With numerous plans under consideration for coal classification, and with the advent of the Bituminous Coal Code, the intelligent sampling of coal has become increasingly important. To us it is rather significant that there have been very few fundamental studies of coal sampling in American technical literature since those of E. G. Bailey, which appeared in the Journal of Industrial and Engineering Chemistry in March, 1909. He covered the subject up to that time so thoroughly and in such an excellent manner that perhaps many other later students have felt that they could add very little to his findings. The recent studies of the British Engineering Standards Association have indicated the possibility of a somewhat different interpretation of Bailey's results, permitting the taking of smaller samples, and perhaps it will now be helpful to reopen this question. C. W. H. Holmes, in an informative series of articles on coal sampling recently published in Colliery Engineering, makes two rather interesting statements, as follows: It is scarcely surprising to find a lack of interest and knowledge regarding the sampling of coal not only in the mining industry itself but also among consumers of industrial fuel: at its best coal sampling is a dirty business, regarded as a nuisance and an expense by the commercial man, and usually as a nuisance and nothing else by the chemist. The writer can conceive only two classes of people who have never experienced any difficulty in obtaining representative samples of coal from wagons; those who have never tried to, and those who have never had the necessity or desire to check the accuracy of their work. The primary purpose of this paper is to present some tabulated data of the more significant results of a sampling investigation undertaken during the last four years to obtain certain fundamental data on the variables connected with coal sampling and to point out that often assumptions have been made that are not in accordance with the facts. On the basis of detailed studying of mineral structure of ore and treatment products it is established that the given ore refers to oxidized Pb-Zn vein-disseminated ores. Technological special features of the basic ore minerals and the reasons causing their obstinateness that is defined by following features are revealed, presence at dominating quantity difficult to float lead minerals: mimetesite (9.67%), green lead ore(0.48%); non float: bindheimite (2.16%) and plumbojarosite (0.36%) and high assay of oxides and hydrous ferric oxides; also thin, emulsive and submicroscopic segregations of the defined minerals in swamp ore. As a result of researches the scheme of gravitational-flotation treatment was conducted in semi-industrial scale. It allows to receive two concentrates from ore: a lead gravitational concentrate of mark ??-4 with the assay of 55.5 % of Pb and 0.77 % of Zn; and a Pb concentrate of mark ??-7 with assay of Pb of 40.97 % and Zn of 1.39 %. The total assay of Pb in concentrates makes 81 %. The efficiency offered by gravitational-flotation schemes is defined by possibility for recovery of big impregnated lead minerals under gravitation. The use of this method of gravitation has allowed to recover such mineral as beudantide and to exclude irrevocable losses of lead in tails which are connected with this mineral. Scientific value of the presented researches is connected with the fact the problem of extraction of the oxidized minerals of Bb and Zn is rather difficult and insufficiently studied. Research is probably the least understood and the most underrated or overrated, depending on the circumstances, function of the corporate enterprise. Some companies become engaged in research because they consider it to be vital to their very existence, others in order to develop new business, and some with no clearer objective than to keep up with the competition. Whole new industries have resulted from research activities, such as the Xerox copier, the transistor, the computer, and have affected considerably our way of life. Companies have prospered or perished by pursuing the successes or failures of their research organizations. However. despite the tremendous effect that research has had on our modern civilization and the billions which are spent on it annually, we have not as yet been able to develop many hard and fast rules as to how to conduct it effectively and to a successful end.1 This section discusses the role of research in the United States and in the mineral industry and describes a few of the criteria and guidelines which have been developed to assist in increasing the probability for success in industrial research. Broadly speaking, the purpose of industrial research is to make a significant contribution to the long-term viability and the profitability of the sponsoring company. The sum total of technological developments has been a principal factor in establishing the United States as a world leader and the controlling element in the nation's balance of trade with foreign powers. The international aspect of most mineral commodities is a significant factor in the business decision-making of most domestic mining companies and should be an important factor in the operation of research and development (R & D) programs in these companies. The National Science Board has reported that in recent yean other nations have been gaining on the United States over practically the entire range of science. 2,3 On the positive side, the NSB reported a strong position for the US in the results derived from its investment in R & D. If the United States is to maintain a favorable trade balance, it must create new know-how through technological innovation in order to create new industrial products, processes, and services for which there is a global demand. As expressed by Chauncey Starr, president of the Electric Power Research Institute, "Unlike resources found in nature, technology is a man-made resource whose abundance can be continuously increased, and whose importance in determining the world's future is also increasing."' In recent years, the greatly in- creased pressures for environmental quality and energy conservation have enhanced further the role of technical innovation in insuring the future survival of the domestic industry. Technology is the challenge of American industry, and it is a challenge which the mineral industry must also accept, for processed minerals are the very raw materials and energy on which all of industry is based, it is technology which makes a mineral deposit into an ore reserve. The Natural of Industrial R D Research is usually thought of as being either basic or applied. Basic or fundamental research is the quest for knowledge and need not have any practical objective. Applied research is the search for a solution to a particular problem and therefore has a specific objective beyond the acquisition of new knowledge. Development is the next stage to the applied research experimentation and it generally consists of larger-scale tests to establish the technical and economic feasibility of the new process or product and to provide design information for its industrial implementation. The terms research and development are usually interconnected for the good reason that in many cases it is difficult to define where one ends and the other begins. For instance, in many cases, thermodynamic, kinetic, corrosion, and other research studies, which are needed to provide design data for an industrial plant, may prod in parallel with the pilot plant activities preparatory for this plant in order to conserve time. Often the final stages of a development project may involve the trial production of a new product for markeing tests or the trial operation of a new process on a "semi-industrial" scale pilot plant. INTRODUCTION Technologic progress depends on new and innovative ideas, the practical application of these ideas, and finally as the technology is developed and demonstrated, the engineering improvement or replacement of existing capabilities. In many areas the new ideas, although known, are not immediately put to practical use in all applicable fields. Good technologic forecasting for research and development within the excavation field coupled with adequate technology transfer is necessary to ensure timely application of innovative ideas to remove bottlenecks in the total system. The purposes of this paper are (1) to show the potential ability of technologic forecasting to meet future demands in rapid excavation through the acceleration of excavation rates by research and development in several related technologic fields, (2) to provide a brief review of the initial development of the ARPA (Advanced Research Projects Agency) Rock Mechanics and Rapid Excavation Program, (3) to draw attention to the research projects completed or underway in the FY 1970-1972 ARPA program and explain where information or program results can be obtained, (4) to summarize the progress and accomplishments of applied research contracts in the rock disintegration element of the ARPA program, and (5) to discuss the research directions planned for the remaining years of the program. "An adequate level of R & 0 is crucial to achieve gains in productivity and to strengthen Canada' s position in an increasingly competitive world ." So stated Finance Minister Jean Chretien in his April 10, 1978 budget speech, on announcing a new measure designed to increase the productivity of Canadian industry and to assist in the creation of new technology. The effect of the new measure, which permits an income tax deduction of 150% of certain research and development (R & D ) expenditures , can reduce the after-tax cost of a marginal dollar 's worth of such expenditures to as little as 20 cents . This article discusses the income tax treatment of R& D expenditures in general, and describes in particular the income tax incentives which relate to R& D.

Although most gold production from primary resources is achieved by cyanidation, many research activities have focused on alternative processes using noncyanide lixiviants. Such research has been prompted by environmental concerns and problems associated with the processing of refractory gold ores. Numerous research projects have been conducted to search for a noncyanide hydrometallurgical process for gold extraction. In this paper, a technical review of gold recovery from noncyanide solutions is presented, and new results are reported. Gold recovery techniques that are considered include activated carbon adsorption, cementation, solvent extraction, ion exchange, and reduction-precipitation.

In 1969, the OECD conducted a survey internationally to determine the status and needs for research and development in the field of tunneling. The findings also have some validity for underground excavation in general and for underground mining per se. Of the 17 countries responding to the survey, the U.S. leads in the level of support: $21.8 million and 720 man-years of effort over the last ten-year period. The total volume of R/D for the 17 countries was estimated to be $86 million and 5800 man-years. Performance of research was primarily by government agencies and public utilities (70%); the balance was conducted by private organizations and universities (15% each). In the categories of R/D subjects surveyed, three--Wk mechanics, soil mechanics, and geological exploration--outstripped all the rest in priority of effort to date. Ground support, equipment development, excavation, and environmental control received intermediate attention. The subject areas in which the least R/D effort has been expended are materials handling and systems evaluation. For the future, those R/D areas rated the most crucial to achieve technological progress in tunneling were excavation, ground support, and materials handling. The survey findings of tunneling activity indicated (1) a disturbingly low level of R/D activity in the private sector, (2) the necessity for a reordering of priorities in directing research efforts in the future, and (3) a lack of recognition to date of the importance of systems evaluation in R/D activities.

This paper discusses the challenges encountered during the evolution of the machine's design and subsequent field testing. Continuing research and development focuses on optimizing machine performance and controllability, reducing emissions, and enhancing maintainability. While this conference is dedicated to the examination of "Challenges in Mineral Processing," the broader aspect of the pursuit of this subject is Research and Development in the Mining Industry. When I was asked to speak at this symposium, I hesitated to accept. While my early schooling, training and professional occupation were in the field of this symposium, it was so long ago that I no longer feel competent to contribute anything of interest to you except perhaps for a limited historical perspective, which most of you probably already know. However, it might be worthwhile to explore the more general aspect of research and development from the viewpoint of management, as this is the stance from which I dealt with the subject for the last 30 years or so. While most managements generally have a positive view of research and development, few of the leaders in the mineral industry have actually had the personal experience of doing research for a long enough time to have obtained a full understanding and the feel for its place in the long-term technological innovation that our industry must foster. I graduated from the University of California in Berkeley with a Bachelor of Science degree and a major in metallurgy. It was during the great depression of the thirties, and it was difficult to obtain a practical job in the industry. I got a scholarship at the Montana School of Mines and received a Master of Science degree in ore dressing under Professor A. M. Gaudin, followed by another year with him pursuing research. Anyone who studied under him, or knew him well, would assert that this was a unique experience. Gaudin had a brilliant mind and a profound respect for science and the scientific method. There is significant interest in magnesium alloy castings because of their low density and high strength-to-weight ratio. Lightweight, structural materials are in demand for aerospace components, hand tools, electronics enclosures and have found increased use in automobiles. Increased use of magnesium will depend on the resolution of a number of materials issues and development of more robust and economical casting processes. Most magnesium components are produced via high-pressure die-casting. High levels of porosity generally prevent die-castings from being used for structural applications. Structural castings are usually produced using sand casting, a relatively expensive casting process. Some work has been done on development of lower cost structural casting processes, such as lost foam casting, permanent mold casting or low-pressure casting. New programs are also emphasizing improvements to the die casting process. Research and cost reduction needs are discussed with respect to current programs and future components.

CANADA is not an old country we are just now planning to celebrate our lOOth Anniversary. Nonetheless, we have already developed some well-established traditions. One of the minor traditions is the standard speech on the need for more research and development in Canadian industry. I am sure that you have all listened to it many times -I certainly have given it more than once. Much as I am tempted to honour this tradition by repetition, I shall only give you a thumbnail sketch of the ancient address for the benefit of any unfortunate visitors who have not heard it before, and also to provide a base for some further ideas that I want to leave with you. An ultraviolet laser Raman spectrometer was developed to detect and analyze material components of seawater, seafloor sediment and rock at a depth of 7000m maximally. Wave length of the excitation resource of the spectrometer is set to 355nm, which can enhance eigen scattered intensity and detecting sensitivity, and avoid fluorescence interference. Miniaturization design was adopted for deep-sea application. Design of the optical system and pressure cartridge, material selection and seal design of the observation window, and design of the Lithium batteries are the key technologies in the procedure of research and development. The spectrometer was carried by a Lander sank to sea bottom of the Pacific's Mariana Trench for verification. During the sea trials, data acquisition for Raman spectra was conducted for analyzing seawater in the detection area, and the spectrometer was verified synthetically. According to the data, the spectrometer is stable and practicable with high resolution and precision, and it is appropriate to detect and analyze composition of substance under the tremendous ocean.

The major mining health and safety problems of concern to United States Government and private industry researchers in 1981 included the difficulty experienced by longwall operators in complying with the Federal 2 .0-mg/m3 respirable dust standard, the accident rate associated with falls of ground and materials handling hazards, and the upsurge in the incidence of disasters after the steady decline in recent years. Although the many mines and manufacturing companies involved in the research projects to be described are not specifically identified, it is important to note their significant involvement. This is not by way of acknowledgement, but rather to establish that these projects, using mostly Federal funds, represent close cooperation between the U.S. Government and the mining industry. The ongoing work to be described on the development of critical longwall dust control technology is a classic example of Government-industry participation through the phases of problem identification, planning, cost-sharing, and implement at ion.

ENGINEERING has been taught at the University of Alabama for over a hundred years. The School of Mining and Metallurgy was authorized by the Board of Trustees in 1887 and four students were graduated in 1888. In 1919 the legislature directed that all mineral industry instruction in the state should be centralized at the University and designated the department of mining of the College of Engineering as the Alabama School of Mines and made financial provisions for carrying on both instructional and research work for the benefit of the mining industry of the state and for cooperation with the U. S. Bureau of Mines, which had established its Southern Experiment Station on the campus.

The deployment of large machinery for low cost, bulk surface mine production operations has resulted in high-impact shovel loading operations (HISLO). In extreme cases, shovels load large dump trucks with 100-ton (or more) passes generating high-impact forces under gravity. HISLO generates high-frequency shockwaves that cause severe truck vibrations exposing operators to whole body vibrations (WBV). Current research study in this area has established that the vibration levels affecting the operator?s seat, lower-back, lumbar and cervical regions fall within the extremely uncomfortable zone compared to the ISO 2631 comfort zone. These results pose health threats to truck operators over long-term exposure to these vibrations. In this paper, the authors will examine engineered solutions to mitigate these health threats.

A comprehensive review of published research was carried out to identify methods for teaching and assessing critical but nonroutine skills needed for coping with emergency situations. Computerized searches of the relevant data bases were carried out, along with identification of relevant articles and materials by personal contact with experts in many fields. The citations listed in this bibliography resulted from this systematic literature search and review. The computer searches and an analysis of this literature are described in technical report 1. Specific methods for assessing critical skills proficiency in aviation, medicine, organization management, the military, and other industrial/ technical workplaces were described. The potential application of these methods for teaching and assessing (1) critical first aid and (2) self-rescue and escape skills to underground coal miners in annual refresher training was explored. Research and development activities that may improve mine health and safety training were suggested. Most of the entries in this bibliography were assembled in 1984 through 1985. Study of these materials contributed to the completion of the project research that followed. This later work is reported in the project technical report 2 and the final report. This bibliography is most useful when combined with examination of technical reports 1 and 2 and the final project report.
