The construction of Oakland Airport Roadway Project for the airport expansion requires stabilization of subsurface soils for the construction of three grade separation structures at two roadway interchanges and the intersection of a roadway and taxiway serving the airport. Loose sandy fills and soft Bay Mud were improved by Cement Deep Soil Mixing (CDSM) for the construction of a soil-cement foundation under the MSE (Mechanically Stabilized Earth) walls of a roadway overcrossing and a soil-cement gravity retaining wall to maintain stability of a roadway undercrossing during and after a major earthquake. CDSM was also used to construct two cutoff walls for groundwater control. A test section was carried out prior to full production to verify that the CDSM equipment, installation procedures, and mix designs could produce the soil-cement with required strength, uniformity, and permeability to meet the design intent. Additional test sections were performed for the confirmation or modification of the mix design and installation procedure to cope with the complex subsurface conditions resulting from the historical development of the site. The test section revealed that the CDSM cutoff walls, retaining wall, and foundation improvements could be constructed to satisfy the design requirements and that the intermittent test sections alleviate the impact of the varying subsurface conditions. Based on the data obtained from the test sections, one CDSM cutoff wall was completed in July 2000. Full production of the CDSM retaining wall, cutoff wall, and foundation began in March 2001 and is expected to be complete in November 2001.

Channel deepening of major ports is challenging designers to explore innovative solutions to ensure stability of bulkheads, such as for the Oakland Inner Harbor. This particular challenge was met with the use of the SPIN FIN® Tension Pile for restraint of an HZ combination wall along the Oakland Inner Harbor Shoreline in Oakland, California. A SPIN FIN pile is a pipe pile with welded plates at the pile tip that increase pile capacity. A brief history of the project will be provided as well as results of pile load tension tests, pile strain gauge, and wall deflection under construction loads. Tension pile load deflection results will be discussed with recommendations toward establishing deflection-based ultimate load criteria. A discussion of predicted wall loads and field observed wall loads will be provided.

Oaky Creek Coal Pty Ltd. currently mines high quality coking coal from both underground and open cut operations at its Oaky Creek Mine. Coal is transported by rail to the Dalrymple Bay Coal Terminal south of Mackay and to the Gladstone Coal Terminal. Oaky No.1 Underground Mine, Open Cut and Highwall Mine have concentrated on seams from the German Creek Formation, one of the major productive coal measure formations in the Bowen Basin Coalfields. Spherical or oil agglomeration has been recognised for many years as a possible process for the recovery of mineraVmetal values. BP has investigated the potential of spherical agglomeration for a number of minerals as have other workers. Testwork has also been carried out by both BP and others on the selective agglomeration of fine coal. The spherical agglomeration of both minerals and coal depends on the use of an immiscible liquid e.g. a hydrocarbon which is added to a suspension of the solids in water. On agitation the oil is distributed over oleophilic/hydrophobic surfaces and particle impact allows inter-particle liquid bridges to form causing agglomeration. It is also possible to enhance the oleophilicity of the material to be recovered by the use of collectors similar to those used in froth flotation.

Arthur Robert Owen Wiliams died on 18th May, 1989, at the age of 84. ARO, as he was known, was educated at Malvern in England, and graduated from the Royal School of Mines in 1926. He went to South Africa as a Learner Miner with Consolidated Gold Fields at Robinson Deep.

Gerhardus Paulus Badenhorst passed away on 2nd December, 1989. Badie, as he was known to all, will be missed by his many friends and colleagues, and will be remembered by al who knew him as a warm-hearted person who was totally dedicated to the safety and health of the workers in the mining industry.

Brigadier Ralph Shelton Griffin Stokes D.S.O., C.B.E., M.C., who died in England on 24th February, 1979, at the age of 96 years, was one of the most colourful personalities in South African mining history. After the South African War, in which he served as a trooper, he joined the Crown Reef Mine as an assistant assayer (1902), and was to serve the mines of the Corner House Group intermittently for the next 57 years until his retirement in 1959.

Cecil John Irving was born on 13th March, 1902. He was educated at King Edward's School in Birmingham, and at the University of Birmingham, where he graduated in B.Sc. Mining Metallurgy in 1922, and in B.Sc. Metal Mining on 7th July, 1923. Johannesburg 1986 The biggest mining exhibition ever held in Africa and several allied international conferences are to be staged in Johannesburg in September of next year.

Dr Laurence AlIison Bushel, a former President of the Chemical, Metallurgical and Mining Society of South Africa, now The South African Institute of Mining and Metallurgy, was born in Queenstown on 20th June, 1910, and died in Johannesburg on 4th November, 1991. There were three distinct periods in the career of Laurie Bushel, each enlivened by some special interests or achievements.

With the passing of Dr William Bleloch on 20th June 1991, we lost not only a colleague and a good friend but a man who made a very significant contribution to the industrial development of South Africa. He can rightly be called the father of the ekctrochemical and electro-metallurgical industries in this country, since his ideas and dedicated work were directly responsible for the development of these large industries as we know them today.

Mr Philipus Albertus von Wieligh, a former President of the Chamber of Mines and Executive Director of Johannesburg Consolidated Investment Company, died in Johannesburg on Thursday, 28th December, 1989. He is survived by his widow, a daughter, and two grandchildren. Mr Von Wieligh served the mining industry for 45 years. The P.A. von Wieligh Park in Hilshaven on the West Rand is named after him.

The South African Institute of Mining and Metallurgy mourns the passing of one of its most distinguished sons. Professor J. de V. Lambrechts died at Franschoek on 30th January, 1988, at the age of 76 years after a long illness. Mintek Application Reports A new series of Mintek reports made its appearance in 1987. Professor R. N. Pryor, AR.S.M., B.8c., C.Eng., F.I.C.E., F.I.Min.E., F.I.M.M., who died on 14th July, 1979, after a short illness, was President of the Institution of Mining and Metallurgy for the session 1978-1979. Weld pool metallurgy A high level of current interest in welding characteristics and behaviour and in the properties of welds was amply demonstrated by the large attendance at The Welding Institute's 1978 Conference on 'Trends in Steels and Consumables for Welding' and by the overwhelming number of papers offered for the International Conference on 'Arc Physics and Weld Pool Behaviour' in May 1979. Mine ventilation The First International Mine Ventilation Congress was held in September, 1975, in Johannesburg, South Africa, at the University of the Witwatersrand. It was organized by the Mine Ventilation Society of South Africa. Occupational accidents and diseases The IXth World Congress on the Prevention of Occupational Accidents and Diseases will be held in Amsterdam from 6th to 9th May, 1980. Rock mechanics The 21st U.S. Symposium on Rock Mechanics is to be held at Rolla, Missouri, from 27th to 30th May, 1980. Protection against noise An International Symposium on the Protection of Workers Against Noisewill be held in Dresden (German Democratic Republic) from 27th to 30th November, 1979. Management of mineral resources A joint meeting of the Institution of Mining and Metallurgy, the Society of Mining Engineers of AIME, and the Metallurgical Society of AIME is to be held in London from 27th to 30th May, 1980. INFACON 80 During 1970 various South African institutes and associations agreed to organize an international ferroalloys congress. It was recommended that this should be made a continuing forum, where ferroalloy people could meet and discuss matters of mutal interest.

Robert Rampton Porter died on 8th September, 1985, in Salt Lake City, Utah, at the age of 75. Bob Porter was born in Salt Lake City in 1910, and he attended the University of Utah, where he obtained an M.Sc. degree in metallurgy. Galvanizing In conjunction with the National Institute for Materials Research of the CS I R, the South African Hot-Dip Galvanizers' Association has organized the First International Conference on Galvanizing in South Africa. This event will take place at the C SIR Conference Centre in Pretoria from 3rd to 7th November, 1986. Environmental effects of mining A one-day meeting entitled 'The environmental effects of mining and restoration' will be held on 23rd September, 1986, at the University of Manchester Institute of Science and Technology, Manchester, England.

On Friday, 18th April, 1986, Stefen Kenneth de Kok passed away peacefully at his home in Johannesburg after a short illness. New President of FSPE Mr R.G. (Bob) St Leger took office as President of The Federation of Societies of Professional Engineers on 1st July, 1986.

A new method for the quantitative image analysis of complex microstructures in steel is presented. Microstructures in modern steel grades on the one hand become more and more complex while on the other hand the size of the constituents is scaled down ever further. For these reasons it is increasingly difficult or even impossible to access reliable quantitative information on ratios, shapes and spatial distributions of individual phases and constituents by utilising traditional metallographic analysis methods. The presented new analysis approach is object-based. Its basic processing units are so-called ?image objects? which reflect the pictured structures by merged groups of likely related pixels. By the use of image objects, information on shape, graphical texture and spatial distribution of the microstructural constituents can be processed. With these additional data available, it is possible to quantitatively analyse complex microstructures. This is demonstrated by the application of the method to SEM images of different multiphase steel grades. Because the analysis routine is fully automated, the analysis of large amounts of image data is possible and thereby the investigation of statistically relevant areas of microstructures.
