This paper presents elements of the Virtual Working Environment for identification of hazards occurring in the mining industry. The Virtual Working Environment includes models of machinery and models of anthropometric features. Examples are given for identification of technical hazards at the design stage using the following computer programs: Finite Elements Method, Multibody System Analysis and Human Body Modeling. One of the methods to improve work safety at the machine and equipment maintenance stage is to share design and operational knowledge in a form of an Interactive Electronic Technical Manual (IETM). An IETM is created using so-called reusable knowledge elements connected by relationships. A metamodel created in Unified Modeling Language is one of the forms for description of these relationships. The metamodel can represent, for example, interrelations between elements of repair procedures. Examples of procedures realized during the replacement of a damaged cutting bit are presented and discussed.

The need to control occupational health and safety has been recognised, and regulations which describe general protective measurements for personnel provide a tool to protect their health. It is the aim of the paper to give an outlook for practical approaches to risk assessment and to present measures for exposure reduction in accordance with the state of the art in Germany.Both the treatment of minerals and of waste materials are described in relation to the risk assessment. The method of evaluating health hazards in the two industries is similar and therefore both examples are presented next to each other.The example presented in the paper is the German “Biostoffverordnung” (the regulation for biological materials) which is important for the waste treatment industry. All kinds of waste treatment facilities (like composting facilities, waste dumps, sorting facilities for packaging materials) are obliged to carry out an assessment of health hazards for a variety of working areas and working places. The possible safety requirements deriving from this regulation are presented and discussed under the aspect of biological hazards."

The safety in pillar extraction is closely allied to the design features of the pillar extraction system. Considering the conventional supported systems of pillar extraction there are problems associated with complying with the design system outlined. The accident causing agencies and the legislative action to overcome them are im- portant aspects. There is merit in the regularity of support and the limiting of the effects that human error can cause. But new problems and hazards are introduced by this powered support equipment. The comparison of accident experience is difficult due to lack of records and lack of uniformity of approach, but it is clear that powered supports provide a safer system. Every progress in research and practice provides further data to employ in accident prevention.

Today underground infrastructures, like tunnels and especially wide spread underground mines, are often equipped with ethernet based communication systems. These networks are used for the unified communication of data, voice and video. As these networks stretch along the major tunnels and in increasing scale also into the production areas, a high degree of coverage can be reached. For wireless coverage, standard IEEE 802.11 WLAN access points are being used. In order to provide a maximum availability and reliability, the active components are equipped with battery backup power supplies and the network infrastructure is set up in a redundant way using ring or meshed topologies. This provides a much higher availability compared to traditional phone systems or dedicated data links using a conventional star topology.Distributed computing intelligence that is installed on active network nodes throughout the whole network, additionally supported by a central server system, creates the basis for new mine safety functions introduced in this paper for both coal and non-coal mining. These new safety functions cover the detection of potential emergencies, using the status of the network as a æsensorÆ, as well as dynamically guiding people to safe exits or rescue shelters in case of an emergency. Furthermore, these functions are of important benefit for improving the efficiency of search and rescue operations following a major incident or accident underground.

In the construction field and to a lesser degree in mining, flagman are often necessary to move traffic and or pedestrians through work zones. Everyone readily recognizes that they are essential for the safety of the general public and the employees on the job. What is not often considered is the safety of the flagmen themselves. Actually, let’s call these employees “flaggers” recognizing the fact that there are as many women as men doing this job. The first problem we need to overcome is the misperception that flagging is a low skill function that can be done by any untrained employee. The reality is that the flagger works in a very hazardous position with serious responsibility for the safety of his fellow employees and the public at large. And to do this job properly re q u i re s that the flagger receive sufficient training before being sent out to the highway. It is also necessary to convince the flagger of the value and importance of their job in order to motivate them to do a professional job.testing, documentation of both, and accurate re c o rdkeeping are key aspects of HM126F. Of course, training and documentation requirements will vary depending on the type of operation involved, and there may be some differences in the application of requirements depending on your jursdiction. Nonetheless, failure to train and properly document such training can result in heavy fines and/or penalties.

The mind-set that only blasters and their helpers need training in explosives can result in risk to other employees working at mine or construction sites where blasting is conducted. Misfires are not always immediately obvious during postblast examinations performed by the certified blaster in charge; the presence of undetonated explosives may not appear until well within the muckpile as was the case in the photo, right. Purpose: This training material focuses on the content of emergency warning messages. Research has shown that when an emergency occurs, people often do not get the information they need for the purpose of taking appropriate action. This safety talk presents a procedure, using mental cues that can be used by senders and receivers of emergency warnings. Intended Use: This material has been developed for use in short safety-training sessions such as start-of-shift safety or Atoolbox@ talks. The information can be presented in approximately fifteen minutes and is appropriate for workers at all experience levels. While the examples and illustrations are taken from the underground coal mining industry, the training can be tailored to any work setting by substituting appropriate examples. Materials Needed: The instructor will need to prepare the figures provided in a form that can be seen by the entire class. Suggested methods include the use of: (1) overhead transparencies, (2) laminated pages that can be held up for small groups, and/or (3) handouts with copies of the figures for each trainee. As a supplement, stickers featuring the communication triangle can be placed on hard hats, telephones or other communication devices to remind workers about the key to effective emergency communication. The Talk: The accompanying script is a guide for presenting this safety talk. Training is enhanced if these materials are covered but not simply read by the trainer. Examples given in this guide are from real experiences. To make training more interesting and effective, the instructor can substitute examples from his/her workplace. Focusing on relationships between severity measure versus productivity and other factors, this paper presents a comprehensive study of injuries for U.S. underground coal mines in 1996 by mine size. Based on analyses of data, generally the larger the mine, the more productive it is (in tons per employee-hour), but the more severe is its injury experience (r = 0.65). Within very large, large, and medium mine sizes, however, the more productive the mine, the less severe is its injury experience (r =-0.43, -0.36, and -0.26, respectively). For small and very small mines, a more deeply nested analysis is required to understand relationships. Other interesting relationships and comparisons are presented.

Many coal beds in the State of Washington, pitching as much as 90°, offer unusual mining conditions. This paper describes methods and safe practices of mechanized mining in pitching bituminous-coal beds that have attracted the attention of mining people from most of the coal-producing countries of the world. The development and use of continuous miners as part of the mechanized program apply particularly to the Roslyn-Cle Elum coalfield, Kittitas County, Wash. All three mines now operating in the field use continuous miners and during 1957 furnished 72 percent of the State's total coal production. Mining operations are now conducted in three coal beds of the Roslyn-Cle Elum field. The coal measures range from 3-1/2 to 20 feet in thickness and vary in dip from 5° to 45° in the localities where the coal is mined. PRESIDENT MOSES: Mr. Hall, can you tell us something that will help our cause? R. DAWSON HALL: I did not want to tell anything; I wanted rather to say something, if. I said anything at all, about my impressions regarding the safety of the mines in the West. We heard yesterday how terribly dangerous they were, and I think that is due to the natural conditions. It is interesting to note that many of the developments of safety, which you will find all through the country, had their origin here in the Rocky Mountain States. It has not been because the Rocky Mountain States have been negligent - though, of course, they could have been more active - but it is becaues the conditions have been such as to make accidents more numerous. Rock dusting by mechanical means was used here before any other country adopted it, let alone the United States. It is true that rock dusting was started in England; but it was by hand, as it remained with the Victor -American Fuel Company to be the first to distribute rock dust by machines, and that is to the credit of Mr. Murray, who was the man that did the original dusting in those mines. It was at Delagua, they put up shelving and put dust on it; they used the adobe, and Mr. Pryde, at Reliance, very early in the game, put dust in the Reliance Mines, and some of the dust, I believe, is there yet but they can hardly find it for the new dust. That is not all. I believe it was first in the Utah Fuel Company's mine that incombustible clay was used for stemming, and in the East, where we were in the habit of using slack entirely, that was a big advantage. Another thing that the West has originated has been the wetting of the chain in cutting. The people in Alabama took a great deal of credit for having used that very early, but not as early as Mr. Brennan did at the Hanna Mine, he having used water on the cutter bits in 1913. Another development was that the Phelps Dodge Corporation were the first people to use, I believe in the United States, storage battery locomotives for main haulage, and while they didn't go ahead with that, so far as putting in power trucks and mining machines, until just recently-I think the Consolidation Coal Company in the East managed to get ahead of them in that development,-notwith-standing, they were the earliest to use it for main haulage. When I came through this section of the country, in 1912, I think it was, I went through the mines of the Union Pacific Coal Company. I was surprised to see the extent to which fire-proofing had been carried out in that mine, with regard to non-combustible brattices and overcasts, which were of concrete; even the boxes were covered with sheet metal. They were very far ahad of us in that respect; far, far ahead of us in the East, because the East has its favorable conditions in the fact that most of the lump in the mines is more or less wet all the time. Another safety provision which has been taken by the Utah Fuel Company, was shooting from the surface. That has not spread very much in the, East, but it has been used in Oklahoma and the middle West. I think there is plenty of evidence that the Western people have been thinking for themselves, in going ahead and' establishing new standards in Safety. One of the most unusual things is this Safety Committee, permanent Safety Committee of the Rocky Mountain Coal Mining Institute, which has been endeavoring here to find out the conditions under which safety cant best be practiced. I think it is those who venture to. criticize the West that) have to show that in the East there is not the spirit which has led the Rocky Mountain region to endeavor to reduce its very terrible death rate that really exists. SAFETY and industrial hygiene have always been recognized as highly important in company policy, and the co-operative support of the company officials and entire plant personnel has contributed largely to the present success of the Company's program in this field. Growth has necessarily been slow, and dependent, at times, on trial and error but the program in its present form combines the regulations, working methods, and equipment that have proved their value under actual operating conditions. Every effort is made to keep the program on a practical basis. Continuous experimental work is carried on in conjunction with the health and safety program, with resultant periodic changes for improvement. As a proof of accomplishment, in 1945 the frequency and severity rates for accidents were the lowest in the history of the operation. A full-time safety engineer was employed in 1933 and an assistant safety engineer in 1936. Retreat mining plays an important role in the coal production within Kentucky and the Appalachian Coal Basin. In Kentucky, the majority of retreat mining is performed in the Eastern coal field. However, since September 2004, Kentucky has suffered four mining fatalities during retreat mining operations, and the coal industry has focused attention on the safety concerns associated with retreat mining practices. The Kentucky Department of Natural Resources (KYDNR) engaged Marshall Miller & Associates, Inc. (MM&A) to conduct a study to ensure that retreat mining is utilizing the best technology currently available and that the current available employee training programs afford maximum safety to miners. MM&A studied 34 coal mines that were conducting active retreat mining operations and represent about one third of all the mines with approved retreat mining plans in Kentucky. This paper summarizes the major research work conducted (Feddock and Ma, 2006) and recommends the practical methods for improving safety during retreat mining operations.

SAFEX International is a global organisation with more than 85 members, all of whom are manufacturers of explosives. On joining each member signs a declaration saying that they are willing to exchange information with regard to any accidents or near misses they may have in order to prevent the recurrence of the incident. SAFEX International was formed 50 years ago in Europe and has now built up a database of more than 700 accidents in the explosives business. Once every three years, an International Congress is held in which members address specific safety themes associated with the explosives industry, and also give details of "what went wrong?", "why?", and lessons learned. The next Congress will be held in Amsterdam between the 29th May and the 1st June 2002. This paper describes the operation of SAFEX International, which is dedicated to the international exchange of experience on industry connected accidents of the explosives business.

Compañía Minera Doña Inés de Collahuasi's (CMDIC) Concentrator Plant is located at 4300 meters above sea level, approximately 2000 kms north from Santiago, Chile. The concentrator has three grinding lines. Each one, Lines 1 and 2, have one SAG mill at the primary grinding stage followed by a secondary grinding and classification stage consisting of one ball mill, two hydrocyclone batteries and a sump with two pumps. Line 3 has one SAG mill (Gearless Mill Drive), followed by a secondary grinding and classification consisting two ball mills, four hydrocyclone batteries and a sump with four pumps. Average throughput for these three lines is 150 Ktons per day. Peak values of 180 ktons per day have been achieved. Since late 2008 and throughout 2009 and 2010, Operations and Automation areas developed an optimization program for the grinding process, considering the implementation of Model Predictive Controllers (MPC) for the three SAG mills, and later, extending MPC to the secondary grinding and classification stages. The implementation of a MPC solution was based on stability considerations (high variability of the SAG process, high interaction between sump level control and classification efficiency, etc), requirements for an automated and consistent operation, the need to maximize throughput under timevarying scenarios and, in the long term, optimization of grinding process considering Specific Energy Consumption, among other parameters. MPC solutions had proven control robustness and strong optimizing capabilities in terms of helping in discovering new operational points and so achieving all of the aforementioned goals. On the first stage of the program, MPC implementation considered identification of dynamical process control models based mainly on historical data, in order to know the impact of a group of Manipulated Variables over Controlled Variables. Also, the impact of measured Disturbance Variables was modeled in order to take into account the high impact and interaction of these variables over the processes. At the end of this stage, 4 controllers were successfully operating for the 3 SAG mills and the secondary grinding and classification process. In response to challenges made by the working group, the second stage of the development of control applications in the grinding process required to achieve a design and implementation of a solution capable of governing the milling process, in addition to stabilization and optimization of both processes (SAG milling and secondary grinding), to integrate from a point of view of process control and automation. Therefore, in the second stage, MPC performance was continuously monitored and optimized through advanced tuning, inclusion of more process models (with proper step tests), redefinition of specific optimization criteria and adjustment to new process needs. Finally, successful MPC implementation at Collahuasi has proved that fast development and deployment of process control solutions is possible and allows immediate process stability, higher throughput, specific energy consumption reduction, and successful product size control, among many others.

This paper presents a review of plant layout considerations incorporated into recent designs of SAG/Ball mill circuits for two medium sized concentrators. The plant layouts presented and the design concepts discussed, relate to smaller SAG circuits, but can equally apply to larger milling circuits. Included are design concepts and ideas introduced by the various project teams, and the focus is on the primary factors of any layout design which are safety, constructability, operability, and capital cost.
