The restrictions placed on drilling by the Federal Government, which caused a severe curtailment in activity at the beginning of the year, were relaxed somewhat so as to permit the drilling of one shallow† gas well per 40 acres. New wells numbering 574† were drilled for a combined depth of nearly 1,500,000 It., and of this number 131 were dry holes with a footage of slightly over 375,000. Inside locations account for the majority of these totals and the increasing demand for natural gas would normally have increased the number considerably, but many of the independent operators chose to ask for fewer exceptions to Order M-68 of the Office of Production Management, and consequently to curtail the number of wells drilled. Initial open flow of natural gas developed from all operations§ is over 230 million cu. ft. Nearly 191 million cu. ft. of this volume resulted from the 410 new gas wells drilled to horizons above the Lower Devonian, and the footage drilled in these wells accounts for approximately 93 per cent of the total. An intensified search for gas, because of the shortage in the area, led to the completion of 482 wells in southwestern Pennsylvania during 1944. This number was 27 more than the number in 1943, but 118 of the wells were nonproductive. Shallow Development Oil The initial production of the 25 producers completed was slightly less than was obtained from four wells above last yearJs total. The largest well, 20 bbl., was found in the Big Injun (Miss.) sand in Morris township, Washington County, at a depth of 2085 ft. It is currently producing about 3 bbl. per day. Outside the main producing area, a well drilled in Nicholson township, Fayette County, obtained 15 bbl. per day from 1864 to 1866 ft. in the Gantz (U. Dev.) sand. The Federal subsidy of 75¢ per barrel, effective , 1, 1944, which increased to $3.40 the current pipe-line price in this area, seems to have been insufficient stimulus to materially increase drilling for oil, although more repressuring operations are contemplated. Gas The volume of initial open flow of gas developed is off slightly over 10 million cu. ft. from 36 more wells than were completed a year ago, and the average rock pressure of this new gas is more than 100 lb. less than that obtained a year ago. Apparently the best find of this year was reported in Patton township, Allegheny County, where an initial volume of over 4 million cu. ft, was encountered in the Speechley (U. Dev.) sand at a depth of from 3293 to 3303 ft. The rock pressure there, 1190 lb. per sq. in., is nearly virgin. However, this area is fairly well delimited by dry holes and docs not seem nearly so promising from the standpoint of reserves as the Armbrust area, which was discovered several Years ago. In the patton township locality another fair well with 1303 M cu. ft. open flow and 400 lb. Per 59. in. rock pressure completed in the Hundred-Foot (U. Dev.) sand at a a depth of 2125 feet. Armstrong County, as usual, leads in number of producing wells completed with lowest percentage of failures but ranks only fou th in volume of production developed. Only two wells here had more than one million cubic feet capacity, but the rock pessure was under 200 Ib. Per sq. inch. In Fayette County, where the largest portion of new gas was found, activity appears to be shifting eastward. In Luzerne township, four producers having a total combined initial open flow in excess of 10 million cu, ft, were found in the Big Injun (Miss.) sand. The best well was found also in the same area in the Speechley sand (U. Dev.) at a depth of 3460 ft. This was a 2500-M CU. ft. well in Georges township. Several wells of more than a million cubic feet capacity were found in Jackson, Washington, Wayne and Whitley townships, Greene County. None of these, however, was in a new pool.

Production of crude oil in Tennessee during 1936 approximated 20,000 bbl., about the same as in 1935. Accurate figures are available only for the Glenmary field in southwestern Scott County and the Boone Camp, Seabolt, and Coon Hollow pools in north central Morgan County. Small amounts of oil were produced in the Poplar Cove region of eastern Fentress County, in Tinsleys Bottom along the line between Clay and Jackson Counties, and in the Lock Branch pool of northern Jackson County. The renewed interest in these three pools, which were abandoned for several years, reflects the effect of rising prices for crude oil in Tennessee. Developments in these fields were begun late in 1936 and therefore have had little cffect on the production for the year. A nurnber of small scattered wells in abandoned fields in Clay County were pumped intermittently during the year, but no production figures are available on this production. The acidizing of a number of wells in Scott and Morgan counties reported last1 year has been responsible for an increase of nearly 4000 bbl. over 1935 in this region. Results have shown, however, that the Glenmary pay (Glenmary and Coon Hollow pools) at about the top of the St. Louis limestone, responds more favorably to acid treatment than does the Boone Camp (Boone Camp and Seabolt pools) horizon in the Fort Payne formation of lower Mississippian age. This difference is probably due to the siliceous and argillaceous content of the Boone Camp pay. The only natural gas marketed off the lease in Tennessee during 1936 was in Morgan County, where approximately 10,000,000 cu. ft. were furnished the towns of Sunbright and Burrville and the immediate vicinity. The gas occurs with the oil in the Boone Camp field and small amounts were put on the line from the near-by Coon Hollow and Seabolt pools. There are 11 gas wells in the area. PRoduction of crude oil in Tennessee during 1938 was slightly more than 41,000 bbl., an increase of about 5000 bbl. over 1937. The production by counties and by fields is shown in Table 1. The increased production has resulted from continued activity in the Upper Cumberland district, especially in Clay County. The "Mississippi lime" production in Scott and Morgan Counties continued to show a further decline with a 1938 production of 12,379 bbl. as against 14,644 bbl. during 1937. Small scattered production from some half dozen wells in Clay, Pickett, and Fentress Counties, on which there are no accurate figures, is estimated at 500 bbl. during the year. The only natural gas marketed off the lease in Tennessee during 1938 was in Morgan County, where a small amount was furnished for the town of Sunbright and immediate vicinity. The gas occurs with the oil in the Boone Camp field and small amounts were put on the line from the near-by Coon Hollow and Seabolt pools. Developments There were 88 wells spudded in during 1938, of which 10 were drilling or only temporarily shut down on Dec. 31, 1938. Eighty wells were completed during the year; 16 produced oil and 3 were gas wells of undetermined quantity. The total footage drilled on 1938 completions was 63,385 ft. Flush production during the year totaled 850 bbl. per day. The more important wildcats are listed in Table 2; the distribution of oil and gas tests drilled during the year, according to physiographic divisions, is given in Table 3. Cumberland Plateau There were no completions in the producing pools in Scott and Morgan Counties. The decline in production in these areas has been steady for the past several years. Production of crude oil in Tennessee during 1942 was approximately 8600 bbl., a decrease of 6500 bbl. from the production of 1941, and the lowest since 1934. As usual, the greater part of the production was from the Mississippian limestone pools in Scott and Morgan Counties. Some half dozen wells in Fentress and Clay Counties pumped intermittently produced about 1000 barrels. Natural gas was marketed from wells in Morgan and Fentress Counties for consumption in the Sunbright and Jamestown areas respectively. Figures are not available for the Morgan County production but 7,378,000 cu. ft. of natural gas was produced in the Jamestown gas field from six wells. The production of oil by counties is shown in Table I. Developments Drilling activities reached the lowest ebb since 1933. Only 10 wells were spudded during the year, one of which was drilling on Dec. 31, 1942. Of the nine completions, two were gas wells in the proven area south of Jamestown in Fentress County and seven were dry holes. The total footage drilled during the year was 14,198 ft.; the average depth of wells was 1578 ft. The completions are listed in Table 2. The distribution of tests according to physiographic divisions is given in Table 3. East Tennessee.—One well was drilled to 4219 ft., the second deepest well in the state, in Campbell County. The test was in the highly disturbed Valley and Ridge Province, an area long considered the most unfavorable in the state for the accumulation of oil and gas. Cumberland Plateau.-—There were no completions in the Cumberland Plateau area, although an old well drilled deeper found oil from 935 to 965 ft. in the Mississippi lime. This test has created a considerable amount of interest in the area and an active leasing campaign was underway early in 1943. Eastern Highland Rim.—Five completions on the Eastern Highland Rim brought in two small gas wells in Fentress County, which will be used to augment the supply for Jamestown. The producing horizons are shaly limestones of Ordovician (Trenton) age. Two wells in this area were drilled to the upper part of the Knox dolomite group. The most significant test during the year was the Stanolind Oil and Gas Company's test in Putnam County. This well, on a well-defined surface structure, was abandoned in the upper Knox dolomite group at 2130 ft. A show of oil was logged in the Knox at 1653 to 1661 ft. Northern Highland Rim.—Three tests widely separated in the Northern Highland Rim were dry.

Production of crude oil in Tennessee during 1944 was slightly more than 9500 bbl., about 1300 bbl. more than 1943. Approximately 8000 bbl. was produced from the "Mississippi lime" in Scott and Morgan Counties. Some half dozen wells in Clay, Pickett, and Fentress Counties, pumped intermittently, produced about 1500 bbl. This production is from rocks of Ordovician age ranging in depth from less than 500 ft. to approximately 1000 ft. Natural gas was marketed from wells in Morgan and Fentress Counties for consumption in the Sunbright and Jamestown areas, respectively. The production of oil by counties is shown in Table I. Developments There were 20 completions during 1944 totaling 19,615 ft., nearly twice as much as in 1943. One well was drilling on Dec. 31, 1944. Of the 20 completions, one was a small oil well soon abandoned. Three gas wells were completed which are used locally. The completions are listed in Table 2. The distribution of tests according to physiographic divisions is given in Table 3. Cumberland Plateau There were five completions in the northern part of Cumberland Plateau. One was a small gas well in the Cooper pool 3 miles west of Oneida, but an attempt to extend the pool to the south resulted in a dry hole. The most active area in the state during 1944 was the northern Cumherland Plateau, especially in Cumberland, Morgan, and Scott Counties. Several blocks, aggregating more than 500,000 acres, were assembled and leasing was continuing in the early part of 1945. Surface work has been, or is being, carried on by at least four companies. While in an area of past oil and gas production from the "Mississippi lime," the principal interest appears to be in the essentially unexplored pre-Mississippian possibilities. The Knox dolomite group of Cambro-Ordovician age is receiving some attention as a possible reservoir. As the year closed one well was drilling on a surface structure near Lantana, 6 miles southwest of Cross-ville. This test will be drilled into the upper part of the Knox. Late in 1944, it was planned to lay a gas line from northern Morgan County to Oneida in Scott County, a distance of approximately 20 miles. The production of the Texas Panhandle1 up to Jan. 1, 1932, was slightly under 179,000,000 bbl., 90 per cent of which came from Hutchin-son and Gray counties. About 21,500,000 bbl. were produced during 1931. This was about 35 per cent less than the 1930 production and the smallest annual production since the first boom started seven years ago. The present daily production is slightly under 55,000 bbl., which is the production permitted under statewide curtailment. The assumed potential for the purpose of curtailment is 108,708 bbl. and the actual capacity of the wells is probably in the neighborhood of 75,000 barrels. The total initial production of the oil wells completed in 1931 was 40,714 bbl. from 117 wells or 347 bbl. per well as compared to a 511-bbl. average from the 304 oil wells drilled during the preceding year. Gray County led with 71 completions and a total initial production of 29,209 barrels. Completions Two hundred wells were completed in the Panhandle in 1931, as against 526 in 1930. Of the year's completions, 117 were oil wells, 77 produced gas, and but six were dry holes. Of the 3197 wells drilled in the Panhandle to date, 2944 have produced oil, gas, or both, making the ratio of dry holes to producers about 1:11.7. Ignoring the 64 dry holes drilled in nonproductive counties the ratio becomes 190:2944 or 1:15.5, which is somewhat more favorable than that obtained at the end of 1930. Of the oil wells completed 374 have been plugged. Although it is but five years since the peak of drilling operations more than one-fifth of the oil wells in Hutchinson County have been plugged. Wildcat drilling in the Rocky Mountain region did not suffer as large a decline in 1942 as was anticipated. The drilling program laid out by the Government at the beginning of the year stressed wild-catting operations and called for reduction of drilling in proved fields. The increased wildcatting campaign did not yield a great many new discoveries, nor important extensions to old fields. Several interesting wildcat wells were drilled in Colorado in 1942 but no new fields were discovered. The Wilson Creek field was extended and about 400 acres added to its reserves. In Montana two new oil fields and two small gas fields were discovered. The developments in the marketing situation had improved, however, making the prospects especially bright for 1943, as will be shown presently in the section on Montana in this report. In New Mexico eight wells were completed, which constituted discoveries ol either oil or gas but none of these was of major proportions. In Wyoming one new oil field and one new gas field were discovered, and one old oil field and one old gas field were extended. Most important was the disco-very of prolific oil producers in deeper sands in three old oil fields, of which one at least, Elk Basin, probably is of major proportions. Government Action On Dec. 26, 1942, President Roosevelt signed the O'Mahoney bill, calling for a flat 12.5 per cent royalty on lands in the public domain. It is expected that the enactment of this bill will encourage wildcatting in the public land states. Opportunity for a full discussion of the problems of reserves and production was afforded at the hearings conducted on the O'Mahoney bill by the minerals subcommittee of the Senate Committee on Public Lands and the statements submitted at these hearings last fall placed the situation, its causes and the logical remedy, clearly on record. It was established at the hearings that for several years the volume of oil discovered per wildcat well drilled has steadily declined; new fields discovered have not been of major proportions; drilling costs have advanced rapidly; a sharp decline in exploratory drilling took place in 1942, while the proportion of dry holes increased; the inescapable conclusion is that to find new reserves the search for oil must be intensified and much more wildcat drilling ' must be done. To ensure an adequate drilling campaign, the Petroleum Industry War Council, the Interstate Compact Commission and other representative oil organizations have voiced by resolution their opinion that an upward revision of crude prices is necessary to provide an incentive to the prospector to undertake the hazards of wildcat drilling, since statistics prove that only ope in five or six wells drilled results in actual production. Former Price Administrator Henderson rejected the recommendations for price increases and declared himself unalterably opposed to a general price advance, On the ground that such advances would contribute to inflation. The Rocky Mountain region is defined with some variations for different purposes or by different organizations. For oil and gas development, Wyoming, Montana, Colorado, northwestern New Mexico, and Utah are included in the order of their apparent importance. Portions of adjoining states, such as North and South Dakota, Nebraska, Arizona, Nevada, and Idaho, arc attributary to this region, but have little or no oil or gas production. Nebraska and New Mexico are considered separately (see pp. 412 and 415), and most of the discussion in this report will be confined to Colorado, Montana, and Wyoming. Utah has produced about 200,000 bbl. of oil from the San Juan and Virgin fields, which are isolated and shut in at present. The Clay Basin field in northeastern Utah produces natural gas and distillate, and the Farnham field in central Utah produces carbon dioxide gas. Other Utah areas of some interest are listed in Table I. The Cedar Creek (Baker-Glendive) field in southeastern Montana extends into North Dakota, but is listed under Montana. The other states are in the main wildcat areas, and exploration in 1944 was at a minimum. However, geological and geophysical parties are reviewing them for further testing. Oil production in Colorado, Montana and Wyoming was 459,000 bbl. more than in 1943. Increases of 713,000 bbl. in Colarado and 731,000 bbl. in Montana offset a loss of 985,000 bbl. in Wyoming. This was the first decline in Wyoming since 1938. Field production figures and state totals are given in Table I. Total drilling activities in these three states and Utah increased from 687 wells making 1,442,511 ft. of hole in 1943 to 916 wells making 2,245,803 it. in 1944. Wildcat drilling increased from 163 wells making 331,193 ft. of hole in 1943 to 171 wells making 389,144 it. in 1944. These figures include all drilling wells making footage, not starts or completions, and represent an all-time high in drilling. The year 1944 witnessed the greatest concentration of seismograph activity that the region has had. The Rocky Mountain Oil Scouts Association reported that in 1943, the previous peak year, 91 crew months of work were performed; in 1944, the time was 254 crew months. About 67 per cent of the work was in Wyoming, 18 per cent in Montana, and 12 per cent in Colorado. Twenty-three blocks totaling 400,000 acres were reported assembled in Colorado, and 161 blocks totaling 4,000,000 acres in Wyoming. Information about other states was not given. Fourteen unit agreements were approved by the Department of the Interior, as compared with 13 in 1943. The 1944 agreements were all in Wyoming. The outstanding developments of the year in southwestern Pennsylvania were the establishment of the Summit Fayette County gas pool and the gas pool in Nicholson township, Fayette County, and Monongahela township, Greene County, as major producing areas, and the indication of four new shallow gas pools. Curtailment of drilling for shallow gas is expected to follow order M68 of the Office of Production Management. Gas completions were approximately 70 per cent higher, oil completions nearly 25 per cent lower, dry holes were unchanged and drilling wells as of Dec. 31, 1941, nearly loo per cent higher than last year. Shallow Development Oil.—Outside Butler County, only 11 producers were drilled, with a total initial of 221 bbl. The best of these was in a portion of Gilmore township, Greene County, which ordinarily produces gas. This well flowed 77 bbl. in 11 hr., along with about one million cubic feet of gas from the Fourth (U.Dev.) sand. Washington County had a 10.20 and a 25-bbl. well in Morris township and a 20-bbl. well in South Franklin township. These were all in the Fifth Sand. The price of oil to Jan. 27 was $1.80 per barrel, when a 15¢ increase was made. This was followed by a raise of 20¢ on Apr. 23, 15¢ on May 21, 20¢ on June 18 and 25¢ on Aug. 14. The last increase was canceled on Aug. 23 by the Office of Price Administration, which pegged southwestern Pennsylvania crude at $2.40 per barrel. Gas.—An almost doubled initial production of natural gas is the result of the large increase in number of wells drilled. The outstanding discovery of the year was in the vicinity of Armbrust, Hempfield township, Westmoreland County, where a well drilled to what at first was considered the Bayard sand, but what is now known to be the Fifth (U.Dev.) sand, at 2100 ft. found nearly 5 million cu. ft. of gas. Since this completion 14 wells have been finished, only one of which was dry, giving a combined total open flow of approximately 15 million cu. ft. The sand is 35 to 40 ft. thick and the saturation extends through most of that thickness. Rock pressure, which is 1040 lb. per sq. in., is abnormally high. An area of only about one square mile has been proven but some of the 24 new wells drilling as of Dec. 31 will no doubt extend it considerably. This development has taken place in an area heretofore considered to have had little prospect. There were three good wells in other parts of Westmoreland County. One well in Franklin township, which had 12 million cu. ft, of gas in the Fifth sand, was entirely surrounded by dry holes but is still pro- . ducing at a high rate. In Bell township a 1.6 million cu. ft. well was found in the Speechley (U.Dev.) sand and in Washington township the same sand produced 2.7 million cu. ft. with shut-in pressure of 970 Ib. at 2820 ft. This well is offset by two dry holes and one well with a capacity of only 10 M cubic feet.
