NOTE BY THE SECRETARY.—This address having been made the object of much hostile comment, arising, as Mr. Weeks believed, in large part from misunderstanding of its purpose and meaning, was, by his express direction, withheld from official publication in the Transactions until he should have so modified or added to it as to make such misunderstanding impossible. His illness and death prevented him from executing this intention; and, consequently, the only version of the address now in the Secretary's hands is one of which the author had forbidden the publication. Under the circumstances, therefore, it seems best to publish, in this place, only some portions of the address and its appendixes which have a historical value and are beyond controversy, giving at the same time a summary of its general nature, based upon the original manuscript and upon correspondence with Mr. Weeks. For this summary, the Secretary is alone responsible. The address was essentially a restatement of well-known and established facts, which it interpreted as proving that, of the three elements of the Bessemer process (namely, the pneumatic principle, the successful mechanical application of that principle, and the recarburization with spiegeleisen), William Kelly was the first inventor of the first, Bessemer of the second, and Mushet of the third. At the Atlanta meeting of the Institute in October,' 1895, some brief remarks were made by Mr. Wilkens on the above subject. It is the object of this paper to set forth the substance of these previous statements, embodying therewith additional information gained since that time, and a brief illustrated description of the method and means of the separation.* Lack of time will unfortunately not allow as complete a resume of the subject in all its phases, especially those relating to the scientific side of the question, as its novelty and importance would warrant, so that even this paper must be considered a preliminary one. It is hoped that at some future meeting of the Institute we may find an opportunity of presenting supplementary data of interest. The paradoxical title above used requires some explanation. The term " non-magnetic material " is applied to such substances as have heretofore been considered non-magnetic in the arts, more especially in the practice of ore-concentration. It has been generally accepted as a fact that cast-iron, under the influence of repeated shocks, becomes brittle, and will finally break under a blow which otherwise it would have withstood. It will probably surprise metallurgists, therefore, to learn that experiment disproves the supposed fact, and establishes exactly its opposite. The result of about a thousand tests of bars of cast-iron of all grades, from the softest foundry-mixtures to the strongest car-wheel metal, enables me to assert with confidence that, within limits, cast-iron is materially strengthened by subjection to repeated shocks or blows. It is very well known that the usual process of annealing castings—such, for example, as car-wheels—increases their strength by relieving cooling-strains. But it is not well known (if known at all prior to this announcement) that the molecules of cast-iron are capable of movement—for they do not touch each other*—without the necessity of heating the casting, and that they can thus rearrange themselves in comfortable relation to their neighbors, and relieve the overcrowding near the surface of the casting. In more technical words, a molecular annealing may be accomplished at ordinary temperatures which will release the strains in the castings, precisely as does annealing by slow cooling in heated pits or ovens. In the increasing struggle to cheapen the cost of our iron and steel products a great deal of attention lias been given to economies in the manufacture of coke; and while but little lias been accomplished in this direction in the United States, the narrow margin between cost and market-price, which has obtained here for the past few years of continuing manufactur ing depression, has brought the coke-maker face to face with the problem, how to save, and benefit by it, the hitherto waste products of distillation. I These may be summed up under three heads, generally rank ing, in value, in the following order: 1. Ammonia salts.. 2. Oil- or tar-products. 3. Gas. There are cases in which the last may assume the position of greatest importance. The greatest obstacle encountered by the American coke maker, on investigating the subject, has been the apparent necessity of discarding his existing plant of bee-hive ovens, and erecting an entirely new and very expensive system of retort ovens, against the product of which Be has probably been prejudiced from his earliest knowledge of the subject. The object of this paper is to bring prominently before our coke-experts a brief history of the development at Sheffield, England, of a most successful system of the utilization of by products in connection with all already existing plant of bee hive ovens. The Australian Broken Hill Consols mine is situated within a third of a mile eastwards of the famous Broken Rill Proprietory mine; but, so far as has yet been proved, the respective lodes have no connection whatever. The Proprietory line of lode, striking N.E. and S.W., is coincident with the bedding-planes of the inclosing gneiss, and, according to Mr. E. F. Pittman, A.R.S.M., government geologist, is undonbtedly a saddle-formation. This opinion, which met with much opposition at the time it was advanced, is now, I understand, being generally confirmed as the work of development opens out fresh areas for observation along the line of lode. The lode is of immense thickness—in places over 300 feet and though it has been found to contain sufficient quantities of secondary silver compounds to yield phenomenal outputs of silver, its principal constituents are various lead and other ores, and it would appear more correct to regard it as an argentiferous lead-deposit than as a silver-lode proper. The Consols lode differs from its gigantic neighbor in every respect. With an average thickness of not more than 18 inches, it has been worked along its course for upwards of 1300 feet, and at every point yet explored has been found remarkably well-defined and persistent. With a strike E. and W., it cuts obliquely across the bedding of gneiss and schist, continuing uninterruptedly through various bands of eruptive amphibolite. The dip, which is to the south, ranges from 24 near the surface to nearly vertical in the lower levels; but the alteration is not regular, as in places the lode is almost flat, and this at a vertical depth of over 300 feet. The latest revised edition of Mr. C. A. stetefeldt's book on the Lixiviation of Silver-Ores, which appeared very recently, contains no mention of the volatilization of silver in chloridizing-roasting—an omission which is the more remarkable in view of the fact that in former editions of the work this important subject was noticed. Moreover, Mr. Stetefeldt has discussed it to some extent in his paper on " The Stetefeldt Furnace," * in which he criticised certain statements made by me before the Colorado Scientific Society in May, 1893, in a paper entitled " A Review of the Russell Process;" ? and Mr. Morse, in his paper on " The Lixiviation of Silver-Ores by the Russell Process at Aspen, Colorado," $ has given statistics showing the loss of silver by volatilization (including the dustloss, which Mr. Morse estimates at not more than 1 per cent.) on more than 30,000 tons of ore roasted, to have been 9.16 per cent. The matter must certainly be deemed important enough to warrant me in returning to it, and offering, with the aid of the figures made public since my first paper, a reply to the criticisms of Mr. Stetefeldt. From time immemorial the fissure-vein has been held the simplest type of ore-deposit. The prominence given to it by Cotta and his disciples, from their study of the mines of the Erzgebirge, is impressed upon technical literature; and, in consequence, the ores which carry the valuable metals have been supposed to occur mainly in fissures, cleaving the rocks in diverse directions, and the noblest type of vein has been deemed that which cut across the country independent of its structure, whether evidenced as bedding, foliation or cleavage, and which was identified with rents produced in the rocky crust of the earth. As so conceived, the vein was a fissure filled with ore, extending through the country for a varying distance, and continued downward to a depth more or less proportionate to its longitudinal extent. The vein-material was bounded by an encasement of rock, and those immediate surfaces which limited it on either aide were called " walls." These primary conceptions have become modified by the experience of modern mining in widely separated regions. The study of lode-formations has led to the recognition of notable departures from the supposed normal structure of the veins of Saxony and Cornwall, the two classic homes of early economic geology. Typically the walls of a vein are conceived as parallel rockplanes enclosing the ore; the upper one being called the " hanging-," and the lower the "foot-wall."* Walls are rarely alike. Acid rain legislation, the new tax package, excess coal capacity, the effects of low oil prices, how to increase coal exports: These were among the items discussed at the May 4-7, American Mining Congress coal convention in Pittsburgh. Some 2000 people attended the convention, which also offered 15 technical sessions. As always, the state of the domestic coal industry might be characterized as "long-term promise, short-term problems." And one of these problems is acid rain. Acid rain The proposed acid rain legislation in Congress could be the most costly piece of environmental legislation ever written. In its present form, the measure could cost the nation up to $110 billion over the next 15 years. Rep. Henry Waxman's (D-CA) bill, HR 4567, would mandate large reductions in sulfur dioxide emissions from coal-fired power plants. The bill has more than 150 Republican and Democratic cosponsors. Ed Addison is president of the Southern Co., one of the nation's largest utilities and users of domestic coal. Addison noted that America's electric utility industry buys and uses nearly 85% of the coal consumed in this country. He said Waxman's bill would drive up prices of low-sulfur coal, raise electric rates, and force miners out of work in high-sulfur coal regions. In repeating a standard coal industry response, Addison said the Clean Air Act is doing the job. In recent years, while coal use has gone up, S02 emissions have gone down. Current air pollution standards are producing cleaner air, he said. Despite concern over HR 4567, the bill's future is uncertain. Several coal industry executives and analysts predict the bill will die under weight of opposition from coal, utility, and steel interests. But the acid rain issue is gaining momentum. Future legislation of some kind is likely. Meanwhile, research continues to develop clean coal technology to deal with the S02 problem. Commercialization of these front-end technologies currently lags public sentiment for acid rain legislation. Ground water runoff and contamination is another area where future legislation would seem likely. Already, one bill has been introduced in Congress. A second is being drafted. The impact of such legislation may be significant according to Bruce Leavitt, a hydrogeologist with Consolidation Coal Co. He said if current proposals are adopted, there will be more federal, state, and local government involvement in ground water regulation. In any event, the coal industry can expect to see more emphasis on preventing acid mine drainage and on water replacement, according to Leavitt. He urged those in the coal industry to present information about mining and ground water. That is needed to prevent misdirected state and federal programs, he said. Another coal industry concern is excess capacity. The industry has the mines, equipment, and employees to produce 15% more coal than at present. Problem is, the markets are not there. Slower-than-predicted growth in electric utility coal use has kept sales sluggish. There are also tax uncertainties. Congress is considering repeal of the investment tax credit and elimination of black lung payments and excise taxes as deductible expenses. One analyst estimates the coal industry would lose $1.1 billion in five years, if the changes are approved. In addition, there are the usual concerns about excessive governmental regulations involving safety and environmental matters. Bill Kegel, for example, said these regulations mean extra costs and delays in developing mines. Kegel is president and chief executive officer of the Rochester & Pittsburgh Coal Co. More than half the electrical power in the US is generated by coal-fired plants. That percentage could slip by a couple of points as nuclear generators come on-line the next few years. About 1990, though, we will see the end of US nuclear plant construction. No new nuclear plants have been scheduled since 1978. So any growth in electric power use should benefit the coal industry. BethEnergy - High Power Mountain During 1985, BethEnergy - a Bethlehem Steel Corp. - subsidiary developed High Power Mountain, a 1.8-Mt/a (2-million-stpy) surface mine in West Virginia. Construction saw movement of more than 3 hm3 (4 million cu yds) of earth. A computerized 544 t/h (600 stph) heavy media cyclone prep plant and a 3.6-kt/h (4000-stph) railroad loadout facility were built in six months. And a 5.6-km (3.5-mile) railroad spur and loop bridging a major highway were constructed. Larry Willison of BethEnergy noted the project's ambitious construction schedule. It was forced by the need for the project to be market driven and - lacking available capital - externally financed. BethEnergy did several things before obtaining with Detroit Edison a market for 0.9 Mt/a (1 million stpy) of coal. Willison said his company prospected and proved the eastern half of its 8-km2

THE Pittsburgh coal seam in West Virginia contains the largest coal reserves of any coal seam in that State and is, therefore, one of the most important seams, and attains mineable thickness and purity throughout that part of the seam extending from the Northern Panhandle to Monon¬galia Co. thence south and southwest across the state to Wayne Co. near Huntington. The Pittsburgh coal is also mineable in the Upper Potomac region but is now practically exhausted there. The total mineable areas of this coal amount to 2,165 sq miles and are estimated, by the West Virginia Geological Survey, to contain 13% billion net tons. The largest body of Pittsburgh coal outcrops on the western edge of West Virginia, along the Ohio river as far south as Moundsville, West Va., going under the river at that point and extending at various depths down the river as far as Wetzel Co. line where it thins out to such an extent that it has little practical value, and on the eastern edge this large body outcrops along the Monongahela River. The territory to be covered by this paper is the area known as the Northern. West Virginia District comprising Wetzel, Monongalia, Marion, Preston, Harrison, Doddridge, Taylor, Barbour, Upshur, Lewis, Gilmer, Braxton and Calhoun Counties, and is also known as Dist. 3 under the Bituminous Coal Act. This region was originally opened for commercial mining along and adjacent to the Monongahela River around 1852 when the Baltimore and Ohio Railroad was constructed to Fairmont. It has been extensively developed, first, in 188o (when the Monongahela River Railroad, now B. & O. R. R., was constructed) between Fairmont and Clarksburg, and later, in 1916, between Morgantown and Fairmont when the Monongahela Railway was constructed and placed in operation, this area furnishing the major portion of the production over the past years. With the mining out of a great deal of this territory adjacent to the Monongahela River considerable interest has been developed in the back acreage; and within the past few years a number of diamond core drill holes have been made in the back areas of Monongalia and Marion Counties. In this back area the oil and gas well drilling showed that the Pittsburgh coal seam was of mineable thickness and ranged in depth from 350 to 1,000 ft below the surface of the stream valleys but this drilling did not furnish any definite data as to its thickness and quality. ECONOMIC IMPORTANCE The Pittsburgh seam in Northern West Virginia is of primary importance as a coal resource not only because of its large reserves but because of its contributing a very large part of the coal used in this country for general steam uses. THE first fall meeting of the new Coal Division started on time on Thursday morning, Sept. 11, at Pittsburgh, with Paul Sterling of the Anthracite Section presiding and over a hundred members and guests in the room. The attendance increased from session to session, the total registration being 248. Excellent arrangements had been made by the officers of the Division covering all features of the meeting, the only drawback being that more papers-were listed for presentation than could be discussed in the time available. Howard-N. Evensong, chairman of the Division, explained this situation as sore and sore papers case in by likening it to the case of the small boy who wanted a second niece of pie at the end of a large seal. When his mother remonstrated that if he ate any more he would certainly burst, the young man replied, "Well, you just hand over the pie and then get out of the way." With that Mr. Evensong turned the meeting over to Mr. Sterling, who handled it so well that with ample discussion it was still possible to adjourn at lunch time, all but the group of junior papers having been heard. This series of papers, the output of the .very lively Junior Section organized last spring by the younger men of the Division was regretfully put over until Friday morning, when that on "Heat Drying" by S.. M. Parsley was read.

The 6th International Mine Ventilation Congress (IMVC) was held May 17-22,1997, in Pittsburgh, PA. This marked the second time that the IMVC was held in the United States. The first congress, organized in 1975 by the Mine Ventilation Society of South Africa, was held in Johannesburg. Since then, the meetings have been held every four or five years, with the 1979 meeting being held in Reno, NV. This was followed by Harrogot, England, in 1984; Brisbane, Australia, in 1988; and Johannesburg, South Africa, again in 1992. The IMVC provides an international forum in the field of mine ventilation for the purpose of sharing technology and experience. The meetings are attended by ventilation engineers, academics, consultants, government employees and vendors interested in mine ventilation. As was evident from this meeting, significant progress has been made in the field of mine ventilation. However, disasters continue to occur around the world and long-term health problems continue to affect workers. So there is a need for further improvements in ventilation technology. The highlight of the conference was the technical sessions in which more than 80 papers were presented by authors from more than 20 countries. In addition to the technical sessions, the conference featured field trips to a number of mine properties throughout the United States. Five short courses were offered on topics ranging from respirable-dust control to mine fires and explosions. The conference also featured a trade show. It exhibited the latest advances in ventilation equipment, computer application software, consulting and engineering services, and health and safety equipment.

T. E. PURCELL, general chairman . of the local committee, opened the seventh meeting of the Fuels Division A.S.M.E. and the Coal Division A.I.M.E., at the William Penn Hotel, Pittsburgh, Oct. 28-29, by introducing Harry M. Moses, president, H. C. Frick Coke Co., who welcomed the 500 registrants to "our town." Mr. Moses, in his brief talk, declared that in the postwar period each of the new centers must have a reason for existence. Pittsburgh, he said, has no iron ore, or bauxite, and limestone is scattered and not near by; but Pittsburgh does have low-cost fuel within reasonable distance. Its problem is the economical utilization of the low-cost fuels that remain, as the high-quality fuels are gone. Mr. Moses expressed confidence in this group in the solution of the problem and looked forward to what they would do. Harold V. Coes, the first A.S.M.E. president to attend one of these conferences, responded. He thoroughly believed in these joint meetings - in the cross-fertilization of ideas. Each Division learns from the other. Mr. Purcell then turned the meeting over to J. E. Tobey who presided over the coal research session that followed.

Taking furnaces at Glendon of 4800 and 11,900 cubic feet capacity and comparing them with the Clarence furnaces of 6000 cubic feet and 11,500 cubic feet, we find that the 4800 cubic feet at Glendon and the 6000 cubic feet at Clarence required respectively

The device to which I desire to call the attention of the members of the Institute consists of a water-tight caisson, which is connected By a stuffing-box with the tube to be laid, and the caisson is pushed forward with hydraulic jacks set against the end of the tube. The tube is of hard white iron, cast in chills in segments. These segments are carried from shore through the tube itself, in which a track is laid as the work progresses, and the segments are bolted together in the caisson, where there is ample room to work and proper appliances for handling heavy weights. As each segment is bolted on, the jacks are set against its forward end, and when the whole ring is complete, the caisson is pushed forward by the jacks, a trench having been dredged out in front of it, or, in very loose ground, jets of water under a heavy pressure can be thrown out to loosen the ground in front of the caisson. The direction in which the caisson is pushed is completely under control, and both the caisson and the tube are loaded to the amount necessary to overcome their buoyancy. I understand that Mr. H. H. Hall, of New York, the inventor, is negotiating for the construction of a 16-foot tunnel of this kind across the Straits of' Northumberland, between Prince Edward Island and the main-land, and for tunnels in several other places. 4 One of the most interesting uses of this system is in laying water mains out into lakes.
