AEROFLOAT 25 is a complex mixture of free cresylic acid with aryl substituted dithiophosphoric acids, sulphides, disulphides, etc. Its complete composition has not been published by the makers or patentees. It is prepared1 by the reaction between phosphorus pentasulphide and carefully selected cresylic acid. We have been informed that this acid contains no phenol and very little cresol, and that it is rich in the higher alkyl phenols, particularly the xylenols. The reaction between a phenol ROH and phosphorus pentasulphide may produce compounds of the following type:2 (i) RO S P Diaryldithiophosphoric acids RO SH (ii) R-SH Thiophenolic compounds (iii) R-S-R Diaryl sulphides (iv) R-S-S-R Diaryl disulphides (v) Substituted thianthren compounds Except for the simplest type, the thiophenols (ii), the boiling points of these compounds lie above 300° C. The amounts of the thianthren compounds formed from the five xylenols (if all these are present) will vary according to the position of the substituents. In an attempt to ascertain something of the nature of the reagent, fractional distillation under atmospheric pressure was undertaken. THIS paper is a study of the differential flotation of the sulphide minerals in the presence of salts of silver, lead and zinc. In practice, accidental activation due to these salts is more important than their use as reagents to replace copper sulphate. The general method of investigation has been based upon contact tests, the temperature of 35°C. being chosen in conformity with earlier work. Potassium ethyl xanthate and potassium amyl xanthate were selected as collectors and pure sulphide minerals were used. The experimental procedure has been outlined in earlier papers and all solutions were kept carbonate-free.'' Contact, or spreading of an air bubble, at a mineral surface indicates the presence of an adsorbed collector film. PURITY OF REAGENTS The xanthates were purified in the usual manner.1 Neither the cyanide nor the sodium hydroxide solutions contained sufficient carbonate to give a precipitate with barium chloride solution. The silver sulphate was prepared from pure silver nitrate by evaporation with concentrated sulphuric acid until there was no evidence of brown fumes. This solution was diluted and the difficultly soluble sulphate washed with water so that unchanged nitrate was dissolved. The resultant crystal-line powder was pure white. The lead and zinc salts were prepared by dissolving especially pure lead and zinc in C.P. nitric and sulphuric acid solution and the crystals drained. The standard solutions were checked by titration. It was felt desirable to use the sulphate radical wherever possible, but since lead sulphate was insufficiently soluble for the purpose of the experiments, it was necessary to use some other lead salt. A.R. copper sulphate was used without further purification. RESULTS The results are presented in the accompanying figures; the areas of noncontact (nonflotation) are shaded in Figs. 8, 9, 10 and 11; in the remainder they lie to the right of the curve. Zinc Sulphate The curves in Fig. I are to be compared with those for Fig. 2, for which zinc sulphate is absent. This comparison shows that the influence of the zinc ion is usually small. Its influence is more marked, however, for chalcopyrite in the absence of cyanide. The influence of zinc sulphate is also marked for copper-activated sphalerite, for which tests were made only in the absence of cyanide. The results are of importance in the separation of pyrite from copper-activated sphalerite when zinc sulphate is added in the lead flotation section (p. 204 of ref. I). Sphalerite does not adsorb the collector (i.e., become floatable) under the conditions chosen.

THE relationships between collector and mineral, activator and mineral, and activator, collector and mineral will be considered herein. We propose to criticize current theories of flotation but we will not repeat the many pertinent arguments presented by Wark and Cox28 in 1937 in which the "chemical" or more strictly the "solubility" theory proposed by Taggart and co-workers22 is shown to be untenable. Recently Taggart, Arbiter and Kellogg24 have studied the long-chain aliphatic amines as collectors and have attempted to resuscitate the solubility theory for these particular collectors. Dean and Ambrose3 have felt that "we stumble over words" when we distinguish different mechanisms of adsorption. Our view is that nothing is more stultifying to the development of a science than attempts to force widely different phenomena into one classification. This oversimplification leads immediately to difficulties in the interpretation of results. EXPERIMENTAL PROCEDURE The response of minerals to activator and collector was determined by "captive-bubble" tests. The methods of preparation of specimens26 and of testing18 have been previously described. Results from captive-bubble tests were confirmed by flotation tests in glass-stoppered cylinders.25 The full lines shown in the figures relating solution composition to contact (flotation) distinguish solutions in which contact (flotation) is possible from those in which it is not. The curve is derived by successive approximation and the accuracy is ±0.2 pH units and ± 5 mg. per liter of collector or depressant. Solution compositions for which it was shown experimentally that contact or flotation is possible are marked by a circle, those for which it is not possible by a cross and those for which it is doubtful by a cross within a circle. It is assumed that at all other solution compositions within (without) the curve, contact or flotation is possible (not possible). After testing in the collector solution, the mineral was removed, washed, and tested by the captive-bubble method in water, or floated in a cylinder with frother only. In this way the composition of solutions in which a mineral was conditioned but in which properties of the collector solution prevented contact or flotation can be defined. The composition of solutions in which conditioning was possible lie between the full and broken curve, the experimental results being indicated on the figures by a square. The curves show the limits of composition of solution in which flotation in a cell would be possible. Many factors other than those considered in these tests determine recovery or grade of a given mineral in practice.

IN the paper on the development of the flotation process at Broken Hill (Australia) prepared by the Broken Hill Branch of the Australasian Institute of Mining and Metallurgy and published in its Proceedings for 1930 (N. S. 80), it is stated that the concentration of ores by flotation has been established on a commercial basis in Australia since 1904 and that differential flotation was practiced at Broken Hill in 1912. Since then, progress in flotation practice throughout the world has been rapid, and during recent years the knowledge of the reactions between comparatively modern so-called chemical promoters or collecting agents and the mineral surfaces has been broadened by the published accounts off many investigators, particularly those working in American universities. Because of the benefits the Australian mining industry has derived from the flotation process, it was felt that the industry should take some part in the efforts that are being made to extend the knowledge of the principles on which the flotation process is based. Accordingly, early in 1930, three Broken Hill mining companies-the Broken Hill South, the North Broken Hill, and the Zinc Corporation-together with the Electrolytic Zinc Co. of Australasia, Ltd., and the Mount Lyell Mining & Railway Co., established a laboratory in the chemistry department of the University of Melbourne for the purpose of investigating the principles underlying flotation. Subsequently, the Burma Corporation, Ltd., expressed a desire to cooperate. The two authors are directly employed and controlled by these six organizations, and the cost of the investigation is divided equally among them. The research has been carried out under the general direction and in close cooperation with Harry Hey, chief metallurgist for the Electrolytic Zinc Co. of Australasia, Ltd., and the authors desire to place on record their indebtedness to him for his ever willing help and constructive criticism.

IN 1938 Ralston4 reviewed the many attempts to find a satisfactory collector for the separation of cassiterite from its ores and in 1944 Dean and Ambrose2 summarized some further attempts. Generally, soaps and amines are effective but nonselective collectors. We have discovered that reagents containing either the polar group -SO4- or _S03- are excellent collectors for cassiterite and promise to be selective.1 The response to these reagents of cassiterite and of minerals commonly associated with it was studied, using the captive-bubble technique. Using these fundamental data, the practicability of separation and concentration of tin was investigated by flotation tests in a 2000gram Denver cell. EXPERIMENTAL METHODS Reagents All inorganic reagents were of Analar grade. The preparation and purification of sodium cetyl sulphate, cetyl trimethyl-ammonium bromide, laurylamine and cetylamine have been previously described.5 The other collectors were commercial surface-active agents, which were used without purification. SOAPS have been used as collectors for many years, but only in the last eight years have other long-chain paraffin salts been used. It may be anticipated that these newer collectors will be used mainly with nonsulphide minerals, for which the xanthates and similar compounds are of little value. On the other hand, the xanthates are both cheap and effective for sulphide ores and seem likely to retain their present eminence in this field. During 1938 and 1939 two of us (E. E. W. and I. W. W.) commenced a comprehensive investigation of the principles underlying the use of paraffin chain salts as flotation reagents. This research was sponsored jointly by the University of Melbourne and a group of Australian mining companies.[t] A broad, semi quantitative survey was then made of the field covered in the present paper. This was followed in 1940 by further work by one of us (K. L. S.). In 1941 the investigation was taken over by the Division of Industrial Chemistry of the Commonwealth Council for Scientific and Industrial Research, Australia. Discovery of some principles upon which are based the flotation of minerals by paraffin chain salts was followed by their application in the development of processes for the recovery of certain strategic minerals from their ores. Promising results in the flotation of cassiterite from various ores will be described in a subsequent paper. THE PARAFFIN CHAIN SALTS The basic requirements for a "collector" in flotation are that it should form a film over the surface of the mineral to be floated, and that this film should be orientated so that hydrocarbon (nonpolar) groups form the effective surface. When modified in this way, the mineral surface possesses some degree of air avidity. All investigators would agree with Taggart, Taylor and Ince23 that such a film can be produced only if the collector compound contains an active (polar) group to attract it to the mineral surface as well as the nonpolar group. One section of this large class of polarnonpolar compounds is the paraffin chain salts: CH3(CH2) „X where X signifies a polar group that ionizes in aqueous solution. Though the compound can ionize, it may be a weak or a strong electrolyte, and the hydrocarbon chain may be in the cation or the anion (Table I). Many compounds of similar constitution are available, but the usual polar groups are: -CO2Na, -SO3Na, -SO4Na, - PO4Na2, or an aminonitrogen group, the

There used to be a time when bins were designed for total volume and placed in any available place of the plant. Poke holes were provided and feed was maintained by manual prodding, lancing, hammering, and by various mechanical flow-profiting devices. Little thought was given to what occurred inside the bins and why materials did not flow. Indeed, such mental effort was hard to justify while low-cost manual labor was plentiful, quality standards low, and rates of feed moderate. The past fifteen years have seen a drastic change in these conditions. We all know that labor for hard manual work is becoming unavailable at any wage, level. Standards of product uniformity are continuously rising. This uniformity is just as important in a fine ore feed to ball mills as it is in a cattle feed or in a flour mix. Rates of feed now frequently exceed 2,000 tons per hour per feeder. At that rate there is no time for, lancing or prodding. An efficient storage, plant contains a known available volume of bulk solid, and feeds it at the required time, at the prescribed rate, and without degradation of the product. A storage bin may also perform other functions such as blending of different grades, degasification of aerated, powders, isolation of different gaseous media. A contact bed of particles flowing by gravity in counter-current with a gas or liquid may be used as a continuous reactor. Gas or liquid pressures can be simply contained by, a sufficient head of flowing solid.

THE interdependence of nations in regard to mineral supplies has grown apace with the expanded needs of industry, with depletion of reserves, and with advances in technology. This increased mutual dependence raises many questions of foreign economic policy of special importance in our postwar planning. Realization of the urgent need for the development of a general mineral policy broadly based on national requirements led to discussions of the problem between officials of the Department of State and myself, as a result of which it was suggested that I make an informal and unofficial canvass of the views of mineral specialists of the country on foreign mineral policy.

THOUGH the burning of fuels extends far back into antiquity, and though fuel beds are the most common and widely distributed example of chemical actions and engineering practice, there has been little attempt to group fuel beds by types or to define the principles associated with them. This paper does not profess to cover completely the subject of fuel beds. It suggests some of the over-all principles of the two more com-mon types. No new investigational data are included, but the deduc-tions are largely based on a recent publication of the U.S. Bureau of Mines1. DEFINITION OF TYPES There are three primary types of fuel beds: (1) Underfeed, in which the fuel and the air move in the same direction; (2) overfeed, in which the fuel and the air move in opposite directions; (3) crossfeed, in .which the fuel and the air move at right angles to each other. The principle that fixes the type is the relation between directions of the flow of fuel and of air. Fig. 1 shows the three types diagrammatically. All other types are compounded of these three in a simple or more or less complex manner. It does not follow that these three type designations are limited to the methods used in representing them in Fig. 1; they may be turned in any direction, and as long as the relative directions of the fuel and air are the same the type is not changed. For example, A as shown resembles a pot-type stoker, but the air and fuel can move downward as in the so-called smokeless heating boiler furnace. Also, C can be placed hori-zontal, as in chain-grate stokers. For this reason, the terms used to designate the three types are not all that could be desired; more logical ones could be coined, but those used probably are satisfactory until the discussion of fuel-bed types becomes more common.

GRAVITY concentration is a general term designating processes for separating and sorting granular material by means of forces that depend on the density, size and shape of the particles. When these forces are applied to the particles the latter are caused to move, those of a given density along one path and those of a different density along another, until ultimately they are sufficiently separated to be removed from the operation of the process. The forces producing this separation are in general complex and, unfortunately, no completely rigorous analysis of them has as yet been devised. The science of the hydrodynamics of viscous fluids deals with , the little that is known about the problem. Every observer of nature is familiar with the fact that an object moving in a fluid encounters a force of resistance. We have only to walk against a brisk wind or stir a cup of coffee, or observe the slow fall of a grain of sand in water, to experience directly the fact that such forces exist. The exchange of force between an object and a fluid in which it is moving operates on the fluid as well as on the object. Thus a sailboat may be set in motion by the force exerted by the wind on the sail; but the sail also deflects the wind-furthermore, the water in which the boat floats is set in motion by the force exerted by the boat as it cleaves through the water, The wind is thus enabled to do work on the water through the intermediary of the boat. In general, an object moving through a fluid encounters a force that opposes the motion and also acts to change the motion of the fluid. In gravity concentration we are dealing with this force of resistance acting on the granular particles that are to be separated. Furthermore, the motion induced in the fluid by a particle will in turn affect the motion of a neighboring particle. This effect will be reciprocated and in consequence there will be an exchange of forces between all the particles in the material. These effects are complex and the most that can be expected is that we may be able to determine in a qualitative way how they operate. In gravity concentration, then, the following types of forces may be distinguished as acting on the particles:

A study of the mechanics of hydraulic fracturing shows the fracture initiation pressure to be a function of the in-situ principal stresses, the formation and fluid properties, and how the wellbore has been completed. The orientation of the hydraulic fracture is perpendicular to the least in-situ principal stress. The geometry of the induced fracture depends on the treatment fluid properties, the injection rate and volume, fluid leak-off and formation properties.

THE object of taxation is the raising of a revenue. Unless a tax accomplishes this, it is a failure. The right to take for public purposes a part of the moneys obtained from the carrying on of private enterprises is an attribute possessed only by a lawful government, and may indeed he called the supreme attribute of government. In free, democratic communities this power must of necessity rest upon the consent of the governed. Power implies obligation, hence it is obviously the duty of a government, in framing a system of taxation, to provide one which, while effective in producing a revenue, is also just and impartial. It will be conceded that mines and mining property ought to bear a fair share of the public expenditure. The question is, upon what basis taxation should proceed. Two separate taxing principles are usually contended for: Taxation should be proportionate to the benefits received by the person or property taxed; taxation should be based on ability to pay. A third is sometimes added, taxation should have reference to the extent and value of the natural resources enjoyed. As applied to mining taxation, it is pointed out by those who support the first mentioned basis that, mines being usually situated in rocky and hence sparsely peopled regions, mining companies are frequently obliged to construct roads, railways, telegraph and telephone lines, schools, water and sewerage systems, and many other amenities and conveniences of civilization, the cost of which in regions better suited for agriculture and consequently more thickly populated, has either been defrayed locally, or can be spread over a sufficiently large taxable group of people to materially lighten the financial burden on the mine. The mining com¬pany, it is argued, having made these outlays, should receive credit for, them and be relieved of taxation to a corresponding extent. There may be some force in this contention, but the situation is capable of relief without attempting to place taxation upon so unworkable a basis as the value of benefits received. Who is to be the judge of these benefits, and how are they to be valued? The very existence of a mining company and its ability to carry on business in peace and security, depend on the prevalence of law and order, which is a result of good government. (communication to the Secretary*).¬I assume that where this valuable paper states, near its end, that "it is not possible to establish a market price, " the author means that no particular price which will fit all conditions and fields can be given. I am not in agreement with Mr. Wyer, however, that the actual value of natural gas leaseholds is "largely a matter of opinion." I would even be willing to express myself very strongly as believing that if we, as experts, cannot give anything closer than a mere opinion, our testimony or reports are not of great value to our clients. I believe, moreover, that by detailed geological examinations and with our latest knowledge of geological structure, principles of natural gas occurrence, etc., we can approach just as near a certainty in natural gas valuations as we can in oil valuations, and much more so than in the valuation of many metal prospects, in which only the upper few feet of the vein has been opened. In other words, we are getting nearer and nearer every year to bringing geology as applied to oil and gas development into the class of an exact science. Mr. Wyer's paper gives an excellent outline for methods of leasehold valuation. Being presumably intended as an outline only, it can be expanded indefinitely by a detailed discussion of the methods of valuation for the four different classes of leaseholds which he mentions: (A) "Producing;" (B) "Protective;" (C) "Reserve;" and (D) "Prospective." This classification is probably as good as can be made in practice. In the producing leaseholds in particular it is easy to establish a market price at which these leaseholds should be bought or sold. The question would arise in any case whether or not the leases are connected with a pipe line or the distance from the pipe line. Magnitude and Econonmic Importance THE magnitude and economic importance of the problem of correctly valuing natural-gas leaseholds become evident when we consider that: (a) Natural gas is handled in 55 per cent. of the gas distributing plants in the United States. (b) Present known natural-gas acreage forms 47 per cent. of the total known mineral-land acreage in the United States. (c) Five acres of land are now required to protect and maintain continuous service to each of the 2,000,000 domestic natural-gas consumers in the United States. (d) The cost of acquiring and maintaining this acreage of an expendible resource represents a substantial part of the cost of the natural-gas service to the consumer. (e) "The right of a citizen by means of his ownership of or his mining leases on land to draw gas from beneath its surface is property and sometimes valuable property."1 A large number of other court decisions have established the basic legal principle that the right to drill for gas within a given area constitutes an interest in the land itself, and is necessarily an exclusive property right.

This chapter presents modern concepts of the flotation of nonmetallic minerals. In particular, it is concerned with such minerals as metal oxides, silicates, sulfates, carbonates, and halides. It is not the purpose to duplicate the two excellent, recent treatises by Gaudin l and by Sutherland and ark,^ but rather to expand their correlations of data, particularly in view of recent, ex- citing new experiments which are shedding new light on the principles of non- metallic flotation. Outstanding success has been achieved over the past 50 years in separating one sulfide from another or from the gangue constituents using a minimal amount of reagents. In contrast to this, selective flotation in nonmetallic systems is often difficult in that one class of compounds alone, the carboxylic acids, may float nearly the entire array of nonmetallic minerals under the appropriate conditions. Moreover, while lime, cyanide, sodium sulfide, and copper sulfate constitute the principal modifiers used to obtain selectivity among the various sulfides, the nonmetallic mineral flotation engineer is con- fronted with a vast array of modifying reagents. In sulfide and native-metal flotation, a strong chemical adsorptive bond is generally formed between the mineral and sulfhydral collector. In fact, re- cent radio-tracer studies show that below monolayer coverage as much as 98% of added mercaptan is adsorbed on the surface of gold.? Contrasted to this, Bloecher's data indicate that for the quartz-amine system only about 60% of the collector is adsorbed.4 This greater residual concentration in the solution results from weaker forces of adsorption in the quartz-amine system. In the flotation of nonmetallic oxide minerals, collector adsorption results from rather weak physical forces, primarily electrostatic attraction and van der Waals attraction between hydrocarbon chains. In the flotation of salt-type minerals, carboxylic acids are adsorbed both by physical and chemical forces. It is a study of the effect of the electrical forces superimposed on the chemical adsorptive forces that contributes most toward understanding nonmetallic mineral flotation. The need for quantification of general rules for the flotation of nonmetallic minerals is so great that Taggart 5 with unmasked sarcasm suggested that after trying anionic and cationic collectors:

"This presentation will provide an overview and understanding of Mine Safety and Health Administration (MSHA) and Ontario Regulations for Mines and Mining Plants. It includes discussions on the history and practical development of the standards and an overview of engineering best practices from a construction, maintenance and operational viewpoint. INTRODUCTION Ontario is one of the safest mining jurisdictions in the world and has some of the most comprehensive regulations for the construction, operation and maintenance of a mine. In the USA, several operators have adopted some or all of the practices prescribed by the Ontario Regulations as an internal procedure. Experience has demonstrated that these plants are indicating less unplanned downtime and fewer issues with MSHA inspectors in their hoist plants. HISTORY AND THE REGULATIONS Both Canada and the USA have had some form of laws governing the operation of mines since the late 1890s. The paths of legislation have run in reasonably parallel lines, continually improving the health and safety conditions in the mining industry. Ontario Mine Health and Safety In the 1970s the accident rates in mining were higher than any other industrial sector; this prompted a Royal Commission on the Health and Safety of Workers in Mines (the Ham Report). The recommendations of this report, published in 1976, generated several changes in the regulations regarding worker safety in mines. Following the release of the Ham report, the Occupational Health and Safety Act (OHS) was passed by the Legislature in 1978. The Act is a set of comprehensive laws governing almost all Ontario workplaces, and it replaced separate laws governing different industrial sectors. OHS is enforced by the Ministry of Labour (MOL), and this discussion will focus specifically on Ontario’s Occupational Health and Safety Act, R.R.O. 1990, Regulation 854, Mines and Mining Plants, Part X Mine Hoisting Plant (Ontario Regulations). USA Mine Health and Safety A coal mine explosion in West Virginia and medical studies on occupational disease led to the 1969 Federal Coal Mine Health and Safety Act (Coal Act). The Coal Act was the most comprehensive and stringent Federal legislation governing the mining industry to date. The Mining Enforcement and Safety Administration (MESA) was formed, following the 1973 Act, as a new departmental agency to assume the enforcement of safety and health in mines. The Federal Mine Safety and Health Act of 1977 (Mine Act) transferred enforcement responsibilities from the Department of the Interior to the Department of Labor and named the new agency the Mine Safety and Health Administration (MSHA). This agency enforces the Code of Federal Regulations (CFR), and this discussion refers to CFR Title 30 Mineral Resources, Chapter I Mine Safety and Health Administration, Department of Labor, Subchapter K—Metal and Non-metal Mine Safety and Health (MSHA)."
