"Survival in today's business climate requires participation of all employees in a Total Quality Management Program encompassing everything - ""safety, quality of products, quality ofet1ch and every job done, and of course production "". We all know what needs to be accomplished, but struggle with how to do it, especially in an industry which has not always experienced management/union cooperation, and mistrust is still present.This paper describes a process to improve team work and employee involvement in Inco's nickel carbonyl refinery at Copper Cliff The process involves facilitatorship training for all employees, and a system for reinforcing and accomplishing the required behavioural change. The system is described in detail and a number of examples are presented. At the refinery, the staff is starting to understand as Max DePree recently wrote ""Without Quality Behaviour, you cannot have Quality Product"". IntroductionThe Copper Cliff Nickel Refinery (CCNR) is Inco's largest and most modern nickel refinery, which celebrated its twentieth year of successful operation in April 1993.The heart of the refinery is the Inco pressure carbonyl (IPq plant which produces high purity nickel pellets and specialty powders by refining an approximate 80% nickel granule feed. The carbonyl plant is a modem chemical plant with very special and demanding requirements for safety and environmental protection due to the toxic nature of the refining gas.Since 1987, there has been an emphasis at CCNR on a comprehensive Total Quality Improvement (TQI) Program which was designed based on recognizing customers' needs for improved systems for quality management. This program is customer oriented and comprises such elements as team organizational concepts, customer audits, process assessment and internal quality auditing.A detailed review of progress was made in early 1991 and it became apparent that the ""ownership"" of the TQI program was not broad based. In fact, the program was very much a staff driven effort and fell far short of total employee involvement and relentless continuous improvement that are now considered essential to remain competitive and stay in business.Inco staff has now come to regard that early phase of our TQI program as ""the technical aspects of total quality improvement"".The safety experience was also puzzling. Even though the safety statistics were good with an average lost time frequency of 1.6 for the last five years, the perfonnance improvement had plateaued and remained pretty much the same. Clearly a new approach was required if significant progress and continuous improvement was to be made."

The key to productive computer usage is system software integration with full compatibility among individual components. The majority of software developers in our industry are still in the process of perfecting individual components. As a result, exchange and validation of data between disciplines becomes an arduous process. We at Morrison Knudsen Engineers, Inc. (MKE) have integrated an entire system, allowing exploration, geology, modeling, mine planning, and operation modules to work as a single, complete system with direct exchange and validation of data. The importance of integration to both developers and users of today's mining soft- ware is becoming increasingly apparent as we, an industry, move toward growth and enhancement of the technology of ore reserve acquisition, evaluation, and management. It is also important to understand the present state of integration and where it is leading US. Not long ago, another industry passed through the same stages we are now setting up for the mining industry. The stereo industry began with a few individual components, the record player, tape recorder, and radio. People were able to play records, listen to the radio and record conversations and music only through microphones on their tape recorders. Soon, one enterprising individual discovered he could tape sound directly from the radio or record player by capturing audio output from the speaker wires. Interfaces and patch cords were developed, providing a means to transfer audio information between components with not only little loss of sound quality, but also the elimination of back- ground noise. The industry took another step forward with the introduction of "integrated" stereo, where the components were packaged in one cabinet with shared resources. This reduced overall cost which paved the way for better quality. Today's stereos are now so well integrated that many of the components share data and resources from the same manufacturer, designed to work together for almost perfect data transfer between any of the components. The result is better sound, convenience, and reduced cost. This is the ultimate goal for integration. Any system development passes through these same steps on the road to total interaction. Initially, the components are designed, tested, and marketed individually, often by separate companies. As the users become familiar with the components, the need arises for an automatic interface between the components. This is necessary to cut down on error during data transfer and to eliminate the redundant work required to enter results from one component into the next component in the system. As a result, interfaces must then be developed to aid in this data transfer. After data transfer is accomplished, the next step is resource sharing. Resource sharing is careful design and engineering by either cooperative, individual manufacturers or one firm taking on the task to produce a single package product. Design and resource sharing leads to lower overall cost, while still providing component capability with options to grow as the user grows. The mining software industry has been working to develop some very high quality component software and has indeed accomplished this task in every aspect of the mining industry. However, realizing the importance of integration, some companies with limited individual resources have started working together to interface their individual components. Other firms have undertaken the project of developing complete, integrated systems.

The inauguration of a geological department for the mines of North Broken Hill Limited necessitated the provision of accurate plans and sections upon which geological facts and projections might be plotted.Unfortunately, the basic data were very inadequate. For the British Section, sill survey plans were available, but no regular stope plans. Filling surveys had been preserved for many stopes, but on innumerable pieces of tracing linen, without heights of any kind, and not altogether reliable (as indicated by the finding of very inconsistent duplicates). For the bulk of the old stopes no plans exist at all. The expenditure of much time and patience has resulted in the co-ordination of most of the existing stope data, but the British Section must for the rest of its life continue to have surprises in store, as has been the case for many years past. Manufacture and preservation of stope records has, of course, been on a sound footing during recent years. No reliable cross-sections of the British Section were available.The Marsh, Junction, and Junction North Sections have for the most part very poor data. In the North Section, level plans were fairly reliable, and cross sections of the lode made for ore reserve purposes have been preserved for quite a few years. No floor plans of stopes were kept, however, until a couple of years ago.Diamond Drill records vary in quality. Practically none exist for the Junction and Junction North Sections. In recent gears in the coal industry a great deal of attention is attached to the questions of elaborating and introducing the problems of planning and management and, first of all, in the sphere of mine production. The basis for planning of mi- ne production is complexes (sets) of problems for planning the development of mining operations based on different time periods, ensuring the follow-up of changes of mine productive capacities. Complexes of problems for planning, the development of mining operations at existing underground and surface mines within the OASUugol system (Coal Industry-wide Automatic System of Management) are aimed at ma- king decisions close to optimum, i.e. general lay-out of panels, blocks and pillars; transport and ventilation networks; schedules for working out parts of mine take; coordinated mining operations with limited labour and material resources; control of mining operations and ultimately maintaining productive capacities of existing mines at the required level.

INTRODUCTION Concentration of radon 222Rn and its decay products occuring in the Polish mines of metal-ores call for the necessity of systematic radiation control /Do8la/ both of the working environment and of the miners' personal exposure. The attempts at introducing a system of radiological protection in mines, similar to the ones existing in X-ray or isotope laboratories, took several years and consisted of development of the methods for control of concentration of radon and its progeny in the air, as well as the methods for measuring individual exposure. It was accepted that the assessment of both transient concentration in the air and of personal exposure are basic elements of the control system, which should be implemented independently of each other. Concentration measurement serves to detect and to determine those areas in mines where there is intensive radon emanation, and where current control of the effectiveness of technology introduced to deacrease the concentrations is necessary; personal dosimetry results in the assessment of the actual exposure of miners to radiation. PRINCIPLES OF THE SYSTEM The assessment of working environment is based on concentration measurements of the potential radiation energy of radon alpha decay products. Decentralized assessment is carried out by the special dosimetric service operating in each mine. Dosimetrists are equipped with portable radiometers, type RGR-11, made by the institute of Nuclear Research, Warsaw. The radiometer is presented in Fig. 1. Measurement of filter activity is performed automatically according to Markov's method /Ma62/ or any other method. Simultaneously to potential energy measurement the dosimetrists are measuring the dust concentration in the air and ventilation rate. Ventilation service looks for correlation between those indices and the concentration of radon daughters in the air. Derived Air Concentration /DAC/ for concentration assessment was accepted to be 6.25 10-6 Jm-3 /0.3 WL/ according to ICRP recommendation /Publication No. 24/ /ICRP77/. If environmental measurements reveal potential energy concentration exceeding the value of 0.3 DAC at working places, the miners employed there are subject to individual control of personal exposure. Individual exposure measurement is carried out centrally by the Institute of Occupational Medicine in [Lodz] for all metal-ore mines. The Arctic is a region of special economic, geopolitical, research, socio-ethnic, and defense interests of both Russia and other countries of the Arctic zone. Introduction of innovation technologies at ore-processing factories is a direct responsibility of the state and this problem should be solved on the basis of coordination of interests of different stakeholders. The task of elaboration of scientific principles of rational state regulation in the North is very topical. Innovations require considerable investments first of all from private capital. However as an investment object innovations are not attractive for investors as they require large expenditures for long-term projects, and they are connected to high risks because market incentives form striving to get quick profits of private companies and result in a certain behaviour strategy while innovations need ?long money?. Under such conditions without state regulation of investment and innovation activities development of the mining sector in the Arctic practically has no prospects. At innovation development of mining enterprises economic growth is provided at the expense of active state innovation activities. The elaborated strategy of ore-processing enterprises should correspond to the modern paradigm of the ore-processing industry development which is not only for extraction of minerals but also for multi-profile structure having comprehensive use of the resources on the rational basis intended for rational complex utilization of mineral resources of the AZR which by the definition includes maximally full use of the whole aggregate of resources on the economically rational basis with obligatory environmental with resource reproductive and socio-economic functions and deterrents. The main principle of creation of innovation technologies is to obtain more products of higher quality with minimal costs. This allows increasing ?productivity of the resources? several times. This principle makes increasing productivity of the resources the most important and in this case efficiency of use of the resources brings extra profits at the expense of lack of new costs such as payment for protection and utilization of wastes. According to the economic theory only ratio between demand and supply is able to fix optimal proportions in economy and to give necessary signals for investment activities of mining enterprises. In this context market for minerals and increase of mineral resources productivity do not create incentives for investment activities without which neither sustainable economic growth nor solution of macroeconomic tasks are possible. Nevertheless countries should not reject this idea in spite of economic efficiency of the enterprises. Extraction degree of useful components and especially oil in the Arctic zone is one of the lowest in the world. This can lead to crisis of oil industry and other mining sectors. The reason for that is lack of a state policy of realization of innovation technologies in the mining sector in the Arctic.

The world experience shows that the tremendous potentialities of the computers and other technical means in improving management efficiency are not fully utilized. One of the causes is the tendency to solve the problems of management automation divorced from the management methods and schemes which demand continuous improvement in view of the steady progress of the social production. It may be safely affirmed that making decisions on management improvement divorced from management schemes or on both divorced from management automation problems cannot lead to success. The grave and sometimes unsuperable difficulties encountered in management automation arise from copying traditional management methods and schemes without solving the problems which exist both in management and automation fields. The system solution of management problems has unquestionable advantages and is not proposed for discussion. What is proposed to discuss is the difficulties emerging in developing a methodology of the system approach to management improvement and automation. Though aware of the fact that the questions proposed for discussion are not new, we think it advisable to briefly review them, first because they fall in the "chronically unsolvable" category, and, secondly, as it will enable us to illustrate the method of solving them in the framework of the proposed system approach.

"Geological and technical problems are often considered the most important ones affecting new mining projects. Typical problems and likely causes are reviewed based on current Quality Management and Continuous Improvement (QMCI) perspectives, giving particular attention to the work of W.E. Deming. As the “system approach” is an essential part of these policies, its characteristics are described with particular attention given to cultural- behavioural, organizational and systembased constraints described by J. Gharajedaghi. Given that poor communication and interaction among geologists, mineral processors and mining engineers/operators can seriously affect the adequacy of tests, project planning and execution, and mine profitability, these interrelated processes within the mining systems are analyzed and modelled. The impacts on models and simulations of ignoring typical data, information and knowledge uncertainties are addressed. Adapting W.E. Deming’s Fourteen Points, System of Profound Knowledge and insistence on leadership, and the analysis of mining system constraints, will allow the effective QMCI approach required to reduce geological and technical risks. Whenever we achieve this goal, we will be in a better position to overcome environment-, market-, finance- and community-related problems, achieve higher company and industry profitability as well as more sustained development. RÉSUMÉLes problèmes géologiques et techniques sont souvent considérés les plus importants parmi ceux qui affectent les nouveaux projets miniers. Des problèmes typiques et leur causes sont étudiés dans la perspective de gestion de la qualité et d’amélioration continue (GQAC), en relation avec les travaux de W.E. Deming. Comme l’approche système est au centre de ces méthodes, ses caractéristiques sont décrites en donnant une attention particulière aux contraintes de types culturel-comportemental, organisationnel, et systémique décrites par J. Gharajedaghi. Compte-tenu que les lacunes dans les communications et les interactions entre géologues, minéralurgistes, et ingénieurs/opérateurs miniers peuvent affecter sérieusement la validité des essais, de la planification et de l’exécution des projets ainsi que la rentabilité des exploitations, ces processus connexes font l’objet d’analyse et de modélisation. Les impacts sur les modèles et les simulations de l’incertitude des données, informations et connaissances sont soulignés. En adaptant au système minier les Quatorze Obligations et le Système de connaissance approfondie de W.E. Deming ainsi que l’analyse des trois types de contraintes, nous pourrons développer une approche GQAC permettant de réduire les risques géologiques et techniques des projets miniers et des exploitations. Ceci nous pemettra de mieux faire face aux problèmes reliés à l’environnement, aux marchés, au financement et aux conditions sociales, d’améliorer la rentabilité des exploitations minières et de l’industrie, tout en contribuant de façon accrue au développement durable."

Every step on the path from the mine to the smelter invites a comparison between material inputs on one side and outputs plus accumulation on the other. Or put simply, between what you think you have produced with what you find you have at hand. The discrepancy between these sets of comparisons is the error. Following that error in a systematic and objective manner is a way to improve the mineÆs measurement systems, that in turn leads to more accurate accounting for ores, metals and concentrates. Because the control of production is so tightly coupled with the accounting of materials, any lasting improvements in materials accounting will benefit the predictions of materials movements and quality. This translates to more reliable planning and scheduling in stockpile management, logistics, shipping and marketing. The statistical tools described are direct adaptations from the long-standing methods used to maintain the quality of manufactured product in the discrete parts industries. Their use in the process industries, of which mining is one, requires some care owing to the continuous nature of ore extraction and its variable properties. The tools can be used for problem diagnostics and as early warning systems. In common practice many professional staff, in attempting to get a perfect reconciliation between expected and observed results, try to explain away the error or bury it completely. The methodology advocated here requires a different mindset because the error must be given pre-eminence for lasting improvement to be realised.

Polymer electrolyte membrane (PEM) fuel cell has increasingly become the potential choice of zero-emission power source for portable, mobile and stationary co¬generation applications. However, technical barriers need to be overcome before its widespread commercialization; cost reduction and performance improvement including reliability are the two key areas, that can be realized through better cell/stack design and improved understanding of the transport processes occurring inside the individual cells and stacks. In this presentation, we will provide an overview of various cell/stack models that are available in the literature, their strength and weakness, and then present a comprehensive multi-species, multi-phase and multi-dimensional formulation of a single PEM fuel cell, with consistent and systematic formulation for all the regions involved, including the solid bipolar plates, gas flow channels, the electrode backing layers, the catalyst layers and the electrolyte membrane. Such a detailed approach allows us to extract sufficient information to the analysis of a stack of PEM fuel cells. Stack model will be presented that investigates the various stack designs and flow configurations, and the optimal stack design based on the present study will be described. Also some innovative cell/stack designs will be featured.

"Systematic characterization of the mineralogy of massive sulfide ore deposits can provide valuable insights into ore genesis and metallurgical processing that would not be apparent otherwise. We describe a method wherein (1) normative mineral abundances are calculated from whole-rock chemical assays using an algorithm, (2) the results are cast in block models, (3) the results are then verified with automated image analysis of a subset of samples prepared as grain mounts by backscattered electron imaging and X-ray mapping on a scanning electron microscope, and (4) those verified results are integrated with textural data determined by optical microscopy.The technique is applied to the magmatic Ni-Cu-Co sulfides of the Ovoid orebody, based on geochemical assays of 3175 whole-rock samples. Three principal ore zones are defined in the Ovoid. Type I ore occurs in the center of the deposit; it is magnetite-rich and pyrrhotite-poor with intermediate contents of pentlandite and chalcopyrite. Type II ore surrounds Type I ore and is pentlanditechalcopyrite- rich with intermediate contents of pyrrhotite and magnetite. Type III ore occurs at the base and along the outer periphery of the northern part of the orebody; it is pyrrhotite-rich and chalcopyrite- poor with an intermediate content of pentlandite, and a low-to-intermediate content of magnetite. La caractérisation systématique de la minéralogie des gîtes de sulfures massifs peut fournir des indications précieuses sur la genèse des minerais et le traitement métallurgique qui ne seraient pas disponibles par d’autres méthodes. Nous décrivons un procédé par lequel (1) un algorithme est utilisé pour calculer l’abondance de minéraux normatifs à partir d’analyses lithogéochimiques, (2) les résultats sont exprimés dans des blocs diagrammes, (3) les résultats sont par la suite validés par analyse d’image automatisée sur un microscope électronique à balayage en électrons rétrodiffusés et par cartographie en rayons X sur des échantillons constitués de grains montés en résine, et (4) les résultats de cette validation sont combinés aux données texturales obtenues par microscopie optique.Cette technique est appliquée aux sulfures magmatiques de Ni-Cu-Co du gisement Ovoïde, en utilisant les analyses géochimiques de 3175 échantillons de roche totale. In order to protect coal mine owners, operators, and lending institutions from potential environmental liabilities, responsible parties must maintain a thorough understanding of the environmental disposition of the property they control, and the ramifications of impending laws and regulations. The best way to accomplish this is to periodically conduct a Phase I Environmental Audit. The systematic approach of an audit will reveal areas of DOD compliance with SMCRA and EPA regulations which the coal owner and/or operator will be able to use to correct deficiencies and prevent the occurrence of conditions which could lead to permit block, fines, and ultimately reduced productivity.

In order to realise seafloor massive sulfide (SMS) mining, the environmental baseline survey around targeted SMS mining areas and the creation of an environmental assessment technique suitable for quantifying the impacts of ocean floor mining are necessary. The targeted areas generally host large chemosynthetic communities in association with active hydrothermal venting. The ecosystem structure around the chemosynthetic communities has not been clarified yet in macro-scale or quantitatively. The systematic approach and plan for the baseline survey and the environmental assessmentÆs basic studies are introduced. An EXTENDED ABSTRACT is available for download. During the past 20 years, methods of multivariate statistical analysis have been developed on mainframe computers for the integration of geological, geophysical, geochemical and LANDSAT data in mineral resource appraisal. At present, it is becoming increasingly feasible to perform mathematical image analysis of digitized patterns on microcomputers. This has led us to develop a new method of statistical pattern integration for mineral exploration. In this paper, the new method is used to outline, by means of posterior probabilities, exploration targets within small areas of which the prior probabilities for occurrence of new mineral deposits had been estimated by multivariate analysis.

The BIOX® process was developed for the biological pre-treatment of refractory gold ores and concentrates ahead of conventional cyanide leach gold recovery. Rights to the process are currently with BIOMIN Technologies SA, a subsidiary of Gold Fields Limited. There are currently eight operating installations worldwide employing the process on a commercial scale. EKATO is a company specializing in developing new or optimizing existing mixing applications. EKATO has acquired a vast amount of expertise in agitation over its 75 year history. In a joint research project the reactors of the BIOX® process were characterized from the aspect of their mixing performance. BIOMIN is constantly testing new mixing solutions and reviewing potential vendors to increase the efficiency of the BIOX® process. EKATO?s intention was to qualify as an approved vendor for supplying agitation equipment to the BIOX® process. A two step approach was planned: In phase one of the project EKATO would develop an alternative agitation solution to the established option, exhibiting at least similar performance levels. In phase two potential possibilities to improve the overall design would be developed. This paper focuses on phase one and addresses the systematic approach applied by EKATO in characterizing the mixing processes. Mixing tasks were assessed individually applying basic theory and scale-up and -down rules to the individual tasks. Testing with model systems was done at the EKATO technology center in Schopfheim, Germany, on scales of 50 liters and 1 m³. The results showed that the ISOJET-B impeller design showed promising performance under BIOX® reactor conditions. Scale-up with the ISOJET-B was done in order to apply it in the 21 m³ live volume test reactor at Fairview mine in South Africa. At Fairview tests were performed using model systems and eventually under real plant conditions with BIOX® slurries. The results were a success and confirmed that the scale-up factors determined during the testing at EKATO?s technology center could be substantiated in the ?model scale? 25 m³ reactor. Testing under the actual process conditions showed that all design parameters were within the desired range to be considered an excellent leaching performance. This successful joint development shows the importance of a close cooperation of technology licensors or end-users and equipment suppliers. It is vital for understanding all factors influencing the mixing performance of processes. Exercises such as this will provide equipment suppliers and plant operators more confidence in managing further scale ups at ever larger engineered plants.

The recent years have seen many copper smelting operations become uneconomic due to a combination of low metal prices, high energy and labor costs, environmental requirements and high investment costs for modernization or replacement. Since a copper commodity requirement remains, the industry will recover, but many operations will need to determine which processes can offer the best prospect for economic operation and readiness for reliable investment and implementation. Corporate investment decisions involve the judgment of many factors in addition to topical technical aspects. Consideration of plant management and operational aspects are thus included. Taking account of such proven processes as conventional, flash and continuous smelting, plus modified conventional and new unproven processes, this paper gives a systematic approach to aid optimum choice for a modernization or grassroots investment. Actual achievements in energy form alternates, conservation and cost effectiveness are highlighted, and areas of remaining potential for energy saving are discussed.
