THE Coal Division undertook its most ambitious program this year at the New York meeting, with six full' sessions and a luncheon on Monday which had a record attendance and at which the newly elected officers for the Division were announced. Eugene McAuliffe, president of the Union Pacific Coal Co., Omaha, Neb., was unanimously selected as Chairman; J. B. Morrow, preparation manager of the Pittsburgh Coal Co., as Vice-Chairman; and H. E. Nold, Ohio State University, Secretary. During the past year two new and interesting activities were conducted by the Division directed at stimulating the interest of junior and student members. Reports were presented at the luncheon meeting by the chairmen of these commit¬tees. J. B. Morrow. chairman of the paper prize awards, and H. N. Eavenson reported on the work of the mining machinery manufacturers fellowship, the work on which was completed the first of the year. Several excellent papers are expected from these two groups for the next meeting of the Division to be held in Pittsburgh some time in the fall. The regular six-session program was filled from start to finish with interesting papers and much discussion, but unfortunately not enough time for the latter. The papers covered the field of prospecting, mining methods, preparation, utilization, mechanization, and safety, and all through the program we were constantly reminded of the value and need of research in the coal industry.

The 2014 George A. Fox Conference at the Graduate Center, City University of New York in New York City was presented under the theme, ?21st Century Challenges for the Tunneling Industry. Bruce Grewcock, chief executive officer and president of Peter Kiewit Sons? Inc., opened the conference with a keynote address in which he set the tone for the rest of the day by touching on the many challenges the industry is facing, which are plentiful and complex. Covering the breadth of the industry, he spoke about everything from the technical challenges that come from working beneath the streets of some of the most densely populated regions in the world to the challenges that come from working with the people who live in those areas. ?My observation is that we, as an industry, are being asked to put structures in places where they are needed, but are complex environments to work in,? said Grewcock. ?We work in an industry that relies on some of the most technically challenging engineering in the world, and when we are done with a project, we cover it up and no one ever sees it.? Despite these issues, Grewcock said that, in his opinion, the biggest challenge the industry is facing is that of people; more precisely, where to find the next batch of people. Looking out at the conference-record crowd of more than 400 registered attendees, Grewcock quipped that he saw plenty of gray beards and asked aloud, ?Where will we find, educate and train the people to tackle the issues that this industry will face in the future??

The state of the tunneling and underground construction industry and the advancements of the industry?s biggest machines were the main topics at the 2008 edition of the UCA of SME?s annual George A. Fox Conference. This year SME hosted more than 250 tunneling and under-ground construction professionals at the Graduate Center, City University of New York. During the morning session of the long-running one-day conference, attendees heard a state of the industry through the annual Home-town Update where it was evident that the industry is doing well. Michael McHugh of Moretrench cruised through the many projects that are under way along the Eastern seaboard of the United States and said he could have gone longer if time allowed. An example of how well things are going for the industry is a look at New York, where the industry is flourishing. The New York City Water Tunnel # 3 project is a $668 million project that was awarded to Schiavone/Shea/Frontier Kemper joint venture in 2004. McHugh said that mining on the project was completed in August 2006 and that all con-tract work is expected to be completed by August 2009. The Second Ave. Subway is a $337-million twin tunnel project that will connect upper Manhattan with the financial district. This is a four-phase project. McHugh said the Metropolitan Transit Authority obtained full funding in 2007 and construction awards will be awarded during the next two years. The No. 7 Line Flushing extension, a five-year, $1.15- billion project that will redevelop the Hudson Yards area of Midtown West and the New York City Water Tunnel No. 3 project is the largest capital construction project in New York City?s history. McHugh said the project was given notice to proceed on Dec. 13, 2007. The project includes three large shafts, two parallel 6.7 m (22 ft) tunnels at 2,000 liner m (6,500 liner ft), one large cross adit, one large underground rock cavern station with two interlocks and eight penetrations. These were just a few of projects mentioned in the Hometown Projects update.

The Iron Ore Company of Canada [IOC] is a global leader in Arctic mining applications, and the blasting crew have something to be very proud of. On Wednesday 21 Dec 2005 at 3:28 PM the largest single bench blast in the company history was detonated. The successful firing of this 5.0 million tonne [5.5 million ton] blast surpassed the previous company record of 3.8 million tonnes [4.18 million ton].

Some 30,000 people attended from 50 countries. Over 600 exhibitors brought with them a billion dollars of mining technology, ranging from tiny high-precision valves to giant off-highway trucks. Twenty-seven technical sessions with more than 100 papers covered the gamut of mining advancements. It was a grand display of industry vitality just to power the huge exhibit area required 22,000 kW of electricity each day, and support services for the exposition created more than 1000 daily jobs for local labor. Unquestionably, Las Vagas knew the miners were in town for the American Mining Congress' International Mlining Show.

INTRODUCTION The headrace tunnel in Amlach is part of a hydro electric power scheme near the city of Lienz in south west Austria. The project is owned and developed by Tiroler Wasserkraftwerke AG, the regional electrical supply utility. The construction work was divided into seven contracts for the entire scheme. The power output will be 60 MW, this being developed from a head of 370 m and water flows of 20 m3/s. The water will be tapped from the river Drau and lead through a 22 km long headrace on the south side of the Puster valley through the Lienzer Dolomiten mountain range. Contract No. 4, which is a joint venture between Mayreder, Züblin, Strabag, Rella and Innerebner, involves the construction of 13.5 km of the headrace. It was decided to bore this from one single adit, which probably makes it the longest pressure tunnel driven from one side by a TBM. (See Fig. 1.) For the tunnelling an Atlas Copco Jarva MK 12 TBM was chosen. The excavation diameter is 3.90 m, with the final lined diameter being in the range of 3.20 to 3.40 m. The back-up is a 145 m long single track rail system supplied by Mühlhäuser (Germany). Side-tipping cars with a capacity each of 8.2 m were used for removing the muck. One California switch was attached to the back-up after 3,000 m, and a second fixed switch was installed after 8,000 m of boring. 3 m long

Utah produces a wide variety of industrial rock and mineral commodities, valued in 2005 at a record $758 million (21 percent of the total non-fuel mineral production of Utah). Major commodities produced in 2005 include salts (halite, potash, and magnesium salts), Portland cement, sand and gravel, carbonates (lime, limestone, and dolomite), phosphate, crushed stone, clays, lightweight aggregate (expanded shale and perlite), gypsum, silica, sulfur and sulfuric acid, and building stone. Commodities produced in smaller amounts include diatomite, pumice, gemstones, ornamental stone, fluorspar, and mineral and fossil specimens. Utah is in a period of rapid growth in industrial rock and mineral production; however, some commodities have grown faster than others. The robust western economy has stimulated production of construction-related commodities like sand and gravel, Portland cement raw materials, lime, and building stone, resulting in exploration for raw materials, development of new quarries, and expansion of existing plants

The 3.5 km long Ashbridges Bay Outfall in Toronto, Ontario, Canada was a challenging drive set below Lake Ontario. After a remote machine acceptance due to the global pandemic, an 8 m diameter Single Shield machine launched in March 2021 from an 85 m deep shaft and began its bore in shale with limestone, siltstone and sandstone. During excavation, the TBM and its crew bored a city-wide record of 30 rings in one day, or 47 m of advance. This paper will cover the unique project, from TBM acceptance through to launch, tunneling in difficult conditions, and completion in 2022.

Knowledge of the hydrogeological setting of a mine forms an integral part of a mining operation. Groundwater impacts, initially, on mine feasibility. Then, on commencement of mining, it interacts on the operational components of dewatering, water supply, tailings leachates, mine wall stability, stormwater run-off, water disposal, impact on regional environment and mine closure planning. The recording of hydrogeological information is frequently overlooked during resource and reserve definition as well as during the course of mining when prime opportunity exists for the collection and collation of this data. In recent times, the exclusion of hydrogeological data has been exacerbated by use of high air pressure drill rigs that exclude water inflow. The recording of water data has been further inhibited by the use of computer coded drill logs that do not include the site geologistÆs or drillerÆs comments on drilling problems and observations associated with groundwater intersections. Geologists now infrequently directly supervise drill rigs, but visit the rig only intermittently to evaluate drilling progress. They do not see first hand drill performance characteristics at water make zones. Drill cuttings, as drill chips and cores, are now mostly logged away from the drill site so that wet sample locations, visual water flow evidence and verbal comments from the driller are not recorded. As a result, mine geologists now do not direct adequate attention to the delineation of lithologies and structures that store and transmit water. This paper provides examples of water sighting and recording techniques applicable to a mining operation. Examples are also provided where hydrogeological conditions have been disregarded with serious impact on the progress of mining. The recording of hydrogeological data should be maintained and formatted by the site geologists into a useful database for review as and when required by specialists in hydrogeology, geotechnical and mining engineering and the environment. The information can be coded by the site geologist for inclusion into the mine database. A groundwater dataset, compiled during the progress of field investigations, will save the considerable cost of re-drilling and hole re-entry testing which would otherwise be required to provide base level hydrogeological information required for progress of mining. Apart from working mine use, a hydrogeological dataset is a necessary component for planning mining closure and mine legacy conditions.

SUBSIDENCE caused by mining operations has been a matter of interest for the mining engineer for just 111 years, since the Belgian Committee for study of subsidence in the city of Liege submitted its first report in 1825. This interest is fairly expressed in the enormous amount of literature that has since appeared on this subject. A bibliography, probably far from being complete, which preceded this study as a pre-liminary survey, comprises more than 800 titles. In spite of this fact the problem remains today as acute as it has ever been. The questions of as good a recovery as possible of the national resources, the safety of the operations, and the protection of private and public property are the important angles from which to look at the problem.

ONE of the fundamental principles of efficiency is the use of adequate and permanent records. The rapid increase in the manufacture and use of recording pryometers is a proof of the appreciation of efficiency principles on the part of the manufacturers engaged in the various technical industries. Where recording pyrometers are not employed in an industry in which temperature measurements are necessary, one will generally find that a printed form is used upon which is written, periodically, the temperatures measured by an indicating instrument. It is no serious condemnation of the workman to state that such records are often "doctored," but it is rather a reflection upon the executive who puts such temptation in the way of a workman. One of the well-known "tricks of the trade" is to "force." a furnace so that it will be at the proper temperature during the periodic trips of the foreman or other official. Indicating instruments and recorders may be used together to great advantage. The recorder furnishes .a printed record and a check upon the operator of the furnace, and a record of value in correlating properties of the finished product with the heat treatment. The indicator should be of assistance to the operator in controlling the furnace or oven. Modern practice requires a temperature-recording instrument that is as simple as possible, rugged, reliable, and sufficiently accurate. Of these qualifications reliability is paramount, particularly in cases where the recorder is used for controlling the temperature automatically. By a reliable instrument is meant one that will run continuously with little attention and with a consistent degree of accuracy. That is, if it is in error by 5 per cent. one day, it must be in error by a like amount on any other clay, and not by 2 per cent. or 10 per cent. The earlier forms of recorders were complex and delicate, or mechanically unsatisfactory and inaccurate, and required considerable attention to keep them in operation. Within the past few years, however, the development in the manufacture of temperature recording devices has been highly satisfactory and many excellent instruments are now available. .

R. W. NEWCOMB,* New York, N. Y. (written discussiont).-On page 1638 mention is made of a new -instrument with an exceptionally high resistance that has been developed by Charles Engelhard. All friction and wear of moving parts of the moving system has been elimi-nated by replacing the hardened steel pivots and jeweled bearings, commonly used on other instruments, by a double metallic filament, one at the top and One at the bottom, under slight tension. Any pos-sible distortion of the moving coil, because of tension, has been eliminated by introducing a solid spindle as the axis of the coil between the points on the coil where the metallic filament is attached. The filaments serve not only as a support for the moving coil; but also to lead in the current from the binding posts to the moving coil, and as a source of counter-torque; instruments so constructed, do not require leveling, and are mechanically very robust. The clock of the recorder serves only to drive the chart at its specified rate and -to operate a small contact-making device; i.e., there is no other mechanical load on the clockworks. The contact-making de-vice is so constructed that there is a quick-make, a quick-break, and a wiping effect while the contact is being made. Contact surfaces on this switch are of platinum platinum-iridium. The operation of this contact, which occurs once each minute, sends a current, from a 6-volt supply; through a solenoid magnet, which operates the depressor bar mechanism in the case of the single-record instrument; in the case of the multiple-record instrument, it operates the automatic switch and color-changing features, as well as the depressor bar.

RECENT years have seen important practical advances in the construction of recording instruments for use with thermocouples. The difficulties of the problem will be appreciated when it is remembered that a 10° F. change in temperature of a base-metal couple at 1500° means a change in the electromotive force of about 0.00035 volt. In a circuit having a resistance of 350 ohms, this means a change in the current of 0.00000,1 amp.; and despite this requirement of great sensitivity the instruments must be sufficiently robust to withstand the rough usage which is so often their lot. Two methods are in common use for the measurement of the electromotive force produced by a thermocouple: 1. The milliammeter method, in which the current produced by the thermocouple in a circuit of known resistance is measured and from. this the electromotive force is deduced by Ohm's law. 2. The potentiometer method in which a known potential difference is opposed to the thermocouple electromotive force. The use of thermocouple and milliammeter for measuring temperature introduces some possible sources of error, for the reading depends on a number of factors, including the following: (1) Electromotive force set up at the hot junction, (2) electromotive force set up at the cold junction, (3) resistance of the circuit including thermocouple, lead wires, and meter, (4) field strength of magnets, (5) strength of controlling springs in meter, (6) friction at pivots, of pointer on paper, etc. It is obviously necessary to so design and maintain the installation that the reading is independent of all the factors except the first. The electromotive force set up at the cold junction can easily be taken care of provided it is constant. This has been approximately accomplished by burying the cold junction in the ground or actually secured by locating it in a container, the temperature of which is kept constant by means of a thermostat.

(written discussion *).-In this paper, the author has enumerated the various sources of error that may, under certain conditions, develop in instruments of the direct-deflection type, but through a failure to mention possible sources of error in instru-ments of the potentiometer type, he leaves the reader with a wrong im-pression. If he would carry his criticisms further and give a list of the possible sources of error on potentiometer instruments, the paper would be more complete.

FOR the past four years the management of the Black Hawk Consolidated Mines plant at Mogollon has conscientiously kept accurate records pertaining to cost of operation and the performance of certain equipment. These records have been valuable in coordinating the work in the mine, mill and power plant. Also, as to quantity and kind of equipment and supplies most suitable from the standpoint of economy and dependable operation, they have served as a guide. Through comparison with records at other mines, where the same things are being done in a different way, they have pointed out mistakes to be avoided. No outstanding accomplishments, either in costs or performances, are revealed; in fact, some of the results are perhaps quite inferior to those obtained at similar plants, but it is with the thought that more records should be published for the benefit of the mining profession that the author presents these data. To other operators and to mining engineers who are called upon to make estimates for prospective operations, the information herein should be helpful. GENERAL CONDITIONS Mogollon is in the southern part of Catron County, southwestern New Mexico. It lies near the western border of the Mogollon Range, 14 miles east of the Arizona line. Silver City, 80 miles to the southeast, is the nearest railroad point. The connecting road, over which supplies are hauled into camp by trucks, is an improved highway for about 50 miles; the remainder consists of graveled roads and unimproved steep mountain grades. One general supply truck and one tank truck make daily round trips. Hauling of supplies to the mine has cost at the rate of $0.08 per ton-mile; or, on the basis of ore production, $0.30 per ton mined. Lumber, hauled in from local mills, has cost an average of $30.00 per 1000 board feet, $8.50 of which has been for hauling. The annual consumption averages 108,000 board feet. Lime, hauled from a plant in Arizona, is about the only other item not brought out from Silver City. Fuel oil for the generation of power is the item of greatest hauling expense, the f.o.b. Mogollon cost of approximately $0.06 per gal. being nearly twice the f.o.b. refinery price. Water for power plant, mill and camp use flows to camp storage tanks through a 4-in. pipe line from a spring and intake 3 miles up Silver Creek Canyon. A few times, particularly in the month of June, mill operations have been suspended for two or three days because of water shortage. In 1995 I was asked to participate in a litigation matter between a corporation and its insurance carriers concerning insurance coverage for remedial costs at a large, environmentally contaminated closed-down former industrial facility. One of the buildings on this site became known to the lawyers representing the company as “the infamous Building 8”. This building housed millions of documents retrieved from various locations at the facility while it was being shut down. It became apparent that the facility management had no document destruction policy, and thus Building 8 contained internal memoranda, notes, copies of correspondence, permits, operating records, inventory records, and the like from fifty years of operation. Needless to say, some of these documents, all of which were subject to discovery by the insurance companies in the litigation, contained material that was less than helpful to the company’s case. Of course, there were also a few helpful documents, but the overall usefulness of these records was outweighed by the negative impact they had on the conduct of the litigation. A second example involves e-mail. Several years ago, acting on an anonymous complaint that we later discovered was made by a disgruntled former employee who had been fired, a small army of federal environmental investigators descended on a client’s operating facility and, armed with a search warrant, literally commandeered the facility’s EH&S department. The investigators impounded the computers of the EH&S personnel and extracted all of the data from the hard drives of those PCs, as well as all EH&S related files from the hard drives of several servers used by the facility. These computers contained many years’ worth of stored e-mails, draft letters and memoranda, and other documents that provided grist for a four and one-half year criminal grand jury investigation of the facility and its EH&S staff. Both of these companies would have benefited from following a rigorous, enforceable, corporate records policy. Here is a third problem. My client had, during the 1960s, made a brief, and unprofitable foray into the nuclear fuel processing business. It ultimately sold the subsidiary, and was forced to give the purchasing company a broad indemnity against future liability. As might be expected, years later the facility was found to have considerable soil and ground water contamination both by chlorinated solvents and low-level radioactive material. Several years into the remediation program, my client discovered a tractor-trailer load of files, apparently removed from the subject facility, sitting in a parked trailer in a company-owned lot 300 miles away from the facility, where they had been for nearly thirty years. These documents were not helpful to the client, but had to be reviewed, at considerable cost, by paralegals. Moreover, several of the boxes turned out to have been mildly radioactive, setting off a chain of health and safety issues that consumed tens of thousands of dollars of legal expenses before they were resolved. Today, formal, enforceable corporate records management programs have become an extremely important element of overall corporate management. What was for most of the last century little more than a low level warehousing function is now a critical, actively managed, operating function that affects every level of corporate management. The rapid assimilation into corporate culture of electronic document management and the prevalence of e-email as the primary means of internal communication have created records management complexities the likes of which were not even conceived of fifteen years ago. Record preservation and destruction are no longer matters that can be handled on an ad-hoc decision making basis. Because of regulatory requirements affecting various classes of documents and the litigation consequences of ad hoc retention and destruction of corporate business records, and the need to have the ability to quickly retrieve documents in either a litigation or business negotiation context, a set of records management norms have evolved over time that have become the core elements of virtually every corporate records program. Golder Moffitt and Associates (GMA)", were commissioned to reassess a large metallic low grade orebody. One of the aims of the study was to estimate recoverable reserves. Recoverable reserves are here defined as ore reserves for a specific mining block size. The mining block is that block on which the decision that the material is ore or waste is made. Recoverable reserves take into consideration mining methods. New methods for solving this type of problem were recently developed in Geostatistics and so for this reason GMA called for the technical assistance of the Centre de Geostatistique (C.G). The complete estimation was done using the geostatistical techniques and programs of the C.G together with some of the programs of GMA. As the mine was in production at the time the study commenced it was-possible to make frequent checks on the estimated values using blast-hole data. The ore reserves were also estimated using the more conventional interpolation method of inverse square of distance weighting.

Accurate prediction of recoverable reserves are key to the development and planning of a mining operation. Recovery functions for tonnage, quantity of metal, and ore grade are defined and two approaches for their estimation are proposed. The indicator kriging (IK) approach draws on the data rank orders, whereas the multigaussian (MG) approach relies on a grade multivariate distribution hypothesis. Although based on different premises, both approaches yield remarkably similar, and reasonably accurate, estimates for recoverable reserves.
