Classical electroslag remelting of consumable electrodes is a drop-by-drop melt feeding through a slag layer into a renewing molten metal bath, slowly solidifying into a homogeneous, dense, defectfree ingot in a copper water-cooled mould. The new look at the additive nature of the electroslag remelting (ESR) process in a protective atmosphere allowed us to formulate the principles of a comprehensive thermodynamic-based model that can predict dynamic changes in slag and metal composition at certain ingot remelting. The model considers drastically different slag-to-metal mass ratios at the beginning and end of remelting and predicts gas, slag and metal composition in a chain of thermodynamic subsystems. Despite consisting of calcium fluoride and stable oxides, the ESR slag can oxidise main and active elements from steel and alloys (primarily aluminium, titanium and silicon) due to chemical reactions between slag and metal. ESR is not an electrochemical process in its nature. However, slags are ionic melts and deviation in their composition causes a change in their properties, affecting both operation mode and ingot quality. Another important understanding derived from the modern metallurgy technological route is that the ability to refine metal from impurities is not a priority for the ESR because consumable electrode has already passed all stages of refining and deep degassing at ladle treatment that changes ESR slags engineering principles. The critical importance became slag’s ability to generate process heat and keep the melting composition in the metal bath unchanged (except for non-metallic inclusions assimilation). Slag engineering for ESR required a compromise between chemical inertness to a metal composition and desired physical properties deriving from technological reasons. The Directed Chemical Bonds Concept (DCBC) in a multicomponent oxide system was used to build predictive models of electric conductivity and the melting temperature of fluoride-oxide slag based on their chemical composition. Both models help to design a customised composition of effective slags for steel and alloy groups or individual grades, and they are significant steps in the development of a comprehensive model of electroslag remelting.

A. 4 Illustrative Simulations The capabilities of the program are demonstrated by simulating various evacuation cases in different situations for a particular mine. The mine selected for the illustrative simulations is the mine I C' , as described in Section 2, chosen particularly because of availability of mine characteristic data and mine evacuation results for test drills. These evacuation results can be used to verify validity of the predictions made by the program A.4 1 Mine Characteristics A schematic diagram of the mine is shown in Figure 19. The figure shows all the major shafts, drifts, raises and stopes of the mine in the form of a network. There are four hoists, Hoist No. 1 and Hoist No. 2 are assumed to be single drum hoists and Hoists Nos. 3 and 4 form part of a double drum hoist, with Hoist No. 4 being the main hoist (master hoist) The positions of the 133 miners, typically working in a day shift of the mine, are also shown in the figure. The miners are identified by a miner number, and their total number on each level is chosen from the data on the fire drill simulated as Case No. 1 in the illustrative simulations.

DESTRUCTION of the plants, machines, utilities, tools, materials, and other essentials for peacetime living penalizes not only the owners of the materials destroyed, but the world as a whole. Specifically, the fundamental fallacy of any proposal for the in- discriminate destruction of the German industrial system is that it fails to differentiate between the wartime and the peacetime economy of the Reich. We are for one simple, clear objective-an effective industrial means to keep Germany from starting another war. This objective should not be con- fused, especially before the war is even won, with the appropriate punishment of Germany or with the international arrangements for the long future to be made around the peace table by the representatives of the Allied Nations after victory is achieved. This paper, therefore, does not deal with broad, complex postwar questions of diplomacy and international policy. "Unconditional surrender" implies disarmament of the German armies, the surrender of all arms, munitions, air- planes, and other ordnance material in stock piles or in process. It also should include the elimination of all German war production facilities, such as ordnance plants, munitions plants, and submarine works, and the control of raw materials required by war industries.

A primary objective of the Surface Mining Control and Reclamation Act is to establish uniform national regulatory standards to protect the environment during mining and for reclaiming land after it is disturbed by current and future surface coal mining. In recognition of the wide range of climatic and geologic conditions in coal-producing areas, Congress provided that individual states may establish their own programs for regulating surface and underground coal mining and reclamation on private land. The standards for state programs must be at least as effective as the federal standards. Initial and Permanent Regulatory Programs Congress recognized the importance of establishing regulations to implement the Act as quickly as possible, while recognizing that the preparation of such complex regulations would be a lengthy process. Consequently, a two-phase schedule was established. An abbreviated initial program was put in place immediately, followed by a more extensive and detailed permanent regulatory program. The initial program regulations were published in December 1977, and mine permits issued by states after February 1978 were required to conform with those regulations. Regulatory provisions contained in the initial program included 12 basic performance standards, continuation of existing state permitting, bonding, and enforcement processes (although if those features did not already exist, they did not have to be added), a federal inspection frequency of once every six months, joint state and federal inspection and enforcement in states that had existing programs, and the prohibition of mining in the specific areas listed in the Act. Permanent program regulations were published in March 1979, following extensive review and comment from the public, including the coal industry and organized environmental groups. The regula¬tory provisions in the permanent program expanded those in the interim program by including the implementation of all performance standards contained in SMCRA, a new permitting process, a requirement for performance bonds, an increased inspection frequency (one per month), a new enforcement process, and a process for designating lands unsuitable for surface mining. The regulations for the permanent program have been revised several times since 1979; more revisions can be made as new mining and reclamation tech¬niques are developed. Such changes were anticipated by Congress; in fact, a provision in SMCRA for experimental practices encourages advances in mining and reclamation techniques.

The large amount of computer code required for this simulation model dictates that reasonable limitations be placed on some of the input variables. The program permits the following maximum sizes: 1. Ten mine car stations 2. Twenty track intersections 3. Three hundred mine cars 4. Eight motors 5. One hundred profiles 6. Twelve intersections between stations 7. The Program of Mine Safety and Health Research described in this document reflects the continuing commitment of the Spokane and Pittsburgh Research Laboratories to focus on the most important areas where research can make a difference in reducing risk and improving safety and health for miners. It is the first program of work conducted since Congress mandated closure of the former U. S. Bureau of Mines (USBM) in the Department of the Interior and supported integration of the health and safety research function of the former USBM into the National Institute for Occupational Safety and Health (NIOSH). Organizational changes made FY97 a challenging year of transition. Ongoing research was reviewed and revised to reflect the new, more limited, health and safety mandate of the research laboratories. The mining industry, mine worker representatives, and interested government agencies provided broad input to assure that the research performed would focus on the most critical safety and health problems confronting mining today and which are expected to be faced in the future. The two laboratories worked to evolve coordinated programs of safety and health research, each with a special focus. The work of the Spokane Research Laboratory is directed toward issues of special importance to the Western mining industry, particularly those safety hazards found in metal/nonmetal mining and surface mining. The work of the Pittsburgh Research Laboratory will continue to focus on Eastern mining, particularly underground coal mining. Traditional areas of expertise for understanding and preventing fires and explosions and for controlling the hazards of dust and noise will continue to reside in Pittsburgh. Each laboratory is developing new capabilities in the analysis of relevant safety and health information to assure that program priority-setting decisions are informed by the best available data. Recognizing the continuing importance of communicating the results of research to all who are capable of improving safety and health conditions in mining, each laboratory has developed an activity for information dissemination and coordination with stakeholders. In the midst of organizational self-examination and change, the research staff in Pittsburgh and Spokane have never wavered from their continuing commitment to conduct the highest quality scientific research-solution-oriented scientific work meant to reduce the risk of injury, disease, and death from occupational hazards in mining. The pages that follow give insight into some of the program activities and accomplishments from FY97. I hope you share my pride in the many accomplishments of the NIOSH mine safety and health research program during this year. This report comes at a time of increasing stability for the mine health and safety research program. The organizational changes in Spokane and Pittsburgh have been concluded, and NIOSH has succeeded in recruiting a new, permanent associate director for mining to lead this critically important national program. Congress has contributed to an optimistic future by providing expanded funding for NIOSH mining-related research for the next fiscal year. On a personal note, I greatly appreciate the opportunity I have had to serve as the NIOSH Acting Associate Director for Mining during this transitional year. The commitment and intelligence with which the mining research staff pursued their mission was matched by their patience and understanding in moving into a new organizational environment. All of us committed to improved safety and health for this Nation's miners owe them our respect and appreciation.

East Side Access (ESA) will extend Long Island Rail Road into midtown Manhattan via 11 km of tunnels, a new terminal station and associated rail support facilities. The hard-rock tunneling in Manhattan will traverse under Park Avenue and some of the most historically and commercially significant real estate in the world. The soft-ground tunneling in Queens will traverse beneath Amtrak’s Sunnyside Yard and the Harold Inter locking, the busiest rail interlocking in North America. This paper details ESA’s program-wide geo-instrumentation monitoring system for obtaining, processing and presenting all geotechnical monitoring data. Data streams will be real-time, such as from automated total stations, and manually read, such as from optical survey instruments and handheld data loggers. All data will be input into a web-based Geo-Instrumentation Data Management System, which will be accessible to project stake holders via ESA’s intranet or via the Internet using remote access controls.

El objetivo del presente texto es establecer un programa de compensación para el personal de la compañía a través de una adecuada administración sistemática y equitativa de sueldos, que facilite el control de gastos para la gerencia y a su vez, desarrolle la confianza en el personal empleado. Por tal motivo, se determinaron cuatro objetivos en la política de suedos: Se busca pagar un sueldo normal por trabajo similar bajo condiciones semejantes, mantener la estructura de sueldos dentro de la tendencia de la localidad, reconocer el mérito individual y controlar los sueldos dentro de los límites determinados. Asimismo, el programa comprende un plan de sueldos que incluye: plan de análisis de puestos, evaluación, pago, administración y de comunicaciones. Una vez puesto en funcionamiento y con los beneficios realizados, se confirma que no hay un reclamo colectivo de suedos. Por consiguiente, el plan es sometido a análisis críticos de la gerencia, con el objetivo de ganar su aceptación y obtener uniformidad en los criterios.

El Programa Formación Dual dada su metodología e integralidad atiende más de una necesidad identificada en el área de influencia social directa de la unidad minera Cerro Lindo de Nexa Resources. Ante una escasez en mano de obra capacitada local, se propone una alternativa para que jóvenes puedan acceder a estudios superiores y de esta manera tener conocimiento de la carrera de Operador Múltiple, la cual ha sido diseñada con un innovador enfoque que combina la teoría y la práctica. Esto resulta fundamental para los estudiantes puesto que a la vez que reciben capacitación, adquieren experiencia en la unidad minera. De esta manera, no solo se asegura mano de obra capacitada para cubrir las necesidades propias de la operación, sino también se propicia un impacto en la calidad de vida de los jóvenes adultos.

El texto describe cuál es el planeamiento de la higiene industrial en la planta de peletización de Marcona Mining Co. Para esta labor, se debe evaluar el tipo de trabajo de la máquina, funcionamiento técnico y los materiales usados. En base a estos datos conocidos, se determina los riesgos inherentes en la producción, como de los riesgos profesionales inmediatos. La función primordial del programa de higiene industrial estriba en la formación somática, mental y emocional del trabajador para asegurar el lugar de ubicación donde este puede desarrollarse mejor, evitando arriesgar la integridad física del trabajador como de sus compañeros. Finalmente, se indica las reglas higiénicas generales como el ambiente higiénico de las horas libres del trabajador y su familia.

El presente texto revisa algunos aspectos del programa de salud ocupacional en las compañías mineras aplicados en el ambiente de trabajo, la explotación de minas y el desarrollo de su control. Primeramente, se describe los riesgos encontrados en las condiciones de trabajo como la composición química del ambiente, la inhalación de polvo y gases en el aire del subsuelo. Como segundo punto, refiere las condiciones de seguridad de la mina, donde se sugiere que el personal de seguridad sea el más idóneo para la dirección del programa de seguridad. Para ello, es importante su capacitación en técnicas de evaluación y control, así como la participación de los médicos de la compañía. Por último, se mencionan algunas medidas de control en las minas, tales como el uso de equipos detectores de gases que determinen los contaminantes sólidos y gaseosos, la compra de un equipo detector de Cu, lámpara de seguridad y la instalación de un equipo de laboratorio químico adecuado,etc.

El presente informe técnico, busca mostrar el impacto positivo que genera el trabajo articulado con todo el ecosistema que un programa social involucra. Enmarcamos este documento en la presentación del programa Moquegua Emerge, cuyo éxito se viene dando de la mano con éxito de las instituciones involucradas, tanto públicas, privadas y organizaciones sociales. Mostraremos con ejemplos, el diseño y puesta en marcha de la metodología propuesta y el camino que se está siguiendo para asegurar la sostenibilidad del impacto a largo plazo. Las conclusiones del mismo nos llevan a repensar la forma en la que se viene diseñando y ejecutando diversos programas sociales, de forma un tanto aislada o sin llegar a generar la sostenibilidad que tanto se espera.
