The author is the leader of the Extractive Industries Task Force of the International Valuation Standards Committee. The Task Force has developed an Extractive Industries section for inclusion in the International Valuation Standards (IVS). The Extractive Industries Guidance Note provides comprehensive standards for valuation of all minerals and petroleum industry property types for all valuation/appraisal purposes. The document is scheduled for release as an exposure draft for public comment by December 2003, then it will be finalized for publication in the IVS in mid-2004. This paper discusses the content and philosophy of the Extractive Industries Guidance Note within the context of the framework of the IVS. It also discusses the international implications and implementation of this IVS addition.

"Philosophy" addresses the definition and assigning of importance to the marketing of by-products. Two examples, one in metals and the other in industrial minerals, explore prime product to by-product relationships. Relative revenues from all products illustrate the importance of by-products to economic feasibility. "Mechanics" takes a broad view of the types of marketing organizations that are applicable to individual circumstances in the marketplace. In-house marketing as well as agents, merchants and trading companies are outlined and discussed. Philosophy Definition Of Terms Philosophy Definition Of Terms The definition of terns for a paper such as this is generally a necessary but not-very-interesting exercise. However, in simply trying to clearly define the term "by-product" some interesting relationships between products arise and the line of demarcation between "product" and "by-product" often becomes obscure. The search for that distinction represents the philosophy portion of the title. A couple of definitions of philosophy can even help to set the tone for what follows. According to Webster, philosophy is : 1 Pursuit of wisdom. 2. A search for a general understanding of values and reality.

Since 1865 when Congress moved to create a Federal Mining Bureau, successive legislations have given rise to the current '!Federal Coal Mine Health and Safety Act, 1969. Coal beds from 22 feet to 20 feet thick are mined under covers from 50 to 2800 feet with full and partial pillar recovery equally popular and accounting for a total of 54% of the mines. Pillar recovery and roof support practices vary, and each operator must submit an overall roof control plan (within specific guidelines) for approval before undertaking any development. The guidelines relate to dimensions of openings, details of support, sequence of extraction, limits of extraction and caving details. Experienced and professional staff of M.E.S.A. provide roof control plans and make inspections and grant-approvals of principles of support and minimum support in pillar extraction, with provision for modifications with time. Guidance is given with training programmes and standards of supervision. All of these aspects are approached in the spirit of the Congress declaration that the first priority and concern must be the health and safety of the miner.

"Hydraulic mining consists of coal erosion by powerful jet s of water from hydraulic monitors operated by remote control. The broken coal is crushed and mixed with water and then transported from the face to the surface using gravity whenever possible. This is a simple, safe and productive method. It will easily satisfy North American productivity standards if the structural features and coal properties are favourable for water jet cutting technology (Kaiser Resources Ltd. , hydraulic mine). General ConsiderationIn open-pit mines, placer mining (Fig. I) and hydroelectric construction projects, hydraulic earth moving techniques have been successfully applied. The stripping and transporting of the overburden has been accomplished by means of large monitor jets augmented by slurry pumps and pipes. An extension of this technique has led to the underground extraction of coal and ores. To date, the method has been most successfully used in undergrond coal mining, because the coal can be easily cut and flushed away by water jets, and the rocks of the roof strata can be left behind. Due to this favourable situation, the hydraulic mining definition only relates to the underground coal mines.At present, there are four basic types of hydraulic mining, which can be defined according to the coal breaking technique used in each case. The methods are briefly discussed below:(1) Coal excavation may be carried out by conventional techniques, but the mine is designed and equipped for the hydraulic transport of the mineral from the working place to surface. Under these circumstances, the coal breaking may not be influenced by the water jet, however it may be indirectly involved. For example, pre-loosening of the coal may be done by water infusion-hydraulic fracturing. Water may also be used to flush the broken coal, which has been excavated either by drilling and blasting or by mechanical cutting, into the transport flumes. In other cases, a mechanical loader may load the coal directly into the hydraulic transport system, without using any water for the extraction process. This hydraulic mining concept is primarily used for hard and impermeable coal, such as anthracite."

The optimized crusher kinematics is one of the key factors for high performance. To fine tune the crusher kinematics and crushing chambers one needs to know how different parameters affect. The main cone crusher parameters are head angle and diameter, gyration point, shaft speed, eccentricity, stroke length, and inclination and design of crushing cavity. Selecting the correct combination of these parameters is a multi task optimization challenge. In practical life there are more factors to achieve satisfactory performance, like crushing chamber wear and profile management keeping the performance constant over the whole wear life, control of crusher frame loads, ability to handle disturbances in feed material etc. The extensive research work has lead to a solution that enables the highest possible material density in the crushing chamber. This design provides maximum reduction of processed material and thus increased share of 0/10 mm product. High density in the cavity offers further benefits, such as high throughput capacity, less material contact with wear parts and even load on crusher frame and bearings. The challenge that an equipment supplier involved with high density crushing is how to design a robust cone crusher, which is able to cope with the high crushing forces due to high resistance from the crushed material against the gyration movement. Site specific geotechnical data, deposit characteristics and method of mining are key factors when assessing an appropriate slope design philosophy. Mining geotechnics should be viewed as an iterative design process linked closely with mine planning, development and operational safety constraints. This case study presents geotechnical investigations for slope design at Macraes Flat Gold Mine using kinematic, probabilistic and economic analyses tempered with knowledge of site specific conditions. The recommended designs not only reduce early waste stripping tonnages but also provide data to optimise final walls.

"The Phoenix Camp, in the Boundary Creek district of southern British Columbia, produced before 1920 about 15 million tons of ore averaging more than l ·5 per cent copper, about 0.03 ounces per ton in gold, and 0·5 ounces per ton in silver. Attwood Copper Mines Ltd. conducted an exploration program in the Phoenix area from 1951to1953.Publications on the camp are listed in the bibliography. Newmont USA Limited owns and operates the Phoenix Mine near Battle Mountain, Nevada, USA. The existing milling facility has operated since 2006 (House, 2010). Following the startup of the milling operation, and coupled with the upswing in the copper market, Newmont realized that Phoenix had no process option to treat transition and oxide copper ores. This meant that potentially revenue generating ore would be mined as waste. With no system in place to treat the transition and oxide copper, work began to determine the most feasible approach. After evaluating multiple options, the flow sheet was set for a runof- mine (ROM) heap leach pad and solvent extraction/ electrowinning plant (L-SX/EW). This paper will discuss the eight years of successes and challenges with developing the copper L-SX/EW plant and achieving commercial production of copper cathode.

Between 1950 and 1965, more than 80% of all phosphate rock produced in the world each year was used as fertilizer, either directly applied to the soil or processed into mixed chemical fertilizers. Of the potassium salts produced, 95% followed suit. A variety of uses in industrial chemicals and consumer products absorbed the remaining percentage of each. Future trends in these two commodities will be dominated by what happens to the fertilizer market. Farming is much the same as mining the soil. Plants remove the minerals little by little. Phosphate and potash comprise two of the three primary nutrients removed in this way, the third being nitrogen. Phosphate stimulates early root formation and growth, whereas potash is a salt necessary to root strength.

The practice of drying phosphate in Florida is as old as the industry, which began a little more than half a century ago. The methods, however, have changed considerably. At first, the natural process of exposure to the sun and air was used, later supplemented by wood fires beneath open-air stationary dry kilns and drying towers of various designs. It was not until the early nineties that rotary driers came into use, and at first they were of very small design and fired with wood. As the industry grew and tonnage increased, so likewise grew the number and size of rotary driers, until today the largest installations are 6 ft. up to 7 ft. 6 in. in diameter, and 55 to 60 ft. long, fired with crude oil. The reasons for drying phosphate rock are: (1) to eliminate freight on water in the shipment and (2) to facilitate the good grinding qualities required by the buyers in their acidulation. Phosphate pebbles vary materially in natural characteristics and each property has a direct bearing on the processing. In making comparisons of cost and operating conditions, the following are usually taken into consideration: 1. The hard dense pebbles, which contain very little interior moisture and 6 to 8 per cent total moisture, usually produced from the low-grade deposits. 2. The lighter, porous pebbles, which contain 4 to 5 per cent interior moisture and a total moisture ranging from 9 to 15 per cent. 3. The product of recovery operations using oily reagents, containing from 15 to 25 per cent moisture. 4. The size of the pebbles Usually the plus 5-mesh material is considered as "coarse rock"; the minus 5-mesh plus 24-mesh is "fine rock," and the minute particles below 24 mesh are called "concentrate." 5. The amount of moisture allowed in the dried product. The practice is generally to dry down to 1.5 to 2 per cent moisture. There is, however, an actual range in guarantee of from 1 per cent maximum to 3 per cent maximum.

Public lands in Florida were first withdrawn from entry by President Taft on July 2, 1910, as a conservation measure because of their possible phosphate content. The reserve thus established was subsequently modified by further withdrawals and by restorations, so that on Jan. 1, 1934, it contained 66,796 acres, of which only a small part had been definitely classified. The reserved land was in scattered parcels, ranging from less than 40 acres to 320 or more, distributed in many counties. For administrative purposes and for final disposal of any of the numerous parcels, mineral classification of the land is legally necessary. In 1934 and 1935 the United States Geological Survey, under two successive grants from the Public Works Administration, prospected some 83 tracts of these lands in Polk County, comprising in all about 3300 acres, and six tracts comprising 240 acres in Citrus and Marion Counties. The tracts in Polk County were all in the so-called land-pebble field and the others in the hard-rock field. The Survey field party was under the direction of P. V. Roundy, from whose unpublished report the material in this paper is largely taken. The foreman of the prospecting crew was J. H. Wingate of Zephyrhills, Fla. The individual tracts were identified through the cooperation of the General Land Office, by transitman Hugh B. Crawford. This prospecting work fitted well the classification adopted for Public Works projects in general: it could not be done on any considerable scale under the Survey's usual appropriations; it gave employment to unemployed labor; and it may be expected ultimately to repay the Government in royalties more than the cost of the exploration. Commercial, Prospecting Methods Commercial methods of prospeeting for phosphate in Florida have been briefly described by Mansfield.' In Polk County, Florida, the mining of raw phosphates began some 50 years ago with dredging operations on the Peace River, and in other near-by places by removal of shallow overburden with negroes and wheelbarrows, or with mules and scrapers, and the excavation and screening of deposits found close to the surface. There were many individual operations of comparatively short life. Later steam shovels removed the overburden, and still later hydraulic methods were substituted for the steam shovel. Within the last 10 years large electrically operated draglines have almost entirely replaced hydraulic mining for overburden removal. The matrix is still mined by hydraulic giants and pumped to the washer or recovery plant. The many small operations have long since disappeared and the most desirable phosphate lands have gradually been acquired through purchase or merger by the seven companies that are operating in the field today. These companies are producing and selling about 2,000,000 long tons of phosphate per annum, or about two-thirds of what the industry likes to think is the normal output, with 1929 and 1930 in mind. To produce these 2,000,000 long tons of raw phosphate, they mine and treat about 1,000,000 tons of tailings from older and less efficient operations, about 11,000,000 tons of matrix, and remove from above this matrix some 22,000,000 tons of overburden. The mining practice that has made possible the excavation and handling of 34 million tons of material to win but 2 million tons of merchantable product, selling for probably an average of only $4 per long ton when dried, should be of interest to the mining profession, though little has been written of it. The Florida Pebble Field, as it has come to be known, comprises an area (Fig. 1) within a radius of about 18 to 20 miles centering around Mulberry in Polk County, a small town 30 miles east of Tampa, Florida's largest port on the Gulf coast. These are of Pliocene age and consist of several members of the Bone Valley formation.1 Physically the phosphate-bearing formation, locally called the "matrix," varies in thickness from nothing to about 25 ft., usually averages 10 ft., and consists mainly of clay, quartz and phosphate pebble, the latter particles varying in size from colloidal to one inch diameter. The pebbles range in color from dark gray, through white, to cream, and in hardness from that which must be broken with a hammer to that which can be scratched with the fingernail. They assay from 66 to 80 per cent bone phosphate of lime (called "B.P.L." in the trade) or tricalcium phosphate (Ca³P2O8) and are secondary apatites. They form from 15 to 50 per cent by weight of the matrix. Over the matrix lies a varying thickness (5 to 40 ft.) of overburden composed of quartz and clay. Briefly, mining consists of two operations2 in open pits about 200 ft. wide by 1/2 mile or more in length. In the first step overburden is removed by large electric draglines at the rate of about 700 cu. yd. per hour. This is followed closely by hydraulic mining of the matrix at the rate of about 300 cu. yd. per hour. This matrix yardage is moved from an improvised sump in the floor of the pit to an ore-dressing plant, sometimes a mile distant, by one, two or three "pit-cars" (pumping units) working on a 12-in. pipe line called the "rock line" to distinguish it from the high-pressure water line feeding the hydraulic giants, which is known as the "hydraulic line." This 700 yd. of overburden and 300 yd. of matrix—1000 yd. in all-amounts to about 1500 tons of material moved each hour. The overburden is dumped into the mined-out pit alongside the pit being mined. The matrix moves to the ore-dressing plant at the rate of about 7% long tons in 4000 gal. of water per minute—a ratio of approximately one to two by weight, or one to six by volume. This constitutes the "mill heads," but in the pebble district it is called the "matrix."

All types of commercial phosphate rock produced throughout the world contain fluorine in quantities ranging from approximately 0.4 to 1.3 per cent in the Curacao and Christmas Island phosphates to 3.1 to 4.2 per cent in the phosphates of the United States and North Africa1. For a given type of rock, the fluorine content is usually roughly proportional to the phosphorus content. Significance of Fluorine in Phosphate Rock On the basis of chemical and X-ray diffraction studies, Hendricks and co-workers2 concluded that fluorapatite, Cal10F2(PO4)6, is the essential phosphatic constituent of the commercial types of domestic phosphate rock. On the other hand, Bredig and co-workers3 have recently advanced the opinion, also based on X-ray diffraction studies, that the mineral phosphates usually contain carbon dioxide in the apatite lattice, and that the phosphate rocks of the United States are really fluorcarbonate apatites. However, the domestic types of phosphate rock do not seem to differ greatly from coarsely crystalline fluorapatite in their behavior toward chemical reagents in general, and for the purpose of this paper it will suffice to consider fluorapatite as being the essential phosphatic constituent of these types of rock. The available data1 indicate that the different commercial types of domestic phosphate rock usually contain about 12 to 52 per cent more fluorine than theoretically is required to form fluorapatite with all the phosphorus. Calcium fluoride (fluorite) has been definitely identified in only a very few of the samples that have been examined1,2. Bredig and co-workers4 state that fluorapatite can take into its crystal lattice excess calcium fluoride to the extent of approximately 70 per cent of that theoretically required by the formula Ca10F²(PO4)6 without causing more

On the other hand, Bredig and co-workers3 have recently advanced the opinion, also based on X-ray diffraction studies, that the mineral phosphates usually contain carbon dioxide in the apatite lattice, and that the phosphate rocks of the United States are really fluorcarbonate apatites. However, the domestic types of phosphate rock do not seem to differ greatly from coarsely crystalline fluorapatite in their behavior toward chemical reagents in general, and for the purpose of this paper it will suffice to consider fluorapatite as being the essential phosphatic constituent of these types of rock. The available data1 indicate that the different commercial types of domestic phosphate rock usually contain about 12 to 52 per cent more fluorine than theoretically is required to form fluorapatite with all the phosphorus. Calcium fluoride (fluorite) has been definitely identified in only a very few of the samples that have been examined1,2. FROM the time of its establishment in 1933, the Tennessee Valley Authority has been active in the field of phosphates. Under the T.V.A. Act it has a broad Congressional mandate to guide a unified development of the resources of the region for the long-range benefit of the people. As one phase of this function, it is directed to co-operate with farmers in the experimental large-scale use of improved fertilizers and development of better fertilizer practices. Following careful study, it was concluded that the objectives of this phase could best be attained by soil rebuilding through the use of phosphatic fertilizer and lime in an improved farm management sys- tem. This activity was launched through a program of test and demonstration on farms and simultaneous technical investigations to develop new and improved phosphatic fertilizers. Phosphorus has since become a keystone of the Authority's resource development and conservation program. Human effort is being conserved by phosphate utilization on the farm, and mineral conservation has been promoted by technical developments in phosphate mining and manufacturing operations.
