IF it be admitted that the use of the metric system of measurement is desirable, and that it will be well, as urged by one of our engineering societies, to show upon all our plans or drawings a metric scale in addition to a scale of inches, then it becomes important to introduce some ready means of drawing these scales. For many present purposes it is quite sufficient to space off and to draw them with the common dividers and the right-line pen, but if the number of drawings made or copied in an engineer's office, and upon which scales must be shown, is more than two or three daily, then some more mechanical or automatic means should be provided. For a great majority of detail drawings, a simple transcript of the surface of a good two-foot rule would answer every purpose, and probably the best comparative showing of the metric scale would be made by drawing a line of millimeters close by the side of the line of sixteenths. (Read at the Philadelphia Meeting, February, 1878.) IT may be of interest, and perhaps of importance, to the members of the Institute that specific mention should be made in detail of the great value of this method of copying or photographing all kinds of tracings.* Several samples are laid upon the table which may serve as illustrations of the results obtained. Some of these show slight imperfections, depending upon the character of the tracing, and upon the length of the exposure to the light, but it may be clearly seen that even a faint copy would be quite available for actual use. The process is believed to be of French origin, and has been used for many years. Special attention seems to have been directed to it recently, and its great value to engineers appears likely to be fully recognized. The manipulations required are of the simplest possible kind, and are entirely within the skill and comprehension of any office boy who can be trusted to copy a letter in an ordinary press. These particulars may be summarized somewhat thus 1. Provide a flat board as. large as the tracing which is to be copied. 2. Lay on this board two or three thicknesses of common blanket, or its equivalent, to give a slightly yielding backing for the paper. 3. Lay on the blanket the prepared paper with the sensitive side uppermost. 4. Lay on this paper the tracing, smoothing it out as perfectly as possible so as to insure a perfect contact with the paper. 5. Lay on the tracing a plate of clear glass, which should be heavy enough to press the tracing close down upon the paper. Ordinary plate-glass of ill thickness is quite sufficient. 6. Expose the whole to a clear sunlight, by pushing it out on a shelf from an ordinary window, or in any other convenient way, for six to ten minutes. If a clear skylight only can be had, the exposure must be continued for thirty or forty-five minutes, and under a cloudy sky, sixty to ninety minutes may be needed. * The introduction of this process into the United States is due principally to Mr. A. L. Holley, who first drew the attention of American engineers to its simplicity and convenience. Mention was also made of the process at the meeting of the Institute in New York, in February, 1877, by Mr. Ogden Haight.

SEVERAL interesting and important considerations may be based upon an analysis of the cost of producing Bessemer rails, and the facts thus set forth may be much more clearly emphasized by reducing each item of cost to its own fractional proportion of the sum total in each branch of the manufacture. The estimate given below is not absolutely complete in minuteness of detail, but it may be fairly taken as a basis for the suggestions to be noted : Perhaps the most striking comments that can be made upon this statement are those arising from a consideration of some of the smaller items, and even the least of these quite loses its insignifi¬cance when its proportion of the whole is expressed in actual money, as for the work of a year, or even for a single day. (Read at the Philadelphia Meeting, February, 1878.) SOME statements have already been made to the Institute in reference to the cost of other departments of the above-named works, and some details have been given in tabular form.* For the purpose of the present paper it may be sufficient to say that this converting works is made up of three buildings, a cupolahouse, an engine-house, and a converting-house. The machinery and fixtures comprise two blowing-engines, two pressure-pumps, two five-ton converters, five hydraulic cranes, three pig-iron cupolas, four spiegel cupolas, two lifts for the cupolas, together with the usual arrangements of smaller parts. Every effort was made in the construction to combine efficiency of operation with durability, and the general course of the operation of the works during two and a half years seems to warrant the belief that the large outlay has been fully justified. • In the accompanying tabular statement all items on vouchers less than ten dollars, and all freight items have been omitted. * See Transactions of the. (Read at the Wilkes-Barre Meeting, May, 1877.) THE tabular statement accompanying this note shows the money cost in each of the three departments of manufacture, of 17 leading items, and also the proportion (expressed in a decimal fraction) which each of these items bears to the total cost. The statement can hardly be taken for more than an average illustration of the clear showing of ratios and of results which may be made by such an arrangement, for not only will these items vary from month to month in any given works, but the methods themselves of manufacture differ widely in different works. It is obvious that such a statement, however useful it may be, must be submitted with but exceedingly little explanation or discussion, or with none at all, for the reason that to enter at any satisfac-

(Read at the Wilkes-Barre Meeting, May, 1877.) THESE furnaces are of the ordinary Siemens type, and present no special peculiarities of construction. The bed of each is 8 feet by 20 feet clear inside of the walls and ports. The producers are placed at a distance of about 200 feet from the furnaces, and the gas is collected in an iron tube and led across the yard overhead. It then drops underground into the gas flue, and is distributed to the furnaces. A considerable weight of floor-plates over the valve-pits is included in account 39, but none of the general stock of floor-plates for the mill were charged to the furnaces. In Table No. 1 is shown the money cost of the furnaces as distributed to the several accounts named. In Table 2 is shown the proportion of each account due to each of the several items or classes of expenditure named.

IN vol. 33 of the Proceedings of the Institution of Civil Engineers, London (part 2, for 1870-71), may be found a statement of the cost of two blast furnaces, together with a somewhat detailed description. The attempt will be made in this note to restate these items of cost, so that the information may be rendered perhaps more accessible to our members than in its present place of record, and also in order that the items may be more intelligibly compared among themselves, or with similar items in other cases.

THE importance to the growing steel industry of the United States of a domestic supply of ferro-manganese or "spiegel" of a high grade, induces me to bring to your notice some details of the method by which a superior article is produced in the Austro-Hungarian Empire. At Reschitza, Hungary, and probably at Laibach also (the Krainische Industrie Gesellschaft), ferro-manganese is made in a blast-furnace, with charcoal as fuel, and limestone as the flux. The ore is a ferruginous mixture, containing about 37 per cent. of sesquioxide of manganese. It is silicious, and somewhat resembles, in its appearance, the manganese ore from Red Island, in the Bay of San Francisco, California. It contains about 29 per cent. of silica and some alumina, shown by the subjoined analysis

It has a capacity of 5 ft3t and was named the No. 20. Next in line was the No. 24. Built in 1933, it had twice the capacity of the No. 20 unit. THOSE who dabble in mining are no exception to the general rule that persons who know a little of a subject are apt to think that they know all about it. Some colour may be lent to the belief that anyone may succeed in mining when we hear stories ofsuccessful diggers and others who have accidentally dropped on to something good through no foresight on their part; but we seldom hear the contra account of the far larger number who fail. Those who go more thoroughly into the subject, and take up mining as a profession, know very well that it is not one that can be carried out successfully by rule of thumb, but when they point this out to the public they are credited with trying to make it a closed profession; and outsiders are for ever trying to find out the "trade secrets," at the same time spurning the main one, which is hard study, experience, and the ability to apply their knowledge. The average mining man is not rich. When he amasses a fortune it is generally through speculation rather than professional work, thought no doubt his technical knowledge may have assisted...

IN the summer and fall of 1875, the author was present during a short smelting campaign at the Hall Valley works, and having had occasion to make a number of chemical analyses of the ores, fuel, and fluxes, deems that the results of the same, and also an account of the smelting operations, may be found of interest to members of the Institute. The mines and reduction works of the Hall Valley Silver-Lead Mining and Smelting Company (limited) are situated at Hall Valley, Park County, Colorado. The smelting works are located about half way from the mouth to the head of the above-named valley, and the mines high up on the mountains, near its head. The three principal mines of the company are the Whale, Leftwick, and Cold¬spring. They are all on different veins, running parallel to one another, with a general trend from southwest and northeast. OUTBURSTS in coal mines have contributed greatly to the hazard of mining operations in localities in which they occur. They have been responsible for many casualties and fatalities and much property damage. An excellent review and symposium on the subject appeared recently1. From a study of the papers included in this symposium, and other litera-ture on this subject2, the following conclusions or statements seem justified: 1. Outbursts are more likely to occur in deep mines; that is, where the coal seam being mined has considerable overburden. 2. Outbursts usually occur when hard, dense, nonfractured coal is being mined. It is believed that in most cases a fault or a pocket of friable or soft or pulverized coal existed some distance behind the dense coal at the time of the outburst. 3. The outburst involves a rending or pushing of the solid material of the coal face, the roof, or the floor outwards and often is accompanied by the discharge of large quantities of very fine coal. 4. Drill holes or borings into the coal ahead of the workings have failed to yield information either from evidence of increased gas pressure or increased gas flow that makes possible the prediction of outbursts. 5. Mines in which outbursts occur are usually considered "nongassy," or only very slightly "gassy"; yet large volumes of gas may be produced at the time of the outburst. Despite the varied conditions and varied locations in which outbursts have occurred, the foregoing general statements appear to be applicable in whole or in part to all the recorded cases. These observations there-fore should be significant and any explanation of the mechanism of the phenomena should be consistent with them. The following suggestion seems to be in accord with this requirement, and is offered in the hope that it may assist in the further elucidation of this phenomenon.

The timber township of Powelltown, Victoria lies N.E. of Yarra Junction, 60 miles east of Melbourne and in the site of the mill of the Victorian Hardwood Company Proprietary Ltd.A lift gauge railway owned by the company connects Yarra Junction on the Warburton line, with the township through two or three smaller mill centres on the way.The company has been operating for some 12 years. In the divide, about four miles from Powelltown, between the Little Yarra and Latrobe rivers, cutting was continued with material being handled by winch and double incline haulage over the divide. A small bush locomotive dealt with the traffic between the divide and the cutting site.In order to reduce costs, which were heavy at the haulage, the company decided to make a continuous railway from Powelltown to the bush by means of a tunnel through the divide.Hand bore holes were put down on the proposed line of tunnel and showed that the divide at this point consisted of decomposed depth of about 100 ft. towards the eastern or Latrobe side - and that the undecomposed granite summit lay to the west of the surface summit.The bores also served to locate the underground water line, this was afterwards found to rise and fall with wet and weather.To avoid tunnelling in hard and heavy water, the grading of the was laid out with the summit of the hard granite the point in the line.

On the afternoon of Saturday, June 23rd last; there was an unusual occurrence at the surface plant of the Dominion Coal Company's Caledorria mine, Glace Bay, which operates on the Phalen seam, here lying at a depth of 170 feet from the surface. On that day, the writer, who was attending a business conference in the General Office about a mile distant from the Colliery, received a telephone call to the effect that there was a strong odour of gasoline or kerosene in the wash-house and lamp-house of the Colliery, and that the attendants in both the wash-house and the lamp-house had become ill and had had to be sent home. Instructions were given at once to cut off the electric current, and to close all doors to prevent access to the building. When the writer arrived at the plant and questioned the workmen, he was led to the belief that the gasoline tank in the lamp-house (used in connection with flame safety lamps) had leaked and that the gas, having volatilized, had displaced sufficient oxygen to cause the trouble. Emphasis was being placed on the kerosene, or, as some said, the gasoline, odour. In the lamp-house, there is a small shuttered window which opens on a corridor. Here the workmen receive their lamps from the lamp attendant. An examiner, with a flame safety-lamp, proceeded to test the atmosphere within the building by passing his lamp through the open window, since, if the trouble was due to volatilized gasoline, a gas cap would be shown on the flame of the safety-lamp. After holding the lamp for a few seconds inside of the window, he withdrew it and remarked, "There's no gas cap" . Almost immediately the lamp fell from his hand and he dropped unconscious to the floor of the corridor. The writer, who was standing beside him, felt no ill effects and removed him at once from the corridor. Steps were immediately taken to revive him ( artificial respiration) , and in about ten minutes he became conscious and was breathing naturally. In making the examination, his head was not inside the window, but in line with the frame of it. It was apparent that some gas more deadly than the hydrocarbons from gasoline was present.
