The Upper Reach segment of the Northeast Interceptor Sewer (NEIS) is a3.2-km-long tunnel excavated in interbedded marine sedimentary deposits with approximately 40 m of cover. The tunnel was initially classified by Cal/OSHA as “potentially gassy.” During excavation, high levels of hydrogen sulfide and methane were encountered, prompting Cal/OSHA to reclassify the tunnel as “gassy.” In addition, the tunnel excavation encountered an abandoned, 100-year-old water tunnel known as the “Narrows Gallery.” This existing tunnel was completely full of water and under 30 m of hydrostatic head. This paper will discuss the unanticipated difficulties and design solutions implemented to construct a gassy tunnel exposed to high volumes of water.

The oil shales located in the Appalachian Basin cover an eight-state area of the eastern U. S., and are referred to as Devonian (black) shales. These shales have been exploited for their gas potential for several years. The Institute of Gas Technology (IGT) has conducted research since 1972 on the production of shale oil from the Devonian shales, and this resulted in the development of the HYTORT process. This process demonstrated that the yield from the Eastern oil shales can be greater than the value indicated by the Fischer assay method. IGT estimates that 423 billion barrels (67.3 x 109 m3) of oil could be recoverd by HYTORT processing of surface-minable eastern U. S. shales. Recently American Syncrude Corporation and Southern Pacific Petroleum N. L. have proposed oil shale projects in Kentucky. This paper will describe the surface mining and retorting techniques that have been studied for exploitation of the Devonian shales, and enumerate the problems that have to be overcome before commercial production can be realized from these shales.

Steel for any large structure must be imported, the Hanyang works being entirely unable to supply local demand. The United States Steel Products Co. has warehouses and small stocks at Shanghai and at normal times there are heavy importations from Europe. It is difficult to obtain any accurate index of prices, but comparison of customs valuations with Pittsburgh quotations shows angles, bars and plates to have averaged $10 gold per ton higher in China in 1914, while on galvanized and tinned plates the excess was- $38 per ton. The margin since has been greater. Previous to the war little machinery was manufactured in China. There were shipyards at Shanghai and at Hong Kong which built a small number of engines, and small foundry and repair works are found at a number of ports. Their capacity was limited and the difficulties and delays incident to transport in China so numerous that in practice every important mine has a small foundry, boiler works, and machine shop. One of the most dangerous events in underground coal mining is unexpectedly encountering water inrushes from undetected abandoned mines in the same seam. The surest and most confident method is probe drilling either from the mine or from the surface. However, drilling is expensive and may even miss the suspected mine voids entirely by drilling through pillars. Many operators rely upon one or more of several remote sensing techniques for detecting mine voids. However, mine "voids" often are not air- or water-filled open cavities, but are collapsed, rubble-filled chimneyed columns in the strata. Geophysical techniques, such as seismic reflection and refraction, electrical resistivity, magnetics, ground-penetrating radar, and others, often assume a continuous or fractured rock mass that has varying properties which provide the signatures that allow discrimination of one strata from another, or of strata from voids. However, a rubble-filled cavity has rock block-to-rock block contact throughout its volume and can still respond as a continuous rock mass with the rock blocks allowing signal transmission or mass detection, rather than a void space. Hydraulically, a rubble-filled cavity is essentially as transmissive to water as an open mine void. Thus, the problem of detecting a mine void with confidence is significantly compounded.

THE loading of bituminous coal mechan¬ically was recognized about the year 1900, but during the following 28 years less than 5 per cent of the bituminous pro¬duction in the United States was loaded by mechanical means. During the past i6 years, however, the usage of some form of mechanical loader has had a very rapid and accelerated growth, until at present production of bituminous coal by mechanical means has reached an all¬time high of approximately 46 per cent, and is still increasing. This rapid growth in the use of the mechanical loader has been supplemented by an increase in mechanical cleaning. The importance of mechanical cleaning of coal was recognized many years before the mechanical loader was introduced, because of the impossibility of cleaning manually the sizes below 2 in., and the increasing competition from other fuels. Utilization of mechanical loaders without mechanical cleaning on the surface for at least one or more sizes is the exception, rather than the rule. One exception is a mine that employs caterpillar-mounted mobile loaders exclusively, and mines the entire seam without any selectivity, and yet loads and ships six grades of coal of the very highest quality without mechanical cleaning. Such a fortunate situation can exist only where mining conditions are ideal, where top and bottom are exceptional and there are no impurity partings, and where there is loader height. The conversion from hand loading to mechanical loading has definitely intro¬duced many problems in the preparation plant of yesterday and in the modern streamline plant as well. Many of these problems have been solved by good, sound, conscientious initiative on the part of the plant personnel, with minor expendi¬tures; the solution taking the pattern of rearranging and improving the equipment at hand. Other problems have caused, and are causing, considerable concern and difficulty. LARGE IMPURITIES The removal of large quantities of large impurities from the lump coal, and their handling and disposal, is definitely a troublesome and costly problem. The cost of manually removing the impurities from the picking table alone, based on the actual recovered lump coal, can reach a cost of 42 cents per ton or more. In the design of future plants it would be wise to give this phase of preparation considerably more time and thought, particularly if the seam of coal contains one or more heavy partings and the mining procedure is all seam. This same caution applies to seams that may not contain heavy partings but have poor and heavy draw-slate top, which falls with the coal during the mining cycle. One of the more recent of the modern preparation plants has answered this problem by installing a rock crusher under the picking table in such a manner that the impurities can be diverted by gravity directly to the crusher. "Stabilization" of copper differs from sin in at least one respect - no one seems to be against it. Every time a tycoon in the producing industry pontificates on the economic history of copper, or prophesies its future, he is likely to praise the virtues of "stabilization". Consumers of copper constantly bemoan fluctuations in the supply and price of the metal. Governments in some producing countries, to a greater or lesser degree dependent upon exports of copper for foreign exchange and upon taxation of copper profits for substantial parts of their budgets, are perhaps more eager than any other group for "stabilization".

Most of what has been written during the past few years on marine mineral resources has emphasized the vast potential of the ocean, and its floor, as a source of the vital mineral raw materials upon which our modern technological society depends. Computations have been made to demonstrate that the sea contains sufficient minerals to support any reasonable world population indefinitely. The importance of these resources from the standpoint of strengthening the national mineral resource base has been pointed out. And though the information upon which these conclusions are based is sketchy, essentially qualitative, and often conflicting, there can be no doubt that the mineral potential of the sea is tremendous and that there are compelling reasons for working toward its exploitation. Unfortunately, there has been little emphasis on the problems that must be overcome, from the perspective of the economics of mineral production. Some of these problems have been noted, and some authors have appraised them realistically. However, many proposed solutions have been more romantic than practical, from the standpoint of both technology and economics. As a result the general impression has been given, particularly to those uninitiated in the realities of mineral production, that the mineral wealth of the sea is there for the taking-requiring only a good modicum of courage and technologic innovation to place it within easy grasp. But developing the capability necessary for substantial, profitable production of sea bottom minerals will be far from easy. It will be accomplished much more quickly if the problems are faced squarely, defined properly, and attacked in an orderly, logical sequence. While this approach may lack glamour, it offers the highest probability for success.

During 1979 the writer had the privilege of interviewing about 50 people with varying degrees of involvement in the industrial arena and all of them in one way and another, had a part to play in the huge and intricate saga of Australian employee relations. They fell into the following' categories Industrial Relations Officers/Managers Academics Politicians Union Officials Representatives of Employer Associations Senior Industrialists Commission Members (State and Federal) Sundry (Journalists, Government Officials). This paper seeks to give an account of their views on various aspects of industrial relations. The interviews conducted were all on a personal and confidential basis so it can be expected that sources will not be identified. Suffice it to say that this account represents, albeit in "potted" form, the opinions of some of the most experienced individuals in the country. It will be seen that in most of the vital areas there is a remarkable lack of consensus. It should be noted that this lack of consensus existed within each of the groups mentioned.

Judging by the inquiries that come to Battelle, a number of companies have run into problems in determining the size and character of markets for mineral fillers in general and specialty fillers in particular. Usually these problems arise during a project to develop a new mineral filler when management suddenly realizes that a considerable sum of money will have to be spent before any profits are realized from sales of the new filler. What management needs in this case is the odds for or against the success of the development. And these odds frequently are controlled by the markets for the new filler. Basically, the problems involved in gaging markets can be simplified to how much of this new filler can be used and by whom? But there are some potential booby traps in these simple questions that should be exposed. This paper will discuss a few of these problems such as: 1. Describing the filler so that the prospective customer recognizes its possible applicability. 2. Finding; a prospective customer who can verify the filler's applicability. 3. Expanding successful test results to total industry markets. 4. Appraising competitive products, and 6. Discovering all the possible uses for the new filler.

ENGINEERS from industrialized countries are frequently called upon to examine mining operations in primitive areas and make recommendations regarding mechanization and modernization. They often set forth with self-confidence, knowing full well that all that is needed is their experience and several shiploads of mining machinery, and at times they mentally provide the answers before the problems have been clearly stated. In primitive areas it is absolutely essential that the examining engineer spend enough time at the site to acquire a thorough understanding of what is being done now and why it is done the way it is. The objective here is to state in simple terms some of the problems that may be encountered, in- as much as solutions, if they can be found at all, will differ with each experience.

In discussing the taxation of mining enterprises, it is desirable to place limits of both time and space on the field of discussion. For our present purposes it seems best to limit consideration to taxation of mining enterprises in the United States, and to further limit the subject to taxation under approximately current conditions. Even with such limitations the field is large enough, since in this country we have, in most regions, a number of taxing powers; so that state, county and village tax systems must ordinarily be considered, in addition to our national or federal taxes. Nor is it possible, in discussing United States mineral taxes of today, altogether to pass by similar taxation in earlier periods, or related systems in other countries. It is perhaps hardly necessary to remind you, at the outset, that each age in the history of the world displays its own system of public revenues, and that the taxation systems of today are everywhere different from those of older times. Theories as to taxation have varied according to the economic basis of the society in which they were formulated, and our ideas as to justice in taxation fluctuate with changes in social conditions. The word taxation is used in a fairly definite sense today, but you have only to glance into the history of taxation to find that the paragenesis of ore deposits is a fairly simple subject as compared to the paragenesis of taxation systems.

Problems in new strip mine development is a subject that could require several days to cover adequately. Coupled with the fertile imagination of television writers, we could probably expand it into a series rivaling Gunsmoke in longevity with just as many shootouts at sundown. It would-of course-be subject to a high Neilson Rating. To bring the subject into perspective, we will limit the comments to a general discussion covering western strip coal developments. Stimulated by increased demand for low sulfur coal, surface mineable western coal operations began a shift into high gear approximately four years ago. Then came last year's "energy crisis" that increased the pressure on coal development not only in the west, but nationwide. Several eastern power plants having dual oil and coal burning facilities were directed to discontinue using oil. Also, a number of new south and southwestern power plants scheduled to burn natural gas or of I commenced an ordered conversion to other fuels, namely, coal. The involved utilities with reserve positions accelerated their planning while others began the search for long-term commitments from coal producing companies. In addition, announcements were made for proposed mine mouth coal gasification projects in New Mexico, Wyoming, and North Dakota.

CRITICAL analyses of the work expended in producing oil by the utilization of gas energy have appeared in the publications of Shaw,1 Pierce and Lewis,2 and Herold,3 authors who have ably discussed the factors which must be taken into consideration in comparing energy consumed per barrel in various wells which are flowed by means of gas-lift. However, two distinct phases of oil production are concerned with the ratio of gas energy consumed to oil produced. One of these phases is the gas-lift, which utilizes the differential gas pressures for the purpose of flowing oil, whether these pressures be natural reservoir pressures or be induced by artificial compression of gas or air. The other phase has to do with prorating oil production in pools which are operated either as units, or are subject to such restrictions as those imposed at Oklahoma City by the Corporation Commission, or, by similar controlling groups in other fields. An abundance of literature is available relative to the problems of flowing wells by gas-lift, but the first suggestion that the energy of the gas within the oil and gas pool might serve as a basis for proration, appeared in the timely article by McWilliams.4 Much of the. dissatisfaction with proration in certain fields is because some operators feel that besides the hazard to the wells which accompanies the test, the method of allocating production on the basis of the "potential" gage is inequitable and gives some operators a distinct advantage over others.5 The most severe penalty may be exacted from the most progressive operators or those who attempt to produce their oil with a minimum quantity of reservoir gas. What is prime farmland? Can such land, once it has been surface mined for coal, be restored so that it will produce corn, soybeans, wheat, and alfalfa? What methods or practices are necessary to bring about restoration within a reasonable time so that crop yields will be equivalent to or higher than those of unmined prime farmland under high levels of management? These questions concerned land use researchers in Illinois as early as 1948 when the Illinois Agricultural Experiment Station experimented with growing cultivated crops on surface mined land in St. Clair County (Grandt, 1949). This research was done almost thirty years before requirements of Public Law 95-87 were passed by the US Congress and signed August 3, 1977.

The vast coal resources of North Slope, Alaska, can be expected to attract substantial interest because the nearly flat-lying coal beds of the coastal plain are specially amenable to surface mining. Mining on a scale large enough to justify coal development in this area could have severe environmental effects. The mitigation would be uncertain because large-scale coal mining and reclamation operations have not been carried out in the arctic. The deficiency of the scientific data base is another factor that requires consideration if coal mining has to develop in accordance with the objectives of PL 95-87. The objective of this paper is to establish the inter-relationship between the problems due to permafrost and factors in reclamation of post-mining land in order to find ways to transform nature in a rational and purposeful manner and to suggest specific reclamation approaches that may be appropriate in this region.

Until recently, the Australian mining industry received unquestioning encouragement from both State and Federal Governments. Now governments adopt a more questioning outlook about, for example, the proportion of local mine income accruing abroad, about the contrib- ution of the industry to public revenue, and about the industry's impact on the environment. This paper reports on attitudes at a recent industry-government-academic conference on planning and problems for the minerals sector in the next decade and beyond. It also examines a government policy review in Canada, which has undertaken some change in direction of mineral policies in the last few years.
