Production of crude oil in the U. S. S. R. during 1939 is estimated at, 226,111,000 bbl., as compared with 219,778,000 bbl. in 1938, an irlcreasc of 2.88 per cent but some 6.00 per cent under the planned output. During the past year a major readjustment took place in Russian oil fields, with the Grozny district falling into the third place, its former place having been taken by the fields of the Maikop-Kuban area of northwestern Caucasus. Production continued to grow in the Ural-Volg:t district and further large increases in this province in the coming years are certain. The drilling operations continued to be most unsatisfactory, falling far behind the plan, possibly as much as 25 per cent undvr the set objectives, and thereby interfering with the production plans, mora particularly since the Soviet oil industry is still based primarily upon the production from the naturally flowing wells without any proration whatsoever rather than upon stabilized production from either prorated oil wells or those operated with various mechanical lifts. The year 1939 started with the fulfillment of the drilling programs to the extent of about 90 per cent, but the situation rapidly deteriorated arid by the second half drilling programs were being fulfilled only to the extent of 60 per cent or less. Such breakdown in drilling operations was possibly due to poor equipment, which has not been able to stand increasing demands upon it, and this is substantiated by the rccent orders plaeed in the United States by the Soviet Government for some 60 drilling rigs of the latest design. Production Baku District.—-The fields of the Apshcbron Peninsula (Baku district) made a notable progrress during the past year and were able slightly to increase their production, to 166,000,000 bbt. as compared with 164,692,-000 bbl. during 1938. The c.rnphasis of production in the Baku district remained on the flowing wells, about 20 per cent of the total number of wells flowing about 70 per cent of production. The Soviet industries, which were already engaged in a tremendous armament program, further accelerated the flow of munitions, and equipment and supplies for all purposes not directly military were either entirely eliminated or reduced to an absolute minimum. With the occupation by German armies of the Dniepr and Kharkov industrial regions, this trend was necessarily further accentuated. The oil industry of Russia, in consequence, was left to rely more and more upon itself, its own very limited manufacturing facilities, extensive repair shops and probably much used equipment out of order stacked in the warehouses. All evidence available to date points to the fact that the new situation not only did not affect the production either quantitatively or qualitatively, but, on the contrary, caused a larger flow of much needed fuels to the country's war machine, primarily by renaissance of both management and labor. The oil industry of the Soviet Union, left to depend entirely upon itself for equip ment and supplies, and even for new workers and technicians to replace those called into the services, did and is still doing a good and effective job. Since it could not hope for new equipment and parts and could not blame any other industry for the delays in delivery, it dragged out old machines from storage and repaired them in its own machine shops. Often such stored and used equipment was but slightly defective, waiting for some small part from factories in Central Russia, plants that now were either in German hands or entirely converted to the manufacture of munitions. More particularly, instead of the pipe that could not be taken to the Caucasus from Central Russia, casing reclaimed from abandoned or submarginal wells was used, or pipe from the abandoned or but slightly used pipe lines; and this practice is being continued even now on a large scale, to create an ample reserve for the duration of the conflict. Indirectly such a development was even an improvement on pre-war days, when many wells about to be completed had to wait for weeks, even months, for the arrival of new pipe, all blame then being placed outside of the industry on the factories in Central Russia. For the purpose of reclaiming equipment and pipe still usable, special crews were organized. The war also caused much quicker adaptation of certain American practices and introduction of many emergency measures, such as: removal of derricks upon completion of wells and the use of drilling equipment mounted on skids for rapid transfer from location to location—both of these practices, while standard in the U.S.A., being new in Russia; installation of simplified surface pumping units; substitution of wooden bearings in the surface pump equipment; completion of wells in the Ural-Volga district, where formations are hard and tight throughout the sedimentary column, without either casing or

During 1938, the exploratory drilling by the D'Arcy Exploration Co. Ltd., subsidiary of the Anglo-Iranian Oil Co. Ltd., was continued. Test wells were also commenced in the Midlands, East Yorkshire and Scotland, where one well, which proved natural gas, was completed during the year. Southern England.—The test well at Kingsclere, in Hampshire, which at the end of 1937 had reached a depth of 5032 ft. in the Lower Lias, entered the Trias at 5060 ft. and was abandoned in that formation at a depth of 5125 ft. A shallow test well was also drilled near Pevensey, in Sussex, to test the lower horizons of the Wealden series and the Purbeck and Portland beds. Traces of oil were encountered in the Wealden series but no production was obtained and the well was abandoned at a depth of 842 ft. in the Kimeridge clay, which underlies the Portland beds. A geological borehole was begun north of Lulworth in Dorset, where the outcropping Wealden series, Lower Cretaceous, is strongly impregnated with oil, to determine whether a more pronounced pre-Albian anticline underlies the very gentle arch of the unconformable Upper Cretaceous. Drilling is not yet completed. Nottinghamshire, Lincolnshire ad Yorkshire.—Geophysical investigations were continued in the eastern part of England where the structural conditions of the Carboniferous rocks are concealed by an unconformable blanket of Permian and younger sediments. Seismic methods failed to confirm the structural picture obtained by the previous gravity traverses, but confirmation of a structure near Ollerton, Nottinghamshire, which was suspected on evidence from colliery workings, was obtained. A location was made for a test well on this structure. Eskdale No. 1, begun on the Eskdale pericline near Whitby, in Yorkshire, to test the magnesian limestone of Permian age, was abandoned at a depth of 2486 ft. in the Trias after protracted fishing operations. The D'Arcy Exploration Company Ltd. has been granted prospecting licenses in Great Britain to explore four different types of prospect. In the south of England (Dorset, Hampshire and Sussex) the objective lies in Jurassic and Lower Cretaceous beds. In an area of approximately 4470 sq. miles, covering parts of Nottinghamshire, Lincolnshire and Yorkshire, the search is directed to testing Carboniferous rocks. In northeastern Yorkshire a single license covers structures in which the Permian limestone will be explored. In Scotland, southeast of Edinburgh, the company holds another single license where Lower Carboniferous horizons are the objective. Southern England Among the more important "indications" that led D'Arcy Explora-tion Company Ltd. to undertake a testing program in southern England was the discovery of sands in the Wealden (Lower Cretaceous) series of Dorset, impregnated with oil residues. Traces of oil and bitumen were also found in limestones of the Portland and Purbeck beds of the same area. In addition, traces of petroleum had been recorded from Upper and Lower Jurassic beds in borings, more especially those drilled in the course of coal exploration in Kent and Sussex, and an outcropping oil sand was known to occur in Wealden beds near Pevensey in Sussex. Besides these tangible proofs that at least some oil has been generated in this area, _the Jurassic beds, as developed at outcrop in Dorset and elsewhere, include considerable thicknesses of strata that may well be considered as possible source rocks of petroleum. A regional view suggested that these possible source rocks extended, without great thinning, beneath at least the southerly parts of the Weald of Sussex, the South Downs and still farther south beneath the English Channel. It appeared, and still appears, a reasonable conclusion that, where suitable structural conditions occur in this tract of country, an oil accumulation of commercial value may be found. Of the several possible anticlinal structures, those at Portsdown (Hampshire) and between Henfield and Steyning (Sussex) were selected as sites for the first test wells. Crude oil production in Iraq during 1932 was maintained at slightly higher levels than in 1931, but the output continued to be restricted to the requirements of local consumers. The Iraq Petroleum Co., representing British, American and French interests, which has been operating within its concession east of the Tigris River since 1926, began drilling operations on Apr. 5, 1927, and completed its first well at Baba Gurgur on Oct. 14, 1927, to which area the company has since confined its drilling activities. Relatively small quantities of oil have been produced annually, but the products have been utilized in company operations and have not been offered on the Iraq market. The Khanaqin Oil Co., which has its field of operation at Naft Khana in the so-called Transferred Territories, has been supplying the Iraq market with petroleum products from Iraq wells since March 12, 1927. During the 1932 fiscal year, the production was 3918 bbl. of gasoline and 2235 bbl. of kerosene, as compared with 8157 bbl. of gasoline and 6308 bbl. of kerosene during the preceding fiscal year.

The Island of Trinidad has much the same geological history as the continent of South America. There are present in this area Cretaceous, Tertiary and Quaternary rocks, which were deposited in a basin covering eastern Venezuela and Trinidad, very much as rocks of the same age were deposited in the Maracaibo Basin in western Venezuela. Along the north coast there are metamorphosed and semimetamorphosed Cretaceous rocks which are found as semicrystalline limestone, schists and quartzites, etc. Both the Cretaceous and Tertiary rocks are petroliferous and are responsible for the production of oil in Trinidad and eastern Venezuela. The geological column in the oil-bearing region of Trinidad is shown below.

Iraq, formerly called Mesopotamia in Asiatic Turkey, became a kingdom under British Mandate after the world war and is expected to gain its independence in 1932 when it enters the League of Nations. The kingdom is shown on Fig. 1 in its relations to neighboring countries, to the Mediterranean Sea and to the Persian Gulf. It is slightly smaller than the State of Texas with its capitol, Baghdad, inland about as far from the Persian Gulf as Breckinridge, Tex., is from the Houston Shipping Channel. The oil fields lie 180 to 225 miles north of Baghdad, or about as far as from Breckinridge to Oklahoma City, and about as far from the Mediterranean as Fort Worth is from Hobbs, N. M. A narrow-gage railway runs from Basra, the Persian Gulf port, to Baghdad. From there another narrow-gage runs into the Kurdish hills east of the Tigris to Kirkuk. A standard-gage, part of the old Berlin-Baghdad system, follows the west bank of the Tigris northward from Baghdad to Baiji, a village about 100 miles south of Mosul. No railway exists between Iraq and the Mediterranean, though the Anatolian Railways in southern Turkey come to within 50 miles of the Iraq frontier and 120 miles of Mosul. Surveys have been completed for a railway through British Mandates from Haifa to Baghdad as well as for a railway through French Mandated Syria from Tripoli to Abu Kemal near the Iraq border. Wagon roads, excepting those constructed by the oil companies, are few and indifferent in Iraq and no road exists across the desert to the Mediterranean, but contrary to prevalent beliefs the surface is firm and free from sand dunes so that motor cars can go almost anywhere in dry weather, with ease. Frequent motor car and airplane service exists between Baghdad and the Mediterranean ports and motor car service may be had between Kirkuk and Nisibin, Turkey, where on two days each week through Wagons Lits service is available to Paris. Baghdad is about 21 days distant from New York City with present transport facilities. In order to facilitate interpretation of the data in this chapter, we print the following excerpts from circulars to authors, compiled by Mr. Frank A. Herald when he was Vice-chairman for Production of the Petroleum Division, and revised in 1939. Generally in Table 1 the unit for prescntation of data is a field. For our purposes a field is defined as the whole of a surface area wherein productive locations are continuous. Such unit commonly includes and surrounds nonproductive areas. Such unit commonly includes a great variety of geologic conditions—several units of continuous productive reservoirs of distinctly different structure and of distinctly different stratigraphy. Therefore it is hoped that our authors will subdivide "field" so as to enable students to make analyses that may have scientific and /or commercial value. As to each spacc in the tabulation, it is citller (1) not applicable, (2) the proper entry is not determinable, (3) the proper entry is determinable, but not determinable from data available to the author, (4) the proper entry is determinable by the author. In spaces not applicable, the author will please draw horizontal lines; in spaces where the proper entries are not determinable, the author will please insert x; in spaces where the proper entries are detcrminable but not detcrminable from data available to the author, the author will please insert y; in spaces where the proper entries are determinable by the author he will, of course, make such entries. Generally, y implies a hope that in some future year a definite figure will be available. Inability to determine precisely the correct entry for a particular space should not lead the author to insert merely y. Contributions of great value may be made by the author in many cases where entries arc not subject to precise determination. In such rases the author should use his good judgment and make the best entry possible under the circumstances. For many spaces, the correct entries represent the opinion of the author (for example, "Area Proved") and in such cases the entries need not be hedged to such extent as in cases where the quantities are definite yet can be ascertained only approximately by the author. In cases under definite headings but where figures are only approximate, the author may use x. For example, if the total production of a field is known to be between 1,800,000 and 1,850,000, the author may report 1,8xx,xxx; or if the production is between 1,850,000 and 1,900,000, the author may report 1,9xx,xxx. Where a numeral is immediately to the left of x or y, such numeral represents the nearest known number in that position. As to quantity of gas produced from many fields the question will arise as to whether the figures should include merely the gas marketed or should include also estimates of gas used in operations and gas wasted. Rigid censorship prevails in various countries, as the question of the volume of petroleum supplies has become one of great strategic importance. This is even truer than in the last war, owing to greater mechanization of armies. It has always been the policy of officers in charge of the symposium to refrain from publishing information that might possibly injure national or private interests. At the close of the war we hope again to publish full and accurate records of production abroad. The net thickness of the producing formation should be the thickness of the producing zone, less the estimated amount to cover the portions of the zone that do not yield oil, such as dense shales, etc. It is recognized that for some fields the authors can only make rough guesses; in such cases, they should enter their best estimate followed by an x. Average production per acre-foot need not be reported as it can be calculated by those interested from the figures given. In classifying wells as to producing methods, enter all wells that are not "flowing" in the column headed "Artificial Lift." If possible, add footnotes to indicate whether the lift is "pumping," "gas lift" or "air lift."

The symposium on production for the year 1941 contains few papers on the foreign situation. Rigid censorship prevails in various countries, as the question of the volume of petroleum supplies has become one of great strategic importance. This is even truer than in the last war, owing to greater mechanization of armies. It has always been the policy of officers in charge of the symposium to refrain from publishing information that might possibly injure national or private interests. Average production per acre-foot need not be reported as it can be calculated by those interested from the figures given. In classifying wells as to producing methods, enter all wells that are not "flowing" in the column headed "Artificial Lift." If possible, add footnotes to indicate whether the lift is "pumping," "gas lift" or "air lift."
