Amtrak made a decision to replace an aging bascule bridge with a vertical lift bridge for their crossing of the Thames River in New London, Connecticut. The new lift bridge occupies the same alignment and shares the same foundations as the bascule span. During construction the deep foundation caisson supporting the bascule span settled and tilted. Investigation into possible reasons revealed interesting historical facts, both of the construction of the innovative open well caisson foundations and of the state-of-the-art in tremie concrete placing methods in use at the turn of the century. This paper describes both of these topics.

"Float dust deposits in coal mine return airways pose a risk in the event of a methane ignition. Controlling airborne dust prior to deposition in the return would make current rock dusting practices more effective and reduce risks of coal dust-fueled explosions. The goal of this NIOSH study is to determine the potential of open-air water sprays to reduce concentrations of airborne float coal dust (<75 µm diameter) in longwall face airstreams. This study evaluated unconfined water sprays in a featureless tunnel ventilated at a typical longwall face velocity. Experiments were conducted for two nozzle orientations and two water pressures for hollow cone, full cone, flat fan, air atomizing, and hydraulic atomizing spray nozzles. Gravimetric samples show that airborne float dust removal efficiencies averaged 19.6 percent for all sprays under all conditions. The results indicate that the preferred spray nozzle is operated at high fluid pressures to produce smaller droplets and move more air. These findings can be used to select sprays and design spray arrays to control airborne float dust over the entire longwall ventilated opening. INTRODUCTION Coal mining processes produce airborne dust that naturally deposits on the floor, roof, and ribs of mine airways. These fine dust particles, termed float coal dust when smaller than 75 microns in diameter, are deposited in return entries of coal mines and can be re-entrained by pressure waves induced by methane-air explosions (Rice et al., 1911; Nagy, 1981; NIOSH, 2006). These particles are also those most likely to participate in coal dust-fueled explosions, which can potentiate and propagate explosions resulting in extensive damage. In order to meet compliance requirements of at least 80 percent incombustible content in the composition of material deposited in mine entries (CFR, 2016), coal mines apply an inerting agent, specifically, rock dust (Harris et al., 2009). Should methane be present in the mine atmosphere, the required fraction of incombustible content is further increased by 0.4 percent for each 0.1 percent methane. The removal of airborne float coal dust (AFCD) prior to deposition is an approach intended to make current rock dusting practices more effective by increasing the proportion of inert material to combustible material, resulting in a lower risk of coal dust-fueled explosions. Water sprays are both effective and widely accepted as a method for controlling underground coal mine dust. In fact, water sprays are considered to be the most economical and technically feasible means of reducing dust concentrations in underground coal mines (Courtney and Cheng, 1977; Barker and Humphreys, 1996). Sprays are used in several ways to control dust in mining processes: inhibiting dust formation, immobilizing dust to prevent it from becoming airborne, and capturing airborne dust (Cheng, 1973). Reductions in airborne dust concentrations have frequently been attributed to inertial impaction between water droplets and dust particles, forming larger agglomerates which then quickly precipitate out of the airstream (McPherson, 1993). Inertial impaction activity is generally accepted as the major capture mechanism for airborne particles larger than 0.5 µm in diameter. It is this mechanism that is evaluated in this study."

The results indicate that the preferred spray nozzle should be operated at high fluid pressures to produce smaller droplets and move more air. These findings agree with past respirable dust control research, providing guidance on spray selection and spray array design in ongoing efforts to control airborne float dust over the entire longwall ventilated opening. This bulletin, which discusses open-cut mining at the metal mines of the United States, is the last of a series of such papers by the Bureau of Mines describing the principal methods of mining.4 Open-cut mining is applicable to flat-lying mineral deposits relatively near the surface. Vein deposits seldom are amenable to this method, although outcrops of veins sometimes are worked as open pits. Most of the iron ore of the country is mined from open pits; according to the Minerals Yearbook, 67.4 percent was mined from open pits and 32.6 percent from underground mines in 1937. Open-cut mining is relatively new in the copper industry but yields more copper than any other method; in 1937 about 52 percent of the copper ore mined in the United States was taken from open pits. Lead-zinc ore has been produced from open pits in the Joplin (Mo.) district, but most of the deposits in this area, although flat-lying, are too deep to be mined economically by the open-cut method. In 1937 one company at Oronogo, Mo., was stripping overburden and mining mixed oxidized and sulfide ores by this method.

THE second meeting of &apos;the Open-Hearth Committee, &apos;sub-division of the Iron and Steel Committee of this Institute, was held at the Hotel Cleveland, Cleveland, Ohio; on Oct. 13-15. On Oct: 12, the Open-Hearth Superintendents visited the plants of the Youngstown Sheet and Tube Co. and. the Republic Iron and Steel Co. These men were courteously entertailled by the two companies and every facility for a thorough inspection was furnished. Luncheon was severed at the plant bf the Youngstown Sheet and Tube Co. The meeting was opened Tuesday morning with addresses by J. V. W. Reynders, President of the Institute, and Herbert M. Boylston, Chairman of the Ohio Section of the Institute. E. A. Whitworth, of the Gathmann Engineering Co., presided at the meeting and L. B. Lindeinuth was secretary.

THE developments in construction and operation of the basic open-hearth furnace that have taken place in recent years have placed new emphasis on the vital influence played by regulation and control of the combustion system in both furnace production and furnace life. The several factors influencing flame development, such as regulation of fuel supply, air supply, air preheat, furnace draft, and furnace reversal, must be controlled closely if successful furnace performance is to be accomplished. Rugged instrumentation of distinctive design is required to supply dependable information concerning operating conditions, which is requisite to proper regulation of combustion. This chapter attempts to give a practical discussion of the various features of open-hearth practice and instrumentation related to the efficient heating of the furnace, control of temperature, and protection of the furnace structure from accidental overheating. The appended references will be helpful to readers wanting a more detailed treatment of individual topics. OPEN-HEARTH FUELS The most important open-hearth fuels are listed in Table 4-1 together with their compositions and other data useful for combustion calculations. A detailed discussion of open-hearth fuels is not attempted here, but certain factors peculiar to their application to this type of process are briefly indicated on the following pages. Very often an open-hearth shop is forced by economic factors to use a fuel to which its furnaces are not very well adapted, because the general fuel-allocation scheme for the works as a whole seems to demand it. OPEN-HEARTH refractories are not merely an accessory to the furnace. They are the furnace, to all intents and purposes. The steel work of the main structure is merely an open frame which helps to support the refractories; and the regenerators, a necessary part of the furnace system, consist almost entirely of refractories. Not only do refractories constitute the essential part of the furnace, but they also carry the liquid steel all the way &apos;to the point where it begins to solidify. On leaving the furnace the liquid passes through a refractory runner into a refractory-lined ladle, then through a refractory nozzle closed by a refractory stopper on the end of a rod protected by refractory sleeve bricks. The liquid is sometimes sent through an additional refractory- lined tundish, a supplementary ladle, or a refractory runner for bottom pouring, until it finally enters the iron mold in which it solidifies. Even in the mold, refractory materials are sometimes used to provide a nonconducting "hot top." This series, from runner and ladle to hot top, inclusive, is often referred to collectively as the "pouring-pit refractories." REFRACTORY RAW MATERIALS The raw materials available are best classified into basic and acid types. The principal basic raw materials are magnesite, dolomite, and chrome ore. The principal acid materials are silica in various natural forms, and fireclay. Magnesite. 17.1--CURRENT AND FUTURE STATUS OF SURFACE MINING PAUL T. ALLSMAN AND PAUL F. YOPES 17.1.1--CURRENT The history of surface mining essentially is one of mining coal, copper, iron and aluminum ores, of placer mining gold and tin, and of pits and quarries producing clays, gypsum, phosphate rock, sand, gravel and stone. Table 17-1 is a summary of the estimated world and United States production of crude metallic and non¬metallic ores and coal in 1969. It includes estimates of the quantities produced by surface-mining methods. Two-thirds of the 10 billion tons are mined from the surface, ranging from a third of the coal. 57% of the metallic ores, and nearly all clays, stone, sand and gravel. Production by surface methods in the United States, parallels that of the world with one exception: about 90% of the copper and iron ore is mined from the surface, whereas elsewhere only about half the copper ore is surface mined. In Canada, surface mining of the Athabasca tar-sand deposits is a recent large-scale unique operation. In surface mining of coal and, to a lesser extent, metallic ores, much waste is stripped, but in nonmetallic pits and quarries the ratio between waste and ore usually is small. Part two of this three part series looks at explosives use in open-pit and underground mining operations. Part three, next month, will discuss the transportation, storage, handling, and destruction of explosives. Larger ore bodies, lower grade deposits, and more difficult geologic conditions have led to changes in blasting products, techniques, and field practices in both open-pit and underground metal mines. Pit blasting operations must consider the material&apos;s geology, needed fragmentation for the material, and hole diameter and depth-as well as the traditional consideration of the type of explosive used. With underground mines, various blasting aspects of burn, angle, and machine cuts must be considered for an efficient and safe operation. Of the factors related to open-pit blasting, geology of the material is most important. Many theories relating to sonic velocity and rock hardness are used to determine needed explosives ratios. Extensive field tests are necessary to determine these factors. In most cases, results assume that the material to be broken is homogenous. The drilling penetration rate is sometimes used as a guide to determine rock hardness; however, this is not necessarily a good idea. In many cases, a very hard, brittle rock will blast with less difficulty than a soft, spongy rock. The formation&apos;s stratification is also important. In thinly laminated horizontal seams, rock will usually break and adequately fragment with relatively large burdens and spacings using a low explosives ratio. Massive formations with few laminations require close burdens and spacings and a high explosives ratio. When the stratification is pitched on a severe angle, it is usually preferable to develop the pit face 90°-but no less than 45°-to the stratification. If the face must be developed parallel to the stratification, burdens and spacings must be reduced and the angle drilling that will conform to the angle of the lamination should be given serious consideration.

A portion of a tailings impoundment may need to be removed with the expansion of an open-pit mine in northeastern Nevada. The tailings are saturated and consist of fine silty soil. During the removal of the tailings, they would have no support structure and vibrations induced by blasting in the pit could lead to slope failures.

Paper presented at a meeting on: Artificial intelligence in the minerals sector, held in Nottingham, UK, 20 April 1993. The design and scheduling of open pit operations are consistent problems encountered by the surface mining industry. Numerous techniques and algorithms have been developed to assist the mining engineer in the creation of optimum development strategies. Virtually all the practical techniques that have been produced have concentrated on one of the aspects (limit definition or scheduling) at the expense of the other. It has long been recognised, however, that the two activities are intrinsically linked and thus solving either problem independently of the other can only ever produce sub-optimal results as a whole. This has been termed the "circular reasoning problem". It has also been recognised that, for all practical-sized situations, solving both problems simultaneously is virtually impossible using conventional techniques due to the massive size of the search space involved. A technique is presented which is based on a self-learning genetic algorithm, which provides a combined pit limit and extraction schedule simultaneously in order to maximise the NPV (net present value) of the extraction. The theory is developed in two-dimensions and a number of examples of its application are presented. It is proposed that this approach is a highly efficient, heuristic technique offering the potential to transcend the circular reasoning difficulties of separate pit limit and extraction scheduling systems. "As open-pit operations expanded at Pine Point, hydraulic aquifer evaluation was undertaken to establish the criteria necessary for the design of a feasible dewatering system.The extreme climate of this northern location dictated that the ore zone under extraction be rendered as dry as possible to minimize freezing effects. The design and implementation of such a system necessitated detailed hydraulic evaluation, and the problems that occurred are typical of those inherent in open-pit mining operations in northern areas.The paper describes the problem solution as approached from a mine engineering point of view, with particular reference to the practical aspects of operation and installation. The hydrological analysis used is simple and readily applicable to most open-pit dewatering problems."

Principal factors influencing equipment selection can be grouped into five basic categories: tonnage requirements, ore and waste; topography and property line considerations; ore control requirements; physical characteristics of ore and waste; and climatic considerations. Loading, transporting and ground preparation equipment are largely determined by tonnage requirements. Large size equipment is appropriate for a production of about six million tpm, medium size for three million tons and small size for one million tons or less.

CHURN drilling equipment at Bagdad consists of two Bucyrus Erie 27-T model drills and one 22-T drill with gasoline engines. The drilling tools weigh approximately 1600 lb. The holes are drilled with 7-in. bits which are heated in an oil burning furnace and sharpened in an electrically powered bit sharpener. A service truck brings the bits to the drills and takes the dull bits back to the shop. The bits weigh around 250 lb. when new and are handled by drill crews without any mechanical handling device.

IT has been found that, during any particular period of operation or in mining any particular area of the Castle Dome mine, there appears variation between mine grade and mill grade, thus Ear always in the plus direction. It would be interesting to know if this condition obtains at other properties, and, if possible, to alter the sampling methods or computations in order to get better agreement between mine and mill figures.

INTRODUCTION of bottom dump hauling units into the Ray, Ariz., stripping operation of the Isbell Construction Co., was motivated by several reasons, with what appears to be debatable results. The accepted theory of truck design for use in open-pit holds that end dump vehicles are the most adaptable for the work. But, because operations of the bottom dump, under certain construction and haulage conditions, proved economically feasible, the unit was put to work in the Ray copper pit. The decision to try bottom dump was reached after considerable observation of the unit in action on construction of earth filled dams, levees, airport construction and several other similar tasks. Basic tire design also motivated the choice. All things being equal, a vehicle running on low pressure single tires will outperform another operating on dual high pressure tires, providing load carrying capacities are the same. The investment required to equip a vehicle with four single tires to handle the same load as one with dual tires mounted on two axles and single front axles is about 60 pct greater. Thus, in order to reach the break even point on tire costs, single tires must operate 60 pct longer. Comparison is made with a truck outfitted with 10 16:00x25 tires. Two other factors were considered in selecting bottom dump trucks. It was felt the bottom dump principle would work well in dumping ore into a hopper where gate design fits this particular method. Also, with the absence of hydraulic dumping, ore pollution with oil is reduced. The mechanical simplicity of the unit also lent weight to its choice. Ordinary reasoning indicated maintenance costs would be low compared with other units carrying similar loads. The bottom dumping principle is not new. It dates back to the days when horses were used to haul the same kind of rig. The unit employed at Ray holds 25 cu yd struck measure, or approximately 42 short tons. Dumping is accomplished by releasing an air cylinder opening a dog holding the doors. Doors are closed by a cable system operating off a wheel wind deriving power by friction with the trailer tire. The unit is mounted on four 27.00x33 and two 14.00x24 tires on the front axle. The power unit is a 300 hp Cummins engine. Hydraulic power boosts the steering. A straight mechanical drive and friction clutch with 10 speeds is used. Conditions Not Ideal Top performance of the truck can be expected only under the conditions for which it was designed, in particular grades under 5 pct, handling fine material, and dumping where one thin layer can be placed on top of another. The machine will handle 42 tons per haul, operating at high speed, with only seconds used for dumping. On a 2 or 3 pct grade over a one mile haul,

SAFETY in open-pit mining receives a minimum of notoriety, but its significance in profitable and efficient operation is as great as in other methods of mining. Open-pit operators from Arizona, New Mexico, and Mexico, exchanging ideas on safety at a symposium during the recent annual meeting of the Arizona Section, AIME, discovered unanimity of opinion that the successful safety program depended on managerial and supervisory support with the vigorous cooperation of the employes. Safety Organization The operation of a safety program is dependent on the ability of management to project enthusiasm through the company organization. This requires a suitable method of communication to the supervisory and employee levels so as to approach them in a manner that will inspire cooperation. Safety committees comprised of various combinations of managerial, supervisory, and employe personnel are frequently used for this purpose. The open-cut mine of the Chino Division of the Kennecott Copper Corp., Santa Rita, N. Mex., operates its program through management, a full-time safety engineer, and two safety committees, the Departmental and Shops Safety Committee and the Central Safety Committee. The Departmental and Shops Committee consists of one employe from each department and shop and the safety engineer. The selected members serve for a period of one month. This committee meets once a month, the only representative of management being the safety engineer because it is believed that employes will speak more freely when their supervisors are not present. The duties of the committee are to report hazardous conditions and make recommendations, but the committee has no authority to approve or disapprove. The Central Safety Committee is comprised of supervisory personnel from all departments and shops, and one member of each of the five bargaining organizations. Members of this committee are permanent and hold meetings soon after the departmental group to take action on recommendations of the latter. The committee system insures participation of all levels of personnel in the accident-prevention program, thereby stimulating safety consciousness. The New Cornelia branch of the Phelps-Dodge Corp., uses three groups to conduct the safety program; the General Safety Committee, Division Safety Committee, and the operating-unit safety meetings. The unit safety meetings provide for active participation of employes in discussion of various phases of the program. Within these groups vigorous opinions regarding safety are often expressed and the workmen are critical if they recognize a digression from the adopted safe-practice procedures. These monthly discussions give the program vitality. The Division Safety Committee is composed of the division superintendent and the division department heads, and follows an established pattern in discussion of all phases of the safety program. The General Safety Committee, made up of the manager, division, and department heads, makes decisions on policies and procedures; it renders decisions on recommendations and suggestions. Management at the New Cornelia branch feels this system of safety committees and meetings has been active in advancing the program.
