Until recently, probably the best means of sampling airborne dusts has been the impinger method. Dust-laden air is drawn into a sampling tube, and the particulate matters separated from the air and collected in the liquid in the impinger. A sample of the suspension is prepared on a slide and counted through a projection microscope. This method is simple and reliable, but it does suffer drawbacks. Since the collected particles must be counted visually, results of the dust count are taken. This seriously impedes studying the effectiveness of dust inhibitors, such as water sprays, or making adjustments in equipment. Greatest disadvantage of all, however, is the tedious task of counting particles in the sample. With the growing desirability of taking more samples, the effort involved in making these counts is a real factor in the cost of dust control. Finally, it is generally recognized that impinger dust counts can be related to health hazard only for specific kinds of dust and under similar conditions. This is because the rather complex mechanism of dust damage depends so much on size distribution of the dust. Counts determined by impinger samples cover a limited size range that does not necessarily correlate with retention by the lungs and upper respiratory tract.

Onsite hazardous waste processors often find obtaining a Treatment Storage and Disposal (TSD) permit one of their first major challenges. Some processors may spend the time and money required by the permitting process, only to find out later that a permit was not necessary. This paper will present and analyze four strategies that processors may use to avoid obtaining a TSD permit. Some facilities will be able to remove their waste streams from RCRA's oversight by ensuring the material is not "hazardous" waste. Parties that treat waste while it is in process may be able to avoid generating "waste" altogether. Certain treatment facilities have been specifically exempted by EPA. Finally, treatment of waste while it is in generator storage tanks may be allowed without a RCRA TSD permit. Hazardous waste point of generation, an important determination relating to these strategies, will also be discussed. Generators and processors will find this paper useful when evaluating their permit exemption potential

Mineral development in South Dakota is aggressively encouraged by both state statute and county ordinances. Yet, an increasingly conservative philosophy is taking hold, resulting in expanded regulatory controls and concomitant increases in direct and indirect costs to permit and operate a mining operation. This paper examines the hidden costs associated with protracted permitting timeframes, land buy-outs, attorney's fees, etc., associated with the increasing emphasis for stiff controls on mineral development in South Dakota.

Drill and blast mining techniques are used to mine coal outburst prone and high gas content coals in Australia. As the risk of an outburst is increased in high gas content coal, it is considered that drill and blast is the safest way to mine coals that refuse to yield gas even after considerable gas drainage efforts. The availability of suitable explosives for drill and blast in Australia is dependent on the æBuxtonÆ tests. With the diminished coal operations in England, the type and supply of such explosives is tenuous, causing significant disruption to the production of coal in some mines. In an attempt to free up the availability of explosives a review of the methods used for the testing of coal mine explosives was undertaken to ascertain the scientific basis for these tests. It was hoped that this comparison would allow regulators to have the confidence in explosives that had been tested elsewhere. Although this was not achieved, it has spawned a major research project that aims to better understand the mechanisms involved so that either confirmation of the current testing regime can be achieved or more suitable and scientifically based tests can be adopted. This paper looks at the ongoing research program investigating the parameters that are involved with methane ignitions from explosives. By utilising high-speed data capture and processing the research project is trying to view an ignition as it happens to identify the mechanisms involved so that better explosives can be designed for the coal mining industry.

Australian underground mines produce in excess of 60 mtpa of coal. Most of these use the longwall method, and they require the use permitted explosives (which are called “permissible” in other countries) for challenges that appear during the day-to-day activities. To obtain the approval for these explosives, they should pass Testing Memorandum #2 (TM-2), which sets out the test required for each category of permitted explosive. These categories are P1, P3, and P5. With P5 being unrestricted use and P3 and P1 have conditional use in underground mines. The TM-2 test was originally set up for NG-based permitted products around 1900. With the closing of NG plants around the world, ammonium nitrate explosives were the natural replacement, and therefore these explosives need to pass the TM2. Australia does have a P1-emulsion based explosive available. For high-risk scenarios (like blasting coal), no P5 explosives are available. The lack of P5 explosives has been prolonged for more than 25 years, since the phasing out of nitroglycerine-based permitted explosive products around the world. The main problem has been that when emulsion based permitted products are tested in the deflagration cannon, the results obtained were not considered in the TM2 criteria and therefore the tests were invalid. A research work on permitted explosives began in 2005 funded by the Australian Coal Association Research Program (ACARP). The aim of the project was to address the lack of P5-type permitted explosive (and, potentially develop them further, i.e., develop safer explosives) and understand the behaviour of emulsion explosive and the results they presented in the tests. Both bureaucratic and technical barriers appeared along the way. On the bureaucracy side, the facility was shut down, reopened, and shut down again. In view of these difficulties, assistance was sought overseas. On the technical side, from the very start the results of the tests when using emulsion-based permitted explosives were not established in the criteria, ignitions occurred for trial samples that were expected to be P5-type, etc. The aim of this document is to present the painful journey in the Australian industry to have a P5-type emulsion-based permitted explosive, for use in UG coal. Also, the technical learning acquired about emulsion explosives and the ignition path of mixtures methane / air will be shown.

The Alton Coal Project is a proposed surface coal mine designed to serve as the fuel source for the Harry Allen Power Plant, a 1,000 megawatt generating station planned for a site 25 miles northeast of Las Vegas, Nevada. The mine and the power plant will be connected by an underground pipeline through which coal will be transported in slurry form.

Introduction The Bailey mining complex is located in Greene County, PA, in the Talley Run valley. It includes two Pittsburgh No. 8 seam deep mines (Bailey and Bailey No. 2), a coal preparation plant, and two refuse areas. Clean coal is shipped from the complex by way of a 24-km (15-mile) rail spur. It con¬nects to the Monongahela Railroad in Waynesburg, PA. In early 1981, Consolidation Coal Co. (Consol) began a permitting effort aimed at building the mine. Construction began in Dec. 1981, less than six months after the first application submittal. Clean coal was produced by the Bailey preparation plant in Sept. 1984. Several factors allowed quick permitting at Bailey. Effective project planning, including early formulation of a project planning team, and identification of red flag issues helped. So did innovative responses to environmental questions, and development of environmentally sound project designs. Forming a project planning team Consol management decided that Bailey mine construction had to begin in late 1981. A project permitting team was immediately formed to see that this goal was achieved. Team members included a project manager and personnel from Consol's engineering, environmental, and operating departments. Communications among all team members was crucial in obtaining the various state and Federal environmental permits. All project permitting team members participated in weekly meetings during application preparation. Discussions at these meetings ranged from recent public contacts, to application content, to environmental design considerations. Establishing a project manager was critical to the team's success. The project manager was responsible for seeing that permit acquisition, facility construction, and operation of the mining complex proceeded on schedule. The project manager had the final word, mediated disagreements, and frequently served as project spokesman to the public. Identifying red flag issues Red flag issues are those environmental factors with the most potential for delaying the schedule or stopping the project. The first red flag issue identified was organized local opposition. Mining is currently undergoing a progressive expansion into novel environments (such as the deep ocean), commodities (such as tantalum, rare earths, and other ‘green economy minerals’), and new methods (such as the autonomous underwater cutting machines required to operate in the deep ocean environment, or the use of expanding grouts to deliver a blast-free mining method). The advent of novel mining, environments and commodities heralds an era that will undoubtedly start with much discomfort on the part of regulators and stakeholders, due to a feeling of overwhelming uncertainty. These proposed mining scenarios have few precedents, few examples of successful implementation, short baseline monitoring periods, and few examples of legacy sites that may assist with understanding long term risk and exposure. The evolution of the environmental and social impact assessment (ESIA) process in many regulatory environments recognises stakeholder engagement in a formal and facilitated manner. This is a positive step, and allows stakeholders to be much more meaningfully involved in the permitting process than they historically were. However, with this advance comes the challenge of identifying and communicating with stakeholders; sharing information in a meaningful way, fostering relationships with what can be an extremely large group, and delivering on commitments that inspire confidence to permit operations that have never been permitted before. In order to meet this challenge, it is suggested that changes to collection of data, communication of data, the nature of commitments, and the reporting of performance need to be made in order to effectively communicate management of new technologies, and the impacts that mining may have in new environments (such as the deep ocean). The communication challenge is necessarily greater when describing technology that has never been used, or environments that have never previously been accessed by humans on an industrial scale. With the environmental movement beginning in the late 1960's came a deluge of permit requirements for the mining industry. Coal mining has been one of, if not the most, severely impacted of the mineral industries as a result of the passage of the Federal Surface Mining Control and Reclamation Act of 1977. Numerous provisions of this Act and numerous regulations developed under authority of the Act are being challenged in differing levels of the judicial system across the United States. Such court cases have had varied success. Numerous other regulatory programs that are not quite as dramatic as the SMCRA have presented an unending regulatory problem for mining operators. My comments in this presentation relate primarily to the major Federal and State agencies and their legal responsibilities which we in the coal mining industry must address in order to receive authority to construct and operate surface coal mines in the State of Wyoming. A list of the Federal and State agencies one could deal with in an application is as follows: 1. Bureau of Land Management (BLM). BLM is responsible for deciding where and when to lease federally owned coal and for establishing terms and conditions for leases. BLM also has some control over surface reclamation on federal land, i.e. regrading to eliminate highwalls, covering of spoils, maximum extraction of coal to limit future disturbance, contemporaneous reclamation, etc. BLM is also responsible for designation of federal lands unsuitable for all or certain types of surface coal mining operations. 2. Geological Survey (USGS). USGS coal mining responsibilities apply only to Federal and Indian lands and concern compliance with production requirements including diligent development, minimum production levels, royalty payments and resource protection, and

The experience of Grey River Gold MiningLimited in pursuing these statutory approvals has identified weaknesses and strengths in the present system and problems which need to be resolved. Boliden Harjavalta has been operating a copper flash smelter since 1949. Thus, in 2019, the smelter is celebrating its 70th anniversary of flash smelting. Slag formation is an integral part of the smelting process; currently the processing of slag is based on froth flotation at the slag concentrator. It provides high recovery of copper but restricts slag utilization; the final copper slag is deposited in a landfill. The Harjavalta smelter commissioned a new landfill area for final slag in May 2018. This paper describes the full project from permitting to commissioning of a new landfill area. The permitting process is described comprehensively, including environmental impact assessment together with the environmental and dam safety monitoring. During the environmental impact assessment, observations on rare animals protected on European level were made as well as archaeological findings. Successful completion of the permitting allowed the construction phase to start on time. After six years of intensive work, the new landfill was commissioned in May 2018. The new landfill area provides a sustainable way to store the smelter’s slag for decades to come. INTRODUCTION Slag processing Sulphide based concentrates have always formed the main raw material stream at Harjavalta’s copper smelter. During the smelting and converting steps, the iron included in the concentrate is oxidized and fluxed using a silica-based sand. Originally, the slag was processed by using an electric slag cleaning furnace after which the final slag was water granulated. Froth flotation has been utilized for slag treatment since 1966. In the beginning, the slag was cooled in open ditches. In 1984, controlled slow cooling of slag was licenced to enhance copper recovery at the flotation plant. Today, the slag from both the smelting and converting is tapped/skimmed to slag ladles and treated in the following steps: Slag ladle transportation from the smelter to the cooling area by slag hauler Slow cooling of slag in the ladle to allow mineral precipitation Unloading the slag by tilting the ladle; causing the slag to crush as it drops from the ladle Feeding the crushed slag (-500 mm) by wheel loader to a slag concentrator’s feed funnel followed by a conveyor belt transporting the slag to the concentrator plant Crushing and grinding using lump and pebble mills Froth flotation of the valuables Recycling the slag concentrate back to the smelter feed after dewatering Pumping the final copper slag to the landfill area.

The Halmahera Contract of Work is a sixth generation contract held 82.5 per cent by Newcrest Mining Limited and 17.5 per cent by PT Aneka Tambang and takes in the Gosowong Project area. In 1991 Newcrest Mining Limited established a small exploration office in Jakarta and proceeded to seek exploration opportunities. The Halmahera area was identified as a substantial prospective ground position in a relatively unexplored area. In late-1991 Newcrest Mining Limited and PT Aneka Tambang agreed to explore in Halmahera. Initial field work commenced in July 1992. A vigorous ground reconnaissance programme led to the discovery of the Gosowong deposit a little over 12 months later in September 1993. In April 1997 the Contract of Work was approved covering much of the island of Halmahera. Between September 1997 and November 1998 activities were directed principally towards obtaining the necessary permits required to commence construction activities. Some particularly ambitious targets were set for achieving this outcome. An aggressive construction programme commenced in late-1998. Construction took place during a period of unseasonally high rainfall, which in itself presented additional challenges to the construction team. A key milestone for the project was achieved on 1 July 1999 when wet commissioning of the process plant commenced. Construction of the Gosowong Mine was achieved on time and within budget. A period of some six years elapsed from the initial discovery of the Gosowong deposit to the time of the first gold pour. Much of the permitting, construction and commissioning activity took place between September 1997 and July 1999. This coincided with a period of significant social, economic and political upheaval in Indonesia. During the construction period a high level of importance was placed on the structured recruitment and training of local people, as well as fostering appropriate community and local business development programmes in the communities nearby the project. Emphasis was also placed on environmental management with detailed long-term planning and progressive rehabilitation commencing during the construction phase. The permitting and subsequent development of the Gosowong Project has demonstrated that even during the difficult times, with commitment, it is possible for mining and exploration companies to conduct business in Indonesia.

The development of separation process for the wastewater treatment in distinct industrial process have been applied for recover water and inputs. Electrodialysis is an example of separation process that have been studied for electroplating wastewater treatment. The use of ion-exchange membranes and an electric energy allows the selectivity separation of ions in a solution. The 1-hydroxyethane-1,1diphosphonic acid HEDP is an organic acid that is has been applied for the cyanide substitution in electroplating baths, and in this condition the electrodialysis has showed recover potential. The ion-exchange membrane used in an electrodialysis process contain organic sample are exposed for extreme conditions. These conditions can provide degradation structure and loss of permselectivity, which causes unusual membrane properties. The aim of this study is evaluate the influence of CuHEDP complexes in synthetic ion-exchange membranes using electrochemical test.

Las plantas concentradoras de producción de Cu tienen como equipos críticos, en el procesamiento del mineral, a los molinos de bolas. Estos molinos están revestidos con liners metálicos o híbridos para proteger la superficie interior del cuerpo cilíndrico o shell de la abrasión y desgaste, ocasionados por el impacto de los medios de molienda como son las bolas de acero y el mineral. Uno de los problemas en molinos de bolas es la rotura de los pernos que sostienen dichos liners. Al romperse estos pernos, el liner cae impactando en su trayectoria a los demás, ocasionando la rotura masiva de éstos con el riesgo de perforar el shell. Previendo lo anterior, se detiene el molino e ingresa para la reposición de dichos pernos y se elimina el riesgo de caída del liner.

"El objetivo del trabajo es señalar la aplicación del método de sostenimiento a través de los ""pernos de madera"" en las minas de Colquijirca, Cerro de Pasco. La ejecución de este método fue a raíz de la lectura de una de las publicaciones que edita el American Institute of Mining and Metallurgical Engineer, titulada Mining Engineering. Posteriormente se elaboraron varias pruebas, encontrándose en está ultima, un rajo de 18 metros por 6 metros, levantado un promedio de 2 metros y medio, y en el que se colocan los pernos de modo perpendicular a la inclinación del manto, llenando todo el rajo y acomodándose en el rombo. Asimismo se demostró que la fabricación de ""pernos de madera"", cuñas y cabezales en un tiempo de cuatro horas, es mucho mayor que las colocadas regularmente con un ayudante. Por último, se resalta que la eficacia de este método responde al factor de que la roca floja es sementada dentro de un bloque sólido, que es suspendido por los lazos del cable de acero en los huecos perforados en un zona sólida, dando mayor seguridad a los trabajos de sostenimiento en los rajos, asi como facilidad en sus instalaciones."

Since the introduction of Peroxide Assisted Leach, PAL™, in the gold mining industry three years ago, seven plants in Australia and South Africa have successfully employed this process. Significant increases in the gold extraction rate are often accompanied by savings in cyanide. These applications are summarized in an overview which helps to define the requirements for a technically and economically successful PAL operation, based on mineralogical composition, operating parameters, and various design and plant features. PAL has a well-defined field of application which has to be differentiated from competitive oxygen leach techniques.

Degussa Corporation's peroxide-assisted leaching (PAL) process was evaluated in the batch concentrate leach circuit at Hecla Mining Company's Republic Unit. The product leached in this batch circuit is a high grade gold-silver sulfide (predominately pyrite) flotation concentrate. The primary objectives of the test program were to determine the effects of dilute hydrogen peroxide addition on leaching kinetics, sodium cyanide consumption and precious metals recovery. The results of the testing demonstrated that using dilute hydrogen peroxide produced the following benefits: - 1. Batch leach time requirements decreased by 80%. - 2. Sodium cyanide consumption in concentrate leach reduced by 55%, which translated to an overall plant reduction of 20%. - 3. In the concentrate leach process, gold recovery was increased by 1 to 2%. Because of the excellent metallurgical results achieved with the use of dilute hydrogen peroxide, as well as an economic incentive, PAL has become standard practice in the concentrate leach circuit operation. A complete description of the Republic PAL plant evaluation and performance is provided in this paper. In addition, process chemistry considerations in regard to the role of hydrogen peroxide are discussed.

"The property of Perron Gold Mines, Limited, lies in the southwest corner of Pascalis township, northwestern Quebec. It is approximately 12 miles northeast of the town of Val d'Or.This ground was originally staked by Jack Mathews of Amos in the spring of 1931. Shortly after staking, a quartz vein containing visible gold was uncovered on the south boundary of the property, about 400 feet south of the present shaft. With further prospecting, another spectacular goldbearing vein was found 3,000 feet northwest of the original showing. Subsequently, several programmes of exploration were carried out in search of the main ore zone. By 1933 sufficient ore was outlined to warrant sinking a shaft. The first ore was milled in 1934.Total production from the Perron mine from commencement in 1935 to 1944 has been 317,900 oz. gold having a value of $11,935,106. The average recovery a ton for 1944 was $9.01."
