The Porgera Gold Mine, west of Mt Hagen in PNG is a large open pit and underground operation currently producing gold at the rate of almost one million ounces per year. This deposit has produced some 8.8 million ounces to-date and has current reserves of 103.4 million tonnes @3.2 g/t Au. The Porgera Joint Venture has invested over $A1 billion in infrastructure in this project. Technical management of this operation involves the interrogation of some 700 000 metres of diamond drilling, some 50 000 blastholes per year, and very large volumes of laboratory, geotechnical, environmental and production reporting data. Over the past seven years this data has been consolidated into a single centralised, relational database which now acts as the single reference point for all the technical application systems used for surveying, grade control, production reporting, deposit evaluation and modelling. Data transfer to application programs and management systems is controlled by the centralised database, this process at times involving a two-way, real-time, binary data transfer. The benefits of a specialised database application include security and integrity of the data asset, ease of access, and performance in a multi-user environment. This replaced fragmented, inconsistent data sets stored inefficiently as individual, unindexed, variably formatted files associated with the different application programs. Most importantly, the database has allowed mine management at all levels to make timely, confident investment, cash flow and optimisation decisions as it provides the primary link between the deposit and operational data sets on one hand, and the application programs and management and performance measurement systems on the other. This paper discusses the economic value and importance of technical data in terms of the resource asset and the means by which this data is being managed and used at Porgera.

Computers are playing an increasing role in the management of technical data in mines. Companies are re-assessing the role of their data processing departments as users demand computer resources in non-accounting areas. Data of all kinds is now being seen as a, company resource, and the role of computing professionals is to help to manage the data flow, not merely to manage computers. The concept of distributed data bases puts the responsibility for data entry, editing and updating with the user. This challenges conservative views of centralized control of computing, suggesting, instead, centralized co-ordination. A survey of the possible applications of computers in technical areas points up the special requirements of handling raw, processed and consolidated technical data. Technical data bases have become flexible as mini- computer hardware and software have rapidly developed. Management has the ultimate responsibility for efficiently administering corporate data bases, and it must ensure suitable policies are developed for this purpose, with enough flexibility to cope with the impact of fast changing technology.

Many attempts have been made to eliminate most of the crushing plant and all the grinding plant in the process of ore beneficiation by substituting a combined crushing and grinding unit which could take coarsely crushed ore and reduce it to a fine size in one unit. This unit normally would have no other grinding media than the ore itself. This is true autogenous grinding, as we understand it today, and should be clearly distinguished from pebble mill grinding, where pebbles are substituted for steel balls to grind a ball mill size feed. To compete in efficiency with normal methods of crushing and grinding, the autogenous mill must use less labor and steel to produce an equivalent product at equal or lower power consumption. In general terms, a unit to perform these functions must have means to crush the ore to fine sizes and to then further reduce the crushed pieces by grinding. In other words, to do efficient autogenous grinding, there must be a proper balance established between crushing and grinding rates. There is not much point in crushing at too fast a rate if the grinding means are not present to reduce the small particles to the required product size. The crushing means used in an autogenous mill are impact forces of two kinds, namely, (1) the rock travelling at high speeds striking the shell, and (2) the lifters travelling at high speeds striking the rock. Grinding is probably effected in a manner equivalent to pebble milling.

The Pittsburgh Research Laboratory (PRL)1 of the National Institute for Occupational Safety and Health (NIOSH) in collaboration with the Mine Safety and Health Administration (MSHA) Technical Support Center has devised a prototype hand-held instrument which can provide a direct assessment of the potential explosibility of a coal and rock dust mixture. Current Federal regulations require that rock dust be applied in all underground areas of a coal mine to mitigate the propagation of a coal dust explosion. To determine compliance with the Federal regulation, mine inspectors collect dust samples from sections of underground coal mines for an MSHA laboratory analysis of incombustible content. However, the laboratory analysis may not be completed for more than a week or two, during which time the mine area from which samples are taken may be inadequately protected. The operation of the Coal Dust Explosibility Meter (CDEM) is based on the difference in optical reflectance between light rock dust and dark coal dust. For a given coal volatility, the optical reflectance of such mixtures is relatively constant at the limit of explosibility, independent of the coal dust particle size. The CDEM is not intended to replace the current MSHA laboratory analysis of coal mine dust samples for incombustible content, but to serve as a supplemental device for enhancing mine safety through improved rock dusting practices.

Since the initial start-up, the Toyo Smelter & Refinery has been operating in harmony with the ambient environment, and improvements have been implemented with technologies specifically developed for further protecting the environment. Toyo Smelter & Refinery is now planning to increase the copper production capacity from 280,000 tpy to 450,000 tpy, over a period of several years. In 2003, the first step of this smelter expansion and modernization plan was implemented. The production capacity of the P-S converter was increased dramatically, as it became possible to operate under a ?2 hot-2 blowing? schedule. In 2005, an additional converter will be installed, in order to allow operation under a ?3 hot-2 blowing? schedule. This report will describe the technical improvements on the P-S converters, as well as describe the Toyo expansion program and discuss the technologies applied to the fugitive gas collecting system.

Even before the energy crisis developed in the early '70's, considerable research world-wide was being directed towards the development of schemes to both reduce the energy requirements and to reduce air pollution emissions associated with the manufacture of glass. In many cases the sought-for solutions would benefit both objectives. If, for example, the glass batch could be consolidated into such compact forms as briquettes or pellets, they could be preheated in a moving-bed heat exchanger with the high-temperature exhaust gases from the glass furnace. Lower furnace temperatures would thus be possible with a corresponding reduction in heat losses and total fuel consumption. Moreover, the lower temperatures would also reduce the amount of nitrogen oxides generated in the furnace and emitted to the atmosphere. Many tests on consolidated glass batch have been run in many countries. In some cases, extended tests on production furnaces have also been included in the programs. For various reasons, however, none of these has proved to be economically attractive. The current, but temporary lull in the rapidly rising cost of energy which has been with us in recent years, has reduced the push for research for energy saving means for melting glass. A few of the current programs will be discussed. Since raw material requirements, primarily physical in nature, are affected by some of these schemes, these will also be considered.

Early solvent extraction circuits in the uranium industry utilized bona fide kerosenes as diluents for extractant chemicals. These kerosenes were used successfully in the uranium industry; however, at least one plant was destroyed by fire resulting from the use of a low flash point kerosene. Although the term "kerosene" is used throughout the solvent extraction industry, the authors have been unable to find any use of kerosene in copper solvent extraction circuits. A term that is occasionally used with reference to diluents is "metallurgical kerosene." Such a term is unrecognizable in the petroleum industry. Kerosene [or kerosine] is a flammable hydrocarbon mixture that is less volatile than gasoline. It is produced for combustion purposes and may have variable compositions of organic compounds including alkanes, alkenes, alkines, and aromatics. Diluents are constant composition hydrocarbon mixtures developed specifically for use in solvent extraction processes. These products usually have much lower vapor pressures and higher flash points than kerosene. In solvent extraction systems, they typically comprise 70 to 95 v/o percent of the circuit organic. The primary purpose of the diluent is to adjust the extractant concentration to the working range of the operation. The diluent and extractant must be completely soluble or miscible with each other. Secondary diluent effects are to promote transfer kinetics, optimize phase disengagement, and minimize both organic in aqueous and aqueous in organic entrainment.

THE Midvale plant of the United States Smelting Refining and Mining Company consists of a flotation mill for concentrating sulphide ores of lead and zinc by differential flotation to produce three separate concentrates, one of lead, one of zinc, and one of iron pyrite; and a lead smelter for smelting ores and concentrates to produce base lead bullion, The plant, including its shops, laboratories, office, railroad yards which serve both mill and smelter, and areas reserved for tailing ponds and slag dumps, covers 646 acres on the right bank of the Jordan River at Midvale, Utah. It is twelve miles south of Salt Lake City and sixteen miles east of the West Mountain mining district at Bingham Canyon from which is drawn a large part of its ore supply. Custom ores are treated as well as the product of Company mines.

IT has given me great pleasure to read, in the papers recently published by this Society, the discussions on the subject of Technical Education, which were developed at the joint meeting held at the Franklin Institute in June, 1876; and since it was impossible for me to be present, I desire to improve this my first opportunity of adding the weight of my testimony and experience to what has been so ably presented by others. It is a subject about which the people need to be kept agitated, that their views may expand with the demands made for a higher and more thorough education. It is the public at large, the capitalist, the manufacturer, and the laborer, who are to be benefited more or less by this elevation of the standard of our professional schools, and it is but just, therefore, that the schools should look to them for the means with which to accomplish so desirable an object. It is no doubt to the interest of a metallurgist to employ a skilled laborer who will prevent waste by properly proportioning his materials ; by regulating the supplies of air and fuel ; by arranging his plant in the most economical manner, and by disposing of his products to the greatest advantage. The engineer is benefited by selecting for an assistant a person able to determine the values of his factors of safety for the same materials in different forms and positions, avoiding expensive suits for damages and cost of reconstruction; he should be able to so locate a road as best to fulfil the requirements of a through traffic, and yet develop local industries. But I need not multiply instances to show what all will readily concede, viz.: the advantages of a theoretical education ; that was fully demonstrated at the previous special meeting, but it is still an open question whether the practical instruction should precede, accompany, or follow the theory.

AMIDST the tumult and the shouting of the times, there are perceptible certain tendencies, quiet though serious, to take stock of the situation with a view to putting our house in order, and of these none is more encouraging than the awakening, interest in the higher education, and especially in technical education. Various committees of the professional organizations have cast much light on the matter and have pointed the way to progress and reform, but their scope is necessarily restricted by the requirements of precision and any excursion beyond these bounds must be undertaken by the unfettered individual who is free to rush in where responsible committees fear to tread. A discussion of the bearing of the higher education on character scarcely lends itself to objective treatment and yet, fraught as it is with imponderables and abstractions, the theme cannot be escaped in any com-prehensive scheme of education. The question is being pressed with growing insist-ence, why these United States, relatively to Europe, are deficient in intellectual output, and the ready reply, "Because America is a new country and Americans are too intent on developing their natural resources," is too facile and too false to carry conviction.

During the last few years there has been a rapid increase in the development of the community or junior college throughout the United States, Some factors behind this development include the need for more college facilities to service the growing number of high school graduates, the desire of the public to provide some post high school education at reasonable costs, and the need to provide post high school educational opportunities not now provided by most of the universities and colleges. Many of the new community colleges provide at least three educational services including local opportunity to provide the first two years of a four year college program, two year technical-vocational programs of a terminal nature, and adult educational opportunities. The community college has the advantage of not being saddled with years of academic tradition which prevent it from changing to suit the educational needs of the community It serves. The flexibility of the community college in developing new programs, particularly in the technical areas, is going to provide industry with many of the badly needed technicians it is now unable to secure.
