The commercial production of petroleum in Germany is confined to the North German plain, in the Hereynian foreland, and the intramontane Permian salt basin of Thuringia, south of the Hare Mountains. Petroleum is produced in the former only in connection with salt domes, upthrust through Tertiary and Mezozoic strata of great thickness. In the basin of Thuringia petroleum is found in a Permian dolomite underlying a salt formation. It is exclusively in the peripheric zone of a few of the salt plugs in the North German plains region that commercial oil has so far been developed, notably in the following fields, all in the general region northeast of the city of Hanover: (1) Hänigsen-Obershagen-Nienhagen, south of Celle; producing from horizons in the Upper Triassic, the Middle Jurassic and the Lower Cretaceous; (2) Oberg, south of Peine; producing from horizons in the Middle Jurassic and Lower Cretaceous; (3) Oelheim-Eddesse, north of Peine; producing from horizons in the Upper Triassic, Lower and Middle Jurassic; (4) Wietze, west of Celle, where the main producing horizon is in the Lower Cretaceous. In some of these oil fields production from surface seepages was mentioned as early as 1669 (Oberg). Commercial production of importance dates only from recent time.

The world's production of petroleum in 1926 amounted to nearly 150 million long tons, of which India contributed 0.72 per cent. In 1927, this figure jumped to some 172 million long tons, of which the Indian proportion, on a practically stationary production, fell to 0.64 per cent. In 1928, there was another substantial rise in the world's production, which reached the figure of over 181 million tons. In 1929, there was another jump to over 202 million tons, but in 1930 the world's production fell to about 193% million tons, in 1931 to about 187 million tons, and in 1932 to about 183 million tons, while in 1933 the production rose again to about 202 million tons, in 1934 to about 215 million tons, and in 1935 to 233 million tons1. Decreases were shown by Poland, Sarawak, Egypt, Rumania and France. All other important producers showed an increase in production, by far the largest being due to Iraq, as a result of the opening of the pipe line to the Mediterranean. The United States contributed 60.9 per cent of the world's supply in 1935, Russia 10.7 per cent, Venezuela 9.4 per cent, Rumania 3.9 per cent and Iran 3.1 per cent. In 1928, India contributed 0.64 per cent, which fell to 0.60 per cent in 1929 and rose to 0.62 per cent in 1930, 0.63 per cent in 1931, and 0.64 per cent in 1932, and fell again to 0.62 per cent in 1933, to 0.60 per cent in 1934 and to 0.50 per cent in 1935; her position on the list of petroleum-producing countries fell from eleventh in 1929 to twelfth in 1930 to 1933, her place being taken by Trinidad and to thirteenth in 1934 and 1935, owing to the production by Iraq. The production of petroleum in India (including Burma2) increased slightly from 322,025,280 gal.3 in 1934 to 322,662,336 gal. in 1935, the highest figure in the history of the industry. The increase in 1935 is due to an increase of some 4 million gallons in Assam, almost offset by a decrease of 31/2 million gallons in Burma. This increase in output in 1935 was accompanied by an increase in estimated value amounting to Rs. 22,73,550 (£170,944).

The total production of oil in Mexico in 1942 was 34,715,547 bbl.; that is, 8,179,254 bbl. less than the amount produced in 1941. The daily average for 1942 was 95,111 bbl., while that for 1941 was I17,520 barrels. The reduction of 22,409 bbl. per day in production was due to a decrease in exports because of the scarcity of tankers. This reduction has affected principally the Northern and Southern districts of the Tampico area; in December the Northern district (Panuco) was producing less than zoo0 bbl. per day with 445 wells shut down and the Southern district (GolJen Lane) less than $000 bbl. per day with 140 wells shut down. Drilling.—During the year 14 wells were drilled in Mexico, of which five were productive. Seven dry holes were drilled in Ebano, Tampico Northern district, in search for new producing fractures; plans are being made to explore this area by means of resistivity measurements. Three producing wells were completed in Poza Rica. Drilling in this important field will continue during 1943 to determine its extension to the west. In the Isthmus of Tehuantepec no wells were completed. Two gas wells were completed in northeastern Mexico. Wildcats.-—Two wildcat wells were completed during the year, to test the extension of the Golden Lane to the south; both were unproductive. In the Isthmus a deeper sand was found in the El Plan field* This discovery has made an important increase in the reserves in this field and will allow an increase in the production of the area during 1943. In December, three exploration wells were being drilled, two in the Tampico area and one in the Isthmus. Operating Technology.— Satisfactory progress has been made in Mexico in the application of petroleum engineering to the development and operation of the oil fields. Mud control is now an established practice and has lessened the number of fishing jobs and has allowed more open hole to be carried than formerly was possible. During 1942 the first effective use was made of determinations of bottom-hole pressure, and other modern production practices such as gun-perforating and squeeze-cementing are being introduced. Plans for 1943 The oil production during 1943 is expected to be slightly larger than that of 1942, especially if tankers are available for exporting crude and refined products. The Government proposes to increase exploration and drilling activities to increase the reserves and potential production of the country; about 50 wells will be drilled during the year, including wildcat wells in northeastern Mexico, Tampico and Isthmus areas and exploitation wells in the Ebano-Panuco, Poza Rica, El Plan and Cuichapa fields. Mexico's total oil production in 1943 amounted to 35,149,843 bbl. and in 1944 to 38,196,818 bbl., both being substantially larger than in 1942, when production was only 34,71j1547 bbl. Daily average figures are as follows: 95,111 bbl. in 1942; 96,301, bbl. in 1943; and 104,363 bbl. in 1944. The increase of 8062 bbl. in daily output from 1943 to 1944 was due to more refinery Tuns and an expanded volume in exports of refined products, although the export of crude oil decreased somewhat. The total crude production from the Dutch East Indies, and the British Protectorates of Sarawak and Brunei for 1932 is given in the following table: Production, which had shown a rapid increase from 1921 to 1929, has since been reduced. Exploitation drilling in the majority of the larger fields was suspended and existing production kept within predetermined limits by beaning. Most of the smaller fields were shut down entirely. The depth of producing levels varies widely in the different fields. Shallow fields with drilling depths to 500 meters (1650 ft.) are still numerous as well as those with depths between 500 and 1000 m. (3300 ft.). A few of the newer fields reach greater drilling depths up to 1600 m. (5250 ft.). The deepest exploration well drilled to date (Djambi field, South Sumatra) reached a, depth of 2332 m. (7650 ft.) before abandonment in March, 1930. The specific gravities of the various crude oils produced range between 0.65 (86.2° A.P.I.) and 0.95 (17.5° A.P.I.). The lighter crudes have a high gasoline content and fuel oils are derived from the heavier crudes, which usually are rich in paraffin. Owing to a moratorium in the drilling of crown-land leases in Trinidad during the year of 1931, only 40 wells were spudded in during the first eight months as compared with 110 during the same period in 1930. Nevertheless the production will show an increase of about 400,000 bbl. over that of 1930. An estimate is given in Table 1. Since the oil produced in 1930 was 9,418,907 bbl. and that in 1931 probably will be 9,853,976 bbl., the year 1931 probably will see an increase of about 4.6 per cent. The gross production of crude oil in the colony has increased steadily year by year, with the exception of 1919, when there was a slight decline. A tabulated statement was given last year.' The Petroleum Times of March 21, 1931 (p. 413) gives the total production of 1930 as 9,418,000 bbl. and the average monthly production as 784,833 bbl. The same two items for 1931 are estimated at 9,853,976 and 821,165 bbl., respectively.

One of the outstanding features of the year was a further marked decline in the footage drilled. This is estimated at 169,000 ft., as against 218,000 ft. for the previous year, and 372,500 ft. in 1930. Owing to repair work and improved production methods, there was an increase of about 4.25 per cent in the amount of oil won, the production being estimated at 10,160,000 bbl., or an increase of 400,000 bbl. over 1931 and nearly 750,000 bbl. more than in 1930. (See Table 1.) At the end of November there were 28 rigs in operation. During the first 11 months of the year 54 new wells were started; the average depth of those completed was 2476 feet. Owing to the continued restriction of drilling programs there has been little of outstanding interest in the way of new plant or technique. The use of the acid bottle, for testing the verticality of wells while drilling, has increased considerably, and this is now in use in practically every well except the very shallowest. During the last six months of the year fairly extensive use has been made of electrical coring. The number of wells started in the Colony up to the end of November, 1932, was 1894. The average number of producing wells during the year was 789, or 41.7 per cent of the total. Of these, 214 were flowing wells, 473 pumping, 80 bailing or swabbing, and 22 were produced by air or gas-lift. Although the last category represents less than 3 per cent of the total, there has been a marked increase in the use of air or gas-lift as compared with 1931. During the year there were 16 companies engaged in producing oil, as compared with 14 in the two previous years. In addition to one small refinery which started to operate at the beginning of the year, the five existing refineries worked continuously. At the latter very little has taken place in the way of extensions, except at one in the Parry Lands—Pitch Lake—Point Fortin area, where extensive alterations and additions are in progress, including the building of a deep-water pipe-line pier. When this is completed there will be five loading terminals, all situated in the sheltered Gulf of Paria, or west, coast, capable of accommodating ocean-going tank steamers. There

The gross production on the Island of Sahreirl during 1944 was approximately 6,700,000 U. S. bbl. No additional wells were drilled in the field during the year, but a number that were plugged off during the critical days of the war were brought back on production. This work is continuing. The construction of the extension of the refining plant was continued during the year and the new crude still was started in November. In Arabia, the production for the year 1940 was 5,074,838 U. S. bbl. Four wells were completed in Dammam field and all were commercial producers. Production for 1941 was 4,310,110 U. S. bbl. Seven more commercial producing wells were completed in Dammam field, and Well No. I at Abqaiq was complcted at 6180 ft. and was also a commercial producer. In 1942 production was 4,530,492 U. S. bbl. Abqaiq No. 2 was drilled to 5785 ft. but was left standing because of mechanical difficulty. The 1943 production was 4,868,- 184 with one well drilled, Abqaiq No. 3 completed at 6488 ft. and a commercial producer. Total production in Arabia for the year 1944 was around 7,800,000 U. S. bbl. and at the close of the year was running at approximately 40,000 bbl. per day. The small refinery, built in 1939, at Ras Tanura was in operation in the fall and a new refinery is being constructed. Only three wells were completed during the year—the El Jauf well in Northern Arabia (completed at 10,974 ft.) which did not bring in commercial production and Wells No. 4 (completed at 6270 ft.) and No. 5 at Abqaiq (completed at 6751 ft.), which were brought in as substantial commercial producers. Production for the year was entirely from the Dammam field. In this field, some of the wells that had been plugged off early in the war were brought back in production and this work is continuing. At the close of the year, one well was drilling in the Abqaiq field and an additional well was drilling at Qatif, the latter being a wildcat. Neither of the wells in question had reached producing horizons on the first of January.

The Hurghada field is still the major producing field in Egypt. There was almost no activity in the Abu Durba field during 1936 and no new evidence is available. No wildcat operations are recorded from France during the past year, and no new discoveries have been made. In northern Africa, in Morocco, some prospecting continued in the Gharb and Tselfat regions. Only very small production or shows were found. At the close of the year one cable-tool well (depth 400 meters) was drilling in the Tselfat district, and one rotary well in the Gharb. In Tunisia one well was drilling at Sloughia. Refinery building has been active under the new petroleum law, no less than six plants now being under construction. At Pechelbronn, it is estimated 130 wells were drilled, of which 73 wells, or 56 per cent, were productive. Total drilling was 45,000 m. One new Jurassic horizon was discovered. In the mining area approximately 17,500 m. of new gallery were driven. Production at Pechelbronn for the first nine months was as follows: From wells, 233,013 bbl.; from mines, 164,815 bb1.—a total estimated production for the year of 532,000 bbl. Production at Gabian was 3780 bbl. for the year. In Algeria production from Tliouanet was small, being estimated at 6510 bbl. This production is from Helvetian sands (Miocene) around a salt plug. Italy Production for the year was 211,500 bbl., an increase of 62 per cent over that of last year. Drilling to the extent of 97,000 ft. was done mainly by the A. G. I. P., the government company in the Province of Emilia. More locations are being tested in this area, where geophysical results have shown indications of buried uplifts. Oil has been encountered on two of these structures, at Fontevivo and Podenzano, but the wells have given trouble with salt water. The chief producer is the Societa Petrolifera Italiana at Salsomaggiore and Valezza. The production is from sand lenses at relatively shallow depths. New concessions of 2000 hectares were granted at several points in the Po Valley, and geophysical work is being carried on. The A. G. I. P. is working on a five-year program of exploration to test new areas.

The oil industry in the Soviet Union closed the 1929-1930 operating year fulfilling its assigned program. During this period of time, however, no basic improvements were noted within the industry. A careful study of the conditions indicates that disorganization in most branches increased continually; that supply and transportation problems are approaching a state of breakdown; that labor problems become increasingly difficult and that the estimates for 1931-1933 period are too large. The production of all Russian fields increased by 27,200,000 bbl., as compared with the 1928-1929 operating year, while the next year's program anticipates a further increase of 46,000,000 bbl., and the 1933 plans call for an amazing total of 330,000,000 bbl., or over 150 per cent, more than the production of the operating year that has just closed. Table 1 shows petroleum production in Russia by individual areas and fields from 1916, and furnishes estimates for the three coming years, which constitute the balance of the Five-year plan. A brief analysis of Table 1 will show that the Soviet Planning Commission anticipates that the fully developed fields of the Apsheron-Baku will double their production by 1933, .as compared with 1929-1930, and that the old Grozny fields, which are already showing a tendency to decline, will increase their output from 44,110,000 bbl. in 1929-1930 to 68,000,000 bbl. in 1933. Furthermore, in 1933 new fields are slated to produce not less than 100,000,000 bbl., a figure which even under most favorable conditions in Russia would be hard to achieve. Of course, Russia could develop such production, because the country is not lacking in the prospective reserves, but the transportation in the country today (as in the past.) is in such poor shape that neither the supply of a gigantic oil industry nor the movement of its products is within the realm of possibility. Table 1 shows the future estimated crude oil production as required by the Five-year plan, and also as reasonably estimated by the author, taking into account natural declines in old fields, slow development of new areas and the deficiency of the transport. While in the 1929-1930 operating year only two major fields underproduced (Surakany and Maikop) and the plan was fulfilled to the extent of 97.4 per cent., the production of the last three months of 1930 ("Shock Quarter") indicated

Russia produced over one-half of the world's petroleum in 1901. It dropped to a low figure in 1920 during the reorganization of the new government. Since then it has had a remarkable growth under the constant demands from the Central Bureau at Moscow. The five-year plan called for the development of all industries, many of which had permitted their equipment to gat out of repair or become obsolete, so that when the magic wand of authority demanded that they double, triple or quadruple their former production they looked to the oil industry for aid. This plan made necessary the building of new factories, dams and power stations; the developing of mines and agriculture, and in many places the building of cities and railroads. Exports were the solution and petroleum was the logical one to carry the load of development of the more backward industries. It had a ready market and fields located advantageously for transportation, which was cheap, and there was sufficient oil to meet the market demands at that time, as domestic consumption was not great. PRODUTION IN RUSSIA tant product of exchange. This accounts for the rapid development of the old fields, the search for new ones and the building of refineries and transportation facilities. Fig. 1 shows the advance in production since 1925. There has been a. steady increase since 1920, and with the improved drilling equipment and improved methods it will increase as long as the now proved fields continue to produce new wells. The fields of Baku and Grozny have yielded 95 per cent of this production. Russia's first "Petaletka'' has ended. Technically it did not succeed but practically it has been a great achievement in the petroleum industry. Out of the chaos of revolution and civil war Russia has developed her oil industry to second place in the world's production. For 1932 production of crude oil is estimated at 150,000,000 bbl. and refined products at 145,000,000 barrels. Russia has been able to give the petroleum industry every advantage that a government can extend to a fast growing industry. She has obtained all of her property by confiscation. Under government ownership, operation and control, her petroleum industry is not handicapped in any way by state rulings or by unnecessary competition in production, refining and marketing. There are no damage suits resulting from offsetting, flooding, repressuring, laying of pipe lines, building of docks or other necessary work. Russian oil fields2 have been easy to develop and operate. They lie advantageously to transportation for foreign markets. The chief disadvantages have been a lack of credit and technical cooperation, but the former is being overcome by the sacrifice of the people. They go without the comforts of life that all salable articles may be exported for the imports of modern machinery. Modern machinery is fast replacing the obsolete and worn-out equipment. Technical cooperation has been difficult because it has been necessary to train thousands of adults to do technical and mechanical work. Great quantities of pipe, tools and electrical equipment were necessary for the rapidly developing fields and refineries. The supplies have been inadequate and the quality poor. This lack of equipment, along with the untrained technical supervision, has been the cause of the proposed quota falling short. Fig. 1 shows the production for 1931 and 1932. During 1932 a large percentage of the oil was produced in the proven fields of the Caucasus.

During 1936 the Russian oil industry made very satisfactory progress and, while not all difficulties of organization have been ironed out, the country is now assured of a supply of petroleum products in sufficient quantities and of quality demanded by modern motor equipment. The year 1937 promises to better by a wide margin the good showing of 1936. The statistics given in this paper for the first time take into consideration the varying gravities of crude oils of the several Russian oil fields instead of using a flat conversion factor of 7 bbl. per metric ton. It was found from the detailed study that the generally used average conversion factor should be increased from 7 to 7.25 bbl. per metric ton, the figure varying, of course, with the gravity of oil in the individual fields. Crude-oil production during 1936 is estimated at 201,500,000 bbl. as compared with 182,970,000 bbl. produced in 1935, an increase of 9.4 per cent. The greatest increase was again recorded in the Baku district, which increased its production by 10.9 per cent, from 141,257,000 bbl. in 1935 to 158,300,000 in 1936. Grozny district maintained its production at a level of about 23,000,000 bbl., but its old fields continued to decline and production was sustained by the development of newer fields. A great advance was made in drilling speeds and the total footage in 1936 reached 6,694,200 ft. as compared with 4,926,600 ft. drilled in 1935, an increase of 26.4 per cent. In older deep fields, producers were being completed at over 8000 ft.—a great depth for Russian drillers but two years ago. Several major discoveries were made in 1936. Northeast Caucasus.—Izberbash, east from Grozny and on the Caspian Sea, was the outstanding discovery, the initial production of the discovery well being around 3000 bbl. per day from about 5000 ft. The importance of the field is due to the large area of the structure, half of which, however, is under the sea, and also to its strategic location on the shores of the Caspian and near a trunk pipe line to the Grozny refining center. An active development program is being pursued in Izberbash and its 1937 production quota is set at 7,500,000 bbl. During 1938 the Russian oil industry, while able to increase its production 4.69 per cent above the preceding year, was not successful in correcting some of its basic difficulties, and the industry's position as it entered 1939 was unsatisfactory. The internal political difficulties of 1937 and 1938 took a toll in the oil industry as they did elsewhere in the U. S. S. R., further complicating the solution of the problems facing it, most important of which still remain: lack of experienced and responsible leadership, able to make quick decisions; undisciplined and migratory labor; and insufficient and often unsatisfactory quality of the various equipment needed by the industry and its ineffective distribution. Recent developments in the U. S. S. R. suggest that during 1939 the management will be granted more latitude and hence somewhat better results may be anticipated from the executive branch, provided, however, the "purges" do not recur. The labor should be better disciplined and should not shift as easily, owing to the introduction, at the close of 1938, of individual labor passports to all workers in the country, the principal purpose of which is to correct those two deficiencies. It is not anticipated, however, that the service of supply will show any appreciable improvement in 1939, partly because of inherent difficulties and partly because the manufacturers of heavy machinery are working primarily and necessarily for munitions. Production of crude oil in the U. S. S. R. during 1939 is estimated at, 226,111,000 bbl., as compared with 219,778,000 bbl. in 1938, an irlcreasc of 2.88 per cent but some 6.00 per cent under the planned output. During the past year a major readjustment took place in Russian oil fields, with the Grozny district falling into the third place, its former place having been taken by the fields of the Maikop-Kuban area of northwestern Caucasus. Production continued to grow in the Ural-Volg:t district and further large increases in this province in the coming years are certain. The drilling operations continued to be most unsatisfactory, falling far behind the plan, possibly as much as 25 per cent undvr the set objectives, and thereby interfering with the production plans, mora particularly since the Soviet oil industry is still based primarily upon the production from the naturally flowing wells without any proration whatsoever rather than upon stabilized production from either prorated oil wells or those operated with various mechanical lifts. The year 1939 started with the fulfillment of the drilling programs to the extent of about 90 per cent, but the situation rapidly deteriorated arid by the second half drilling programs were being fulfilled only to the extent of 60 per cent or less. Such breakdown in drilling operations was possibly due to poor equipment, which has not been able to stand increasing demands upon it, and this is substantiated by the rccent orders plaeed in the United States by the Soviet Government for some 60 drilling rigs of the latest design. Production Baku District.—-The fields of the Apshcbron Peninsula (Baku district) made a notable progrress during the past year and were able slightly to increase their production, to 166,000,000 bbt. as compared with 164,692,-000 bbl. during 1938. The c.rnphasis of production in the Baku district remained on the flowing wells, about 20 per cent of the total number of wells flowing about 70 per cent of production.
