La Mine Louvicourt est une mine hautement mécanisée exploitant un gisement polymétallique avec des chantiers transversaux minés et remblayés selon une séquence primaire-secondaire. Dans certaines parties du gisement, il n'y avait qu'un accès à la coupe inférieure, car il n'était pas rentable d'avoir aussi un accès par coupe supérieure. Le minerai situé au-dessus des chantiers avec trous ascendants était considéré comme ressource non rentable par minage mécanisé. L'option de miner ces ressources avec des sous-niveaux avec accès par monterie alimak et forage long-trous de petit diamètre fût donc étudiée et démontra une rentabilité intéressante, particulièrement en considérant les tonnes ainsi minées comme tonnage supplémentaire au tonnage planifié. Dans ces chantiers, les détonateurs électroniques ont été très utiles et de plus, les coûts d'explosifs ont étés réduits considérablement par l'utilisation d'émulsion pompée en vrac.

The Green River Valley in Kent, Washington, is a fast growing area containing retail facilities, warehouse factories and industrial businesses, including the Boeing Space Center. Traffic from Interstate - 5 to the West Valley Highway is highly congested. Accordingly, a new corridor, including a bridge across the Green River, was designed and constructed between 1996 and 1997. This paper presents a case history of the design elements and issues associated with the construction of the pier foundations of the bridge. Subsurface conditions were evaluated using both deep test borings and CPT soundings to evaluate the strength and consolidation properties of the supporting soils. Subsurface conditions consisted of alternating layers of loose and medium dense silty sand and sandy silt. Engineering analysis included an assessment of liquefaction as well as pier supporting capacity and associated settlement. The constructed foundations included 6-foot-diameter piers cased to a depth of 120 feet below the ground surface. The pier casings were driven to the design tip elevation and the soil inside the casing was removed by drilling. Despite performing borings and CPT soundings at specific pier locations, occasional trees, buried thousands of years ago through geologic processes, were surprisingly encountered during pier construction. This presented unique and difficult driving and drilling conditions. During drilling, the water level inside the piers was maintained near the ground surface to create a balance of hydrostatic pressure and prevent boiling of soils the bottom of the casing. After the casings were installed, the soil inside the casing was excavated, the rebar cage was installed and the pier was filled with concrete using treme techniques. Construction of the piers is complete and the completed piers have experienced negligible settlement. A visitor to the Republic of South Africa might profitably make his first sightseeing objective the Voortrekker's Monument at the administrative capital, Pretoria. Here he will find memorialized in sculptured stone the epic of the migrations of Dutch colonists from the Cape in search of new pastures and to escape British rule. He will see depicted the battles with the Bantus who were coming south also in search of habitable land, the peace treaties with great chiefs and the rise of Afrikaaner leaders. An American will be struck by similarities in events with his own history as well as in clothes and in type of covered wagons of the colonists. Before the latter half of the 19th century, little that transpired in South Africa was of any great international moment. The country had not attracted a great many settlers (about 15,000 Europeans in 1800 compared to about 2 million in the American colonies in 1776). Although some gold was being mined the majority of population was engaged in trade or subsistence farming.

INTRODUCTION It is my intention in this paper to deal with gold, uranium, diamonds, platinum, manganese, chrome, vanadium and heavy mineral sands. These are the most important strategic minerals produced by the Republic of South Africa which are not covered in other sessions of this program. In each case I have high- lighted the statistics and peculiar advantages which combine to make South Africa a vital source of these minerals. Before proceeding to give individual attention to these minerals I believe it would be useful to define what I mean by 'strategic'. The Concise Oxford Dictionary defines strategic in the context of materials as 'essential for war'. However it is commonly used in a much broader sense than this (often, in fact, very loosely) and I prefer to define it as 'concerned with the acquisition and maintenance of power, whether economic, political or military.' A VITAL SOURCE In dealing with the individual minerals I have quoted statistics which are contained in Tables 1, 2 and 3. Table 1 clearly shows the absolute size of the South African mineral industry. However, it can also be used to demonstrate the importance of the industry to the South African economy if compared with the GNP in 1980 of about R60 billion. Table 4 illustrates clearly how important South Africa is as a supplier of these minerals to most of the important industrialized countries of the Western World. Gold If anyone had any doubts about the inclusion of gold in a list of strategic minerals I am sure that the above definition of 'strategic' will convince them that it certainly belongs there. Similarly no one is likely to have any doubt about the fact that South Africa is a vital source of supply. Tables 2 and 3 show that in 1980 we had 51% of the world's reserves and accounted for 55% of world production. The figures for the Western World are considerably higher. The only other major producer, of course, is Russia, with small but significant production in the Pacific Rim area coming from Australia, Canada, Latin America, Papua New Guinea, Philippines and the U.S. All South African mine gold production is shipped in bullion form containing about 88% gold and 9% silver to the Rand Refinery which is a modern refinery with large scale units capable of refining half a ton of bullion at a time. The Refinery is equipped to produce standard 'good delivery' gold as well as 9999 gold and 999 silver. The Refinery also produces the 22 karat blanks which are, used by the South African Mint to produce Kruger Rands. It goes without saying that the South African gold mining industry leads the world in all aspects of deep-level, narrow-reef mining technology. The industry's metallurgists, too, have a record of tenacious and continuing efforts to improve extraction to the level of the present finely honed efficient process used on all the modern mines. Uranium In 1980 South Africa had 14% of the uranium reserves of the Western World and accounted for 14% of production. In view of the paucity of data I am not in a position to estimate figures for the total world. All the other major sources of uranium in the Western World are situated around the Pacific Rim, with the U.S. and Canada already being major suppliers and accounting for 38% and 17% of Western World production in 1980. Australian production at the time was small but they have very large reserves and production is already rising rapidly. The U.S., Canada and Australia account respectively for 22%, 19% and 29% of the uranium reserves of the Western World. South Africa has been a major producer continuously for 30 years. Nearly all the uranium produced, amounting to about 115 000 tons up to the end of 1981, was a by-product or co-product of gold extraction. During that time the industry has frequently led the world in technological innovation, and has established a reputation as a reliable producer of a consistent, high-grade product. In the latter respect, it is helped by the fact that production is marketed by one company, Nuclear Fuels Corporation, which also blends, dries and calcines the product from the individual mines and samples and assays it before shipping. Diamonds Diamonds are the rock on which the South African mineral industry is founded. The discovery of diamonds in 1866 gave rise to the first major mineral industry in the country and the profits from diamond mining helped to finance the gold mining industry 20 years later. Although now overshadowed by gold, diamonds are still very important in the overall picture of mineral production and exports, as can be seen in Table 1. There are really three separate diamond markets - gem, natural industrial, and synthetic - and, to be meaningful, statistics should be provided separately. Unfortunately separate figures are not available. The figures in Tables 2 and 3 show that, for gem and natural industrial together, South Africa ranks third in the world in production and second in reserves. INTRODUCTION During the past 40 years, there has been in the United States of America and other industrialised Western countries a distinct displacement in the procurement of minerals from domestic sources towards an increased dependence on imported minerals. This was caused in part by one or each of the following: a lack of local supply of particular minerals, domestic source depletion or exhaustion and the relative ease and inexpensiveness of obtaining minerals from comparatively unexploited sources in underdeveloped and some developing countries, notably in the Middle East, South America, Southern Africa, and Australasia. Governments of the industrialised nations, concerned about the reliance of their economies on imported raw minerals examined both the degree of reliability and the extent of mineral resources in the countries and regions supplying the essential minerals. This brought a painful awareness of the vulnerability of industrialised countries as a result of the possible interruption of their mineral imports. In this regard, the United States of America may be quoted as a case in point: a report by a House of Representatives Subcommittee on Mines and Mining (Santini Subcommittee)1 revealed that the United States in 1980 was dependent on foreign sources for more than 50 per cent for 24 of the 32 minerals essential for national survival. The Subcommittee also acknowledged that although the United States may develop its own alternative energy sources, there are in many cases no substitutes for the strategic + minerals imported from foreign sources, from countries which are often unstable at best, hostile at worst. This resulted in various policy responses as well as contingency measures, amongst other, renewed emphasis on the utilisation of domestic mineral resources, an intensified search for substitutes of critical minerals and increased stockpiling programmes. Increased attention was devoted to analyses of the political and economic conditions prevailing in the regions from which strategic and other minerals are exported to the industrialised countries, and the formulation of policy measures vis-a-vis those regions. One region which attracted a considerable degree of attention has been Southern Africa, and in particular South Africa.2 The Santini Subcommittee affirmed that while the bulk of the minerals imported by the United States is supplied by a number of source countries, a host of critical[t] minerals vital to the well-being of that country (and this includes all the Western industrialised countries) originates from Southern Africa, a region, deservedly referred to as the "Persian Gulf of Minerals". Apart from the Republic of South Africa the mineral-rich countries concerned are Angola (diamonds, iron ore, oil), Botswana (diamonds, coal), South West Africa/Namibia (diamonds, uranium), Zambia (copper, cobalt), Zaire (industrial diamonds, copper, cobalt) and Zimbabwe (gold, nickel, chromium, asbestos). The Subcommittee however noted that, with the exception of cobalt, the greatest portion of the reserves of the critical minerals listed, lies within the borders of South Africa. SOUTH AFRICA A RELIABLE PURVEYOR OF MINERALS In view of the continual instability and political risk, along with the nationalisation of mineral industries in third world countries, importing industrialised nations have in recent years become more and more concerned about security of long-term supply, and have in consequence begun to diversify their mineral enquiries to areas where the following conditions prevail: • Long-standing record of consistency of supply; • An economic system of private enterprise; • Political stability; • A well integrated infrastructure, with a maintenance of transportation and development costs at realistic levels, and • Attractive investment opportunities, with security of the return of profits.

South Africa is a leading player in the international ferro alloys industry. Historical factors that have contributed to this dominant position include an abundance of natural resources and relatively low cost electricity. A number of relatively recent developments are potentially threatening this position. These include new legislation affecting the mining and minerals industry, a shortage of some types of suitable reductants, depletion of surplus electricity generation capacity with resultant threat of real escalation of electricity prices and pressure resulting from the recent strengthening of the South African Rand. The industry is addressing these challenges in a number of ways to ensure long-term viability. Some of these measures include investments in more efficient technologies that have economy of scale benefits and are less dependent on expensive reductants and electricity. Local macro-economic impacts include new legislation regarding ownership of enter-prises, mineral rights and royalties on mineral sales, development plans for port and rail infrastructure, as well as initiatives to expand electricity generation and coke production capacity. The fundamentals for being a successful ferro alloy producer are still largely in place for South African producers. Therefore the South African ferro alloy industry will remain competitive and is well placed for continued growth in line with the international growth in ferro alloy demand. The industry should emerge leaner, more efficient and ready to respond to any future demands of the industry. This paper will cover the present status of the industry, the factors that are impacting thereon and a view on its future outlook.

It is often asked whether this is atributed to the high grade of the ores encountered in this country, or whether such factors as fiscal and Infrastructural incentives create an economic climate that has en bled the mining industry to successfully extract and market minerals at a profit. This paper views South Africa's mineral resources in a regional and global context In an attempt to place the country's geological wealth in perspective. But, in January 2015, gold production reached a new monthly low, generating 87% less than it did in January 1980, and South Africa is now the world's sixth ranked gold producer. China was nota factor in the supply of fluorspar to the United States until the early 1980's when it shipped in its first package of Metallurgical lump, that not only was higher grade than the Mexican Metallurgical spar but was also about $30.00 a ton cheaper landed at Burnside. Representatives of the Mexican Fluorspar Institute and several producers made trips to see the Chinese operations supplying their once reserved market place. China, an enigma to most Westerners suddenly became the new contender, with prices that were disgustingly low or so thought the other exporters. Of course China has been mining, producing, consuming and exporting from 400,000 to 500,000 tons per year of various grades of fluorspar but until the first partloads came to the U.S., very little attention was paid to their exports by American-continent producers or consumers.

The research described in the paper was aimed at providing standardized information of cases of failed and intact coal pillars in the form of databases to researchers. It also offered the opportunity to take stock of the pillar stability situation in coalmining and to review the impact of the application of the safety factor formula for pillar design. It was found that the physical parameters of coalmining have not changed substantially over the last four decades. However, changes in the controllable parameters like pillar width, pillar width-to-height ratio and percentage extraction have all moved toward the more conservative side. Scrutiny of the database indicates that of all the failures recorded, only 23 occurred in panels that were mined after 1969, when one can assume that the safety factor formula was fully applied. If the pre-1969 practices had been continued, at least 144 collapses would have been expected. There has thus been a substantial reduction of pillar collapse cases, justifying the cost paid for the formula, which has shown to be in the region of 600 million tons of coal. It is evident that that are distinct differences in the natures of the failures among different coalfields. This justifies the attempts to derive seam or coal field specific strength formulae and is a topic that should be pursued.

It is with a certain amount of trepidation that a man considers gathering his family of six, traveling across a continent, two oceans and a sea, and going to live in a foreign land. But "pioneering" is still possible, and a nation is "foreign" only until one has lived in it. We've had eight years of pleasant experiences in South Africa on which to base that contention. It was in January 1938 that my brother first extolled the virtues of South Africa to us, and just three months and a thousand small problems later my wife, two daughters, three sons and I were boarding a ship in New York, bound for Cape- town. We arrived in May, and within a week had found a furnished home with beautiful lawns, tennis, court, a garden, and everything needed for family comfort. The children were soon located in school, and I settled down to the task of entering the importing business, as had been my original intention. The importing business started out slowly but was coming along nicely when on Sept. 3, 1939 the war started in Europe and a declaration of war by the Union of South Africa was made on the following day. With the declaration came import and export controls. In fact we were controlled completely out of business in one stroke. Liquidating the business, I went to Johannesburg intending to find work in one of the mines. Government health and safety regulations require that all underground mine employees have a red ticket from the Miners Phthisis Bureau certifying that they are not susceptible to silicosis, the scourge of the Witwatersrand gold mining industry. I made application to the Bureau, completed a form covering my whole past life, and was given a complete physical examination. The following day I was startled to find that I had not only been refused a red ticket but had been classified with a green ticket which for- ever bars one from working underground in any scheduled mine in the country, and all this in spite

South Africa (SA), a country in which all three commercially important asbestos minerals have been mined and milled, has retained proven cases of mesothelioma linked with environmental exposure to asbestos. This study illustrates the importance of fiber type in the occurrence of environmental mesothelioma. Four studies have reviewed the source of occupational or environmental asbestos exposure in 504 histologically proven cases of mesothelioma in South Africa. One hundred and eighteen cases (23%) were thought to be related to environmental exposure to asbestos. In the vast majority of these cases, exposure was linked to crocidolite mining activities in the Northern Cape Province. Two cases were thought to have occurred in relation to amosite and Transvaal crocidolite exposure in the Limpopo Province. In the balance of cases there was some uncertainty. No cases were reported with exposure to South African chrysotile. Consequently, in the vast majority of cases of mesothelioma, environmental exposure to asbestos occurred in the Northern Cape Province, in proximity to mines, mills and dumps where crocidolite was processed. Crocidolite appears to be far more mesotheliomagenic than amosite, and chrysotile has not been implicated in the disease. Introduction It is estimated that nearly 40% of all the gold ever mined in free world countries has been produced by South African operations. There is concern that this immense productive capacity will soon decline. Such a decline could reduce world gold supply and lessen the ability of market economy countries (MEC) to exert the major influence upon the world gold market. This paper addresses three general issues concerning South African gold production: • How much gold remains to be recovered from the demonstrated resources of the 44 evaluated South African mines; • How long can production at current levels continue; and • What will be its cost. Table 1 provides production data on the world's 10 largest producers for the years 1971, 1981, and 1983. As shown, South African gold production declined significantly from 1971 through 1981. As of 1981, annual South African gold production had dropped by more than 311 t (10 million oz) in 10 years. Despite this, its mines still produced 656 t (21 million oz) that year, about half the world total. From 1981 through 1983, this trend was reversed. Annual South African gold production increased by more than 21.8 t (700,000 oz). The trend reversal was also evident in the US, Canada, and Australia. This illustrates the general, inverse relationship between gold price and gold production. In South Africa especially, as gold prices increased substantially during the 1970s, the average grade of ore mined (pay limit) was lowered as new, lower grade areas and materials were exploited. Gold production declined in volume. But gold revenues increased, and the lives of the operations were extended. The 1981-83 period was one of declining (US dollar-based, average annual) gold prices that resulted in increasing South African production as average ore grades were raised. South Africa currently accounts for 50% of world production (Fig. 1). Figure 2 illustrates South Africa's contribution to total MEC production in 1971 and 1983. Although South Africa's relative share of production has declined, it still represents the single most important source of new gold supply. In 1983, it supplied more than 65% of total MEC production. South Africa currently produces more than twice as much gold as the Soviet Union (ranked second in world production), and 11 times more gold than the US (ranked fourth in world production). This paper addresses the long-term cost and availability of primary gold production from the Republic of South Africa. Forty-four major producing or developing operations were evaluated. The analyses present estimates concerning 1) total refined gold potentially available from demonstrated resources, 2) annual production potential into the next century, 3) long-term weighted average total costs for underground mine production and surface waste reprocessing, 4) the expected annual decrease in gold production, and 5) the ability of other market economy countries to compensate for the anticipated decline in South African gold output. This paper draws upon the data and analyses of a recent Bureau of Mines, U.S. Department of the Interior, Minerals Availability Program appraisal that evaluated the worldwide availability of gold and silver from primary precious metal operations and as a byproduct of base metal production.

"Dorbyl Heavy Engineering has been manufacturing winders since 1949 mostly for the South African mining industry.Table 1 shows that the vast majority of winders have been double drum winders. At the greater depths with larger ropes being employed, it became apparent that multi-rope winders would be needed. The high stress variation in Koepe winder ropes at great depths especially beyond 2000 m, ruled out this possibility. Thus the original concept was borne for the Blair multi-rope winder where the stress level variations in the rope would be as per the well known, tried and tested double drum winder. The Blair multi-rope was also devised to increase payload by using multiple ropes.With the increasing costs of transporting men and material coupled with fact that orebodies are getting deeper, various feasibility studies have been carried out by South African mining houses. For this reason Dorbyl Heavy Engineering has done conceptual design work of both double drum and Blair multi-rope winders with diameters up to 8.5 m dia (still well within our manufacturing capabilities). These feasibility studies have looked at depths approaching 4000 m*.This paper covers the typical duties leading to the choice of single drum, double drum, Koepe and Blair multi-rope hoists on South African gold mines. A brief synopsis of Dorbyl hoists in use in the South African mining industry, with some indications of future trends, will be discussed.With current installed depths of wind approaching 2500 m, the Blair multi-rope hoist has been used extensively for the heavier payloads.Some of the main considerations pertinent to the design of the Blair multi-rope hoist are illustrated together with the implications of using this type of hoist to winding depths of3000 m to 4000 m in the foreseeable future."

SOUTH AFRICAN MILLING PRACTICE All modern South African gold plants operate primarily on the principle of exposing the gold particles in the ore by fine grinding and then cyaniding the total pulp. Although there are minor variations and occasional depart- ures from established practices among the fifty gold mines in South Africa, the normal plant operations proceed as follows. After removal of waste rock by hand sorting (15Y0 on average) the ore is crushed in cone crushers to minus 1/2 inch and then ground to approximately 75% minus 200 mesh by milling with either rod, ball or pebble mills as primary units and pebble mills for the secondary grind. Classification in both circuits is almost invariably conducted with 20" cyclones of 30" or larger diameter. Gravity concentration in the milling circuit followed by barrel amalgamation of the concentrates is practiced in 70Y0 of the plants, particularly where the ore grade is high. A slightly better overall recovery is obtained than with direct cyanidation, but additional handling is involved. Johnson cylinder s , plane tables or belt concentrators, all lined with suitable types of molded rubber riffles, are used for this purpose. At all mines, cyanidation is the main process, usually conducted by continuous treatment in Pachuca tanks and pulp separation with rotary drum filters. Cyanide solutions contain about 0.0 1570 NaCN and require a protective alkalinity of 0.02070 CaO. Precipitation of the gold from cyanide solution is exclusively by zinc dust and lead nitrate using the Merrill-Crowe system in conjunction with Stellar pressure filters. The zinc precipitate is smelted, generally after a preliminary concentration by sulfuric acid, in electric furnaces, mostly submerged arc types, with a silica and borax flux, yield- ing a bullion of 8870 gold, 9% silver, and 370 base metals. The gold content of the ore varies between 0.20 and 1.0 oz Troy per short ton and extraction efficiency ranges from 9570 to 9870. In general, 4070 of the gold output is recovered by amalgamation and 6070 by cyanidation; but in some cases, it is entirely by cyanidation. Flotation has not been adopted for gold extraction as it has not proved as efficient as cyanidation. It is, however, often applied to ores containing higher than 1% sulfur for the recovery of pyrite for sulfuric acid production. On the eastern side of the Witwaters rand Basin, "run-of -mine milling” was introduced in 1960 and in three of the four mills in this area both sorting and crushing have been eliminated. The ore received from the shafts is conveyed to storage silos and then fed by Williamson automatic feed controllers to pebble mills ranging from 12 to 14 feet diameter, and 16 to 20 feet long. The pebble mills operate in closed circuit with 42 inch cyclones and the slime produced is thickened and cyanided in the conventional manner. No selective

"The Mine, Health and Safety Act No. 29 of 1996, as amended, embodies worker self-regulation to advance health and safety in the workplace. An important provision for this is the Right to Refuse Dangerous Work (RRDW). This paper explores worker perspectives about the implementation of RRDW on South African mines against a backdrop of revised guidance in the sector: ‘Guideline for a Mandatory Code of Practice on the Right to Refuse Dangerous Work And Leave Dangerous Working Places’, gazetted in February 2016 by the Department of Mineral Resources (DMR). A mixed methods study conducted at mines (n = 14) included a survey of workers (n = 293), focus groups (n = 6) and in-depth interviews (n = 16). Workers reported a high level of awareness, a positive attitude, and experience of the formal RRDW. However constraints to the formal RRDW meant that informal worker resistance to dangerous work was commonplace. Evidence of informal non-confrontational consultation, cooperation, and collaboration in the event of a dangerous workplace also emerged between workers, and supervisors. The research underscores the importance of the RRDW and worker health and safety representatives to mine health and safety. The revised guidance addresses RRDW implementation gaps, but of concern is the potential partiality towards management interests. IntroductionEnsuring that mineworkers act on their duties and responsibilities for health and safety remains a concern across the globe. Article 13 of the International Labour Organization (ILO) Convention Safety and Health in Mines (176 of 1995) entrenched the Right to Refuse Dangerous Work (RRDW) as an important mechanism through which workers act in the best interests of their own occupational health and safety (OHS) and is considered a cornerstone of worker self-regulation (ILO, 1995). Countries ratifying Convention 176 are under obligation to make this right available to workers through OHS legislation that frames the circumstances, procedure, and protection of workers from discrimination in the event of a formal work refusal. The Convention has been ratified by 31 countries, with South Africa becoming a signatory in June 2000 (ILO, 2000). Worldwide studies show that workers use this right with caution (Hilgert, 2013) and cases associated with work refusal are rarely presented in court (Gunningham, 2007; Cooper, 2013). Rather, in cases of formal notification of a work refusal, issues arising out of this are addressed either in the immediate workplace or through the site OHS system and/or at industrial tribunals or similar mechanisms (Harcourt and Harcourt, 2000)."

During the course of 2011 the nationalization of mines emerged as one of the most contentious and emotive political issues under review. Some four years after the African National Congress electoral conference held in Polokwane, which had led to a change of leadership within the country's ruling party, elements within the ruling party's youth league, which had been virulently supportive of the change in leadership, turned on the incumbent President, using the mining question as its rallying call. At issue was the expressed perception that mining has, since the country's democratization, not delivered the anticipated benefits to the population as a whole, continues to be the preserve of the capitalist element of the South African community, and is therefore in need of radical reform. Aspersions were made that transformation within the industry had failed dismally and that mining companies had not delivered against their commitments to the Mining Charter and social and labour plans. The debate became extremely vocal and heated, evoked dramatic and emotive opinions, and vigorous skirmishes on the matter were fought in the media over much of 2011 and into 2012.
