The majority of the regulations in Part 75 for underground coal mines have been in effect since March of 1970, almost nine years now. Although there have been some additions each year in specific areas where the need became apparent or the statute required some action, the bulk was promulgated on March 28, 1970 for the purpose of clarifying the statutory provisions of the Federal Coal Mine Health and Safety Act of 1969. Many of those regulations were derived from the Federal Mine Safety Code, or from experience gained by the Bureau of Mines in the enforcement of Public Law 552. Upon passage of the Federal Mine Safety and Health Act of 1977, these same regulations remained in effect and the statutory requirements of the Act placed a responsibility upon the Secretary of Labor to promulgate additional regulations in specific areas not previously covered. The Federal inspectorate has received formal training at the National Mine Health and Safety Academy in the proper application of the regulations, as well as routine retraining and special training courses subsequent to the promulgation of new regulations. With some exceptions, the vast majority of these regulations are nothing more than good mining practice. Basically, the regulatory problems are two-fold. There are a few specific regulations that, under certain circumstances, compliance is nearly, if not actually, impossible. There is non-uniform application of enforcement of regulations by the inspectorate based on opinions developed from personal experience of inspectors or lack of experience. The record is replete with examples of overzealous inspectors applying regulations that either do not exist or have been stretched far beyond the intent of the regulations.

This paper summarizes the sampling and testing procedures of the development effort in light of the project goals and attendant problems in achieving them.

THE PETROLEUM DIVISION of the A.I.M.E. continued with its diversified activities during 1.935. Sessions at the New York meeting in February were devoted to production engineering, domestic and foreign oil production, and petroleum economics. The symposiums on domestic and foreign production proved their increased usefulness. The data accumulated for 1935 were added to those published during prior years in "Petroleum Development and Technology." A joint session on the use of metals in the petroleum industry was held by the Institute of Metals, Iron and Steel, and Petroleum Divisions. W. S. Farish, chairman of the board of the Standard Oil Co. (N. J.), was the principal speaker at the annual dinner. The October meeting, held in Hous¬ton, was characterized by an excellent program and large attendance. Four sessions were devoted to problems in estimating reserves, reservoir energy, properties of drilling muds, electrical logging, water flooding, and other subsurface studies. El presente texto analiza la problemática del oro en Madre de Dios a través del informe presentado por el Ministerio de Energía y minas en 1979 donde se debe brindar oportunidad a todo aquel que desee explotar los recursos naturales, sin que afecte el desarrollo normal de sus actividades. El problema se origina como consecuencia de la "Ley de Promoción aurífera" que vive ajena a la realidad del Departamento de Madre de Dios y desaprovecha la tecnología disponible. Para ello, se requiere de una política aurífera donde se busca crear nuevos recursos, considerando el canon al oro, madera, castaña, pago de peaje, aportación económica de los peajes y escala de concesiones de recursos naturales. Asimismo, se debe crear más de 50 mil puestos de trabajo en minería aurífera, la empresa minera del oro, la construcción de un central hidroeléctrica y de una nueva ley aurífera.

Nos últimos anos Vitória vem sendo fortemente afetada por chuvas torrenciais em um curto período de tempo. Para garantir a segurança dos trabalhadores e equipamentos como também reestabelecer as condições normais de trabalho num menor intervalo de tempo, foi necessário rever e criar alguns procedimentos com o intuito de mitigar o efeito das chuvas. Os procedimentos são voltados principalmente a melhor manutenção das galerias de escoamento de água, melhorias no sistema de drenagem dos pátios, redução de altura das pilhas de matérias-primas, melhorias nos procedimentos de recuperação das matérias-primas dos pátios.

La prevención de accidentes es una de las obligaciones principales de la organización industrial, dado que la producción de estos, origina pérdidas económicas y humanitarias que detienen la producción y desarrollo de la compañía minera. En este contexto,el objetivo del presente texto es describir algunos aspectos preventivos sobre la política de accidentes en la mina como el formulario de informes empleado en la Cerro de Pasco Corporation. Los principios de la prevención de accidentes son: la creación y desarrollo del interés en la seguridad del empleado, análisis de hechos, y la aplicación de la acción correctiva adecuada. Una vez desarrollada las políticas del programa de seguridad, es necesario conocer las causas y circunstancias que derivaron al accidente, a través de un sistema de estadísticas que permita analizar los hechos de forma completa. Finalmente, se aplicará el procedimiento de informes sobre accidentes de trabajo, donde se indique las pautas consideradas a las autoridades pertinentes, se asegure la atención al accidentado y se reevalúe las condiciones que produjeron dicho accidente, evitando futuros infortunios y demoras de tipo burocráticas en la recopilación de datos.

En el Perú existen diversos yacimientos mineros con contenidos de oro, plata y de metales base tales como el cobre, zinc, plomo, hierro, presentándose tanto como especies mineralógicas sulfuradas como de óxidos. En la zona sur del Perú se encuentran yacimientos de Zn–Pb–Cu–Ag–Au con depósitos híbridos de carbonatos y sulfuros masivos polimetálicos en rocas volcánicas. El tratamiento de este tipo de minerales presenta diversas dificultades para la recuperación de todos los metales de valor. En este sentido, se ha desarrollado investigación técnica preliminar utilizando el sistema peróxido de hidrógeno / amoniaco. (H2O2 / NH3); el peróxido actúa como agente oxidante y el amoniaco como agente acomplejante, dentro de una solución alcalina.

The STG integrated method of grouting can be divided into the several phases as outlined in preceding chapters. For convenience in describing technical procedures, they can be grouped as: 1. Investigations in non-geotechnical, exploration bore¬holes. 2. Drilling the holes necessary for geotechnical investiga¬tions and for grouting. 3. Conducting appropriate hydrogeologic tests in those holes and consequent calculations. 4. The preparation of a clay mortar. 5. The preparation of a clay-cement grout with additives. 6. The injection of the grout. 7. Checking the quality of the grout curtain. Items 2, 4, 5 and 6 are discussed below. These activities contain the procedural aspects of grouting. 7.1 DRILLING GROUT HOLES Grout holes belong to a very select class of drillholes. The necessary drilling equipment must enable the operator to drill the holes in inclined, twisting directions. In addi¬tion, the equipment must permit drilling under structurally and hydrogeologically complex conditions. The equipment must permit the operator to conduct specific testing activi¬ties in the drillholes. These activities include hydrodynamic analyses, flowmetric analysis, and the installation and re¬moval of deflectors, packers, grouting plugs, casings, lin¬ers, pumping facilities and other work. As explained in Chapters 5 and 6, the grouting of sat¬urated rock is conducted both through holes drilled from the surface and through holes drilled from the face of a shaft, drift, or tunnel. The drilling of grout holes from the surface can be carried out by an aggregate of equipment that can be the same equipment used for drilling exploration boreholes. Depending on the projected depth of the holes, the STG ZIF- 1200MR and ZIF-650 drilling rigs (or modifications of them) are used. The SKB-4, SKB-5 and SKB-7 high-output drilling rigs (workover rigs) have been used in recent years. The STG BMP-24 drilling rigs are used for carrying out the descent-lifting operations for drilling holes from the sur¬face. In a number of cases, the UKB-500C, URB-3AM and URB-2A power-fed drilling equipment is used for drilling holes from the surface. It should be noted that the drilling of grout holes usually requires an electric drive assembly. Drilling with diesel drive assemblies would be used only to preclude the possi¬bility of losing electric power during drilling operations. Turbine drilling would be used only for appropriate techni¬cal-economic reasons. The selection of the grout hole design is determined by the hydrogeological and structural geological conditions at the site as interpreted in Chapters 2 and 3. The design of grout holes must be as simple as possible in order to min¬imize costs. Hole design guidelines can be adopted as a basis for this purpose, unless site-specific conditions require otherwise. The mouth of the drillhole must be outfitted with a guide-pipe having a length of at least 2 m and an outside diameter from 219 to 234 mm. The upper part of the hole must be attached by a jig consisting of borehole casing that has a diameter ranging from 108 to 146 mm. The length of the jig h is determined by the equation [ ] where k = 1.1 to 1.2 is the load factor; P,, is the injection pressure of the grout into the mouth of the drillhole; D is the external diameter of the jig pipe; m = 0.6 to 0.7 is the work condition factor; T[ ].1 MPa is the bonding value of the rock cemented to the jig. The grout hole is drilled from the jig shoe to the de¬signed depth using a rock-crushing bit with a diameter of 93 mm or more. However in complex hydrogeological condi¬tions when the shaft intersects unstable rock, other hole designs can be used. The diameter of grout holes must permit an aggregate of investigations to be conducted in them using down-hole borehole geophysical and flowmetric logging instruments. It is necessary to cement the casing strings reliably in the grout holes, thereby permitting the injection of the grout under high pressure through the pres¬sure tight mouth of the borehole. Technological details for drilling grout holes such as the rotational rate of the drill bit, the axial load on the rock¬crushing bit, and the drilling fluid flow rate are optimized for the specific rock-hydrogeological conditions largely by experience. The hole diameter and type of rock crushing bit are important variables in these details of drilling. It is advisable to drill holes using water as the drilling fluid. However in those cases where the hole walls are unstable or under very high ground water pressure, the use of a well¬ engineered drilling mud should not be precluded. Unfortu¬nately, drilling mud can influence test results. When steeply dipping fractures with inclination angles of more than 60 to 70° are encountered, it is necessary to drill guided, inclined grout holes. Grade control plays an essential role in the good running of a mine. The factors at play are many, starting from a good analysis of the geology and a correct sampling procedure. Once this is achieved (and it is an essential prerequisite), the problem is to adequately define what is ore and what is waste. This paper tries to show, through a small example, how simple geostatistical techniques (variography, and moving average or kriging), can help in accurately defining these limits in a geologically homogeneous zone, thus allowing optimal use of the available information.

Carbonaceous matter (c-matter) in sulphide ores can adversely affect the process of gold recovery during cyanidation due to its ability to adsorb, or preg-rob, gold from a cyanide leach solution. This paper describes a standardized procedure for characterization of c-matter in an ore sample providing detailed information on its composition, maturity and preg-robbing capacity. The procedure utilizes the following complementary analytical techniques in conjunction with several chemical tests and assays: SEM/EDX Raman spectroscopy and TOF-SIMS. Results of the test can be used as a predictive tool to estimate the impact the c-matter will have on the gold recovery process. A comparison between predicted preg-robbing behaviour and cyanidation test results are presented.

AS provided in Article VIII, Section 4 of the By- laws, the Papers and Publications Committee has formulated the following, rules of pro-cedure and submitted them to the Board of Directors for consideration and approval. In preparing these rules the committee, and an active subcommittee con-sisting of Messrs. Norris, Sharpless; Fohs and Wither-ell, have kept in mind the desirability of codifying the practice that has grown up through the now sev-eral years of experience of the committtee, without casting them in a mold so rigid as to be hampering. The problems of the Institute change from year to year and the methods of publication must change also to meet each new situation as it arises. "The estab-lishment of divisions and special volumes devoted to the papers. read before each required certain changes from former practice. These rules have been framed with this in view. The committee suggested, however, in its letter of transmittal, that the system will be made all the more workable if the Board will, as far as practicable, in making appointments to this committee, arrange for representation from each of the professional divisions and technical committees. It is understood that the chairman of the committee will be named by the Board. The rules regarding spe-cial volumes have been framed, keeping in mind the present policy of distribution, as already approved by the Directors under which the special volumes go only to the special. groups except on request. The committee has not attempted to provide rules governing consideration of any appeal made to the Board from one of its decisions, but its services and files will necessarily be at the full service of the Board in any such event. They shall be appointed annually by the Board of Direc-tors, on recommendation of the President, and shall have authority, subject to appeal to the Board, to accept or reject papers for publication in the Transactions and Technical Publications of the Institute. The Commit-tee shall formulate a set of rules of procedure which, when approved by the Board, shall have the force of By-laws until revoked or amended." The policy of the Committee will be to uphold the ob-jects of -the Institute as set forth in the Constitution (Arti-cle 1, Sec. 2).

Linear mine-waste dumps at open-pit mine sites essentially represent expedient places to deposit large quantities of waste rock. Being in valleys in most cases, the effect of the water flowing through and out of the deposit often raises questions about their hydraulic behaviour and geotechnical stability, especially the zone of the downstream toe. In order to provide better tools to assess the behaviour of these dumps a laboratory and analytical study was conducted. Firstly, physical models were built to assess the flow capacity and hydraulics associated with the linear growth of such dumps. It was found that the elevation of the point of first-emergence on the downstream side becomes constant after the dump grows to a certain length, but that the upstream depth concurrently increases. The limits of applicability of the theories of Hansen et al. (1995, 2005) are discussed in this regard. Secondly, in analysing the seepageface downstream, two approaches for solving this spatially varied flow (SVF) problem were undertaken. Under one of the approaches links to SVF depths were merely made to the hydraulic heads of the body (interior) and flux was calculated using conventional surficial nodes after the fact, Under the other approach flux nodes were used to link the SVF algorithm to the hydraulic heads further ?inside? the body of the rockfill. Although there are inherent uncertainties, it was found that these two methods can be made to perform equally well. Research continues but it appears that a linear variation in depth can be assumed without inducing any unrealistic exit gradients in the zone of primary concern with respect to unravelling.

The Crewstation Analysis Programs (CAP) is a package of computer programs that can be used to analyze some human engineering aspects of crewstation design (such as visibility and illumination) that have particular significance in underground mining. It was developed under the U. S. Bureau of Mines (USBM) Health, Safety and Mining Technology program at the Pittsburgh Research Center, Pittsburgh, PA. This manual describes the steps necessary to collect data in the laboratory to develop luminaire profiles for the CAP illumination analysis. It also describes how the CAP Illumination Model calculates illumination. 1.1 How CAP Calculates Illumination 1.1.1 Background -CAP currently includes assessments of visibility and illumination in the surrounding work area. The advantage of using computers for these types of analyses is that many design iterations can be tested quickly and efficiently to learn the effects of changes. This reduces the need for expensive testing using physical mockups. Another advantage is that design ideas can be tested in situations where it would not normally be possible. For instance, the effects of modifications to a lighting system or canopy design on visibility could be tested while the machine remains in service.
