In a discussion of the personal dangers that may arise from mine gases, it is necessary to take into consideration the gases which may result from an underground fire, or a fire in or about the downcast shaft, and the methods of avoiding or minimizing the danger arising therefrom. In all cases of the combustion of carbonaceous material such as coals and timber, carbon dioxide and water vapor are formed. In cases where the air supply is limited, some carbon monoxide is produced, the quantity varying with the readiness with which the oxygen from the air can get into intimate contact with the consuming carbon; in addition to these products there may be produced large volumes of irritating fumes consisting of unconsumed vapors' distilled from the burning material. Apart from the physical distress that may be caused by the irritant action of the fumes, the chief danger to life underground arising from a fire in or about the downcast shaft or intake airways is due to the carbon monoxide which the smoke is almost certain to contain. The physiological effects of this gas have already been discussed in mining papers and ref¬erence should be made to this. The prevention of fires at the surface near to the mouth of the downcast shaft, or in the shaft itself, or at the bottom of the shaft, usually lies outside the duties of the fireboss. An outbreak of fire at such places would, however, immediately foul the air current passing into the mine, and, assuming the men were in the mine, create a situation demanding urgent attention of the fireboss. As a rule, each case of fire creates its own problems, but in all cases the guiding principle should be to restrict the poison-laden 'air to the smallest part of the mine that is practicable, by opening separation doors, or breaking down selected stoppings at the most accessible points near the seat of the fire, so that the gases and smoke may pass directly into the return and so to surface. In the case of a shaft fire it will have the effect of fouling both shafts and in the case of a fire in an intake airway, both roadways leading to the shafts. It requires the use of some judgment. Therefore, in circumstances as to whether men inside the mine should attempt to escape to the shafts or should remain in the mine, and attempt to protect themselves from the poisonous air by suitably short circuiting the air-current and retiring from the main air-ways. In order to make such restraint easier, it is very desirable that all mines should be equipped with telephone communication from all sections of the mine to the surface so that men in the mine may be informed of what is being done at the surface to secure their safety, or instructed as to what they themselves should do. In cases of fire in or about the shafts, the question of the reversal of the air-current will probably arise. FOR the purpose of subsequent discussion let me reiterate certain points in my paper. The things we are certain of are that individuals differ in their accident liability, and that the bulk of accidents in any industrial group is sustained by comparatively few individuals; further, that this difference in liability cannot be wholly accounted for by differences of exposure, since some of the personal factors involving a high accident rate have already been measured in certain industrial groups.

Provide a means for continuous measurement and display of respirable dust concentrations in a mine so that when high dust levels occur, timely, corrective measures can be taken. Approach Develop a personal dust monitor that (1) is small and light enough to be worn by a miner, (2) has the capability to continuously measure the respirable fraction of coal dust, (3) will display the respirable dust concentration in mg/m3, and (4) can store the average respirable dust concentration and sampling time of several sampling shifts for later play-back. How It Works The personal dust monitor (PDM-1) uses light scattering and convection air currents to sample the respirable fraction of coal dust. Convective air currents cause dust laden air to pass through an open-celled sampling chamber (light sensing chamber). A near infrared light emitting diode (LED) located in the PDM-1 emits pulses of light. The pulsed light passes through a focusing lens and glass window into the sampling chamber. The light is then reflected, scattered, and refracted by the airborne dust particles. Light scattered within the angles of 450 to 900 (the angles within which the intensity of the scattered light is most closely related to respirable-size dust particles) passes through another window and is focused on a light detector. The light detector signal is amplified and presented as analog output voltage for conventional recording. This signal is also converted to a digital signal which the microprocessor uses with its crystal clock to calculate the 10-second average dust concentration, the shift average concentration, the time-weighted average concentration, and the elapsed sampling time. The microprocessor also stores dust concentrations of the seven most recent sampling periods, controls the operation of the LED and detector, and operates the liquid crystal display (LCD).

It is shown that the dust exposure of all underground workers varies greatly from day to day even though each man did the same job in the same working place each day. The variability follows a logarithmic normal distribution with a geometric standard deviation of about 1.6 for the three dust assessments; total respirable dust, respirable combustible dust and respirable quartz dust in both mines studied. The variability was homogeneous for all men and most jobs. The differences between men doing the same job was found not to be significant and it is suggested that the dust sampling program should determine the average for each job and use this as the best estimate of the exposure for each man.

WELL known member of the Institute, Henry Krumb, survived the Japanese earthquake and has written a most interesting description of his personal experience to a friend in New York, an extended excerpt from which we publish, by permission, below. Not having been written for publication it has increased value as a human document in its vivid description of personal impressions and sensations in the midst of such a catastrophe. The earthquake was the most terrible experience I have ever passed through. We arrived at Miyanoshita, Friday, Aug. 31, about 6 p.m., having left Yokohama about 2:30 that afternoon by automobile. It was a most beautiful ride, although rather warm, but not unusually so, as it has been uncomfortably hot ever since we arrived in Japan. The first part of this automobile trip was along the old highway from Kyoto to Tokyo, which is lined with fine old pine trees. There are 52 villages along this highway and we saw real Japanese country life: naked children, both boys and girls, and men wearing nothing but gee-strings. The country on either side was intensively cultivated, the green rice fields and lotus ponds making a most beautiful sight. The occasional hills were all re-forested with young pines. In places the road runs close to the ocean beaches. The last part of the trip was up a steep mountain road, cut out of the side of the mountain. On one side of the road, in the gulch below, was a roaring river. The road crosses this river several times. Miyanoshita is beautifully located on the side of a mountain about 400 ft. above this river at an altitude of 1400 ft. The grounds of the hotel are laid out in Japanese style, small lakes with fish, waterfalls and dwarf trees making a very pretty sight. On the morning of Sept. 1, after walking around the garden and the hotel, we went to our room and I started to write up a few notes. Mrs. Krumb was reading a guide book. A few minutes before noon she came over to the table where I was writing and said that it was about lunch time. Just at that moment hell broke loose. It was the first earthquake I have ever experienced and I did not immediately realize what was happening. The building was shaking as a mine office might shake when heavy blasting was going on near by. Mrs. Krumb, having experienced many earthquakes, stepped to the open door between our room and the bathroom and called to me to get out from under the chande-lier. The plaster was commencing to fall and a large wardrobe fell over. I then knew what was happening and ran to the win dow. Before I reached it a large chunk of plaster from the ceiling hit me on the head and cut my forehead and nose. Mrs. Krumb ran for the other window just as the marble mantelpiece and the dresser fell. Without any hesitation, she jumped out of the win-dow and I followed suit out of the other. Luckily neither of us sprained an ankle-we had jumped 8 ft. We started to runaway from the building but had not gone more than 25 ft. when a second shock or rather a continuation of the first became so violent and the ground under our feet was trembling so that it was almost impossible to stand up without holding on to a tree. The ground seemed to have become liquid and rocked violently, it seemed to me in a vertical direction. In some later shocks the movement was more horizontal. About this time Mrs. Krumb saw the blood on my face and commenced to break down, but only for a moment: As soon as she saw it was not serious she was all right and during the following days stood the experiences and hardships as well as the best of them:

A review is given of progress made to- wards the development of personal gravimetric dust sampling for risk assessment on South African gold mines. The present strategy is critically examined on the basis of principles for assessing health hazard from dust exposure. Reasons are advanced for replacing the konimeter with a gravimetric system based on full shift personal sampling. Constraints imposed by local characteristics of gold mines are used to illustrate the difficulty in finding suitable instrumentation for measuring personal exposure to respirable silica.

While preparing this paper, I soon realized I had a problem in defining what injuries should be classified as "personal." Admittedly, in some cases, falls of persons, sprains and strains, pulling and pushing injuries, and back injuries may have been caused by the individual. But, I believe the number of injuries directly attributed to an individual's carelessness is relatively small in comparison to the total number of injuries in those categories. For discussion purposes, the injuries most often considered to be personal, that is, caused by individuals are those classified as back injuries. My paper will be devoted to back injuries because this category represents the greatest number of injuries occurring in coal mining. A man's best friends are his wife, his back, and his dog. The back, however, has a reputation of not being as faithful as his other two friends.1 "Industrial back injury is one of the major occupational health problems plaguing industry to- day. According to national surveys, back injury accounts for more lost time than any other occupational injury and costs companies thousands of dollars in compensation, medical fees and over- time pay."2 A study conducted by USA Today found that back ailments afflict an estimated 75 million Americans, have totally disabled about 2.5 million adults, lead to as many as 200,000 required surgeries each year, are a leading cause of absenteeism and disability, are the second leading cause of hospitalization, are responsible for 18 million doctor visits a year and cost about 93 million work-days annually. The cost to industry is estimated at $14 billion a year.3 During the past 30 years, a great deal of accident prevention education has been directed toward the reduction of back injuries. However, this effort has not produced any great change in the incidence of the injury. Back injuries should be of the utmost concern to everyone here today. I don't need to tell you what the incidence rate is for back injuries, nor will I use any statistics to inform you of the incidence rate for the coal mine industry or any specific mine. It is only important to know that the number of back injuries is excessive. Back in- juries resulting from lifting have been and continue to be one of the most constant and undiminishing problems in the occupational environment. The fact is, we use our backs to per- form work that the back was not designed to do. Historically, manual materials handling related accidents have consistently accounted for the largest percentage of all industrial accidents. In fact, over 25 percent of all industrial accidents are related to handling of materials.4 In underground coal mining operations, material handling accidents account for even larger percentage of lost time injuries. In 1983, for example, they accounted for 34 percent of all lost time injuries and 32.6 percent of all non-lost time injuries. 5 I want to use one example of a task that will illustrate what I have just said: the building of a concrete block stopping. Each solid concrete block will weigh from 60 to 70 pounds. To build a stop- ping 6 feet high and 20 feet wide will take approximately 80 blocks. On the average, these 80 blocks will be handled at least four times from loading into the conveyance for transportation to being placed while constructing the stopping. Whether you are an employee, contractor or consultant working in the mineral industry, there are pressures to deliver the best possible performance. Technical professionals are usually driven by an internal desire to perform to a high standard because of personal pride in their profession, but there are an increasing number of external requirements to demonstrate that the actions taken were based upon reasonable grounds and that the work conformed to current best practice. People expect these best practice procedures to be followed and governments are now requiring those tendering for contracts to be registered in some way and to be participants in quality assurance schemes. One is not immune to these pressures just because you are working in a less legislatively sophisticated developing country in the circum-Pacific rim (pacrim) region.   Among the external pressures are the general ethical requirements of the professional body to which the person usually belongs, e.g. The Australasian Institute of Mining and Metallurgy (AusIMM), which are further elaborated upon in various Codes and Guidelines on specific matters, e.g. JORC (ore reserves reports) and VALMIN (assessment and valuation reports). These are outlined and discussed. Also, AusIMM's Chartered Practicing Status (CPS) Proposal is outlined in the context of other Pacrim countries approach to registering of technical professionals, which is a way of ensuring that minimum standards of qualifications, experience, competence and repute are demonstrable to ones employer (or client), peers and the wider community, including government.   Today, in the external working scene, there are many laws (particularly those applicable to the corporate and environmental spheres), with which contractors/consultants and even employees must fully comply, or else face criminal sanctions involving huge fines and imprisonment. These, too, are outlined and discussed. One must be able to mount a due diligence defence to avoid or mitigate these consequences.   Personal liability in the context of the day-to-day performance of one's duties has thus become a major concern to the technical professional and the ways in which it can be ameliorated, or insured against, are described. However, for some mineral industry practitioners, the problem is exacerbated because. of their general ignorance of the extent of their personal liability exposure. This paper intends to address this ignorance and to heighten general awareness of personal liability issues, as well as proposing some simple ways to limit this liability.

To allow routine measuring of the exposure of underground workers to N02 from diesel engines and residual gases from blasting. The Approach: A miniature sampler absorbs NO2 which can be measured using a simple method adaptable to both multiple automatic analyses or individual on-site analysis. How It Works: The NO2 sampler is encased in a plastic tube approximately half the length of an ordinary ball point pen and clipped to an underground worker's hard hat. Removal of the end cap activates the personal sampler. Air from the working place enters the open end and diffuses at a controlled rate down the tube interior. The diffusion rate is dependent on tube dimensions (ratio of cross-sectional area to length). The closed end of the tube contains stainless steel mesh which is coated with triethanolamine (TEA) for absorbtion of all NO2 reaching it. Other oxides of nitrogen are not absorbed. The amount

L. Alan Weakly, member SME, is a senior staff engineer, Exxon Co. Weakly chaired a Mining Engineering committee formed to solicit materials for six planned "personal skills" articles, to be used in ME this year. What follows are Weakly's introductory comments to the series. Upon graduation from college several years ago, I thought that I was sufficiently prepared to embark in my chosen profession. A short time later I realized that several years of on-the-job training was going to be required before I could use my technical training effectively. It never occurred to me that, professionally, I was seriously lacking in any other skills. My spelling could use a little upgrading, but this was not a serious deficiency. I have been very fortunate to have had two employers that recognized that their engineering professionals did lack other skills and made every effort to give them training to correct these deficiencies. The skills I am referring to are those in administration and interpersonal relationships. Most mining engineers and geologists receive very little, if any, college training in these areas. In addition, many companies do not provide this training and many mining engineers and geologists are unaware of their deficiencies. It is for this reason the subject of personal skills development is being introduced in Mining Engineering. The mining engineer or geologist can pursue one of two basic career directions, managerial or technical. In today's technically sophisticated society and highly competitive business climate, both orientations require administrative and interpersonal skills. Most of us are technically qualified and we continue to upgrade our technical skills. But many studies indicate that we, as a group, are significantly weaker in administrative and interpersonal skills than other professional groups. In addition, these studies indicate that engineers, in general, take longer to reach managerial levels and fewer do so. This series in Mining Engineering, then, should help readers strengthen and broaden their professional capabilities. In all industries, including mining and petroleum, economic analysis of potential investment projects is done to select the projects that will give maximum future value from the investment of available capital. Rather than looking directly at the future values to be generated by investing capital in alternate ways for economic decisions, evaluators usually use either rate of return, present value, annual value, a profit to investment ratio, or various break even analysis results to reach economic analysis decisions in evaluating alternative investments. Alternative economic evaluation techniques are used in industry to properly analyze the economic potential of various investment projects. "Discounted Cash Flow" analysis is the phrase commonly used to describe these techniques. Whether you want to analyze projects in mineral, petroleum, real estate, refining, pipe-line transportation, or any other industry, proper application of discounted cash flow analysis techniques enables you to fairly compare the economic potential of alternative projects as well or better than you can using any other project evaluation approaches. It should be pointed out that investment analysis generally involves more than economic analysis. Financial and intangible considerations sometimes are as important or more important to investment decision-making than economic considerations. Economic analysis refers to evaluation of the profit generating potential of projects, that is selecting which alternative projects will generate maximum future value possible from available investment capital. Financial analysis, on the other hand, relates to analysis of where money is going to come from to finance various projects. Regardless of the economic potential of a project, if financial analysis indicates that we cannot finance the project, it likely will be shelved for financial reasons even though it may be economically satisfactory. Many evaluators use the terms "economic analysis" and "financial analysis" interchangeably, but this author considers that to be undesirable. Dado que la industria metalúrgica peruana está a la vanguardia de la modernidad, en tanto actualiza sus conocimientos -a través de diversos congresos mineros-, como difunde el uso de nuevas máquinas de concentración de minerales- el objeto del presente estudio describe el problema de los operadores en las plantas de concentración del Perú. En este aspecto, es importante el uso de dichos equipos en el tratamiento de minerales puesto que extraen el máximo de su valor y reducen mínimamente su fundición en el país y el extranjero. Sin embargo, su buen funcionamiento no se limita a una óptima estructura del los equipos, o por la resonancia de su empleo, sino que responde a los operadores de plantas. Durante mucho tiempo,la mayoria de personal empleado en esta labor, se rehusó a trabajar con tales equipos dado sus hábitos, y si lo hacían era más una cuestión de aceptación que de propio conocimiento, tornándose la máquina, como algo secundario. Ante esta situación, se buscó formas de superar dicho problema a través de la enseñanza de los entrenadores, como del interés del trabajador, obteniéndose óptimos resultados en poco tiempo.

Mudd were made honorary members of the American Society of Civil Engineers. Lee Bilheimer, graduate of Missouri School of Mines, has been employed as assistant mine captain at the Edwards, N. Y., div. of the St. Joseph Lead Co. Douglas C. Blackwell, recently graduated from the South Dakota School of Mines, is now with the Oliver Iron Mining Co. of Duluth, Minn. Joseph F. Brown has joined the Grand Junction Exploration Branch of the United States Atomic Energy Commission as a geologist.

Frank L. Bader has been appointed to the sales staff of Lehigh Navigation Coal Co. in the Philadelphia territory. H. C. Burrell, former coordinator of raw materials, Pittsburgh, Penna., has been made manager of raw materials for Columbia-Geneva Div. of U. S. Steel Co., San Francisco. J. H. Cazier has resigned as general superintendent of Bagdad Copper Corp., Bagdad, Ariz., to devote full time with E. A. Scholz to the operation of the Copper King, Phillips and Black Pearl Mines near Bagdad. They have operated the Copper King zinc mine for more than two years.. Production started from the Black Pearl and Phillips tungsten mines during the past year. Robert T. Chapman has resigned from Reynolds Mining Corp. to join Westmoreland Manganese Corp. as general superintendent. Annan Cook, with Kennecott Copper Corp.'s exploration dept. for the past three years, has been appointed district geologist for the eastern states.

Anderson, mining engineer and geologist, has resigned from the Raw Materials Div. of the U. S. Atomic Energy Commission where he was assistant chief of the Denver Exploration Branch. He will enter private practice in Golden, Colo. James E. Atkinson, consulting mining engineer and geologist, left New York for Colombia, S. A., as general manager for Cia Minera Choco-Pacifico, S. A., operating five dredges in gold and platinum on the Pacific coast of Colombia. Russell H. Bennett has been elected a director of Placer Development, Ltd. with head office in Vancouver, B. C., and is also a director of its subsidiary, Canadian Exploration, Ltd., which mines and mills lead, zinc, and tungsten ores at a property near Salmo, B. C.
