A cooperative study was undertaken by representatives of the environmental community, the mining industry, and state government to identify and resolve environmental issues associated with base and precious metal mining in a neutral atmosphere before a commercial mining development is announced. The study included testing Minnesota's as-yet-untried non-ferrous mining regulatory program using three hypothetical mining developments sited in environ-mentally sensitive areas where future mining could occur. Results include identification of critical paths for regulatory decision making, identification of particularly sensitive environ-mental issues that will need continued deliberation before resolution, and characterization of data necessary for environmental review and permitting decisions.

The Morobe Province of central Papua New Guinea (PNG) has been mined for gold for nearly a century, although it is only in the past decade that large-scale modern mining commenced. The Hidden Valley gold-silver project began construction in mid-2006 and production by August 2009, and is located in the mountains above Wau in the headwaters of the Watut River. The mine is owned and operated by the Morobe Mining Joint Venture (MMJV), which also owns the Wafi-Golpu project, comprising the Wafi gold deposit and Golpu copper-gold deposit, situated in the Watut River Valley. Together they represent a potential mine of the scale of Ok Tedi or Bougainville or bigger. The MMJV is owned in equal shares by Newcrest Mining from Australia and Harmony Gold from South Africa. Although Hidden Valley was the first large-scale mine in PNG to engineer and build a tailings storage facility, poor environmental management during construction and early operations led to significant erosion of waste rock and sedimentation impacts throughout the ~200 km length of the Watut River. Since then, substantial efforts have been made to improve environmental management, especially waste rock placement and storage and water quality management. While the impacts from the Hidden Valley project appear to be reducing, the saga has heightened concerns by many along the Watut River and across PNG about ongoing impacts from mining.This paper presents the results of an ongoing project in the Morobe Province conducted by the Mineral Policy Institute examining the historical, current and future impacts of mining, including community views, social and environmental impacts and the monitoring and regulation of mining. Overall, there is a clear need to more fully integrate social and environmental issues into life-of-mine planning and go above and beyond regulatory requirements. IT is a curious fact that while in our Transactions there are papers dealing with mining-districts in all parts of the world, in Europe, Asia, Africa, and Australia, there is not one which describes the mining possibilities of Nicaragua; our near neighbor. To be most interested in distant objects, like the moon, .and to neglect what lies at our feet, appears to be a trait of human nature. The neglect of Nicaragua is not confined to the American Institute of Mining Engineers. In no other transactions am I :able to find papers dealing with mining in Nicaragua, some parts of which are as much in need of discovery and research as the North Pole.. I hope this paper will be the precursor of many others to be printed in our Transactions, dealing not only with the mining possibilities of Nicaragua, but with the whole of Central America, where there are vast areas awaiting skill and capital for their development. Much of this capital and skill should come from the United States in the future, although it is probable that European capitalists, when they appreciate fully the possibilities, will investigate more and more the mining-resources of Nicaragua and other Central American republics. Fig. 1 is a sketch-map of Nicaragua showing the principal mining-districts. II. HISTORY. Mining in Nicaragua did not begin yesterday. It was commenced by civilized man when the Spanish conquerors penetrated into the interior and forced the natives to procure the precious metal for them. It is strange that the Spaniards did not find more gold, and work on a scale as extensive as in Colombia and other parts of South America. In November 1992, the Internal Revenue Commission (IRC) was formed from the rperggr of the Papua New Guinea Taxation Of- fice (PNGTO) and the Bureau of Customs, and now has the re- sponsibility for the administration of direct and indirect taxes on a national basis in Papua New Guinea (PNG). Since that date we have undertaken many initiatives to make the new organisation more efficient and responsive to clients' needs. Income Tax The mining industry is catered for, in respect of income tax, un- der a separate taxation regime within the Income Tax Act (ITA), Division 10, as well as some general provisions within that Act as may be applicable. Division 10 is itself broken up into subdi- visions to cover the different types of mining leases, namely Spe- cial Mining Leases (SMLs) and Mining Leases (MLs), and peri- ods of time during which those sub-divisions apply. Ring Fencing Income tax assessed on the mining industry, with the exception of Mining Leases (these will be explained later), has a project basis of assessment, that is, each project is assessed separately as if the taxable income of the taxpayer from operations attributable to the project was the only assessable income derived by that taxpayer. This is often referred to as "ring fencing". This is an important point to consider because losses from unsuccessful projects cannot be set off against income from those that are suc- cessful, except in very limited specific circumstances, such as where an unsuccessful exploration licence is cancelled or surren- dered. The project basis of assessment applies to both resident and non-resident companies. A relaxation in the 'ring fence' provisions was applied from 1st January 1995, where ten percent of exploration expenditure, in- curred in areas outside of Special Mining Leases and Petroleum Development Licences in a particular year of income, can be claimed as an outright deduction which is limited to ten percent of the tax otherwise payable in that year. This was introduced to encourage exploration in PNG.

As the turn of the century approaches, traditional open pit mining methodologies and processes are being modified through the introduction and use of new technologies. As in other industries, the personal computer is dramatically changing the traditionally conservative mining industry by allowing mines of varying size and capacity to increase their productivity and efficiency through the use of easy to use, office software. Computer-based monitoring and control systems are also being used more frequently to measure and optimize, in real-time, the performances of operating equipment. When communicated to an end-user, this information can provide accurate and timely answers to questions of how much, where, when, and by whom. This capability forms the foundation of a more comprehensive, proactive management and planning facility where, ultimately, information acquired from the producing equipment will be used to optimize and control machine and human activities. As these technologies mature and become essential tools in a mine, they will eventually serve as the basis for more robotic and autonomous mining operations.

This study confines itself to an examination of the two million square miles of the northern hemisphere which the geographer defines as the terrestrial Arctic, a land region in which the mean temperature of the warmest month is below 50°F-in effect, the area lying north of the tree line. The engineering and human problems there are of a different order of magnitude than is generally true of the sub-Arctic. Whether in Dawson Creek or Matanuska, in Mo i Rana or Skelleftea such problems are of the same general order as in Hibbing or Noranda. The same is not true in Kong Oscar's Fjord or Lancaster Sound.

MINING occupies a position of less importance than manufacturing or agriculture in Canada, but its relative contribution has increased greatly during the post- war period. Mineral production was only 5.14 per cent of the net value I of production of all kinds of commodities in 1919, but by 1936 the pro- portion had risen steadily to 12.76 per cent. Mining felt the depression, hut unlike agriculture, which is still ' sorely stricken, it has passed from early convalescence to complete recovery. For each of the last two years new high records were established for the industry as a whole and for the quantity of most metals produced. Mining has had a notable effect on - the growth of the power industry in Canada. Water power has been developed in the same or adjacent areas wherever mining camps have been 1 established, with few exceptions. Consumption of electrical energy by the mining industry gained 72 per cent within a decade, rising from 1604 million kw.-hr. in 1926 to 2754 in 1935. In order to see the sand mining industry in the context of the coastal plain environment, the following points are noted. The coastal plain comprises several different geomorphological and ecological entities, some or all of which may be profoundly different from their condition before European colonisation, Sand mining is only one of a number of competing land uses which modify the environment of a given area. The frontal dune system in particular has undergone considerable deterioration and with the pressures of an ever increasing population, this deterioration will accelerate until an adequate control policy is Implemented.

This paper argues that mining managements should go on the offensive and champion the environment through leadership in environmental policy and research and development, rather than reacting to anti-mining campaigns. In the formulation of an environmental policy for the mining industry, a clear understanding of the concept of sustainable development is of paramount importance.

A change in priorities is perhaps the underlying motivation reflective of governments and people in the Far East nations of the Philippines, Indonesia, and Thailand. While in the past, local governments have focused on feeding their large populations, the transfer of modern technology to the agricultural sector has produced record crop years in many of these countries. As a result, agricultural objectives have become more manageable, prompting governments to shift priorities to the accelerated development of their industrial sectors. The basis of any sustained industrialization program, the governments concede, is the development of a vibrant minerals sector.

Subzero temperatures of the Arctic pose some critical engineering problems for the developer and operator of open pit mines. Undoubtedly, the single most troublesome manifestation of this climate is permafrost. Underlying about 20% of the world's land area and 85% of the state of Alaska, permafrost has not only made its impact on building construction and mine excavation, but has created a legitimate threat to the delicate balance of nature existing within the Arctic environment. The recognition of permafrost areas by geomorphology and an understanding of its other complex developmental factors are the basis for two major concepts in building construction. The active method involves the eventual thawing of the complete permafrost section and is only useful in shallow areas. However, in some areas of coarse, well-drained material, vegetation may be stripped well ahead of construction and shallow permafrost allowed to method, leaves the perenially frozen ground undisturbed and is to be preferred. In selecting construction sites aerial photos may clearly reveal typical permafrost features.

Prolonged subzero climatic conditions impose some unique engineering problems for the developer and operator of open-pit mines in the Far North. The remoteness of the job site and the extremely cold, long, dark winters severely tax both man and machine in the quest for the Arctic's rich mineral wealth. Undoubtedly the singular most troublesome problem for the engineer is Permafrost which underlies about 201o of the land area of the world and about 85% of the state of Alaska. Permafrost has its impact on building construction and mine excavation, while posing a more pervasive threat to the-delicate ecologic balance within the Arctic wilderness. Yet the difficulties associated with mining up North may not be as overwhelming as has been previously supposed. For example, the lowest temperature recorded at Point Barrow is -560F, whereas Montana has recorded -69.7° F.. There are no specially designed machines for mining and construction in the Arctic, and efficient equipment utilization is maintained through proper operation and servicing techniques. However, neither equipment or people can be assumed to function normally at -40°F. Special techniques in drilling, blasting, and ripping are being used to yield economically competitive ores. Overall, a fundamental understanding of the nature of Permafrost will allow the engineer to deal expeditiously with an Arctic mining venture and at the same time to deal fairly with Arctic environment.

The early history of a country is linked with its topographic features. Mountains are barriers, rivers are avenues, the sea is a highway. The first Europeans to reach the northwestern corner of the American continent, now known as Alaska, came from Asia, for the Pacific Ocean provided an approach by means of the islands that like stepping-stones stretch far westward from the inhospitable shore of the mainland. The Russians crossed Siberia and explored the Arctic coast of Asia. In 1728 a band of Cossacks was driven by a storm eastward from Kamchatka, and landed in Norton Sound.* Others followed them, and settled on the islands and peninsulas of southeastern Alaska. The mountains guarding the coast discouraged any advance into the interior. Another range, the northern extension of the Rocky Mountains, barred the westward progress of the French voyageurs and the English fur-traders of the Hudson's Bay Company. After the Russians had obtained a foothold among the Indians, the viceroys of Mexico sent successive expeditions up the coast, such as that of Pérez in 1774 and of Heceta in 1775. If the English fur-traders had not interfered, the Spanish and Russian spheres of influence would have conflicted, and the contest for control might have ended in establishing a line of demarkation somewhere near the mouth of the Columbia river. The British navigator Captain James Cook landed near Sitka in 1778 while seeking a way by water to Hudson Bay. "Mining makes civilization possible. It also creates socio-economic problems surrounded by sustainability controversies yet continues extraction without considering the balance and finitude of nature. Nature requires restoration of equilibrium if mining and life on earth are to continue. Mining is still practiced according to Agricola’s views and the consequences it has wrought on our planet demand we critically reexamine it from its very core, to its metrics, to its design, to its technology, to how it is taught, and to reconsider its raison d'être in 2017. This paper offers tools to new mining engineers that are required to transform and solve new challenges. The task before us is to formulate an updated core curriculum that meets the demands and realities of the 21st Century. Mining professionals must rethink and reteach how to redesign mines before shovel hits dirt, how to mine with restoration of nature figured in to the mining design. Mining needs a new extractive technology in order to transform the results of its well-known liabilities. Mining has evolved and its future must be different than its past. Our industry is capable of doing this but it needs to be shown the way. INTRODUCTION The statement that ‘mining makes civilization possible’ is of the utmost importance and has the most value to us. We can examine the past and present appropriately to see the future that we are building. Mining must be addressed in a different way that makes a positive difference and improves upon rather than continues to get the negative impacts of the past. See Fig 1. Mining creates disequilibrium in Nature by producing ore, waste, tailing, dilution of resources, toxic, and pollution to its ecosystems. What is next for mining on a limited planet? Delaying the transformation of mining is not an option to developing an updated and modern mining business-as-usual paradigm. It is hurting the essentials of living in a civilization; our livelihood is in danger to the point of unrest in nature as we generate a lot of eco-print by present mining practices. So, we are urged to eliminate this bottleneck in life by employing a different design. This way, we will have a vision on how to sustain our civilization. [1]. This new design, with input from current and future generations, will be our contribution to posterity."

Mining is most vital to our civilization. The current model of extraction technologies was designed without an expiration date and therefore generates environmental effects that are severe. Mining results-effects have been traditionally accepted and promoted around the world since Agricola described mining. Mining’s extractive technology is outmoded and standardized and inflicts negative results-effects on nature. Those results are liabilities dimensioned in legacy and type of nature able to provide to the next generation. In order to design, build, and transform mining effectively we must ask: What is the vision of mining? Mining has exhausted its antiquated mindset of over 200 years. Now it merely pilots us into crisis. The challenge today is to resolve the socio-environmental conflicts globally with a radical transformation of the mining business at its core. This paper illustrates that old mindsets must be radically updated or the concept of mining will continue to be trapped. Changing the mindset will enable discourse toward a new destiny. These changes will change mining for the better. We are able to evolve and get different results than in the past by pursuing a new legacy to live in harmony with nature for many more years. INTRODUCTION Minerals are supported by the law of conservation of mass. They have the unique characteristics of being finite, exhaustible, unsustainable, and have an unlimited recycling. Minerals are also hard to find because we have explored and virtually exhausted the whole crust of this planet. Orebodies that used to be considered world class are almost exhausted. In the short-term, it would be almost impossible to find new world class orebodies unless they could be extracted from the ocean, the moon or other planets like Mars. Mining is designed to extract minerals for profit and to keep civilizations functioning. Subsequently, mining has a social issue that is an economic issue. Thus, mining must be seen as a real and urgent subject matter that must be protected in thought and in fact. The actual mining extractive technologies produce disequilibrium in nature that has unknowable effects in the course of time. History is filled with the negative consequences to nature due to the model of mining. The evidence of these effects from mining’s model is apparent in repetitive liabilities around the world. The effects negatively impact nature without any consideration to how these impacts will manifest themselves in the future. This model of mining is widespread and extolled in every corner of the planet because it is old and familiar and although wasteful and outdated, we do not want to expend financial resources from profit or elsewhere to explore newer ideas, methods, or technologies that would help us keep a sustainable harmony between extraction and nature. We need a new vision for mining today and to explore in what way academia can and must play a social role in the teaching of mining methods. We need to question why we continue to support the old model of mining and to ask ourselves what prevents us from updating and modernizing the method of mining to meet the current needs not just of civilization but the urgent needs to undo some of the damage to the earth. This paper hopes to develop a method to change our minds about how we conduct the business of mining in order to control the destiny of it.

Mining in the Genesis open pit has been conducted above the active haulage and ventilation declines of the Deep Star underground mine. Production has continued in both mines. The Deep Star haulage and ventilation declines, the primary and secondary egresses respectively, had to remain open and safe for travel until the new haulage and ventilation accesses were completed. Eventually, the upper 350 feet in each decline will be removed. The declines are in relatively competent calc-silicate hornfels with several high-angle, northeast-striking, clay-filled or open-spaced fault zones that create localized areas of poor ground requiring steel sets. To maintain the integrity of the declines, blast-induced vibration levels and damage were monitored in both declines after each surface blast. Seven geophones were installed in the declines to monitor peak particle velocity and peak vibration frequency. These data helped design subsequent blasts and predict expected vibration and damage levels. Blast design modifications included reducing the pattern size, reducing the powder factor and limiting blasthole detonations per delay. While limiting blast-induced vibration, these blast design modifications had to allow effective surface mining to continue. Linear regression analysis of peak particle velocity and scaled distance was used to determine the scaled distance necessary to keep the peak particle velocity under 2 inches per second. To date, the new ventilation raise, which is also the secondary escapeway, has been established and safe conditions were maintained in the original ventilation decline. Data collection and conscientious blasting procedures continue above the haulage decline.

IT is a high compliment to be invited to present a pap::r on the subject of "Mining in the National Economy". To cover it adequately would need the knowledge of the economic geologist and of the technical mining engineer, together with the arts of the statistician and of the economist in general, allied with generous psychic powers. Further, one should embellish the tale with a touch of drama. It is comforting that the subject is so broad that whatever may be said within the compass of a paper like the present, can hardly be criticized as going beyond the terms of reference. A conventional approach would be to begin with the noteworthy statistics of the mining industry of yesterday and today. But in the present company this would be "carrying coals to Newcastle"-or to give the venerable metaphor local colour, "nickel to Sudbury". Such statistics are available in all their stimulating detail in our official publications. Let us tackle at once, therefore, as a less hackneyed theme, the relationship of mining to other phases of the Canadian economy. RELATION TO TOTAL PRODUCTION While mining occupies a position of less importance than manufacturing or agriculture in Canada, its relative contribution has greatly increased during the post-war period. Due to the fall in wholesale prices, the net value of production in Canada has shown a decrease averaging about 1.5 per cent per year during the post-war period, though its volume of course has gone up. Mineral production on a value basis, on the other hand, showed a gain of 2.8 per cent per year. Mineral production was only 5.14 per cent of the net value of production of all kinds of commodities in 1919, bur from 1929 to 1936 the proportion rose steadily rill it reached no less than 12. 76 per cent in the latter year.

The understanding of public debates over mineral exploration and mining largely originates from exceptional situations such as mining accidents of conflicts. Less is known about how mining is portrayed and understood under more conventional settings. What storylines dominate the local day-to-day public debate? This article presents results from a comparative case study focusing on newspaper coverage of mineral exploration and mining in three European countries representing different geological and socio-economic contexts. Newspaper articles from the Geyer-Erzgebirge region in Germany, the Andalusia region in Spain, and Northern Finland are studied. The sample looks into the period between September 2018 and February 2020 and shows that regional newspapers report about mining issues relatively intensively even in the absence of major accidents or other media events causing peaks of attention. The tone of the articles is generally neutral to positive towards mining activities, reflecting the specific local settings, historical experiences, and future expectations. Despite the different contexts of the three countries, there were considerable similarities to the topics highlighted, including common themes of mining revival, mining events and social interaction, history of mining, and damages related to mining. Past, present, and future employment opportunities related directly or indirectly to the mining sector are key storylines. Another recurrent underlying theme is the need to balance environment and safety risks and socio-economic prosperity, typically covered through ordinary disputes among the mining sector, public authorities, regional non-governmental organizations, and local initiatives.

The mining industry continues to underpin the regional economy. Australia, benefiting from a weak currency, receives 27% of the total goods export value from non-energy mining lead by aluminium, iron ore, gold and nickel. Consolidation has eliminated CRA, Comalco, North, Savage, Acacia, Ashton, Great Central, Aberfoyle, Placer Pacific, Plutonic, Normandy and RGC leaving Rio Tinto, BHP-Billiton, WMC, MIM and, increasingly, the South African companies Anglo, Gold Fields and Harmony as dominant players. Exploration stagnates with expenditure dropping 40% in Australia and 80% in PNG from peak levels. Major new regional developments include Rio’s West Angles iron ore project, Newcrest’s Ridgeway gold-copper mine and Inco’s Goro nickel-cobalt project in New Caledonia.
