The environmental impacts of industrial activities have become very serious concerns of the public over the past few decades. Not surprisingly, governments have responded with legislation and regulations to force industry to operate in a more environmentally responsible manner and, more recently, have prompted industry to initiate voluntary measures in response to specific environmental issues. The concept of Product Stewardship has evolved as a system or vehicle for the industrial sector to demonstrate an active concern about the environmental impact of their products, services and processes.

Product stewardship in its most basic form is simply risk management applied to the products we produce. Conceptually it may be considered as a more expansive approach to many existing safety, heath and environmental programs. Key differences include the extension of responsibility beyond the direct control of management, and consideration of the implications your products and processes have on the broader community, as opposed to the confines of an individual mine site or operation. This paper reviews the processes used by Orica Ltd to manage its product stewardship program. OricaÆs product stewardship program is expansive and supports activities and business that range from manufacture and delivery of commercial explosives and sodium cyanide to mines throughout the world, supply and operation of municipal water facilities, and manufacture and distribution of consumer products such as household paints and adhesives. We highlight the development of the program through experience both good and bad, and by use of case studies to illustrate how an active product stewardship program is an effective business risk mitigation strategy.

In 1988, the Chemical Manufacturers Association (CMA) launched Responsible Care®, a program of guiding principles created to address the publics' concern about the manufacture and use of chemicals. The Product Stewardship Management Practice code is a key component of the program. Along with the other five comple­mentary codes - Community Awareness and Emergency Response (CAER), Pollution Prevention, Employee Health and Safety, Process Safety, and Distribution - it has been initiated to protect the health and safety of member companies employees, neighbors, customers, the public and the environment. Possibly no other Management Code requires greater collec­tive effort or comprehensive commitment to implement than Product Stewardship. With its mandated cradle-to-grave control, every employee is required to consider all of the potential cir­cumstances involving product and processes, from raw material supply to customers final use or consumption of product. Degussa Corporation, a long time CMA member, fully endors­es the Responsible Care initiative and is most active in imple­menting the various codes. In fact, the guiding principles of the program are an integral part of the company's business strategy. Degussa recognizes that its long-term success and the health of each of its products, the company and the chemical industry itself, is contingent on the successful implementation of the program. Furthermore, the company believes its role in society and the economy can only be justified and sustained if it improves the overall quality of peoples' lives. Consequently, it is a dictum that Degussa products must provide a net benefit over their entire life cycle - from inception to final disposal - both in terms of their utility and their impact on health, safety and the environment.

"Dofasco began operations in 1912 as a steel foundry located in Hamilton, Ontario. Today, Dofasco is a fully integrated mill that manufactures hot rolled, cold rolled, galvanized and tinplate steels. Customers include the automotive, construction, tubular, manufacturing, appliance, packaging and steel ser-vice centre industries. Raw steel production and purchased semi-finished steel processed in1994 was 3.5 million net tonnes. Dofasco employs 7300 people at its Hamilton facility.Environmental management at Dofasco is guided by its environment policy and associated commitments. This paper discusses Dofasco’s responsibility for its products as it relates to these commitments. The estimated value of world crude mineral production in 1989 was nearly $1,420 billion in terms of current dollars or more than $1,168 billion in terms of constant 1983 dollars. This latter figure was almost 4.7% above the 1988 level but did not attain the historic high of $1,207.1 billion 1983 dollars set in 1980. The accompanying tabulation provides the latest available revised time series for the value of world crude mineral production in terms of both constant 1983 dollars and current dollars. It also provides one of the two statistical bases for the estimation, this being the data on the value of production of a group of key commodities that was compiled for and published in the authoritative French language mineral industry periodical Annales des Mines for years up to 1983.l It should be stressed that the values just discussed and those presented in the tabulation are for crude minerals only and by no means reflect adequately the role of the entire mineral industry in the world economy. These figures represent only the value of mineral materials as they are mined or otherwise extracted from the earth. They do not reflect the value added to these materials through downstream processing within the facilities commonly accepted as mineral industry plants. That is, value added through beneficiation of ores, smelting, refining, and similar processing is not included in these figures. Comprehensive world data on the value added by such processing are not available; however, a conservative estimate of [ ] the total value of processed output from mineral industry plants derived wholly from primary (newly mined) materials would be on the order of about $2,800 billion constant 1983 dollars or $3,400 billion in terms of 1989 dollars.

The estimated value of world crude mineral production in 1990 exceeded $1,501.5 billion in terms of current (1990) dollars, or almost $1,160 billion in terms of constant 1983 dollars. This latter figure was 0.3% below the 1989 level and about 3.9% below the record high to date of $1,207.1 billion 1983 dollars set in 1980. Table 1 provides the latest available revised time series of the estimated value of world crude mineral production both in terms of 1983 constant dollars and in terms of current dollars. It has been the custom of the Railroad Commission of Texas to hold hearings each month with respect to existence and imminence of waste of oil and gas in Texas and its prevention, and to issue orders restricting the production of oil to the reasonable market demands and allocating production to the various fields in Texas. The practice of designating the actual days during the month on which wells are to be shut down was discontinued in the order for November 1942, and orders issued thereafter contain only the number of shut-in and producing days for the month. Orders issued by the Railroad Commission are divided into two main subdivisions, the first a general shutdown order of all oil wells in the various fields in Texas, and second, the exception of certain fields to this general order. Table I shows the producing days for all of the fields in Texas for 1944 under the first of these classifications : The fields that have producing schedules varying from the general order may be divided roughly into three subdivisions, as follows: Table 2 shows the producing days for certain fields that were prorated as a group throughout 1944. Other fields which were occasionally included with this group were also prorated under the general order and by special orders. The producing days for these irregular fields are shown in Table 4. In Table 3 are listed fields that were exempted from any shutdown days during December 1944, the majority retaining this exception throughout 1944. Certain fields included in the general order were added to this group on the first day of the month shown.

No devclopment of major importance has been made in the south central fault-line district of Texas during 1939. Four new fields have been discovcred, all of which appear to be of minor importance, with small wells in the Navarro sand, the Taylor marl or the Austin chalk. Drilling along the fault line has not developed any new prospects in the Edwards lime, the most prolific producing horizon of the district. At the close of the year, a few deep tests for lower producing horizons have been projected and should prove to be of interest, and plans are under way for further development of the Pearsall field, which has been under the control of a single company until recently. Production from the 46 producing fields was maintained at 8,460,000 bbl. for the year, a decrease of approximately 400,000 bbl. under 1938. This decrease is due in part to natural decline of production and in part to decreased allowed production. Approximately 55 producing wells were completed on proven acreage in the Darst Creek and Salt Flat fields. No new lease plays were made during the year, although approximately the same amount of land, 600,000 acres, remained under lease during the year. Some geophysical operations of various types were carried on along the fault-line area itself and also in the Edwards plateau and in the area south and southeast of the main fault line.

At the close of the year there were 46 oil and gas fields in this district. Eight other fields, seven oil and one gas, have been abandoned. Exploratory Drilling During the year, 113 exploratory wells were drilled. Nine discoveries were made, five of which proved to be oil fields, three distillate, and one gas. Completions for the district were 2043 oil wells (distillate wells included), 36 gas wells and 163 dry holes. Exclusive of the East Texas field, the Marion County extension of the Rodessa field led the district in the number of completions during the year. Production and Proration All fields in the district produced a total of 182,369,484 bbl. of oil, a decrease of 12.57 per cent compared with the 208,594,453 bbl. produced during 1937. The East Texas field produced 148,189,913 bbl., which was 81.6 per cent of the district's production for 1938. November daily average oil production for the East and East Central district was 469,102 bbl. The estimated cumulative production to Jan. 1, 1939, for this district was 1,753,894,802 bbl. It is estimated that the East and East Central district produced 38.9 per cent of the state's total production for the year, which was 468,781,632 barrels. The decrease in 1938 production, as compared to that of 1937, in this district was partly due to the Saturday and Sunday shutdowns, 71 days for the year, which is equivalent to 19.45 per cent of the year. Twelve other fields, 11 oil and one gas, have been abandoned. The ranking fields in order of the number of completions for the year were East Texas, Talco, and Rodessa (Texas portion). There were 511 oil wells (distillate wells included), 32 gas wells, and 257 dry holes completed in the district. Exploration, Discoveries and Extensions During the year, 113 exploratory wells were drilled, the same number as in 1938; four oil fields and one gas-distillate field were discovered. Perhaps the most important discovery, which has been named Barron field, was that of M. Samuel et al., No. 1 Barron in Limestone County. The wells in this field are of the gas-distillate type. Other than the Talco and Sulphur Bluff fields, which produce oil from the Paluxy sand (Upper Trinity), this is the first field on the Corsicana-Mexia fault zone to obtain commercial production from deeper Trinity strata. This "pay" is the Petit lime of the Lower Glen Rose of the Trinity group. The four oil discoveries were: Redland, Angelina County; Bazette, Henderson County; Rowe and Baker, Henderson County; and Marion County Shallow in Marion County. It is believed that the Bazette field, Navarro County, represents an extension of the Flag Lake field. The discovery of oil production in the Pettit lime of the Lower Glen Rose was made in the Groesbeck (Barron) field in Limestone County and the Willow Springs field in Gregg County. Important extensions were made to the Pittsburg field, in Camp County, the Chapel Hill field, in Smith County, and the Hawkins field, in Wood County. The Hawkins field was extended sufficiently to more than double the number of proved surface acres. As usual the East Texas field led the district in the number of completions for the year. The second most active field during the year was the Hawkins field, with 250 new wells completed. The third most active was the Long Lake field, in which 50 wells were completed. Approximately 964 wells were completed in the district during 1941. Production and Probation The district is credited with having produced 163,566,695 bbl. of oil and distillate during the year. This represents a decrease of 4 per cent from the 170,424,685 bbl. of oil and distillate produced during the preceding year. The production of 130,378,620 bbl. of oil and distillate from the East Texas field represents 79.7 per cent of the total production of the district; that is, 6.3 per cent less than the production for the year 1940, The district had an estimated basic daily allowable of 614,982 bbl. of oil on Dec. 31. Approximately 33 per cent of the state's annual production was produced in the district, compared with 34.9 per cent for 1940. Since the majority of the fields in this district are subject to proration, any change in the annual production is attributable largely to changes in proration schedules and number of shutdown days. Fields subject to shutdown days were closed in for 113 days during the year, with the exception of the East Texas field, which was shut down 111 days. An order was promulgated by the Oil and Gas Division of the Texas Railroad Commission for encouraging the disposal of salt water and reservoir-pressure maintenance in the East Texas field. Discoveries Tex Harvey Oil Company'sNo. I S. E. J. Cartmel was completed as the discovery well for the East Long Lake field, Anderson County. Production was found in the Woodbine sand, the horizon from which the Long Lake field produces. Exploration was active in East and East Central Texas during 1944. Ten oil fields were discovered during the year, of which four show promise of development. The discovery wells of the Sand Flat and Tyler, South fields were drilled to a depth greater than 10,000 ft., and the latter field now produces from the Pettit at a depth of 9890 ft. The Sand Flat well was plugged back to the Paluxy. The other two fields are Glen Rose producers near 8000 ft. The Pickton field produces from the Bacon Lime and Winnsboro from the Rodessa section. The Eylau field, Bowie County, was significant as the first Smackover production in Texas. Magnolia drilled a test in the Concord field, which topped salt. The most extensive and significant development in the district was the Carthage gas-condensate field. It expanded from the 8000 acres of last year to an estimated 190,000 acres, or about 300 sq. miles, and is not defined as yet. The first oil production in the Carthage area was made from the Travis Peak in 1944 in the Rogers Lacy's Cameron Lumber Company well No. I, on the northwestern side of the field. The New Hope field, Franklin County, scored the largest number of completions during 1944 with 24, bringing its total number of wells to 27. Two more pays were opened and produced as dual completions with the older horizons. The Manziel field, Wood County, had 19 new wells added during the year, for a total of 29, while the Pittsburgh field, Camp County, reached a total of 23 wells by completing 14 new ones. Material shortages and drilling restrictions dropped the total number of producing wells completed in the district from 171 during 1943 to 141 for 1944. Abandonments increased from 531 during 1943 to 609 for 1944. Of this number, 479 were in the East Texas field. Subsidy payments had very little effect in the district and it was mostly a few of the old fault-line fields that had any wells to fall within the requirements for subsidy payments. The prices of crude oil remained constant in the district except for increases as a result of subsidy payments. Production and Probation Wartime demands called for increased allowables for many fields, consequently the condensate and oil production for 1944 increased to 190,016,180, which is up 6.9 per cent over 1943. The East Texas field, of course, remained the principal producer of the district, accounting for 134,768'499 bbl. during the year, or 71 per cent of the district total production of condensate and oil. The field topped its own 1943 production by 4.8 per cent and became the first field in the world to produce 2 billion barrels of oil. The Hawkins field remained the second largest oil producer in the district, with 13,317,088 bbl. for the year, a drop of 6.8 per cent from 1943, while Van field was third with 11,635,708 bbl. The

Developments in California during 1942 were marked by many difficulties in operation, of which the lack of labor and material were the main factors in slowing down work. During the many years of curtailment, which has been effective since 1928, a number of estimates of the state's capacity to produce have been built up, but during the year 44 fields were 'eliminated from curtailment and valuable data were obtained as to the normal capacity of these fields to produce. Because of new discoveries and the normal decline of old fields, which is more than 15 per cent per year, it is estimated that the sustained capacity of the state for a 5-year period is not more than 500,000 bbl. per day. Decline in the rate of production was greatest in the fields in the Los Angeles Basin district. These fields have been produced nearly at capacity for many years and had no reserve of shut-in production. The San Joaquin Valley and Coastal districts have responded well to the increased allotments assigned to them by the Petroleum Administrator for War. All heavy oil fields in the state are on full production, except in the Coastal district, where transportation is the limiting factor. Although approximately 2500 more wells are on production in the state than there were in 1941, the supply of heavy crude has not yet reached the demand. A summary of statistics for 1941 and 1942 is given in the following table. Production in California for 1942 was 680,000 bbl. a day as against 631,000 bbl. a day for 1941, an increase of 7.8 per cent. The present maximum efficient rate has been estimated at 808,000 bbl. per day. This indicates that in the 15 restricted fields of the state there is only an additional 83,000 bbl. per day of light oil available. Developments in California during 1942 were marked by many difficulties in operation, of which the lack of labor and material were the main factors in slowing down work. During the many years of curtailment, which has been effective since 1928, a number of estimates of the state's capacity to produce have been built up, but during the year 44 fields were 'eliminated from curtailment and valuable data were obtained as to the normal capacity of these fields to produce. Because of new discoveries and the normal decline of old fields, which is more than 15 per cent per year, it is estimated that the sustained capacity of the state for a 5-year period is not more than 500,000 bbl. per day. Decline in the rate of production was greatest in the fields in the Los Angeles Basin district. These fields have been produced nearly at capacity for many years and had no reserve of shut-in production. The San Joaquin Valley and Coastal districts have responded well to the increased allotments assigned to them by the Petroleum Administrator for War. All heavy oil fields in the state are on full production, except in the Coastal district, where transportation is the limiting factor. Although approximately 2500 more wells are on production in the state than there were in 1941, the supply of heavy crude has not yet reached the demand. A summary of statistics for 1941 and 1942 is given in the following table. Production in California for 1942 was 680,000 bbl. a day as against 631,000 bbl. a day for 1941, an increase of 7.8 per cent. The present maximum efficient rate has been estimated at 808,000 bbl. per day. This indicates that in the 15 restricted fields of the state there is only an additional 83,000 bbl. per day of light oil available.
